Climate change is coming for our toilets. Here’s how we can stop it.

Of all the amazing conveniences Americans are lucky enough to enjoy, the bowl that makes the poop go away is one of the best — on par with the tap that turns the water on and the box that makes the food hot. But I am here to ruin your day and tell you that climate change could compromise the humble toilet. If we don’t act soon, the consequences could be disgusting.

About one in five households in the United States depends on a septic system to eliminate waste (that’s 60 million households, for those of you who don’t like fractions). Septic systems not only dispose of our waste, they also protect public health, preserve precious water resources, and provide long-term peace of mind for city planners and plumbers alike. But that septic-associated security could go down the drain, according to information in a U.N. report on oceans published last week.

While the report is not specifically about your bathroom, per se, it shows how a stealthy threat — sea-level rise — could make it more difficult for people with septic systems to flush their toilets. A brief primer on septic systems, which are common in rural areas: The stuff in your toilet goes into an underground tank, where it breaks down (I’m gagging) and gets drained out into a leach field (gross) that’s at least 20 feet from your house. In order to function properly, those drainage fields have to be relatively dry.

Rising groundwater levels (a problem that accompanies sea-level rise) are soaking the fields, making it more difficult for our waste to break down and get absorbed properly. Rising groundwater also affects the soil’s ability to filter out harmful bacteria, which poses a public safety risk. And to make matters worse, increased rainfall, another climate change-related perk, is exacerbating the issue. It’s a back-up problem that can’t be solved with a plunger, if you catch my drift.

New England, where roughly half of homes rely on septic systems, is especially at risk. So is Florida — home to 12 percent of the nation’s septic systems. Miami-Dade county commissioned a report on vulnerable toilets this year and found 64 percent of tanks could run into problems by 2040. Minnesota, an inland state, has to contend with another climate-related toilet problem: lack of snow. Snow, which keeps things nice and insulated, has been noticeably absent in early winter and spring. Freezing temperatures are still kicking around, though. That means the frost line has taken a dive deep underground and compromised thousands of Minnesotans’ septic systems. See? Septic tanks are getting it from all sides these days.

So is the solution to dig up all the septic tanks, put them on stilts, and clothe them in Canada Goose parkas? Not exactly, says Elena Mihaly, staff attorney at the Conservation Law Foundation. She worked on a 2017 report on climate change’s effect on wastewater treatment systems that laid out some possible solutions to this poopy problem.

One method is to reform the way septic systems are regulated so that new systems are evaluated for their susceptibility to climate change before they’re put in. Researchers are already mapping out areas with infrastructure that’s vulnerable to groundwater level rise in coming years in states like New Hampshire. When it comes to existing septic systems, Mihaly says inspecting them when houses change hands at point of sale is a “way to make sure that we’re checking in on how infrastructure is doing given current risk, and how it’s changed from 30 or 40 years ago.”

And there are other practices that can head off this problem, too. Shallower leach fields, for example, rely on a narrower depth to treat water. Municipalities can install town-wide sewer systems in areas where household septic tanks don’t make sense. Frequent inspections are key, too. “It’s important to get your septic system inspected every three or four years,” Mihaly said. “Not only looking at all the pieces on the outside but at what’s happening with the groundwater that is flowing near it.”

Most importantly, it’s crucial to understand that groundwater doesn’t act in predictable ways, and it can impact more than just septic systems. “It’s not a given that if you have 3 feet of sea-level rise you’ll always have this much groundwater rise inland,” Mihaly said. “It’s really dependent on the underlying geology of that area, so it’s going to be very location-specific.” Roads, drinking water wells, landfills, and other infrastructure are susceptible to rising groundwater, too. “We actually have infrastructure that’s inland that we need to be thinking about as well in terms of reliability and functionality in the face of climate change,” she said.

In a testament to the power of political pressure and grassroots activism, a number of 2020 candidates have recently supported the concept of a Green New Deal — an economy-wide climate fix being championed by the Sunrise Movement and Representative Alexandria Ocasio-Cortez.

Why push the plan so hard now, when there’s little chance of legislation passing the Senate? Sunrise co-founder (and Grist 50 member) Evan Weber told Vox part of the logic is “to have a platform for candidates to run on in 2020.” In that sense, the initiative has been wildly successful: Elizabeth Warren, Bernie Sanders, and Beto O’Rourke have all signed on to the idea of a Green New Deal. But what exactly does that mean?

Kirsten Gillibrand, the most recent Democrat to make a 2020 announcement, just raised the stakes. On Thursday, she tweeted out what amounts to the strongest endorsement of a Green New Deal from a 2020 candidate thus far.

The junior senator from New York also sent a letter to Republican John Barrasso, chair of the Senate Committee on Environment and Public Works — a committee on which she serves as a minority member — outlining her vision for actually building out a Green New Deal.

“Given the stakes, we do not have time to waste,” she wrote, citing the 4th National Climate Assessment that came out in November and the Intergovernmental Panel on Climate Change report published in October.

In order to achieve a green America, Gillibrand asks the committee to hold hearings and consider legislation that would help decarbonize the economy and “get us to net-zero emissions by as close to 2050 as possible.”

She also calls for investment in green jobs, upgraded public transit, and other measures that would support a green economy. Most notably, she calls for legislation that will build “resiliency across a range of infrastructure in low-income and frontline communities that will bear the worst of climate impacts.”

All these steps and more align with what Sunrise activists and AOC have outlined in previous calls for a Green New Deal. And while it’s unlikely that Barrasso will take any of her suggestions seriously, Gillibrand’s letter might set an example for other candidates who have yet to express anything other than mild support for the plan’s goals.

Gillibrand doesn’t appear to be putting all her eggs in the same green basket, either. In an earlier interview with Pod Save America, she voiced support for a carbon tax, calling it an effective way to “attack global climate change.” The Sunrise Movement does not currently include a carbon tax as part of its approach, but in a previous interview with Grist, Weber said the group isn’t ruling the option out entirely.

PG&E could face murder charges for California’s wildfires

It’s been nearly two months since the massive Camp Fire laid waste to the town of Paradise in northern California. It destroyed nearly 14,000 homes and claimed at least 86 lives, making it the deadliest fire in the state’s history. And now the state’s largest public utility provider, Pacific Gas & Electric Co. could face murder or manslaughter charges related to the blazes.

PG&E is already under investigation for criminal wrongdoing related to California’s deadly wildfires. Though investigators have not determined what officially sparked the fire, PG&E reported “an outage” on a transmission line in the area where the blaze began around the time the blazes started.

If district prosecutors find that “reckless operation” of its power equipment caused any of the state’s deadly wildfires in the past two years, the company could be held responsible for not just the resulting property damages but the loss of life as well.

“PG&E’s most important responsibility is public and workforce safety,” the utility, which provides electricity to about 16 million Californians, said in a statement. “Our focus continues to be on assessing our infrastructure to further enhance safety and helping our customers continue to recover and rebuild.”

On Friday, California’s Attorney General Xavier Becerra submitted a legal brief to a federal judge who is considering how the wildfires could affect PG&E’s probation from a criminal case born out a 2010 explosion at a natural gas pipeline operated by PG&E. The judge will have to gauge PG&E’s “mental state” — meaning, its employees’ degree of negligence and recklessness — before determining which charges to bring, if any.

Potential charges range from minor misdemeanors related to poor maintenance of trees along power lines to involuntary manslaughter or murder if the company is found to be the cause of the wildfires.

In addition to possible criminal charges, PG&E could be found liable for billions of dollars in civil damages. But it’s not just the company that will bear the burden of any resulting settlements. In September 2018, California Governor Jerry Brown signed a bill which permitted PG&E to pass on some of the costs related to utility’s role in the 2017 wildfires on to their customers.

Officials tried to censor a report on national parks. Here’s what was in it.

Roughly 25 percent of U.S. national parks are vulnerable to rising sea levels because they’re situated in coastal areas. For years, the National Parks Service has had a report in the works to quantify how higher ocean tides and storm surges could impact its sites. But in April, Reveal found that in drafts of the publication, park officials had censored all mentions of human-caused climate change as an explanation for the encroaching waters.

The story prompted Democrats on the House Committee on Natural Resources to write a letter to the Department of the Interior requesting an investigation into the scientific integrity of the Parks Service. Interior Secretary Ryan Zinke has said that he never changes reports before they go out.

In a follow-up, Reveal reported that when Maria Caffrey, a University of Colorado research assistant and the study’s lead author, fought the changes, officials said they could take her name off the paper or potentially not release it at all. “The fight probably destroyed my career with the (National Park Service) but it will be worth it if we can uphold the truth and ensure that scientific integrity of other scientists won’t be challenged so easily in the future,” she said.

Finally released Friday, the analysis illustrates how different levels of emissions would increase sea levels and storm surges near 118 national parks over roughly the next century. In the end, science prevailed: The report identifies human-caused climate change as the main culprit behind the rising sea levels that endanger the sites.

Here’s what the collaboration between the National Parks Service and the University of Colorado found:

Rising seas will flood parks. By the end of the century, some sites in North Carolina’s Outer Banks, for example, could experience an ocean rise of nearly two-and-a-half feet. The researchers caution that this would submerge large parts of those parks.
Wright Brothers National Memorial is predicted to face the largest sea-level rise. By 2100, the shoreline near the park is predicted to see up to a 2.7 foot increase under the most severe global warming situation they studied.
Unsurprisingly, islands are at an increased risk. The authors note that for more remote national parks, like those in the Caribbean or the National Park of American Samoa, a storm surge could be particularly ruinous, as it’s difficult to deliver aid to those sites quickly.
Overall, parks in the U.S. southeast are at highest risk for storm surges. For example, a category two hurricane would inundate Everglades National Park.

Now is the time to plan. The authors say that their findings can help inform parks as they adapt to a warming world that endangers their infrastructure and historical structures.

A volcano in Bali could erupt at any minute. More than 75,000 people have evacuated.

The devastation wiped out 80 percent of Puerto Rico’s agricultural production, according to Puerto Rico’s agriculture secretary, Carlos Flores Ortega. The New York Times visited farmer José A. Rivera after the winds flattened his plantain, yam, and pepper fields.

“There will be no food in Puerto Rico,” Rivera, told the Times. “There is no more agriculture in Puerto Rico. And there won’t be any for a year or longer.”

Food prices will surely rise on the island, although the loss of crops will not necessarily mean people will starve. Puerto Rico imports about 85 percent of its food. Even so, the storm damaged the infrastructure used to distribute imported food, like ports, roads, and stores.

On CNN, Puerto Rico Governor Ricardo Rosselló pleaded for aid from Congress. “We need to prevent a humanitarian crisis occurring in America,” he said. FEMA and the Coast Guard are working in the territory.

Flores, the agriculture secretary, appeared to be looking for a silver lining. This may be a chance to rebuild the island’s agriculture so that it is more efficient and sustainable, he told the Times.

As climate change accelerates, we can expect the rate of disasters like this to accelerate as well.

Harvey is changing the way we feed people during disasters

Each hurricane season, Brian Greene calls in reinforcements in the form of tractor-trailers. Long before a particular system is swirling on the horizon, Greene, the president and CEO of the Houston Food Bank, dispatches 40-plus hauls of disaster-relief supplies to local shelters so each outfit will have a stockpile of water, granola bars, and cleaning supplies. The idea is to get out ahead of any storm, and then hunker down. “That’s our normal plan,” Greene says. “And it looked pretty good.” But Tropical Storm Harvey wasn’t normal.

Under normal circumstances, hurricanes don’t hold steady overhead. “They’re not supposed to do that. They go 15 or 20 miles an hour. They hit you and move on and then you assess and then begin the follow-up work,” Greene says. But Harvey continued to assail the city for days, throwing a wrench in the food bank’s plans.

In a normal catastrophe — to the extent that any crisis is normal — “you’ve got maybe a 24-hour period where you’re shut down,” Greene says. In this case, the food bank was snarled for days — not because it had flooded, but because nearby roads had turned to rivers with white-capped waves. With the paved arteries clogged by churning water, supplies had to stay where they were.

On Tuesday, for instance, Celia Cole’s hands were tied. As the CEO of Feeding Texas, Cole was fielding calls from places that had run down their supplies. An assisted-living facility reached out: They were swamped by floodwaters and the patients and staff were out of food. Not even the largest vehicles on hand could make it through the water, Cole says. “It’s awful to say, ‘I’m sorry, I can’t help you.’”

Seven of the 21 food banks in the Feeding Texas network were affected by the storm. By Wednesday, water had begun to recede in some areas, and people began streaming to local food banks and pantries. But the work was just beginning.

The immediate aftermath of a storm is often much-publicized and scored with desperation: Picture cameras panning across grocery stores with bare shelves and glass doors fastened shut against the rain; shivering crowds and interminable lines snaking across a parking lot pitted with puddles. In these tellings, a storm’s consequences are like broken bones — clean, complete, emergent. The Washington Post reported that some stores were looking to turn a quick buck on the trauma, gouging prices on basic necessities like water, which was selling for as much as $8.50 a bottle. But across the food system, the impacts may be more like hairline fractures, partial and enduring.

That’s because the busiest time for disaster relief isn’t while winds are howling and rain is pelting down in sheets, Greene says. It’s after. And that’s also when donations might slow from a stream to a trickle, and when the landscape of need is murkiest.

The problem is, in the past, cities’ resilience plans haven’t considered the food system. That’s starting to change, Erin Biehl, the senior program coordinator in the Johns Hopkins Center for a Livable Future’s Food System Sustainability & Public Health program, told me earlier this month. Biehl is the lead author of a new report that surveys the blueprints various cities have laid out to respond to disasters that could shock all aspects of the food system, from warehouses to packaging facilities and bodegas. Now and for the foreseeable future, Houston will be reckoning with the very conditions Biehl and her collaborators outlined.

One of the primary takeaways from the CLF report is the paramount importance of connected networks. In the wake of disasters, the first major food hurdle is “figuring out who’s got what and who needs what,” says Roni Neff, the director of the CLF’s Food System Sustainability & Public Health research program. Greene experienced that challenge while working at food banks in New Orleans when Katrina swept through. “One of the most frustrating parts was how communication utterly, utterly broke down,” he says. Drenched landlines were unreliable, and cell towers were finicky. “It took weeks before we even found our staff,” Greene adds.

Now, in Houston, the team has outsourced and centralized contact information and plans at the state level, and stored it on the cloud. They leverage extensive communication networks to stay in touch with 600 partner organizations, including churches and community centers. “Everything we do is a collaboration,” Greene says. “Everything.” Feeding Texas also has a disaster coordinator on staff, who works out of the state’s department of emergency management.

In Houston, trucks are arriving from all over the state, and from others, too. “North Texas is already sending aid to shelters and at the conference center in Houston. Those were all part of a very coordinated network and everybody is standing by to respond,” Cole says. Corporations are pitching in to boost supply. Greene says Kellogg’s is dedicating 125 truckloads of cereal to the relief squad.

The Houston Press and Chronicle maintained running lists of restaurants and stores that were creaking open their doors amid the risk of flooding, or mobilizing as hubs of relief efforts. Some served free meals to first responders; others solicited donations of blankets, diapers, baby formula, and single-serving, packaged snacks and ferried them to the George R. Brown Convention Center, which is sheltering residents displaced from their homes.

Many families will have long-term needs, too. The melee delayed the start of the school year — and, by extension, the meals that students would have received in the cafeteria. Submerged businesses may be closed for weeks or months, slashing the paychecks of workers who earn hourly wages. In turn, their food budgets may be precariously slim. “If you’re on the margin and you just lost a quarter of the month’s income, you’re in trouble,” Greene notes. Staring down crumbling walls and blooming mold, it’s hard to decide how to allocate thin resources. People will struggle for a toehold as they repair their lives. “We’re anticipating what’s going to be sort of like a refugee crisis once people are actually able to get out of Houston,” Cole says.

On the policy side, one intervention is a temporary stretching of SNAP benefits. In anticipation of the deluge, the Texas Health and Human Services Commission put in a statewide waiver request on Aug. 26. Through Sept. 30, SNAP benefits can be used toward hot, ready-to-eat food items that are usually exempted from the program. The change may be a lifeline in Galveston. The island city was lashed with more than 22 inches of rain, and 37,371 of its residents received SNAP benefits in 2011. In the event that the food system is still shaken a month from now, a USDA official says the department will consider extending the waiver upon request from the state.

Neff wonders whether some repercussions might be even more wide-ranging. Reports of drowned fields and escaped livestock raised questions about the effects on farmers and the meat industry. With some refineries flooded or otherwise damaged, Neff says, fuel prices might rise, cutting into grocery stores’ margins and perhaps leading to mark-ups for consumers.

That all remains to be seen. The next challenge is scaling up, and doing so accurately. Outside of storm season, the Houston Food Bank moves about 350,000 pounds of food a day, six days a week. That number balloons when the bank springs into crisis mode. After Hurricane Ike struck, the food bank shuttled 500,000 pounds a day. This time around, “we just say, ‘OK, this is a lot bigger. Call it a million,’” Greene says. From there, the food bank has to tinker with its regular operations. How many additional forklifts do they need? How many more trucks?

It’s difficult to anticipate the magnitude of a storm — and what will be required to respond to it — before it’s baring its teeth. From a distance, Greene says, it’s tricky to imagine what damage might follow. Afterward, even from the ground, it’s hard to deduce a precise need from a quick survey of wreckage. “We won’t really know how this will pan out until it’s over,” Greene says.

So the best estimate is just that — but, ideally, a generous one. “There’s a big Katrina lesson. Whatever you do, do not fail people now when they need you most,” he adds. “So if you overshoot, you deal with the consequences of that — but the consequences of undershooting are far worse.”

Trump wants to ignore the effects of climate change when permitting infrastructure projects.

The state’s attorney general, Xavier Becerra, filed a lawsuit on Friday to get the agency to say how it plans to handle Administrator Scott Pruitt’s potential conflicts of interest. Pruitt is now in charge of enforcing rules that he tried to unravel with numerous lawsuits as Oklahoma’s attorney general.

“Administrator Pruitt’s ability to serve as an impartial decision maker merits close examination,” Becerra said in a statement.

In April, Becerra filed a broad Freedom of Information Act request for documents tied to Pruitt’s potential conflicts of interest and efforts to follow federal ethics laws. Generally, agencies must respond to a FOIA request within 20 business days, though they have some wiggle room. But four months later, the EPA has yet to turn over anything.

Liz Bowman, an EPA spokesperson, told the Los Angeles Times that the agency had twice told Becerra’s office they were working on assembling the documents. She said the lawsuit was “draining resources that could be better spent protecting human health and the environment.”

The suit from the Golden State is just part of the legal backlash Pruitt’s staring down: He’s already been sued over ozone regulations and the suspension of methane restrictions for new oil and gas wells.

A leaked list of Trump’s infrastructure priorities looks pretty surprising.

That’s how new news site Axios described it Monday morning, and the news has just gotten worse since then.

A leaked copy of the Trump team’s plan for the EPA calls for slashing its budget, “terminating climate programs,” ending auto fuel-economy standards, and executing “major reforms of the agency’s use of science and economics.”

The Trump administration has frozen EPA grants and contracts, cutting off funding for everything from cleanup of toxic sites to testing of air quality.

EPA employees have been ordered not to share information via social media, press releases, or new website content, Huffington Post reports.

It’s unclear which of these changes are temporary — just in place until Trump’s nominee to head the EPA, Scott Pruitt, gets confirmed — and which might be put in place more permanently.

More bad news for the EPA will be coming: A new team that Trump has put in place to shift the agency’s direction includes three former researchers from Koch-funded think tanks, one former mining lobbyist, and a number of people who have argued against climate action, according to Reuters. And Trump is poised to issue executive orders to weaken pollution rules and cut agency budgets, Vox reports.
