Climate change threatens the economy. Here’s what regulators can do right now.

Many of the economic risks of climate change are already crystal clear, and yet financial markets have yet to take them into account. That dangerous disconnect is the impetus behind a new report out on Monday from the sustainable finance nonprofit Ceres.

“U.S. financial regulators, who are responsible for protecting the stability and competitiveness of the U.S. economy, need to recognize and act on climate change as a systemic risk,” the report says. It calls on financial regulators across seven federal agencies as well as state agencies to do so, offering more than 50 recommendations that the authors believe are under the purview of regulators today, without the need for any additional legislation.

The report highlights three ways climate change is a systemic risk to financial markets. There are the physical risks of a warming planet — droughts, wildfires, and more frequent and intense storms will cause direct economic losses. This reality is already abundantly clear: The 2017 hurricane season caused $58 to $63 billion in damages in Florida alone. In 2018, wildfires in California burned up $12 billion in insured losses and led to the bankruptcy of the state’s largest utility, which took criminal responsibility for starting one of the fires.

Then there are socioeconomic risks, which are manifold. Industries that rely on physical outdoor labor, like agriculture and construction, will see productivity losses as temperatures rise. Economies that rely on tourism could be hurt by not only the physical risks outlined above but also by biodiversity loss. Higher temperatures will come with significant health impacts, including respiratory issues, premature deaths, and the spread of disease as carriers like mosquitos move into new habitats.

The third category is transition risk — the idea that the transition to a carbon-neutral economy is inevitable, and that companies in denial about that are setting themselves up to lose money. Transition risk includes possibilities like a carbon tax, changes in consumer sentiment, or the loss of investments in fossil fuel assets with long lifespans, like pipelines, that could end up out of commission before they are paid off.

The report calls on the Federal Reserve System, the Securities and Exchange Commission (SEC), the Commodity Futures Trading Commission, the Housing Finance Authority, and insurance regulators, among other financial regulatory bodies, to first and foremost acknowledge that climate change poses a systemic risk to financial market stability. Veena Ramani, Ceres’ senior program director for capital markets systems, said in a press call that once these agencies publicly affirm this fact, that will mean acknowledging that it’s within their mandate to address climate risks in their rulemaking.

So what might that look like? Ceres’ recommendations for regulatory agencies include doing deeper research on how climate change will affect the economic stability of the U.S. Regulators could also require banks and insurance companies to integrate climate change into their “stress tests” — analyses of how well an entity can withstand a financial crisis — and to reflect the costs of climate change in their decision making. The report also recommends that regulators encourage corporate transparency about climate risk — something that the SEC actually issued guidance on a decade ago, but then promptly eased up on enforcing. The SEC’s Division of Corporation Finance sent 49 comment letters to companies about their climate risk disclosures in 2010, but has sent only six such letters over the last four years.

Finally, the report advocates for financial regulators to require that banks disclose the carbon emissions from their lending and investment activities, and define which activities will make climate change worse and which will help mitigate the systemic risks posed by the crisis — and then reorient capital toward those solutions.

Many of the recommendations made in the report have already been implemented in other countries. For example, late last year, the Bank of England announced it would subject U.K. banks and insurers to climate resilience stress tests. Just this past Friday, the E.U.’s top banking regulator, the European Banking Authority, issued new guidelines that require banks to incorporate climate risks into their credit policies. The guidelines also say that banks should assess whether borrowers could be found responsible for contributing to global warming. They cite a European Commission report from 2018 that found that “close to 50% of the exposure of euro area institutions to risk is directly or indirectly linked to risks stemming from climate change.”

Also on Friday, the International Monetary Fund published a new chapter of its latest global financial stability report calling for climate risk to become a part of international reporting standards. The chapter highlights how little of an impact known risks like extreme weather events have had on markets.

In a press call about the Ceres report, Senator Sheldon Whitehouse of Rhode Island said that industries are finally awakening to the fact that climate change is not just a public relations issue. “This is something for their risk managers, this is something for their chief executives,” he said. “Whether you’re in agriculture, or insurance, or banking, or investment, these are dire warnings pointing right at the heart of your business.”

Protests are bringing attention to the ‘everyday violence’ faced by black Americans

In the wake of the killing of George Floyd by a Minneapolis police officer early last week, cities across the U.S. erupted in protest. As those demonstrations enter their second week, some are calling for a reckoning with not just police brutality but also the wider array of harms disproportionately inflicted by race in the U.S.

Many of those harms are environmental. On Sunday, New Jersey Senator and former presidential candidate Cory Booker went live on CNN not only to call for measures like reforming the federal statute governing police misconduct (18 U.S.C.  section 242), but also to draw attention to the “everyday violence” faced by black Americans.

“Where is the response to the everyday violence that we live in a nation with such toxicity, from ‘cancer alley’ to Duplin County, that is killing disproportionately black people, because race is still the greatest indicator of whether you live around a toxic site?” Booker asked host Jake Tapper. “Where is the outrage and the anguish in the hearts of Americans?”

“Cancer alley” is an 85-mile industrial corridor along the Mississippi River in Louisiana where predominantly African American residents suffer the country’s most severe rates of industrial pollution-linked cancer (and now also some of its most severe COVID-19 outcomes). In Duplin County, North Carolina, toxic emissions from industrial hog farming have been associated with high rates of infant mortality, kidney disease, tuberculosis, and the lowest life expectancy in the state. These burdens are disproportionately suffered by black North Carolinians.

These environmental harms have long roots. For instance, some legacies of redlining — the government-sanctioned denial of home loans and insurance to communities of color — include housing stock that is disproportionately located near polluting industrial infrastructure. That legacy can also be seen in the threats that accelerating climate change poses to below-sea-level neighborhoods of color and urban neighborhoods that disproportionately suffer exposure to extreme heat.

The intersection of environmental injustice and policing can be seen on Rikers Island, New York City’s most notorious jail complex, which is built on a landfill and surrounded by polluting infrastructure. Roughly 90 percent of those behind bars in Rikers are people of color, and they have long suffered extreme summer heat, flooding, and noxious pollution while in confinement. 67 percent of those incarcerated at the complex have not been convicted of a crime and are simply awaiting trial.

Booker made environmental justice issues a centerpiece of his recent presidential campaign. During the first-ever presidential forum on environmental justice in November, the New Jersey senator called environmental racism a “shameful reality in America.” He also unveiled a detailed “environmental justice agenda” earlier last year.

Closing his remarks on CNN on Sunday, Booker connected environmental, economic, and racial justice and said the entire nation would suffer if the issues were left unaddressed.

“We are all weaker because we have allowed so much injustice to last so long,” Booker said. “Now is the time to take this energy and this anger and this focus and keep it until we actually change laws and systems of accountability that can raise standards in our country.”

Democrats want travel industry to reduce emissions in exchange for coronavirus bailout

As you read this, U.S. lawmakers are rushing to push a third coronavirus aid package through Congress to help alleviate the economic burden the pandemic has placed on people and industry. (The first, passed two weeks ago, was an $8 billion package that boosted funding for COVID-19 testing, and the second round of funding, signed Wednesday night, was aimed at providing paid family and sick leave to affected Americans.) Democrats want the new package to include measures that will reduce emissions from major polluters.

In a letter to the majority and minority leadership of both houses in Congress on Wednesday, eight Democratic senators, including former presidential candidate Cory Booker of New Jersey, asked Congress to include stricter environmental requirements for industries asking for bailouts from the economic fallout of the novel coronavirus pandemic.

Specifically, the senators highlighted the aviation and cruise industries, which are major contributors of greenhouse gas emissions — the former account for 2.5 percent of total carbon dioxide emissions globally, and the latter burns heavy fuel oil (“one of the dirtiest fuels,” the letter points out). The aviation industry has asked Congress for $50 billion in aid, more than three times the amount it received in the aftermath of 9/11.

“If we give the airline and cruise industries assistance without requiring them to be better environmental stewards,” the senators wrote, “we would miss a major opportunity to combat climate change and ocean dumping.” In addition to Booker, the letter’s signatories were Senators Sheldon Whitehouse of Rhode Island, Martin Heinrich of New Mexico, Tina Smith of Minnesota, Richard Blumenthal of Connecticut, Ed Markey of Massachusetts, Debbie Stabenow of Michigan, and Jeff Merkley of Oregon.

On Twitter, Whitehouse made his point more forcefully.

His colleague Markey, co-author of the Green New Deal resolution introduced in the Senate and House last February, agreed.

Unfortunately, it’s unlikely these Democrats have the leverage to compel the Republican-controlled Senate and President Trump to enforce stricter environmental regulations in exchange for coronavirus aid. And it’s not clear that their colleagues in the Senate and House have the bandwidth to tackle both coronavirus and climate change at the moment under such a tight deadline. But with airlines and cruise companies desperate for a bailout, there may never be a better time to make them change their polluting ways.

Puerto Rico wasn’t ready for earthquakes — especially not after Hurricane Maria

It was half-past 4 in the morning when a 6.4-magnitude earthquake rocked Puerto Rico on Tuesday, leaving the island at a standstill.

Half asleep in bed, I couldn’t work out what was happening until the whole house began to shift side to side. My parents quickly grabbed my dog and we scurried out of our house near Hatillo, along the island’s northern coast. We’d already established an evacuation plan following the 5.4-magnitude quake that had rattled our nerves just the previous morning, before we opened our presents on Three Kings Day, an important Christian holiday across Latin America.

And just like that, Puerto Rico plunged into darkness, again.

After the quake, 97 percent of the island lost power. I was in the dark, but at least my house was intact. I was one of the lucky ones. Buildings, schools, and historic churches crumbled along the U.S. territory’s southern coast in the cities of Ponce, Yauco, Guayanilla, Lajas, and Guanica. More than a thousand people sought shelter after their homes were reduced to rubble, and at least one person died after a wall in his home collapsed on him.

Wanda Vázquez, who became Puerto Rico’s governor in August following historic protests calling for the ouster of the former scandal-ridden governor, Ricardo Roselló, declared a state of emergency on Tuesday as authorities surveyed the damage to the power generation plants. Many of the island’s power plants are located along the southern coast near the epicenter of Tuesday’s earthquake. The Costa Sur power plant, which generates about 40 percent of the island’s electricity, sustained severe damage.

By Thursday, around a third of Puerto Ricans remained without power, according to CBS News. The current bout of shaking may not yet be over — the United States Geological Survey warns that more aftershocks could be coming. Terrified of sleeping indoors during another tremor, thousands of Puerto Ricans have been sleeping outside in yards and parking lots.

On Wednesday, Trump approved Vázquez’s request for an emergency declaration, which will provide funds for things like debris removal and financial assistance for people who lost their homes. The island’s governor is requesting a “major” emergency declaration that would go even further by funding emergency and permanent work. (The United States commander-in-chief has stayed silent about the disaster on Twitter, preoccupied with the escalating conflict in Iran and his impeachment.)

Even though recovery efforts are on their way, I fear the island where I grew up will never be ready for the next disaster, natural or not.

Damaged homes, deaths, no electricity or clean water — it’s all too familiar in Puerto Rico. The earthquake, the most powerful one to hit the island in more than a century, awoke many unwanted memories of Hurricane Maria, the tropical tyrant that upended life in Puerto Rico in September 2017, killing an estimated 2,975 people and knocking out power in some areas for almost a year.

In many ways, the island still hasn’t recovered. A 2019 report from the American Society of Civil Engineers gave the island’s overall infrastructure a D- grade and its energy infrastructure a straight-up F, calling out inadequate restoration following 2017’s one-two punch from hurricanes Maria and Irma. “Given its location and susceptibility to natural hazards, Puerto Rico’s infrastructure must be more resilient than a majority of mainland America’s,” the report reads. “The need for more resilient infrastructure, coupled with bankruptcy, has led to current infrastructure that fails to meet citizens’ demands.” Case in point: Many bridges and roads on the island that were weakened by the hurricanes collapsed after the recent earthquakes.

Initially, Vázquez and José Ortiz, the CEO of public power utility PREPA, claimed that the electricity would be restored for most of the island in the coming days. But Ortiz told CBS News on Thursday that the crucial Costa Sur plant “will be out for probably over a year.” Many Puerto Ricans are now calling for protests on the grounds that top officials tried to minimize the severity of the earthquake damage on energy infrastructure.

It’s not just the electricity that’s vulnerable: homes are, too. After Hurricane Maria, the Federal Emergency Management Agency pressured the island to enact stricter building codes, which took effect two months ago. Puerto Ricans were all too aware that aging buildings were vulnerable to hurricane winds and flooding, but powerful earthquakes are a rarity on the island, so they didn’t prioritize earthquake-proofing. Some houses that were recently elevated to avoid storm surge, for example, collapsed during the shakes.

Disaster research experts estimate that the earthquakes could cost the island up to $3.1 billion, including damage to private and public property as well as economic losses from tourism. The United States Geological Survey has a more conservative initial estimate, putting economic losses at upwards of $100 million. Either way, it’s a hard hit for an island already strapped for cash. Puerto Rico is currently about $70 billion in debt.

Footing the bill for recovering from the earthquakes won’t be easy, especially considering the track record of federal aid. After the 2017 hurricane season, Congress appropriated $42 billion to the recovery effort in Puerto Rico ($16 billion through FEMA, $20 billion through Housing and Urban Development, and the remainder through more than a dozen smaller agencies). But only about $14 billion of these funds had actually been spent as of last July. To top it off, the federal response could be on the slow side. While Harvey and Irma survivors in Texas and Florida received about $100 million in FEMA assistance within nine days of the storms’ landfall, for instance, Maria survivors received only $6 million over the same time frame.

“We have not received the reconstruction money that has been allocated for Puerto Rico,” Carmén Yulín Cruz, the mayor of San Juan, told NBC News on Tuesday. “I urge every member of Congress, whether Democrat or Republican — this is an issue of justice — to ask and demand that the president of the United States declare portions, if not the entirety, of Puerto Rico a state of emergency.”

Many Puerto Ricans, both those living on the island and in the diaspora, have flooded social media with pleas for support. But they shouldn’t have to rely on the generosity of individuals to save them in the event of a powerful earthquake, a climate-charged hurricane, or any other natural disaster. For the sake of the Puerto Ricans who have lived through catastrophe time and time again, this is an opportunity for both the local and federal governments to finally get it right.

Why Hurricane Dorian is so unpredictable

Hurricane Dorian has been — quite literally — all over the map. The powerful storm is expected to barrel into Florida and parts of Georgia this weekend, potentially as a Category 4 hurricane. If so, it will be the strongest hurricane to hit the East Coast in nearly 30 years. But the storm has been a tricky forecast from the start, and its final destination remains a mystery.

Back in the good old days when Dorian was still categorized as a tropical storm (i.e., Tuesday), there were a lot of worries that the weather system would directly hit Puerto Rico, where people are still recovering from the destruction wreaked by 2017’s Hurricane Maria. On Wednesday, the National Weather Service upgraded Dorian to a Category 1 hurricane, prompting residents of the U.S. territory to rush grocery stores and gas stations to stock up on supplies. But for all that bracing, the storm ultimately ended up just grazing the island and its neighboring U.S. territory the American Virgin Islands.

Hurricanes are, by nature, unpredictable. But experts say Dorian, which has gathered strength relatively quickly over the past few days, has been especially hard to predict. “The National Hurricane Center still doesn’t have high confidence on the hurricane’s track several days out,” Corene J. Matyas, a professor who studies tropical climatology at the University of Florida, told Grist. “Dorian is not following a typical track of a storm in its location.”

A lot of the uncertainty is because the storm is predicted to make a left turn, but the timing and angle of that shift will be determined by its interaction with a high-pressure ridge forecast to build near the storm, Matyas said. “We have to accurately predict this feature to be able to predict Dorian, and the ridge functions differently than the hurricane.”

According to Brian Tang, an atmospheric scientist at the University of Albany, it’s unlikely weather models will have enough information to predict the storm’s path and strength accurately until Saturday. And even then, Tang emphasized we won’t truly know what’s going to happen: “We do not know where Dorian might make landfall in Florida, and whether Dorian hits the brakes before it gets to Florida, over Florida, or after crossing Florida.”

In the meantime, Florida (and parts of Georgia’s coast) are on high alert. As of Friday afternoon, the whole state remains in the storm’s “cone of uncertainty.” (Though the name sounds delightful, it basically refers to the probable track of the center of a tropical cyclone.) On Thursday, Florida Governor Ron DeSantis declared a state of emergency for all of the state’s 67 counties, citing the storm’s “uncertain path.”

If Dorian does indeed make landfall on the East Coast, it would be in rare company: It could become the strongest storm to hit the state’s east coast since Hurricane Andrew (a Category 5) in 1992, as meteorologist Philip Klotzbach noted. Once it hits the mainland, Dorian is expected to slowly move inland, where its pace could prolong communities’ exposure to unrelenting winds and rain.

Tang says that’s one reason Florida residents need to be preparing now, even if they’re not within the storm’s cone of uncertainty: “They should make sure they have a hurricane plan and supplies […] and they should follow the advice of public officials, police, and emergency management, especially if they are told to evacuate.”

Greenland’s moment in the sun goes beyond Trump’s real estate interests

Greenland is sooo hot right now. And we’re not just talking literally (though, yeah, that’s also true). In the last week, the gigantic Arctic island has been the focus of several news stories. Here’s a quick round-up of why Greenland is blowing up your Twitter feed:

#1: President Trump expressed interest in buying Greenland

Let’s start with the most bizarre story. According to a story from the Wall Street Journal on Thursday, President Donald Trump repeatedly asked his top aides “with varying degrees of seriousness” how he could buy Greenland. Like, literally buy it.

“It has to be an April Fool’s joke,” the island’s former prime minister Lars Lokke Rasmussen tweeted. “Totally out of season.”

FYI Greenland is currently a self-ruling part of Denmark, which controls the region’s foreign and security policy. Still, the president somehow thinks that buying 836,300 square miles of fjord-riddled tundra floating in the middle of the North Atlantic could be feasible since “Denmark was having financial trouble over its assistance to Greenland.”

In case you’re wondering, “Um, why would he do that?” it’s not necessarily because the president is eyeing the island as the next Trump Towers location. After all, 80 percent of Greenland is covered by an ice sheet, and the population is estimated at less than 60,000. But the island is considered to be rich in valuable minerals, which may be easier to access as its vast ice sheets melt.

Of course, there are some major issues with this plan. For one thing, Greenland is not looking for a buyer. In response to Trump’s alleged interest in purchasing the island, officials politely told the president, Thanks, but no thanks.

”We have a good cooperation with [the] USA, and we see it as an expression of greater interest in investing in our country and the possibilities we offer,” the government of Greenland said in a short statement. “Of course, Greenland is not for sale.”

#2: Greenland is melting

For decades, the Arctic has been galloping toward a more perturbed state butt they seem to have reached a fever pitch this summer. Greenland’s ice sheet just had its biggest daily melt event ever recorded. That resulting rise in sea level is, you know, bad news for all us coastal peeps.

The story received a lot of attention after sobering images of Greenland’s melting glaciers flooded the internet. According to the Associated Press, a team of NASA scientists is flying over Greenland to further understand why this is happening. Greenlanders, on the other hand, have a pretty good idea of what to blame (see next story).

#3: Greenlanders are convinced of climate change

Greenlanders are not snoozing on global warming. According to the first-ever national survey examining the human impact of the climate emergency, dubbed Greenlandic Perspectives on Climate Change, 92 percent of people in Greenland believe climate change is happening.

As for the 8 percent of respondents who didn’t answer in the affirmative? Only 1 percent actually said they didn’t believe in climate change, and around 6 percent said they didn’t know.

More than three-quarters of Greenlanders surveyed said they’ve felt the effects of climate change, with many expressing concerns about everything from its impact on sled dogs to food security.

The problem with the ‘warm’ in global warming: Most like it hot

With every incongruous 50-degree F day in Boston this winter, I noticed the same transformations in the people around me: Revelers shed their layers of clothing, smiled more, and made polite small talk about what a great, beautiful, or perfect day it was. I’m always on the outside looking in on these interactions. Whereas my fellow Bostonians take delight in the warm, snowless days, I find them inescapably grim this time of year. In light of what we know about climate change, I feel as though I’m clutching onto a season that is systematically disappearing from my part of the world — and that few others care.

In a report called “Most Like It Hot,” the Pew Research Center found that 57 percent of Americans prefer to live in a city with a hot climate, and only 29 percent prefer cold locales. (The rest don’t have a preference.) Even human psychoses reflect this preference for warmth. Almost always, the symptoms of seasonal affective disorder are triggered during the cold, dark winter months. Only 10 percent of people with seasonal affective disorder suffer symptoms during the summer. And if you track growth in American cities since the early 1900s, a clear pattern emerges: The biggest upward trends are in places known for warmth.

I have always known that my disdain for warm weather makes me an outlier, but lately I’ve been wondering if it also has something to do with the inertia I’ve witnessed when it comes to addressing global warming — a term, by the way, that has always evoked hell to me, though maybe not to others. Although most of us are now well aware that the potential dangers of global warming go beyond weather — devastating natural disasters, famine, the reemergence of centuries-old diseases from melting permafrost — perhaps a collective preference for warmth has dulled our response to these larger threats that come with climate change. Would there be more urgency and better compliance with initiatives like the Paris Climate Agreement if we were facing the threat of an ice age instead?

It’s not a completely outlandish thought experiment. From roughly the mid-1300s to the mid-1800s, there was a prolonged period of global cooling known as the Little Ice Age. Glaciers around the world grew robustly and average temperatures dropped by about 1 degree C (1.8 degrees F) from those of the preceding Medieval period. The cooling climate struck Europe first and hardest: Reportedly, it was so cold in some areas that wild birds could be seen dropping dead out of the sky as they flew, and major European rivers like the Thames and the Rhine froze over for such significant chunks of the year that they became reliable roads for carts and horses. 1816 was famously dubbed “the year without Summer,” a dubious accolade shared by the year 1628.

So how did people respond to this onset of perpetual winter? Basically, they spent 300 years just completely freaking out. Then reason and social progress prevailed.

To most people, life during the Little Ice Age was horrible beyond measure. Catastrophes like widespread crop failure, livestock death, famine, and epidemics were common, and child mortality rates climbed. Someone had to take the blame. Witches — who, according to the Bible, had the power to bring on calamitous hailstorms and other weather-related disasters — were widely cast as scapegoats. Present-day economists have shown a correlation between the most active years in witchcraft trials and the coldest spells in the region. In May of 1626, after a brutal hailstorm in southern Germany was followed by Arctic-like temperatures, 900 men and women deemed responsible for the weather shift were tortured and executed.

But this systematic killing wasn’t changing anything, and people saw that. The cold marched on relentlessly. And so while the first half of the Little Ice Age was characterized by fanaticism, chaos, disease, death, and famine, the 18th century saw a turn toward a new, multi-pronged attempt at problem solving, spurred by the Age of Enlightenment.

Across Europe there was a broad move away from beleaguered agrarian societies, whose livelihoods were inextricably linked to practices, like small-scale farming, that climate change could easily topple. Instead, societies began to embrace institutions that were meant to imbue order, stability, reason, and understanding amid climatic chaos: science academies that explicitly excluded theologians; university systems that swelled in size; and improved roads and canals that facilitated the spread of education, medical care, and global trade. This era also saw the publication of books on science-based agricultural reform that would become virtual gospels on subjects like crop rotation, fertilization, and bumper crop storage for hundreds of years to come.

These new systems were put to the test by subsequent cold waves that continued into the 18th century and extended beyond Europe — to places like New York City, where in 1780 the harbor froze so solidly that you could walk from Manhattan to Staten Island. Improved clothing, heat-retaining architecture, widespread international trade, and the increased knowledge about disease management coming out of the universities and science academies all worked to keep death and famine at levels far lower than those that Western societies had previously experienced.

Admittedly, the comparison between our reaction to climate change and those who came before us is imperfect; the people who lived through the Little Ice Age didn’t really understand the science behind what they were experiencing. But their passionate and sometimes extreme cultural, political, and religious responses to the effects of climate change suggest that had they been able to directly and intentionally stop global cooling, they probably would have.

Yet here we are, armed with the knowledge our forbearers were missing, having nonetheless just closed the books on the fourth-warmest year since 1880. Instead of marshalling the ingenuity of an Age of Enlightenment, as our predecessors did, we’ve spent the last few decades in an Age of Complacency.

Leo Barasi, an author who has written extensively about climate change apathy, captured a sentiment shared by many Britons after a heatwave swept through the U.K. last summer. “They believe [the heatwave] was definitely a sign of climate change, just as the science says,” he told the Independent. “But most people’s experience of it was not unequivocally awful — not like a massive forest fire or a terrible hurricane. Some people quite enjoyed it.”

Of course, the fact that most people remain unbothered by warm weather is neither the sole nor most significant reason we’re now nearing the end of the runway for wholesale mitigation of today’s climate change. It’s not that simple, and weather and climate are not one in the same.

But at the most basic human level, our gut feelings about our day-to-day experiences with weather do matter. They inform our inclinations about preserving the long-term patterns of climate — and preserving those patterns means protecting the winters that some people hate. It’s time to reckon with what that means for the future of our climate.

It’s raining on Greenland’s ice sheet. That’s a big problem.

Changing weather patterns have triggered a stark change in how Greenland is melting, according to a new paper published on Thursday. By combining data from satellites and weather stations, a team of scientists found that rainstorms are now driving nearly one-third of the frozen island’s rapid melt.

In terms of sea-level rise, meltwater runoff from the top of the Greenland ice sheet has recently surpassed the contribution of icebergs breaking off from its edges. Those runoff events are increasingly tied to rainstorms — even during winter — that trigger extensive new ice melt.

“That was a surprise to see,” lead author Marilena Oltmanns of the Helmholtz Center for Ocean Research in Germany said in a statement. The researchers looked at more than 300 sudden melt episodes from 1979 to 2012, the most recent year available.

Warmer air temperatures are having a big effect on Greenland, but warm water falling as rain is apparently disastrous to the ice — tunneling through divots and cracks and melting surrounding snow with abandon. The rain-on-snow process transforms the surface of the ice sheet from fluffy and reflective to compact and dimmer, a dangerous feedback loop that’s perfect for encouraging further melt on sunny days.

“If it rains in the winter, that preconditions the ice to be more vulnerable in the summer,” Marco Tedesco, a glaciologist at Columbia University and co-author of the study, said in the statement. “We are starting to realize, you have to look at all the seasons.”

It seems increasingly clear that the Greenland ice sheet crossed a tipping point around 2002. In the decade after that year, melting increased nearly four-fold, coming mostly from the southern part of the island that’s especially prone to these rain-on-ice events.

Since 1990, Greenland’s average temperature has increased by about 1.8 degrees C (3.2 degrees F) in summer, and 3 degrees C (5.4 degrees F) in winter — much faster than the global average. In recent decades, meltwater tied to rain events has doubled in the summer, and tripled in the winter — despite overall total volume of precipitation on the ice sheet remaining about the same.

In a companion video filmed on the ice sheet, Tedesco compared the Greenland ice sheet to a sleeping elephant: “When we wake it up, he has the power to destroy everything he runs through.”

Greenland is currently losing about 270 billion tons of ice per year. That’s enough to cover the entire state of Texas in more than a foot of water. That pace is quickening, and if Greenland were to melt entirely over the coming centuries, it would raise global oceans by about 20 feet.

With rapid emissions reductions, scientists estimate that Greenland’s melt could be limited to an inch or less of further sea-level rise — almost certainly avoiding a complete meltdown.
