The plan meant to unite Biden and Bernie voters on climate is finally here

Once upon a time, many moons ago — i.e., back in April — Democratic presidential primary candidate Bernie Sanders agreed to exit the race and join forces with his mortal frenemy Joe Biden to help the former vice president take the White House. The two announced they were putting together a series of joint “unity” task forces with experts from each of their camps to shape the Democratic platform, including a task force on climate change.

After a few months of weekly Zoom meetings and conference calls, the task forces sent their final recommendations to the Democratic National Committee for its consideration on Wednesday.

On climate change, the two candidates and their supporters had some serious divides to bridge. Over the course of nine months of primary debates, Biden touted his plan to build 500,000 electric vehicle chargers and put his faith in American exceptionalism while Sanders bashed fossil fuel executives and promoted the Green New Deal. To try to find a middle ground, Sanders appointed Representative Alexandria Ocasio-Cortez, Sunrise Movement co-founder Varshini Prakash, and Catherine Flowers, the founder of the Center for Rural Enterprise and Environmental Justice, to the joint climate task force. Biden selected former Secretary of State John Kerry, former Environmental Protection Agency administrator Gina McCarthy, and former Biden policy advisor Kerry Duggan, along with two members of Congress.

From the preamble to the task force’s policy recommendations, it’s clear that Sanders’ camp had a meaningful influence on the platform. Titled “Combating the climate crisis and pursuing environmental justice,” the introduction immediately namechecks communities that have suffered the most from the effects of climate change, like Houston, Texas and Paradise, California, and quickly moves on to those that have long suffered from racist policies and pollution, like Flint, Michigan and the Navajo Nation. The platform goes on to work justice and equity into pretty much every bullet point, from eliminating legacy pollution like Superfund sites, to creating union jobs in clean energy that reflect the full diversity of the country. While the Green New Deal is never mentioned, traces of it are all over the place.

Prakash wrote about her experience on the task force on Twitter on Wednesday, explaining that she had two goals: to push Biden to increase his ambition on climate change in terms of timelines and benchmarks, and to place environmental and climate justice at the heart of all of Biden’s climate policies.

On Prakash’s first goal, there was certainly some success. Previously, Biden’s climate policies centered around achieving 100 percent clean electricity by 2050. The task force shaved 15 years off that goal. It also came up with a slew of closer, more specific benchmarks: Within five years, make all school buses electric and help spur retrofits of 4 million buildings by unlocking private sector funding and setting efficiency standards, and by 2030, zero out the carbon footprint of all new buildings.

As for Prakash’s second goal, she applauded Biden’s commitment to putting environmental justice at the heart of his climate policy agenda by “directing federal funds to disadvantaged communities, ending pollution & toxic waste sites, and creating mitigation strategies and rebuilding from disaster in just and equitable ways.”

“We are leaving these discussions with policies that, if implemented, will make Joe Biden’s climate agenda far more powerful, equitable, and urgent than where his plans were just weeks ago,” she tweeted.

Naturally, there is evidence of compromise throughout the task force’s plan. While the document endorses repealing fossil fuel subsidies and addressing methane emissions from oil and gas infrastructure, it does not say anything about fracking, and the only pipeline that it mentions is the “diverse pipeline of talent” the government should help create to fill good clean energy jobs. However, it does urge the Democratic party to explicitly fess up to “historic wrongs” perpetrated against Native American tribes with respect to infrastructure (i.e. pipelines), and to commit to a more robust and meaningful consultation process with tribes across all federal agencies. To do so, the task force recommends conducting a “Tribal Needs Assessment” to understand how to support more than 500 tribes in the energy transition.

Primary season left the Democratic party deeply divided, and some on the climate left will inevitably remain skeptical that a Biden administration will be ambitious enough. This document is by no means the scripture of climate policy. But Biden has proven to be pliant, allowing himself to be pushed further and further on climate since first announcing his candidacy, and this experiment in intra-party negotiation and compromise offers some evidence that the trend could continue.

Joe Biden has a podcast, and there’s an episode on climate change

The public rarely gets access to the real Joe Biden. His team keeps the gaffe-prone 77-year-old on a tight leash on the campaign trail. That strategy has paid off handsomely; the former vice president is now the presumptive Democratic nominee for president. But there is a way to get access to the inner workings of Uncle Joe’s brain, and it doesn’t require sneaking past the Secret Service.

Biden has taken a tip from the entire male population of Williamsburg, Brooklyn, and started his own podcast. It’s called Here’s the Deal — possibly the most on-brand title of a podcast in the history of the genre.

So far, the former vice president has recorded six episodes with folks like Senator Amy Klubochar (Biden’s former primary rival) and Gretchen Whitmer, the governor of Michigan. But the latest episode of Here’s the Deal, released on Earth Day, is worth listening to in particular because it sheds light on how Biden is thinking about climate change, an issue that he’s been previously accused of underestimating by both climate activists and scientists. In this week’s episode, Biden remotely interviews Washington governor and former climate candidate Jay Inslee from the confines of his basement in Delaware.

The 20-minute conversation touches on a number of issues that are front-of-mind for many Democratic voters right now: the potential of wind and solar energy to outpace fossil fuels, the nation’s progress on electric vehicles and other green technologies, and the notion that progress on climate and economic growth actually go hand in hand. They also talk about the connection between the coronavirus pandemic and the looming climate crisis. About halfway through the conversation, Biden asks Inslee whether he thinks there’s an opportunity for the U.S. to implement a climate plan as the country gets back on its feet. The question indicates that Biden is thinking along the same lines as a number of green groups that have released proposals for how the U.S. could implement a green stimulus in the coming months (including a team of former Inslee staffers).

Biden’s posture toward Inslee throughout the conversation is almost deferential. Biden makes a point of saying that he has reached out to Inslee for his input in the past and aims to continue doing so. “I hope I can keep bothering you on the telephone,” he said to Inslee, who graciously agrees.

That attitude is in keeping with other overtures Biden has recently made to the progressive climate movement. Earlier this week, Biden scored his first environmental endorsement from the League of Conservation voters, an environmental group that funds climate-friendly Democrats. In response, Biden said expanding his $1.7 trillion climate change plan “will be one of my key objectives” in the coming months and that he knows the issue “resonates” with young voters. That openness to beefing up his climate platform may have played a role in the endorsements that followed: first from a group of more than 50 scientists and climate experts, then from longtime climate hawk Al Gore and Inslee himself.

Inslee plugs his endorsement again on the podcast. “I can’t wait to have an optimist back in the White House,” he tells Biden. The whole thing sounds like a voicemail two of your grandparents left you — wholesome, if a bit rambly. Except in this case one of the grandparents is gearing up for what may be the most consequential election of our lifetimes. “Wash your hands,” Inslee, sounding concerned, tells Biden toward the end of the episode. “I did!” Biden assures him.

Democrats want travel industry to reduce emissions in exchange for coronavirus bailout

As you read this, U.S. lawmakers are rushing to push a third coronavirus aid package through Congress to help alleviate the economic burden the pandemic has placed on people and industry. (The first, passed two weeks ago, was an $8 billion package that boosted funding for COVID-19 testing, and the second round of funding, signed Wednesday night, was aimed at providing paid family and sick leave to affected Americans.) Democrats want the new package to include measures that will reduce emissions from major polluters.

In a letter to the majority and minority leadership of both houses in Congress on Wednesday, eight Democratic senators, including former presidential candidate Cory Booker of New Jersey, asked Congress to include stricter environmental requirements for industries asking for bailouts from the economic fallout of the novel coronavirus pandemic.

Specifically, the senators highlighted the aviation and cruise industries, which are major contributors of greenhouse gas emissions — the former account for 2.5 percent of total carbon dioxide emissions globally, and the latter burns heavy fuel oil (“one of the dirtiest fuels,” the letter points out). The aviation industry has asked Congress for $50 billion in aid, more than three times the amount it received in the aftermath of 9/11.

“If we give the airline and cruise industries assistance without requiring them to be better environmental stewards,” the senators wrote, “we would miss a major opportunity to combat climate change and ocean dumping.” In addition to Booker, the letter’s signatories were Senators Sheldon Whitehouse of Rhode Island, Martin Heinrich of New Mexico, Tina Smith of Minnesota, Richard Blumenthal of Connecticut, Ed Markey of Massachusetts, Debbie Stabenow of Michigan, and Jeff Merkley of Oregon.

On Twitter, Whitehouse made his point more forcefully.

His colleague Markey, co-author of the Green New Deal resolution introduced in the Senate and House last February, agreed.

Unfortunately, it’s unlikely these Democrats have the leverage to compel the Republican-controlled Senate and President Trump to enforce stricter environmental regulations in exchange for coronavirus aid. And it’s not clear that their colleagues in the Senate and House have the bandwidth to tackle both coronavirus and climate change at the moment under such a tight deadline. But with airlines and cruise companies desperate for a bailout, there may never be a better time to make them change their polluting ways.

Science dishes out an answer on the old handwashing vs. dishwasher debate

In my family of origin, there’s a parent who prefers to put all the dishes in the dishwasher and a parent who prefers to do everything by hand. (It just so happens that the parent who likes doing dishes manually is the one who’s worse at cleaning and therefore leaves a light grease sheen on dishes, but that’s neither here nor there.) We all have our own method for getting through what is objectively one of the worst household chores. But which method is best for the environment?

A new study in the journal Environmental Research Communications sheds light on the most energy and water-efficient way to do the dishes. It’s worth noting up front that the study was partially funded by Whirlpool, an appliance manufacturer, and the research was conducted in a “Whirlpool lab” of 38 Whirlpool employees, who were asked to manually wash dishes and load a dishwasher. (It seems safe to assume these employees probably load a dishwasher better than the average American). But the analysis was carried out by independent researchers at the University of Michigan, who also tested the conclusions of previous studies that found dishwashers were more efficient than manual washing.

They found that team “just put it in the dishwasher” is mostly right. In a majority of cases, using a new-ish dishwasher is more efficient than traditional hand-washing techniques. The main problems with dishwashers, the study shows, are pre-rinsing and heated drying. Eliminating those two steps from your dish-washing routine decreases the appliance’s greenhouse gas emissions by 3 percent and 11 percent, respectively.

According to the study, team “just do them by hand” is mostly wrong and should probably start loading the dishwasher more often. Typical manual washing, the kind of washing where you mostly leave the water running as you clean (sound familiar?), produced 5,620 kilograms of greenhouse gases over a 10-year period of washing 32 place settings per week. (The greenhouse gases associated with hand-washing dishes primarily come from the energy it takes to heat the water.) A dishwasher emitted 2,090 kilograms of emissions over the same period with typical use — less than half as much.

When it comes to water use, the difference between manual and machine practices was even starker: Hand-washers used 34,200 gallons of water to a dishwasher’s 16,300 gallons over 10 years. In short, a dishwasher that’s being used correctly emits 63 percent fewer emissions in its entire lifecycle — including manufacturing and disposal — than a typical sink.

However, there’s a silver lining for resource-savvy hand-washers. If you happen to have a two-basin sink, filling one basin with hot water and the other with cool water, and then soaking and scrubbing your dishes in the first and rinsing them in the second — and then letting them air-dry — was the least energy-intensive method out of all the techniques the researchers tested. The two-basin method only produces 1,610 kilograms of emissions over 10 years. Adopting this technique leads to a 249 percent reduction in emissions for people who wash dishes manually.

Still, 1,610 kilograms isn’t that much lower than the 1,960 kilograms a dishwasher produces when it’s being used right (i.e., without pre-rinsing and heated drying). More importantly, 80 percent of Americans own a dishwasher but 20 percent of us report using these appliances less than once a week. Why go through all the trouble and expense of buying a dishwasher if you’re just going to hand-wash your dishes? Dad, are you reading this?

22 states sue the Trump administration over its climate ‘plan’

Twenty-two states and seven cities sued the Trump administration on Tuesday over the Environmental Protection Agency’s new plan for power plants. The lawsuit alleges that the so-called Affordable Clean Energy rule would accelerate the impacts of the climate crisis and impose health and safety risks on Americans.

The challenge — led by the states of New York, Massachusetts, California, Rhode Island, Hawaii, and the cities of Chicago, Los Angeles, New York, and Philadelphia — comes two months after the EPA finalized the plan. The new rule replaced the Obama-era Clean Power Plan that set ambitious goals aimed at weakening carbon emissions coming from power plants. It gives a bit more elbow room to coal-powered stations and allows older ones to stay open longer.

“The science is indisputable; our climate is changing,” New York Attorney General Letitia James said in a tweet. “Ice caps are melting. Sea levels are rising. Weather is becoming more and more extreme. That’s why we are fighting back.”

A recent Harvard study shows that the EPA’s estimated carbon reductions from power plants under the new rule (which are pretty minor) wouldn’t hold up under changing market conditions. In addition, researchers say that the agency underestimated the health effects the rule would have in some states and overestimated its overall economic benefits.

Not that the EPA’s own projections looked pretty. The administration’s analysis found that the ACE rule, compared to the Clean Power Plan, would lead to 1,400 premature deaths by 2030 and would cost Americans $1.4 billion more per year than it saved.

Carbon dioxide emissions in the U.S. increased by roughly 3.5 percent last year. The Harvard analysis suggests that Trump’s new rule could drive emissions even higher by failing to nail down target reductions. Meanwhile, it may result in more cases of respiratory illness, heart attacks, asthma, and early death due to exposure to particulate matter and toxic air pollutants.

The new lawsuit parallels the Republican-led effort to stop the Clean Power Plan in 2015, when 24 states led by Oklahoma sued the Obama administration over the rule. The Supreme Court hit pause on the plan a year later. Soon after President Trump took office, the EPA started crafting a Trump-friendly alternative to the plan.

If you compare the states that sued over the Obama-era rule in 2015 and those that are suing the Trump administration now, it’s no surprise that you’ll see a partisan divide. Only Colorado, Michigan, and North Carolina were part of both lawsuits.

An EPA spokesperson told the New York Times, “EPA worked diligently to ensure we produced a solid rule, that we believe will be upheld in the courts, unlike the previous Administration’s Clean Power Plan.” Only time will tell — it’s possible that the challenge could go all the way to the Supreme Court.

How U.S. recycling is changing now that China won’t take it

That’s how Eileen Kao described Montgomery County, Maryland’s recycling center on a tour. Kao, who is chief of waste reduction and recycling in the county’s Department of Environmental Protection, pointed out how machines in the facility help sort recyclables. As she described how the machines worked, a magnet separated steel and tin cans into a storage silo while a shaker table collected pieces of glass that were too small to be sorted. Dozens of workers hand-sorted at certain steps along the process.

The county’s recycling center in Derwood, Maryland, processed more than 31,000 tons of commingled material and more than 45,000 tons of mixed paper last year. At this building, commingled material (bottles, cans, and containers) is sorted. Mixed paper, including cardboard, is sorted in another facility nearby.

Over recent months, news coverage has depicted China’s National Sword policy as a crisis for recycling in municipalities all over the United States. Since early 2018, China has banned many scrap materials and has not accepted others unless they meet an extremely strict contamination rate of 0.5 percent. (Contamination rates of U.S. recyclables before sorting vary from place to place, but can reach 25 percent or higher.) The decision reflects China’s desire to recycle more of its domestic waste. Previously, China had been the destination for about 40 percent of the United States’ paper, plastics, and other recyclables.

National Sword sent waves through the global recyclables market. The changes in China diverted many materials to Southeast Asian countries, whose ports were not prepared to receive them in such high volume. Thailand, Vietnam, and Malaysia have begun to enact their own restrictions.

Meanwhile, many municipal recycling programs in the United States have suffered. As of January, Philadelphia was sending half of the recyclables it collects straight to the incinerator. Minneapolis stopped accepting black plastics. Marysville, Michigan, will no longer accept eight of 11 categories of items (including glass, newspaper, and mixed paper) for curbside recycling, in order to cut costs. Deltona, Florida, stopped curbside pickup altogether.

Many recycling and solid-waste organizations, as well as the U.S. EPA, have dedicated resources and staff to “identify solutions to be able to help support recycling here in the U.S.,” according to Dylan de Thomas, vice president of industry collaboration at the Recycling Partnership, a nonprofit that gives grants to and works with communities to improve their recycling programs. The EPA, which has typically left leadership on recycling to local governments, held its first-ever recycling summit in November 2018.

While recycling centers have been closing down in some places, like in greater Birmingham, Alabama, and around California, programs elsewhere are stepping up their efforts to decrease contamination levels in the recycling bin by educating residents about their role in the recycling process. This emphasis on outreach suggests a heavier onus on citizens to stop tossing items absentmindedly into the bin, and start disposing of them in a more informed, deliberate way.

Take plastic bags, for example. Whereas most grocery chains accept plastic bags for recycling, most municipal recycling programs do not. Still, plastic bags are frequently found in recycling bins. The mistake is so pervasive that Washington, D.C., mailed postcards to residents instructing them not to put plastic bags in the recycling bin. (D.C. only prints two types of mailers each year for recycling, one an overview and another focused on a particular issue.)

D.C. also did a pilot program with the Recycling Partnership to provide curbside feedback for residents. On one route, staff left a note behind for residents who had plastic bags in their recycling bin. Another route was the control, and staff did not leave tags. The route that gave residents feedback in the form of tags saw a 19-percent drop in plastic bags over the course of two weeks. The control route? An increase in bags of 2 percent.

“What we’re suggesting … is being very strategic and consistent with your tagging,” said Cody Marshall, the Recycling Partnership’s chief community strategist officer. “You have to go to the same houses over and over again four to five times with the tagging messages to really have an impact.”

Systematic tagging is an important strategy in the toolbox, according to Marshall, because it’s a targeted intervention to decrease the high contamination levels plaguing many municipalities as they try to bring their bales of recyclables to market. Recycling programs in central Virginia, El Paso, Tampa Bay and Orange County, Florida, and Phoenix are all tracking the impact of tagging on contamination.

The need for systematic approaches to reduce contamination is clear. Even though Americans recycle more now than ever, they’re not always sure what their local recycling program accepts. Increasingly, those mistakes can be costly for municipalities that are trying to sell the recyclables in bales. And, of course, to ensure that even more materials don’t end up in the landfill or incinerator.

“Many Americans are either aspirational recyclers,” said David Biderman, the executive director and CEO of the Solid Waste Association of North America (SWANA), “or they’re confused recyclers. Just because it’s made of plastic doesn’t mean it can be recycled.”

What can and cannot be recycled, as well as how recyclables are separated, differs based on where you live. Montgomery County, for example, has a dual-stream model. Residents have to sort their recyclables into two groups: commingled materials (bottles, cans, and containers) and mixed paper (cardboard and paper). Under a single-stream approach, by contrast, residents throw all household recyclables into one bin, separate only from non-recyclable trash. D.C. has a single-stream system.

While dual-stream recycling allows the sorting process to begin before waste reaches the facility, single-stream recycling is convenient because people can put everything in the same bin. Between 2005 and 2014, the single-stream model went from being used by 29 percent of American communities to 80 percent, according to one survey. It may lead to people putting fuller bins out to be collected, but the uptake of single-stream recycling has also meant higher contamination rates.

Some communities are switching back to dual-stream in an attempt to bring down contamination. Otherwise, they’re hoping citizens can make better recycling decisions. Ecomaine, a nonprofit that processes recycling for more than 70 communities in Maine on a single-stream model, recently hired a new educator to inform residents about what’s recyclable, what’s not, and why.

“It has certainly been a tough year-and-a-half to two years,” said Ecomaine’s communications manager, Matt Grondin. “But in the end, that landfill storage is forever storage, and to abandon recycling programs for a year or two of a down market really is a short-sighted solution to a long-term problem.”

Back in Maryland, China’s policy hasn’t led Montgomery County to stop recycling anything. It continues to generate revenues from all the materials it recycles, Kao said, except mixed-color, broken glass, which it pays to recycle because it has little value. The county sells the majority of its bales domestically. In fact, one silver lining to China’s crackdown is a growing domestic market in the United States. More than a dozen North American paper mills have announced new capacity to process recycled paper, although it will be a few years before all of it comes online.

In any case, there are strategies that local programs can use, either separately or in combination, to find their way back to health and continue recycling waste. China’s policy change may not represent the much-feared “end of recycling” in the United States so much as an inflection point.

When criminal justice and environmental justice collide

Rhonda Anderson and her daughter, Siwatu-Salama Ra, have spent much of their lives working to protect their Detroit community from polluters. Anderson has organized for the local Sierra Club for nearly two decades. And Ra represented the Motor City during the landmark Paris climate talks.

Fellow activists credit Ra with bringing this year’s Extreme Energy Extraction Summit — where activists from vulnerable communities strategize on fighting polluters — to Detroit for the first time.

Ra, however, won’t be able to attend. Last month, a judge sentenced the 26-year-old mother, who is currently 7-months pregnant, to a mandatory two years in prison after she was controversially convicted of felony assault and firearm possession. She faces the prospect of giving birth in prison — away from her family, as well as the community she works to lift up.

“My daughter — my baby — she’s not doing well,” Anderson tells Grist. Ra, who had complications in her last pregnancy, is already experiencing contractions this time around. Her mother describes a pelvic examination her daughter recently had to endure while shackled.

“It’s medieval,” Anderson says. “And it reminds me of slavery.”

Black communities in the United States, like the one Ra and Anderson serve, face a host of structural challenges that impact day-to-day life — from environmental injustice to heightened policing and racial profiling. Black people are 75 percent more likely than other Americans to live in neighborhoods that border oil and natural gas refineries — and they face a disproportionate amount of health threats as a result of air pollution. As a black woman, Ra is more likely to be incarcerated than a white woman — four times more likely, in fact. These systemic injustices have collided in Ra’s case, as her supporters say a double standard and a flawed legal system have robbed her community of one of its most dedicated defenders.

“Siwatu has spent her life fighting environmental injustice and pushing back against the big polluters who are violating the law to poison her community,” the Sierra Club’s executive director, Michael Brune, said in a statement. “In this case, it does not appear that she is being afforded the protection of the law she deserves, as is all too often the case for women of color dealing with our criminal justice system.”

Here’s how Ra arrived at her current predicament: This past summer, at Anderson’s home, Ra got into an argument with another woman. As the dispute escalated, the woman reportedly rammed her vehicle into Ra’s car — which had Ra’s toddler inside — before allegedly aiming her car at Anderson. In response, Ra, who says she repeatedly asked the woman to leave, reportedly took out her unloaded, registered firearm. The woman called the police before Ra did, which authorities said made Ra the assailant in the case.

Michigan has a stand-your-ground law that protects people from facing criminal charges if they use deadly force in self-defense. It’s the same legal strategy George Zimmerman successfully employed in Florida after he shot and killed 17-year-old Trayvon Martin, who was walking to his father’s Orlando-area home. To prove her innocence under the provision, Ra needed to convince jurors that she was afraid for her life.

“The prosecutor convinced the jury and judge that I lacked fear, and that’s not true,” Ra said during her sentencing. “I was so afraid, especially for my toddler and mother. I don’t believe they could imagine a black woman being scared — only mad.”

Ra’s advocates have called into question the fact that the jury was not informed that finding Ra guilty would result in a mandatory sentence. Because of the required punishment for a guilty verdict, letters of support from the community attesting to her years of service had no effect in lessening her punishment.

“In environmental-justice organizing, you’re dealing with a lot of small emergencies all the time, especially in an underdeveloped, under-resourced city like Detroit,” says William Copeland who worked alongside Ra at the East Michigan Environmental Coalition. Her incarceration, he adds, “is a big emergency.”

Copeland says Ra excels at getting people who are often left behind engaged in environmental justice work. As a teen, she founded a program to get urban youth involved in the East Michigan Environmental Coalition — reeling in a group that other environmentalists hadn’t been able to reach.

“The successes that she had shows the depth of being able to speak people’s language — to be able to read something that’s written in one language and translate it to the language of the ‘hood or the language of the people,” Copeland says. “[Without Ra], those folks wouldn’t be getting involved.”

That’s one reason why he and Anderson say they need Ra back in the community immediately. In the past, she’s also worked to hold a Marathon Petroleum refinery and the Detroit Renewable Power trash incinerator accountable for their emissions. “Get her back out here so she can continue the work that she’s been doing all these years,” Anderson says.

Ra’s attorneys are working toward an appeal and asking that she be released on bond so that she can give birth outside of prison. On Wednesday, the Council on American-Islamic Relations Michigan Chapter filed a complaint on behalf of Ra and other Muslim women at the Women’s Huron Valley Correctional Facility, noting that they have not been allowed religious meal accommodations or access to a hijabs.

As part of her campaign to free her daughter, Anderson is calling for the larger environmental community to realize that pollution is just one of many inequities people in fence-line communities face. But polluting and criminalizing these groups essentially go hand-in-hand, she explains.

“As long as we find a whole group of people dispensable, the environment is going to continue to be impacted. You can pollute them and do whatever to them, and white folks and anybody else can sit off to the side and say, ‘I’m safe — it’s not me,” Anderson says. “We are the ones that are preyed upon.”

In a statement about the decision, Michigan Governor Rick Snyder said that the city’s water has tested below the federal action level for lead and copper for the last two years. But Mayor Karen Weaver doesn’t agree that the free bottled water should stop, and many Flint residents aren’t so sure their tap water is OK to use.

“My water stinks. It still burns to take a shower,” Melissa Mays, a Flint activist and plaintiff in a lawsuit that forced the replacement of water lines, told the Associated Press. “There’s no way they can say it’s safe.”

Resident Ariana Hawk doesn’t trust the water, either. “Everything that me and my kids do from cooking to boiling their water for a bath, we’re using bottled water,” she told the local ABC-affiliate news station.

The New York Times reports that about 6,000 of Flint’s lead or galvanized steel pipes have been replaced, but there could be 12,000 more lines to go. According to the World Health Organization, there is no known safe level of lead exposure.

“This is wrong,” tweeted Mona Hanna-Attisha, a Flint doctor whose research exposed lead poisoning in the city. “Until all lead pipes are replaced, [the] state should make available bottled water and filters to Flint residents.”

But after the remaining free bottles are collected, only water filters and replacement cartridges will be provided.
