EPA chief says her agency “has a lot to prove” on environmental justice.

The Ross Sea marine reserve, which covers 600,000 square miles of the Southern Ocean off coast of the Antarctic, will be protected from commercial fishing for the next 35 years. Commission for the Conservation of Antarctic Marine Living Resources, an international consortium of governments, approved it unanimously on Thursday.

At nearly twice the size of Texas, the area is home to over 10,000 species of flora and fauna, including penguins, seals, whales, seabirds, and fish.

But Ross Sea is also important for the valuable role it plays in research on the impact of climate change on marine ecosystems.

Secretary of State John Kerry celebrated the park as “one of the last unspoiled ocean wilderness areas on the planet,” and a sign of “further proof that the world is finally beginning to understand the urgency of the threats facing our planet.”

There are some environmentalists who say the designation doesn’t go far enough. World Wildlife Foundation’s Chris Johnson noted that the agreement must be made permanent.

How "Citizen Koch" Saw the Light of Day After Public TV Snubbed It

Oscar-nominated filmmakers Carl Deal and Tia Lessin were steeped in the production of a documentary on the influence of money in politics, but it wasn’t until funding for their project was unceremoniously yanked last year that the power of big donors truly hit home.

The pair had received a $150,000 commitment from the Independent Television Service (ITVS), a Corporation for Public Broadcasting-funded organization that bankrolls projects aired on PBS. They would later learn that their film, Citizen Koch, which explores the post-Citizen United political landscape and the rise of the tea party, had touched a nerve among public television officials worried about angering a generous benefactor, David Koch, who served on the boards of Boston’s WGBH and New York City’s WNET. In the fall of 2012, PBS had aired Alex Gibney’s Park Avenue: Money, Power and the American Dream, which featured a highly unflattering portrait of the billionaire, including an interview with a former doorman at Koch’s elite Manhattan apartment building who singled him out as its most miserly resident. Public television officials were sensitive about offending Koch again.

Poli Sci Profs Say Poli Sci Wizardry Didn’t Help Obama In 2012 After All

Ryan Enos and Anthony Fowler have a new paper out that tries to figure out if the Obama campaign’s widely reported techno-wizardry in the 2012 election really produced a big get-out-the-vote advantage over Mitt Romney. Apparently not:

The Obama campaign of 2012 has been championed as the most technologically-sophisticated, evidence-based campaign in history while the Romney campaign was more traditional. Does this difference manifest itself in the data? Did the technological sophistication of the Obama campaign lead their GOTV efforts to be significantly more effective than Romney’s?

…. Our analysis, while admittedly crude, allows us to roughly compare the effectiveness of the Obama and Romney campaigns in mobilizing their respective supporters. Despite the technological sophistication of the Obama campaign and its devotion to a data-driven, evidence-based campaign, we see similar mobilization effects on both sides of Figure 2. It appears that the two campaigns were roughly comparable in their ability to turn out supporters.

Logic and conventional wisdom suggest that you should concentrate your GOTV effort on strong partisans, since these are the people most likely to vote for you. These are the voters Enos and Fowler analyze, and they conclude that both campaigns mobilized strong partisans about as well. Strongly organized precincts showed a 7 percent improvement in turnout on both sides.

Now, it could well be that the Obama campaign spent more money on GOTV and was thus able to influence more voters. It’s also possible that Obama was able to perform sophisticated targeting that went beyond just the most rabid partisans. So take this with a grain of salt. But if Enos and Fowler are right, the poli-sci-driven rocket science of the Obama campaign didn’t actually make much difference. The core GOTV efforts of both campaigns were about equally effective.
