While the country’s appetite for extreme weather news was filled (to the brim) this week by the polar vortex, spare a thought for sunny California, where exceptionally dry weather is provoking fears of a long, tough summer ahead.

The state is facing what could be its worst drought in four decades. The chart above, released by the National Drought Mitigation Center on Monday, shows just how dry the soil is compared to the historical average: the lighter the color, the more “normal” the current wetness of the soil; the darker the color, the rarer. You can see large swathes of California are bone dry.

Nearly 90 percent of the state is suffering from severe or extreme drought. A statewide survey shows the current snowpack hovering below 20 percent of the average for this time of year. The AP is reporting that if the current trend holds, state water managers will only be able to deliver 5 percent of the water needed for more than 25 million Californians and nearly a million acres of farmland.

A study published in Nature Climate Change at the end of last year found that droughts will probably set in more quickly and become more intense as climate change takes hold.

The LA Times has an interesting story today about supermarket automation that’s worth a read if you’re interested in such things. Among other things, I learned what those Powerballish-looking TV screens in my local Albertsons are all about.1But there was also this:

Grocery stores especially want to appeal to younger shoppers, many of whom tend to avoid traditional supermarkets because they consider them the place their parents shop. One way to woo smartphone-toting millennials is to make grocery shopping more tech-friendly, analysts said.

Since I have long since reached the “get off my lawn” stage of life, this prompted two questions that perhaps my younger readers can answer. First, is it really true that you avoid traditional supermarkets because your parents shopped there? And second, where do you shop instead that doesn’t seem like a place your parents would frequent?

Sun Tzu, the ancient author of The Art of War, must be throwing a rice wine party in his heavenly tomb in the wake of the shirtsleeves California love-in between President Obama and President Xi Jinping. “Know your enemy” was, it seems, the theme of the meeting. Beijing was very much aware of—and had furiously protested— Washington’s deep plunge into China’s computer networks over the past 15 years via a secretive NSA unit, the Office of Tailored Access Operations (with the apt acronym TAO). Yet Xi merrily allowed Obama to pontificate on hacking and cyber-theft as if China were alone on such a stage.

Enter—with perfect timing—Edward Snowden, the spy who came in from Hawaii and who has been holed up in Hong Kong since May 20th. And cut to the wickedly straight-faced, no-commentary-needed take on Obama’s hacker army by Xinhua, the Chinese Communist Party’s official press service. With America’s dark-side-of-the-moon surveillance programs like Prism suddenly in the global spotlight, the Chinese, long blistered by Washington’s charges about hacking American corporate and military websites, were polite enough. They didn’t even bother to mention that Prism was just another node in the Pentagon’s Joint Vision 2020 dream of “full spectrum dominance.”

Zen and the art of bridge maintenance

The collapse of an Interstate 5 bridge in Washington state Thursday night offered a wake-up call about the sorry state of disrepair in which we’ve left our country’s auto-centric transportation system. But all the talk about aging bridges and infrastructure drowns out a few larger questions — about how we plan to fund the massive road system we’ve built, and why, with existing roads crumbling, we keep dropping money on more.

No one was killed when an I-5 bridge over the Skagit River in Washington collapsed.

The bridge that collapsed in Washington was built, like many major bridges in the U.S., during the rise of the interstate highway system, circa 1955. That means it had already exceeded by several years the 50-year lifespan typical of American bridges.

Ironically, the bridge in Washington, unlike nearly 70,000 bridges across the country, wasn’t rated “structurally deficient.” It had been inspected as recently as November 2012. But after a half a century, a bridge is likely to need major upgrades of some kind, and with the average bridge in this country now 43 years old, we’re looking at a huge roster of bridges due for repairs. According to the Federal Highway Administration, as of 2009, the backlog of deficient bridges required $70.9 billion to address — and that number has likely increased since then.

So what are states doing to tackle the problem? They’re funneling money to shiny new construction projects instead, natch. According to Transportation for America, a national coalition for transportation policy reform:

In recent years, most transportation agencies have delayed needed repairs and maintenance while focusing their energy on new construction. In 2008, all states combined spent more than $18 billion, or 30 percent of the federal transportation funds they received, to build new roads or add capacity to existing roads. In that same year, states spent $8.1 billion of federal funds on repair and rehabilitation of bridges, or about 13 percent of total funds. States currently have the ability to “flex” or transfer out up to 50 percent of their bridge repair money into other projects or programs. [emphasis theirs]

“The new stuff, the ribbon-cutting, always competes with maintenance,” says David Goldberg, communications director at Transportation for America, noting that Washington state’s most recent transportation package allocated surprisingly little money to repair and replace existing structures.

“Some [new] projects have merit and are important for economic development,” Goldberg adds. “But a lot of them have strong political backing. [Departments of Transportation] across the country know that bridges [like the one in Washington] need to be replaced [eventually]. But are they going to spend the money to replace a bridge that is still technically OK when they’re being tapped on the shoulder by politicians saying, ‘Hey, we really want you to spend the money on this shiny new mega-project?’”

Politicians advocating for such mega-projects get to throw around the magic word — jobs. But Transportation for America reports that “Repair work on roads and bridges generates 16 percent more jobs than construction of new bridges and roads,” and that over 25 years, deferring maintenance can end up costing three times as much as preventive repairs. And with public transit ridership at record highs despite constant fare hikes and service cuts, does pouring money into increased road capacity really make sense?

Larry Hanley, international president of the Amalgamated Transit Union, doesn’t think so. “There’s no better example of being penny-wise and pound-foolish than the way Congress is refusing to adequately fund our transportation infrastructure,” he said in a statement. “Their legislative intransigence will lead to much greater expense down the road when too many people find it impossible to get to work or to shop, or to do any one of the many things people do that keep our economy moving.”

As Goldberg puts it: “If [a new project] shaves two minutes off a typical commute, and probably only for 10 years, is this a worthwhile project? With dwindling resources, it becomes more and more important to really prioritize. We need to make sure we’re doing key repairs first.”

Why are resources dwindling? I’ll let Grist’s Greg Hanscom explain:

In the past, much of the transportation system has been paid for using federal and state gas taxes … But cars are becoming more efficient, meaning we’re burning less fuel and paying less in gas taxes, and while the cost of maintaining our roads has risen steadily, the federal gas tax [rate] has remained the same since 1993. To make matters worse, thanks to a drowsy economy, Americans are driving less and buying less stuff that needs to be shipped cross-country.

Gas taxes go into the Highway Trust Fund, which is quickly running dry, despite emergency refills from the general fund. Governing magazine reports that Congress would have to either cut transportation funding by 92 percent (!) or raise the gas tax by at least 50 percent in order to save the fund.

Raising the gas tax is a politically touchy subject, especially when gas prices are already high. But a report from last year found that 58 percent of Americans would support a 10-cent increase in the gas tax, if they knew it would go toward maintenance of existing roads and highways. Incidents like this latest bridge collapse — to say nothing of the tragic 2007 collapse of a Minneapolis bridge that killed 13 people — could certainly bolster that support.

Goldberg predicts a gas-tax hike could be a feasible short-term solution to bolster the fund’s revenue. But, he said, “we need to be looking longer-term and planning for a transition to other sources. … so that [the fund] incorporates other sources of energy that fuel the next generation of vehicles.”

Goldberg also argues we need a “true comprehensive transportation trust fund, not just a highway trust fund,” and I would agree. Our transportation policy ought to look beyond cars and roads and consider all the diverse and creative ways in which we’re now getting around. And with more money directed to public transit, rail, and bike and pedestrian infrastructure, we wouldn’t be so dependent on ever-growing roads in the first place.

The Guardian reports on the latest Bitcoin follies:

Bitcoin, the digital currency, lost more than $160 (£104) in value on Wednesday, just hours after hitting a record high. The currency hit a new high of $266 before falling to $105 and then bouncing back to $130. The fall is unlikely to put off speculators. Two months ago, a Bitcoin was worth $20.

….Wednesday’s wild ride came as someone gave away thousands of dollars worth of Bitcoins on Reddit, the social news site. News blog Business Insider calculated a Reddit user under the name “Bitcoinbillionaire” had given away $13,627.69896 worth of Bitcoins to Reddit users over the day. The mystery donor signed off with a quote from Ron Paul, libertarian politician and one-time would-be presidential candidate: “It’s no coincidence that the century of total war coincided with the century of central banking.”

So the monetary base of the Bitcoin empire dropped by about a billion dollars because someone gave away $13,000 on Reddit. And this is something we’re supposed to take seriously as the future of money? Seems a wee bit fragile, no?

Invasive Crab Restoring Cape Cod’s Dwindling Salt Marshes

The European green crab—an invasive species in North America and one of the “worst 100” invaders on the Global Invasive Species Database—may not be the utter evil we once thought. A couple of new papers (here and here) from a team at Brown University detail how they’re actually helping the dwindling salt marshes of Cape Cod recover. It’s a fascinating detective story—from the frontlines of an emerging field known as historical ecology—and it’s rife with plot twists and red herrings, which begins like this:

  1. People built mosquito ditches into Cape Cod’s salt marshes in the 1930s to drain flooded mosquito breeding habitat
  2. Which resulted in the appearance of corridors of low marsh cordgrass in areas formerly dominated by high marsh plants
  3. Coastal development ramped up big-time after World War II, with the permanent human population on the Cape doubling every 20 years from 1939-2005

Enter a mysterious die-off of Cape Cod low marsh cordgrasses that began decades ago. Researchers eventually traced the culprit to the native purple marsh crab, photo above, which was eating through the cordgrasses at alarming speed.

But why had this good crab suddenly gone bad? The researchers kept researching. Turns out that predators of those crabs—blue crabs and striped bass—were being overfished by recreational fishers. In the course of 337,000 fishing trips to Cape Cod annually, these fishers had triggered a trophic cascade.

That’s when the removal of predators messes up the ecosystem two or more trophic links removed. In other words, a system-wide meltdown of a functioning ecosystem. And one unlikely to recover its former state.

Turns out the mosquito ditches, which had seemed more or less harmless since their installation decades earlier, were accomplices in this trophic cascade. That’s because the ditches had facilitated corridors of low marsh cordgrasses. As striped bass and blue crabs were being overfished, purple crabs were experiencing a fourfold increase in population. Suddenly these corridors of low marsh cordgrasses became superhighways for hungry purple crabs to eat themselves into a novel state of hyperabundance.

But wait. The story’s not over. Enter the introduction of an invasive species, the European green crab with a reputation for biological badassness. According to the findings of the researchers, just published in Ecology, these unwanted invaders (they probably got to Cape Cod as stowaways on ships) discovered the banquets of incredibly yummy (okay, I surmised that part) purple crabs that almost no one else was eating. Nature being what it is, the badass crab struck hard.

Hard enough to begin to reverse the decades’-long decline of Cape Cod’s salt marshes. Which, BTW, keep the Cape from eroding off into the Atlantic Ocean. The authors write:

Our results show that, despite previous evidence of negative impacts on native species throughout its introduced range, the European green crab is well suited to accelerate the recovery of heavily degraded salt marsh ecosystems in New England.

The effect of the invasive crab doesn’t even have to involve actually eating all that many native purple crabs, lead author Mark Bertness tells me. “Fear of being eaten can be a stronger ecosystem effect than being eaten, because predation happens one event at a time whereas a single predator can scare away dozens of prey yielding much larger ecological effects.” Though he adds this caution: “Marsh recovery driven by fear of green crabs is superficial and doesn’t replace the centuries of accretion and carbon sequestration taken to build Cape Cod marshes.”

Mark Graham recently tallied up the nationality of people who make edits to Wikipedia. He found, for example, that 85 percent of edits to articles about America are made by Americans. Conversely, only 9 percent of edits about Kenya are made by Kenyans. His advice:

Some parts of the world are represented on one of the world’s most-used websites predominantly by local people, while others are almost exclusively created by foreigners, something to bear in mind next time you read a Wikipedia article.

Idiot shoots horse on camera to promote horsemeat

Tim Sappington sent some kind of a message by killing this horse on camera.

Tim Sappington wants to promote the eating of horsemeat, but he really isn’t helping his cause.

In a video now stirring up outrage on YouTube, Sappington is shown with a colt on his property. “All you animal activists, fuck you,” he says. Then he pulls a handgun from its holster and aims it between the animal’s eyes. He pulls the trigger. As the horse lies convulsing on the ground with its legs kicking in the air, Sappington walks away and mutters, “Good.”

The killing appears to have been perfectly legal. The U.S. banned the slaughter of horses in 2006, but the ban quietly expired in 2011.

Sappington had been a contract worker for the Valley Meat Company in Roswell, N.M., which is trying to obtain the federal permits needed to begin slaughtering horses (and it’s suing the USDA for taking so damned long about it). After his video went up on YouTube last week, Sappington was apparently let go.

Animal activists have been up in arms over the meat company’s permit application. Meanwhile, a bipartisan group in Congress has been pushing legislation that would once again outlaw the slaughter of horses for food.

But the issue has been mostly below the radar — until now.

As it turns out, the image of a dying horse is not good for working up a society’s collective appetite for horse burger.

Television stations and newspapers across the world are reporting on the video — and outlining the hitherto little-known legislative efforts underway to outlaw such acts.

“He shot a horse. That’s what he eats. It’s not against the law to slaughter your own horse,” one of the owners of the Roswell slaughterhouse, Rick De Los Santos, told a local TV news reporter. “Now, putting it on YouTube, I would not have done that.”

Thanks to Sappington’s video, De Los Santos and the Valley Meat Company have experienced a spike in angry phone calls and threats.

“People are going ballistic over this and I am too,” the local sheriff told the Los Angeles Times. “It was poor judgment putting this thing online. I guess he wanted to make a statement. He says he wishes he’d never done it, but he did it.”

New York grew too, but not as much as big metro areas in Texas.

It’s time again for another fun-filled Census report on how much bigger U.S. cities are getting! Happy Monday, Southern and Western states: Y’all dominated the top 30 winning metropolitan areas, crushing the Midwest and Eastern seaboard.

“While most metro areas didn’t experience significant swings in population over the past year, several in the Sun Belt and Mountain West saw noticeable gains,” the Governing blog reports.

Here’s the thing about these Census city growth reports, though: While we at Grist like to celebrate cities, the Census doesn’t calculate urban growth. The agency looks at total metropolitan-area growth, which includes suburbs and sometimes even exurbs. And it turns out that many of the fastest-growing metros are among the sprawlingest and least sustainable.

The top three metro winners for population growth from July 2011 to July 2012, according to the Census, were car-dependent areas with water problems: Dallas-Fort Worth-Arlington, Texas; Houston-the Woodlands-Sugar Land, Texas; and Los Angeles-Long Beach-Anaheim, Calif. Shouldn’t-even-exist Phoenix, Ariz., is No. 7 for big growth; Las Vegas, Nev., is No. 20. City growth is great, but not when it’s really sprawl, which is what happens most of the time when metro areas expand.

Governing has a rad interactive map of all this data. Go play. Then maybe compare cities that are growing with cities that have a lot of cyclists, are plagued by food deserts, and have high costs of living.

Mississippi poised to pass ‘Anti-Bloomberg’ bill banning healthy food regs

Mississippi is just the kind of place one might expect to find a backlash against the “organic agenda.” Apparently spurred on by New York City Mayor Michael Bloomberg’s (newly tossed out) pet ban on big sodas, Mississippi is currently on the verge of passing a bill that would bar every local government in the state from requiring that restaurants post calorie counts or cap portion sizes.

A far-reaching, big-government bill to counter other far-reaching, big-government bills? Uh, sure, Mississippi. NPR has the full scary deets:

“The Anti-Bloomberg Bill” garnered wide bipartisan support in both chambers of the legislature in a state where one in three adults is obese, the highest rate in the nation.

The bill is expected to be signed by Gov. Phil Bryant, a Republican. It was the subject of intense lobbying by groups including the restaurant association, the small business and beverage group, and the chicken farmers’ lobby.

“The chicken farmers’ lobby” could be a caption for an unfunny New Yorker cartoon, but in Mississippi it’s also apparently a powerful business group — though hardly the only one with skin in this game.

Mike Cashion, executive director the Mississippi Hospitality and Restaurant Association, says the bill is a direct reaction to Bloomberg-style government intervention in public health.

“If you look at how menus have changed, whether it be in fast food or family dining, you are seeing more and more healthy options,” Cashion says. “Not because of legislative mandates or regulatory mandates, but because of consumer demand. Our industry has always been one to respond to the marketplace.”

Cashion is on a real free-market trip! But free markets and consumer demands always seem to go hand in hand with business profits, and Cashion’s loyalties are with the restaurants, not with the people who eat at them. The Mississippi Hospitality and Restaurant Association’s website proclaims that the “industry is represented by a team of government affairs experts that is dedicated to protecting you from harmful legislation while promoting legislation that will benefit the industry. We estimate that our Government Affairs victories have saved the average restaurant over $10,000 over the past 4 years.”

This isn’t a story about how Mississippians don’t want to know what they’re eating. It’s yet another example of business buying government — the food business has proven to be pretty good at that over the years. And in that way, it’s hardly news at all.
