Chicago Police Brace for "Civil Unrest" After Releasing Video of Black Man Shot in Back

The Chicago Police Department released video footage Friday morning of the death of 18-year-old Paul O’Neal, who was fatally shot in the back by police during a chase on July 28. In a nationwide conference call and bulletin, the police department warned of “civil unrest” following the video’s release.

The recording shows O’Neal running a stop sign in a stolen Jaguar before hitting a police cruiser. Officers chase O’Neal, who is unarmed, through a yard in the city’s South Shore neighborhood while shots are fired. Officers can then be heard swearing at O’Neal, face down with a bloodied shirt, while handcuffing his limp hands.

The officer who fatally shot O’Neal was in the cruiser that was hit. His body camera didn’t record when he opened fire; police investigators are looking into whether it was turned on.

Sharon Fairley, head of Chicago’s police oversight board, called the video “shocking and disturbing.” The board is in the process of investigating the incident, but three officers were stripped of their policing powers after a preliminary investigation found that they had violated department policy. Fairley says the video was released because it didn’t jeopardize the investigation.

The O’Neal family has filed a lawsuit against the officers, alleging that they fired “without lawful justification or excuse.”

The Independent Police Review Authority released nine videos of the incident, including the one below.

Tuesday’s Democratic Convention Lineup Could Be a Source of More Tension

Bill Clinton’s anticipated speech Tuesday night introducing his wife as the Democratic presidential nominee could become a source of tension because of who will be speaking before him: a group of mothers who lost children to police violence in an epidemic that some activists say Clinton’s administration helped create with its tough-on-crime policies.

Tuesday’s session of the Democratic National Convention will feature an appearance from the “Mothers of the Movement.” These women include the mothers of black men and women who died in now-infamous cases of police violence—including Trayvon Martin, Michael Brown, and Sandra Bland—as well as a few who lost loved ones to gun violence. The women have become featured surrogates for the Hillary Clinton campaign in recent months, appearing with her at events and in campaign ads to discuss gun violence and the excessive use of force by law enforcement. Before appearing onstage on Tuesday, the women will be featured in a Clinton campaign video that will debut at the convention.

The evening, which will focus on the theme of children and families, will also feature a speech from Bill Clinton, who has engaged in heated interactions with Black Lives Matter activists critical of the tough-on-crime policies that led to rapid prison growth, lengthened prison sentences, and intensified the war on drugs during his presidency. Hillary Clinton’s words of support for many of those policies, particularly her controversial “superpredators” comment, has landed her in hot water with activists who argue that she had a hand in creating the problems affecting communities of color today. The potential for tension between these speeches, and the philosophies behind them, could undermine Democrats’ efforts to achieve greater unity on Tuesday after a contentious start to the convention.

Tuesday night is expected to present a significant contrast with last week’s Republican convention, where a number of speakers, particularly Milwaukee sheriff and frequent Black Lives Matter critic David Clarke, had harsh words for racial justice activists. As he accepted the Republican nomination last Thursday, Donald Trump called for the restoration of a tough-on-crime approach to law enforcement, saying that “decades of progress made in bringing down crime are now being reversed,” a claim that seemed to misconstrue a steady decline in crime rates nationwide.

In a Tuesday morning interview with Good Morning America, the Mothers of the Movement said that they want to use their appearance at the DNC to address tensions over matters of race and policing that have intensified after the recent deaths of Philando Castile in Minneapolis and Alton Sterling in Baton Rouge during encounters with police officers, and the killing of police officers in Dallas and Baton Rouge in recent weeks. The women said they hope to use their stories to show how improvements in policing and a reduction in gun violence will be beneficial to both communities of color and the officers who serve them.

Last week, the Philadelphia Fraternal Order of Police slammed the DNC for failing to give the families of recently slain officers speaking time at the convention. “The Fraternal Order of Police is insulted and will not soon forget that the Democratic Party and Hillary Clinton are excluding the widows, and other family members of Police Officers killed in the line of duty who were victims of explicit, and not implied racism, and ‘being on duty in blue,'” union president John McNesby said in a statement. “It is sad that to win an election Mrs. Clinton must pander to the interests of people who do not know all the facts.”

The union later clarified that it was not upset at the speaking time given to the mothers but believed that those watching the convention “need to hear the impact of all and everyone that’s been victimized by crime.”

In response to the criticism, the Clinton campaign noted that law enforcement officers will speak at the convention. Joe Sweeney, a 9/11 first responder and former detective with the New York Police Department, will address the convention on Tuesday. Charles Ramsey, the former commissioner of the Philadelphia Police Department, will speak Wednesday.

In the blazing sun of Cleveland Public Square, under the 125-foot-tall Civil War Soldiers’ and Sailors’ monument, an awesome thing just happened—something that defies some peoples’ expectations of what would take place at the Republican National Convention.

Two Ohio cops accepted an invitation to briefly join a group Black Lives Matter protesters—mainly from New York City—in front of a big black-and-white “Cleveland” sign. They stood and posed for photos. The protesters laughed, then raised their fists. The cops smiled, and the scene ended with mutual camaraderie.

The moment occurred amid escalating tensions between law enforcement and protesters nationwide. Earlier this month, two black men, Alton Sterling and Philando Castile, were killed by police in Baton Rouge, Louisiana, and Falcon Heights, Minnesota—the latest in a series of controversial police shootings.

On Sunday, three police officers were shot and killed and three others were injured during a gun attack in Baton Rouge, Louisiana, an incident that occurred just 10 days after an ambush of Dallas police killed five officers and injured nine people.

“Sometimes these photos can look a bit cheesy,” I told one of the Cleveland protesters, Elhadj Bah, a 29-year-old political consultant from New York. “Why did you do that? What’s the point?”

“The key is to work together with everybody, law enforcement and all of that stuff. It’s not creating division or hatred,” Bah said. “Maybe we can all work together?”

“It changes their perception,” Bah added.

I couldn’t chase down the cops in the photo in time to get their reactions (or their names.) They were quickly lost to the milling crowds of Trumpians, protesters, musicians, and reporters. If you can identify them, let me know.

"Please Don’t Let Hate Infect Your Heart": Read Slain Baton Rouge Officer’s Heartbreaking Facebook Post

On July 8, three days after Alton Sterling was shot and killed by Baton Rouge police outside a convenience store, Montrell Jackson reflected on the challenge of being a black man and a police officer in the city he loved.

“These are trying times,” he wrote in a Facebook post, confirmed by the Associated Press and NPR. “Please don’t let hate infect your heart. This city MUST and WILL get better.”

More than a week later, Jackson, 32, became one of at least three police officers killed in an altercation with a gunman in Baton Rouge, Louisiana. At least four other officers were injured. The suspected shooter, identified as 29-year-old ex-Marine Gavin Eugene Long, attacked authorities just 10 days after a shooting near a Black Lives Matter protest in Dallas left five officers dead and nine other people injured. Jackson’s half-brother Kedrick Pitts told NPR on Sunday that the post came in light of the recent Sterling’s death and described Montrell as a well-known officer who “loved the thrill and loved being there for others.”

“He felt hurt. He wants justice for their family also. But he just asked every to respect everyone, to continue to love everyone, and he just wanted everyone to get through this together. He didn’t want any hatred going on, especially killing,” Pitts said. “He was a police officer. He wanted peace.”

Obama: An Attack on Law Enforcement Is an Attack on All of Us

After an ambush on police in Baton Rouge, Louisiana, that left at least three officers dead and three others wounded Sunday morning, President Barack Obama spoke at the White House today, saying it is up to “all of us” to create a united front against violence.

“We as a nation have to be loud and clear that nothing justifies violence against law enforcement. An attack against law enforcement is an attack against all of us and the rule of law that makes society possible,” said Obama. “This has happened far too often.”

Obama expressed his condolences to the families of the officers killed in Baton Rouge and called on Americans to “temper our words and open our hearts” ahead of the upcoming conventions. This is the 16th time Obama has addressed the nation after a shooting.

“We have to make sure that our best selves are reflected across America, not our worst. That is up to us,” said Obama. “Only we can prove, in our own actions and words, that we will not be divided, even if we have to do it again and again and again. That’s how this country gets united. That’s how we bring this country together.”

The shooting in Baton Rouge comes just 10 days after a deadly shooting in Dallas that killed five police officers and injured seven others. Baton Rouge has been the site of several protests since the fatal shooting of Alton Sterling, a 37-year-old black man who was selling CDs outside a convenience store when he was shot by the police. On July 13, the ACLU of Louisiana along with other community groups filed a lawsuit against the Baton Rouge Police Department, alleging that police officers used excessive force against protesters.

At Least 3 Police Officers Shot and Killed in Baton Rouge

Update, July 17, 5:42 p.m. ET: The deceased suspect has been identified as 29-year-old Gavin Eugene Long of Kansas City, and he attacked the police on his birthday, CBS News reports.

Update, July 17, 4:49 p.m. ET: Baton Rouge law enforcement officials announced at a press conference Sunday afternoon that there is no longer an “active shooter” situation, and that the deceased suspect was likely the only shooter, according to NBC News. Police initially suspected that there were at least two other shooters at large.

Update, July 17, 3:49 p.m. ET: Louisiana Gov. John Bel Edwards condemned the shootings. “This is an unspeakable and unjustifiable attack on all of us at a time when we need unity and healing,” he said.

Update, July 17, 12:39 p.m. ET: The city’s mayor and the East Baton Rouge Sheriff’s office have confirmed that three police officers are dead and three others were wounded in the attack. The sheriff’s office reports that at least one suspect is dead, but two others may still be at large.

At least three police officers were shot and killed and at least four other officers were injured during a gun attack in Baton Rouge, Louisiana, on Sunday morning, according to CNN. The incident occurred just 10 days after an ambush of Dallas police killed five officers and injured nine people.

While no official link has been established, Sunday’s attack comes amid ongoing protests in the city and around the country after the death of Alton Sterling, a black man who was shot and killed by police outside a convenience store in Baton Rouge. Thousands attended Sterling’s funeral on Friday.

Baton Rouge Mayor Kip Holden told MSNBC soon after the attack that the police officers had been responding to reports of gunfire when they were ambushed by at least one gunman. A Louisiana State Police spokesman told the network that the gunman was shot during the incident. The gunman’s condition remains unclear.

In the week after shootings that left two black men dead, Alicia Keys, Beyoncé and other notable celebrities have teamed up to create this powerful video on the everyday interactions that can get black people killed in America.

The video, produced for Mic.com in collaboration with activist group We Are Here Movement, shows portraits of people who have been shot and killed by police, including Philando Castile and Alton Sterling, and what they were doing when they were shot. Often, as Mother Jones has documented, these acts are mundane: failing to signal a lane change; wearing a hoodie; selling CDs outside of a supermarket.

“It’s moving to see that celebrities have taken charge of telling this story. What we’re seeing now are black entertainers — singers, actors, athletes and artists who are deeply in tune with what’s happening in the United States — speaking out, taking action,” Mic writer Jamilah King wrote in response to the video, which was based on one of her pieces. “Too often, the ordinary seems impossible for black folks in America. Violence follows everywhere — driving down the street, or selling CDs, or playing in a park, or sleeping on our grandmothers’ sofa. We become suspects in our own deaths, tried and executed by those sworn and paid to protect us.”

“We must tell the world that our lives matter no matter how controversial that point has become.”

Baton Rogue Police Sued Over Rough Protest Response

The ACLU of Louisiana, along with the state chapter of the National Lawyers Guild and several Baton Rouge community groups that have been protesting last week’s police shooting death of Alton Sterling, have sued the Baton Rouge Police Department over its militarized response to the protesters.

The lawsuit alleges that officers used excessive force, verbally abused demonstrators, and wrongfully arrested law-abiding protesters, legal observers, and journalists. The filing also claims the officers’ actions were an unconstitutional impediment to marchers’ First Amendment rights, and violated their constitutional right to protection from unreasonable searches and seizures.

Dozens were arrested in Baton Rogue over the weekend, including prominent Black Lives Matter activist Deray McKesson. Videos posted to social media showed Baton Rogue officers in full riot gear, armed with assault weapons. In one incident, officers stormed the front yard of a homeowner and arrested protesters assembled there, even though the homeowner had given them permission to take refuge on her property. Protests also erupted in St. Paul, Minnesota, and numerous big cities coast to coast, in response to last week’s highly publicized police shooting of Philando Castile in a Minnesota suburb. Cleveland Police Are Gearing up for Mayhem at the GOP Convention

With the Republican National Convention imminent, the Cleveland Police Department is finalizing its security plan for what is expected to be a volatile few days. The city announced last Friday that it was updating its plan following last week’s mass shooting of police officers in Dallas, and though it shared scant detail, the Cleveland PD is set to be outfitted with plenty of heavy gear.

The RNC is designated as a National Special Security Event by the US Department of Homeland Security, which entitled Cleveland to a $50 million federal grant toward its security plan. According to bids the city has posted to its website and reports from local news outlets, so far Cleveland has spent the money on:

2,000 sets of riot gear
2,000 steel batons
325 sets of tactical armor
300 patrol bicycles, with accompanying riot gear
25 rifle scopes
10,000 flexible handcuffs

Other supplies include bulletproof helmets, pepper spray, two-point slings (used to carry rifles) and inmate mattresses. The Cleveland PD also asked the Chicago Police Department to loan them three bearcats, and Taser International is loaning the department 300 body cameras that can be attached to riot suits. The city also put out a bid for tear gas, according to the Washington Post, and recently upped its protest insurance coverage from $9.5 million to $50 million.

This approach by the city isn’t unusual per se; Tampa bought similar kinds of equipment (though less of it) ahead of the RNC there in 2012. But Cleveland is the first city to host a political convention with its police department under a consent decree with the federal government. The Cleveland PD has been under the oversight of a federal monitoring team charged with enforcing the decree since October 2015, due to a history of excessive force and other abuses. Jonathan Smith, a former Justice Department lawyer who supervised the agency’s Cleveland PD investigation, told the Marshall Project, “You would want a department to provide security that has systems that are in place where there is better accountability and better supervision.” In a report issued in June, the team monitoring the Cleveland PD under the decree characterzied the police department’s ability to investigate officer misconduct as “dire.” Cleveland’s consent decree calls for changes to the department’s use of force policy and internal review protocol, but those changes are still in progress.

Joycelyn Rosnick, an attorney with the National Lawyers Guild’s Cleveland office, told Mother Jones the group has concerns about the equipment and tactics that the Cleveland PD plans to deploy. The police department’s purchase of 10,000 flexible handcuffs, she said, indicates “they are preparing for mass arrests.” She also cautions about potential escalation: Earlier this year, a coalition of international civil liberties groups released a report on the health impacts of crowd-control weapons commonly used by law enforcement. The report focused on how projectile weapons such as rubber bullets or bean bags can cause severe injuries, including ruptured organs and even death. The report also found that chemical weapons like tear gas and pepper spray can cause permanent disabilities such as blindness and respiratory problems.

Rosnick also notes that wearing riot gear is a display of force that could chill people’s First Amendment right to protest. (Cleveland officials have said that officers will only wear riot gear if it becomes necessary.) And she wonders whether the Cleveland PD has sufficient training or will show adequate restraint. “The police department that was found to use excessive force a couple months ago,” she said, “is still the department we have today.”

Jane Castor, who was chief of the Tampa Police Department when that city hosted the RNC in 2012, told the Cleveland Plain Dealer that the Tampa PD’s approach to security—which included officers working in standard uniforms, passing out food and water to protesters, and arresting people only as a last resort—resulted in just two convention-related arrests and zero lawsuits from protesters after the convention. Cleveland is expected to see many more protesters than Tampa did, however.

Militarization of police departments has returned to the spotlight since the country erupted with protests last week following two high-profile fatal shootings by cops. Baton Rouge police officers used tear gas, pepper spray, and a Long Range Acoustic Device (LRAD) to disperse protesters during demonstrations over the police shooting death of Alton Sterling. And officers in St. Paul, MN, used smoke bombs to disperse a crowd that had blocked a highway.

Watchdogs are working to prepare protesters for what may come. Matthew Barge, the attorney appointed to lead the federal oversight effort, told the Marshall Project that the public could report instances of police abuse at the RNC on the monitoring team’s website. “We are not going to be bashful about reviewing what happens at the RNC,” he said.
