It’s time for climate change communicators to listen to social science

David Wallace-Wells’ recent climate change essay in the New York Times, published as part of the publicity for his new book “The Uninhabitable Earth: Life After Warming,” is, sadly, like a lot of writing on climate change these days: It’s right about the risk, but wrong about how it tries to accomplish the critical goal of raising public concern. Like other essays that have sounded the alarms on global warming — pieces by Bill McKibben, James Hansen, and George Monbiot come to mind — Wallace-Wells’ offers a simple message: I’m scared. People should be scared. Here are the facts. You should be scared too.

To be sure, Wallace-Wells and these other writers are thoughtful, intelligent, and well-informed people. And that is precisely how they try to raise concern: with thought, intelligence, and information, couched in the most dramatic terms at the grandest possible scale. Wallace-Wells invokes sweeping concepts like “planet-warming,” “human history,” and global emissions; remote places like the Arctic; broad geographical and geopolitical terms like “coral reefs,” “ice sheet,” and “climate refugees;” and distant timeframes like 2030, 2050, and 2100.

It’s a common approach to communicating risk issues, known as the deficit model. Proceeding from the assumption that your audience lacks facts —that is, that they have a deficit —all you need to do it give them the facts, in clear and eloquent and dramatic enough terms, and you can make them feel like you want them to feel, how they ought to feel, how you feel. But research on the practice of risk communication has found that this approach usually fails, and often backfires. The deficit model may work fine in physics class, but it’s an ineffective way to try to change people’s attitudes. That’s because it appeals to reason, and reason is not what drives human behavior.

For more than 50 years, the cognitive sciences have amassed a mountainous body of insight into why we think and choose and act as we do. And what they have found is that facts alone are literally meaningless. We interpret every bit of cold objective information through a thick set of affective filters that determine how those facts feel — and how they feel is what determines what those facts mean and how we behave. As 17th century French mathematician and theologian Blaise Pascal observed, “We know truth, not only by the reason, but also by the heart.”

Yet a large segment of the climate change commentariat dismisses these social science findings. In his piece for the New York Times, Wallace-Wells mentions a few cognitive biases that fall under the rubric of behavioral economics, including optimism bias (things will go better for me than the next guy) and status quo bias (it’s easier just to keep things as they are). But he describes them in language that drips with condescension and frustration:

How can we be this deluded? One answer comes from behavioral economics. The scroll of cognitive biases identified by psychologists and fellow travelers over the past half-century can seem, like a social media feed, bottomless. And they distort and distend our perception of a changing climate. These optimistic prejudices, prophylactic biases, and emotional reflexes form an entire library of climate delusion.

Moreover, behavioral economics is only one part of what shapes how we feel about risk. Another component of our cognition that has gotten far too little attention, but plays a more important part in how we feel about climate change, is the psychology of risk perception. Pioneering research by Paul Slovic, Baruch Fischhoff, Sarah Lichtenstein, and many others has identified more than a dozen discrete psychological characteristics that cause us to worry more than we need to about some threats and less than we need to about others, like climate change.

For example, we don’t worry as much about risks that don’t feel personally threatening. Surveys suggest that even people who are alarmed about climate change aren’t particularly alarmed about the threat to themselves. The most recent poll by the Yale Program on Climate Change Communication found that while 70 percent of Americans believe climate change is happening, only around 40 percent think “it will harm me personally.”

We also worry more about risks that threaten us soon than risks that threaten us later. Evolution has endowed us with a risk-alert system designed to get us to tomorrow first — and only then, maybe, do we worry about what comes later. So even those who think climate change is already happening believe, accurately, that the worst is yet to come. Risk communication that talks about the havoc that climate change will wreak in 2030, in 2050, or “during this century” contributes to that “we don’t really have to worry about it now” feeling.

Risk perception research also suggests that we worry less about risky behaviors if those behaviors also carry tangible benefits. So far, that’s been the case for climate change: For many people living in the developed world, the harms of climate change are more than offset by the modern comforts of a carbon-intensive lifestyle. Even those who put solar panels on their roofs or make lifestyle changes in the name of reducing their carbon footprint often continue with other bad behaviors: shopping and buying unsustainably, flying, having their regular hamburger.

Interestingly Wallace-Wells admits this is even true for him:

I know the science is true, I know the threat is all-encompassing, and I know its effects, should emissions continue unabated, will be terrifying. And yet, when I imagine my life three decades from now, or the life of my daughter five decades from now, I have to admit that I am not imagining a world on fire but one similar to the one we have now.

Yet he writes that “the age of climate panic is here,” and he expects that delivering all the facts and evidence in alarmist language will somehow move others to see things differently. This is perhaps Wallace-Wells’ biggest failure: By dramatizing the facts and suggesting that people who don’t share his level of concern are irrational and delusional, he is far more likely to offend readers than to convince them. Adopting the attitude that “my feelings are right and yours are wrong” — that “I can see the problem and something’s wrong with you if you can’t” — is a surefire way to turn a reader off, not on, to what you want them to believe.

Contrast all this deficit-model climate punditry with the effective messaging of the rising youth revolt against climate change. Last August, 16-year-old Swedish student Greta Thunberg skipped school and held a one-person protest outside her country’s parliament to demand action on climate change. In the six months since, there have been nationwide #FridaysforFuture school walkouts in at least nine countries, and more are planned.

Thunberg has spoken to the United Nations and the World Economic Forum in Davos, with an in-your-face and from-the-heart message that’s about not just facts but her very real and personal fear:

Adults keep saying: “We owe it to the young people to give them hope.” But I don’t want your hope… I want you to panic. I want you to feel the fear I feel every day. And then I want you to act.

By speaking to our hearts and not just our heads — and by framing the issue in terms of personal and immediate fear of a future that promises more harm than benefit — Thunberg has started an international protest movement.

The lesson is clear. Wallace-Wells’ New York Times essay will get lots of attention among the intelligentsia, but he is not likely to arouse serious new support for action against climate change. Risk communication that acknowledges and respects the emotions and psychology of the people it tries to reach is likely to have far greater impact — and that’s exactly what the effort to combat climate change needs right now.

Global warming should be called global heating, says key scientist

“Global heating” is a more accurate term than “global warming” to describe the changes taking place to the world’s climate, according to a key scientist at the U.K. Met Office.

Richard Betts, who leads the climate research arm of Britain’s meteorological monitoring organization, made the comments amid growing evidence that rising temperatures have passed the comfort zone and are now bringing increased threats to humanity.

“Global heating is technically more correct because we are talking about changes in the energy balance of the planet,” the scientist said at the U.N. climate summit in Katowice, Poland. “We should be talking about risk rather than uncertainty.”

Earlier this month, the Met Office produced a new report that showed the searing heatwave that hit the U.K. this summer — along with other parts of the northern hemisphere — was made 30 times more likely by human-caused climate change.

Betts said the shifting climate was pushing some natural processes — such as the blossoming of trees and laying of eggs — out of sync: “That’s already happening. We are also seeing higher temperatures of heatwaves. The kind of thing we saw this year will happen more often.”

“The risks are compounding all the time,” he said. “It stands to reason that the sooner we can take action, the quicker we can rein them in.”

His views were echoed by Hans Joachim Schellnhuber, a professor of theoretical physics and founder of the Potsdam Institute for Climate Impact Research in Germany. He said his recent Hothouse Earth report, which was one of the most widely quoted and downloaded studies of this year, had helped to change the language used to describe the climate crisis.

“Global warming doesn’t capture the scale of destruction. Speaking of hothouse Earth is legitimate,” he said.

The scientists expressed frustration at the slow pace of action by political leaders. In signing the 2015 Paris agreement, governments around the world aimed to keep global warming to within 1.5 to 2 degrees C above pre-industrial levels. But current commitments are far off track.

The Met Office upgraded its forecasts this week to show the planet is on track to warm by between 2.5 degrees C and 4.5 degrees C. “We have broadened out the range of possibilities,” said Betts, who is conducting a risk assessment based on the new projections. In the U.K., he said the trend was toward wetter winters with more floods, hotter summers with more droughts interspersed with increasingly intense rain.

At 3 degrees C of change, Schellnhuber said southern Spain would become part of the Sahara. Even 2 degrees C, he said, could not be guaranteed as safe.

The Paris pact was a firewall, he said: “It’s not helping us to keep the world as it is now. We’ve lost this opportunity already. It’s a firewall against climate chaos.”

Johan Rockström, executive director of the Stockholm Resilience Centre, said “cracks” were starting to appear in the climate system that were pushing nature from being a friend that absorbs carbon dioxide to an enemy that releases carbon dioxide. These concerns are fueled by the growing intensity of forest fires, the effect of melting ice-sheets on the jet stream, and the rising risk of permafrost thaw, which would release trapped methane.

Although he stressed it might not yet have passed a tipping point, he said the warnings were getting louder. “This shift from friend to foe is no doubt a scientific nightmare. That is the biggest worry that we have,” he said. “It does terrify me. The only reason we sit here without being completely depressed is that we see we have policy measures and technology to move in the right direction.

“We need to have a diagnosis just like a patient who comes to a doctor and gets a really bad diagnosis. But if the science is right, the technology is right, and the policy is right, you can cure that very dire situation. There is no scientific suggestion that the door is shut.”

This week’s climate talks have crept forward with only small progress toward a new global rulebook, but emissions continue to rise and the planet continues to heat.

“Things are obviously proceeding very slowly,” said Betts. “As a scientist, it’s frustrating to see we’re still at the point when temperatures are going up and emissions are going up. I’ve been in this for 25 years. I hoped we’d be beyond here by now.”

Schellnhuber concurred: “I’ve worked on this for 30 years and I’ve never been as worried as I am today.”

Hawaii’s coral reefs may be safe from sunscreen — but not climate change.

First: Toxic coal ash, which was a problem on the territory well before Maria’s landfall. A coal-fired power plant in the southeastern city of Guayama produces 220 thousand tons of the stuff each year, which studies have linked to an increased risk of cancer, heart, and respiratory ailments.

Puerto Rico’s Environmental Quality Board directed the plant, operated by multinational corporation Applied Energy Systems (AES), to cover its giant pile of coal ash prior to the storm. This weekend, PBS News reported that never happened.

Researchers and community members had worried that the heavy rainfall heightened the risk of coal ash toxins leaching into the soil and contaminating drinking water. Now, AES’ own groundwater monitoring report showed a sharp increase in the levels of arsenic, chromium, and two radioactive isotopes in groundwater near the plant after Hurricane Maria. Federal and local government have historically ignored this region of the island, experts told Grist shortly after the storm.

Second: Statehood! A disaster response nearly as chaotic as the storm itself has highlighted the real risks of the United States’ colonial relationship with the island.

Puerto Rico’s Resident Commissioner Jenniffer González plans to introduce a bill to the House this spring petitioning for Puerto Rico to become a state, the Washington Post reports.

“Ask yourself, if New Jersey or Connecticut had been without power for six months, what would have happened?” she asked, “This is about spotlighting inequities and helping Congress understand why we are treated differently.”

The EPA administrator has racked up more than 40 scandals and 10 federal investigations since he took office last February. Nonetheless, Scott Pruitt was smiling when he walked in to testify in front of the House Energy and Commerce subcommittee on Thursday.

Prior to the hearing, the New York Times reported that Pruitt had a plan to deal with tough questions: Blame his staff instead.

He stuck to it. When New York Democratic Representative Paul Tonko confronted him about raises given to two aides without White House approval, Pruitt said, “I was not aware of the amount, nor was I aware of the bypassing, or the PPO process not being respected.”

And Pruitt’s $43,000 soundproof phone booth? Again, not his fault. As Pruitt told California Democratic Representative Antonio Cárdenas: “I was not involved in the approval of the $43,000, and if I had known about it, Congressman, I would have refused it.”

“That seems a bit odd,” Cárdenas commented. “If something happened in my office, especially to the degree of $43,000, I know about it before, during, and after.”

Democratic Representative from New Mexico Ben Ray Luján pointed out that Pruitt was repeatedly blaming others during the hearing. “Yes or no: Are you responsible for the many, many scandals plaguing the EPA?” he asked.

Pruitt dodged the question: “I’ve responded to many of those questions here today with facts and information.” When Luján pressed him futher, Pruitt replied, “That’s not a yes or no answer, congressman.”

Well … it wasn’t a “no.”

Now, those lawsuits are here, and that prediction could bite the multinational oil company in the ass.

A treasure trove of documents released Thursday provide new evidence that Shell, like Exxon, has been gaslighting the public for decades. The documents, dating as far back as 1988, foretold “violent and damaging storms,” and said that “it would be tempting for society to wait until then before doing anything.”

At that point, the documents predicted, “a coalition of environmental NGOs brings a class-action suit against the U.S. government and fossil-fuel companies on the grounds of neglecting what scientists (including their own) have been saying for years: that something must be done.” Sound familiar?

When the scientific community began warning that the world could go down in fossil-fueled flames, Shell tried to convince them to take a chill pill, derailing global efforts to curb climate change.

And it gets shadier: This whole time, Shell has known exactly how culpable it is for a warming planet. By the mid ’80s, it had calculated that it was responsible for 4 percent of global carbon emissions.

That means San Francisco, Oakland, and New York now have more ammo for their lawsuits against Shell. The biggest hurdle to their cases wasn’t proving that climate change is a thing — even Big Oil’s lawyers can’t argue that anymore — but that fossil fuel companies can be held legally liable for the damages caused by climate change.

Shell just made that a lot easier.

Scott Pruitt might be on the wrong end of a Trump tweet soon. Here’s why.

Common guesses include China, which is spending trillions to clean up transit, power plants, and factories. Or Germany, which has gone all-in on renewable energy. But the best answer might be the United Kingdom.

China’s emissions are still rising, and Germany’s are down 23 percent since 1990. Meanwhile, Britain has driven down its emissions by 43 percent since 1990, according to provisional data released Thursday. Massachusetts Institute of Technology researcher Scott Burger helpfully turned the data into a graph:

So, has the U.K. simply moved its emissions to China by closing down the Sheffield steel plants and buying imported steel? Not quite — its overall emissions based on import consumption are down as well. (Though it’s true that the country’s traditional manufacturing sector has taken a hit, as you would know if you’ve seen The Full Monty.)

Of course, having low carbon emissions in the first place is better than polluting a bunch and making big improvements after the fact. All rich countries have pumped more than their share of greenhouse gases into the atmosphere. But the Brits have provided a model for maintaining all the modern creature comforts while kicking their carbon habit.

How did they do it? Basically, clean energy replaced a lot of coal, industry put a lid on super pollutants, and dumps captured more methane.

California banned some super potent greenhouse gases.

In 11th grade, I had an inane habit of staying up very late IMing my stoner boyfriend and/or stalking boys who were cuter than him on Myspace. As a result, I essentially never woke up on time for school — which, in my defense, started at 7:45 a.m. — but I REFUSED to acknowledge my role in that in any way.

“I DON’T UNDERSTAND WHY THIS KEEPS HAPPENING,” I would moan at every tardiness slip. I understood extremely well why this kept happening.

According to a Huffington Post report by Alexander Kaufman, the EPA is taking a very similar approach to its communications on climate change. On Tuesday evening, the agency’s Office of Public Affairs sent around an internal set of talking points.

To sum up: The EPA is dealin’ with climate change! But it sure doesn’t know why it’s happenin’!

Consider some of the OPA-provided points:

Human activity impacts our changing climate in some manner. The ability to measure with precision the degree and extent of that impact, and what to do about it, are subject to continuing debate and dialogue.
While there has been extensive research and a host of published reports on climate change, clear gaps remain including our understanding of the role of human activity and what we can do about it.

Replace “human activity” with “staying up until 1 a.m. on the internet” and “changing climate” or “climate change” with “always being late to school,” and my point stands.
