On Saturday, Paul Gilster, who blogs about deep space exploration and other interstellar issues, broke the news on his blog that in May 2015, a team of Russian scientists had detected an interesting signal coming from a star system about 95 light-years from Earth. Gilster was very measured in his report, noting that “no one is claiming that this is the work of an extraterrestrial civilization, but it is certainly worth further study.” The researchers involved believe the Search for Extraterrestrial Intelligence (SETI) Institute, a nonprofit organization that’s looking for life in the universe and has the equipment to scan the skies for signals from deep space, might follow up on the lead.

But that didn’t stop others from going wild, most notably the New York Observer, which published an attention-grabbing story Monday titled “Not a Drill: SETI Is Investigating a Possible Extraterrestrial Signal From Deep Space.”

SETI is, in fact, scanning for the signal, according to Seth Shostak, a senior astronomer at the organization, who discussed the matter in a blog post available on the group’s website. “Could it be another society sending a signal our way?” he wrote. “Of course, that’s possible. However, there are many other plausible explanations for this claimed transmission—including terrestrial interference. Without a confirmation of this signal, we can only say that it’s ‘interesting.'”

UFOs, extraterrestrials, and life in outer space has gained new currency over the last year or so. Last fall, a team from Yale University announced they had found a star that gave off such unique light patterns that some speculated it was being orbited by an alien megastructure. Hillary Clinton and her campaign chairman, John Podesta, have both repeatedly discussed the need for the release of information about US government research into extraterrestrials. (You can read more about Clinton’s history with the UFO issue that goes back more than 20 years here.) A week ago, scientists announced they had found a potentially life-supporting, Earthlike planet just 4.5 light-years away, within Earth’s closest celestial star system neighbor.

This whole thing got us thinking: What would happen if extraterrestrials not only reached out to communicate, but showed up on our doorstep? Is there a plan?

I put this question to the Department of Defense last fall when I profiled Stephen Bassett, the only registered lobbyist in Washington whose major focus is to force the US government to reveal what it knows about extraterrestrials contact with the human race. To people like Bassett, the question of what to do when they show up is moot because it has already happened; the people who need to deal with it already are.

The Department of Defense does not agree. Here’s the answer I got from them: “The Department of Defense does not maintain plans for hypothetical dangers for which we have absolutely no information—either to the likelihood of the danger, or to what form the danger would take.” For what it’s worth, the DoD spokesman also said the department doesn’t have an office or organization that handles “issues related to UFOs and/or extraterrestrials,” and the DoD has never interacted with or recovered any kind of material related to extraterrestrials.

Do we really not have any plans in place should we be contacted by an alien race? I checked the DoD’s answer with Christopher Mellon. A former deputy assistant secretary of defense for intelligence and staff director of the Senate Intelligence Committee, among other roles, he said, “I think you got an honest answer from DoD. How would you plan for the arrival of an advanced civilization without any understanding whatsoever of their capabilities, technology or intentions?” He added that his sense was that the government had “little if any idea” of what we’d be up against and “whatever it is would be so far beyond us it would look and appear magical or spiritual, totally beyond our ability to cope with or resist if hostile. If such an event occurred we’d simply have to muddle through as best we could.”

“Meanwhile,” he says, “DoD has an overflowing plate already and I suspect the Joint Staff has little patience for such seemingly unlikely, open-ended and ill-defined scenarios.”

Nick Pope, a former official with the British Ministry of Defense whose job it was to investigate UFO sightings, doesn’t think powerful governments should get off that easy. He told me Tuesday he’s long advocated some sort of contingency plan but never saw any evidence that the British or US governments had one. When he asked colleagues in the intelligence and military world about plans, “there was no real enthusiasm for it. It was a combination of skepticism and almost this feeling that this was the ultimate taboo, that something like this could just not be put down on paper.”

Pope said news about a potential signal from another civilization should trigger a whole series of thorny questions: Is this just a signal letting us know they’re there, or is there information encoded within it? If there is information in it, can we decode it? Should we? If we could, should that information be disclosed? Who should control the information in the signal, if there’s anything there?

That’s a far cry from a scenario that finds us dealing with an extraterrestrial craft in orbit around Earth or actually landing. “The No. 1 priority would obviously be avoiding getting in a fight with these people,” he said. But what do we do then? Who’s in charge? Who speaks for planet Earth? What is the message?

Pope admits that the possibility of this scenario playing out is miniscule, describing it as “the ultimate low probability, high impact scenario.” But, he said, “We don’t need to go into Star Trek territory to say it’s possible we could be visited. That being the case, it just seems prudent to have a plan.”

A severe drought in India has caused a spike in farmer suicides. These suicides increased 40 percent between 2014 and 2015, according to government statistics. In those two years monsoon rains were weak, reservoirs dried up, and crops died in the inland west of the country.

What’s causing this?

A columnist for CNN’s website, John Sutter, lays the blame at the foot of climate change. “By burning fossil fuels and chopping down rainforests, we humans are destabilizing the climate. That has life-changing consequences for all of us,” he wrote.

Several Indian sources also blame the adoption of cash crops, like sugarcane, which depend on lots of water and can fail catastrophically during droughts. The government has recently encouraged farmers to shift back to food crops.

Raising cash crops has often helped lift small farmers out of poverty. But the risk is that farmers often go deep into debt betting on a good harvest. And when the weather turns against them, it can dash the hopes of entire families, leading more farmers to kill themselves.

This List Shows You How Divided America’s Schools Are

In the wealthy West Jefferson Hills School District in western Pennsylvania, a new high school with an eight-lane swimming pool and terrazzo flooring was recently approved for construction. Meanwhile, in neighboring Clairton, where the district’s poverty rate is 48 percent, officials wrestled with whether to close schools earlier this year.

That striking disparity is just one of many in a new report that maps the country’s 33,500 school district borders and highlights places where high-poverty districts bump up against wealthy neighbors. The report, put out by the nonprofit EdBuild, sheds light on how these well-established boundaries create “barriers to progress that segregate children” and even worse inequities in the public education system. It also notes that existing school finance system, in which districts rely heavily on property taxes as a source of local funding for schools, creates an incentive for wealthier families to move across district lines to more well-resourced areas.

Between 1990 and 2010, income-based segregation among American school districts grew, according to Stanford’s Center for Education Policy Analysis. Such disparities among districts result in unequal access to resources, such as underqualified teachers and subpar facilities, and could lead to gaps in academic achievement. Another recent Stanford study found that children in the wealthiest school districts performed, on average, four grade levels above children in the poorest school districts. In May, on the anniversary of the landmark Brown v. Board of Education decision, the Government Accountability Office found that the share of schools with a high concentration of poor, black, and Hispanic students increased from 9 to 16 percent between 2000 and 2014.

“We’ve created and maintained a system of schools segregated by class and bolstered by arbitrary borders that, in effect, serve as the new status quo for separate but unequal…” conclude the authors of the EdBuild report. “Increasingly, the story of American school districts is a tale of two cities, one well-off and one poor—one with the funds necessary to provide its children ample educational opportunities and one without adequate resources to help its children catch up.”

You can see signs of Monsanto’s latest belly flop in stricken farms: The leaves are gone from the acres of peach trees on Bill Bader’s orchard in southern Missouri, and soy fields in eastern Arkansas and western Tennessee are curling up and dying.

A lot of the blame falls on Monsanto’s new genetically engineered soybean, Xtend, which is having a terrible, horrible, no good, very bad roll out this year.

To explain what’s happening we have to back up. Farmers have been using crops that tolerate the herbicide glyphosate (often sold under the brand name Roundup), and for years it worked amazingly well: Farmers sprayed glyphosate and the weeds died, while the crops thrived. But then some weeds stopped dying, because nature had caught up; the weeds evolved to tolerate glyphosate.

Seed companies have now released crops that can tolerate additional weed killers, like dicamba. U.S. Monsanto’s new soybean resists both dicamba and glyphosate, which works fine for farmers with the new soybean — not so much for anyone else.

Dicamba easily turns into vapor, so it can blow onto neighbors’ crops, which is exactly what happened to Bill Bader’s peach trees.

The EPA anticipated that this would happen, so it told farmers they had to use a new mixture of dicamba on Xtend — one that wouldn’t blow on the wind. But the EPA hasn’t yet approved that safer dicamba. So when unethical farmers started seeing weeds on their Xtend fields they decided to illicitly spray the conventional dicamba and cross their fingers.

If everyone followed the rules, the new GMOs wouldn’t have caused any problems. But there have always been unethical and careless people and dicamba has been around for decades, so there is something else going on.

The new element here is Monsanto’s Xtend. If the company — or the government — had delayed the rollout until its new herbicide was ready, it would have prevented a lot of heartache.

Wake up, sheeple! Chemtrails, depending on who you ask, are evidence of government-sponsored mind control experiments, biological warfare, geoengineering, or mass population control.

Or, for those of us who don’t subscribe to globalskywatch.com, those white streaks from planes are just water vapor condensed at high altitude.

According to the first peer-reviewed study to address chemtrails, published in Environmental Research Letters, 76 out of 77 of the world’s top atmospheric chemists say there’s no evidence for chemtrails.

It turns out, no actual scientist (even the lone dissenter) agreed that “the government, the military, airlines and others are colluding in a widespread, nefarious program to poison the planet from the skies,” according to the study.

Chemtrails just ain’t a thing.

Despite absolutely no evidence supporting the conspiracies, a 2011 international survey found that nearly 17 percent of respondents believe or partly believe in chemtrails.

So why do so many of us believe?

“The chemtrails conspiracy theory maps pretty closely to the origin and growth of the internet,” said study co-author Steven Davis.

And, hey, is it really that much of a stretch that so many people think the feds are administering anthrax vaccines through the clouds? A U.S. presidential candidate tells us Obama founded ISIS and China manufactured global warming, after all.

Canada just shut down another major pipeline proposal

In what looks like the final death blow to another tar sands pipeline, a Canadian court has overturned federal approval for Enbridge’s $7.9 billion Northern Gateway pipeline meant to transport crude oil from Alberta to British Columbia.

The court found the government failed to consult with First Nation tribes in mapping the pipeline’s route, leaving “entire subjects of central interest to the affected First Nations … affecting their subsistence and well-being, entirely ignored.”

Northern Gateway is now probably off the table for the foreseeable future, since Canada’s Prime Minister Justin Trudeau spoke out against the pipeline during his campaign. Enbridge has 60 days to appeal.

This won’t completely deter Canadian oil companies, which really, really need to reach international markets with their 2.3 million barrels of tar sands crude oil each day. Now that Keystone XL and Northern Gateway have both been rejected, they will have an even harder time.

“It definitely puts Canadian oil sands projects at risk,” Abhishek Deshpande, an oil and gas analyst and expert, told CNBC.

According to NOW Toronto, local First Nation activists and environmentalists are expecting even more industry pressure to greenlight two other major energy projects: Kinder Morgan’s proposed TransMountain pipeline extension through British Columbia and TransCanada’s Energy East pipeline through New Brunswick.

We’re betting activists can give pressure right back.

The Obama Administration Finally Revealed How Many Civilians Have Died in Drone Strikes

The Obama administration announced on Friday that the United States has killed a much lower number of civilians in drone strikes in Pakistan, Yemen, Libya, and Somalia than have been previously estimated by outside researchers.

A report from the Office of the Director of National Intelligence said airstrikes (overwhelmingly by drones) killed between 64 and 116 civilians in those four countries from 2009 to 2015. The numbers excluded “areas of active hostilities” such as Afghanistan, Iraq, and Syria.

The report is the first time the Obama administration has provided official estimates of the death toll in the secretive drone war. President Barack Obama also issued an executive order on Friday that requires the government to deliver an unclassified report on drone strikes each year that includes the number of combatants and noncombatants killed. The order also instructs the government to ramp up its efforts to avoid civilian casualties and acknowledge them when they do occur. Hina Shamsi, the director of the ACLU’s National Security Project, reacted to the order on Twitter by calling it a “positive step but riddled with caveats and weak formulations.”

The official numbers are significantly lower than the totals compiled by journalists and researchers. The Bureau of Investigative Journalism, a London-based investigative news outlet, calculates that the Obama administration has killed at least 325 civilians in drone strikes outside of war zones (and possibly hundreds more). The liberal-leaning New America Foundation counts anywhere from 247 to 294 civilian deaths. In both cases, the minimum numbers are more than double the government’s maximum estimate. Those estimates also exclude strikes in Libya.

The government’s report acknowledged that official numbers would vary from outside estimates. While calling some of the nongovernmental data “credible reporting,” the report argued that the US government is more experienced in assessing strikes, and better informed, thanks to classified information about the strikes that outside sources can’t access. “The U.S. Government uses post-strike methodologies that have been refined and honed over the years and that use information that is generally unavailable to non-governmental organizations,” it noted.

The latest weirdness from the Donald Trump campaign is its June fundraising efforts. Trump is apparently having trouble raising money from the usual Republican suspects, but wants to avoid the embarrassment of yet another FEC report showing that he has no money. So he’s turning to small-dollar fundraising via email. This shouldn’t have been a problem. Conservatives mastered this approach to raising money a long time ago, so all Trump had to do was hire one of the many firms who have accumulated gigantic email lists and specialize in wringing donations out of ordinary citizens.

But apparently he didn’t do that. For the past few days, reports have come in of people overseas being spammed with Trump fundraising emails. And not just any foreigners: members of foreign parliaments. This is peculiar, to say the least. First, it’s illegal. Foreigners aren’t allowed to contribute to presidential campaigns. Second, it’s easy to avoid. Just purge your email list of addresses ending in .uk, .dk, etc. Any experienced email shop would already have done this. So where did Trump’s email list come from?

Josh Marshall has been following this for several days, and he has a theory:

So Tim Watts is my new best friend in the Australian federal parliament. MP Tim Watts. Needless to say, we’re pals now because he’s getting bombarded by the Trump campaign asking for money to fight ‘Crooked Hillary’….When I chatted with Tim last night (US Time) he said he’d gotten two more Trump emails in the last 7 hours hours. But when he showed me the emails, something pretty weird was immediately apparent.

They weren’t actually just from Trump. One was from the Trump campaign. The other was from a pro-Trump Super Pac called Crippled America PAC.

Now, normally (i.e., completely separate from anything to do with Trump) it would be entirely unremarkable that someone was getting fundraising emails both from a campaign and also Super PACs supporting the campaign. They’re likely both buying lists from the same vendor or even different vendors of likely Trump voters.

But remember, Tim is a foreign citizen and part of the government in another country. We’ve already speculated about the various ways all these foreign legislators could have ended up on Trump’s list. The more we’ve looked into it, it seems increasingly implausible that he got this list from a list vendor. Not impossible just not likely at all. It now seems more probable that the Trump Organization simply had these emails in some business related database and decided to dump them into the email hopper for the fundraising blitz or just found some site that had a zip file of foreign government officials and used that.

….Given what I’ve said above, the existence of this list almost has to originate in Trump Derpland. A virtual certainty. So how did the same list end up in the hands of a Trump SuperPac? I looked up Crippled America PAC and as of their last filing just a couple weeks ago, they’re total budget was $40. No m or b after that $ sign, forty bucks, the price of a fancy dinner. So obviously CAP was just stood up and actually started operating just now. And now they’re showing up in Tim’s inbox.

Marshall believes that this is a pretty obvious sign of coordination between the Trump campaign and a Trump Super PAC, which is a big non-no. What’s more, they didn’t even bother trying to hide it. There are undoubtedly ways they could have coordinated while still passing legal muster, but either they didn’t have time for that or didn’t know they weren’t allowed to coordinate or just didn’t care.

Wherever the list came from, I guess it’s a pretty lousy one: I’ve gotten several Trump fundraising emails too, and I’m pretty sure there’s nothing in my background that suggests I’d be soft touch for a Trump donation. Conversely, I never received a Ben Carson email while he was busy with his campaign grift. Apparently he at least cared enough to hire a decent vendor.

A sample from Monday is on the right. It comes from contact@victoryemails.com, whatever that is. I got another one from rnc@gopvictory.com, which I suppose originates from the Republican National Committee? All very strange.

Rep. John Lewis (D-Ga.) led a sit-in on the House floor on Wednesday to demand a vote on the “no fly, no gun” bill, a bipartisan measure that would ban the sale of guns to suspected terrorists on the government’s no-fly list. He was joined by at least a dozen fellow Democrats.

The protest comes in the aftermath of the deadliest mass shooting in American history, which killed 49 people inside an Orlando nightclub on June 12. The massacre prompted a marathon 15-hour filibuster in the Senate to force a vote on gun control bills. On Monday, four gun control measures failed to advance, with nearly every Republican senator voting against them.

Republicans gaveled out of session, therefore blocking C-SPAN from airing the sit-in. Democrats took to social media instead to broadcast the event:

Lewis was a leader in the 1960s civil rights movement and helped organize sit-in demonstrations to challenge segregation laws.

Most trading in bitcoin takes place in China: Huobi and OKCoin, two Chinese exchanges, are thought to account for more than 90% of transactions. The currency seems to have become an outlet for Chinese savers frustrated with their limited investment options and searching for high-yielding assets. The Chinese authorities are worried enough to have banned banks from dealing in bitcoin, but individuals are still free to speculate and have been doing so with gusto.

….China has also become the global hub for bitcoin mining, the process by which heavy-duty computing power is used to process transactions involving bitcoin, earning those doing the processing some new bitcoin as compensation. Over 80% of new bitcoin are now minted in data centres in places like Sichuan and Inner Mongolia.

One of the selling points of e-currencies like Bitcoin is that their decentralized nature makes them inherently free of government meddling. But is that really true? I’ve long thought that techno-evangelists show far less respect than they should toward meatspace assets like nuclear bombs, gun-wielding police forces, ownership of fiber optic networks, vast fortunes in physical goods, and so forth. This is, for example, why so many of them were naive enough back in the 90s to believe that the internet would spell doom for traditional marketing—only to wake up a few years later and discover that traditional marketers had adapted remarkably quickly to their supposed revolution. It turned out that high IQs aren’t limited to Silicon Valley, and that websites and Google searches and Facebook advertising posed no more of a challenge to the existing order than television did in the 50s.

So is Bitcoin really safe from government meddling? It has been so far, but only in the same sense that an ant is safe from my boot as long as it doesn’t annoy me. China, however, has already proved that a meatspace government can, in fact, crush the digital world if it’s sufficiently motivated to do so. It’s not even all that hard. So if e-currencies are now mostly a ploy for evading Chinese capital controls, I’d say we’re about to learn pretty quickly whether (a) e-currencies can grow big enough to matter, and (b) national governments are truly helpless to do anything about them. I’ll put my money on the meatspace men in Beijing if push ever comes to shove on this.
