Americans have planted so much corn that it’s changing the weather

Corn farmers in eastern Nebraska have long claimed weather patterns are changing, but in an unexpected way.

“It’s something I’ve talked about with my dad and granddad many times,” says fifth-generation corn farmer Brandon Hunnicutt. Along with his father and brother, the 45 year old lives in the 400-person village of Giltner and grows about 2,000 acres of corn each year. From above, the area looks like a blip of homes surrounded by an expansive grid of circular fields. Though Brandon’s grandfather is retired, he takes an active interest in the business. “Contrary to what you’d think should be happening, both him and my dad swear up and down [that] droughts used to come more often and be a lot worse,” says Hunnicutt. “Considering it’s been 30 years since we had a really bad one, I’ve started kind of taking them at their word.”

This is not the only noticeable development — University of Nebraska climatologists say the growing season has gotten 10-14 days longer since 1980. Hunnicutt now waits until the first weeks of November to pilot his 40-foot-wide, dump-truck-sized combine through the farm’s widely arching, seemingly endless rows of corn — enough to cover 800 city blocks.

Though subtle, the Hunnicutts have noticed these changes and more.

“To be successful in this business, you’ve got to pay close attention to the weather,” explains Brandon. In the past 20 years, on top of the above, he’s noted a gradual decrease in 100-degree days during the summer. “That missing digit isn’t something you overlook,” he asserts with a laugh. “High temperatures create a lot of anxiety. If they go on long enough, they’ll scorch your corn and put a hurtin’ on your bottom line!”

A 2018 report issued by climate researchers at the Massachusetts Institute of Technology claims to have solved the mystery and verified farmers’ suspicions: Namely, that large-scale corn production has changed the weather.

Over the past 70 years, farmers in America’s midwestern Corn Belt have made vast leaps in production. From 1950 to 2010, annual harvests increased by more than 400 percent, jumping from 2 billion to 10 billion bushels. In addition to making the area the world’s most productive agricultural region, climate scientists at MIT say the boom has created its own weather patterns.

“We studied data from the past 30 years and found that the intensification of corn production has increased average summer rainfalls by about 35 percent and decreased [average summer] temperatures by as much as one degree Celsius,” says former MIT researcher Ross E. Alter, now a research meteorologist with the U.S. Army Corps of Engineers. Alter was the lead author of a 2018 report published in the journal of the American Geophysical Union that demonstrated how land use has impacted the region’s climate more than greenhouse gas emissions. “What makes these findings so fascinating is that, while global temperatures have risen, areas like eastern Nebraska have actually cooled,” continues Alter, referring to yearly averages. “We think it’s likely heavy agriculture counteracted rising summer temperatures that might have otherwise resulted from increasing greenhouse gases.”

In other words, the human-made shift has been helpful. By increasing yields, farmers have unintentionally created weather patterns that seem to be protecting their crops and helping them grow more corn. (Of course, burning fossil fuels to plant, cultivate, harvest, process, and ship farm products has been shown to be a major contributor to rising levels of greenhouse gases.)

Though similar effects have to some degree been observed in the rice-growing regions of eastern China, the report marks the first time the effects of agriculture on regional climate change in the central U.S. have undergone comprehensive analysis. The findings document the most significant human-made regional climate shift in world history.

“On a global level, this research is important because it proves the influence of agricultural intensification is really an independent problem from greenhouse gas emissions,” explains Alter.

By comparing observed historical trends in the Corn Belt’s climate to those predicted by a variety of global simulations used by the World Climate Research Program, which coordinates climate research sponsored by various international organizations, the report showed the models were inaccurate for the region (they predicted summer temperatures would rise and rainfall would increase by just four percent). Though the WCRP models accounted for greenhouse gas emissions and other human and natural factors, they did not consider agricultural intensification.

“Our findings are a bit different from what people thought about the mechanisms of climate change,” says Alter. He believes that accurately simulating and understanding climate change at the local level will require a look at cases of agricultural intensification like Nebraska’s corn boom.

But how, specifically, has growing more corn changed the climate? Associate Nebraska State Climatologist Al Dutcher says it’s complicated.

On one hand, it has to do with what Hunnicutt and other farmers refer to as “corn sweat.” This happens when photosynthesis boosts the amount of water vapor in the air.

“When a plant’s pores, called stomata, open to allow carbon dioxide to enter, they simultaneously allow water to escape,” writes Kimberly Hickok, who covers climate change for Science Magazine and reviewed the report. Known as transpiration, the process cools the plant and surrounding air, and increases the amount of water going into the atmosphere and returning as rainfall. As Hickok notes, “the cycle may continue” as that additional rainwater evaporates back into the atmosphere and causes rainfall on other farms and towns downwind.

Put another way: More corn means more transpiration. Which, in turn, produces slightly cooler temperatures and increased precipitation. The fact that corn is a non-native species boosts the effect.

“The predominant native vegetation in central and eastern Nebraska is grass,” explains Dutcher. Farmers have replaced the area’s vast seas of grass with more than 9 million acres of corn, which transpires at a rate 20 percent higher than indigenous grasses. “Agriculture is literally funneling moisture into the atmosphere, and all that humidity has created a kind of protective bubble against rising temperatures.”

Dutcher and Hunnicutt say growing more corn — and thus, creating more transpiration — would have been impossible without advances in farming efficiency. The introduction of high-yielding varieties, better irrigation, and soil management techniques, along with the ability to use computer sensors to closely monitor field conditions, have all contributed to soaring yields.

“One of the biggest factors is the widespread use of cover crops, crop residue management, and no-till farming methods,” writes University of Nebraska-Lincoln Institute of Agriculture and Natural Resources extension engineer Paul Jasa. Together, the practices have erased the need for conventional tillage, dramatically increased organic matter in the soil, reduced evaporation and runoff, and lowered summer surface temperatures. “With time, the [native clay-based] soil has become much healthier and better at retaining water,” Jasa continues. “This has made crops more resilient to traumatic weather events and, in general, much more productive.”

Hunnicutt says automated irrigation has helped boost overall production and allowed him to grow corn in pivot corners where his grandfather could not. Upward of 340 acres that formerly yielded nothing now contribute as much as 180 bushels per acre. In his tenure as a farmer, full-field yields have grown by more than 50 bushels an acre.

“I can get minute-to-minute weather predictions and tell you moisture levels anywhere in our fields just by glancing at my phone,” says Hunnicutt. “In the 1950s, my grandad was using a Farmers’ Almanac. Back then, if they thought the soil was too dry, they just dumped water on it. Now, I know exactly what my plants need and when to apply it.”

As might be expected, Alter’s report has a dark side. And that dark side has global implications.

“In terms of the Corn Belt, the degree of agricultural intensification we’ve seen in the last 30 years isn’t sustainable,” he says. “It’s projected to soon come to an end and may even decline.” And if that happens, the mitigating effect of agriculture will disappear, and global temperatures will rise even faster.

Though studies have yet to be conducted around the world, Alter says that areas that have experienced substantial agricultural intensification have likely experienced similar benefits: more rainfall and cooler average temperatures during the summers. Like Nebraska, the effects have probably masked negative changes and will eventually be overwhelmed.

“I know some of the anti-climate change folks will probably poo-poo this, but it’s something my family takes very seriously,” says Hunnicutt. “We’ve been in this business for five generations, and I hope to see my children and grandchildren carry on that tradition. We’re doing everything we can to reduce fuel consumption and increase efficiency. Our hope is these [mitigatory effects] will give us enough of a window to make adjustments and prepare for what’s coming.”

In the meantime, he hopes the world gets its act together and curbs emissions before it’s too late.

For climate activist Henry Red Cloud, old ways, new urgency

On a crisp and rainy May morning on the Pine Ridge Indian Reservation in South Dakota, Henry Red Cloud recounted his team’s strategy for planting more than 1,000 ponderosa pine saplings in six short hours. Over coffee, he detailed the day’s agenda, location, and logistics with six staff members and three volunteers — a small crew compared to most planting days.

“There’s no getting to the burn-site,” he said. “There has been too much rain, so we will go over to one of the residential sites.”

Six years ago, Henry watched a wildfire rip across 25,000 acres of Pine Ridge Indian Reservation land only 20 miles from his home. Since that time, he says he’s noticed an increase in erosion and landslide events thanks to more sustained moisture over the spring and summer months.

“Due to climate change, we now have the potential to see rain all summer long,” he said.

A member of the Oglala Lakota Sioux and a fifth-generation direct descendant of the Lakota warrior Chief Red Cloud, Henry Red Cloud is focused on resiliency — both through reforestation of the land and teaching tribal communities about sustainable energy. In partnership with the organization Trees, Water, and People, a non-profit based out of Fort Collins, Colorado, Red Cloud and his team have planted more than 100,000 ponderosa pines on Pine Ridge over the past six years. Once they reach maturity, the trees will help prevent landslides, support biodiversity, and provide windbreak and shade for community members.

Indigenous-led efforts like Red Cloud’s may play an important role in developing an effective global response to the threat of climate change. According to a new Intergovernmental Panel on Climate Change report, released Monday, which outlines the impacts of global warming and offers strategies to stave off the worst of them: “Many scholars argue that recognition of indigenous rights, governance systems, and laws is central to adaptation, mitigation, and sustainable development.”

While tribal innovators like Red Cloud may be on the front lines of combatting climate change, tribal communities are among those most at risk. Today, Native reservations face unique and disproportionate impacts associated with warming, such as the loss of culturally significant food, medicines, and knowledge, as well as reduced access and rights to water.

“Reservations were put on land nobody else wanted because it was too hot, cold, or windy,” Red Cloud says.

On Pine Ridge, the increasingly harsh conditions exacerbate high poverty rates and inadequate housing. In general, the average tribal household spends a higher percentage of its financial resources on electricity and heat than any other in the country. Winters can be long and cold here, and about 30 percent of people live without electricity.

By learning how to build and install small-scale solar furnaces, lighting systems, and water pumps, Red Cloud hopes individuals are able to bring these tools back to their own communities. Only five hours north at Standing Rock Reservation, Red Cloud and his team provided workshops on small-scale solar and off-grid renewable systems to hundreds of activists at the Dakota Access Pipeline Water Protector camps during the brutal 2016-17 winter.

According to a recent report from the National Renewable Energy Laboratory, tribal lands across the U.S. (including Pine Ridge) have vast potential for renewable energy and much of those resources have not yet been harnessed. Investing in renewable technologies, Red Cloud says, provides jobs, energy savings, and economic opportunity.”

At his training facility, the Red Cloud Renewable Energy Center, Red Cloud’s workshops range from do-it-yourself solar air furnace builds and straw bale home construction to wind turbine use and reforestation techniques. Inside a large Quonset hut warmed by a wood-burning barrel fireplace, the center provides staff, volunteers, and guests with cozy dormitory-style accommodations, hot showers, and a family-style dining area. The walls and ceiling are brightly decorated with art and photos. The white dry-erase board showcases diagrams and scribbles highlighting effective reforestation techniques leftover from the prior week’s training.

Recently, Red Cloud was nominated for the prestigious Oceti Sakowin Fellowship with the Massachusetts Institute of Technology. And at 59, there are no signs of him slowing down. Whether it’s in preparing a new team of volunteers to plant saplings or leading a workshop on residential-scale solar furnaces, Red Cloud says he plans to continue to work towards building a more resilient and sustainable future for his people and for indigenous communities across the United States.

“That is my role,” he says, “to share my knowledge and to help bring awareness.”

As the rain began to let up outside the center, Red Cloud climbed into his truck for the short drive to the greenhouse. The thousands of vibrant, green saplings covered every available space on the floor and counter, their pungent aroma slowly covering the staleness of the damp, moldy greenhouse air with the sharpness of fresh pine.

To Red Cloud, this work is about supporting economic opportunity and resiliency to climate change. He hopes that it empowers people to carry forward a vision shared by his ancestors to build a better life for the next generations — “a new way to honor the old ways,” he says.

Washington state will likely vote on a carbon price in November. The oil industry’s already fighting it.

A bunch of heavy boxes arrived in the Washington state capital on Monday morning. They were filled with thousands of petitions in support of the proposed “Protect Washington Act” — a first-of-its-kind “carbon fee.”

Initiative 1631 has collected nearly 380,000 signatures from Washington voters — 120,000 more than necessary for it to appear on the ballot this fall. If voters pass the measure in November, Washington would be the first state in the country to adopt anything like a carbon tax.

“We’re all set,” says Nick Abraham, communications director at the Yes on 1631 campaign. “It’ll take a week to two weeks to certify and verify all the signatures, and then we are officially on the ballot.”

It’s one of three carbon pricing efforts to watch in the United States this year. In Washington, D.C., Councilmember Mary Cheh is expected to introduce a “carbon fee” bill to the district’s progressive city council this month. The Massachusetts state legislature is also mulling over a (somewhat vague) carbon price.

Washington state’s proposal would charge industrial emitters $15 per metric ton on carbon emissions starting in 2020, ramping up by $2 per year until Washington state meets its climate goals. The revenue raised would go toward investing in clean energy, protecting clean water and forests, and helping to make sure the communities that suffer the most from carbon emissions prepare for the effects of wildfires and sea-level rise.

Surprise, surprise — major oil and gas companies are already trying to fight it. The Western States Petroleum Association recently formed the “No on 1631” political action committee. The Seattle Times reports that the PAC has the support of the big guys, like BP, Shell, Chevron, Phillips 66.

So far, opponents to the carbon fee are arguing that prices will rise at the gas pump, hitting average people where it hurts. Mark Funk, a spokesperson for No on 1631, told the Seattle Times that the fee would “place the burden for initiative squarely on middle-income and lower-income people.”

The PAC has already paid more than $130,000 in fees to a national consulting firm that helps wage battles over ballot measures, Winner & Mandabach Campaigns. (The company’s website boasts that it has a 90 percent success rate.)

The carbon fee initiative has something going for it, though. It’s backed by more than 200 groups across Washington state, from labor groups and faith communities to tribal nations.

“This is the largest and most diverse coalition in the political history of the state,” says Aiko Schaefer, director of Front and Centered — an alliance of organizations advocating for low-income residents and people of color that played a key role in drafting the initiative.

The Yes on 1631 campaign is going to be knocking on doors and making phone calls, Abraham says, working to educate people all over the state about climate change and what the initiative could do for their local communities. It’s also focusing on mobilizing voters.

“Polls show that people of color care deeply about these issues,” Schaefer says. “Our job is to show them that they have an opportunity to act on that concern this November.”

Polls have shown that both Latinos and African Americans want climate action more than the population at large. More than 80 percent of Latinos, for instance, support a carbon tax on fossil fuel companies, according to a 2017 survey from the Yale Program on Climate Change Communication.

Just two years ago, Washington voters rejected a revenue-neutral carbon tax. Kyle Murphy, executive director of Carbon Washington (the group behind that 2016 attempt) says his group supports the new campaign — and he has some advice.

Murphy says grassroots organizing is the best way to counter the oil and gas industry’s message. “People will always believe their neighbors, the local firefighter, or the local clergyman over ads on TV from the oil industry,” Murphy says. “It’s gotta be normal people, regular people out there fighting for this.”

The initiative also has to find a way to reach voters in the middle of the political spectrum, he says: “We need some sliver of Republicans and moderates to join Democrats in passing something here.”

Public opinion polls say that almost 70 percent of Washington voters would support a measure to regulate carbon pollution; that includes more than half of Republicans. One of the big challenges for the I-1631 campaign, Murphy says, is convincing people that this initiative is the one that they want.

That, and of course, the fossil fuel industry. Schaefer says that she knows they will do everything they can to fight the initiative. But she still feels confident.

“They have a lot of money, we have a lot of people,” Schaefer says. “So our job is to mobilize people.”

Here are the carbon pricing battles to watch right now

Massachusetts, Washington state, and the District of Columbia have a decent shot this year at passing the first law that looks anything like a carbon tax.

While 81 percent of economists say that a carbon tax or cap-and-trade policy is the most effective way to cut carbon pollution, state legislatures haven’t been so easy to convince. Carbon tax proposals keep crashing and burning, even in reliably blue states like Washington and Oregon.

The only state to put an economy-wide cap on carbon emissions is California, where a cap-and-trade program began more than a decade ago. Now, the concept of a carbon fee is gaining popularity. The strategy ensures that funds go straight to a designated purpose, rather than being collected and used by the government like a more general tax.

There’s some trepidation about passing a carbon price because there aren’t many examples out there, says Jamie DeMarco, state-level carbon pricing coordinator at the grassroots advocacy organization Citizens’ Climate Lobby. “Legislatures are hesitant to be the first one to enact a policy,” he says.

Will the second half of 2018 bring better luck for state-level climate action? Here are the three efforts to watch.

Massachusetts

On Thursday, the Massachusetts Senate unanimously passed a bipartisan carbon pricing bill as part of a larger energy package. Now the bill is heading to the state House, where its fate is uncertain.

Its language around the carbon price is “pretty light on the details,” says DeMarco. Technically, the legislation calls for something called a “market-based compliance mechanism” (yawn). DeMarco anticipates that the state would implement a carbon fee if the legislation passes, but says that the language is vague enough to allow for a cap-and-trade system instead. The Massachusetts governor would determine most of the details of how it works, as Benjamin Storrow reports.

If the House fails to pass the carbon pricing portion of the energy bill, DeMarco says, it’s still possible that the provision could get added back in when negotiating the final version with the Senate.

Washington, D.C.

Another carbon fee is brewing in the country’s capital. D.C. Councilmember Mary Cheh is expected to introduce a bill in July. Her initial proposal outlined in May calls for a $10 fee per metric ton on carbon pollution that would increase to $100 per ton by 2038.

Some environmental advocates say that Cheh’s proposal doesn’t go far enough toward meeting the city’s climate goals. A coalition called Put A Price on It D.C. put forth an alternate plan that starts at $20 per ton and increases to $150 by 2032. The group also argues for a rebate program that would return the majority of the revenue to D.C. residents.

We’ll wait and see if Cheh takes their advice. With D.C.’s overwhelmingly progressive city council, DeMarco says a carbon fee proposal would have a decent chance of passing.

Washington state

After a carbon tax fizzled out in the Washington legislature in March, the state is getting another chance. If Initiative 1631 gathers 260,000 signatures, voters will be deciding on the so-called “fee on pollution” this November.

The ballot measure calls for a $15 charge on each metric ton of carbon dioxide emitted in Washington starting in 2020, with the price rising $2 each year until the state meets its climate goals. The money raised would go toward investing in clean energy, protecting natural resources, and helping communities prepare for wildfires and sea-level rise.

Washington isn’t the only state that’s trying to pass a carbon price after recent failures. DeMarco says that Maryland, Oregon, Vermont, and Utah are all places to watch in 2019. New Jersey is a likely newcomer to the carbon pricing game next year, too.

The ultimate goal for environmental advocates, though, is a national carbon price. Flannery Winchester, communications coordinator at the Citizens’ Climate Lobby, says that these state-level carbon proposals are putting pressure on Congress come up with a countrywide solution. After all, a patchwork system that charges different prices for carbon across the country could be logistically challenging for businesses.

“Whatever roadblocks come up,” she says, “the big value is that they’re all really loud signals to Congress to move on a national carbon price.”

Nor’easters are now just as dangerous as hurricanes

On Friday and Saturday, the winter storm now moving up the East Coast will unleash hurricane-force winds on Washington, blizzard conditions across parts of New York and New England, and inflict the worst coastal flood in Boston’s history.

By all accounts, this storm is a monster. It’s also the latest sign that New England’s long-feared coastal flooding problem is already here — and it’s time to admit climate change is its primary cause.

The storm’s strongest winds will point squarely toward the shore, smashing huge waves the size of three-story apartment buildings into coastal defenses, and roiling the sea as far away as South America. To make matters worse, it’s arriving in conjunction with a full moon, when tides are normally highest. The system is predicted to stall out for more than 24 hours just off the New England coastline — for an astonishing three straight tide cycles.

Although the storm is getting little attention in the national news, the National Weather Service and meteorologists across the Northeast are screaming at a fever pitch. Boston-area municipalities have taken heed, issuing evacuations, preparing dive-team equipment for water rescues, and deploying a temporary flood barrier designed as a climate change-resilience measure. Massachusetts Governor Charlie Baker has activated the National Guard to help with preparations.

Call it a nor’easter, a “bomb cyclone,” a superstorm — in an era of worsening extreme weather, fierce winter systems like this are arriving with startling frequency. And flooding is by far the most dangerous and destructive consequence. This week’s storm, like every weather event, is inseparable from the context of the warming climate. Nor’easters like this one are now a threat to public safety on par with hurricanes, and it’s time we start treating them that way.

This week’s storm is larger in size than Hurricane Sandy, with winds just as strong. National Weather Service in Boston called the storm’s gusts “about as extreme as it gets” and labeled the flooding it will spur a “life and death situation.” In a harrowing statement, the agency warns of massive power outages, the destruction of coastal homes, and some neighborhoods being “cut off for an extended time” from the rest of the metro area. It’s possible that sea walls and other semi-permanent coastal defenses could be breached, or beaches and dunes erased from the map — exposing vulnerable coastal communities and permanently altering the geography of New England.

Nor’easters draw their energy from clashing regions of warm and cold air, often producing massive circulations double the size of hurricanes. Hurricanes usually have much stronger winds at ground level, though, which is why they’re typically more destructive. But as seas have risen across the northeastern U.S. over the past century due to climate change, the flooding impact of what were once relatively routine winter storms has quickly grown.

While hurricanes are also expected to eventually grow stronger, there’s no convincing evidence they clearly have yet — although last year’s hurricane season is a worrying harbinger. Nor’easters are also expected to get worse due to climate change, as warmer air provides them with additional water vapor, fueling their ability to strengthen. Add to that, sea levels in Massachusetts have increased by about a foot over the past 100 years, and should rise by a further 3 to 9 feet by the end of this century.

Winter superstorms that bring high-level coastal flooding to northern locales like Boston are already occurring with alarming regularity. Only 34 hurricanes have passed within 200 miles of the city since 1851 — an average of one every five years. And only nine of these created a significant rise in the tides. Meanwhile more than 90 of the top 100 floods in Boston were spawned by nor’easters, and 13 of the top 20 have happened since 2000.

Though it’s one of the most severe examples in history, today’s storm is not the first one to hit the most densely populated part of the country with the power of a hurricane. It’s not even the first one this year — in January, another “bomb cyclone” floated rafts of ice into flooded Boston streets.

There are around three strong nor’easters every winter, 15 times as frequent as hurricanes — plenty of opportunity for repeat flooding disasters. A study earlier this year showed that record flooding could happen in New York City every five years starting just a few decades from now, largely because sea level rise has transformed nor’easters into coastline-devouring monsters.

Storms like these — technically called “extratropical cyclones,” because they form outside the tropics — don’t come with scary cone-shaped tracking maps like hurricanes or official names that can be blasted across social media. Still, they have quickly become the single biggest threat to coastal development across most of the northeast.

Coastal floods are one of the leading indicators that the world is warming. Given the path we’re on, the worst is yet to come.

On Monday, newly minted Governor Phil Murphy signed an executive order to rejoin the Regional Greenhouse Gas Initiative (RGGI), a multi-state carbon trading program that aims to reduce greenhouse gases from the power sector.

New Jersey’s former governor (and bona fide bully) Chris Christie had pulled the state out in 2011, saying the initiative increased the tax burden for utilities and failed to adequately reduce greenhouse gases. Murphy said that Christie’s decision to withdraw had cost the state $279 million in revenue.

The state Department of Environmental Protection and the Board of Public Utilities will begin drawing up a game plan to re-enter the pact.

Nine eastern states already participate in RGGI: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island and Vermont. Now, New Jersey is joining the fray, and Virginia may soon follow.

“With this executive order, New Jersey takes the first step toward restoring our place as a leader in the green economy,” Murphy said. Jersey shore knows what it’s doing!

Researchers took on Exxon’s dare to prove it misled the public about climate change

Two years ago, Inside Climate News and L.A. Times investigations found that while ExxonMobil internally acknowledged that climate change is human-made and serious, it publicly manufactured doubt about the science. Exxon has been trying unsuccessfully to smother this slow-burning PR crisis ever since, arguing the findings were “deliberately cherry picked statements.” But the company’s problems have grown to include probes of its business practices by the New York and Massachusetts attorneys general and the Securities and Exchange Commission.

Now, science historian Naomi Oreskes and Harvard researcher Geoffrey Supran have published the first peer-reviewed, comprehensive analysis of Exxon’s climate communications that adds more heft to these charges. Exxon dared the public to “read all of these documents and make up your own mind,” in a company blog post in 2015. The new paper, “Assessing ExxonMobil’s Climate Change Communications,” in the journal Environmental Research Letters, takes up the challenge. Oreskes and Supran systematically analyze nearly 40 years of Exxon’s scientific research, reports, internal documents, and advertisements, and find a deep disconnect between how the company directly communicated climate change and its internal memos and scientific studies.

“The issue of taking things out of context or cherry-picking data is an important one, and one all historians and journalists deal with,” Oreskes tells Mother Jones. “When ExxonMobil accuses journalists of cherry-picking, there is a way we can address that. There are analyses we can do to avoid these issues. Well, if you think the LA Times is cherry-picking [examples], we’ll look at all of them. Nobody can say we are selecting things out of context.”

Their content analysis examines how 187 company documents treated climate change from 1977 through 2014. Researchers found that of the documents that address the causes of climate change, 83 percent of its peer-reviewed scientific literature and 80 percent of its internal documents said it was real and human-made, while the opposite was true of the ads. The researchers analyzed ads published in the New York Times between 1989 and 2004. In those ads, 81 percent expressed doubt about the scientific consensus, tending to emphasize the “uncertainty” and “knowledge gap,” while just 12 percent affirmed the science.

The same pattern holds for how Exxon has addressed the seriousness of the consequences of climate change. Downplaying the impacts is another tactic climate deniers tend to use to call for more delays in implementing policies that curb fossil fuel use. Sixty percent of Exxon’s peer-reviewed papers and 53 percent of its internal documents acknowledge serious impacts — a 1982 internal document lists flooding and sea-level rise and a 2002 paper lists coral reef bleaching and the disintegration of the West Antarctic Ice Sheet among them — but Exxon’s ads were more likely to claim, “The sky is not falling.”

Oreskes and Supran write that Exxon “contributed quietly to the science and loudly to raising doubts about it.”

This distinction is important, argues Supran. “Exxon’s response to the allegations from journalists and investigators was a kind of gloss or straw man,” he says. “They were contributing to climate science. The problem was the company still had a much louder doubt-promoting position in public. It was the discrepancy that confused people.”

Exxon did not return a request for comment on the study before publication, but in the past it has dismissed similar criticisms by pointing to its decades of promoting climate science research, which the paper does not dispute.

Of course, Exxon’s media strategy has shifted over time, and the company adopted a more uniform position where executives acknowledged climate change is human-made when it became untenable to say otherwise. Oreskes and Supran also included one issue that’s caused more recent trouble for the industry than its advertising campaigns. There’s intense debate over what are known as “stranded assets,” a term used to describe assets that have become anachronisms when faced with new business realities. In this case, it is the serious risk that Exxon’s business model is overvalued and incompatible with the world taking serious action to limit global warming. Two dozen of the company’s publications and internal documents acknowledged stranded assets, but it is not mentioned in any of the ads through 2004.

Shareholders actually sued Exxon last fall over stranded assets, claiming the company was aware it would not be able to extract all its fossil fuel reserves but its public statements dismissing the risks were “materially false and misleading.” And shareholders have stepped up the pressure in other ways, too: This May, two-thirds of shareholders voted to force the company to publish an annual report on its climate impacts. The moment was a rare defiance of Exxon’s management, which opposed the report, and maybe a step toward more transparency.

Oreskes, who’s written extensively about industry campaigns to undermine scientific findings, says that Exxon’s message inevitably changes over time as it adapts to new circumstances and old positions become discredited. But Exxon is still following the same general playbook. “They are promoting a different kind of doubt,” she says. “It’s a doubt that says, ‘There’s climate change, but we have to still use fossil fuels because there’s no alternative.’” But, Oreskes adds, there are alternatives.

Republicans Who Backed Trumpcare Aren’t Holding Town Halls. So Democrats Are Going in Their Place.

On Monday evening, about 500 residents of New York’s 19th Congressional District gathered at a wedding venue near the Hudson River to ask a local congressman about the American Health Care Act. But the congressman holding the town hall wasn’t the area’s newly elected representative, Republican John Faso, who had voted for the bill. Instead, they heard from Democrat Sean Patrick Maloney, who represents a neighboring district.

Members of Congress don’t often invade each other’s turf without an invitation—and Faso had most certainly not invited his colleague—but Maloney told the attendees he hoped to start a trend. “Let’s just imagine for a minute if in every district in this country where a member of Congress voted for this terrible health care bill and they won’t hold a town hall meeting, what if somebody else adopted that district?” he said. “Might be a Democrat! And then went in and did what we’re doing doing tonight. What do you think? We can adopt a district anywhere.”

It was a gloves-off affair from there. “He may be upset that I’m in his district, but I will just point out that he is not,” Maloney joked, noting that Faso was at a fundraiser in Albany. “I mean, they say nature abhors a vacuum, right?” Before Maloney began taking questions, he asked attendees to take out their phones and send a mass of tweets to Faso about the town hall. Maloney even brought an empty chair—just in case, he said, Faso decided to show up after all.

“This guy should not be on some milk carton—he’s your congressman,” Maloney said. “He should be here.”

Maloney’s stunt may indeed mark the beginning of a trend. On Tuesday evening, Rep. Ruben Gallego (D-Ariz.) followed suit, appearing at a Tucson high school for a “Rally to Stop Trumpcare” in a district represented by one of its supporters, Republican Martha McSally. Unlike Maloney’s event, which he attended as part of his official duties, Gallego’s town hall was sponsored by the Arizona Democratic Party and more closely resembled a campaign function. McSally, who was not seriously opposed in 2016, is one of 14 Republican “yes” votes in districts won by Hillary Clinton.

Wisconsin Democrat Mark Pocan has planned a town hall in House Speaker Paul Ryan’s district. Rep. Seth Moulton, a Massachusetts Democrat and a rising star in the party who was (briefly) floated as a 2020 presidential candidate, has also expressed interest in adopting a district, although he would have to travel a bit further to find one; there are no Republican congressional districts in southern New England. A group in Yolo County, California, has launched a campaign to get local Democratic Rep. John Garamendi to hold a town hall in a neighboring district represented by Republican Tom McClintock, a supporter of the bill. Organizers even included a sample call script to help constituents lobby Garamendi.

The adopt-a-district campaign is a new form of trolling for the Trump age. But it also marks an evolution for the Democratic grassroots, which since January have seized on town halls to put their representatives on the spot, express their anger, and produce viral moments. That was part of the idea behind the Indivisible Guide, a user’s manual for bugging the hell out of Congress, drafted by a group of ex-congressional staffers in December. Indivisible quickly went from a Google Doc to a movement with thousands of registered groups, in every congressional district in the country. It offered a blueprint for badgering congressional offices ahead of key votes and showing up to hassle officials in their own districts.

The problem: Most Republicans aren’t holding town halls, and many of the town halls that are being held require constituents to enter a lottery or present a driver’s license to get in. As Maloney noted, of the 217 Republicans who voted for the House health care bill last week, just 14 have scheduled town halls to talk about it. So the tactics of raising hell had to evolve, too. Indivisible groups have turned the town-hall schedule into a guerilla marketing campaign. They’ve put images of their representatives on milk cartons and cardboard cutouts and put up “missing” posters on telephone poles. In February, the national Indivisible group put out a “Missing Member Toolkit” to encourage local groups to set up their own “citizen” town halls. One of the suggested ideas for giving the events some zest (and legitimacy) if the local representative turned down their invitation was to invite another elected official to the event instead.

What’s happening in Faso’s district neatly illustrates the role these new (and some old) progressive grassroots groups have played in the Democratic Party’s attempts to block President Donald Trump. New York’s 19th District is a sprawling, largely rural swing area that veered hard toward Trump in 2016 after twice voting for Barack Obama. In early February, Indivisible CD-19 held its first big rally, a demonstration and concert outside Faso’s office in Kinderhook followed by a march to the congressman’s home nearby. Faso was not home at the time, but when he arrived 40 minutes later, he came out to speak to the protesters. Among them was a local woman named Andrea Mitchell, who has a brain tumor. She asked Faso if he would protect the Affordable Care Act’s ban on denying insurance on the basis of pre-existing conditions, and when Faso said yes, the two hugged.

But Faso voted for AHCA, and Mitchell—and NY-19 Indivisible—want answers. “I honestly believed after the first vote he wouldn’t repeal it,” Mitchell said in an interview with Rachel Maddow last week. “A lot of my friends and constituents thought that that was very naive of me.” It was Mitchell’s interview with Maddow that first got Maloney thinking about adopting a district, and when he saw that the group’s invitation to Faso to attend the Monday event had gone unanswered, he accepted on Twitter. If Mitchell couldn’t get a straight answer from her congressman, Maloney concluded, he could at least offer one.

Helen Kalla, a spokesperson for the national Indivisible group, said the group is hoping the Maloney and Gallego events are the start of something bigger. “This is going to be a major push over the next several weeks across the country, with what we hope is a huge turnout during the Memorial Day recess in a few weeks,” she said. On Wednesday, the group unveiled a new “toolkit” on how to promote adopt-a-district town halls. Four months after the inauguration, with national Democrats bickering over a big-picture strategy, the cart is still dragging the donkey. And for now, maybe that’s not such a bad thing.
