Scientists are baffled by a giant spike in this greenhouse gas (it’s not CO2)

The unexpected culprit that could throw a wrench in the world’s efforts to stop climate change? Runaway methane levels. Researchers monitoring air samples have noticed an alarming observation: Methane levels are on the rise and no one’s quite sure why.

NOAA’s Earth System Research Laboratory scientists have been analyzing air samples since 1983. Once a week, metal flasks containing air from around the world at different elevations find their way to the Boulder, Colorado, lab. The scientists look at 55 greenhouse gases, including methane and its more-famous climate villain, CO2.

You might know methane as the stuff of cow farts, natural gas, and landfills. It’s also an incredibly potent greenhouse gas, absorbing heat 25 times more effectively than CO2. While the rise of carbon dioxide has been stealing the spotlight as of late, methane levels have also been on the incline.

Methane levels, not surprisingly, have been steadily rising since the Industrial Revolution. Things picked up in 1980 and soon after, the NOAA scientists began consistently measuring methane. Levels were high but flattened out by the turn of the millenium. So when levels began to increase at a rapid rate in 2007, and then even faster in 2014, scientists were baffled. No one’s best guesses came close to predicting current methane levels of around 1,867 parts per billion as of 2018. This means studies evaluating the effects of climate change and action plans to address them, like the Paris Climate Agreement, may be based on downplayed climate crisis forecasts.

So what’s the big deal? Carbon dioxide emissions are relatively well understood and can be tracked to various human activities like transportation and electricity, which means policies can be enacted to target and lower emissions. Pinning down the source of methane, on the other hand, is a little more complicated.

“The really fascinating thing about methane,” Lori Bruhwiler, a NOAA research scientist, told Undark, “is the fact that almost everything we humans do has an effect on the methane budget, from producing food to producing fuel to disposing of waste.”

As if things weren’t complicated enough, a study published in AGU100 distinguished microbe-produced methane from fossil fuel methane — historically the more abundant one — and found that “natural” methane had taken the lead. This unexpected result might explain the upticks in methane levels that do not seem correlated with human activity. Of course, it could also be any number of human-made causes, including warming temperatures freeing up the gas and more frequent floods amplifying the methane output of wetlands.

Natural methane or not, this finding doesn’t exonerate anyone. The study’s authors made that clear in their concluding remarks.

“If the increased methane burden is driven by increased emissions from natural sources,” they wrote, “and if this is a climate feedback—the warming feeding the warming—then there is urgency to reduce anthropogenic emissions, which we can control.”

Curbing methane could be a powerful tool in our upcoming climate fight. Since the greenhouse gas is relatively short lived, only around 12 years, versus the 20 to 200 years of CO2, and is more effective at trapping heat than carbon dioxide, addressing methane emissions could be effective as a short-term climate remediation tool. The first step? Bringing more attention to methane so we can figure out where it comes from and nip it in the bud.

Joe Biden looks to revive Obama’s climate plan. Scientists say that’s not good enough.

At a moment when mounting reports from the world’s top scientists indicate humanity is barrelling toward climate catastrophe and ecological collapse, Democratic presidential candidate Joe Biden is preparing a climate policy that appears to put the United States back on the pre-Trump trajectory.

The former vice president’s proposal is anchored in resetting the clock to 2016 by rejoining the Paris climate accord and reinstating Obama-era regulations on power plant and vehicle emissions, according to a Reuters report published Friday. The policy is expected to maintain a role for fossil fuels, and veer away from the Green New Deal framework that most of Biden’s top rivals for his party’s 2020 presidential nomination have embraced.

“Reheating the Obama administration’s regulations-plus-Paris approach will be totally insufficient,” said Joseph Majkut, a climate scientist and policy expert at the center-right think tank Niskanen Center.

TJ Ducklo, a spokesman for Biden’s campaign, said in an email statement that the former vice president “knows how high the stakes are” and noted his record on addressing climate change.

“As president, Biden would enact a bold policy to tackle climate change in a meaningful and lasting way, and will be discussing the specifics of that plan in the near future,” he said. “Any assertions otherwise are not accurate.”

The descriptions of the forthcoming policy offer only a first glance at Biden’s proposal to address a global crisis that, over the past year, has surged to the top of Democratic primary voters’ concerns. But the position appears dangerously out of step with the United Nations’ Intergovernmental Panel on Climate Change. The world’s leading climate science body warned in October that governments must cut global emission by nearly half and begin removing carbon dioxide from the atmosphere to keep warming from exceeding 1.5 degrees Celsius, or 2.7 degrees Fahrenheit, at which point the havoc wreaked by extreme weather and sea-level rise is expected to cost $54 trillion and kill millions.

The finding, confirmed a month later by 13 federal agencies in the congressionally mandated National Climate Assessment, cast a shadow over the Obama administration’s climate legacy. While the 44th president forged the first global emissions-cutting deal to include the United States and China, his administration oversaw the rapid expansion of U.S. oil and gas production, a fact about which Obama boasted last November. Expanded U.S. drilling threatens to add 1,000 coal plants’ worth of greenhouse gases by the middle of the century, according to a January analysis by researchers at more than a dozen environmental groups. That will make the emissions reductions set out by the IPCC all but impossible to meet, and discourage countries like China, India and Indonesia — whose emissions are growing at a rapid clip — from adopting cleaner development strategies as the world’s richest nation and biggest historic emitter fails to set an example.

“The greatest fault in his proposal is the suggestion that natural gas can be part of the solution,” Michael Mann, a climate scientist at Pennsylvania State University, said by email. “The solution to a problem created by burning fossil fuels cannot be the burning of fossil fuels.”

Biden has called climate change an “existential” threat. And during a campaign speech in Iowa earlier this month, he noted that he was “one of the first guys to introduce a climate change bill, way, way back in ’87.” PolitiFact looked into the claim and found it to be true.

Yet, in a speech last month, the former vice president parroted a familiar oil and gas industry line, declaring, “North American energy makes us independent.” And, according to Reuters, he picked Heather Zichal as a climate adviser. Zichal, 42, who advised in the Obama administration, served on the board of liquified natural gas giant Cheniere Energy Partners from 2014 until last year.

Zichal came to Biden’s defense in a post to Twitter on Friday afternoon, saying “Reuters got it wrong.”

“There may have been a chance for modest, ‘all of the above,’ ‘middle ground’ climate strategies 20 years ago but we’ve passed that point now,” said Peter Gleick, a climate scientist and co-founder of California’s Pacific Institute. He added that “many politicians still fail to understand or accept the severity of the climate crisis or the speed with which we now have to act.”

Of the nearly two dozen Democrats vying for president in 2020, only two — Washington Governor Jay Inslee and former Texas Congressman Beto O’Rourke — have laid out detailed climate policies, as The Guardian reported this week. But the plans set a far different course from what former President Barack Obama envisioned.

O’Rourke, who climate activists criticized for pro-fossil fuel votes in the past, proposed a sweeping $5 trillion plan to beef up infrastructure and make the United States carbon neutral by 2050.

Inslee, who’s making climate change the sole focus of his White House bid, went further, outlining a detailed vision to eliminate emissions from power plants, passenger vehicles and new buildings by 2030.

Senator Elizabeth Warren (D-Mass) vowed to ban new fossil fuel leases on federal lands and waters and increase renewable energy generation on public acreage by nearly tenfold.

Senator Bernie Sanders (I-Vt.) threw his weight behind the Green New Deal resolution that Representative Alexandria Ocasio-Cortez (D-N.Y.) and Senator Ed Markey (D-Mass.) released in February, which calls for a sweeping national industrial plan to decarbonize the United States and expand the social safety net over the next 10 years. Roughly half the 21 Democrats running for president pledged to reject donations from the fossil fuel industry.

“In an election where more than half the field had pledges to reject fossil fuel money, Biden has a fossil fuel bird member leading his climate policy development,” David Turnbull, a spokesman for the nonprofit Oil Change U.S., said by email. “This is not a good look, and worse yet will lead to terrible policy stuck in the past.”

Andrew Dessler, an atmospheric scientist at Texas A&M University, said the policies described in the Reuters story “do not sound very ambitious” and would likely blow past the additional degree of average temperature rise the Paris Agreement aimed to cap global warming.

“My rough intuition is that this approach would be more in line with stabilizing at 3 to 4 degrees C of warming, rather than staying below 2 degrees C,” he said by email. “So I would categorize this as a bit disappointing.”

Yet he said it may be a “politically savvy” appeal to draw voters who elected President Donald Trump in 2016. That may be a strength in the general election, but the proposal drew fierce criticism from Democratic activists who could influence the primary election.

“I’m a Woolsey Fire survivor,” RL Miller, political director of the political action committee Climate Hawks Vote, said referring to one of the historic wildfires that blazed in California last year. “Does Biden mean that the next wildfire will compromise with me which half of my home emerges unscathed?”

Sunrise Movement co-founder Varshini Prakash, whose youth-focused group led the protests that propelled the Green New Deal into the national conversation last year, called Biden’s “middle ground” policy “a death sentence for our generation and the millions of people on the frontlines of the climate crisis.”

The Green New Deal remains the only framework on the scope of the crisis, and the movement to enact it initially drew stunning bipartisan support. A December poll from Yale and George Mason universities found 81 percent of voters, including 64 percent of Republicans and 57 percent of conservative Republicans favored the policies outlined under such a program. But months of negative coverage on right-wing media outlets like Fox News — which routinely smeared the Green New Deal by falsely claiming it would ban hamburgers, trigger genocide against white men, or set the stage for Stalinist government policy — dramatically eroded support among Republicans, new polling shows.

Labor unions, a key constituency for Democrats, are divided on the Green New Deal. The building and construction trade unions, a powerful force in the labor movement, rely on the fossil fuel industry for lucrative jobs with coal trains and pipelines, and as such have opposed proposals that threatened those sectors.

Yet proponents of the Green New Deal say a Democratic leader with strong appeal to unions could help bridge that divide by promoting the policy’s potential to generate unionized clean energy jobs.

“It’s a false tradeoff to say that we have to seek moderate climate policy in order to appeal to both the environmental left and the labor movement,” said Greg Carlock, the researcher who authored the left-leaning think tank Data for Progress’ Green New Deal blueprint last year. “We can decarbonize our economy and we can grow good jobs.”

A tale of two Washingtons: How Jay Inslee aims to take his climate plan nationwide

On a recent spring evening in Seattle, a crowd of nearly 1,000 gathered for a glimpse at one of the Democratic Party’s rising stars. When Washington Governor Jay Inslee bounded on stage, the audience let out a gasp, and collectively rose to its feet to offer a standing ovation.

Inslee was actually there to introduce Stacey Abrams, the Georgia Democrat who narrowly missed becoming the first black woman to be elected governor of a state. “I speak on behalf of 7 million Washingtonians in welcoming Stacey Abrams to the great state of Washington,” Inslee proclaimed, inviting his colleague from the South to join him at the lectern.

Like Abrams, Inslee hopes his star is on the rise. It’s been more than two months since he jumped into a then-crowded, now-overflowing Democratic presidential primary with one major item on his agenda: climate change.

In some respects, Inslee’s decision to run as the climate candidate couldn’t come at a more opportune time. Recent polling shows warming is the No. 1 issue for Democratic voters. And Inslee is in the midst of signing a slew of bills into law that will make Washington a national leader on climate.

Outside of his home state, however, crowds would likely be less moved to standing Os if Inslee unexpectedly appeared in front of them. He is currently polling at 1 percent. When I brought that fact to his attention, he quipped, “Solid!” But that level of support is barely enough to qualify for the dozen primary debates that will commence this summer.

More importantly, though, candidates with higher name-recognition are beginning to encroach on the ground he’s staked out. In 2016, it would have been easy for Inslee to set himself apart as a climate champion — presidential candidates spent a total of 5 minutes and 27 seconds discussing the issue. In 2019, the topic is a top-tier primary issue.

Already, Senators Elizabeth Warren and Cory Booker have released climate-related policy proposals focusing on public lands and environmental justice, respectively. This week, former Texas Representative Beto O’Rourke unveiled what was at the time the most comprehensive climate change plan of the bunch, aiming for net-zero emissions by 2050.

On Friday, Inslee came out with his own “100% Clean Energy for America Plan,” the first plank of a wider platform called the “Climate Mission.” It includes many of the positions that are gaining consensus among 2020 hopefuls: no drilling on public lands, re-enter the Paris climate agreement, ban highly polluting hydrofluorocarbons, and end tax breaks for fossil fuel companies, among other policies.

Where Inslee stakes out some new territory is with the three-pronged, central portion of his plan: Within a decade, he wants to eliminate pollution from new cars, new buildings, and our energy grid. Under the broader Climate Mission, he aims to get America to net-zero pollution by 2045 — five years sooner than Beto’s plan.

It’s an ambitious timeline, but by the time the debates roll around, Inslee expects to have a list of accomplishments in Washington that he can point to as evidence that his agenda could scale nationally. “Talk doesn’t cut it,” he told Grist. “You have to be able to actually do things, and frankly, I’m the only candidate in this race who has actually achieved results.”

Three climate-related measures proposed in Washington state — two of which Inslee will sign into law next week — appear to serve as mini-models for what he could push for if he landed in the White House.

Building efficiency

One of the bills the governor expects to sign soon will require new buildings in Washington to adhere to efficiency standards. The bill directs the state to develop efficiency standards that will ratchet down energy use over the next decade. The bill also includes incentives for existing buildings to be retrofitted to comply with the new standards. San Francisco and New York are in the midst of passing similar requirements, but Inslee says his is the first to include the retrofit component.

His presidential climate plan works much the same way. In it, he advocates for a national Zero-Carbon Building Standard by 2023 for new commercial and residential buildings, and notes that future proposals will include a plan to retrofit existing buildings. “It is a big deal because it is not romantic,” Inslee said, referring to building efficiency. “It’s the single most cost-effective, money-in-the-bank job creator of all the things we do.”

100-percent clean energy

Inslee also expects to sign a 100-percent clean electricity bill into law next week. It would eliminate use of coal power in his state by 2025 and require utilities to achieve 100 percent clean electricity generation by 2045. The law will also incorporate some of the environmental justice elements that Green New Deal advocates are championing. For instance, his bill would require that utilities take into consideration the social cost of carbon — the environmental and social damage inflicted per ton of emitted carbon. That’s another first nationwide, by the way. “It makes utilities potentially work on a performance-based system,” Inslee said, which means utilities will have incentives beyond profits for shareholders. “That’s a fundamental change.”

The national version of that bill looks similar on a slightly different timeline: It calls for retiring the U.S. coal fleet by 2030, and 100 percent carbon-neutral power by the same year (100 percent renewable electricity by 2035). And it includes a comparable switch to a performance-based system for the nation’s utilities, as well as measures that safeguard front-line communities against price hikes and pollution.

Clean vehicles

There are currently fewer than 43,000 electric cars on the road in Washington, but Inslee believes the state is still on track to meet his target of having 50,000 electric vehicles on its streets by 2020. The governor helped set up an electric vehicle charging system along his state’s highway system in 2018. He also pushed for a clean fuel standard that would have resulted in the emissions reductions equivalent to taking one-in-five cars off the road, but when that failed in the legislature, he changed course and tried to pass a state-wide cap on carbon emissions by executive action instead. It’s currently tied up in the state’s Supreme Court. “That would be the cherry on top if we got that,” he said.

His presidential plan is a bigger lift. It aims for zero emissions from new passenger cars, medium-duty trucks, and buses by 2030. That means that 100 percent of new lightweight and medium-duty cars sold in America would have to be zero emission within roughly 10 years. Inslee also aims to take a version of his low carbon fuel standard — the one that failed in his state — and apply it on a federal level. The same goes for a new nationwide EV charging system.


While Inslee’s on a bit of a roll of late, he hasn’t always had success with his climate initiatives. The governor presided over multiple carbon tax initiatives that failed both in the Washington legislature and at the voting booth. In a recent poll conducted by the New York Times, Inslee indicated he was undecided about implementing a carbon tax should he become president.

“If one thing is not working, you go to plan B, and that’s what we’ve done,” he told Grist. He added that if all of the recent climate bills he’s been championing manage to pass, it’ll have roughly the same CO2 savings as a carbon tax would have anyway.

While the legislation being passed in Olympia burnishes Inslee’s bona fides, working against him on the national stage is the prominence of the Green New Deal. Being pushed by the progressive wing of the Democratic Party, it’s quickly become a reference point for the climate conversation on the left. Many of Inslee’s fellow 2020 hopefuls have lined up behind the ambitious resolution — even though there’s no concrete policy tied to it yet.

When O’Rourke unveiled his surprisingly bold climate plan earlier this week, spokespeople for the Sunrise Movement, one of the main groups championing the Green New Deal, attacked his proposal. They criticized it as not aggressive enough and said that “the United States should do much more.” They argued that the 2050 goal post was insufficient and that the U.S. should shoot for net-zero domestic emissions by 2030 instead, a target widely considered impossible. (They’ve since walked back their criticism, calling O’Rourke’s plan “a great start.”) Compared to Beto’s plan, Inslee’s proposal is only five years closer to what Green New Dealers are demanding.

The question remains as to whether the Green New Deal will survive the primary season as the gold standard for climate action among Democrats, or if stances will soften heading into the general election. Back in 2007, Inslee co-authored a book called Apollo’s Fire: Igniting America’s Clean Energy Economy, which outlined a climate action plan very similar to the Green New Deal.

When I pressed him for a position on the proposal championed by progressive rock star Alexandria Ocasio-Cortez and others, the normally folksy Inslee seemed irritated. He’d heard this question many times before. “I support the Green New Deal, is that what you’d like to hear?” he asked, lifting his palms toward the ceiling in a hopeless gesture. “I support the Green New Deal.”

Honestly, it’d be hard for him not to back ambitious climate goals, given the sole focus of his platform. But if the climate candidate wants his star to rise above a crowded field, he has to hope that his longtime clean-energy evangelism and the most ambitious plan to tackle warming (so far) carries more weight than just being another hopeful willing to embrace the Green New Deal.

The House passes a climate bill for the first time in a freaking decade

On Thursday, the newly Democratic House came out swinging by passing a climate bill for the first time in … let me just check my notes here … a decade. Better late than never?

The Climate Action Now Act (H.R. 9) passed through the legislative chamber mostly along party lines, with a few Republican exceptions. The bill is aimed at reaffirming American commitment to the Paris agreement, a global climate accord that President Trump unceremoniously tried to ditch six months into his presidency.

The bill has little chance of passing the Republican-controlled Senate, a fact the Democratic leadership is acutely aware of. Rather, the act serves as a direct rebuke to Trump’s handling (or mishandling) of all things climate, and stands as a reminder to the rest of the world that at least one political party in the U.S. is still committed to taking climate action.

Illinois Representative Sean Casten, a Democrat with a background in renewable energy (and a background as a contributing writer to Grist), was tapped by Speaker Nancy Pelosi to preside over the House debate of the bill. He believes the bill serves a three-pronged purpose: restore America’s emissions reduction obligations, re-establish the nation’s trustworthiness on the international stage, and start the ball rolling on going even further than the Paris agreement.

“Reducing CO2 is kind of addictive,” he told me on the phone. “Every time that any country or any region has committed to reducing CO2, it has always been done faster and cheaper than they thought it was going to.”

This bill is the first step in a larger climate agenda in the climate-conscious House, Casten said. Before Democrats can get the ball rolling, though, they need to do some damage control: “We are unfortunately in this Congress playing defense against the damage done by the last two years of the Trump administration,” he said. “Maybe in the not-too-distant-future, depending on what Senate does, we can sit at the big kid’s table again at international climate negotiations.”

Los Angeles launched its own Green New Deal

Los Angeles just launched its very own Green New Deal, setting up the second-largest city in the country to have a carbon-neutral economy by 2050.

“Politicians in Washington don’t have to look across the aisle in Congress to know what a Green New Deal is ― they can look across the country, to Los Angeles,” Mayor Eric Garcetti said in a statement Monday.

The city’s Green New Deal is an aggressive expansion of the Sustainable City pLAn the mayor created in 2015 to reflect more recent environmental studies that have shown the need for rapid and more radical solutions to combat climate change.

Garcetti was among the handful of mayors and governors to stick with the Paris climate agreement after President Donald Trump pulled the U.S. out of the accord. The mayor said his Green New Deal unveiled Monday is partially driven by his commitment to uphold the Paris Agreement.

The city’s Green New Deal would require all new city-owned buildings and major renovations to be “all-electric,” effective immediately. The plan also hopes to phase out styrofoam and to plant 90,000 trees by 2021, and to end plastic straws and single-use containers by 2028.

The initiative also includes Los Angeles recycling 100 percent of its wastewater by 2035 and building a zero-carbon electricity grid with the goal of reaching an 80 percent renewable energy supply by 2036.

By 2050, the city hopes to create 400,000 green jobs, have every building become emissions-free and halt sending trash to landfills. By then, the city’s plan is expected to save more than 1,600 lives, 660 trips to the hospital and $16 billion in avoided health care expenses every year.

“With flames on our hillsides and floods in our streets, cities cannot wait another moment to confront the climate crisis with everything we’ve got,” Garcetti said. “L.A. is leading the charge, with a clear vision for protecting the environment and making our economy work for everyone.”

Los Angeles joins New York City, the country’s largest and most economically influential city, in working to create more localized climate initiatives as progressive Democratic lawmakers in Washington push for a national Green New Deal, led by Representative Alexandria Ocasio-Cortez (D-N.Y.) who introduced the resolution with Senator Ed Markey (D-Mass.) in February. New York City passed a historic bill on April 18 capping climate-changing pollution from big buildings and requiring massive cuts to greenhouse gases.

The L.A. City Council passed a motion earlier requiring the city to draft a Green New Deal plan to match Ocasio-Cortez and Markey’s resolution, which proposes increasing clean energy development, boosting electric vehicle manufacturing, and guaranteeing high-wage jobs fixing roads and rebuilding bridges.

The resolution in Congress is meant to be more of a guidance to eventually draft federal climate policy, but critics say that it’s a wish list of radical reforms. But the resolution does outline important steps for local leaders to take to combat climate change.

From 2017 to 2018, the number of cities pledging to use 100 percent renewable energy had doubled. More than a dozen states have passed or are considering setting 100 percent clean-electricity targets, according to a March report by consultant group EQ Research.

Some environmental groups, including the Sierra Club, applauded Garcetti for L.A.’s new initiative. But the city’s Sunrise Movement chapter said Monday that the plan will not do enough to combat climate change in time.

“Our generation’s future, as well as the future of Los Angeles and of the world, depends on us reaching net-zero greenhouse gas emissions by 2030. This is not a goal — it is a deadline,” the group said in a Medium post. “With Mayor Garcetti’s current plan for net-zero emissions by 2050, Los Angeles is on track to be 20 years too late. That is not a Green New Deal.”

In such a crowded field, it’s hard to decipher where each candidate stands on any issue, including climate change — a topic that was conspicuously absent in the 2016 election but appears will be front and center this time around. Luckily, the New York Times sent around a survey to each of the 18 declared Democratic candidates and got them all on the record about everything from a carbon tax to nuclear energy to renewables.

There are a few things that all of the candidates seem to agree on: The U.S. should stay in the Paris climate accord, reinstate President Obama’s climate legacy (which has suffered under Trump’s deregulation push), and invest in renewable energy. Some candidates said they would go even further in one or more of those issue areas, by adding their own flourishes to Obama’s Clean Power Plan or promising to work with the global community to strengthen the Paris pact.

Taking a look at where the candidates diverge yields a much more interesting analysis. Though there are many small distinctions between the 18 presidential hopefuls on climate policy, there are two issues where there is meaningful daylight between candidates.

A carbon tax

A carbon tax is still controversial in the United States, despite its prominence in countries like Sweden and Norway, and the success of carbon-trading schemes in the state of California and the multi-state coalition named the Regional Greenhouse Gas Initiative on the opposite seaboard. That’s in part because politicians don’t agree on what to do with the money generated by the tax — though most of the candidates said they’d at least be willing to consider a price on carbon.

Cory Booker, in his response to a survey question on whether he supports a carbon tax, said he would like to see the money from the tax go toward alleviating inequality. That progressive approach clashes with Pete Buttigieg’s response. The South Bend, Indiana, mayor said he supports a tax but advocates for returning the money generated by the fee to American families — a scheme favored by some Republicans.

Both the progressive and conservative versions of a carbon tax failed to pass in Washington Governor Jay Inslee’s deep-blue state. The self-described climate candidate has watched many iterations of such a tax fail, in spite of his state’s liberal voter base. Perhaps that’s why Inslee is still in the undecided camp when it comes to pricing emissions — there’s only so many times you can bang your head against the same wall.

Nuclear energy

Like it or not, nuclear energy will likely have to play a role in weaning the United States off of its oil and gas addiction. Any candidate who supports the Green New Deal (five senators and counting) will have a hard time achieving net-zero emissions by 2050 without leaning on nuclear, at least in the short-term.

Regardless of that inconvenient truth, the question on nuclear energy was the most divisive in the survey, according to the Times. Seven out of the 18 were in favor of new nuclear development, including Booker, Inslee, John Hickenlooper, and Amy Klobuchar. Bernie Sanders, one of the earlier proponents of the Green New Deal and the emissions target it centers around, is not in favor of new nuclear. Eight of the candidates either didn’t respond or had “strong reservations.”

“Nuclear energy is not ideal, by any stretch,” said Marianne Williamson, the spiritual healer who famously counseled Oprah Winfrey and is one of those with reservations. “But it is still head and shoulders above coal and natural gas.”

In such a crowded field, it’s these minute differences between candidates that will help climate-conscious voters decide who’s serious about tackling rampant warming, among the many other issues facing the nation. As a presidential candidate, it’s easy enough to say you’ll reenter a climate agreement that nearly every other global leader supports. It’s much more difficult to speak with literacy about controversial topics like nuclear energy, or thorny emission reduction plans like a federal carbon tax. As election season heats up, these candidates will have to expound on the ways they aim to cool the planet down.

An easy, cost-effective way to address climate change? Massive reforestation.

As the implications of climate change become starker and the world faces up to a biodiversity crisis that threatens humanity’s existence, a group of campaigners from across the world are saying there is one clear way to get us out of this mess, but that governments are ignoring it.

In an open letter published in the British newspaper, The Guardian, the group tells governments that the best and cheapest way to avert a climate catastrophe is to heal nature by restoring and replanting degraded forests and by better conserving the natural world.

“Defending the living world and defending the climate are, in many cases, one and the same. This potential has so far been largely overlooked,” say the 23 signatories to the letter.

“We call on governments to support natural climate solutions with an urgent program of research, funding, and political commitment,” they added.

Vast amounts of carbon can be removed from the air and stored by restoring ecosystems razed by palm oil plantations, cattle ranching and timber, and fish production, the letter says. The 23 signatories include the  teenage school climate strike activist Greta Thunburg, authors Margaret Atwood, Naomi Klein, and Philip Pullman, U.S. climate scientist Michael Mann, and environmental campaigner Bill McKibben.

“The world faces two existential crises, developing with terrifying speed: climate breakdown and ecological breakdown. Neither is being addressed with the urgency needed to prevent our life-support systems from spiralling into collapse,” say the signatories.

They call for the defense, restoration and reestablishment of forests, peatlands, mangroves, salt marshes, natural seabeds, and other crucial ecosystems, to remove and store large amounts of carbon from the air. The protection and restoration of these ecosystems can help minimize a sixth great extinction, they say.

The group says that nearly a third of the greenhouse gas reductions needed to hold temperatures to a 1.5 degrees C (2.7 degrees F) rise can be provided by the restoration of natural habitats. But natural solutions are calculated to have attracted just a small fraction of the funding so far committed, according to journalist and author George Monbiot, one of the signatories.

Technology alone cannot solve climate change, Monbiot wrote in The Guardian. Much of the technology proposed to capture carbon is expensive and could pose problems at scale. The cheapest and surest approach, he wrote, is to restore natural forests and allow native trees to repopulate deforested land.

Regenerating and conserving nature to address climate change is expected to be a central recommendation of next month’s landmark study of the state of the natural world, compiled by hundreds of scientists. The United Nations-backed report is expected to confirm that nature is in rapid decline in many regions, with ecosystems on the point of collapse.

Protecting and restoring natural forests is seen as vital. Trees suck carbon dioxide from the air and store it. Nearly one-quarter of all the emissions reductions pledged by countries in the 2015 Paris agreement could come from tree planting and restoration. The U.N. has challenged countries to restore 865 million acres of farm and forest land by 2030 — an area bigger than India. And countries are responding.

Initiative 20×20, an international effort, hopes to restore 49 million acres by 2020 in Latin America and the Caribbean. And the multicountry African Forest Landscape Restoration initiative intends to restore 247 million acres of degraded forests in Africa by 2030.

Pakistan has just planted 1 billion trees. China plans to create forests totaling the size of Ireland. And in Africa, Ethiopia, Niger, Mali are among countries that strongly back the reforestation of degraded land.

But there’s a snag. A new paper in the scientific journal, Nature, suggests that 45 percent of the land area that nations have so far pledged to allocate for carbon drawdown is being used to for commercial plantations.

There’s a huge difference between restoring natural forests and planting trees for commercial use, for example the large-scale monoculture of oil palms to provide us with the palm oil so ubiquitous in snacks and cosmetics. The latter are less efficient at carbon storage, and in fact release carbon emissions by replacing peatland, as well as being detrimental to wildlife.

These natural solutions also go beyond trees. They include the restoration of peatlands, salt marsh and seagrass. They also mean the protection and recovery of animals like rhinos in Africa, which act as a natural protection against devastating wildfires, and wolves in North America, which some studies suggest could protect forests by controlling populations of animals that feed on plants and trees.

Still, Monbiot cautions: “We don’t want natural climate solutions to be used as a substitute for the rapid and comprehensive decarbonization of our economies. The science tells us both are needed.”

“But,” he continues, “what this thrilling field of study shows is that protecting and rewilding the world’s living systems is not just an aesthetically pleasing thing to do. It is an essential survival strategy.”

Climate change drives collapse of baby corals in Great Barrier Reef

The deadly back-to-back bleaching events that hammered Australia’s Great Barrier Reef in 2016 and 2017 led to a collapse in the recruitment of new corals, severely affecting the ecosystem’s ability to recover from the devastation.

That’s according to a new study published Wednesday in the journal Nature, which found that the number of juvenile corals that settled across the entire Great Barrier Reef in 2018 was 89 percent lower than historical averages before major bleaching events. The loss of so many mature adults during the climate-change-driven ocean heat waves left the ecosystem — the largest living structure on the planet — largely unable to replenish itself.

The report highlights the plight of corals in a warming world.

Along with an overall shortage of offspring, the study documents an alarming shift in the makeup of coral larvae. Dominant branching staghorn corals and table corals, the species that provide most of the habitat on the reef, produced fewer offspring than less-common stony corals. It’s a change that is likely to reduce the diversity of the reef, leaving it less resilient to future warming.

“The whole way that the Great Barrier Reef is behaving has changed,” Terry Hughes, the study’s lead author and the director of the ARC Center of Excellence for Coral Reef Studies, said by phone. “The mix of adult species is different. The mix of baby species is radically different. And the way it’s interconnected has shifted.”

The Great Barrier Reef has been hit by four mass bleaching events since 1998. Nearly 30 percent of the reef died off in 2016 alone. Scientists at the time described the damage at places like Lizard Island, in the northern part of the reef, as “so, so sobering” and warned that “something akin to a train crash” was about to occur.

Hughes said that under normal conditions, it would take about 10 years for coral recruitment to bounce back.

“The adult population will need to reassemble,” he said. “There’s a dearth of large, highly productive corals in the system. It will take some time to regroup so the production of larvae gets back up to normal levels.”

But with climate change forecast to drive more frequent extreme heat waves, Hughes said, “the big question is whether we’ve got the luxury of a decade for that recovery to fully unfold.”

Coral bleaching is a phenomenon in which heat-stressed corals turn white after expelling their algae, which provide most of the coral polyps’ energy. If not allowed to recover free of stressors, the corals can perish. The most recent bleaching event, which lasted from June 2014 to May 2017, was the “longest, most widespread, and possibly the most damaging coral bleaching event on record,” Coral Reef Watch said.

Scientists say failing to cut global greenhouse gas emissions would spell doom for reefs around the globe. A U.N.-backed study published in 2017 predicted that “annual severe bleaching” will affect 99 percent of the world’s reefs within the century. The U.N. Intergovernmental Panel on Climate Change warned in a dire report late last year that the world’s tropical reefs could decline by 70 to 90 percent with an average global rise of 1.5 degrees C from preindustrial temperatures ― the upper limit that is the goal of the Paris Climate Accord. At 2 degrees C warming, 99 percent of reefs could be lost. And the latest federal climate assessment, released by the Trump administration in November, concluded that the loss of unique coral reef ecosystems “can only be avoided by reducing carbon dioxide emissions.”

Hughes said that the Great Barrier Reef is undergoing rapid change and is in serious trouble but that it’s not too late to save it from total destruction.

“It still has a pulse,” he said. “I think if we can hold global warming to 1.5 degrees C, we will certainly still have a Great Barrier Reef, but the mix of species will be quite different from today.”

The Arctic’s ticking ‘carbon bomb’ could blow up the Paris Agreement

Even in a dream-come-true scenario where we manage to stop all the world’s carbon emissions overnight, the Arctic would inevitably get hotter and hotter. That’s according to a new report by U.N. Environment, which says the the region is already “locked in” to wintertime warming of 4 to 5 degrees C (7.2 to 9 degrees F) over temperatures of the late 1900s.

The report, released at the U.N. Environment conference in Kenya on Wednesday, says that the Arctic is warming twice as fast as the planetary average, and models show that it’s on track to become ice-free during the summer as soon as 2030.

That’s the bad news. So here’s even worse news. The Arctic contains much of the world’s permafrost, which holds what the report calls a “sleeping giant” made of greenhouse gases. As the ground warms, the microbes in the soil wake up and start belching greenhouse gases. Estimates vary, but the report says 1.5 trillion tons of carbon dioxide lurk beneath the Earth’s permafrost. That’s more than 40 times as much CO2 as humans released into the atmosphere last year, and double the amount of the gas in the atmosphere today.

If that permafrost stayed permanently frozen, as the word itself suggests it should, we could continue worrying about other stuff. But researchers expect Arctic permafrost to shrink 45 percent compared to today. Unleashing that stored-up carbon dioxide and methane would obviously “derail efforts” to limit warming to 2 degrees C (3.6CK degrees F) as outlined in the Paris Agreement, the report says. But then again, it would derail pretty much everything.

“New evidence suggests that permafrost is thawing much faster than previously thought, with consequences not just for Arctic peoples and ecosystems, but for the planet as a whole because of feedback loops,” the report states.

This is one of the runaway warming scenarios, often called the “carbon bomb” or “methane bomb.” (Permafrost holds both greenhouse gases.) Unlike a real bomb, however, it wouldn’t explode all at once. And at least one recent study suggests that we still have time to defuse it.

Within the Arctic, the soil formerly known as permafrost — let’s call it “meltafrost” — could pose a danger to 70 percent of current infrastructure by 2050, as well as the region’s 4 million inhabitants, 10 percent of whom are indigenous. Recent studies have shown that permafrost thaw could cause houses to collapse, lead to uneven roads, and threaten important cultural and archaeological sites.

The North Pole runs warmer than the rest of the planet because of a phenomenon called “Arctic amplification” — basically a region-specific term for feedback loops. “[W]hen sea ice melts in the summer, it opens up dark areas of water that absorb more heat from the sun, which in turn melts more ice,” the report explains.

These rapid changes in the Arctic might seem far away, but you will feel them, too. For those of you on the coasts, keep in mind that the melting of Arctic glaciers and Greenland’s ice sheet makes up a third of sea-level rise around the globe. Rising seas will wreak havoc in coastal regions as they deal with flooding, damaged buildings, and the saltwater contamination of drinking water sources.

And for those further inland, there’s the wild weather. The melting of the Arctic causes changes in the jet stream and disrupts weather patterns much further south. It’s been linked to worsening drought across the western United States, stalled hurricanes in the East, and the polar vortex that occasionally dips down over North America to turn us all into popsicles.

As many are fond of saying, “What happens in the Arctic does not stay in the Arctic.”

A Green New Deal must not sabotage climate goals

Recently, 626 organizations — mostly environmental groups, including 350.org and Greenpeace USA — sent a letter to Congress urging lawmakers to consider a number of principles when crafting climate legislation like a Green New Deal “to keep global warming below 1.5 degrees C (2.7 degrees F).” Broadly, there were six major principles in the letter: Halt all fossil fuel leasing, phase out all fossil fuel extraction, end fossil fuel and other dirty energy subsidies; transition power generation to 100 percent renewable energy; expand public transportation and phase out fossil-fuel vehicles; harness the full power of the Clean Air Act; ensure a just transition led by impacted communities and workers; and uphold indigenous rights.

These are generally wise goals, but some concerns about the details caused eight major environmental groups — including the Sierra Club, the Natural Resources Defense Council, and the Environmental Defense Fund — to decline to sign the letter. As one national environmental group spokesperson put it, “the details matter … There is some language that gave us some concern.”

To meet climate targets, we need every tool in the chest. Meeting the Paris climate agreement targets of limiting global warming to less than 1.5 degrees C (2.7 degrees F) of global warming above pre-industrial temperatures — or even a more dangerous but more feasible 2 degrees C (3.6 degrees F) — would require massive and immediate global action to reduce fossil fuel consumption and carbon pollution. Simply put, we’ve already burned through so much of our carbon budget that meeting those targets would take everything we’ve got. (We’ve already locked ourselves in to close to 1.5 degrees C of warming, just based on greenhouse gas emissions to date.)

But the letter includes language that rules out some zero-carbon technologies. For example, it states, “in addition to excluding fossil fuels, any definition of renewable energy must also exclude all combustion-based power generation, nuclear, biomass energy, large scale hydro and waste-to-energy technologies. To achieve this, the United States must shift to 100 percent renewable power generation by 2035 or earlier.”

The listed energy sources all have pros and cons, and groups concerned about their non-climate environmental impacts could certainly make the case for eventually phasing out each one. But the United States currently gets about 32 percent of its electricity generation from natural gas, 30 percent from coal, 20 percent from nuclear, 7 percent from hydroelectricity, 6 percent from wind, and 1 percent from solar, in round numbers. (The remaining few percent come from miscellaneous energy sources such as geothermal, landfill gas, wood, and others.) Were nuclear and hydroelectric power to be eliminated as energy sources at the same time as all fossil fuels, that means that the United States would have to replace its top four electricity sources (nearly 90 percent of its supply) within about 15 years.

Simply replacing all forms of fossil fuels alone (63 percent of the supply) with zero-carbon technologies within this short timeframe would already be an immense task. And the figures here are strictly referring to what it is required for electricity generation in the United States; they don’t even account for other voracious energy-consuming sectors like transportation — which bring the fossil-fuel share of the U.S. economy up to 80 percent, plus another 9 percent from nuclear and 7 percent from hydroelectric power and biomass. Why make the already gargantuan task so much more difficult?

Germany provides a cautionary tale for environmental groups. The country implemented what it called an “Energiewende” (energy transition) strategy that prioritized the phase-out of nuclear power over replacing fossil fuels, despite its goal of achieving a low-carbon energy supply. For example, in the year 2000, 50 percent of Germany’s electricity was supplied by coal compared to 29 percent from nuclear power and 7 percent from renewables. In 2015, the share was 46 percent coal, 15 percent nuclear, and 33 percent renewables. In other words, the country’s coal consumption has remained nearly unchanged since the turn of the century — from 50 percent coal to 46 percent coal. Instead, Germany’s rapid deployment of renewable energy has primarily replaced its nuclear power plants.

There are certainly legitimate objections to nuclear power, but it is nevertheless a zero-carbon energy source. If we consider climate change an urgent, existential threat and if we want to meet the Paris climate targets, then eliminating fossil fuels must be our first priority. Only after fossil fuels have been replaced can we consider doing the same to other zero-carbon energy sources.

Market-based solutions can be effective. Along similar lines, the letter states: “We will vigorously oppose any legislation that … promotes corporate schemes that place profits over community burdens and benefits, including market-based mechanisms and technology options such as carbon and emissions trading and offsets, carbon capture and storage, nuclear power, waste-to-energy and biomass energy.”

The letter seems to envision that the needed carbon pollution cuts will be achieved purely through government regulations rather than market-based mechanisms such as a carbon tax or a cap-and-trade system. But it’s unclear why that must necessarily be our approach. Putting a price on carbon pollution is a logical way to incorporate its costs into fuel and energy prices, and 45 top economists across the political spectrum recently endorsed a carbon tax. And rebating the taxed revenue via regular dividend checks is a progressive measure that would benefit lower income communities.

One concern may be that a market-based system pricing carbon pollution would benefit zero-carbon energy technologies that some letter signatories oppose — such as nuclear, hydroelectric, biomass, and fossil fuels using carbon capture and storage. There are environmental reasons to oppose some of these technologies; for example, other harmful pollution from fossil fuels and the disposal of hazardous nuclear waste present very real problems.

But the letter’s stated primary goal is to meet the Paris climate targets, and we’ll fail if we tie our hands behind our backs by ruling out zero-carbon technologies and market-based policy tools. Phasing out nuclear, hydroelectric, and biomass energy should only be considered after fossil fuels have been eliminated. Pricing carbon pollution certainly shouldn’t be ruled out (and in fact should be pursued vigorously), and even carbon capture and sequestration should remain on the table.

If we consider climate change an urgent existential threat that justifies the Paris climate targets, then at the very least phasing out fossil fuels and carbon pollution must be our top priority when crafting climate policy. Other concerns that undermine zero-carbon energy sources must be secondary, lest we sabotage our own climate-preserving efforts.
