After farmed salmon break-out, Washington state says: “Please, go fishing.”

The Regional Greenhouse Gas Initiative announced yesterday that it plans to curb power plant emissions by 30 percent between 2020 and 2030.

The participating states — Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont — will finalize the agreement on Sept. 25. According to the Washington Post, Massachusetts wanted to set the bar higher by “reducing carbon emissions 5 percent a year. But Maryland balked and threatened to pull out of the pact, saying it would lead to higher energy costs for consumers.”

The agreement caps the emissions from the power generation only (unlike California’s system, it does not include other industry, transportation, or agriculture), and allows those electricity generators to buy and sell emissions rights. This latest move simply lowers the cap.

Even though Washington, D.C., tends to suck up all the oxygen in the conversation, local and regional leaders are trying different approaches to suck all the carbon out of the economy. In these statehouses, it’s a lot less hot air, and a lot more action.

Behold the Greatest Budget Gimmickry of All Time

Here’s a helluva weird story from Jim Puzzanghera of the LA Times:

The House Republican legislation scaling back Dodd-Frank financial regulations would reduce federal budget deficits by $24.1 billion over the next decade….Would reduce federal spending by $6.9 billion from 2018 through 2027….The bureau received $565 million in the 2016 fiscal year….The House Republican legislation would reduce the bureau’s funding to $485 million in 2018, and the CBO estimated that Congress would keep annual funding at about that level, adjusting for inflation, over the next decade.

So the bill would (a) reduce funding by $800 million, (b) reduce spending by $6.9 billion, and (c) reduce deficits by $24.1 billion. How do we get from $800 million to $24.1 billion?

I’m glad you asked! And trust me, you’re going to love the answer. Here’s how it breaks down:

This is a work of art. The savings come almost entirely from two places: eliminating the Orderly Liquidation Fund and modifying the way Dodd-Frank agencies are funded. Here’s the impressive part: neither of these things actually saves any money.

The OLF is funded entirely by the financial industry. If the government has to liquidate a big bank, it foots the bill and then recoups the money via a fee on the banking sector. However, the money has to be spent immediately, while it gets recouped over time. So it’s possible that, say, the feds would spend $10 billion to rescue a bank in 2027, but all the money would be recouped in later years. That counts as a $10 billion deficit in the the ten-year window 2018-2027.

So CBO guessed the probability of the OLF being used in each of the next ten years, along with the possible cash flow imbalances, and then calculated the expected value. They came up with $14.5 billion. CBO acknowledges that this estimate has “considerable uncertainty,” and that’s true. More to the point, though, the whole thing is just gimmickry. Using the OLF will cost the government nothing (or close to nothing), but expenses might fall inside the ten-year window while revenues fall outside the ten-year window. That’s all.

Then there’s the agency funding. It gets reduced $800 million, but somehow that becomes a deficit reduction of $9.2 billion. This one is even more impressive. Two agencies are affected—NCUA and CFPB—which currently get their funding from outside sources. This means their outlays count as “direct spending.” Under the Republican law, their funding would come from Congress and be subject to annual appropriations. For some reason—and I admit this remains inscrutable to me—reducing “direct spending” and replacing it with the same amount of appropriated spending counts as deficit reduction even though CBO assumes that actual funding levels won’t change.

This is the immaculate conception of congressional legislation. It doesn’t actually reduce spending more than trivially, but thanks to obscure budget gimmicks it gets scored as a $24 billion reduction in the ten-year budget deficit. It’s magic! Maybe it’s the power of the orb at work.1

Fox News Flees Interview After Hearing a Critical Take on Comey Firing

While Washington reels over the fallout from FBI Director James Comey’s abrupt dismissal this week, Fox & Friends’ Griff Jenkins set out on Thursday to check the pulse of the average Joe in real America.

“What do you make of the firing?” Jenkins asked a random patron inside the Tastee Diner in Bethesda, Maryland.

“I think it should have been done much earlier,” he answered. “Not to be too Machiavellian about it—why does it take such a long time for these guys to arrive at this conclusion? Is it because we’re getting too tight, finding out too much information about Putin?”

That response proved too much for Jenkins. Watch him swiftly shut down the interview and move on to another man posted up at the bar:

4 in 10 Americans Live in Places Where It Is Unhealthy for Them to Breathe

In his America First Energy Plan, President Donald Trump boasts that “protecting clean air” will “remain a high priority” during his presidency. But just a few months into his term, Trump proposed cutting funding to the Environmental Protection Agency and signed an executive order to roll back the Clean Power Plan, an Obama-era regulation central to the enforcement of the Clean Air Act. Bad timing. According to a new report published today by the American Lung Association, nearly 4 in 10 Americans live in places where it is unhealthy for them to breathe.

The ALA’s “State of the Air 2017” report analyzed air pollution data collected by the EPA from 2013 to 2015 and found that 125 million people live in counties that have unhealthful levels of either ozone (smog) or particle pollution. Though this represents a “major improvement” from the 2016 report, which placed the number at 166 million, or more than half of all Americans, the ALA is concerned that the recent progress could reverse. “Implementing and enforcing the Clean Air Act is responsible for the progress that we’ve seen so far, and it’s the tool to continue progress,” says Paul Billings, ALA’s national senior vice president.

The installation of modern pollution controls on power plants and retirement of old plants, the increasing reliance on renewable energy sources and natural gas over coal, and the creation of more stringent fuel emission standards have all contributed to the pollution declines, he says. Trump’s proposed cuts “would not only eviscerate programs at the EPA and at regional offices, but also dramatically cut the grants that pass through EPA to state and local environmental agencies”—a big chunk of which is used for air pollution control work.

The report also found an increase in dangerous short-term spikes in particle pollution, or the tiny solid and liquid particles mixed into the air we breathe. Breathing in smog and particle pollution can cause serious health problems, increasing the risk of asthma and infections and cancers of the lungs, and also possibly contributing to heart disease, obesity, and more terrifyingly, degenerative brain diseases.

Many of the cities that reported the worst number of unhealthy days are concentrated in the Western states, including California, Oregon, and Nevada, and experienced wildfire smoke. Given the strong link between climate change and the increasing frequency and intensity of droughts and wildfires, the report concluded that the data “adds to the evidence that a changing climate is making it harder to protect human health.”

Air pollution control is “a multifaceted problem, and it requires a comprehensive solution with many different strategies,” says Billings. “So we need to make sure things like the Clean Power Plan are implemented. If you don’t have strict enforcement, companies cheat and the consequences are dire.”

Obamacare Is Doing Well, But Trump and Ryan Can Change That If They Want

Today brings a couple of pieces of tentative good news for Obamacare. First there’s this:

The Trump administration says it is willing to continue paying subsidies to health insurance companies under the Affordable Care Act even though House Republicans say the payments are illegal because Congress never authorized them….The Affordable Care Act requires insurers to reduce deductibles and other out-of-pocket costs for certain low-income consumers. The “cost-sharing” subsidies, which total $7 billion a year, compensate insurers for these discounts.

….House Republicans sued the Obama administration, saying that the spending — in the absence of an appropriations law — was unconstitutional. A Federal District Court judge agreed and ordered a halt to the payments, but suspended her order to allow the government to appeal.

This is a huge deal. CSR payments are critical for insurance companies, and the Trump administration could have decided to stop defending the law and let House Republicans kill the payments by default. That could still happen, but it sounds like it won’t happen this year, at least. This was the single biggest bit of uncertainty facing insurance companies this year, and this announcement should ease a lot of their short-term concerns.

So with this temporarily out of the way, how does the overall Obamacare market look? According to Standard & Poors, profit levels for insurers are still too low, but they’re improving and the market seems to be in pretty good shape:

The U.S. ACA individual market shows signs of improvement, as most insurers’ 2016 results were better than 2015 results….2016 results and the market enrollment so far in 2017 show that the ACA individual market is not in a “death spiral.”

….We believe the continued pricing correction and network design changes, along with regulatory fine-tuning of ACA rules, will result in closer to break-even underwriting results, on average, for the individual market this year….As insurers continue to adjust their products and pricing, we expect some premium rate increase in 2018 as well. If it remains business as usual, we expect 2018 premiums to increase at a far lower clip than in 2017.

S&P’s biggest worry is Congress futzing around with things: “Every time something new (and potentially disruptive) is thrown into the works, it impedes the individual market’s path to stability.”

Two things are pretty clear. First, contrary to what folks like Donald Trump and Paul Ryan say, the Obamacare market is not on the verge of collapse. It’s working pretty well and is likely to get better in the future. But second, Trump and Ryan certainly have the power to put Obamacare on the verge of collapse if that’s what they want to do. Now we just have to wait to find out what they want to do.

Trump’s New Executive Order Will Worsen Hunger in Africa

On Tuesday, President Donald Trump took his most concrete step thus far to unravel his predecessor’s legacy on climate change, with a wide-ranging executive order that dismantles several Obama-era policies to restrict greenhouse gas pollution. The order outraged environmentalists—Sen. Ed Markey (D-Mass.) called it “a declaration of war on American leadership on climate change”—but it wasn’t very surprising: It simply followed through on a threat contained in the budget Trump proposed two weeks ago.

“We’re not spending money on that anymore,” Mick Mulvaney, director of the White House’s Office of Management and Budget said then, in response to a question about climate change during a press conference. “We consider that to be a waste of your money to go out and do that.”

That stance could be a big problem for the dozens of farmers I’ve met across sub-Saharan Africa as a journalist reporting on climate change impacts to food security.

Christine Wasike is a maize farmer in Bungoma, an agricultural haven in western Kenya. She works half an acre by hand to produce food for her husband and several young children; if she’s lucky, there is enough left over to sell for cash to pay for school fees, clothes, healthcare, farm equipment, and other necessities.

Like all but a handful of wealthy farmers in Kenya who can afford irrigation systems, she relies exclusively on rainfall to water her crops, and last year, which scientists recently confirmed was the hottest ever recorded, the rains came late and light. As a result, Wasike’s harvest was disappointing, and her income for the season was less than $50, a net loss after covering the cost of seeds and other farm expenses.

“When there is drought farmers suffer a lot,” she says. “There is a lot of hunger, especially with children at home.”

Stories like Wasike’s are increasingly commonplace in sub-Saharan Africa. A majority of people on the continent depend directly on subsistence agriculture for their livelihoods, and because they rely almost exclusively on rainfall for water and often can’t afford adaptive technologies, they are among the world’s most vulnerable people to climate change. As a result, they are among those with the most to lose from if Trump reverses Obama’s climate change policies.

As America walks away from its commitment to help slow the global warming that it holds the primary responsibility for creating in the first place, Wasike, her children, and millions of her peers will be much more likely to face a future defined by hunger and poverty.

The main target of Trump’s executive order is the Clean Power Plan, a regulation hammered out during Obama’s second term that imposes limits on greenhouse gas emissions from power plants. The regulation, which was Obama’s signature achievement on climate change, aims to slash the carbon footprint of the nation’s power sector by 32 percent below 2005 levels by 2030. But to Scott Pruitt, the new administrator of the Environmental Protection Agency, it was never more than a plot to “kill jobs throughout the country,” as he told ABC News on Sunday. As directed by Tuesday’s order, the EPA will now review all policies that “serve as obstacles or impediments to energy production”—including the Clean Power Plan. At the same time, the Justice Department will back down from defending the Plan against legal attacks.

These policy changes will reverberate far beyond the coal-fired power plants they are meant to protect. That’s because the Clean Power Plan is the domestic regulation underpinning the US commitment to the Paris Agreement, the groundbreaking global climate accord reached in December 2015. Although the agreement, signed by Obama shortly before he left office, contains language that would make it difficult for Trump to formally withdraw within the next few years, his order effectively accomplishes the same thing. Without the Clean Power Plan, America’s participation in the agreement becomes meaningless. And without America, the world’s second-biggest climate polluter after China, the whole agreement goes up in smoke.

As a result, the chance that global temperature rise will stay “well below” 2 degrees Celsius above pre-industrial levels, the limit agreed to in Paris, will vanish. That kind of warming will produce a variety of life-threatening effects in the US which, contrary to Mulvaney’s assertion, would cost taxpayers far more—in the form of damage to coastal property, lost agricultural production, increased electrical bills, public health threats, and other costs, according to a recent economic analysis lead by former New York mayor Michael Bloomberg—than what they will save by slashing climate programs.

Still, the impact to developing countries—where livelihoods are more often linked directly to the land and where the money is scarce to, for example, build a storm surge barrier or develop a drought-resistant seed—will likely be even more severe. Millions of the world’s most vulnerable people will suffer the consequences of industrial pollution they did not produce. In other words, they will be left to clean up America’s mess.

In Africa, the most severe impacts will be to agriculture and food security. Sub-Saharan Africa already has the world’s least-productive farms: Average yields of staple grains per hectare are only one-quarter of those in the US and Europe, according to the World Bank, due mainly to poor soil quality and lack of access to financing and the latest farming techniques and equipment. Low productivity not only leads to hunger—23 percent of Africans, 220 million people, are chronically undernourished, the world’s highest rate—but also impedes economic growth, since agriculture is the main income source for a majority of people.

Rising temperatures (Africa has warmed by about 1 degree Fahrenheit in the last 50 years, and is expected to continue warming faster than the global average rate) and increasingly erratic rainfall are making the situation worse. An analysis for the 2014 Intergovernmental Panel on Climate Change report found that prolonged dry spells and high temperatures could reduce yield of staple grains across the continent up to 35 percent by 2050, even as the continent sees its population double.

The consequences will be wide-reaching. Market prices will climb, calorie availability will drop, and national economies will suffer: A recent analysis by the OECD found that reduced agricultural productivity because of climate change could sap up to 4 percent of sub-Saharan Africa’s GDP by 2060, the world’s highest rate of loss. Some areas may become unusable for farming or grazing, forcing people to look for new land, which in turn can lead to territorial ethnic conflicts and deforestation. Food and water scarcity can prompt mass migrations, like the one currently underway in the Sahel, and humanitarian crises, like the 20 million people currently in need of emergency food assistance in southern Africa. It can contribute to radicalization and the empowerment of terrorist groups like Boko Haram, which has benefited from destitution caused by the desiccation of Lake Chad.

These impacts will be borne in particular by the rural poor, who often have no “plan B” when the harvest fails, and in particular by women, who typically are responsible for growing crops for food and cash (in addition to other household duties).

Fortunately, in most cases, the solutions needed to make Africa’s farmers and pastoralists more resilient to climate change are nothing very fancy, expensive, or high-tech. People need training on basic techniques to conserve water and improve soil quality; they need access to microloans to afford better seeds, tools, fertilizer, and irrigation; they need secure land rights; they need better roads to take their produce to markets. The fate of programs to promote these solutions now in place at the the US Agency for International Development, now under the purview of Secretary of State Rex Tillerson, remains unclear.

What farmers don’t need are unchecked greenhouse gas emissions from the US The specific numbers on projections of crop yields, hunger, poverty, and other factors differ slightly depending on which analysis you read, but one trend is consistent: The hotter the world gets, the worse off Africa’s rural poor will be. And if that doesn’t bother this administration, it should, since economic depression and political instability are ultimately harmful to US business, military, and diplomatic interests in Africa.

Deleting climate change from the EPA’s rulebook and the federal budget won’t make it go away—and it won’t settle our environmental debt to the rest of the world.

3 Ways Going Green Can Make a Significant Difference

The main reason most Americans dont live more sustainably? Many see it as either too hard or too expensive. Sure, it is easy to say buy solar panels and eat only at restaurants who have direct relationships with localfarms, but we dont all have that kind of cash. On the other side of the coin, going full-on zero wasteisnt a realisticoption for everyone either. So, how can the majority of us go greenwithout surrenderingto either extreme?

1. Take baby steps.

Baby steps are key to changing any habit, including our most ingrained, less-than-sustainable ones. For instance, instead of giving up all animal products cold turkey, choose to eat all-vegetarian meals for 3 or so days a week. Odds are, you can stick with this lifestyle change long-term, unlike an extreme experiment with avoiding all animal products, which 75 percent of people give up after a stint. If you do that calculation, a subtle, long-term change is more environmentally effective than an extreme, short-term one.

In your house, instead of worrying about not being able to afford solar panels, try making your house asenergy efficient as you can by replacing bulbs, reprogramingyour thermostat, and addressing excessive water usage and waste. Rather than deciding to only bike commute to work, start off by riding in on sunny, warm days and work your way up. Instead of going to the mall for new pants, make an effort to shop secondhand at places like ThredUp. You want your sustainability to become a integrated lifestyle choice, not a burden.

2. Support causes over products.

Great, you buyless-toxic, eco dish soap. That’s a good thing, but youll be disappointed to hear that those types of purchases dont really shrink your carbon footprint or offset climate change in any meaningful way. By all means, keep buying greener productsif you canthey are certainly healthier for your body and your immediate environment. But, many of us become content and complacent after buying green products, thinking we have done our small part in the challenge to salvage the environment. That couldnt be further from the truth.

Rather than solely using your purchasing power to try to evoke change, you are better off going straight to the source. Donate to causes and organizationswho are pushing the regulatorsthe FDA, the USDA, the EPAto make big changes that will improve health and environmentalregulationsnationwide. Continue to buy cleaner, organic products when you can afford to (they are usually a little more expensive), but make it a priority to educate, donate and push for change in our food system, environment and manufacturing procedures as much as you can.

3. Get involved locally.

Yeah, we love our glorious national parks, but dont you also want to keep your local environment clean and beautiful? Pay attention to what is going on in your community. It may be time to –gasp– go to a town hall meeting and pay attention to the initiatives and politics in your neighborhood. It may be a little less romantic than fighting for the great wild places of the West, but you can be most effective in creating change at a local level. Of course, if the national or state parks need your attention, by all means, they deserve everyone’s support.We need regulations and protections for all our environments.

You aren’t going to become a green machine overnight, but if you make it a conscious part of your lifestyle, it’s really not that hard. And maybe down the line you can buy solar panels and you’ll shop only in the bulk aisle and you’ll have a commuter bike and drive a Tesla. But, just because you don’t have these things shouldn’t stop you from embracing more a sustainable way of living. Every single one of us has a real responsibility now that climate change looms overhead, but moderatesustainabilityisn’t as overwhelming and difficult as you may think.

We Are Seeing a Return of the Mayberry Machiavellis

Consider the following three things that have happened in the past month:

After years of promising to repeal Obamacare, Republicans finally have the power to do it. But they’ve suddenly discovered that it’s going to be a lot harder than they thought.
President Trump kept his campaign promise to institute “extreme vetting” of refugees and visitors to the US, but the rollout was bungled so horribly that he’s losing support for it even among Republicans.
Last week Trump approved his first military operation. It was a disaster. The evidence here is a bit murky, but it suggests that the raid was vetted less stringently than usual because of Trump’s desire to cut through red tape and give the military more freedom to fight terrorism.

These are examples of what Barack Obama was talking about when he told Trump that “reality has a way of asserting itself.” More generally, it’s the result of a Republican Party that has been averse to policy for a very long time. They have principles and beliefs, but they don’t spend much time thinking hard about how to implement those principles in the most efficient possible way.

They believe that Obamacare is a failure. They believe that immigration should be shut down. They believe the military should be unleashed. But these are just bumper stickers. They haven’t spent much time developing serious policy responses on these topics because (a) that would give Democrats something concrete to attack, (b) their base likes bumper stickers, and (c) policy analysis has a habit of highlighting problems with ideological purity and pushing solutions toward the center.1

George W. Bush had the same problem with policy. Remember what John Dilulio said in his famous “Mayberry Machiavellis” letter to Ron Suskind?

In eight months, I heard many, many staff discussions, but not three meaningful, substantive policy discussions. There were no actual policy white papers on domestic issues. There were, truth be told, only a couple of people in the West Wing who worried at all about policy substance and analysis, and they were even more overworked than the stereotypical, nonstop, 20-hour-a-day White House staff. Every modern presidency moves on the fly, but, on social policy and related issues, the lack of even basic policy knowledge, and the only casual interest in knowing more, was somewhat breathtaking — discussions by fairly senior people who meant Medicaid but were talking Medicare; near-instant shifts from discussing any actual policy pros and cons to discussing political communications, media strategy, et cetera. Even quite junior staff would sometimes hear quite senior staff pooh-pooh any need to dig deeper for pertinent information on a given issue.

This problem is now a couple of decades old and shows no signs of abating. Quite the opposite: Donald Trump makes Bush look like an analytical genius. But even on their own terms, conservative rule is going to end disastrously if both Trump and congressional Republicans don’t spend a little more time on policy analysis and implementation issues. There are only so many disasters that even their own base will put up with.

1Democrats, arguably, have the opposite problem—too much regard for policy analysis—which is why lefties are often so contemptuous of them.
