The TL;DR on that report that says we’re killing off everything

Have you heard the news? In our relatively short time on this little blue dot, humankind has managed to put 1 million species at risk. Way to go, idiots.

On Monday, the U.N. came out with another majorly depressing assessment (see previous depressing assessment: climate change is going to kill us all). And this time, it’s on biodiversity.

Hundreds of experts from around the world looked at thousands of scientific studies and found that the speed with which we are fucking up the natural world is “unprecedented,” and wrote it all up in a 1,500-page report. The authors looked at what will happen if we continue polluting, clearing forests for agricultural purposes, expanding cities and roads, overhunting, overfishing, mucking up water resources, and spreading invasive species.

The report shows that we’re not just on the precipice of an extinction crisis; it’s already unfolding around us. Here are the scariest takeaways from the summary of the report’s findings (the full report isn’t coming out until later this year):

40 percent of amphibian species (frogs, toads, salamanders, newts — basically all the creatures 6-year-olds love to look at) could be wiped out.
Marine mammals and corals (the kind that form reefs) aren’t in much better shape: one-third of those aquatic species are threatened.
Even the daintiest of God’s creations, like ferns (and their relatives) and dragonflies, aren’t safe from humans. About 10 percent of each category could be wiped out.
Nearly 40 percent of conifers, a category that includes Douglas-firs, cedars, and juniper trees, are under threat. That doesn’t bode well for lovers of Christmas trees.
But Christian-Italians can breathe easy: of the 2,390 bony fishes species assessed, only around 10 percent are threatened. The Feast of the Seven Fishes is safe, for now.

Which portions of the world are to blame for the global loss of biodiversity? Glad you asked. Much like the issue of climate change, the folks who are going to suffer (or are already suffering) from rapid extinctions are not the people who contributed the most to causing the problem.

High-income regions of the world use the most fertilizer, have the highest rates of domestic material consumption and gross domestic product per capita, and, of course, produce the most greenhouse gas emissions.

Compared to the high-income regions, low-income nations extract the least amount of living biomass, produce the least amount of emissions, use the least amount of fertilizer, and are doing the best job at protecting key biodiversity areas (often with the aid of international funds).

Here’s the cherry on top: The catastrophic problems of climate change and loss of biodiversity are occurring in tandem. Rising temperatures are only making it harder for Earth’s threatened plant and animal species to survive. If temperatures rise 2 degrees C (3.6 degrees F), around 5 percent of species worldwide could kick the can for climate-related reasons.

What’s worse, the report says that most governments aren’t sticking to the global pacts they made to protect the international environmental commons. See? Humans (particularly the wealthy ones) have a delightful tendency to make problems that snowball into bigger problems.

I don’t know about you, but I didn’t sign up for a world with a deficit of frogs and a surplus of bony fishes.

Just how bad for you is breathing in air pollution? Well, it depends whom you ask.

Ask almost any scientist how bad air pollution is for people, and the answer is likely, pretty darn bad. Last week, a global report published by the Health Effects Institute found that breathing dirty air shortens the average expected lifespan of a child born today’s by 20 months, compared to how long they would live in the absence of air pollution. Robert O’Keefe, Vice President of the Institute, said in a statement that the research is part of “a growing worldwide consensus – among the World Health Organization, World Bank, International Energy Agency and others – that air pollution poses a major global public health challenge.”

But if you listen to Tony Cox, chair of the Chartered Clean Air Scientific Advisory Committee and appointee of former Environmental Protection Agency head Scott Pruitt, you’ll hear a completely different message. During a public meeting in late March, Cox said he is “actually appalled” with what he considers a limited body of evidence that links particulate matter in the air with premature death.

Not surprisingly, Cox’s statements have landed him in hot water with prominent scientists and public health advocates who say he could wind up undermining decades of work to clean up America’s air since Cox’s committee has been charged with advising the Environmental Protection Agency on its air quality standards.

The EPA is in the midst of reassessing its national air quality standards, which it does every five years to ensure that it is reviewing the latest scientific evidence available. It recently submitted a 1,800-page ‘Integrated Science Assessment’ compiling research on the health impacts of particulate matter pollution to the Chartered Clean Air Scientific Advisory Committee, which is independent of the EPA but influential in their final decision. That committee will give its recommendations on whether to strengthen or adjust existing federal standards.

Under the Trump administration, the Chartered Clean Air Scientific Advisory Committee has undergone somewhat of a scientific makeunder. For one, the committee is much smaller than it has been in the past, once boasting 28 members and now staffed only by its minimum of seven. Environmental organizations contend that former EPA administrator Scott Pruitt and other members of Trump’s administration appointed largely pro-fossil fuel industry members, including Cox — who has previously worked as a consultant for the American Petroleum Institute and the Truck and Engine Manufacturers Association. The EPA also disbanded a Particulate Matter Review Panel that previously weighed in Integrated Science Assessment alongside Cox’s committee.

As head of the committee advising the EPA on air quality, Cox has recommended that the agency only consider studies that make a causal link between air pollution and health outcomes through a scientific approach called manipulative causality — essentially a way of determining a potential hazard’s effect on health by looking at what happens when exposure stops. But limiting the scientific evidence under consideration to one methodology versus what scientists call a “weight of evidence approach” would exclude the vast body of research on air pollution.

Jonathan Samet, the former chair of the Chartered Clean Air Scientific Advisory Committee, explained to Grist that using the weight of evidence method has been the practice for policy decisions for half a century. “This is the kind of approach used to decide that smoking causes lung cancer or that smoking causes heart disease,” Samet said.“These are constructs that are broad and holistic and have long been in place,” he said.

Samet compared manipulative causality to waiting to see whether a smoker’s health improves once they quit the habit. The approach can be prohibitively time-consuming, and it’s just one way of assessing the broad health implications of a potential toxin. And importantly for the EPA’s upcoming air quality decision, there aren’t many studies published already that fall within this framework.

In a scathing article published last week in the journal Science, research director Gretchen Goldman of the Center for Science and Democracy and the Union of Concerned Scientists and Harvard biostatistician Francesca Dominici wrote that “a requirement of manipulative causation fails to recognize the full depth and robustness of existing approaches in epidemiology, statistics, and causal inference and the degree to which they deal with confounding factors.”

A separate statement by the Union of Concerned Scientists contended that if the EPA adopts Cox’s recommendation via the Chartered Clean Air Scientific Advisory Committee for limiting studies to the much narrower approach, “It will be virtually impossible to prove particle pollution harms public health, despite the vast array of studies that show otherwise.”

In an email to Grist, a spokesperson for the EPA wrote that “Administrator Wheeler thanks the CASAC for all their efforts and will take all the CASAC advice under consideration.”

Vijay Limaye is a fellow at the Natural Resources Defense Council who previously worked at the EPA and helped write the Integrated Science Assessment that Cox’s committee is now scrutinizing. Limaye says the vast majority of the evidence it considers, as well as the research compiled in this week’s State of the Global Air, would be “pushed to the side” under Cox’s approach. “It would basically rob the EPA of a number of tools it’s already been using to characterize the harmful effects of air pollutants.”

The Chartered Clean Air Scientific Advisory Committee will finalize its particulate matter review of the EPA’s assessment in the coming weeks.

How cities can lead on climate change solutions

This week, diplomats from about 130 countries are gathered in Katowice, Poland, for COP24, the latest in the annual series of climate change meetings convened under the United Nations Framework Convention on Climate Change. At the heart of the discussions this year is a grim report released in October by the U.N.’s Intergovernmental Panel on Climate Change — the Special Report on Global Warming of 1.5 degrees C (SR1.5).

The product of more than 90 scientists working from thousands of peer-reviewed studies, SR1.5 laid out the catastrophic effects of exceeding 1.5 degrees C warming over the coming decades. Much of the global news coverage that followed the report’s release focused on a chilling projection in the form of a 12-year deadline the IPCC established to limit the most disastrous impacts of planetary warming. “It’s a line in the sand,” said Debra Roberts, a co-chair of Working Group II of SR1.5.

But the report wasn’t just a grave warning: It was also a roadmap to solutions. These solutions were organized around four areas, or systems — energy, land use and ecosystems, cities and infrastructure, and industry. And while urban issues comprise one of those four areas, actions in cities are integral to each system transformation. Put another way: There is no way to save the planet without serious changes in how city-dwellers live, work, and move. That’s a point stressed in this summary of the IPCC report aimed at urban policymakers, which was released at COP24. (I was one of the 21 co-authors of this report.) The necessary changes to limit warming must be made not only by national governments and the private sector, but also by city leaders and the residents of urban areas.

As a co-chair of the working group on impacts, Roberts led the world’s top climate scientists through the assessment, drafting, and approval process. A scientist herself, Roberts is the head of the Sustainable and Resilient City Initiatives Unit, eThekwini Municipality, Durban, South Africa. In other words, she is a rare climate expert who’s familiar with the scientific, diplomatic, and urban policy issues that this unparalleled global challenge represents.

CityLab asked Roberts to talk about the role city residents can play in delivering climate action, the critical importance of local political decisions, and the responsibility we all have to talk about — and act on — climate change with our neighbors.

Q. What should city residents, far removed from these diplomatic processes, take away from the current climate negotiations and SR1.5 in particular?

A. There are two really important sets of messages. First, we are probably facing a serious existential threat as a species. Along with that very serious message is a second key message about the need for rapid and ambitious action. We are probably living in the most important period of our species’ history. But when you face such a big call to action, such an historic moment, the individual can really feel lost.

What is profoundly important to me about the 1.5 report is that it points to lines of response to this big challenge that we face as a species by identifying four systems that need to go through rapid, unprecedented transformations: energy, land use and ecosystems, urban, and industry. While the public and private sectors certainly have input, the report also calls out that the individual has a role to play, too.

If you think about the energy system, the report tells me is that every element of action is important — all the way from the international to the national, to what I do in my life. Think about energy systems. I should be able to make choices about what energy I use in my home. Am I able to go off-grid, generate my own electricity, and if I generate excess, put it back in the grid? And if those choices aren’t there, then I need to reflect on why I don’t have those options. If I don’t have leadership which is making it easy for me to make these choices, then I need to change leadership. It’s a real call to action on personal choices, and that we need to be more cognizant of the leaders we put in place at all spheres of government.

Q. The possible impacts outlined in SR1.5 can make the individual feel irrelevant. But there’s this line that I found really striking: “Humans are at the center of global climate change: Their actions cause anthropogenic climate change, and social change is key to effectively respond to climate change.” How do you put the human back in a story that was once so focused on nation-states and climate regimes?

A. The scientific literature puts people back. That’s why those four systems transitions are so important. When it comes to urban systems, yes we can choose what kind of transport we use. When it comes to land systems, by changing our diets we change the pressures on land. When you think about industry, we are consumers. We are very powerful in terms of our ability to purchase, and we can be more critical of the things we choose to consume. Those four systems are in the real world. They define many of the ways we live our lives, and they give us the power to influence the outcome.

Every level of activity counts, all the way from changing your lightbulbs to the other end of the spectrum at the climate negotiations. So it’s empowering but it also involves a strong responsibility. The science is very clearThere is no physical or chemical law which will stop us from limiting warming to 1.5 degrees C. There is nothing that stands in our way. In fact, the key element is the political and societal will to make these changes.

Q. In the U.S. recently, there’s been talk about a “Green New Deal” for climate change. Huge, society-spanning transformation is needed, in other words. But when you look through SR1.5 at the things that every individual in a city can do, they’re things like riding a bike or line-drying laundry. It all sounds so far from this sweeping historical mission.

A. What you and I do, literally in our day-to-day boring lives, is an important element in saving the world. This is a global project. Everybody has to be in on it. You cannot leave a single person out. Before, as you indicated, the scientific debate tended to alienate the person on the street with formulas and graphs and international negotiations that no one really understood. This report is clear: Hanging out your laundry counts. This change is possible, and we can all contribute to that change.

Q. How do you encourage the tougher choices that are tied to larger, structural issues — what are frequently referred to in climate science as enabling conditions — that are often determined at the regional and national levels?

A. We need multi-level governance structures that enable us to make choices well beyond the laundry. When I go to work, I must be able to take a public transport system or access a shared car. And if I’m driving that car, that car must be electrified. Those are the important things. Those are choices I do not have control over. I have control over the laundry I put out on the line. I don’t have a choice around bigger systems of transport, energy production systems, and so on. But the onus is still on me in terms of how democracies work — in calls to action, at the voting booth, in talking to my neighbors and talking to local leadership about this.

That requires more of you than the hanging of the washing. Those enabling conditions — which involve changing policies, promoting effective governance, deployment of technologies in the right kinds of spaces — require us to be active.

Q. In a previous conversation I did here with Michael Ignatieff, we talked about the roles that neighbors must play in making cities work. It’s an interesting frame in the climate space, when people sometimes feel helpless: Have they spoken with their neighbors?

A. Everyone has to be in, but it’s hard for me to imagine how I’m in a process with somebody sitting in Thailand. I’ve got a much better sense of the community I live in. I can say to my neighbors, “OK, where are your solar geysers [a kind of solar water heater]?” That puts it at a scale that is about human action, and I think that’s what this report does. It humanizes not only the impacts — look at how we are already impacted, and how the poor and vulnerable are already disadvantaged — but it put the humans back in the solution space again.

Q. You work in a city and in the international diplomatic arena. What is the status of urban expertise when you’re starting to develop a report like this?

A. The IPCC started out largely focused on the natural and physical sciences. But as it became clear that you weren’t going to be able to solve climate change through some mysterious new technology, or entirely mitigate your way out of it because of lack of political ambition, the social sciences have become a more prominent voice in the process. We have drawn in as many practitioners as we could as authors of the report, who have the ability to assess knowledge so that the report speaks to things that are important in the real world.

I, as a local government practitioner, can pick up the report and can see they’ve looked at the literature on things that are important to me. If you look to chapter 4, you’ll see a huge amount of work on the feasibility assessment. That’s what I need to know as a practitioner. I need to know if an action is likely to work, and what its enabling conditions are. There’s a drive to use the science to fulfill the original IPCC mandate of providing objective information on the causes of climate change, but we’re also becoming clearer and smarter around the solutions. The moment you talk about solutions, people must be in that space.

Q.The document has a unique place in diplomatic history, but is also part of a developing story where practitioners and urban perspectives are gaining prominence. But of course, if nation-states don’t step up, cities won’t have the enabling conditions they need to take action. You operate at both the municipal and international levels. How do you think about that landscape?

A. The practitioner community is a particularly important community. What do I do in my day job as a local government practitioner? I speak to local leadership and local communities about these issues. But I am sometimes limited by national laws and policies, then I have to go talk to the national government. Local government can become a force for change. We’ve experienced that throughout our own work at the city level. Often cities will lead best. People don’t phone the president if their house washes away. They phone the mayor. We’re most aware of where the challenges lie. Local government has an important role to knock on national government’s door and say, “Those policies work; those do not,” and explain how you might enable us to do our work better.

To me, the nation-state is not a hallowed thing. It must be in service of the people. And where it disconnects, we as local government bear that responsibility for refocusing their attention and resources where they need to be. The report underscores the importance of local government. It’s really where a lot of this action is going to happen.

Q. Local government possesses expertise, and, depending on the tax structure where you are, some resources. But you’re really talking about local government as advocate. A bit like the individual with his or her neighbor, the city must advocate with the nation-state.

A. I suppose that’s what we’re saying as a principle. To the individual, deal with your neighbor. As a local government, the national government is a neighbor of sorts. We need to pop our heads over the wall and say, look, we need things to change. This is not a time for complacency.

On a sinking island, climate science takes a back seat to the Bible

“The good thing about science,” Neil deGrasse Tyson tells us, “is that it’s true whether or not you believe in it.” Your stance on gravity is irrelevant. Either way, if you step off a cliff, you will most certainly fall. Likewise your stance on climate change. If you live on an island in the middle of 18 trillion gallons of warming, expanding water, you’re eventually going to sink no matter what you believe.

Tiny, waterlogged Tangier Island, off the coast of Virginia in Chesapeake Bay, is full of people of faith. They believe in God. Climate science, not so much. In recent years, they’ve garnered some media attention for the paradox of largely rejecting sea-level rise while simultaneously suffering its wrath. Earl Swift, an author of six previous books and a former correspondent for The Virginian-Pilot, immersed himself for the better part of two years with the 481 inhabitants of Tangier. His new book, Chesapeake Requiem: A Year with the Watermen of Vanishing Tangier Island, is part regional history, part crabber ride-along, part disaster narrative in slow motion.

At its best, Chesapeake Requiem is a meditation on belief and disbelief in an America shouting about fake news. Swift is unflinching about the catastrophe on the ground, but careful not to belittle the beliefs of those at the heart of the calamity. He works hard to move beyond fly-by descriptors like “quaint” or “lost in time,” which mainlanders often use to describe the isolated crabbing community. Instead, he penetrates a human community facing an existential threat in ways few of us can understand. They may not believe in a major factor of their own demise, but that doesn’t render their extinction any less real.

“We’ve actually got people sitting around debating whether these people are worth saving. How is that OK?” one islander tells Swift. “I don’t care if you want to call it erosion or sea-level rise or Aunt Sadie’s butt-boil. It doesn’t matter what’s causing it. The point is that this disaster is happening, and these people need help.”

Tangier’s situation is indeed dire. As if sea-level rise weren’t enough, the island has also long lost ground to erosion, and the entire region is sinking. Some 21,000 years ago, the Laurentide ice sheet stretched across the middle of the continent, its tremendous weight pushing down the earth below, while the ground around it curled upward. Now that the ice is gone, the land that seesawed up — including coastal Virginia — is seesawing back down. Scientists call it “glacial isostatic adjustment,” but to put it bluntly, the ground is falling while the water is rising.

Tangier, which Swift describes looking like “a board-flat green wafer just above the water,” will be uninhabitable by 2063, according to a 2015 study in Scientific Reports. The study’s lead author admits to Swift that the estimate was conservative. These days he puts the number of Tangier’s remaining years “probably closer to 25.”

“[I]f no action is taken, the citizens of Tangier may become among the first climate change refugees in the continental U.S.A.,” the 2015 report concluded.

This is not for a lack of proposals to save Tangier or at least delay its demise. The book charts decades of plans for jetties and seawalls — all scuttled by a lack of funding, calls for yet more studies, congressional distraction, or all of the above. Meanwhile, Congress has approved $1.4 billion to rebuild wetlands for nesting birds on a sinking island just 60 miles north of Tangier. The human population of that island is zero. Is it any wonder that these people are cynical about their own government?

Swift spends much of the book emptying crab pots with James Wyatt Eskridge, known simply as Ooker. Like many on the island, Ooker was born there, and his family has called it home since George Washington led the Continental Army in the Battle of Monmouth. In addition to his 50-plus years crabbing, Ooker has been Tangier’s mayor for the past eight. That makes him the go-to face of the island whenever CNN, The New Yorker, the BBC or any number of news outlets decide to mine the island for click-worthy quirks and contradictions.

Swift recounts a time Ooker appeared in a CNN town hall on climate change featuring the climate activist Al Gore. In a memorable exchange, Ooker asks Gore why — if the seas are indeed rising — he hasn’t he seen it in all his decades of working the Chesapeake Bay. “Our island is disappearing, but it’s because of erosion and not sea-level rise,” he tells the former vice president.

Rather than explain the individual imperceptibility of sea-level variations across decades, Gore instead answers with a parable. A man trapped in a flood rejects the help of passersby, insisting instead that “the Lord will provide.” When the man eventually dies and ascends to Heaven, he asks God why he didn’t provide, to which God insists that he did — in the form of the passersby offering their help.

It’s a powerful illustration of science and religion talking past one another — each side missing the other side’s relevance and meaning. The islanders felt that Ooker “won” the argument and that Gore had mocked their faith. (On Ooker’s crabbing shanty hangs an Ichthys — Jesus fish — and the words “WE BELIEVE.”) Swift offers readers a more nuanced take on the back and forth:

“The Lord has provided the islanders with minds for recognizing the danger that faces them. That might be the sum of what the Lord plans to provide them with, this time around. Denying that the danger exists — or expecting a miracle to chase it away — might not be what the Lord has in mind.”

There’s a difference between being saved and being saved, but the two aren’t mutually exclusive. Swift’s insight into the Ooker-Gore exchange is built on years of listening to both the science and the Sunday sermons at Tangier’s Swain Memorial. Swift, himself admittedly “no follower of organized religion,” employs his own imaginative faculties to behold the wicked problem of climate change in a way that Ooker might actually respect. (At least I hope so; it’s unclear if the writer shared his analysis of Gore’s parable with the crabber.) The coming decades will demand boatloads of that kind of empathy as more and more places like Tangier lose their battles to the sea.

At times, Chesapeake Requiem strays too far into tangents that distract from its important points. Swift isn’t the only writer to depict Tangier as a bellwether for how we handle climate refugees, and more hurried readers can get the gist elsewhere. Nevertheless, the book is a rich contribution to the growing genre of climate-science narrative nonfiction. Not just because Swift documents a culturally significant piece of America that will likely soon disappear, but also because he is trying to make sense of climate-change doubt in those with the greatest incentive to believe.

“We are here until he [God] says otherwise,” one islander tells Swift. At this point, even the science seems to agree that only a miracle could save Tangier.
