I dunno. Maybe this kind of stuff works during depositions of small-time contractors who are trying to get Trump to pay his bills. In the big leagues, not so much. Here’s the inevitable response:

Donald Trump’s New Campaign Chief Was Already Leading His Propaganda Machine

For months, the conservative news outlet Breitbart News has acted as an unofficial mouthpiece for Donald Trump and lead propagator of the populist, anti-immigrant sentiment that his campaign has tapped into. So it’s fitting that this unofficial relationship is now a little more official, with the site’s executive chairman, Stephen Bannon, joining the Trump campaign as its CEO.

Bannon has blurred the line between journalism and right-wing political advocacy for years. While at the helm of Breitbart News, which he took over in spring 2012 after the sudden death of its founder Andrew Breitbart, Bannon founded a research outfit targeting Democrats and establishment Republicans. He also participated in Groundswell, a group of right-wing activists, journalists, and others who secretly coordinated talking points attacking Democrats and advancing conservative causes. When Breitbart News editor-at-large Ben Shapiro left the publication this spring, he accused Bannon of turning the site into “Trump’s personal Pravda.”

Bannon’s arrival is part of a larger shakeup of the Trump campaign, which is scrambling to mount a comeback amid slumping poll numbers nationally and in key swing states. In addition to Bannon, who is taking a leave from Breitbart News to work for Trump, pollster Kellyanne Conway has been named campaign manager. The elevation of Bannon and Conway appears to amount to a demotion for campaign chairman Paul Manafort, who is under scrutiny for his work for the pro-Russian governing party in Ukraine. Manafort had been running Trump’s operation since the nominee’s original campaign manager, Corey Lewandowski, was ousted in June.

With Trump’s campaign cratering, the Republican National Committee held a “come to Jesus” meeting last week to urge Trump to act more presidential and stay on script. But the selection of Bannon, known for his combative style, suggests Trump will take a different route. Under Bannon, Breitbart News has not only targeted Democrats but has made a blood sport of going after establishment Republicans—even conservatives such as Marco Rubio and Paul Ryan. Breitbart News has published near-daily articles over the last month blasting Ryan and propping up his right-wing primary challenger. (Breitbart News said Ryan was “desperate” and “running scared,” but the House Speaker easily won his August 10 primary with 84 percent of the vote.)

When news of Bannon’s new role atop Trump’s campaign broke on Wednesday morning, Stuart Stevens, Mitt Romney’s former chief strategist, tweeted, “Steve Bannon potentially having inside knowledge of a classified briefing is insane. POTUS should postpone or cancel briefing of Trump.” Glenn Beck freaked out on his radio show, saying, “Ask people who worked at Breitbart! He’s a horrible despicable human being.” Breitbart News, meanwhile, reveled in the anguish of the establishment with such headlines as “WaPo: Trump’s Stephen K. Bannon Hire ‘a Middle Finger to the GOP Establishment.'”

Bannon and Breitbart News‘ unwavering sympathies for Trump were forced into the open this spring when Lewandowski manhandled then-Breitbart News reporter Michelle Fields. Instead of backing Fields, the news outlet seemed to go out of its way to disprove her story and support the Trump campaign’s version of events. Even though a Washington Post reporter witnessed the episode and corroborated Fields’ account—and video footage later emerged showing the altercation—Breitbart News ran a series of articles questioning her claims, reportedly with Bannon’s full support. Politico reported that Bannon “made several disparaging remarks” about Fields in conference calls, and the Daily Beast reported that Bannon allegedly referred to Fields as “that f*****g c**t” to others at the publication as the fallout from the incident was unfolding. Fields ultimately resigned; she now writes for the Huffington Post. Several other Breitbart News staffers quit in protest of how Bannon and the publication’s leadership had handled the situation.

Bannon is a relatively new arrival on the political scene. A former Naval officer, he attended Harvard Business School and spent the 1980s working as an investment banker at Goldman Sachs. In 1990, he left New York for Los Angeles, where he started a small investment bank focused on Hollywood clientele. He hit the jackpot when he brokered Ted Turner’s acquisition of the media company that owned the TV show Seinfeld. Bannon agreed to accept a stake in Seinfeld, a little-known show at the time, instead of a cash fee. To this day, royalties from the show help fund Bannon’s conservative political activities. By the end of the 1990s, Bannon had entered the film business, first as a producer and later as a director whose credits include documentaries venerating Ronald Reagan and the tea party. Those efforts led Bannon into the orbit of the conservative blogger Andrew Breitbart and ultimately put him atop the conservative provocateur’s new empire.

After Bannon’s role with Trump campaign was announced, Shapiro, Breitbart News’ former editor-at-large, penned a scathing post about his onetime boss. “Bannon’s ascension is the predictable consummation of a romance he ardently pursued,” Shapiro wrote. “I joked with friends months ago that by the end of the campaign, Steve Bannon would be running Trump’s campaign from a bunker. That’s now reality. Every nightmare for actual conservatives has come true in this campaign. Why not this one, too?”

Donald Trump Overhauls His Campaign Team. Again.

As Donald Trump loses ground in the polls to Hillary Clinton and his campaign continues to falter, he is once more shaking up his political operation. Declaring “I want to win” in an interview with the Wall Street Journal published early Wednesday morning, Trump announced that he is bringing on veteran Republican pollster Kellyanne Conway as campaign manger and Stephen Bannon, the executive chairman of Breitbart, as chief executive officer of the Trump Team.

Paul Manafort, who has been running the Trump campaign since the ouster of Corey Lewandowski, will continue in his role as campaign chairman, but the reshuffle signals that his authority will be significantly curtailed, if he has not been altogether sidelined. Earlier this week, the New York Times reported that a “secret ledger” listed $12.7 million in cash payments to Manafort from Ukraine’s pro-Russian ruling party, which he advised up until recently. Manafort denied receiving the payments, but his controversial background as a lobbyist who has specialized in representing some of the world’s most notorious strongmen and dictators has dogged him ever since he signed on with Trump. On Wednesday, the Associated Press reported that Manafort and another Trump aide, Rick Gates, had failed to disclose their efforts to influence US policy on behalf of the Ukrainian governing party of Viktor Yanukovych, the country’s ousted leader, possibly circumventing rules requiring “foreign agents” to register with the US government. But it may have been Manafort’s inability to rein in Trump, as much as his past clientele, that led to his de facto demotion.

Conway—whose roster of clients has included Newt Gingrich and Trump’s running mate Mike Pence—has been advising the Trump campaign since at least July. Prior to signing on with Trump, Conway backed his rival Ted Cruz. She served as a strategist for Keep the Promise I, a pro-Cruz super-PAC bankrolled by hedge fund billionaire Robert Mercer that ran attack ads against Trump during the primary campaign, including one blasting the real estate mogul for supposedly supporting government-run healthcare.

Along with Conway, Bannon also has close ties to Mercer, who Politico has reported is a top investor in Breitbart. A Navy veteran and former Goldman Sachs banker, Bannon has no political experience to speak of, though his news outlet has been one of Trump’s biggest cheerleaders throughout the campaign. This has led to some uncomfortable moments for the conservative news outlet, including this spring when Corey Lewandowski roughly yanked then-Breitbart reporter Michelle Fields away from Trump at a campaign rally as she tried to ask the candidate a question. Breitbart went out of its way to bolster the Trump campaign’s version of events, at the expense of its own reporter. Fields ended up resigning and is now a reporter at the Huffington Post.

According to Politico, Bannon has been “quietly advising people around the Trump campaign for months,” an unusual move for a top executive at a news organization covering the presidential campaign. Bannon’s outlet didn’t even get the scoop of his new role with Trump. After the news broke, it ran the AP’s version of the story.

We Actually Know a Lot About How Trump Would Handle Policing and Race

Donald Trump has been routinely criticized for sharing scant details about the policies he hopes to implement as president. But although he’s drawn little attention for it, there is one area where Trump has gotten pretty specific: policing.

In an interview with the Guardian US last October, Trump said he supported federal funding for body camera programs at local police departments. And in a Facebook post following the mass shooting of police officers in Dallas and the shooting deaths of Alton Sterling and Philando Castile at the hands of police, he made appeals to both sides of the debate. He called for the restoration of “law and order” while acknowledging that “the senseless and tragic deaths of two people in Louisiana and Minnesota reminds us how much more needs to be done.” At a rally in Indiana, he pondered whether police officers had shot Sterling and Castile because of poor training.

Still, Trump has called the Black Lives Matter movement “divisive.” And of course there’s the time he threatened to fight members of the movement if they tried to disrupt his rallies. After a Black Lives Matter protester who did just that was assaulted by several Trump supporters last November, the Republican candidate condoned the attack. “Maybe he should have been roughed up,” Trump said. (He has been endorsed by the New England Police Benevolent Association and by conservatives with a range of views on criminal justice reform.)

So what does Trump actually think about the state of policing in America? In fact, he answered in his own words in response to a 33-question survey sent to him by the Fraternal Order of Police earlier this year. The self-proclaimed “law and order” candidate also met with the FOP earlier this month to seek its endorsement. (The FOP also sent the survey to Hillary Clinton, who did not respond.)

Here’s what Trump’s answers to the survey revealed:

Police militarization: Trump said he would repeal President Barack Obama’s executive order banning local police departments from receiving certain kinds of equipment through a federal program that transfers surplus military equipment to local and state police forces. Obama signed the order in May 2015 after public outcry over law enforcement’s aggressive response to protesters in Ferguson, Missouri, in late 2014. (Obama recently said he will review each item on the “controlled equipment list” after law enforcement officials said they needed some of it in the wake of targeted attacks on police officers in Dallas and Baton Rouge.) Trump also said he believes police should receive federal grants with no strings attached. Currently, departments can lose funding if they don’t meet incident reporting requirements or other mandates.

Racial profiling: “Current law and judicial precedent provide a great deal of civil rights protection,” Trump wrote. But he also noted that he would sign anti-racial-profiling legislation like the proposed End Racial Profiling Act “if there is a clear need for edification for certain civil rights that are being violated.” Trump responded to the FOP questionnaire months before the Department of Justice’s damning new report on racist policing in Baltimore. But there were already similarly outrageous DOJ reports on police departments in Cleveland, Ferguson, and Newark, New Jersey, the products of more than a dozen reviews and investigations into local police departments launched by the DOJ under the Obama administration.

Demographic data collection: Trump said he believes police departments “should be aware of the circumstances” of encounters between their officers and the public. If keeping information on the races of people interacting with police “is determined to improve policing,” Trump said, “then that should be part of the protocols officers use.” A major issue raised by police reform advocates in recent years has been the lack of reliable federal data on police shootings and the races of people killed by law enforcement. But the determination of whether to collect such data should be left to department administrators and local elected officials, Trump said.

“Blue lives matter”: Trump said he would push for harsher penalties for crimes against federal law enforcement officers and that he would consider signing bipartisan legislation to make any crime against a police officer a hate crime. (I reported on why that’s a bad idea earlier this year.) But he said he would not sign legislation to label murders or attempted murders a federal offense if the victim is a law enforcement official employed by an agency that receives federal funding. Doing so, Trump said, would effectively make state and local law enforcement agencies—which receive funding from the feds—an extension of the federal government, “which was not intended at the founding” of the nation.

Asked whether he would support legislation to limit the damages a plaintiff could win in compensation for injuries sustained as the result of an arrest after the commission of a felony or violent crime, Trump responded in a fashion more typical of his general lack of specificity. He stated that he would “sign any legislation that is in the best interest of America and Americans.”

The FOP announced that it will vote on which candidate to endorse later this fall.

The Trump Files: When Donald Tried to Shake Down Mike Tyson for $2 Million

Until the election, we’re bringing you “The Trump Files,” a daily dose of telling episodes, strange-but-true stories, or curious scenes from the life of GOP nominee Donald Trump.

Donald Trump often promises to give money to charity, but he’s much better at handing out other people’s cash than his own. So it’s no surprise that Trump once tried to strong-arm boxing legend Mike Tyson into giving him $2 million, ostensibly for charity, in 1988.

That June, Trump hosted Tyson’s heavyweight fight against Michael Spinks in Atlantic City, New Jersey, holding it in an arena next to the Trump Plaza casino. It was part of Trump’s play to become a big-time figure in boxing, but his next move went even further. Less than two weeks after Tyson beat Spinks, Trump announced he was becoming a business adviser to Tyson. Any money he made from the arrangement, Trump claimed at a press conference, would go to charities for fighting “AIDS, cerebral palsy, multiple sclerosis” and “helping the homeless.”

Tyson’s life got increasingly chaotic after the fight. He told reporters he was “burned out” and announced his retirement at age 22. His marriage to Robin Givens was falling apart. (Givens later alleged that Tyson abused her while the two were married.) And he was in the middle of suing his manager, Bill Cayton, whom Trump helped push aside when he slid into Tyson’s circle. But despite the turmoil in Tyson’s personal and professional life, Trump wanted Tyson to fork over the payment for his expert advising services.

“As you are aware, I was very happy to beat Bill Cayton and reduce the ridiculous fees he was getting from you both on his management and personal service contracts,” Trump wrote in a letter to Tyson on October 21, 1988. “Not only was this time-consuming, but tremendous energies and knowledge were displayed—much as you display your energy and knowledge in the ring against an opponent. Over the course of your career, I have probably saved you substantially in excess of $50,000,000 and therefore, the $2 million contribution, all of which will go to worthy charities, is very reasonable. If you could ask your accountants to write a check to the ‘Donald J. Trump Foundation’, I will distribute the money in my name and yours and will let you have a list of the charities which benefited.”

It’s not clear whether Tyson actually made the payment. If he did, Trump might be the only person who benefited. According to BuzzFeed, which reviewed the Trump Foundation’s records in June, the $2 million donation never appeared.

But the demand clearly didn’t hurt Trump and Tyson’s friendship. Trump later publicly suggested striking a deal so Tyson could avoid jail time for rape, and Tyson, who is now Muslim, has even endorsed the GOP nominee despite his Islamophobic stances.

Donald Trump Has a Huge Conflict of Interest That No One’s Talking About

If elected president, Donald Trump would bring with him to the White House unprecedented conflicts of interest, thanks to his sprawling holdings and various debts, including more than $100 million owed to a foreign bank. But his biggest conflict might be the $200 million hotel project Trump’s company is developing a couple of blocks from the White House in the Old Post Office Building, a historic property owned by the federal government and leased to the Trump Organization for 60 years. It seems likely, if not inevitable, that during a Trump presidency the federal government could find itself negotiating with the commander in chief—or his children—over matters relating to the new Trump International Hotel.

Completed in 1899, the Old Post Office is an iconic piece of real estate in a prime downtown DC location on Pennsylvania Avenue. Once the main post office for the District of Columbia, the building subsequently housed federal offices. By 2010, the property—which had escaped demolition in the 1970s due to an outcry by preservationists—was run-down and costing the government millions of dollars a year to operate and maintain. Congress pressured the General Services Administration, which manages the federal government’s facilities, to solicit bids to lease and revitalize the building. In 2012, Trump beat out competitors, including hotel chains Hilton and Hyatt, by offering an enticing deal—at least $3 million a year in rent and a share of the revenue, among other favorable terms—that some of his rivals thought was too good to be true and left little margin for profit. (Some bidders were also surprised that the government awarded this prize real estate to Trump, who at the time was actively stoking conspiracy theories that President Barack Obama was not a US citizen.)

Rival bidder BP-Metropolitan Investors, LLC, a consortium that included Hilton Hotels, angrily appealed the GSA’s decision to award the property to Trump, noting that the real estate mogul couldn’t possibly deliver on the terms of his proposal. At $200 million, his renovation was slated to cost $60 million more than BPM’s proposed overhaul, yet Trump was still pledging revenues to the government that surpassed those offered by his competition. “After a final contract award,” BPM warned in its complaint, “when the Trump revenues promised to GSA are found to be unachievable, the GSA and U.S. taxpayers will be left with an unrealistic economic model and another failed attempt to redevelop the Old Post Office. GSA and the U.S. taxpayers will have no choice but to ‘trade out’ the unrealistic ‘great deal’ it was promised for the far more pedestrian or even more disastrous outcome when it is taken back in default.”

BPM attached to its complaint more than 50 pages of exhibits detailing prior Trump bankruptcies, failed deals, and disgruntled business partners. But the GSA stuck with its decision.

Other critics have noted that, in order to turn a profit, Trump would have to charge exorbitant rates—and there’s no guarantee visitors would pay them in a city crowded with luxury hotels. Washington Post columnist Steven Pearlstein noted in 2012 that “none of the other experienced bidders came anywhere close to Trump’s numbers—and for good reason: They make no economic sense. Industry experts tell me that to justify that level of investment and that rent, Trump would have to fetch average room rates of at least…$750, which is far above the $500-plus average that even the city’s top hotel, the Four Seasons in Georgetown, commands.” At the time, Trump’s daughter Ivanka responded angrily to Pearlstein’s column, saying, “His numbers are pure speculation and, simply put, wrong.” She added, “We wanted to be extremely conservative in our projection and therefore showed achieving a rate less than that of the Four Seasons Georgetown.”

But now it appears that it was Ivanka Trump who was wrong. Pearlstein’s estimate, meanwhile, seems remarkably accurate. The hotel is slated to open on September 12 and is already accepting reservations. On October 18, a random weeknight this fall more than a month after opening, the Trump International’s cheapest room will run $775 a night. (The Trump Townhouse, a 6,300-square-foot two-bedroom suite, will cost $29,000 a night.) That same night, the least expensive room at the Four Seasons hotel in Georgetown, according to that hotel’s website, will be $735. (A one-night stay at the Ritz-Carlton will start at $685.) On some nights, the Trump International will be far and away the most expensive hotel in town, charging as much as three times more than other five-star hotels, such as the Mandarin Oriental. The question becomes whether or not Trump’s hotel can command those prices. If Trump can fill those rooms, the hotel may far exceed the expectations of critics who doubt it can be profitable at the price he paid. But if he can’t, it might spell trouble for the operation—and send Trump’s company back to the GSA seeking better terms that give the hotel a shot at profitability.

Going back to the bargaining table would not be an extraordinary move for a real estate developer—and especially not for Trump, who has frequently sought to change the terms of deals and has bragged of renegotiating debt. (He’s currently trying to renegotiate the presidential debate schedule.) And there are any number of reasons why the Trump Organization might need to haggle with the GSA that go beyond merely the bottom line, such as preserving certain architectural features. But Trump isn’t just a real estate developer. He’s potentially the boss of the very agency his company would be negotiating with. The GSA did not respond to a request for comment about how it would handle a conflict-of-interest issue if Trump becomes president.

Already the Trump Organization has sought to revise certain aspects of the Old Post Office deal. When his company submitted the plan, Trump said he had financial backing from Colony Capital, an investment firm run by his longtime friend Tom Barrack, a California billionaire who is currently serving as one of Trump’s economic policy advisers and helping finance a pro-Trump super-PAC. The Trump Organization later informed the GSA that Colony would not in fact be financing the project and that the organization would instead borrow $170 million from German banking giant Deutsche Bank.

Though historic preservation was an important aspect of the GSA’s decision-making process, the Trump Organization also informed the GSA in February 2013 that it would not be using the architect that it had identified in its proposal, a longtime champion of maintaining the building’s architectural and historical integrity. Since then, Trump’s company has regularly sparred with the government over preservation matters.

Jessica Tillipman, a law professor at George Washington University who specializes in government ethics, said the Old Post Office deal poses a massive conflict of interest for a President Trump. “You’d be kidding yourself if you don’t think the president of the United States has influence over this,” she says. “And he’s taken no affirmative steps to separate himself from this conflict of interest. I don’t know how this is not a bigger issue. It’s crazy.”

Presidents are not subject to the same ethics rules that govern other executive branch employees, but they often take steps, such as setting up blind trusts or handing over control of their assets, to avoid even an appearance of impropriety. But Trump has not been entirely clear on how he would disentangle himself from his complex corporate holdings if he became president. At one point, he suggested he would place his assets in a blind trust “or something.” But he also said this trust would be controlled by his children, who would continue to run his businesses. Blind trusts cannot be controlled by an individual’s family members. Trump’s campaign did not respond to a request for comment on how a conflict of interest with the Old Post Office, or any other property, would be handled.

“People have typically taken steps to silo these different aspects of their lives, because there should not be a doubt in the minds of the American public that the leader of the free world is not going to be putting certain interests over the public’s,” Tillipman says. “And when you haven’t taken affirmative steps, it leaves an open question.”

Donald Trump Is Doing Pretty Well Considering That He Isn’t Advertising At All

There’s been a lot of talk lately about the fact that Donald Trump has so far spent $0 on TV advertising. Here is Jeet Heer:

Hillary Clinton has entered the field with $13 million in Olympics ad spending, but her competitor is nowhere to be seen. Astonishingly, Donald Trump’s campaign is spending zero dollars on Olympics advertising. And it’s not just in Olympics ads that Clinton is winning by default. To date, the Trump campaign has been unwilling to spend one thin penny on television advertising.

….In recent weeks, he’s upped his fundraising game, bringing in more than $91 million. So Trump has the money, he’s just not choosing to spend it. This is further evidence that Trump’s not running a real campaign, but something closer to a scampaign.

Maybe. But does it occur to anyone that this might be a danger sign for Hillary? She’s about 6-7 points ahead of Trump at the moment, which sounds great until you think about the fact that she’s spent $90 million on ads to Trump’s zero. Perhaps the Trump campaign is gambling that ads this far ahead of Election Day don’t have much effect, so he might as well wait until September and then unleash a gigantic blitz. They might even be right. In any case, once he does start advertising, surely that will cut Hillary’s lead.

How much will it cut her lead? That’s a good question, isn’t it?

Donald Trump’s Freefall Captured in Two Scathing Magazine Covers

Two national magazines, The New Yorker and Time, have unveiled strikingly similar cover illustrations this week to depict Donald Trump’s precipitous decline in the polls since the Republican National Convention in Cleveland concluded only three weeks ago.

The covers come amid the latest controversies to hit the Trump campaign. Just this week, the real estate magnate issued a remark that appeared to suggest gun violence against his presidential rival, Hillary Clinton, which he swiftly followed up with the claim that President Barack Obama is the “co-founder of ISIS.” Despite growing calls from Republicans to disavow the real estate magnate and slash the party’s funding of his campaign, Trump has pledged to continue his inflammatory style of campaigning.

But it’s not all doom and gloom! This week’s “rainy days” also brought a rare sunny prediction. Trump appeared finally to acknowledge that he might not make it to the White House, but he presented the election as a win-win, telling CNBC he’d either emerge victorious or take a “very, very nice long vacation.”

How Unpopular Is Trump? Clinton Is Courting Mormon Voters in Utah Now.

When Donald Trump promised to expand the electoral map this spring, he didn’t mean he’d put Utah in play for his Democratic rival. But on Tuesday we got a little bit more evidence of how shaky the GOP nominee is looking in one of the most consistently Republican states in the country. With polls showing a close race in Utah and two third-party candidates looking to siphon off votes from Trump—former CIA officer and Brigham Young University alumnus Evan McMullin entered the race this week—Democratic presidential nominee Hillary Clinton published an op-ed slamming Trump in the Deseret News, the Salt Lake City newspaper published by the Mormon Church.

Trump has struggled to win over some Mormon voters in large part because of his extreme positions on immigrants and his proposal to crack down on adherents of a specific religion, Islam. (Mormons have endured a history of religious persecution.) In her op-ed, Clinton zeroed in on these policies. “I’ve been fighting to defend religious freedom for years,” she wrote, touting her work with former Utah Republican governor (and 2012 presidential candidate) Jon Huntsman, scion of one of the state’s most powerful families, in protecting Christians in China.

Then she twisted the knife, comparing Trump’s proposals to previous instances of state-sponsored discrimination and violence against Mormons:

But you don’t have to take it from me. Listen to Mitt Romney, who said Trump “fired before aiming” when he decided a blanket religious ban was a solution to the threat of terrorism.

Listen to former Sen. Larry Pressler, who said Trump’s plan reminded him of when Missouri Gov. Lilburn Boggs singled out Mormons in his infamous extermination order of 1838.

Or listen to your governor, who saw Trump’s statement as a reminder of President Rutherford B. Hayes’ attempt to limit Mormon immigration to America in 1879.

The Clinton op-ed gets at just how unusual the 2016 campaign has been. Four years after Romney, the first Mormon presidential nominee, won an astounding 72.6 percent of the vote there, the Democratic nominee is invoking Joseph Smith and Brigham Young in a pitch for Utah votes. And it doesn’t even sound that far-fetched at this point.
