How do you save clean energy? This company plans to pump it underground.

New York. California. Hawaii. Colorado. Maine. All of these states and a few others want to get their electric grids running mostly if not entirely on renewable energy in the next few decades. As they ramp up wind and solar farm projects, they’re also going to need ways to store surplus energy to use when the wind isn’t blowing and the sun isn’t shining.

Start-ups focused on energy storage are scrambling for the cash and opportunities to demonstrate that their system will hold more than a few hours worth of charge. Last week, Quidnet, a Houston, Texas-based company, announced that it lined up a contract with the New York State Energy and Research Development Authority to construct a pilot project for its “Geomechanical Pumped Storage” technology.

Quidnet’s system is a new take on pumped-hydro storage, an existing technology that takes excess energy from the grid during periods of low electricity demand and uses it to pump water up a hill from a lower reservoir to an upper reservoir. Later, when energy is needed, the water is released back down to spin a turbine and generate electricity. Pumped-hydro accounts for 95 percent of the existing energy storage used by utilities in the U.S., but most of these systems were built in the 1970s and 1980s. That’s because it’s expensive and politically difficult to set aside enough land in the mountains to build new pumped-hydropower reservoirs.

Joe Zhou, the CEO of Quidnet, said the company’s technology depends on the same supply chains and expertise used by existing pumped-hydro systems, but gets around those stickier land-use problems by pushing the water underground. To “charge” the battery, the system draws excess energy from the grid to suck water from a holding pond into an underground well, where it’s stored under pressure in the rock. When the energy is needed, the water is released and rushes back to the surface, spinning a turbine similar to those deployed in traditional pumped-hydro systems. The pilot project in New York aims to store 10 hours worth of energy.

Zhou said that Quidnet, which is backed by Bill Gates’ Breakthrough Energy Ventures, could deploy these systems in roughly 60 percent of U.S. power markets today, based on the type and structure of rock required for the wells. The conditions are especially ripe in New York. “There’s a tremendous, tremendous energy storage resource in New York. I think it can really help the state advance its clean energy goals,” Zhou told Grist.

Quidnet is one of several companies piloting new energy storage systems across the country. In Vermont, Highview Power plans to build the first liquid air storage project in the U.S that would store more than eight hours of energy, using power from the grid to liquify air and store it in tanks. One of the most anticipated projects is Form Energy’s “aqueous air battery system” in Minnesota, aimed at storing and delivering 150 hours of power to the grid, though how it works remains a bit of a mystery.

Today, with pilot projects that store just 8-10 hours, each of these storage solutions are in hot competition with cheap, efficient lithium-ion batteries, which average around 4 hours of storage. “The closer you play to lithium-ion’s durations, the more lithium-ion can compete,” said Dan Finn-Foley, head of energy storage at the consulting firm Wood Mackenzie. “The reason that all these alternative technologies think that they can catch lithium-ion is due to how the different technologies scale.”

If you have a grid that depends on wind energy and the wind slows down for weeks at a time, you might need hundreds of hours of storage. Increasing the storage capacity of a lithium-ion system is costly; to double it, you need to install another battery, hence doubling the price. Quidnet’s technology, on the other hand, might be able to scale up more cost-efficiently by increasing the size of a surface pond or the volume of a well. That’s how technology like Quidnet’s could ultimately differentiate itself, Finn-Foley explained.

“The fact that they have a pilot program is encouraging,” Finn-Foley said. “You need to be able to show your price point and show your duration and show your efficiencies and demonstrate it. So that’s the next big step, you know, it puts them into the conversation.”

Storms wreak havoc on land. We’re only beginning to understand what they do underwater.

You’ve likely heard about broad trends that scientists are certain will occur as a result of climate change: Plants and animals will be pushed out of their native habitats. Ice sheets will melt, and sea level will rise. Extreme weather events, like droughts and storms, will become more common and more severe.

But go a layer deeper and ask about the effects of those changes on the environment — on plants, animals, and ecosystems at large — and the certainty fades. “There’s been research on climate extremes for a number of years — but it’s the impact research, the impacts on the ecology, that is now catching up with that,” said Stephen Thackery.

Thackery is a lake ecologist at the U.K. Center for Ecology and Hydrology who is part of a team that published a new study in the journal Global Change Biology on the effects of extreme weather on freshwater ecosystems.* He and his colleagues combed through the last 50-plus years of peer-reviewed research to find out what is known, specifically, about how storms can alter phytoplankton communities, or algae, in lakes.

Humans rely on freshwater ecosystems in myriad ways: drinking water, fishing, recreation. Entire regional economies depend on lakes enticing tourists to their shores. A murky lake, or one overtaken by the dangerous blue-green algae cyanobacteria, threatens safety and livelihoods. If we can better predict how extreme weather will interact with lakes, local leaders can use that information to inform adaptation measures and potentially prevent ecological and economic disaster.

Unfortunately, the scientists’ search turned up few studies that could answer that question in the first place. And the reports they did find varied too much from one to the next to draw any firm conclusions.

One problem: When scientists have looked at the effects of storms on lakes, they haven’t been looking at the whole picture. Some storms bring strong winds, some bring heavy rains, others bring both. These events have direct impacts on lakes themselves, like churning up the water and altering water temperatures. But storms also have indirect effects on lake ecology by flushing sediment, fertilizer, and other pollutants from the entire watershed into them. “Lakes are like bowls catching everything that happens within the watershed,” said Jason Stockwell, an aquatic ecologist at the University of Vermont who led the project.

In the study, Stockwell and his colleagues propose a framework that takes both the direct and indirect effects into account. They’re hoping that future researchers adopt that approach instead of isolating and studying one interaction, like how wind on the lake’s surface alters phytoplankton communities.

One of the reasons this kind of multivariable approach has been slow to start is that the technology to measure all of the potential effects of storms — physical, biological, and chemical — is still relatively new. Long-term lake monitoring projects tended to collect data on different aspects of the ecosystem weekly or monthly, not nearly often enough to catch what’s happening in the water during and immediately after a storm hits. Without that resolution in the data, it’s hard to separate whether an observation can be attributed to a storm or is due to some other factor, like a seasonal shift.

There’s evidence that researchers are already shifting their methodologies to address this gap. Stockwell’s colleagues at the University of Vermont are engaged in a long-term research project called Basin Resilience to Extreme Events, or BREE. They are taking that holistic, watershed-scale approach to study the relationship between extreme weather — including storms, heat waves, cold snaps, and droughts — and harmful algal blooms in Lake Champlain, which runs along Vermont’s western border with New York.

BREE actually takes the framework put forth by Stockwell and team one step further, integrating policy and governance into its assessment model. “I can imagine a future state where we can send out a broadcast to recommend farmers don’t spread fertilizer or manure for the next week because we’re expecting heavy precipitation,” said Chris Koliba, a professor of community development and applied economics at the university who is affiliated with BREE. “That’s what this kind of work is starting to reveal.”

Stockwell said that over the past decade or so research on storms has already picked up in other fields, like land ecology, and that aquatic ecologists are starting to catch up. Now that he’s seen how little has been established, Stockwell’s next project is working on trying to determine what a “normal” seasonal trajectory is for phytoplankton communities so that when a storm passes through, he and other researchers will have a better understanding of whether shifts in the communities are due to the storm or are part of a natural progression.

“In freshwater systems, I think it’s starting to take off in a big way now,” Stockwell said “This paper is synthesizing and integrating a lot of information that I think will be a go-to resource.”

Bernie Sanders inspired the Sunrise Movement, now has its endorsement

Sunrise Movement, the group of young climate activists who helped catapult the Green New Deal onto the national stage last year, is feeling the Bern. The organization used its oodles of Gen Z social capital to endorse Senator Bernie Sanders for president on Thursday.

In a statement, Varshini Prakash, the group’s executive director, said she believes a Sanders presidency “would provide the best political terrain” for Sunrise to accomplish its mission of enacting a Green New Deal. It’s no surprise that an organization founded by young adults inspired by Sanders’ presidential run in 2016 would throw its support behind the candidate. But the results of a survey of thousands of the group’s members, published Thursday, made it clear that the group is united behind the Vermont Senator.

Sunrise, which is comprised of a national leadership team and a series of autonomous “hubs” located across the country, started the process of endorsing a candidate last November. The six-week-long undertaking allowed the group’s 10,000 members to cast votes on two questions: should Sunrise endorse a candidate, and who should that candidate be? Eighty-five percent of its members voted in favor of endorsing, and 76 percent voted in favor of Sanders — a decisive victory by any measure. Senator Elizabeth Warren got 17.4 percent of the vote, and the remainder was split primarily among Pete Buttigieg, Andrew Yang, and “no preference.”

Sanders, who was the first candidate to unveil a climate change proposal actually called the Green New Deal, said on Thursday he was “honored” to receive Sunrise’s support. But he’s not the only candidate with a vision for a progressive climate action plan. Warren also has a plan called the Green New Deal and has been endorsed by one of the architects of Congress’s Green New Deal resolution, and all of the Democrats running for president have said they support the general idea of a Green New Deal. “I’m grateful for @SunriseMvmt’s leadership in this fight,” Warren, who clearly is not a sore loser, wrote on Twitter shortly after the group announced its endorsement of Sanders.

Regardless of how committed other candidates say they are to progressive proposals like the Green New Deal, Sanders’ seniority on these issues has made him a magnet for endorsements from progressive groups like Dream Defenders and People’s Action. Most importantly perhaps for the young members of Sunrise Movement, Representative Alexandria Ocasio-Cortez, cosponsor of the Green New Deal resolution that was introduced in the House and rejected by the Senate last year, endorsed him in October.

Bernie Sanders’ ‘Green New Deal’ looks like a trillion bucks (OK, 16 trillion)

Washington Governor Jay Inslee vacated the role of “climate candidate” in the 2020 Democratic presidential primary when he dropped out of the race Wednesday night. By Thursday morning, it appeared Bernie Sanders was poised to fill it.

The Vermont senator unveiled a plan to spend more than $16 trillion in federal dollars on “a ten-year, nationwide mobilization centered around justice and equity” to forestall the climate crisis. He’s calling it — stop us if you’ve heard this one before — the “Green New Deal.”

Yep, Sanders told the New York Times that he’s putting “meat on the bones” of the resolution, introduced in February by New York Congresswoman Alexandria Ocasio-Cortez and Massachusetts Senator Ed Markey, which called for a “10-year national mobilization” to essentially remake the U.S. into a clean-energy economy. The Ocasio-Cortez and Markey version of the Green New Deal (a.k.a. GND original flavor) is currently being constructed by the think tank New Consensus.

Sanders’ version calls for creating 20 million union jobs he says are necessary for averting climate disaster, phasing out fossil fuels by midcentury, providing $200 billion to the United Nations to aid developing countries in slashing emissions, and spearheading new projects in solar, wind, and geothermal energy. According to the senator’s campaign, the plan will pay for itself in 15 years, in part by levying massive taxes on the income of corporate polluters and increasing penalties for fossil-fuel company pollution. And Sanders said he would declare climate change a national emergency, a step that even Inslee was not ready to commit to. Last month, Sanders proposed a congressional resolution to do just that.

The language in Sanders’s plan indicates he’s ready to tussle with Big Oil: He says he would direct his Department of Justice to go after fossil fuel companies for both civil and criminal penalties. So far, cases winding through the state court systems have not been successful at holding the fossil fuel industry accountable.

“They have evaded taxes, desecrated tribal lands, exploited workers, and poisoned communities,” the proposal reads. “President Bernie Sanders will ensure that his Department of Justice and Securities and Exchange Commission investigate these companies and bring suits — both criminal and civil — for any wrongdoing, just as the federal government did with the tobacco industry in the 1980s.”

The 77-year-old presidential-hopeful also plans to ensure a “fair” and “just transition” for fossil fuel workers. Under Sanders’ Green New Deal, the federal government would provide five years of unemployment insurance, a wage guarantee, housing assistance, and job training to “any displaced worker” who loses their job during the transition to a clean-energy economy.

Moreover, Sanders’ plan pitches a ban on hydraulic fracturing — a.k.a. fracking — and mountaintop coal mining. He also plans on establishing a $40 billion Climate Justice Resiliency Fund specifically to help communities of color prepare for climate impacts.

While the Green New Deal of Ocasio-Cortez and Markey calls for transitioning to 100-percent zero-emission energy generation and slashing emissions from transportation “as much as is technologically feasible” within 10 years, Sanders’ plan ups the ante a bit. He calls for eliminating all emissions from the transportation sector by 2030. And while the original resolution doesn’t exclude the use of nuclear power or developing technologies like carbon capture, Sanders’ proposal prohibits so-called “false solutions,” specifically naming nuclear, carbon sequestration, and geoengineering among them.

But while the Green New Deal (original) and its effect in shifting the conversation on climate in politics has been up to this point most closely identified with Ocasio-Cortez, today’s announcement could essentially transfer the concept to Sanders. So if at the next round of debates, fellow candidate and Senator Kamala Harris utters her support for a “Green New Deal”, as she has in the previous two, she’ll essentially be saying she supports Sanders’ plan. It’s his now — both its transformative allure, as well as its heavy price tag.

But at least, according to Sanders’ estimates, he can get the job done for less than 20 percent of what the Republicans say a Green New Deal will cost.

Why Detroit residents pushed back against tree-planting

A landmark report conducted by University of Michigan environmental sociologist Dorceta Taylor in 2014 warned of the “arrogance” of white environmentalists when they introduce green initiatives to black and brown communities. One black environmental professional Taylor interviewed for the report, Elliot Payne, described experiences where green groups “presumed to know what’s best” for communities of color without including them in the decision-making and planning processes.

“I think a lot of the times it stems from the approach of oh we just go out and offer tree plantings or engaging in an outdoor activity, and if we just reach out to them they will come,” Payne told Taylor.

In fact, this is exactly what was happening in Detroit at the time that Taylor’s report came out. In 2014, the city was a few years deep into a campaign to reforest its streets after decades of neglecting to maintain its depleted tree canopy. A local environmental nonprofit called The Greening of Detroit was the city’s official partner for carrying out that reforesting task, which it had started doing on its own when it was founded in 1989. By 2014, TGD had received additional funding to ramp up its tree-planting services to the tune of 1,000 to 5,000 new trees per year. To meet that goal, it had to penetrate neighborhoods somewhat more aggressively than it had in the past and win more buy-in from the residents.

The tree-planters met stiff resistance: Roughly a quarter of the 7,500 residents they approached declined offers to have new trees planted in front of their homes. It was a high enough volume of rejections for such an otherwise valuable service that University of Vermont researcher Christine E. Carmichael wanted to know the reasons behind it.

She obtained data that TGD collected on the people who turned them down, and then visited Detroit to interview staff members and residents. What she found is that the rejections had more to do with how the tree-planters presented themselves and residents’ distrust of city government than it did with how residents felt about trees. Carmichael’s findings (with co-author Maureen H. McDonough) were published last week in the journal Society and Natural Resources.

The residents Carmichael surveyed understood the benefits of having trees in urban environments — they provide shade and cooling, absorb air pollution, especially from traffic, increase property values, and improve health outcomes. But the reasons Detroit folks were submitting “no tree requests” were rooted in how they have historically interpreted their lived experiences in the city, or what Carmichael calls “heritage narratives.”

These are the stories that people from all walks of Detroit life tell themselves and each other about why city conditions are the way they are. The heritage narratives that residents shared about trees in Detroit were different from the ones shared among the people in city government and TGD.

A couple of African-American women Carmichael talked to linked the tree-planting program to a painful racist moment in Detroit’s history, right after the 1967 race rebellion, when the city suddenly began cutting down elm trees in bulk in their neighborhoods. The city did this, as the women understood it, so that law enforcement and intelligence agents could better surveil their neighborhoods from helicopters and other high places after the urban uprising.

The city was chopping down trees at a faster clip at this time. And the city was flying helicopters over their homes at one point — to spray toxic DDT from above on the trees. However, the government’s stated reason for the mass tree-choppings was that the trees were dying off from the Dutch elm disease then spreading across the country. These were competing heritage narratives of the same event — the clearing away of trees in the 1960s. The two narratives are in conflict, but it was the women’s version, based on their lived experiences, that led to their decision to reject the trees today. It’s not that they didn’t trust the trees; they didn’t trust the city.

“In this case, the women felt that [after the race rebellion] the city just came in and cut down their trees, and now they want to just come in planting trees,” Carmichael said. “But they felt they should have a choice in this since they’ll be the ones caring for the trees and raking up the leaves when the planters leave. They felt that the decisions regarding whether to cut down trees or plant new ones were being made by someone else, and they were going to have to deal with the consequences.”

There was distrust not only of the city, but of the tree planters as well, particularly considering how TGD staff stepped to the people in the communities they were plotting on. The Greening of Detroit had 50,000 volunteers (during that 2011-2014 time period), most of them white and not from Detroit. The organization had just one community-outreach person on staff. And that outreach apparently did not include involving neighborhood residents in the planning of this urban-forestry program.

“City residents could request a tree planting in their neighborhood from TGD, but TGD’s green infrastructure staff decided in which neighborhoods to plant trees, as well as tree species to plant and tree maintenance protocols,” reads the paper. “TGD’s green infrastructure staff members committed to maintaining trees for three years after planting, which residents were informed of through door hangers and at community meetings, if they attended such meetings.”

Failing to meaningfully involve the residents in the decision-making is a classic environmental justice no-no. However, from reading excerpts of Carmichael’s interviews with TGD staff members, it’s clear some of the tree planters thought they were doing these communities an environmental justice solid. After all, who would turn down a free tree on their property, given all of the health and economic benefits that service affords? Perhaps these people just don’t get it.

As one staff member told Carmichael in the study: “You’re dealing with a generation that has not been used to having trees, the people who remember the elms are getting older and older. Now we’ve got generations of people that have grown up without trees on their street, they don’t even know what they’re missing.”

However, environmental justice is not just about the distribution of bad stuff, like pollution, or good stuff, like forestry projects across disadvantaged communities. It’s also about the distribution of power among communities that have historically only been the subjects and experiments of power structures.

In 2014, Detroit had an African-American population of 83 percent, and the highest rate of concentrated poverty among the top 25 metros in the U.S., according to the Brookings Institution. This forestry project was ramping up right as the city was in the throes of bankruptcy. These residents may have had different priorities in mind than those carried by the tree-planters who came knocking. Race and class matters in urban greening agendas, as the City of Houston once learned when it failed to survey non-white, lower-income residents for the creation of its parks master plan in 2014.

One Detroit resident whom Carmichael interviewed for her study told her: “You know what, I really appreciate you today because that shows that someone is listening and someone is trying to find out what’s really going on in our thoughts, the way we feel, and I just appreciate you guys. And maybe next time they can do a survey and ask us, if they would like to have us have the trees.”

Monica Tabares, TGD’s vice president of operations and development, said the organization always had a community-engagement process, but other factors complicated their interactions with residents, such as the city’s poor record of tree maintenance.

“Our capacity to fulfill every community partner’s needs was in hindsight a bit more difficult to achieve, and that resulted in some impressions among some individuals about not feeling the inclusion,” Tabares said. “Also, the city itself didn’t have the capacity to bring down dead trees, nor to prune trees, plus the fact that we were now replanting trees in some really decimated areas with no tree canopy. It left people questioning whether they were going to be taken care of. It just didn’t jibe right with all of our resident partners.”

Since talking with Carmichael and learning her study’s findings, Tabares says TGD has made several changes to its program, adding more material involvement of residents in the tree-planting and planning process. The organization now also has four community-engagement members on staff, all of whom live in the city of Detroit, which Tabares said has encouraged more trust from the residents.

“Having people come in and not be from the city and then dictate what goes on — not that we ever did that — but that’s the feeling. So we want people to feel comfortable with our engagement team that’s talking about the benefits of trees,” Tabares said.

The lessons learned from the study are immediately important, given that environmental organizations often partner with cities for these kinds of services. This is especially true when local governments don’t have the funding to do it (as happened in Detroit) or when the federal government shuts down (what’s happening now). Having diverse staffs that reflect the city’s neighborhoods and understand the heritage narratives that run through them matters.

“Heritage narratives are important because they guide actions that are taken,” Carmichael said. “A nonprofit might say tree-canopy decline can be used to justify their approach to educating residents, because there are people who don’t understand the value of trees. But everyone I interviewed understood those benefits, so it’s inaccurate to say that. Ultimately, the feeling was that they were being disenfranchised.”

Democrats might have put a roadblock on the path to a Green New Deal

Thursday was a big day in the U.S. House of Representatives: Democrats took control, Nancy Pelosi regained the gavel as House Speaker, the 116th class of freshman representatives was sworn in, and the new-look legislative body voted on a bill that will fund most government agencies through the 2019 fiscal year and potentially end a two-week government shutdown.

In her first speech as newly elected House Speaker on Thursday, Pelosi singled out climate change as a moral, health, and national security issue. “The American people understand the urgency,” she said. “The people are ahead of the Congress. The Congress must join them.”

But that new budget the House just voted to approve, engineered by Pelosi herself, includes a pay-as-you-go provision that some progressive critics say could hinder attempts at creating sweeping climate legislation. “PayGo,” as it’s known, is a rule that requires any new proposed spending to be balanced out with more taxes or budget cuts before it can come to a vote.

Progressives, environmental groups, and others are displeased with the potential effects of this provision; they say it will stifle the House’s ability to pass big-ticket items like “Medicare-for-all,” tuition-free public college, and, yes, a massive climate-targeted package like a Green New Deal. (Nevermind that such legislation would likely fare poorly in a Republican-controlled Senate.)

On Wednesday, high-profile progressives Alexandria Ocasio-Cortez of New York and Ro Khanna of California said they would vote against Pelosi’s package, arguing it kneecaps the liberal agenda they’ve been championing. “We shouldn’t hinder ourselves from the start,” Ocasio-Cortez tweeted on Wednesday. Vermont Senator Bernie Sanders agreed: “I’m concerned that the concept of PAYGO will make it harder for Congress to address the many crises facing our working families,” he tweeted.

Democratic leaders pushed back, arguing PayGo will decrease the deficit — which is set to balloon over the next decade thanks to the passage of 2017’s GOP-championed tax bill — and restore fiscal responsibility to Congress. They also promised members of the Congressional Progressive Caucus who were on the fence about the bill that PayGo wouldn’t stand in the way of major progressive priorities. Pelosi’s chief of staff, Drew Hammill, argued that a vote against the rules package would result in the Republican-controlled Office of Management and Budget defunding any Democratic initiatives that increased government spending.

Despite dissent from a vocal minority on the left, the Democratic rules package passed 234-197 on Thursday evening. Only three Democratic members, Ocasio-Cortez, Khanna, and Hawaii’s Tulsi Gabbard voted against — a fraction of the 18 votes needed to sink it.

So, does PayGo’s passage mean the end of the Green New Deal and other large-scale progressive legislation?

Not necessarily, according to Justin Talbot-Zorn, senior adviser at the progressive think tank the Center for Economic and Policy Research. “There is a procedural vote through which Congress can suspend the rules and pass legislation,” he said.

The rule could make it more difficult, however, to get people on board with big, expensive agenda items. “It does deter us from being able to do legislation at a scale necessary to do Green New Deal-type legislation,” Talbot-Zorn says. “It emboldens opponents of a Green New Deal; it gives them another argument against it.”

In other words, if progressive Democrats want to push for a large infrastructure investment in, say, green jobs, at some point in the future, they will have to expend more effort to bypass a rule package proposed and approved by their own party.

Or as Talbot-Zorn put it: “If the Green New Deal and major green infrastructure investment is going to be a central plank of the Democratic platform in the House — which it really needs to be — why would we adopt a rules package that would inhibit the passage of that central plank?”

Every year, more cows are milked by robots.

On Monday, newly minted Governor Phil Murphy signed an executive order to rejoin the Regional Greenhouse Gas Initiative (RGGI), a multi-state carbon trading program that aims to reduce greenhouse gases from the power sector.

New Jersey’s former governor (and bona fide bully) Chris Christie had pulled the state out in 2011, saying the initiative increased the tax burden for utilities and failed to adequately reduce greenhouse gases. Murphy said that Christie’s decision to withdraw had cost the state $279 million in revenue.

The state Department of Environmental Protection and the Board of Public Utilities will begin drawing up a game plan to re-enter the pact.

Nine eastern states already participate in RGGI: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New York, Rhode Island and Vermont. Now, New Jersey is joining the fray, and Virginia may soon follow.

“With this executive order, New Jersey takes the first step toward restoring our place as a leader in the green economy,” Murphy said. Jersey shore knows what it’s doing!
