Reuters: Putin-Controlled Think Tank Created Plan to Interfere With US Election

Reuters reports that Vladimir Putin personally directed RISS, a Russian think tank, to develop plans to interfere with the US election:

A Russian government think tank controlled by Vladimir Putin developed a plan to swing the 2016 U.S. presidential election to Donald Trump and undermine voters’ faith in the American electoral system, three current and four former U.S. officials told Reuters.

….The first Russian institute document was a strategy paper written last June that circulated at the highest levels of the Russian government but was not addressed to any specific individuals. It recommended the Kremlin launch a propaganda campaign on social media and Russian state-backed global news outlets to encourage U.S. voters to elect a president who would take a softer line toward Russia than the administration of then-President Barack Obama, the seven officials said.

A second institute document, drafted in October and distributed in the same way, warned that Democratic presidential candidate Hillary Clinton was likely to win the election. For that reason, it argued, it was better for Russia to end its pro-Trump propaganda and instead intensify its messaging about voter fraud to undermine the U.S. electoral system’s legitimacy and damage Clinton’s reputation in an effort to undermine her presidency, the seven officials said.

According to Reuters, there’s no evidence that the Trump campaign colluded in this. It was purely a Russian operation. Nor did the RISS plans say anything about the release of hacked emails. “The officials said the hacking was a covert intelligence operation run separately out of the Kremlin.”

So we have the RISS plan. We have the email hacks, which were far more extensive than initially reported. We have the RT cable network and the Sputnik news agency, which specialized in anti-Clinton stories. We have the Russian troll factory in St. Petersburg writing pro-Trump tweets under hundreds of aliases. We have thousands of Russian Twitter bots to make sure the tweets went viral. We have Fancy Bear and Cozy Bear and dozens of other covert Russian operations. We have Guccifer 2.0. We have DCLeaks.com. And finally, Russia appears to have used Wikileaks—either wittingly or unwittingly—for maximum exposure of all its hacks.

That’s a pretty big operation. Did it work? We’ll never know, but given how close the election was, the answer is probably yes.

During a live press conference broadcast from the Ecuadorian embassy in London via Twitter’s livestream app Persicope, WikiLeaks’ Julian Assange on Monday blasted the recent US intelligence report on Russian hacking during the 2016 election.

“It is, frankly, quite embarrassing to the reputation of the US intelligence services to be putting out something that claims to be a report like that,” Assange said. “This is a press release. It is clearly designed for political effect and US intelligence have been politicized by the Obama administration in the production of this report and a number of other statements.”

Assange called the report a “political attack cannon against Donald Trump” and a way “to defend the reason why the Democratic Party lost.” And he claimed that its true purpose was to bolster certain officials within the Democratic Party and “delegitimize the election of Donald Trump.”

Assange’s press conference comes three days after the US Office of the Director of National Intelligence released a declassified report outlining its assessment of alleged Russian meddling in the 2016 presidential campaign via hacks of US political targets, including the Democratic National Committee and the personal email account of John Podesta, Hillary Clinton’s campaign chairman. The materials were stolen from those organizations by Russian intelligence, according to the report, and then passed to WikiLeaks, but it does not specify whether this occurred through an intermediary. An online persona known as “Guccifer 2.0” claimed credit for the DNC hack and for passing the information along to WikiLeaks and also for providing the material to media outlets and reporters.

“Moscow most likely chose WikiLeaks because of its self-proclaimed reputation for authenticity,” the declassified report stated, adding that the material published by WikiLeaks did “not contain any evident forgeries.” The report stated that Russian intelligence fed the materials to WikiLeaks but didn’t say how, or whether it was through a third-party. The Washington Post reported Thursday night that US intelligence had identified the “actors” involved in getting the materials to WikiLeaks.

Assange has consistently denied that the materials came from the Russian government and addressed the issue again on Monday.

“We haven’t said we know or don’t know our sources,” he said. “We have made one statement, which is that our sources in the US election-related matter are not a state party.” Assange noted the “incredible care” with which WikiLeaks speaks about its sources, but this case “does not sufficiently threaten our sources to make this very bland disclosure.” With a “state” source, however, “we would have a lot less concern in attempting to protect them.”

Assange’s explanation seems to leave the door open that an intermediary passed the material from Russian intelligence to WikiLeaks.

Assange also discussed the penchant for outgoing administrations to destroy information on the way out the door and said WikiLeaks’ recent offer of $30,000 for information that leads to “the arrest or exposure of Obama admin sic officials destroying info sic,” is an effort to preserve information that belongs to the public. He implored government employees with access to data to grab it (not mentioning that doing so is a serious crime).

“Our request to system administrators in the Obama administration, and this goes for other administrations around the world, is take the data,” he said. “Just take it now, keep it under your bed, or with your mother, and then you can give that to WikiLeaks or other journalists at your leisure. Get a hold of that history and protect it because that is something that belongs to humanity and does not belong to a political party.”

Assange blasted President Obama for his administration’s treatment of whistleblowers but said that things weren’t likely to improve under a President Trump.

“While there are some anti-DC elements in the Trump cabinet and a lot in his base, very quickly, based on the history of all previous administrations, the Donald Trump administration will form its own establishment and enter into a power-sharing relationship with the existing powers in DC,” Assange said. “No system of authority likes those who undermine its authority.”

Al Gore and Hillary Clinton appeared side-by-side in a Miami campaign stop that framed the climate-change challenge in an unusually optimistic light.

“Climate change is real. It’s urgent. And America can take the lead in the world in addressing it,” Clinton said. She focused on the U.S.’s capacity to lead the world in a climate deal and as a clean energy superpower in a speech that mostly rehashed familiar policy territory.

Clinton ran down her existing proposals on infrastructure, rooftop solar, energy efficiency, and more, though she omitted the more controversial subjects, like what to do about pipeline permits, that have dogged her campaign.

Though Clinton and Gore largely framed climate change as a challenge Americans must rise to, they didn’t miss an opportunity to jab at climate deniers.

“Our next president will either step up our efforts … or we will be dragged backwards and our whole future will be put at risk,” Clinton said.

Besides Donald Trump, Florida’s resident climate deniers Marco Rubio and Rick Scott got special shoutouts.

“The world is on the cusp of either building on the progress of solving the climate crisis or stepping back … and letting the big polluters call the shots,” Gore said.

The hacker or hackers working under the pseudonym “Guccifer 2.0” released another set of documents Friday, this time posting a series of documents that appear to have been stolen from the internal Democratic Congressional Campaign Committee network. The latest dump includes personal contact information for dozens of members of Congress, along with memos related to a campaign in Florida’s 18th Congressional District, and other internal DCCC documents, and is titled “Guccifer 2.0 Hacked DCCC.”

The hacker(s)’ site had been dormant for nearly a month before the DCCC documents were posted Friday evening, and over the last several weeks multiple news outlets have cited anonymous US government officials as saying that they believe the hacks are not the work of a lone hacker—as the hacker claimed in interviews with Vice News’ Motherboard and Mother Jones, among others—rather they’re the work of Russian intelligence groups or hackers working with the Russian government in an alleged effort to divide Democrats and aid Republican nominee Donald Trump.

On Wednesday, the New York Times reported that US government officials believe the hack, which was first publicly acknowledged by the Democratic National Committee on June 14, was much wider than initially thought, and could have targeted several Democratic political organizations along with the private email accounts of more than 100 Democratic Party officials and other groups.

Shortly after the documents were released Friday, Guccifer 2.0 answered a series of questions for Mother Jones via Twitter direct messaging. Here’s our semi-casual exchange:

The initial release of hacked documents from the DNC, and the subsequent release of nearly 20,000 DNC emails and thousands of attachments by Wikileaks, showed signs that some Democratic Party officials did not like Bernie Sanders and discussed ways to undermine his campaign. The controversy led to the resignation of then-DNC Chairwoman Debbie Wasserman-Schultz and several other top party officials, and cast a shadow over the Democratic National Convention in Philadelphia. The DNC later publicly apologized to Sanders for “inexcusable” behavior of those officials.

The hacker(s) included a message about US elections along with the stolen documents posted Friday: “As you see the U.S. presidential elections are becoming a farce, a big political performance where the voters are far from playing the leading role. Everything is being settled behind the scenes as it was with Bernie Sanders. I wonder what happened to the true democracy, to the equal opportunities, the things we love the United States for,” the hacker(s) wrote. “The big money bags are fighting for power today. They are lying constantly and don’t keep their word. The MSM are producing tons of propaganda hiding the real stuff behind it. But I do believe that people have right to know what’s going on inside the election process in fact.”

How US Cluster Bombs Banned by Most Countries Ended Up in Yemen

On April 29, three adults and a child came across some fist-sized canisters on the ground outside of Baqim, a Yemeni town controlled by Houthi rebels. To the 10-year-old boy among them, they “looked like toys.” Out of curiosity, they picked up the cannisters, which then exploded. All four were injured; a nurse told Human Rights Watch that the child was wounded in the stomach, and one of the adults received injuries to his face, torso, thigh, and crotch. Considering the kind of damage that cluster-bomb submunitions can cause, they’re lucky to still be alive.

Fighter jets from the Saudi Arabia-led coalition have been carrying out strikes against Houthi rebels since late March, when Yemeni President Abdu Rabu Mansour Hadi fled the country. Now, according to two recent Human Rights Watch investigations, they are also using cluster munitions, some supplied by the United States. The first HRW report was published on the heels of mounting concern over the growing toll of civilian casualties from the air campaign—more than 1,800 people have been killed as of late May; at least 135 of them were children. The second report found evidence that US-supplied cluster munitions deployed near populated areas are harming civilians.

Here’s a look at why American cluster bombs, which have been banned by more than 100 countries, are being used in Yemen.

How cluster bombs work: Cluster bombs can be dropped from aircraft or fired from rockets, mortars, and artillery. When they open in mid-air, as many as several hundred submunitions, or bomblets, spread out over a wide area and explode. While the weapons are designed to target military installations and convoys, anyone nearby can be struck. Bomblets that fail to detonate or self-destruct can become de facto land mines. Bombs like those found in Baquim, explains Megan Burke, director of the Cluster Munition Coalition “remain on the ground until someone or something comes along and triggers that explosion.”

Why they’ve been banned: Cluster munitions were first deployed in 1943, when Soviet forces dropped them on German tanks. Due to the danger they pose to noncombatants, they were banned by the Convention on Cluster Munitions, a 2008 treaty signed by 116 nations. Tens of thousands of civilians—a third of them children—have been maimed or killed after encountering the unexploded ordnances in Afghanistan, Cambodia, Kosovo, Iraq, and beyond.

Another week, another instance comes to light of governments targeting peaceful environmental activists. This latest document leak finds that South Korea asked for an assessment from South Africa of whether Greenpeace International Executive Director Kumi Naidoo constituted a “security threat against the president of South Africa during the G20 summit to be held in South Korea.”

The cables are part of a leaked cache from South Africa’s spy agency that shows efforts by a number of countries to keep close tabs on dissenters. The request was made in the run-up to the 2010 summit, and listed Naidoo alongside two other “dangerous persons” who were later arrested during a terrorist raid in Pakistan. In an otherwise unamusing document, Naidoo’s first name is amusingly misspelled “Kimi.”

Another document in the cache alluded to some sort of cooperative effort between the CIA and intelligence agencies in the U.K., Australia, and South Africa “to provide the CIA with a deeper understanding of the potential for ramping up renewable and clean energy in key parts of the world and a better understanding of the collection capabilities and interests on renewables in the UK, South Africa and Australia.” From The Guardian:

The reasons for the CIA’s interest are not clear. It may see climate change as a potential source of conflict and want to explore possible consequences. Some see a potentially more sinister motivation.

A senior US climate scientist, Alan Robock, based at Rutgers University in New Jersey, expressed concern this month that the CIA and other intelligence agencies were funding climate change research to learn if new technologies could be used as potential weapons.

The document casting Naidoo as a potential terroristic threat puts South Korea among a host of governments recently discovered to be targeting Greenpeace. The Indian government cracked down on the group, as well as other international environmental NGOs, ahead of Obama’s recent visit to the country, and the Royal Canadian Mounted Police, irked by the group’s anti-Keystone activism, named Greenpeace alongside the Sierra Club and Tides Canada in a leaked document outlining potentially violent threats to Canadian infrastructure.

Environmental activists have also faced some heat in the States recently. Grist’s own Heather Smith wrote last month that FBI agents have been paying visits to anti-Keystone activists, asking for information while also saying that there’s no investigation underway. Bloomberg reported this week that the intelligence behind those FBI visits could be coming from TransCanada, the company that wants to build the Keystone XL pipeline. Reporter Isaac Arnsdorf writes that local authorities along the pipeline’s route had been warned that homegrown extremists were targeting the project:

That risk assessment, laid out in documents obtained through open-records requests, wasn’t provided by law enforcement. It was provided by TransCanada Corp., the Calgary-based company that has waged a long campaign to sell America on Keystone XL and the Canadian crude it would carry. President Barack Obama vetoed Congress’s approval of extending the pipeline, but the fight is far from over.

Few understand the threats facing corporations better than corporations, and few could argue with putting safety first. Yet the alarms TransCanada raised in Nebraska … were part of a broad campaign for Keystone XL, the documents suggest. Time and again, in private e-mails and closed-door meetings with federal, state and local law enforcement, the Canadian company characterized peaceful opponents engaged in constitutionally protected protest as dangerous radicals or worse. …

TransCanada representatives have met with law-enforcement officers in at least two states. Hundreds of pages of meeting logs, police e-mails and other documents obtained by Bloomberg suggest TransCanada provided intelligence on protesters’ activities and, at times, helped guide law enforcement’s response.

Kumi “Kimi” Naidoo, for his part, said he wasn’t particularly surprised that spy agencies were keeping tabs on him. “Sadly, the assumption that we make, especially after the Edward Snowden leaks and the Wikileaks information came out, is that we are heavily monitored and under constant surveillance,” he told Al Jazeera. “But it’s one thing assuming that it’s happening; it’s a little numbing and chilling to have it confirmed.”
