Paul Ryan’s Middle-Class Tax Hike

In Paul Ryan’s budget roadmap, he lays out a “goal” of reducing the top tax rate from 39.6 percent to 25 percent. That’s a big tax cut for the rich! Is it possible to do this while (a) keeping total tax revenue the same and (b) not raising taxes on the middle class to make up for it?

You may recall that we had this argument during the 2012 campaign, when Mitt Romney insisted he could do this by closing various loopholes but refused to say which loopholes he would close. That didn’t stop America’s tax analysts from digging into the numbers, though, and they concluded that his plan was impossible. The arithmetic just didn’t work. And since Ryan’s plan is even more aggressive than Romney’s, there’s really no chance it will work either. If Ryan really wants to cut the top rate to 25 percent, then one way or another, the middle class is going to pay more.

Greg Sargent says Democrats are salivating at this thought:

I’m told that national Democrats are planning to mount a major campaign to hammer Republican candidates — particularly ones in swing areas — over a specific aspect of the Paul Ryan budget: The possibility that it could result in middle class tax hikes.

….When Romney found himself caught in this trap, it was devastating for him, because it perfectly laid bare the core priorities animating the GOP. It showed that the party was so committed to reducing tax rates on the rich — already a deeply unpopular position — that it was willing to further burden the middle class if necessary to do so, which would have been even more unpopular.

….And so, Dems are hoping to use the Ryan budget to ensnare Republican candidates, particularly ones in marginal districts, in the same trap that tripped up Romney. Only this time it could potentially be worse. After all, last time Republicans had just routed Democrats in the 2010 elections, and could plausibly argue that core questions about tax fairness, the size of government, and who should pay for it hadn’t been settled by the electorate. But now Republicans have committed themselves to this same set of policies and priorities after running on them in a presidential race and multiple Senate and Congressional elections and losing decisively across the board.

Well, we’ll see. It was never clear to me just how devastating this really was for Romney, though. The problem is that there’s nothing concrete to point to. The “middle-class tax increase” is the result of a bunch of calculations in a white paper, and that’s a little hard to get people riled up about. If it becomes an issue, Ryan will just do the same thing that Romney did: insist that the details will work out eventually, turning the whole thing into a tedious he-said-she-said spat between Democrats and Republicans. It will probably get tuned out pretty quickly.

So….I’m not sure about this. It might work, I guess. A juicy tax cut on the rich is never an easy thing to defend, regardless of how the numbers work out. I’m just not sure it’s a killer attack.

When I was a kid obsessed with military aircraft, I loved Chicago’s O’Hare airport. If I was lucky and scored a window seat, I might get to see a line of C-130 Hercules transport planes parked on the tarmac in front of the 928th Airlift Wing’s hangars. For a precious moment on takeoff or landing, I would have a chance to stare at those giant gray beasts with their snub noses and huge propellers until they passed from sight.

What I didn’t know then was why the Air Force Reserve, as well as the Air National Guard, had squadrons of these big planes eternally parked at O’Hare and many other airports and air stations around the country. It’s a tale made to order for this time of sequestration that makes a mockery of all the hyperbole about how any spending cuts will “hollow out” our forces and “devastate” our national security.

Consider this a parable to help us see past the alarmist talking points issued by defense contractor lobbyists, the public relations teams they hire, and the think tanks they fund. It may help us see just how effective defense contractors are in growing their businesses, whatever the mood of the moment.

Software Patents: A Test Run for Bipartisan Cooperation?

Ramesh Ponnuru writes in the New York Times today that Republicans need to stop idolizing Ronald Reagan’s policies, which were great in the 80s but no longer address the problems we face now. The truth is that income tax rates are low enough already and the Fed has inflation well under control. Today we have to deal with growing income inequality and rising healthcare costs. The answer, Ponnuru suggests, can be found in things like lower payroll taxes, child tax credits, reforming the tax subsidy for employer health insurance, and adopting NGDP level targeting at the Fed. And this:

The Republican economic program of the 1980s also fought against government-imposed restrictions on economic activity: decontrolling energy prices, for example. Today we should target different restrictions. Software patents have become a source of unproductive litigation that entrenches large tech companies and inhibits creativity. Republicans shouldn’t support those patents. Economic growth has to trump corporate executives’ campaign donations.

As usual, when the subject is anything other than abortion, Ponnuru makes some sharp points. Most of them, however, the Republican Party isn’t really ready to hear yet. But what about that last one? There are, obviously, some powerful corporate interests who really don’t want to see us make changes to our intellectual property regime. And I suppose that dooms any effort at patent reform. Still, this is something that a lot of liberals would like to see happen, and as Ponnuru points out, it’s also a good fit for a party that wants to see less economic regulation and more entrepreneurship. Surely there ought to be at least some chance of a bipartisan effort here?

For what it’s worth, it’s also something that lends itself fairly well to talk radio mockery. They patented a button? Rounded corners? WTF? It seems like there are some real possibilities there for anyone of either party who’s more interested in getting something useful done than in scoring partisan points. I’m not sure how many of those we have these days, but surely at least a few?

GAO adds climate change to list of fiscal risks to the government

The U.S. Government Accountability Office is basically the definition of bureaucracy. It is bureaucrats on bureaucrats on bureaucrats, probably organized into an Excel-like matrix of desks. The GAO will not order lunch before assembling 14 accountants to do an overview of the competing economics.

This morning, it released a 275-page report (short, by its standards) in its “High-Risk Series,” addressing the main economic risks the government faces. It’s an update to the agency’s 2011 offering, noting that two problems cited then (interagency contracting, IRS modernization) are no longer high risks. You know what does pose a high risk to the government’s fiscal health? Climate change. From the report [PDF]:

This year, GAO has added two areas.

Limiting the Federal Government’s Fiscal Exposure by Better Managing Climate Change Risks. Climate change creates significant financial risks for the federal government, which owns extensive infrastructure, such as defense installations; insures property through the National Flood Insurance Program; and provides emergency aid in response to natural disasters. The federal government is not well positioned to address the fiscal exposure presented by climate change, and needs a government wide strategic approach with strong leadership to manage related risks.

Mitigating Gaps in Weather Satellite Data. Potential gaps in environmental satellite data beginning as early as 2014 and lasting as long as 53 months have led to concerns that future weather forecasts and warnings—including warnings of extreme events such as hurricanes, storm surges, and floods—will be less accurate and timely. A number of decisions are needed to ensure contingency and continuity plans can be implemented effectively. [Ed. – We’ve covered this before.]

That “managing climate change risks” wasn’t seen as high risk in 2011 is a little alarming, but then, the GAO isn’t known for leaping into action.

There’s a reason the GAO calls the issue high-risk: The government’s efforts to combat it have been haphazard.

In 2009, we recommended that the appropriate entities within the Executive Office of the President develop a strategic plan to guide the nation’s efforts to adapt to climate change, including the establishment of clear roles, responsibilities, and working relationships among federal, state, and local governments. In September 2012, we recommended, among other things, that FEMA develop a methodology to more accurately assess a jurisdiction’s capability to respond to and recover from a disaster without federal assistance. FEMA concurred with this recommendation. Some actions have subsequently been taken, including the development of an interagency climate change adaptation task force. However, a 2012 NRC report states that while the task force has convened representatives of relevant agencies and programs, it has no mechanisms for making or enforcing important decisions and priorities.

In May 2011, we found no coherent strategic government-wide approach to climate change funding and that federal officials do not have a shared understanding of strategic government-wide priorities.

This, the GAO suggests, should be fixed. How? See pages 72 to 74. Improve insurance programs, offer assistance to state and local governments, and fix those goddamn satellites.

I’ll say this: If the GAO can do for climate change preparedness what it did for modernizing the IRS, we’re in good hands. Just look at how well the IRS runs these days.
