America’s top energy regulator says the solar panels that are proliferating on rooftops all over the country could protect against power outages triggered by terrorists.

From Bloomberg:

The U.S. power grid is vulnerable to terrorist attacks, and the growing use of rooftop solar panels will provide protection against lengthy blackouts, the chairman of the U.S. Federal Energy Regulatory Commission said.

“It wouldn’t take that much to take the bulk of the power system down,” FERC Chairman Jon Wellinghoff said [Wednesday] at the Bloomberg New Energy Finance summit in New York. “If you took down the transformers and the substations so they’re out permanently, we could be out for a long, long time.”

Distributing generation units more widely on the grid, such as by deploying fuel cells and rooftop solar panels, will help consumers avoid blackouts. The trend also threatens to cut into revenue that utilities count on to maintain the transmission system, he said.

“A more distributed system is much more resilient,” he said. “Millions of distributed generators can’t be taken down at once.”

Nice to know that solar panels aren’t just saving us from deadly fossil fuel emissions. They’re also ready to step up as superheros and protect Americans from bad guys.

After heroic feats of arithmetic and a your-guess-is-as-good-as-mine interpretation of opaque rules and guidelines, millions of Americans will file their taxes by this Monday, April 15th.

Then there’s the bad news.

For anyone who takes a peek at where his or her income tax dollars are going, Tax Day can be maddening. Outsized chunks of our taxes fund the military, rising healthcare costs, and interest on the federal debt. Comparatively tiny amounts go to education, science, alternative energy, and the environment.

Category by category, this is contrary to what Americans want—and what we the people want is pretty clear. Despite near-constant news about how polarized our nation is, a careful look at opinion polls indicates that a strong majority of Americans actually have a coherent to-do list for Washington: we want more jobs, smaller deficits, more education funding, reduced reliance on fossil fuels, higher taxes on the wealthiest, plus—the kicker—Medicare and Social Security benefits preserved. You know, it’s the typical story of wanting to have our cake and gobble it down, too. Right?

Wrong. What’s virtually unacknowledged is that all these things could be done at once. Far from being an impossible set of demands, the collective opinion poll version of the wisdom of the American people is, in fact, a smart set of solutions—or at least it would be, if we had a government capable of following our wishes. That collective wish list would address most of this nation’s urgent challenges, while making us smarter, safer, healthier, less indebted, and better invested in our long-term future. Here’s how.

The Washington Post wins April’s Least Surprising Headline of the Month award with this entry today:

On a serious note, it’s actually an interesting piece. The Post worked with the International Consortium of Investigative Journalists, which somehow obtained 2.5 million records created by a couple of offshore companies. “Among the 4,000 U.S. individuals listed in the records, at least 30 are American citizens accused in lawsuits or criminal cases of fraud, money laundering or other serious financial misconduct.” It’s worth a read to get an idea of what kinds of scams and frauds get hidden by these tax havens.

Navy Admiral Samuel J. Locklear III, chief of U.S. Pacific Command, doesn’t look like your usual proponent of climate action. Spencer Ackerman writes at Wired that Locklear “is no smelly hippie,” but the guy does believe there will be terrible security threats on a warming planet, which might make him a smelly hippie in the eyes of many American military boosters.

Everyone wants him to be worried about North Korean nukes and Chinese missiles, but in an interview with The Boston Globe, Locklear said that societal upheaval due to climate change “is probably the most likely thing that is going to happen … that will cripple the security environment, probably more likely than the other scenarios we all often talk about.’’

“People are surprised sometimes,” he added, describing the reaction to his assessment. “You have the real potential here in the not-too-distant future of nations displaced by rising sea level. Certainly weather patterns are more severe than they have been in the past. We are on super typhoon 27 or 28 this year in the Western Pacific. The average is about 17.”

Locklear said his Hawaii-based headquarters — which is … responsible for operations from California to India — is working with Asian nations to stockpile supplies in strategic locations and planning a major exercise for May with nearly two dozen countries to practice the “what-ifs.”

Locklear isn’t alone in his climate fears. A recent article by Julia Whitty takes an in-depth look at what the military is doing to deal with climate change. A 2008 report by U.S. intelligence agencies warned about national security challenges posed by global warming, as have later reports from the Department of Defense and the Joint Chiefs of Staff. New Defense Secretary Chuck Hagel understands the threat, too. People may be surprised sometimes, Adm. Locklear, but they really shouldn’t be!

Will not-a-dirty-hippie Locklear’s words help to further mainstream the idea that climate change is a serious security problem? And what all has the good admiral got planned for this emergency sea-rising drill in May?
