Can We Please Kill Off the Kabuki in the Press Room?

Things are a bit slow this morning, so I want to replay for you a Twitter conversation with CNN’s Jake Tapper. The subject is Jonathan Karl of ABC News, who harassed press secretary Josh Earnest earlier this week over President Obama’s picks as ambassadors to Argentina and Hungary. Neither one has any special diplomatic experience, and one of them is a former producer for a soap opera:

Kevin Drum: Why? Is anything really gained by this daily kabuki in the press room?

JT: why what? why is it worth challenging people in power about questionable decisions?

KD: It’s kabuki. Everyone knows the answer. It’s happened forever. Earnest wasn’t going to answer. Why waste the time?

JT: i guess i dont think trying to hold those in power accountable is a “waste of time.” have a great day

Tapper’s point is pretty easy to understand, and my colleague Nick Baumann agrees with him. There’s a long tradition of rewarding big campaign contributors with cushy ambassadorial posts in spite their fairly visible lack of qualification. There’s not much excuse for this, so why not demand to know why Obama is doing it?

But here’s my point. This is yet another example of a bad habit that the White House press corps engages in constantly: faux confrontation over trivia that gets them camera time and kudos from late-night comedians, but is, in reality, completely pointless. Jonathan Karl knows perfectly well why these two folks were appointed. They raised lots of money for Obama. Josh Earnest knows it too. This stuff has been going on forever. But Karl knows something else: Earnest is a spokesman. He’s flatly not allowed to fess up to political stuff like this, and he’s just going to dance around it.

This is why I called it kabuki. If this were actually an important topic where there was some uncertainty about the answer, then confrontation would be great. I’d like to see more of it for truly important stuff. But is Karl’s investigative reputation really enhanced by an inane kindergarten round of “let’s pretend” with whatever poor schmoe happens to be at the press room podium? Is this truly an example of “holding those in power accountable”?

I really don’t see it. Then again, maybe Karl is working on a whole segment about the ridiculous practice of rewarding supporters with cushy diplomatic posts in fashionable countries. Or maybe even a segment asking why countries even bother having ambassadors in high-profile capitals where they serve precious little purpose anymore. If that’s the case, then maybe the questions made sense.

But purely as confrontation? Please. Dignifying this silliness as “challenging people in power” is like calling a mud fort an infrastructure project. It really doesn’t deserve any props.

UPDATE: Hmmm. Apparently Tapper and some others interpreted my initial tweet as referring to the entire concept of the press briefing. So to some extent, this is a misunderstanding. Obviously I don’t object to the general practice of holding briefings (though I wish reporters would boycott all the “background” briefings). I just object to the habit of peppering White House flacks with questions about trivial topics that everyone knows the answer to. It seems more designed to get YouTube kudos than to truly challenge anyone in power.

The Race to Save the World’s Chocolate

Blame climate change. Or pestilence. Or China’s Westernizing taste in candy. Blame, perhaps, Ebola.

Regardless, the world is running out of chocolate. In 2013, the world consumed about 70,000 metric tons more cocoa than it produced. And now, Mars, Inc. and Barry Callebaut—two of the world’s biggest manufacturers of chocolate goods—are warning that by 2020, that consumption-over-production number could increase to 1 million metric tons (a fourteen-fold bump). “Chocolate deficits, whereby farmers produce less cocoa than the world eats, are becoming the norm,” The Washington Post reported. We are in the midst of what may be “the longest streak of consecutive chocolate deficits in more than 50 years” and analysts say it’s only going to get worse.

What will that mean for the average chocoholic? Chocolate could not only become more expensive; confectioners could also start extending their chocolate supplies by combining cacao with other ingredients like vegetable fat and flavor chemicals.

Why Scott Walker Might Be Our Next President

In 2012, I basically considered Mitt Romney a shoo-in for the Republican nomination. I figured that he’d hoover up most of the moderate votes—and despite all the breathless press accounts, moderates still account for at least half of GOP voters—plus a share of the tea partiers, and that was that. The rest of the field would destroy each other as they fought over their own sliver of the tea party vote, eventually leaving Romney battered and unloved, but triumphant.

Sure enough, that’s what happened. But I don’t see a strong moderate in the field right now. I suppose Jeb Bush and Chris Christie come the closest, but even if they run, they strike me as having some pretty serious problems. Romney was willing to adopt tea party positions across the board, even as he projected a moderate, adult persona, but neither Christie nor Bush will kowtow in quite that way. That’s going to cause them problems, and Christie’s fondness for showy confrontations is going to be an additional millstone around his neck. Either one might win, but neither seems like an especially likely nominee to me.

All this is a long way of explaining why I think Scott Walker is the frontrunner. He has a record of governance. His persona is relatively adult. He doesn’t say crazy stuff. Relatively speaking, he’s attractive to moderates. But at the same time, the tea partiers love him too. The big strike against him, of course, is that he’s lousy on TV. He’s a terrible public speaker. And he’s just boring as hell. However, Ed Kilgore perfectly explains why this doesn’t make him another Tim Pawlenty or John Kasich:

This is why Walker is so very commonly compared to Tim Pawlenty in 2012; the Minnesotan was perfectly positioned to become the most-conservative-electable-candidate nominee in a large but shaky field. And he wound up being the first candidate to drop out, before a single vote (other than in the completely non-official Ames Straw Poll) was cast. His sin was congenital blandness, and the defining moment of his campaign was when he all but repudiated his one great zinger: referring to the Affordable Care Act as “Obamneycare.”

But TPaw’s demise does point up one big difference between these two avatars of the Republican revival in the Upper Midwest: nobody suspects Scott Walker may be too nice for his party. He may be bland, and a bad orator, but his bad intent towards conservatism’s enemies is unmistakable. He’s sorta Death by Vanilla, or a great white shark; boring until he rips you apart. I think Republican elites get that, and it excites them. But how about voters?

Mitt Romney managed to base nearly his entire campaign on hating Barack Obama more than anyone else. It worked. Whenever someone started to score some points against his sometimes liberalish record in Massachusetts, he’d just launch into an over-the-top denunciation of Obama and the crowd would go wild. Walker can do the same thing, but without the artifice. Unlike Romney, he really has been fighting liberals tooth and nail for the past four years, and he has the scars to prove it. This will go a long, long way to make up for a bit of blandness.

Besides, it’s worth remembering that people can improve on the basics of campaigning. Maybe Walker will turn out to be hopeless. You never know until the campaign really gets going. But if he’s serious, he’ll get some media training and start working on developing a better stump speech. A few months of this can do wonders.

Predictions are hard, especially about the future. But if he runs, I rate Walker a favorite right now. If his only real drawback is midwestern blandness—well, Mitt Romney wasn’t Mr. Excitement either. Walker can get better if he’s puts in the work. And if he does, he’ll have most of Romney’s upside with very little of the downside. He could be formidable.

Vermont Is Kicking Everyone’s Ass at Signing Up People for Obamacare

Which states are doing the best at signing up people for Obamacare? Business Insider has a state-by-state chart here showing the number of people who have completed the process 100 percent: they’ve actually chosen a specific plan and officially enrolled their families. But I figure a better measure of activity is the number of people who have completed an application and been confirmed eligible to purchase private insurance via the exchange. They still have the final enrollment step left, but they’ve obviously navigated everything successfully, which is a good measure of how smoothly things are rolling out.

The chart below shows the results for 49 states (there’s no data for Massachusetts). States in red are running their own websites. States in blue are using the federal website. Vermont and Kentucky are way ahead of everyone else, and demonstrate how well the Obamacare rollout is doing in places where the website is working and the state government is doing a good job of marketing and operations. Raw data comes from today’s HHS report.
