Rice paddies providing respite for birds in drought-ravaged California

Water is in dangerously short supply in California, and most of the state’s wetlands have disappeared. So where are all those migratory birds traveling the congested Pacific Flyway supposed to stop for a rest and a feed?

Here come rice farmers to the rescue.

Rice farms are sometimes criticized for using a lot of water. But much of that water is released back into rivers and streams after the growing season. And it is the temporary layer of funky water that makes these fields, found the world over, potential habitat for wildlife.

Experiments led by University of California at Davis researchers have found that salmon fry raised in inundated rice fields grow faster and stronger than their cousins maturing in faster-flowing rivers. The muddy fields also resemble wetlands where birds naturally congregate.

The Nature Conservancy is taking advantage of the wildlife-nurturing potential of rice paddies, partnering with growers to provide “pop-up” habitat for migratory birds. Here’s KQED’s Quest with the details:

Winter is always a busy bird season at Douglas Thomas’s rice farm in Olivehurst, California, about 40 miles north of Sacramento. …

The birds come here because Thomas keeps his rice fields flooded in December and January. The water decomposes the rice straw leftover from last year’s harvest.

Normally, at the end of January, “we would let our water go and start trying to dry our fields out because the lake that’s in front of us has to be dry enough to drive a tractor in it and then we’ve got to seed it,” he says.

But not this year. Thomas is leaving water on his fields a little longer as part of an experimental project with The Nature Conservancy, designed to provide extra habitat for the birds when they need it most. …

The group is paying farmers to create about 10,000 acres of these temporary wetlands in February and March. The bidding process is secret, but bids came in both above and below $45 per acre, the payments some farmers get from federal conservation programs.

The approach is particularly valuable in California’s Central Valley. About 95 percent of wetland habitat has been lost during the past two centuries in the once wildlife-rich landscape, replaced by earthen levees constructed alongside rivers to protect farms and homes from natural flooding.

Last week, President Barack Obama laid out his new housing plan, emphasizing the importance of safe, simple, affordable mortgages. But lawmakers in his own party are working against him, trying to gut historic new safeguards on home loans.

A new mortgage rule issued by the Consumer Financial Protection Bureau (CFPB) that takes effect January 1 limits fees on new home loans to three percent. The regulation is “one of the most direct and important responses to the mortgage crisis,” Sen. Elizabeth Warren (D-Mass.) and Rep. Maxine Waters (D-Calif.) argued in a recent editorial in American Banker. But 12 House Democrats and Sen. Joe Manchin (D-W.Va.) have joined with Republicans to cosponsor bills that would eviscerate the new cap and clear the way for lenders to steer Americans into riskier, higher-cost loans.

There Is No Such Thing As NSA-Proof Email

Since last June, when Edward Snowden tore the veil off the National Security Agency’s vast data dragnet, Americans have been flocking to ultrasecure email services in the hopes of keeping the government out of their private business. Use of the most popular email encryption software, PGP, tripled between June and July, while revenue for the data-encryption company Silent Circle has shot up 400 percent.

But even these services may not be able to protect your email from government prying. That fact came into stark relief last Thursday, when Lavabit, the secure email service used by Snowden, abruptly shut down. Lavabit’s 32-year-old founder, Ladar Levison, issued a statement saying he pulled the plug because he didn’t want to be “complicit in crimes against the American people.” He has since given up using email entirely, and he urges others to consider doing the same. “I would strongly recommend against entrusting your privacy to a company with physical ties to the United States,” he told Mother Jones. “I honestly don’t think it’s possible to provide a secure service in this country.”

Levison, who is reportedly under federal gag order, declined to elaborate (though he opined, based on his experience, that we’re a “whisper’s breath away” from becoming a society where all electronic communications are recorded and scrutinized by the government). But according to other industry insiders and cybersecurity experts, there’s good reason to be wary of transmitting sensitive information via email—even if your provider claims to have iron-clad safeguards.

Tech giants, such as the Microsoft subsidiary Hotmail, regularly hand over data to the government. In fact, in the last eight months of 2012 (the most recent period for which data is available), Hotmail, Google, Facebook, and Twitter provided law enforcement authorities with information on more than 64,000 users. And that doesn’t include responses to secret national security letters ordered by the Foreign Intelligence Surveillance Act Court, or FISA.

Secure emails services, such as Lavabit, are supposed to guard against this kind of snooping (as well as hackers and phishers) by encrypting email messages—turning them into gibberish that can only be read by people who have a password, or “key.” Theoretically, in most cases, the email provider can’t even decipher the contents, much less government agencies. But even the most secure email systems don’t completely encrypt “metadata,” the bits of identifying information that accompany messages, such as the sender’s name and IP address; the subject line; and the date and time the message was sent. Matthew Green, an encryption expert at Johns Hopkins University, says the government can tell a lot about a person from these details. “If you can map out who someone has talked to, that’s almost as useful as knowing what they were talking about,” he explained, “especially if you’re trying to map out a criminal conspiracy or find out who leaked information from reporters.”
