Global carbon emissions are on the rise, but don’t let that dash your hopes

Carbon dioxide, that invisible, earth-warming gas you keep hearing about, is anticipated to hit an all-time high in 2018. Emissions are expected to rise by 2.7 percent this year, according to new research. That’s compared to a 1.6 percent rise in 2017 and a plateau between 2014 and 2016.

What’s behind this disturbing shift? A rise in coal usage, particularly in India and China, as well as the United States’ continued dependence on oil and gas. That’s according to two studies published Wednesday by the Global Carbon Project, a group of 100 scientists from around the world. Unveiled the same week as the United Nations climate change conference in Poland, the new research puts in sharp perspective just how far the world still needs to go to address carbon emissions, even with renewables booming.

“The growing global demand for energy is outpacing decarbonization for now,” Corinne Le Quéré, a French-Canadian climate scientist and lead author of the research, said in a statement. “This needs to change, and change quickly.”

There’s a lot a stake with this spike in emissions. Most recently, the United Nations IPCC climate report warned of a societal and ecological collapse if we don’t keep the world below 2 degrees C warming. When it comes down to it, climate change means the loss of lives — as emissions go up, we’ll see more intense heatwaves, hurricanes, and wildfires.

It all sounds pretty grim, but some of the same researchers behind these reports found things to be optimistic about. Le Quéré, along with former U.N. climate office head Christiana Figueres and other climate experts, authored an analysis in Nature of the Global Carbon Project’s findings. What we’ve achieved so far, they write, seemed “unimaginable a decade ago.” Here are the roses among the thorns:

  1. “If current trends continue, renewables will produce half of the world’s electricity by 2030.”

The future is renewable. This isn’t just a hopeful thought — it’s already poised to be. The cost of solar has dropped a whopping 80 percent in the past decade, and renewables are now cheaper than coal. We already have a lot of the systems in place to shift the world away from gas and oil. Worldwide, more than half of new capacity for generating electricity is renewables.

Developing countries are leading the way on this one; in many, renewables account for the majority of new power generation. Now, the world’s developed nations (the largest polluters) need to catch up.

  1. “Big batteries will spread beyond utilities.”

Renewables have some issues to work out — namely, how to keep delivering power even when clouds cover the sun and the wind stops blowing. The good news is that batteries offer a promising solution for beautiful, continuous power storage. They’ve certainly come a long way from the tiny, forgotten devices scattered about the catch-all drawer in your kitchen: Battery technology is quickly improving, and the price of battery storage is anticipated to halve by 2030.

Advances in battery technology have led to demand for electric vehicles, and many car manufacturers are shifting over. The transition to batteries will allow “developing regions to leapfrog the need for fossil-fuel power plants and conventional distribution grids, just as mobile phones overtook landlines,” according to the commentary.

  1. Most U.S. citizens live in a jurisdiction that still supports the Paris goals.”

National governments in key countries like Brazil and the United States threaten to undermine global progress on climate change. The good news is that local governments and businesses are stepping up their game. After President Trump announced his intent to withdraw the United States from the Paris Agreement, thousands of city officials promised to stick with the country’s original goals.

As the Nature analysis notes, “globally, more than 9,000 cities and municipalities from 128 countries, representing 16 percent of the world’s population, have reiterated their commitment to the Paris Agreement.” On top of that, more than 6,000 companies around the world have committed to the climate agreement, and 1,400 companies have factored a price on carbon into their business plans.

As global leaders now meet in Poland to determine how to hold onto a quickly destabilizing world, the task at hand is clear — at least in the abstract. The commentary states that the transition to renewables is “an economic imperative and an ecological necessity” and calls upon leaders to “accelerate that momentum and keep everyone on board.”

The election cleared the way for bold climate policy in these 6 states

Most of the climate-related coverage of this week’s midterm elections was pretty pessimistic. But if you dig down to the state level — the true hotbed of climate policy in the Trump era — the results were much brighter, even hopeful.

Climate-friendly Democrats won governorships and state legislatures across the country. In several key states, they managed to do both at once, achieving a “trifecta”: Unified control of the governor’s mansion and both branches of the statehouse. In most cases, that means there’s a wide-open lane for an expansion of renewable energy mandates and other climate-friendly policy from coast to coast — at a critical moment in planetary history.

Before the election, Democrats had trifectas in Washington, Oregon, California, Hawaii, New Jersey, Delaware, Connecticut, and Rhode Island. This week, they added Nevada, Colorado, New Mexico, Illinois, New York, and Maine. Combined, those 14 states are home to more than a third of the U.S. population.

Here’s a quick look at some of states that are gearing up to finally put climate change on the front burner:

New Mexico

Newly elected Governor Michelle Lujan Grisham is aiming to transform New Mexico — the third largest oil-producing state in the country, behind Texas and North Dakota — into an environmental leader. She wants the state to be able to produce so much renewable energy that they can export it to California.

Colorado

Incoming Governor Jared Polis campaigned on a promise of 100 percent renewable energy by 2040, which would be the boldest state-level policy in the country. That goal is so ambitious that even Polis admits it will be a heavy lift, but he’s got the backing of the legislature to help make it a reality.

Nevada

Voters in Nevada managed to pass a 50 percent renewables mandate by 2030 on Tuesday, one of the most aggressive in the country — and one of the few big direct democracy victories this week. Incoming Governor Steve Sisolak campaigned in support of the ballot measure, and will have the full support of his state legislature to roll out policies to make it happen.

Illinois

Newly elected Governor JB Pritzker has vowed to turn the most populous state in the Midwest into a renewables powerhouse, boosting its relatively weak 15 percent by 2025 mandate to 25 percent, and ally his state with others vowing to uphold commitments under Paris agreement.

New York

It was the state senate that flipped, not the governorship, in New York. That will free up Andrew Cuomo to answer his critics and pass legislation to put the state on a path to 50 percent renewables by 2030, something he’s been trying to do for a while now. This comes a year after New York City Mayor Bill de Blasio’s plan for the city to purchase 100 percent renewable energy “as soon as sufficient supply can be brought online.”

Maine

Janet Mills, the first woman elected governor in Maine, is aiming to reduce the state’s emissions 80 percent by 2030 and supports the development of offshore wind farms — widely seen as more efficient and reliable than onshore wind. Maine’s potential offshore wind resources are 75 times greater than its current statewide electricity use, meaning it could soon sell energy to other parts of New England and the East Coast.


In these state plans, it’s easy to get a glimpse of a future United States that’s actually on a path to holding global warming to less-than-catastrophic levels. Today’s bold state policies could quickly grow into regional hubs entirely reliant on renewable energy, leapfrogging the broken incrementalist approach of the past few decades at the national level and stealthily achieving the kind of world we need.

The Paris climate accord is a big fucking deal, now more than ever

On Friday, the landmark Paris climate agreement officially goes into force. The news will surely be buried under a mudslide of U.S. election coverage, but it shouldn’t be. Paris was and still is a BFD.

Last December, world leaders reached what’s been called the first truly universal agreement on climate change, because the signers account for virtually all of the planet’s greenhouse gas emissions. More importantly, it marked the first time top polluters like China, India, and the U.S. found a way past old divides and down a shared path toward a low-carbon future.

Now that agreement is taking effect much earlier than expected. Often countries take not just months but years to ratify major international deals. It took eight years to activate the Kyoto Protocol. But the Paris Agreement was ratified by enough countries for it to become binding in less than 11 months.

China, India, the European Union, and dozens of other nations got the job done fast in part because they wanted Paris on the books before the U.S. presidential election — not because it will change Donald Trump’s mind about opposing the deal, but because it sends a clear message: The world is behind climate action. You better be, too.

The Chinese government has even taken the unusual step of saying that the next U.S. president needs to take Paris and climate policy seriously. “I believe a wise political leader should take policy stances that conform with global trends,” said China’s climate chief Xie Zhenhua. “If they resist this trend, I don’t think they’ll win the support of their people, and their country’s economic and social progress will also be affected.”

We’ll always ignore Paris.

Although the rest of the signatories to the Paris deal have been paying close attention to the United States, our politicians and media outlets have not been paying attention to Paris in return.

Just three days after the Paris Agreement was signed last December, CNN hosted a primary debate between Republican presidential contenders in which Wolf Blitzer neglected to ask anything about the climate deal (though Trump and John Kasich disparaged it without prodding).

That was just a taste of what would follow. In the three presidential debates and one vice presidential debate this fall, not a single question about climate change was asked (though Ken Bone did ask about energy and the environment).

Throughout both the primary campaigns and the general election, climate change has gotten little attention, and the Paris Agreement almost none. Did it matter whether candidates would work with our allies to make the 187-country deal a success or pull the legs from under it? Apparently, it didn’t.

But Americans need to know: Paris is huge.

It is a BFD that world leaders have agreed on ambitious goals: holding global warming to below 2 degrees C above pre-industrial levels, and ideally 1.5 C, which scientists say is needed to ward off the harshest impacts; peaking emissions as soon as possible and reaching carbon neutrality by 2050; spending hundreds of millions to help poor nations adapt and transition to climate change.

It is a BFD that countries once lukewarm on climate action have rallied around this agreement. Even a developing nation like India, which still needs to bring electricity to millions of citizens and help them out of poverty, is committing to a cleaner energy future.

It is a BFD that the U.S. and China found common ground in the lead-up to Paris and made the deal possible, forming a new bond around their shared efforts to fight the biggest threat facing humanity.

It is a BFD that the world’s nations have committed to remaking the entire global energy system. Rich nations are basically asking (and helping) developing countries to do something no developed country managed: Leapfrog coal, oil, and gas in favor of renewable energy. It’s no coincidence the oil industry is suddenly mindful of renewables again.

Yes, Paris is imperfect.

Of course, Paris has a lot of flaws and shortcomings, and as the world works to implement it, many what-ifs and hazards lie ahead. The most important components — emissions cuts and finance — aren’t legally binding, so the carefully negotiated deal could be eroded by political shifts. Brexit could make it more difficult for the E.U. to meet its promises. The Philippines is waffling on whether it will formally join the agreement, even though it signed on last December. And, yes, the U.S. election could send the whole process reeling.

Since the agreement is largely non-binding, it’s critical that the review process be as transparent as possible, because international peer pressure is essential to ensuring countries don’t miss the mark. For exactly that reason, countries don’t have a particular incentive to be transparent — which is one of Paris’ main challenges going forward.

Even if everything goes as planned and nations follow through on their first-round commitments, that alone won’t be enough to fend off the worst impacts of climate change. Countries will need to keep setting and meeting tougher goals, which will get increasingly difficult and expensive.

Nevertheless, the Paris Agreement is an essential, powerful start to what will be a long, fraught process.

The endless drama of climate change (not to mention international negotiations) is, let’s be honest, less sensational than the drama of the election. Slow, incremental change is a tough thing to fathom, much less to get excited about. The latest poll, the latest insult, and the latest email leak are easier to grasp and more fun to follow.

Even if it’s not as entertaining as a political campaign, what really counts is moving the clean-energy transition along as fast and seamlessly as possible. The Paris deal that comes into force today is helping the world do exactly that. That’s big, and that matters.

In New Hampshire, an angry populist who calls for a revolution and assails the Washington establishment, special-interest lobbyists, big-money politics, and rapacious corporations won an election in a historic move that could shake up and remake American politics.

And Bernie Sanders did, too.

Donald Trump triumphed in the GOP primary bagging about a third of the vote. He lapped the rest of the pack, while John Kasich placed second with about 16 percent, and Jeb Bush, Ted Cruz, and Marco Rubio clumped together at about 11 percent. Trump’s conquest of the GOP came after the xenophobic tycoon reality-show star honed his populist message in a manner that echoed Sanders’ approach. Sanders, the democratic socialist who only recently identified as a Democrat, bested Hillary Clinton, the poster child for the Democratic establishment, by about 18 points. This was a commanding showing for Sanders, after the Clinton campaign tried mightily—with Bill Clinton deriding Sanders’ supporters—to close the gap to single digits. Sanders achieved this win by sticking to his trademark lines: Enough is enough, the banks have to be broken up, the billionaires cabal must be busted so it cannot buy elections, and a “revolution” is needed to smash corporate power, tax “Wall Street speculation,” and deliver universal health care, a living wage, and tuition-free college to the citizenry. He roused young voters and apparently fared well among white working-class men, who presumably share Sanders’ fury regarding what he calls a “rigged economy” that generates income inequality. (These blue-collar voters backed Clinton in the 2008 Democratic primary.)

From reading reports in the press—and hearing complaints from Republicans always looking for an excuse to do nothing about climate change—you might get the sense that developing countries are the impediment to reaching a strong climate agreement in Paris. Traditionally the subject of such handwringing was China, but as it has grown richer it has become more proactive about fighting climate change, so the new scapegoat is India.

On Monday, a New York Times headline declared that Indian Prime Minister Narendra Modi “could make or break Obama’s climate legacy,” while a Wall Street Journal headline said that India is “a focus of the Paris climate talks.” The Times wrote, “Indian negotiators have publicly staked out an uncompromising position.”

Are India’s clean energy investments slowing the march of coal?

Chinese investment in the Indian renewable energy sector has skyrocketed recently, and construction equipment manufacturer Sany Group is the latest to join the push. The company announced last week that it will direct $3 billion toward the development of at least two gigawatts of renewable energy capacity in India, largely in the states of Maharashtra and Andhra Pradesh. That’s a lot of cash and a lot of capacity, and announcements like these check a solid handful of other sustainable development boxes: expansion of renewables, money flowing between developing countries, private sector partnerships — chalk it up to a win for the climate.

Right?

Stories of clean energy investment tend to be good news for environmentalists, but in this case, there’s the danger of missing the forest for the banyan trees. The key here is understanding the difference between climate action and pure economic development motives. India currently has upwards of 250 million people without electricity. It would take somewhere on the order of 225 terawatt hours annually to bring them online — making the projected 4.8 terawatt hours from Sany Group’s two gigawatts seem like relatively small potatoes. When it comes to energy policy, the main goal is shrinking that 250 million figure as quickly as possible. Which is exactly what coal power can do.

But wait! With substantial investment, couldn’t rural India leapfrog coal and satisfy climate aims and development goals at the same time? Presumably, the answer rests on the affordability of decentralized solar power. Over at Scientific American, though, Gayathri Vaidyanathan tells a different story:

The fallacy in this position, others argue, is that solar microgrids do not address climate change. The microgrids do not displace coal use because the target villages were never hooked to the central grid in the first place. In fact, in parts of India, microgrids have become a stopgap solution for the energy-poor while they wait for the central grid.

“I’d agree 100 percent this is primarily a development solution, not a climate solution,” said Justin Guay, climate program officer at the David and Lucile Packard Foundation who was previously with the Sierra Club.

That more renewable energy doesn’t necessarily imply fewer emissions is a central truth that’s easy to forget. After China and the United States, India is the third-highest carbon emitter globally, and Prime Minister Narendra Modi has expressed no intention of changing that.

In the run-up to the Paris climate negotiations, India submitted a pledge to develop 175 GW of renewable energy capacity by 2022. For reference, the entire world’s 2014 renewable capacity was 181 GW. And vis-à-vis the previous point, renewable energy capacity isn’t necessarily a marker of climate action. Over roughly the same time period, India is expected to build between 170 and 200 GW worth of coal power capacity. Sany Group’s investment is expected to prevent close to 4 million tons of carbon emissions annually, but India is expected to triple its emissions to 5.8 billion tons by 2030. Modi has previously said that he will not announce a peak emissions date for the country.

Of course, India’s per capita emissions are drastically lower than those of most developed and several developing countries. Morally (and financially) speaking, nobody really expects India to stop its coal-driven development unless someone else is picking up the tab. Sany Group’s announcement is a suggestion that China is trying to do exactly that, but China isn’t enough — and Sany Group is presumably investing in India’s renewable sector for economic, not environmental, reasons.

All told, it’ll take at least $2.5 trillion worth of investment for India to meet its energy goals, and these are goals that ultimately have very little to do with a decrease in the country’s carbon emissions. In India, coal is still king, and its reign is far from over.

Sovereign Citizens Leapfrog Islamic Extremists as America’s Top Terrorist Threat

Who do actual law enforcement officers see as the biggest terrorist threats in America? Surprise! It’s not Islamic radicals:

Approximately 39 percent of respondents agreed and 28 percent strongly agreed that Islamic extremists were a serious terrorist threat. In comparison, 52 percent of respondents agreed and 34 percent strongly agreed that sovereign citizens were a serious terrorist threat.

….There was significant concern about the resurgence of the radical far right following the election of President Obama, but it appears as though law enforcement is, at present, less concerned about these groups.

That’s odd. The authors of this report apparently don’t consider the sovereign citizens part of the radical right. But their roots are in the Posse Comitatus movement, and they identify strongly with both the white supremacist Christian Identity movement and the anti-tax movement. That’s always sounded like the right-wing on steroids to me.

I’m not trying to foist responsibility for these crazies on the Republican Party, any more than I’d say Democrats are responsible for animal rights extremists. Still, their complaints seem like preposterous caricatures of right-wing thought, in the same way that animal rights extremism bears a distant but recognizable ancestry to lefty principles.

Here’s One Way the Developing World Totally Has America Beat

China is by far the world’s biggest investor in clean energy technologies like solar and wind. Last year, its clean energy spending hit a record $83 billion, a 39 percent jump from the year before, and more than twice what is spent in the United States.

Although America and most other G20 nations are moving toward a clean energy overhaul, its the developing world where you’ll find the most explosive growth: When you add in emerging markets like Brazil, India, and South Africa, clean energy investment in developing countries totaled $131 billion in 2014, only six percent less than the combined total for developed countries. It’s the closest that gap has ever been, according to Bloomberg New Energy Finance (BNEF):

That gap will soon close, and then start growing in the other direction, according to a new report from the Pew Trust. Based on financial data from BNEF, the report’s authors project that more than $7 trillion will be invested in new energy systems by 2030, two-thirds of it in developing countries. (Pew’s analysis doesn’t put China in that category.) Roughly $5 trillion of it will be clean energy investment.

It’s no mystery why developing countries are positioning themselves to win this race. For one, they need the electricity. As it stands, more than 1.3 billion people, mostly in Asia, India, and sub-Saharan Africa, live without access to reliable modern service:

If you want to bring electricity to places without a power grid, renewables have lots of advantages. For one, it’s far cheaper and faster to build a solar or wind farm than a coal or gas-fired generation plant. And renewables can be built locally, on a small scale, eliminating the need for long-distance transmission lines. Consider what happened with cellphones: Mobile technology became cheap and ubiquitous before many African nations had landline networks, so people just “leapfrogged” straight to wireless.

The same phenomenon is afoot in the energy market, says Todd Moss, a senior fellow at the Center for Global Development, who was not involved with the Pew report. “I don’t have any doubt that over the next two generations we’ll see colossal investments in the energy sector in many African countries” and in India.

Compare the maps above and below. You’ll note a strong connection between so-called energy poverty (above) and future power demand (below), in Africa especially. This is hardly surprising, but only in the past few years has renewable energy has become affordable and accessible enough to get the transformation rolling.

Energy poverty isn’t the only factor driving clean energy’s growth. In Bulgaria or Ukraine, both of which Pew identified as key places for energy investment in the developing world, the growth is driven by a desire to wrest control from foreign fossil fuel suppliers, i.e. Russia’s Gazprom. That’s according to Phyllis Cuttino, a clean energy analyst who authored the Pew report. “These countries want to have sources they don’t have to import, and they want to stimulate economic growth,” she said.

The report also identified Kenya, Peru, Taiwan, Morocco, Vietnam, Pakistan, and the Philippines as top attractors of clean energy investment. For now, anyway: The lineup may change from year to year in response to domestic policies (mandates, subsidies, etc.). And Moss said that the report underestimates the role African countries like Nigeria and Ethiopia will play. Still, many developing countries are in for internal political battles over clean energy, of the sort that we’ve seen, and are still fighting, in the United States.

African utility companies also often struggle with bad credit histories, Moss said, which can make it difficult to secure loans from the World Bank or other international institutions. “The key to unlocking investment in the power sector is getting a long-term, credit-worthy deal,” he said.

Regardless of which countries come out ahead, we’re almost certain to see far more money invested in clean energy than in fossil fuels over the next few decades. In the charts below, solar in particular is projected to grow massively by 2030, while new fossil fuel installations will shrink to less than half of the total.

So where does this leave United States? There’s a huge opportunity for clean energy entrepreneurs to expand into developing countries, Cuttino said. Indeed, according to Commerce Department stats, six of our top 10 destinations for clean energy exports are developing countries. President Barack Obama has made electrification in Africa a signature foreign policy initiative of his second term. That move in itself sends an important signal about the difference between clean energy here and in the developing world. Here the benefits are primarily environmental. There, clean energy is seen as a key step to alleviating poverty.
