Their water became undrinkable. Then they were ordered to pay more for it.

In Martin County, Kentucky, residents are paying steep prices for water that sometimes comes out of the tap brown and foul-smelling—that is, when it comes out at all. The impoverished rural county is confronting an unprecedented water crisis: Its water system is on the brink of collapse and the Kentucky Public Service Commission has ordered the ailing water district to raise rates and seek outside management.

Nestled deep in Appalachia, home to just under 13,000 people, Martin County was once a booming coal region. Today, the median household income is $29,052, the unemployment rate is 7.3 percent, and 32 percent of the population lives below the poverty line. The demands from the Public Service Commission may not be realistic, given that a county in such dire financial straits may not be able to handle the one-two punch of rate increases and privatization. The problem “has been decades in the making,” says Mary Grant, the director of the Public Water for All campaign at Food and Water Watch, a national advocacy group.

Originally built to serve Inez, the county seat, in the 1960s, the water system was later expanded to include other communities, some of which are in the mountains. Mary Cromer, a lawyer for the Martin County Concerned Citizens group tells Mother Jones,“It was done on the cheap, and it was done very poorly.”

And then disaster struck the already struggling water system. On October 11, 2000, a coal waste lagoon in Martin County broke, spilling more than 300 million gallons of toxic sludge into 100 of miles of waterways. The pollution, which contained toxic metals such as arsenic, mercury, and lead, killed the fish and wildlife in the water. The sludge seeped into the water treatment plant, clogging intake pipes, and poisoning the water supply in Martin County and surrounding area.

The federal investigation into the spill ended when George W. Bush took office in January 2001. The Mine Safety and Health Administration’s team of investigators were sidelined when their investigation was cut short by the new administration. Don Blankenship, the chair and CEO of Massey Energy, the now-defunct company responsible for the spill, had donated money to the Republican Party, and halting the investigation was seen as a way to thank him for his support. (Blankenship eventually spent a year in a federal prison for conspiring to commit mine-safety violations in West Virginia, prior to the deadliest mining disaster in decades.) Instead of the eight violations that the MSHA team were pursuing, Massey was charged with only two. The clean-up was superficial; the company scraped up the black sludge and planted grass and hayseed on the land that was affected, but they weren’t responsible for fixing the water system.

The effects of the crisis 18 years ago still haunt the community today. “The pipes are in such bad shape, they can’t get the pressure to reach all of the houses,” Cromer says. The system also suffers from extreme water loss, with 64 percent of their water leaking out before it can be used. Low pressure combined with leaky, aging pipes means that if the water makes it to the taps at all, it often comes out discolored or with a foul odor.

In January 2018, citing financial troubles and the need to let depleted storage tanks refill, the Martin County Water District began shutting off water in the evening and through the night. Some customers complained that these shut-offs had made bathing and cooking difficult, while others said their water was shut off for days at a time. The water board then requested a 50 percent water rate increase to help fix the rapidly deteriorating system.

Two months later, customers reported that their water frequently smelled like diesel fuel and was the same shade of blue as Gatorade. Local officials told residents that the alarming color of the water didn’t necessarily mean it was unsafe, but by then the low-income community often ignored official statements and spent a large portion of their funds on bottled water. One resident told the Los Angeles Times that he spent about $25 a week on water.

Before raising the rates in March, the average water bill was $39.90 for a customer using 4,000 gallons each month. But then, the PSC allowed the water district to issue an emergency rate increase, bringing the average monthly bill to $51.07. “It’s just so unjust that they’re paying for whatever they can’t cook or drink with,” Cromer says. Last week, the PSC granted a permanent rate increase that will add another $3.30 to the average water bill, bringing the total to $54.37. The order also allowed for a temporary surcharge of $4.19 that will pay off the utility’s debt of $1.1 million.

Such an increase in rates will be profoundly difficult for such a poverty-stricken area, where many residents are on fixed incomes. For those on social security, their checks can be less than $800 a month.

On top of rate increases, the PSC also ordered the Martin County Water District to obtain outside management. Water privatization can be alluring because for-profit companies can provide updates to an aging infrastructure, but it does come with some expensive downsides. In 2012, for instance, in order to replace its aging pipes, the city of Bayonne, New Jersey, contracted with a private equity firm to manage its water system. The company replaced the old pipes with new ones, but customers began complaining about water rate increases. According to the New York Times, rates increased by almost 28 percent. “I personally can’t imagine how privatization could work in the county,” Cromer says. “The people there cannot afford to pay a company to come in and make a profit.”

In fact, Martin County has unsuccessfully tried privatization once before. In 2002, the water district hired American Water Services to run its system for nearly $71,000 a month, not counting other expenses. The company left after two years because of nonpayment. “When communities can’t pay [these companies,]” Grant says, “they just cut and run. They’re businesses, not charities.”

For climate activist Henry Red Cloud, old ways, new urgency

On a crisp and rainy May morning on the Pine Ridge Indian Reservation in South Dakota, Henry Red Cloud recounted his team’s strategy for planting more than 1,000 ponderosa pine saplings in six short hours. Over coffee, he detailed the day’s agenda, location, and logistics with six staff members and three volunteers — a small crew compared to most planting days.

“There’s no getting to the burn-site,” he said. “There has been too much rain, so we will go over to one of the residential sites.”

Six years ago, Henry watched a wildfire rip across 25,000 acres of Pine Ridge Indian Reservation land only 20 miles from his home. Since that time, he says he’s noticed an increase in erosion and landslide events thanks to more sustained moisture over the spring and summer months.

A member of the Oglala Lakota Sioux and a fifth-generation direct descendant of the Lakota warrior Chief Red Cloud, Henry Red Cloud is focused on resiliency — both through reforestation of the land and teaching tribal communities about sustainable energy. In partnership with the organization Trees, Water, and People, a non-profit based out of Fort Collins, Colorado, Red Cloud and his team have planted more than 100,000 ponderosa pines on Pine Ridge over the past six years. Once they reach maturity, the trees will help prevent landslides, support biodiversity, and provide windbreak and shade for community members.

Indigenous-led efforts like Red Cloud’s may play an important role in developing an effective global response to the threat of climate change. According to a new Intergovernmental Panel on Climate Change report, released Monday, which outlines the impacts of global warming and offers strategies to stave off the worst of them: “Many scholars argue that recognition of indigenous rights, governance systems, and laws is central to adaptation, mitigation, and sustainable development.”

While tribal innovators like Red Cloud may be on the front lines of combatting climate change, tribal communities are among those most at risk. Today, Native reservations face unique and disproportionate impacts associated with warming, such as the loss of culturally significant food, medicines, and knowledge, as well as reduced access and rights to water.

“Reservations were put on land nobody else wanted because it was too hot, cold, or windy,” Red Cloud says.

On Pine Ridge, the increasingly harsh conditions exacerbate high poverty rates and inadequate housing. In general, the average tribal household spends a higher percentage of its financial resources on electricity and heat than any other in the country. Winters can be long and cold here, and about 30 percent of people live without electricity.

By learning how to build and install small-scale solar furnaces, lighting systems, and water pumps, Red Cloud hopes individuals are able to bring these tools back to their own communities. Only five hours north at Standing Rock Reservation, Red Cloud and his team provided workshops on small-scale solar and off-grid renewable systems to hundreds of activists at the Dakota Access Pipeline Water Protector camps during the brutal 2016-17 winter.

According to a recent report from the National Renewable Energy Laboratory, tribal lands across the U.S. (including Pine Ridge) have vast potential for renewable energy and much of those resources have not yet been harnessed. Investing in renewable technologies, Red Cloud says, provides jobs, energy savings, and economic opportunity.”

At his training facility, the Red Cloud Renewable Energy Center, Red Cloud’s workshops range from do-it-yourself solar air furnace builds and straw bale home construction to wind turbine use and reforestation techniques. Inside a large Quonset hut warmed by a wood-burning barrel fireplace, the center provides staff, volunteers, and guests with cozy dormitory-style accommodations, hot showers, and a family-style dining area. The walls and ceiling are brightly decorated with art and photos. The white dry-erase board showcases diagrams and scribbles highlighting effective reforestation techniques leftover from the prior week’s training.

Recently, Red Cloud was nominated for the prestigious Oceti Sakowin Fellowship with the Massachusetts Institute of Technology. And at 59, there are no signs of him slowing down. Whether it’s in preparing a new team of volunteers to plant saplings or leading a workshop on residential-scale solar furnaces, Red Cloud says he plans to continue to work towards building a more resilient and sustainable future for his people and for indigenous communities across the United States.

“That is my role,” he says, “to share my knowledge and to help bring awareness.”

As the rain began to let up outside the center, Red Cloud climbed into his truck for the short drive to the greenhouse. The thousands of vibrant, green saplings covered every available space on the floor and counter, their pungent aroma slowly covering the staleness of the damp, moldy greenhouse air with the sharpness of fresh pine.

To Red Cloud, this work is about supporting economic opportunity and resiliency to climate change. He hopes that it empowers people to carry forward a vision shared by his ancestors to build a better life for the next generations — “a new way to honor the old ways,” he says.

Your future home could be in a flood zone — and no one’s required to tell you

Olga McKissic lives in an airy, white-brick home with a pillared porch, the kind where you might sit and watch fireflies late in the night. The only issue is that every few years, the rising waters from a nearby river pour into her Kentucky home, ascending the porch like an uninvited guest. Her home flooded in 1997, 2006, 2013, and 2015.

“That property that we purchased back in 1986, that we thought was such a wonderful, tranquil, lovely place — it’s a nightmare to live here with the thought that it is going to flood again,” says McKissic in a video produced by the Natural Resources Defense Council. She explains that the first time it flooded, she replaced the carpet with tiles. When the water tore up the tiles, she installed linoleum. And when the linoleum failed to survive the next flood, she settled for just painting the concrete.

McKissic is just one of 30,000 homeowners or renters in the United States who live on a severe repetitive loss property, by National Flood Insurance Program standards. In North Carolina, where flooding from Hurricane Florence continues to threaten homes and lives, there are 1,132 such properties. From 1978 to 2018, the National Flood Insurance Program shelled out over $1.2 billion to North Carolina alone to repair and rebuild properties damaged by flooding, which often need to be rebuilt all over again after the next flood.

So why do homeowners all over the country invest in flood-prone property in the first place? One issue is that they don’t have enough information to know better. Due to an insubstantial patchwork of flood risk disclosure laws, “many Americans who are about to make one of the biggest financial investments of their lives have zero knowledge of whether a house has flooded and is likely to flood again,” according to research published last month in a joint project between the NRDC and the Sabin Center for Climate Law.

In 21 states, there are no statutory or regulatory requirements for a seller to disclose a property’s flood risks or past flood damages to a potential buyer, according to the research. The other 29 states have varying degrees of disclosure requirements. Kentucky and North Carolina, for instance, have some requirements, but not enough to protect many homeowners. “What Hurricane Florence and other major flooding events have really illustrated over the past few years is that the nation’s flood risk is getting worse,” explains Joel Scata, a climate and water attorney at the NRDC. “That really sets potential home buyers to be in a bad situation where they are buying property where they are not fully informed of the risk.”

The Carolinas’ vague, insubstantial disclosure laws likely helped contribute to the situation they now find themselves in: While millions of homes at risk of flooding, only 335,000 have flood insurance.

“Both North Carolina and South Carolina’s disclosure requirements were rated inadequate in our assessment,” explains Dena Adler, a researcher for the flood risk disclosure project and fellow at the Sabin Center for Climate Law. The research found that there are no requirements in North Carolina for home sellers to disclose previous flood damage to structures on the property or any requirement to carry flood insurance for the property.

In North Carolina, the Real Estate Commission must disclose that a property is located within a federally designated flood zone, which is based on hundred-year floodplains. That’s the land predicted to flood during a 100-year storm — one so severe it has a 1 percent chance of occurring during any given year. But storms have been getting stronger lately. In the last two years, North Carolina has seen two 1,000-year flood events: Hurricane Matthew and now, Hurricane Florence.

For more accurate flood risk maps, FEMA needs to take climate change into account. “Climate change is a loaded dice, because it makes the risk different,” Scata says. “By not looking at the future effects of climate change on flooding, like sea-level rise and bigger rain events contributing to bigger floodplains, you’re not getting the full picture.”

Scata and the NRDC recommend that states participating in the National Flood Insurance Program should explicitly disclose flood risks. Additionally, FEMA should provide homeowners a “right to know” about their property’s past history and create a public, open-data system to share information related to flood damage.

If better laws were in place, they could help mitigate what has become an unsustainable cycle: real estate developers buying up coastal properties, selling them to unknowing buyers, and then forcing them into a cycle of flooding and buyout.

Another solution is a significantly improved and expanded voluntary property buyout program, where FEMA provides funding for the local government to purchase the flood-prone property and convert it to open space. Currently, the National Flood Insurance Program focuses most of its funding on rebuilding homes, many of which are destined to flood again, and there is only a limited pool of money for property buyouts. As a 2017 report from NRDC puts it: “For every $100 FEMA has spent to rebuild properties through the NFIP, a paltry $1.72 has been spent to help move people to higher ground.”

Oh, and one more thing: The future of flood risk is closely related to what we do about climate change. As Scata explains, “Our future greenhouse gas and carbon emissions will dictate the various levels of sea-level rise. So if it’s going to be business as usual, it’s going to be a lot higher risk than if we take action.”

The Department of Defense wants to protect itself from climate change threats it’s helping to spur

The Department of Defense may be one of the only parts of the Trump administration that openly admits that climate change is a threat. On Monday, President Trump signed the National Defense Authorization Act, which authorizes $717 billion in spending and advises the military to prep for climate-related flooding and sea-level rise. The nearly trillion-dollar package will be spent on “the finest planes, and ships, and tanks, and missiles anywhere on Earth,” Trump said from Fort Drum in upstate New York.

Problem is: This same federal agency, which is actively planning for global warming, is getting new toys that are capable of emitting tons of carbon.

CNBC outlined some of the big-ticket items in the DoD’s goodie bag. They include: $7.6 billion for 77 F-35 Joint Strike Fighters, $85 million for 72 Black Hawk utility helicopters, and $1.56 billion for three coastal combat ships (the Navy had only requested one).

A single F-35 fighter has an internal fuel capacity of nearly 18,498 pounds. If each of the 77 fighter jets uses up just one tank, that would amount to more than 1.4 million pounds of fuel. A Black Hawk helicopter has a 360-gallon fuel tank, and the combat ships each can lug nearly 150,000 gallons.

Although it’s been difficult to get hard numbers on the DoD’s total carbon footprint, it’s largely accepted that the U.S. military is likely the single biggest energy consumer in the world. The department said that it sent out more than 70 million metric tons of carbon dioxide in 2014 — roughly the amount of C02 the entire country of Romania produced that year — but that number excludes hundreds of overseas bases, vehicles, and anything classified as a national security interest.

Basav Sen, climate justice project director at the Washington, D.C.-based Institute for Policy Studies, pointed to another climate threat: The White House, even before President Trump, has made securing access to oil and gas a national security imperative. And indeed, the U.S.’s latest security strategy outlines “energy dominance” as a key priority — which includes protecting global energy infrastructure from “cyber and physical threats.” He points to the Iraq War as a recent example of the U.S. intervening in an oil-producing region with the intent of securing the crude supply.

“When you’re pumping money into the military, you’re not just pumping money into an institution that burns a lot of fossil fuels and emits a lot of greenhouse gases,” Sen says, adding that funds also go to providing armed protection to the fossil fuel industry under the guise of national security. “That is really, really disturbing.”

The chemical compounds, also called PFAS, have tainted 126 water systems at or near U.S. military bases across the country and are linked to cancer and a host of other health problems, affecting the reproductive system and major organs like the liver.

Price was stationed at Camp Lejeune in North Carolina in the early ‘80s. The base was the site of one of the most notorious contaminated water cases in American history. It wasn’t until an exposé in 2000, that she learned her family’s many health battles stemmed from her time at Lejeune — and she’s infuriated that officials are still trying to keep the public in the dark about water crises.

“The rest of my life has become a battlefield of cancer, disease, and mental health disorders for me, my two sons, and my two daughters,” said Price, fighting back tears as she spoke at a Congressional forum Wednesday.

On the heels of Scott Pruitt’s ouster as EPA administrator, Democrats held the forum where party members pointed to a “culture of corruption” that they say is not only harming the environment, but making people sick. Their rhetoric falls in line with a larger Democratic strategy of calling out the Trump administration on its pervasive double-dealing, which it hopes will spur a blue wave during this year’s midterm elections.

“From the start, this president’s toxic team has chosen to help special interests at the expense of everyday Americans,” said first-term Virginia Congressman Donald McEachin as he opened Wednesday’s event, convened by the Democratic Environmental Message Team.

In May, Democrats announced a series of proposals that they say aim to “get rid of the corruption that’s led to such a dysfunctional political system in Washington.” At the top of the their agenda is a commitment to reign in the influence of special interest groups and lobbyists. Pruitt and his successor Andrew Wheeler have been top targets of the left’s finger pointing due to their links to oil and coal companies, respectively.

“While the news of Scott Pruitt’s resignation last week was great to hear — especially after his role in suppressing the study — I’m still worried.” said Sergeant Price, referring to the PFAS report. “The government has never taken contaminated water seriously, and under Trump and Pruitt it’s been worse.”

Along with House Minority Leader Nancy Pelosi, several members of Congress, and other invited guests highlighted the Trump administration’s attempts to roll back protections established through the Clean Air Act and the Clean Power Plan. This administration and the Republican Congress “have unleashed an unprecedented attack on public health,” said Earl Blumenauer from Oregon. “And I’m not just talking about their unrelenting assault on the Affordable Care Act, but public health, in terms of air and water.”

Though it was Democratic leaders who had invited Sergeant Price to Washington to speak at their forum, her message for greater transparency wasn’t just aimed at Republicans but at all legislators.

“We need the members of Congress to carry out strong oversight of agencies and to demand greater transparency so the public can know what’s happening,” she said, referring again to the PFAS study. “If this affects us, we have the right to know.”

The water crisis the Trump administration didn’t want you to know about

The government just released a huge study about chemicals. Mazel tov! You made it through the most boring part of this article. Now for the fun stuff: The Trump administration didn’t want you to see the results of this study.

As you go about your daily business, you’re surrounded by compounds called perfluoroalkyls, or PFAS. They’re used in carpeting, food packaging, clothing, pots and pans, and the foam firefighters use to douse flames, to name a few. That’s because PFAS are resistant to heat, water, and oil. They’re incredibly helpful! They’re also toxic.

According to a major study published by the Centers for Disease Control and Prevention on Wednesday, the EPA has seriously underestimated how much of this stuff human beings can safely be exposed to. The major takeaway? PFAS have thoroughly contaminated many of the nation’s water sources, and they are associated with cancer, liver damage, fertility issues, and more — even in small doses. The study is the most fleshed-out assessment of information on PFAS to date, and it found that the EPA’s exposure limits should be 10 times lower than they are now.

Before we get into the nitty-gritty of the study’s findings, here’s the story behind why EPA chief Scott Pruitt and the White House wanted to block its publication in the first place.

White House emails from earlier this year show that the Trump administration was worried the study would cause a “public relations nightmare,” and Pruitt’s aides intervened to block the report. An unnamed White House aide also said, “The impact to EPA and [the Defense Department] is going to be extremely painful,” according to a report in Politico last month.

In other words, the Trump administration headed off a study that highlighted a major public health crisis because officials didn’t want to deal with the fallout. When members of Congress got vocal about releasing the report, Pruitt decided to hold a summit at EPA headquarters about PFAS in drinking water systems at the end of May.

The saga, already pretty dramatic, started to resemble an episode of House of Cards when an AP reporter was forcibly removed from that summit. The reporter, along with journalists from CNN, Politico, and E&E News, were barred from entering the summit because of limited space, but reporters who were allowed to sit in on the meeting tweeted out pictures of empty chairs in the room.

It seems like Pruitt should have learned by now that doing something like, oh, I don’t know, forcibly ejecting a reporter from a summit, only serves to attract attention to the very thing he’s trying to downplay. Luckily for us, he’s a slow learner. It’s worth highlighting two more notable revelations from the newly published 852-page CDC report.

In studies of rats and mice, researchers found regular exposure to PFAS affected development, body weight, and brain activity. If you’re thinking, “Well, those are just rats!”, keep in mind that the CDC assumes humans are more sensitive to this stuff than other animals when it goes about setting exposure limits.
The CDC only looked at 14 PFAS compounds in its study. There are more than 4,000 kinds of PFAS chemicals out there in the world, and the chemical industry regularly switches between types. So there’s a lot to learn about these pesky and incredibly harmful little compounds.

It’s no wonder the Trump administration wanted to keep this one quiet. A Harvard study from 2016 that analyzed PFAS contamination in drinking water showed that 6 million Americans were drinking water that exceeded the EPA’s limits — and that was using the agency’s old standards. This new study indicates a lot more people are at risk than previously thought.

There’s another reason why White House officials may have hoped this report would fly under the radar. Earlier this year, the Department of Defense reported to Congress that 126 water systems at or nearby military bases in the U.S. were contaminated with PFAS. More than 600 additional sites are at risk of serious contamination, which means the federal government will have to foot a hefty cleanup bill. But if there’s one thing we know about Scott Pruitt, it’s that he hates spending money on the environment.

Scott Pruitt’s job is to protect the environment. God has other plans for him.

About a month after President Donald Trump’s inauguration, Scott Pruitt arrived at the Environmental Protection Agency for his first full day of work. The new administrator had weathered a contentious confirmation battle, with bitter debate over his long-standing ties to the industries he was now responsible for regulating — not to mention the 14 lawsuits he had filed against the agency as Oklahoma’s attorney general. But as he stepped into the EPA’s stately Rachel Carson Green Room, Pruitt wore the satisfied grin of a man in charge.

He took the stage with Catherine McCabe, the acting head of the agency. In the front rows sat some members of the EPA’s “beachhead team,” a group of mostly men whom Trump had installed to begin the process of dismantling the department of the Obama years. Among them were some familiar faces, such as David Schnare, a former career EPA official and prominent climate-science skeptic. A conspicuous number of security staffers circulated among the crowd.

McCabe handed Pruitt two gifts. One was a beige baseball hat inscribed with the EPA’s logo — a nod to Pruitt’s career as a college second baseman and a minor league co-owner. The other was an EPA pin, which she advised he should “proudly wear … on your lapel as you represent the agency.” Pruitt considered the pin for a moment and then set it on the podium. He appeared uncomfortable sharing the spotlight; as he stood next to McCabe, I saw him fidgeting with his glasses, his eyes shifting between her and the audience while she read a version of his biography that omitted the lawsuits.

Half a head shorter than many members of Trump’s Cabinet, a bit stocky, and balding on top, Pruitt didn’t visibly command the space. But once McCabe stepped aside, he relaxed as cameras broadcast his address to 15,000 EPA staffers nationwide. “I am excited about being in a city that actually has a Major League Baseball team,” he said, using his new hat as a prop. The speech was light on the environment and the agency’s mission and heavy on where the Obama administration had gone wrong. He covered talking points that he would repeat ceaselessly during the next few months: “Regulations ought to make things regular”; it was time to be “pro-energy and -jobs”; “process matters”; he would “listen, learn, and lead.” When it was over, Trump’s men enthusiastically pumped his hand while career staffers silently filed out the back.

It was not quite the fire and brimstone of his boss, but Pruitt’s quieter style masks the extent to which his approach to governing is the practical implementation of the president’s wrecking-ball rhetoric. On the campaign trail, Trump promised to “get rid” of the EPA “in almost every form.” In just his first year in office, Pruitt has already made stunning strides in that direction. He’s dismantling the Obama administration’s landmark Clean Power Plan, which imposed greenhouse gas limits on fossil fuel-fired power plants. He has slashed enforcement efforts against polluters and tried to repeal rules meant to safeguard drinking water supplies. He has threatened to roll back fuel economy standards. He’s moved to weaken new rules for smog, coal ash, and mercury pollution, poorly enforced a new toxic-chemical law, and refused to ban the dangerous pesticide chlorpyrifos. He’s taken aim at dozens of lesser-known rules covering everything from safety requirements for replacing asbestos to emergency response plans in hazardous chemical facilities. In the process, Pruitt has driven away hundreds of experienced EPA staffers and scientists while putting old friends and industry reps in charge of key environmental decisions — a troubling trend that has led former EPA administrators from both parties to warn that he is doing irreversible damage to the agency.

For the president, Pruitt has become a trusted partner. “We’ve been through our battles, Scott,” Trump said a few weeks after sharing his Rose Garden podium with Pruitt as they announced plans to withdraw the United States from the landmark Paris climate agreement. “Not with each other, with the world.”

Thanks to his habit of tenting his fingers, Pruitt has prompted comparisons to C. Montgomery Burns, the villainous nuclear power plant owner in The Simpsons. And indeed, Pruitt has been almost cartoonishly contemptuous of the EPA’s work, pushing draconian cuts to the agency’s science, climate, regulatory, and enforcement offices. Meanwhile, in just his first year, he has reportedly expanded his around-the-clock security detail at a cost of at least $2 million annually. He spent $25,000 on a secure phone booth inside his office, at least $12,000 for flights around the country between March and May (each of which included a leg in Tulsa), $58,000 on chartered and military flights over the summer, and nearly $40,000 on a trip to Morocco to promote natural gas exports. His frequent first-class trips with his security detail have added more than $200,000 to that tally. He also issued a $120,000 no-bid contract to a Republican opposition research firm to target and track journalists, though the contract was canceled after I exposed it.

Like Trump, Pruitt has engaged in a continuous battle against the press. Within weeks of his arrival, the EPA’s public affairs office stopped responding to many reporters’ questions and sharing his complete schedule. Instead, the agency has mostly focused on spreading its message through the right-wing media, talking frequently to Fox News and conservative radio hosts while dismissing less favorable coverage as fake. The EPA’s social media accounts spent the first months of Pruitt’s tenure blasting out photos of him fist-bumping EPA staffers and meeting with politicians. In the Obama years, the EPA tweeted about the agency’s programs and environmental issues. During Pruitt’s first three weeks in office, 90 percent of the agency’s tweets were about him.

For those of us who cover the EPA, Pruitt’s profound impact on policy has been hard to miss. What’s tougher to see, behind the secrecy and paranoia, is how his new job has advanced his own future plans. There have been rumors he is interested in replacing Jeff Sessions as attorney general and whispers that he sees himself as a future president. His zeal — or overzealousness — might be seen as typical behavior for an inexperienced man thrust into the major leagues of a Cabinet position. But his political calculations and driving ambition can all be traced 1,210 miles west of Washington, D.C., to the place he’s called home for nearly three-fifths of his life.


Broken Arrow, Oklahoma, 15 miles southeast of Tulsa, is a prosperous town, named for Native Americans forcibly relocated there in 1836, during the Trail of Tears expulsion organized by Trump’s hero President Andrew Jackson. Like much of Oklahoma, it’s dominated by the energy industry. A largely white town of 107,000 residents, with a median income 43 percent higher than the rest of the state, Broken Arrow is also home to many evangelical mega-churches.

One is the First Baptist Church of Broken Arrow, whose campus is marked by a water tower, emblazoned with its name, that’s visible for miles. With a coffee shop, a bookstore, and an indoor basketball court, the church has expanded to meet the needs of 2,800 members and, as its website proclaims, “to reach everyone that we can with the Gospel of Jesus Christ in Broken Arrow, Tulsa, Oklahoma, North America, and the Ends of the Earth.”

I met Nick Garland, an animated 66-year-old senior pastor who had just returned from a trip to D.C. There, he and a few dozen others — Pruitt’s friends from around the country and other influential Oklahomans — attended a private reception in the EPA administrator’s offices. Garland was one of the few who had known Pruitt for decades, not from his political life, but as a family man and deacon, deeply committed to his evangelical faith. Garland has watched Pruitt since the early ’90s, when Pruitt was a law student and the pastor recruited him and his wife to First Baptist. Over the years, Pruitt’s commitment to the congregation has been unwavering. His two children grew up in this church. Shortly after law school, he joined fellow parishioners on a missionary trip to Romania. When he was the state’s attorney general, he taught a seminar on how to blend one’s faith into communication and current events.

During his early days in Oklahoma, Garland says, Pruitt knew “there was something more he’s supposed to do than be a student of law.” Garland, who has a collection of eagle-themed memorabilia scattered around his office, compares Pruitt to the bird. “Eagles are one of the rare creations of God that delight in the storm,” he says. The 114-year-old Broken Arrow church subscribes to a conservative branch of the Southern Baptist tradition. When dozens of evangelical leaders endorsed Pruitt’s nomination in late 2016, they wrote an open letter explaining their rejection of “any ideology that sees human beings as a blight upon the planet and would harm human flourishing by restricting or preventing the rightful use and enjoyment of creation.” This echoed a view of environmental stewardship that has become widely accepted in conservative evangelical communities: “He created human beings in His own image, bearing responsibility to advance human flourishing through many forms of human activity, from agriculture and enterprise to technology and innovation,” the religious leaders wrote. In other words, the planet’s resources are there for the purpose of human use.

This approach is the polar opposite from that of other religious leaders — including Pope Francis — who interpret stewardship as the responsibility humans have to protect God’s creation for as long as possible. “Is true environmentalism ‘do not touch’?” Pruitt remarked last year. “It’s like having a beautiful apple orchard that could feed the world, but the environmentalists put up a fence around the apple orchard and say, ‘Do not touch the apple orchard because it may spoil the apple orchard.’”

I asked Garland to shed some light on the remark. “Either we’re going to steward the Earth and use it for God’s glory and man’s good, or we serve the Earth,” Garland says. Failing to use the Earth for our benefit, he notes, would violate Genesis 2:15, which concerns the relationship between humans and the natural world: “The Lord God took the man and put him in the Garden of Eden to work it and take care of it.” Garland does not believe humans are the main cause of climate change, and neither does Pruitt. “I would not agree that it’s a primary contributor to the global warming that we see,” Pruitt said in March 2017. But his biblical references are not restricted to climate change. Pruitt’s two guiding stars — evangelical faith and political zeal — sometimes seem interchangeable. In October, when he announced a controversial new “conflict of interest” policy barring researchers who receive EPA grants from serving on the agency’s science advisory boards, he quoted the Book of Joshua: “Choose this day whom you’re going to serve.”


If the roots of Pruitt’s religious approach to policy are deep, so is his yearning for power and influence. In a 2010 campaign ad, Pruitt explained that his will to succeed began at his birth as a three-pound premature baby. He grew up in Kentucky, spent his freshman year at a state university, and then graduated in 1990 from Georgetown College, a Christian school, with a degree in political science and communications. He played second base and dreamed of going pro. His friends told E&E News that his appearance inspired the nickname “the possum” — a creature that deceives its enemies by playing dead.

Pruitt married Marlyn Lloyd in Louisville, Kentucky, after graduation and they moved to Tulsa for law school. I visited Jim Thomas, Pruitt’s administrative law professor, at the small firm he shares with his son. Wearing an Oklahoma sweatshirt, he settled into an armchair at a large conference table. The 89-year-old recalled Pruitt as conservative, personable, and striving, someone who had already set his sights on elected office, with hopes to perhaps become governor someday. Pruitt was driven not by a fascination with the workings of government — Thomas remembers he had little interest in environmental law or policy in general — but by sheer political ambition. “I’ve had a lot of politicians go through the University of Tulsa,” says Thomas, who’s been active in Oklahoma’s Democratic Party and says he knows how “to spot somebody who seems suited for politics … And that’s the way I saw Scott Pruitt.”

Pruitt remained in Tulsa and ran a small private practice, Christian Legal Services, where he specialized in constitutional and employment law and worked with several local firms. One of his first major clients, whom he met through church, was J.D. Young, an executive at a well-known oil equipment company, Tulsa Rig Iron. Young had deep connections in the community. David Page, the senior attorney who worked alongside Pruitt for the client, recalls that “on more than one occasion, [Young] said that Scott’s real ambition in life, from his perspective, was to be a well-known politician.”

When Pruitt turned 30 in 1998, he ran for the state Senate against a longtime incumbent Republican. He won on the unexpected strength of the evangelical turnout. David Blatt, a political scientist then working as a budget analyst for the Oklahoma state Senate, remembers colleagues taking note of the surprise win. As a state senator and eventually the Republican whip, Pruitt was a conventional social conservative and a member of the right-wing American Legislative Exchange Council. He was particularly focused on the religious right’s core causes, including prayer in public schools and stopping same-sex marriage and abortion.

Pruitt left the Legislature after eight years, following losses in Republican primaries for a U.S. House seat in 2001 and the lieutenant governor’s office in 2006. In 2003, while he was still in his state seat, Pruitt returned to his first love by becoming the co-owner and managing general partner of the RedHawks, a minor league baseball team based in Oklahoma City. Why might a legislator from Tulsa want to run a baseball team in Oklahoma City? Blatt, who now heads Oklahoma Policy Institute, a nonpartisan think tank, says it made sense in the context of Pruitt’s ambition: “Owning the RedHawks would have definitely cemented relationships with the business elite of Oklahoma City and some of the oil industry folks.”

By 2010, when Pruitt announced his candidacy for attorney general, he had built a deep network, and with help from the new Citizens United ruling and the rise of the tea party, donors who had previously supported him — the likes of Devon Energy’s Larry Nichols and Koch Industries ­— ­stepped up. He campaigned on a platform of resisting the Obama administration, promising to file a lawsuit against Obamacare and pledging to push back against Washington at every opportunity, which often meant fighting environmental regulations. He won easily.

By this time, Pruitt’s old colleague David Page had been working with the attorney general’s office for five years on a major case against poultry companies accused of dumping manure that seeped into the Illinois River watershed. These same poultry companies contributed to Pruitt’s campaign. So when Page saw Pruitt at Tulsa’s Dilly Diner one Sunday after church, he thought he’d ask about his plans for the case. “I don’t believe in using lawsuits to change public policy,” Pruitt replied. Eventually, Pruitt agreed to a settlement that set aside some money for a study on the issue but required no concrete action.

Even more striking for Page was that while Pruitt insisted he had no interest in changing policy through the courts, he soon launched lawsuit after lawsuit to do just that. Pruitt enthusiastically joined more than a dozen suits filed by Republican-led states and energy companies against the federal government over environmental policy and health care. He also fulfilled a campaign promise to set up a Federalism Unit, committed to battling so-called interference from Washington. And he disbanded Oklahoma’s environmental protection unit.

This was in contrast to Pruitt’s Democratic predecessor, Drew Edmondson, who is now running for governor. “We were there to enforce consumer protection laws and antitrust laws and environmental laws,” he says. “That’s what the attorney general is supposed to do. I’m certainly not naive enough to believe that other philosophies don’t exist.”

Pruitt’s philosophy went over well within Oklahoma’s conservative policy circles. When oil prices sank globally and state revenue plunged, most agencies saw their budgets cut. Pruitt’s expanded by 40 percent, and he hired nearly 60 new employees focused on fighting legal battles against the Obama administration, according to the Associated Press.

On the national level, Pruitt became active in the Republican Attorneys General Association, which has received substantial money from the fossil fuel industry, and served as chairman of the dark-money nonprofit the Rule of Law Defense Fund. A Pulitzer Prize-winning New York Times series detailed the web of connections Pruitt developed through these groups. In one instance, he copied and pasted a letter that the oil and gas corporation Devon Energy had drafted in opposition to an Obama administration attempt to rein in methane leaks from drilling operations. After making a few small changes and printing it on government letterhead, he signed his name to fight the regulation.

“I think he’s made the bet that the fossil fuel industry will take care of him one way or another,” says Rhode Island Democrat Senator Sheldon Whitehouse, a member of the committee that oversees the EPA. “They reward obedience, and nobody has been more obedient than Scott Pruitt.” Indeed, what environmentalists see as Pruitt’s boundless loyalty to corporate interests, or “stakeholders,” as he invariably calls them, is considered an asset by his supporters. One of them is former GOP Oklahoma Governor Frank Keating, who was serving the second of his two terms while Pruitt was in the state Senate. “Scott Pruitt is a conservative icebreaker. He doesn’t tread water,” he says. “Pruitt always tried to find a hard solution. I found him to be focused but sensible.”

Throughout Pruitt’s tenure as Oklahoma’s attorney general, activists tried to pry open his email records, which his office refused to disclose. On Pruitt’s first day at the EPA, his former office finally released some of those emails under a court order. They included correspondence from Pruitt’s staff thanking Devon Energy executives for their help drafting an argument against Obama’s methane regulations, and others from executives thanking Pruitt’s office. “You are so amazingly helpful!!!” read an email from Pruitt’s chief of staff to Devon Energy. The messages also revealed that Pruitt had used a private email account for state business, despite having denied doing so during his EPA confirmation hearing.

This case is ongoing as public interest groups try to obtain thousands of other messages that appear to have been left out of the public disclosure. The Oklahoma chapter of the American Civil Liberties Union is suing for the emails. For Brady Henderson of the ACLU, Pruitt’s lack of transparency as attorney general and his claim under oath that he didn’t use a private email account were early indications of what has become business as usual in the Trump administration. “It’s very possible to have enough confidence to say, ‘Yeah, I’m just going to lie, and who’s going to do anything about it?’”


In an administration full of deregulators, Pruitt stands out, bringing to the EPA the anti-Washington playbook he developed with industry in Oklahoma. In December 2017, the White House trumpeted presidential accomplishments from Trump’s first year — a list dominated by handouts to the energy industry. Pruitt’s fingerprints were everywhere, from “exiting the Paris climate agreement” to “ending the war on coal.” It’s an agenda that taps directly into the right-wing populism that was integral to Trump’s success — and a corporate donor base that will be vital to Pruitt’s future.

One of Trump’s first actions as president was the creation of a new (and illegal, according to a complaint filed by the Natural Resources Defense Council and other groups) order requiring agencies to jettison two existing regulations for every new one created. Once more, Pruitt was an overachiever. After 10 months, the EPA had put forward just one new rule — restricting the amount of mercury that dentists’ offices can release — while leading other agencies by freezing or reversing 16 regulations. By early 2018, Pruitt had placed nearly 50 existing regulations under review.

The EPA’s regulatory framework is vast and complex, meaning little can be built in a year. Often, the legal battles over rule-making span multiple administrations. During Obama’s eight years, the EPA pushed forward several long-delayed regulations — some mandated by courts — to strengthen the nation’s ozone standards, impose limits on pollution that crosses state lines, curtail mercury emissions from coal-fired plants, and protect drinking water.

Under Trump and Pruitt, much of the hard-won progress of the Obama administration has been attacked, including landmark climate policies such as the Clean Power Plan’s caps on carbon pollution from power plants and limits on methane emissions from oil and gas operations. So have dozens of rules that, with the Clean Power Plan, would have prevented tens of thousands of premature deaths and saved billions of dollars in public health benefits.

Meanwhile, enforcement has dropped precipitously, with fines on offenders down 60 percent in just the first seven months of 2017. “We have a full-on captive agency right now that is obedient not to the public, but to the fossil fuel polluters,” says Whitehouse.

The situation may be permanent. Staffers who have served at the agency for decades predict that the EPA of the future will be a regulatory body essentially controlled by industry — operating on a shoestring budget, unable to fill entry-level roles, and lacking institutional knowledge at higher stations. About 800 employees have already left, meeting Trump’s goal of cutting agency staffing to levels not seen since the 1980s. At the end of 2017, Pruitt put a check mark next to “Reagan-era staff levels” on a list of his accomplishments from the year.

Another accomplishment on Pruitt’s list was “science board transparency” — a reference to one of the more obscure ways in which well-established facts have come under relentless assault. The EPA has two major independent scientific advisory boards, the Science Advisory Board and the Board of Scientific Counselors, which serve as a backstop to ensure the agency’s policy reflects the best available science. Appointments can include experts from academia, government, or industry. Because the government also funds environmental research, it’s not uncommon for a scientist, appointed to the board for her public health expertise, to also receive EPA grants to conduct her own research.

On Halloween, to an audience that included few reporters but several industry reps — including Steve Milloy, the former policy and strategy director of Murray Energy and a prominent climate denier — Pruitt announced a new plan. No scientist who received agency grants could serve on the boards. Seven board members were forced to leave immediately; two more chose to decline the EPA grants. Rush Holt, CEO of the American Association for the Advancement of Science, called the move a “desire to limit expert perspectives and the role of scientific information.”

To replace the departing scientists, Pruitt appointed industry supporters, including Michael Honeycutt, a toxicologist from the Texas Commission on Environmental Quality who has built his career arguing that the impacts of air pollution are overstated. He is now the chair of the Science Advisory Board. Pruitt picked more than a dozen people to fill the empty seats of the 18-member Board of Scientific Counselors and 15 others for the 47-member Science Advisory Board, many of them former executives and staffers from organizations that have a stake in limiting the EPA’s chemical and air quality work, such as the utility Southern Co., Phillips 66, Total, and the American Chemistry Council.

Many of Trump’s appointees arrived in Washington with agendas that conflict with their agencies’ historic missions. Trump’s energy secretary, Rick Perry, famously called for eliminating the Department of Energy when he ran for president in 2011. But here, too, Pruitt led the pack. “I’ve never known any administrator to go into office with such an apparent disregard for the agency mission definition or science,” says former New Jersey Governor Christine Todd Whitman, a Republican who ran the EPA under President George W. Bush. Politics has always been part of agency decision making, she acknowledges, but now it “is starting to override science and the mission of the agency.”

Pruitt has proved especially creative in pursuing this political agenda by drumming up public confusion around climate science. Instead of taking any formal action, he’s interested in hosting what’s basically a reality show contest on the legitimacy of science. Take the endangerment finding, the agency’s key scientific determination that carbon pollution’s impact on climate change harms human health. Prompted by a 2007 Supreme Court decision, it allows the agency to regulate carbon emissions under the Clean Air Act and served as the basis for Obama’s Clean Power Plan. Climate deniers detest the endangerment finding, and many hoped the Trump administration would do away with it entirely. Pruitt has thrown red meat to the skeptics, saying on television that humans aren’t the “primary contributor” to global warming.

But a direct attack by Pruitt on the endangerment finding would entail a great deal of work, lots of lawsuits, and an unclear payoff. As former EPA air and radiation officer Janet McCabe told me, “Review of the endangerment finding would need to consider all the available science and respond to the public comments that will certainly be provided to the agency on such an important issue.” Big energy companies and industry groups tend to prefer a less risky strategy and have lobbied instead for simply replacing Obama’s Clean Power Plan with weaker rules.

Pruitt has opted for an idea floated in conservative editorials that would undermine the finding in the minds of the public. He proposed holding high-profile “red team, blue team” debates over climate science. On one side would be scientists who represent the consensus that greenhouse emissions are dangerously warming the atmosphere, and on the other would be the tiny minority of skeptics and fossil fuel advocates. Perhaps with an eye to Trump’s voracious viewing habits, Pruitt said he wanted the debate, which has been put on hold, televised.

Still, that hasn’t been enough for some Trump allies. A month after the new administrator took office, Trump’s EPA appointee David Schnare resigned, later explaining that Pruitt never tried to understand the regulations he was dismantling, refused to meet with experts on staff, and only relied “on the extremely short briefs I provided at his morning staff meeting.” Myron Ebell, who led Trump’s EPA transition team, reportedly told fellow climate deniers that Pruitt’s lassitude in filling rank-and-file jobs amounted to a “totally dysfunctional personnel process.”


There are other, less visible influencers in Pruitt’s work as well. During Trump’s campaign, a photograph appeared in OKC Friday, a small Oklahoma newspaper, of local politicians and powerful oil and gas executives attending a September 2016 fundraiser. One photograph was of Pruitt, laughing with Devon Energy’s Nichols, who had previously supported Senator Marco Rubio. A co-chair of the event was oilman Harold Hamm, a self-made billionaire who pioneered hydraulic fracturing and chaired Pruitt’s reelection campaign for attorney general in 2014.

After the inauguration, Hamm revealed one of his expectations for the new administration. At an oil and gas panel in Houston, he made an observation that seemed to cause the other two oil executives onstage to shift uncomfortably in their seats. He announced that the Obama administration “wanted to eliminate our industry like they wanted to eliminate coal,” despite the fact that oil and gas enjoyed boom times under Obama. But it was clear what Hamm intended: By positioning itself as a victim of the Democratic administration, his industry would receive even more robust protection from Trump.

What transpired may have exceeded his expectations. In December, Pruitt flew with a seven-person entourage and security personnel to Morocco. He toured some solar and thermal energy projects, and there were photos of him deep in conversation with Moroccan leaders. But he also went, according to an EPA press release, to promote U.S. exports of liquefied natural gas (from companies such as Hamm’s). When asked to respond to the criticism that the trip was outside the scope of the administrator’s duties, the EPA replied with a link to its press release.

Inside the agency, Pruitt has surrounded himself with security and walled himself off from the experts on staff. Before Betsy Southerland retired from her position in the EPA Office of Water in protest, she remembers observing him walk down the halls of the agency flanked by two men with earpieces. Employees tend to notice the guard who now surrounds the administrator because it’s a departure from customary EPA practices; past administrators relied on door-to-door protection only for events outside the agency. The 24/7 security detail is composed of staffers who would otherwise likely be investigating enforcement cases for the agency. The EPA’s reasoning for Pruitt’s guard is that this administrator has faced more threats than others. He has built a secure communications facility inside his office, justifying the expense as “necessary for me to be able to do my job,” though the EPA already has one in its buildings. Staffers have reported not being allowed to take notes in meetings or carry their cellphones, limiting the paper trail that can be requested under the Freedom of Information Act.

This kind of secrecy is unprecedented and absurd, says Bush-era EPA chief Whitman: “We’re not talking about the FBI. We’re not talking about Homeland Security.” None of it adds up — that is, until you consider that the security provides another layer of opacity to the agency’s operations and makes it more difficult for whistleblowers to undermine Pruitt’s efforts. “I think he views his administration as a hostile takeover of the agency,” says Southerland.

As part of that hostile takeover, Pruitt spent most of his first year meeting with his stakeholders in industry. According to a Washington Post analysis of his public schedule, Pruitt held 218 meetings in 2017 with representatives of industries he regulates. He also gave dozens of interviews to Fox News and right-wing talk radio and delivered speeches in front of conservative groups such as the Heritage Foundation. He met just a dozen times with environmental and public health groups.

During Hurricane Harvey, while a scattered, demoralized EPA was handling its emergency response, Pruitt’s press office was focused on challenging accounts of disarray. In one memorable press release, the EPA attacked an Associated Press report about the lack of agency presence at flooded Superfund sites as “yellow journalism.” The agency pointed to the fact that it had conducted an aerial review of the sites and referenced Breitbart News to further discredit the AP’s additional reporting.

Without much hope that the agency will answer questions, mainstream reporters have turned to its glacial open records process for answers. Senators have complained that the agency has done no better for them. Democrats, who have already asked for EPA inspector general audits of Pruitt’s travel, including his frequent trips to Oklahoma, recently requested that the independent office add the Morocco visit to their list and examine “whether the purpose of travel is consistent with the EPA’s mission.”

At the same time, Pruitt installed fellow Oklahoma conservatives in EPA positions that don’t require Senate confirm­ation. He has hired several old friends, as well as four staffers who have worked for the Senate’s most prominent climate denier, Oklahoma Republican James Inhofe.

One of those hires was Albert Kelly, a former banker with no environmental experience, whose company issued three mortgages to the Pruitts, according to an investigation by the Intercept, for their $605,000 home in an upscale Tulsa neighborhood. Kelly’s company also financed Pruitt’s stake in the RedHawks. Last year the Federal Deposit Insurance Corporation fined Kelly for his alleged involvement in a loan that hadn’t received FDIC approval. Two weeks later, Pruitt hired him to lead the EPA’s Superfund Task Force — which Pruitt has singled out as a priority for the agency and an early success story.

As almost everyone I spoke with noted Pruitt is a far more political creature — and quite talented in that respect — than his predecessors have been. When I was in Oklahoma, his old friends and associates openly speculated about which office he would set his sights on next: Maybe the seat held by the 83-year-old Inhofe? A governor’s race? The White House?

One way or another, “I don’t think EPA is his ultimate destination,” University of Tulsa law and environmental professor Gary Allison says. According to Politico, Pruitt is reportedly interested in Attorney General Jeff Sessions’ job, should Sessions resign from his post — a move that could put Pruitt squarely in the middle of the Russia investigation. (Jahan Wilcox, a spokesman for the EPA and a longtime Republican operative, told news outlets the rumors were “not true.”)

Will Pruitt remain as EPA chief for Trump’s entire four — or eight — years? That’s anybody’s guess. But what’s clear is that this position will not be the pinnacle of Pruitt’s career. Before each previous campaign, Pastor Garland recalls, Pruitt “would come and visit and say, ‘Pray for me. I’ve got something I feel like I’m supposed to run for.’” He describes a similar pattern after Trump won and Pruitt was summoned to Trump Tower in New York City. “We prayed for him through that process when he went up there for the interview,” he says. “He felt very humbled but very eager to serve in a national capacity.”

So, I asked Garland, what’s next?

“Stay tuned,” he replied with a big, loud laugh. “We may have this conversation again sometime.”

Fracking harms the health of babies, study shows

The practice of drilling into the ground to release natural gas — known as hydraulic fracturing or fracking — first made national headlines in 2011 when drinking water taps in fracking towns in Pennsylvania began catching fire because flammable methane was seeping into water supplies.

Since then, fracking has been linked to earthquakes in Oklahoma and a myriad of health issues. Proponents of fracking say the practice has reduced energy costs and has created thousands of jobs. But environmental groups, such as the Natural Resources Defense Council, say that for people living near sites, fracking can have severe health affects such as respiratory illnesses and cancer.

A new study from the journal Science Advances found that infants born to women living near fracking sites in Pennsylvania were especially vulnerable to adverse health outcomes. “As local and state policymakers decide whether to allow hydraulic fracturing in their communities, it is crucial that they carefully examine the costs and benefits,” said Michael Greenstone, a coauthor of the study and the director of the Energy Policy Institute at the University of Chicago, in a press release. “This study provides the strongest large-scale evidence of a link between the pollution that stems from hydraulic fracturing activities and … the health of babies.”

The researchers analyzed vital statistics of more than 1.1 million births in Pennsylvania between 2004 and 2013. They studied infants born to women living 1 kilometer (or slightly over half a mile) away from fracking sites, as well as women living within 3 kilometers (or less than 2 miles), and women living between 3 to 15 kilometers (or less than 2 miles to 9 miles) away.

They found that fracking reduces the health of infants born to mothers living within 3 kilometers from a fracking site. But for mothers living within 1 kilometer, the affects were acute. The probability of low infant birth weight, meaning the infant weighs less than 5.5 pounds, increased to 25 percent.

Studies show that low birth weight can lead to infant mortality, asthma, lower test scores while school-age, and lower earnings as adults. The study also found that mothers whose babies may have been exposed to nearby fracking sites tend to be younger, less educated, and less likely to be married — factors that can also lead to poor infant health.

But there are significant differences between the mothers who give birth close to fracking sites and those who don’t. Black mothers included in the study were more likely to live nearest to fracking sites, exposing their infants to higher risks of pollution. “This difference arises because over time, more wells were drilled near urban areas such as Pittsburgh, where higher numbers of African Americans live,” the authors wrote. Allegheny County, where Pittsburgh is located, has 63 active fracking wells. Many other fracking sites are located in lower-income communities.

Nationwide, between July 2012 and June 2013, as many as 65,000 infants were exposed to pollution from fracking, because their mothers lived within 1 kilometer of a fracking site.

“Given the growing evidence that pollution affects babies in utero,” said coauthor Janet Currie, who is a economics and public affairs professor at Princeton University, “it should not be surprising that fracking has negative effects on infants.”

Hurricanes keep bringing blackouts. Clean energy could keep the lights on.

When Hurricane Irma scraped its way up the Florida peninsula, it left the state’s electrical grid in pieces. Between 7 million and 10 million people lost power during the storm — as much as half of the state — and some vulnerable residents lost their lives in the sweltering days that followed. Meanwhile, tens of thousands of electrical workers from around the country rushed to the Sunshine State to repair damaged substations, utility poles, and transmission lines.

But in Palm Coast, on Florida’s eastern seaboard, midway between Daytona and St. Augustine, Jim Walden never lost power. As he and his wife listened to debris clattering off their roof, 24 solar panels and 10 kilowatt hours of battery storage kept their lights on and their refrigerator cool. Over the ensuing days, as electric utilities struggled to return power to Florida’s storm-wracked communities, the only thing Walden and his wife missed was their air conditioner (which would have drained their batteries too quickly).

“It worked flawlessly,” Walden says of his solar-plus-storage system. “We had plenty of power for the fans to keep us cool and the lights when you walk into the bathroom at night. The wife would even run her hairdryer off of it.”

Walden’s setup — which draws power from the sun during the day and dispenses it at night, with or without the help of the grid — is an illustration of how we might reimagine our electrical system to be more modular, resilient, and renewable-powered. We’ve already been struggling with the question of how to build (or rebuild) our grids to better accommodate solar- and wind-generated energy. But this month’s run of record-making Atlantic hurricanes has made finding an answer — one that will help us better weather the storms of the coming century — even more urgent.

Questions about reliability have dogged renewable energy from the beginning. Simply put, when the sun isn’t shining and the wind isn’t blowing, you’re not getting any energy from those sources. Our grid, by contrast, is set up to provide constant, unwavering power around the clock. We’re only just starting to address the challenge of reconciling these two basic facts in one functional system. (Hint: The solution involves batteries). But according to a Department of Energy report, wind and solar power have not made the U.S. power grid less reliable, even as the amount of renewable energy loaded onto it has shot up.

But the grid is getting less reliable overall. Thanks to perpetual delays in updating old infrastructure, the United States sees more power outages per year than any other developed country — costing an annual $150 billion in lost productivity.

And it’s likely to get worse before it gets better. Even as Florida’s lights turn back on, the Atlantic keeps serving up hurricanes like Maria, which left all of Puerto Rico in darkness that could last as long as six months. Overall, the average number of annual weather-related power outages doubled from 2003 to 2012, a Climate Central report found.

One basic improvement the United States could make to its power grid is moving power lines from above-ground utility poles to protected underground conduits. This is how Germany rebuilt its grid after World War II, and now it suffers very few outages, says Blake Richetta, the U.S. VP for German clean-energy company sonnenBatterie. The country has fewer than 12 minutes of blackout per customer per year, compared to the 244 minutes that plague Americans.

But moving America’s 300,000 miles of transmission lines underground would be an epic investment of time and labor — just the sort of massive infrastructure project we’ve been putting off.

Florida utilities did invest in some storm-hardening of their power infrastructure in the past decade, replacing wooden poles with concrete ones and placing them closer together as a response to hurricane damage in 2004 and 2005. The state’s largest investor-owned utility, Florida Power & Light, spent $3 billion on improvements over the last decade, including an $800-million smart-grid project completed in 2013 with backing from the Department of Energy. The initiative involved deploying more than 4.5 million smart meters, sensors, and flood monitors, all networked together to give the utility real-time information on how power is moving around the grid.

Those moves helped lessen the damage Irma caused, according to Florida Power & Light CEO Eric Silagy. During the hurricane, several power substations were able to shut down when flooding monitors indicated equipment was at risk, saving the utility several days of work and possibly millions in equipment repair.

Still, Silagy’s company had to deploy around 20,000 workers in camps across the state to patch power plants and transmission lines in the days after the storm. And a utility spokesperson told ABC News that parts of the electrical grid on Florida’s west coast will require a “wholesale rebuild.”

“This is going to be a very, very lengthy restoration, arguably the longest and most complex in U.S. history,” VP of Communication Rob Gould said.

Clearly, Florida — and the rest of the country — still needs to do much more. And according to Jim Walden, it’s going to require a change in attitude for many Americans.

“It’s amazing to me that we live in the Sunshine State, and it’s hard to get people interested in solar power whatsoever,” he explains.

Walden himself got interested because he wanted to save money on his electric bill. Later, with the help of a $7,500 federal tax incentive, he installed his own battery storage to become more self-sufficient, especially during power outages.

The solutions to our collective energy troubles, however, will also need to be collective. One way that could look is scaling up from individual battery-powered homes to networked storage hubs that could act as regional power sources, flexibly responding to the changing demands of the grid.

As one urban resilience expert, Thaddeus Miller, told ProPublica, increasing the defenses of our cities and systems will require deeper changes than any we’ve embraced so far. “Fundamentally, we must abandon the idea that there is a specific standard to which we can control nature,” he said.

That means, for instance, changing the way we think about resilient infrastructure. Rather than working to prevent flooding at all times with high-investment levees and reservoirs, we could work to build facilities that are better at weathering flooding without being totally compromised. These “safe-to-fail” approaches would leave less of a mess after a storm blows through.

Because storms are going to blow through places like Florida, and they’re likely going to get stronger.

“We lose electricity quite often here, believe it or not — there are thunderstorms that can come up and knock power out,” Walden says. “Just to have electricity during those times is a great comfort.”
