Donald Trump’s First 100 Days Have Been an Incredible Success…For Climate Change Deniers

Environmentalists were braced for President Donald Trump’s first 100 days. They expected the executive orders. They expected Congress to pass a flurry of bills rolling back agency regulations. But even the most seasoned veterans of green wars didn’t quite anticipate the scale and scope of Trump’s all-out attack on the environment.

Now, activists like Erich Pica, Friends of the Earth president with 20 years of experience in the environmental movement, use the word “unprecedented,” a lot.

Yet the sheer sweep and effectiveness of Trump’s achievements in undermining decades of progress in this issue has sometimes been obscured by the frenzied news cycles of the last 100 days, with a failed Affordable Care Act repeal, a confirmed Supreme Court nominee, the thwarted Muslim travel ban, his Russia scandal, and more.

“He’s done so many things simultaneously that I don’t think the environmental story has been adequately told,” Pica says. “I don’t think there’s been that one moment yet where a lot of people were impacted at one time.” But “collectively, he’s in the process of perpetuating one of the most devastating attacks on our environmental laws.”

On the campaign trail, Trump promised to ax any and all environmental regulation. “These ridiculous rules and regulations that make it impossible for you to compete,” he said to a crowd of coal miners in 2016, “so we’re going to take all that off the table, folks.”

Coal miners aren’t getting their jobs back, and Trump can’t change the types of fuels we rely on, which are driven by more complex economics than what the president controls. Even the things he could conceivably get done, like weakening climate change regulation, will take years of agency work, not to mention potentially protracted litigation.

Given his strident anti-environmental agenda, this has been the real so-called success story of Trump’s first 100 days: He’s still managed to deliver on his pledge to remake federal environmental policy and, in the process, will inflict long-term damage.

First and most obviously, there is his cabinet, which includes the former CEO of ExxonMobil as the Secretary of State, a pro-oil Texan in charge of the Department of Energy, and the anti-EPA lawyer now in charge of the agency he frequently sued. Trump has been slow to put forward any names for candidates to fill the many empty slots at these agencies. Many of the new appointments have already clashed with agency career staff, but nowhere has the animosity been more apparent than at the EPA, where the staff have described an atmosphere of confusion, secrecy, and distrust of administrator Scott Pruitt, which has stifled their work.

“I have worked under six Administrations with political appointees leading EPA from both parties,” a Seattle EPA worker Michael Cox wrote in his resignation letter addressed to Pruitt. “This is the first time I remember staff openly dismissing and mocking the environmental policies of an Administration and by extension you, the individual selected to implement the policies. The message we are hearing is that this Administration is working to dismantle EPA and its staff as quickly as possible.”

Retirements, buyouts, and the loss of prospective talent are not changes that can be easily undone by future administrations.

Mustafa Ali, the longtime head of the EPA’s Environmental Justice office, left the agency in March because Pruitt’s priorities did not include promoting environmental protection through the lens of combating racism and discrimination. In Trump’s budget, there is no funding for an Environmental Justice office. Even with Trump’s budget likely dead on arrival in Congress, the EPA can shift resources or stifle work in offices such as this one, along with climate adaptation efforts all across the government. Pruitt already has closed the EPA’s climate adaptation office.

Add to this the damage from legislation. Through the Congressional Review Act, which allows Congress to overturn regulations by a simple majority, Republicans have rolled back a series of Obama-era regulations. Once overturned, the law stipulates that the replacement regulation cannot be substantially similar, which means the agency is permanently handicapped in how it approaches future rulemaking. Trump signed one bill that overturned a rule limiting coal debris in streams, and another that forced oil companies to disclose their payments to foreign governments. One of the obscure CRA bills that received little attention prevents the Department of Interior’s Bureau of Land Management from updating its rule that outlines how the department collects input from the community on uses for federal lands. Efforts to overturn Interior’s rule limiting methane on public lands have fallen short of votes in the Senate and have stalled, but public lands remain vulnerable.

Then there are the executive orders, which range from wishful proclamations that are being challenged in court (such as Trump’s attempt to roll back two regulations for every one regulation put forward) to wide-ranging attempts to reshape the government’s mission. He’s directed agencies to draw up a list of climate regulations he could repeal across the government, for instance, and declare that climate change is no longer a national security threat despite statements to the contrary by his Secretary of Defense James Mattis.

Trump’s executive orders sends a clear message that resonates in policy: Climate change has no place in this administration. Nada Culver, BLM action director of The Wilderness Society, says, “What we could see in a year is that some of this filters down to concrete guidance” on using public lands to prioritize fossil fuels in its leasing decisions and planning.

The GOP’s attacks on science are just getting started, with bills moving through Congress to hamper the types of research the EPA can use to justify its rulemaking. Internally, Trump can cut off the public’s access to scientists and their research by changing communications policies, as was done during the Bush administration.

This is just a glimpse of Trump’s deeds in his first 100 days. The EPA has seen the most dramatic shift in a short period of time, but his directives have already put pressure on the State Department, Interior, Energy, and even the Pentagon to ignore the risks of climate change, even though his cabinet isn’t in lockstep on the issue. On the world stage, Trump is ensuring confusion and chaos for the recent Paris climate change agreement, even if he caves on his promise to officially pull the U.S. out, a decision that keeps getting punted past Trump’s promised deadline on the campaign trail.

The U.S. is the only industrialized country in the world that is officially promoting a policy of climate change denial, and this is just what we’ve seen in his first few months. If the first 100 days are any sign, Trump is just getting started.

DeVos Pick to Head Civil Rights Office Once Said She Faced Discrimination for Being White

As an undergraduate studying calculus at Stanford University in the mid-1990s, Candice Jackson “gravitated” toward a section of the class that provided students with extra help on challenging problems, she wrote in a student publication. Then she learned that the section was reserved for minority students.

“I am especially disappointed that the University encourages these and other discriminatory programs,” she wrote in the Stanford Review. “We need to allow each person to define his or her own achievements instead of assuming competence or incompetence based on race.”

Although her limited background in civil rights law makes it difficult to infer her positions on specific issues, Jackson’s writings during and after college suggest she’s likely to steer one of the Education Department’s most important—and controversial—branches in a different direction than her predecessors. A longtime anti-Clinton activist and an outspoken conservative-turned-libertarian, she has denounced feminism and race-based preferences. She’s also written favorably about, and helped edit a book by, an economist who decried both compulsory education and the landmark Civil Rights Act of 1964.

Jackson’s inexperience, along with speculation that Secretary of Education Betsy DeVos will roll back civil rights enforcement, lead some observers to wonder whether Jackson, like several other Trump administration appointees, lacks sympathy for the traditional mission of the office she’s been chosen to lead.

Her appointment “doesn’t leave me with a feeling of confidence with where the administration might be going,” said Theodore Shaw, director of the Center for Civil Rights at the University of North Carolina School of Law, who led Barack Obama’s transition team for civil rights at the Department of Justice.

“I hope that she’s not going to be an adversary to the civil rights community and I hope that the administration is going to enforce civil rights laws and represent the best interests of those who are affected by civil rights issues.”

On Wednesday, DeVos formally announced Jackson’s position as deputy assistant secretary in the Office for Civil Rights, a role that does not require Senate confirmation. The 39-year-old attorney will act as assistant secretary in charge of the office until that position is filled. DeVos has not yet selected a nominee, who would have to receive Senate confirmation. As acting head, Jackson is in charge of about 550 full-time department staffers, who are responsible for investigating thousands of civil rights complaints each year.

Jackson referred ProPublica’s interview request to the U.S. Department of Education, which did not respond to our request. Neither Jackson nor the department responded to ProPublica’s emailed questions.

Jackson takes over an office that has been responsible for protecting students from racial, gender, disability and age discrimination for decades. Under the Obama administration, the office increased its caseload. It emphasized to colleges that they could give preferences to minorities and women to achieve diversity, and advised them to be more aggressive in investigating allegations of rape and sexual harassment on campus. Some of the guidance from the office provoked controversy, particularly among Republicans who have long called for the office to be scaled back.

Jackson grew up in the Pacific Northwest, where her parents operate two medical practices, specializing in family and aesthetic medicine. Her father, Dr. Rick Jackson, also ran unsuccessfully for Congress and is a country music singer under the name Ricky Lee Jackson. Jackson’s brothers have acting and music careers as well. Jackson and her mother have helped provide “business and legal” management for her father and brothers, according to a biography on her website from 2016.

In 2009, Jackson co-wrote a Christian country song with her father and brother, called “Freedom, Family and Faith.” The lyrics had an anti-government tinge: “Some politician wants our liberty/ They say just trust me, we’re all family/ I’ve got a family and hey, it’s not you/ Don’t need Big Brother to see us through.”

While in college, Jackson joined the Stanford Review as a junior, after transferring to the university in 1996 from a community college in Los Angeles. When she arrived, according to a Review article she wrote during her senior year, she was “eager to carry the message of freedom to Stanford through the only conservative publication on campus.”

Eric Jackson, no relation, who is Candice’s friend, former classmate and book publisher, said the conservative perspective of the Stanford Review often went against the status quo on campus. It took “courage,” he said, to write for the publication, which was co-founded in 1987 by PayPal billionaire and Donald Trump adviser Peter Thiel. “A number of us got death threats,” he recalled.

One topic of heated debate on campus was affirmative action, which California banned in public institutions, such as universities, in 1996. The prohibition did not affect private universities, like Stanford, which could continue to employ preferential policies both in admissions and in special programs designed to assist minority students in college-level math and science courses.

During her senior year, Candice Jackson penned her objections in an op-ed, contending the university “promotes racial discrimination” with its practices.

“As with most liberal solutions to a problem, giving special assistance to minority students is a band-aid solution to a deep problem,” she wrote. “No one, least of all the minority student, is well served by receiving special treatment based on race or ethnicity.”

Jackson was far from the only critic of such minority-only programs. In 2003, the Massachusetts Institute of Technology opened up similar programs to all races.

In another article Jackson penned for the Review during her senior year, entitled “How I Survived Stanford Without Entering the Women’s Center,” she condemned feminism on campus.

“In today’s society, women have the same opportunities as men to advance their careers, raise families, and pursue their personal goals,” she wrote. “College women who insist on banding together by gender to fight for their rights are moving backwards, not forwards.”

In the article, she encouraged women to choose conservatism over feminism. “I think many women are instinctively conservative, but are guided into the folds of feminism before discovering the conservative community,” she wrote.

She concluded, “the real women’s issues are conservative ones.”

Her former Stanford Review colleague, Eric Jackson, told ProPublica that her college writings are nearly 20 years old and that it’s important to understand the context of her commentary. “The feminist culture she was critiquing was different than what happens today,” he said. Jackson, he added, is “very pro-woman.”

After Stanford, Jackson “exchanged conservatism for libertarianism,” she later wrote. She did a summer fellowship at the Ludwig von Mises Institute, a free-market think tank in Auburn, Alabama, according to an institute publication. The institute was reportedly founded with money raised by former congressman and 1988 Libertarian Party presidential candidate Ron Paul, and is a leading hub of contemporary libertarian scholars.

While at the Institute, Jackson provided editorial assistance on a book of collected essays by the institute’s co-founder, economic historian Murray N. Rothbard. A charismatic figure who devoted his life to ideas, Rothbard died a few years before Jackson’s fellowship. Mark Thornton, an economist and a senior fellow at the Mises Institute who vaguely recalled Jackson but did not specifically remember her role at the center, said that her editorial assistance may have involved proofreading.

Rothbard’s 1999 book, “Education: Free and Compulsory,” advocated for a voluntary education system, denouncing government-mandated schooling. Currently, all U.S. states require students to attend school until they are at least 16 years old.

“To force these children to be exposed to schooling, as the State does almost everywhere, is a criminal offense to their natures,” wrote Rothbard. “In any case, the instruction has almost no effect on these children, many of whose hours of life are simply wasted because of the State’s decree.”

This was not Jackson’s only connection to Rothbard’s work. She also wrote two papers analyzing his theories. One essay compared his philosophy to that of libertarian novelist Ayn Rand. In the other, she wrote that his 1982 book, “The Ethics of Liberty,” “shines as a monumental achievement, meeting Rothbard’s goal of setting forth ‘a positive ethical system … to establish the case for individual liberty.'”

In other essays, published on a former colleague’s website, Rothbard called the Civil Rights Act of 1964 “monstrous,” and lambasted one provision of it, which prohibited employment discrimination, as “a horrendous invasion of the property rights of the employer.”

Rothbard was “about as fringe as you could be and still be a tenured professor,” said Bryan Caplan, an economics professor at George Mason University, who met him twice.

If someone was a follower of Rothbard, Caplan told ProPublica, “instead of thinking of discrimination as a rampant problem, they would say the free market would take care of it.”

Jackson has often collaborated on articles with William Anderson, an associate scholar at the Mises Institute and a professor of economics at Frostburg State University in Maryland. Their work has appeared in the publication Reason and on the website of Llewellyn Rockwell, a co-founder and chairman of the Mises Institute.

Anderson, who told ProPublica that he has known Jackson for years, said that she would likely approach her position at the Education Department from “the standpoint of individual rights and due process.”

After graduating from Pepperdine University’s School of Law in 2002, Jackson also worked for Judicial Watch, a conservative legal advocacy group, for nearly two years as a litigation counsel, according to her LinkedIn page.

In the past few years, she has operated her own law firm. According to a recent biography on her website, her practice specialized in “business, entertainment, and litigation matters,” for a range of clients, “from restaurants to medical clinics, and from authors and musicians to filmmakers and record labels.”

In 2005, Jackson wrote a book on the allegations of sexual misconduct against Bill Clinton, titled “Their Lives: The Women Targeted by the Clinton Machine.” She gained national attention last October after she arranged for several of Bill Clinton’s accusers to attend a presidential debate between Donald Trump and Hillary Clinton. Jackson sat with the women in the front of the audience. A few days before the debate, Jackson established Their Lives Foundation. In registration documents, she described two of its purposes as “giving public voice to victims of women who abuse positions of power” and “advocating for and against candidates for political office.”

Less than a week after the debate, Jackson posted on Facebook that her foundation “supports all victims of power abusers,” but labeled Trump’s accusers “fake victims.” Since the initial announcement of her Education Department role, her Facebook page has been taken offline.

Study: Climate Change Could Increase PTSD, Suicide, and Depression

Climate change threatens our cities, our crops, our health and our safety. What many people don’t know is that it also threatens our minds.

On Wednesday, just a day after President Donald Trump signed an executive order undoing the Obama administration’s climate change efforts, the American Psychological Association and the environmental group ecoAmerica published a report describing how climate change is poised to take a grievous toll on our mental health. The report, “Mental Health and our Changing Climate: Impacts, Implications and Guidance,” concludes that people living in a number of regions could become more susceptible to post-traumatic stress disorder, anxiety, depression, suicide, and other mental health issues as a result of climate change.

“It all sounds quite drastic, but it’s not inevitable,” Susan Clayton, one of the authors of the report, said Wednesday during a webinar on the topic.

In addition to outlining the connection between climate change and mental health, the report also offers guidance on how to help people who are most vulnerable. That includes expanding infrastructure for mental health programs in susceptible communities and better preparing first responders to address mental health issues in the wake of a disaster.

Here are some of the connections between changing weather patterns and mental health:

Disasters are linked to short- and long-term mental health issues

In 2014, human-induced climate change played a role in at least 14 extreme weather events, National Geographic reports. These included Hawaii’s active hurricane season, droughts in East Africa, and record rains in New Zealand and France. People who endure such events may subsequently experience immediate or long-term psychological trauma due to personal injury, death of a loved one, or loss of personal property or livelihood, among other issues.

Acute traumatic stress is the most common mental health problem that survivors of natural disasters experience, according to the report. But it’s far from the only one.

Of a sample of people affected by Hurricane Katrina in 2005, for example, 1 in 6 had post-traumatic stress disorder. Suicide and suicidal ideation—also known as suicidal thoughts—more than doubled among this group in the aftermath of the storm. And nearly half the people developed an anxiety or mood disorder such as depression.

Hot weather is associated with increased aggression, suicide

In the U.S. alone, the number of heat waves tripled between 2011 and 2012. Studies have found that hot temperatures are associated with increased aggression—which can lead people to hurt themselves and others.

Homicide rates rise when temperatures go up, a number of studies have concluded. Higher temperatures have also been linked to increased instances of suicide, because the “distress” of feeling hot can sometimes overwhelm people with pre-existing mental health conditions.

Displacement can lead to feelings of severe loss

By 2050, about 200 million people will be displaced due to climate change. This is expected to occur because of a number of factors, including rising sea levels and certain areas becoming unable to support crops. Losing one’s home can lead to a condition called solastalgia, characterized by intense feelings of desolation and loss.

“Loss of place is not a trivial experience,” the authors of the report note. “Many people form a strong attachment to the place where they live, finding it to provide a sense of stability, security, and personal identity.” People who maintain an attachment to their local community also report experiencing greater happiness, life satisfaction and optimism.

Compounding the problem is the fact that people who are forced to move will also lose social connections, meaning their crucial support systems are likely to erode. The loss of these networks would put people’s sense of continuity and belonging at risk.

Loss of land and occupation leads to loss of identity

People with location-based occupations, like farmers and fishermen, will have to abandon their work if the natural world changes too much. This is happening in communities worldwide, but the circumpolar north is especially vulnerable. It’s warming at more than twice the global average rate, putting local indigenous people at what the report calls “the frontlines in experiencing climate change effects.”

In Canada, for example, Inuit people hunt, fish, forage and harvest regularly. Mental health professionals have a number of concerns about this specific community, whose well-being could be compromised with even a subtle change to their environment. Inuit people say they’re turning to drugs and alcohol to help fill “the newly ’empty’ time” they once used for land-based activities, the report notes. Professionals are also concerned that members of this community could lose a sense of their cultural identity and a feeling of balance and good health that they derive from the natural world.

“I think for the Inuit, going out on the land is just as much a part of our life as breathing,” a local leader said, according to the report. “So if we don’t get out, then, for our mental well-being, it’s like you are not fulfilled.”

Trump Can Pull Money From His Businesses Whenever He Wants—Without Ever Telling Us

When President Donald Trump placed his businesses in a trust upon entering the White House, he put his sons in charge and claimed to distance himself from his sprawling empire. “I hope at the end of eight years I’ll come back and say, ‘Oh you did a good job,'” Trump said at a January 11 press conference. Trump’s lawyer explained that the president “was completely isolating himself from his business interests.”

The setup has long been slammed as insufficient, far short of the full divestment that many ethics experts say is needed to avoid conflicts of interest. A small phrase buried deep in a set of recently released letters between the Trump Organization and the government shows just how little separation there actually is.

Trump can draw money from his more than 400 businesses, at any time, without disclosing it.

The previously unreported changes to a trust document, signed on February 10, stipulate that it “shall distribute net income or principal to Donald J. Trump at his request” or whenever his son and longtime attorney “deem appropriate.” That can include everything from profits to the underlying assets, such as the businesses themselves.

Here is the new clause, from page 161:

“It’s incredibly broad language,” said Frederick J. Tansill, a family estate and trust attorney outside Washington, DC, who reviewed the documents for ProPublica.

There is nothing requiring Trump to disclose when he takes profits from the trust, which could go directly into his bank or brokerage account. That’s because both the trust and Trump Organization are privately held. The only people who know the details of the Trump trust’s finances are its trustees, Trump’s son Donald Jr., and Allen Weisselberg, the company’s chief financial officer. Trump’s other son, Eric, has been listed as an adviser to the trust, according to this revised document.

The Trump Organization did not answer detailed questions about the trust. In a statement to ProPublica about the companies’ corporate structures, a Trump Organization spokeswoman, Amanda Miller, said, “President Trump believed it was important to create multiple layers of approval for major actions and key business decision” (Sic. There is a chance Trump will list his profits in his next federal financial disclosure, in May 2018, but the form doesn’t require it. The surest way to see what profits Trump is taking would be the release of his tax returns—which hasn’t happened. Income has to be reported to the IRS, whether it comes from a trust or someplace else.

“For tax purposes, it’s as if the trust doesn’t exist at all,” said Steven Rosenthal, a senior fellow at the Urban-Brookings Tax Policy Center. “It’s just an entity on paper, nothing more.”

It’s not clear why Trump added the language to the trust document. His original trust document, which ProPublica obtained in January, designated Trump as the “exclusive beneficiary.” It did not include any restrictions on when Trump could get the money.

Taking profits regularly could benefit Trump in a variety of ways. It would give the president yet more details on the ongoing finances of his businesses. Trump’s son Eric recently told Forbes he plans to update his father on the company regularly, though the revised trust document states that the trustees “shall not provide any report to Donald J. Trump on the holdings and sources of income of the Trust.”

Trump could also simply find the income helpful, even as president. The trust document shows that Trump has “broad rights to the trust principal and income to support him as necessary,” Tansill said.

The General Services Administration released the document last week when it approved the Trump Organization’s plan to address conflicts involving the Trump International Hotel in DC. (The GSA, which handles procurement for the government, owns the land and Trump has a 60-year lease for the building.) In response to criticism about Trump being, in effect, both tenant and landlord, he agreed to not take any profits from the hotel while in office.

Profits will go into a separate company account, which can only be used for hotel upkeep, improvements or debt payments. Watchdog groups have derided that deal as insufficient, noting that pouring profits back into the hotel will make it more valuable in the long term.

With Trump’s hundreds of other businesses, including golf courses, hotels and branding deals, profits from each go to a holding company and eventually into Trump’s trust. Other corporate documents we obtained, reflecting changes made after Trump’s January 20 inauguration, show how money flows from a golf club outside Philadelphia to the president’s trust.

There soon could be many more Trump family businesses.

The Trump Organization has recently touted plans to open hotels across the country, including a second one in Washington, DC. “It’s full steam ahead,” Trump Hotel CEO Eric Danziger said recently. “It’s in the Trump boys’ DNA.”

“Chairman Price may briefly bring up … his concerns about the new Part B drug demo, as well,” she wrote. “Congressman Price really appreciates the opportunity to have an open conversation with Dr. Conway, so we really appreciate you keeping the lines of communication open.”

The “Part B drug demo” refers to a proposed Obama rule that removed the incentive for doctors to prescribe expensive drugs that don’t seem to improve patient outcomes. As it happens, there were plenty of folks in Congress from both parties who opposed this rule, so Price’s opposition wasn’t unusual. The difference is that all the others didn’t buy lots of pharmaceutical stock at the same time they were lobbying to stop a rule that might have eaten into pharmaceutical profits.

So far, the Price affair hasn’t attracted all that much attention. There are too many other Trump administration scandals to worry about. But this one has a decent chance of blowing up one of these days.

Tom Price Intervened on Rule That Would Hurt Drug Profits, the Same Day He Acquired Drug Stock

On the same day the stockbroker for then-Georgia Congressman Tom Price bought him up to $90,000 of stock in six pharmaceutical companies last year, Price arranged to call a top U.S. health official, seeking to scuttle a controversial rule that could have hurt the firms’ profits and driven down their share prices, records obtained by ProPublica show.

Stock trades made by Price while he served in Congress came under scrutiny at his confirmation hearings to become President Trump’s secretary of health and human services. The lawmaker, a physician, traded hundreds of thousands of dollars’ worth of shares in health-related companies while he voted on and sponsored legislation affecting the industry, but Price has said his broker acted on his behalf without his involvement or knowledge. ProPublica previously reported that his trading is said to have been under investigation by federal prosecutors.

On March 17, 2016, Price’s broker purchased shares worth between $1,000 and $15,000 each in Eli Lilly, Amgen, Bristol-Meyers Squibb, McKesson, Pfizer and Biogen. Previous reports have noted that, a month later, Price was among lawmakers from both parties who signed onto a bill that would have blocked a rule proposed by the Obama administration, which was intended to remove the incentive for doctors to prescribe expensive drugs that don’t necessarily improve patient outcomes.

What hasn’t been previously known is Price’s personal appeal to the Centers for Medicare & Medicaid Services about the rule, called the Medicare Part B Drug Payment Model.

The same day as the stock trade, Price’s legislative aide, Carla DiBlasio, emailed health officials to follow up on a request she had made to set up a call with Patrick Conway, the agency’s chief medical officer. In her earlier emails, DiBlasio said the call would focus on payments for joint replacement procedures. But that day, she mentioned a new issue.

“Chairman Price may briefly bring up … his concerns about the new Part B drug demo, as well,” she wrote. “Congressman Price really appreciates the opportunity to have an open conversation with Dr. Conway, so we really appreciate you keeping the lines of communication open.”

The call was scheduled for the following week, according to the emails.

An HHS spokesman didn’t respond to a request for comment from Price. DiBlasio and Conway didn’t respond to questions about the phone call.

The proposed rule drew wide opposition from members of both parties as well as industry lobbyists and some patient advocacy groups. It was meant to change a system under which the government reimburses doctors the average sales price for drugs administered in their offices or inside clinics, along with a 6 percent bonus. Some health analysts say that bonus encourages doctors to pad their profits by selecting more expensive treatments.

Critics argued that the rule might cause Medicare enrollees to lose access to lifesaving drugs. Lawmakers worried the federal government was potentially endangering patients and turning them into guinea pigs in a wide-scale experiment in cost savings.

However, supporters of the rule said the experiment in payments was the kind of drastic action needed to rein in soaring health costs. “We are actively reforming every other aspect of our health-care system to pay for value except pharmaceuticals,” Rep. Jan Schakowsky, D-Ill., said at the time. “Drug manufacturers are the only entity that can charge Medicare anything they want.”

The six companies that Price invested in were steadfastly opposed to the rule. McKesson formally warned investors in a Securities and Exchange Commission filing that such a change could hurt share prices. The firms lobbied the government to kill the plan.

And at two of the six companies Price invested in, people who used to work for the congressman were part of the lobbying effort.

Price’s former chief of staff, Matt McGinley, lobbied House members for Amgen, disclosure records show. Another former Price aide, Keagan Lenihan, lobbied on behalf of McKesson, where she was director of government relations at the time. Lenihan has since reunited with Price, returning to government to work as a senior adviser to her old boss at HHS.

Neither McGinley nor Lenihan responded to requests for comment.

Although Price said he wasn’t aware of his broker’s trades at the time they were made, he would have learned of his holdings no later than April 2016 when he signed and filed his latest financial disclosure forms. In earlier disclosures, Price signed forms listing his other health-related holdings, which included some drug stocks.

Price’s personal intervention raises more questions about the overlap between his investments and his work as a member of Congress.

According to House ethics guidelines, “contacting an executive branch agency” represents “a degree of advocacy above and beyond that involved in voting” on legislation where a financial conflict of interest may exist.

“Such actions may implicate the rules and standards … that prohibit the use of one‘s official position for personal gain,” the guidelines state. “Whenever a Member is considering taking any such action on a matter that may affect his or her personal financial interests, the Member should first contact the Standards Committee for guidance.”

Tom Rust, chief counsel for the House Ethics Committee, declined to comment, saying any consultations with members of Congress are confidential.

In December, after Trump was elected and named Price as his choice to lead HHS, Obama administration health officials scrapped their plan to change the drug reimbursement system. “The complexity of the issues and the limited time available led to the decision not to finalize the rule at this time,” a spokesman said.

Secretary of Defense James Mattis has asserted that climate change is real and a threat to American interests abroad and the Pentagon’s assets everywhere, a position that appears at odds with the views of the president who appointed him and many in the administration in which he serves.

In unpublished written testimony provided to the Senate Armed Services Committee after his confirmation hearing in January, Mattis said it was incumbent on the US military to consider how changes like open-water routes in the thawing Arctic and drought in global trouble spots can pose challenges for troops and defense planners. He also stressed this is a real-time issue, not some distant what-if.

“Climate change is impacting stability in areas of the world where our troops are operating today,” Mattis said in written answers to questions posed after the public hearing by Democratic members of the committee. “It is appropriate for the Combatant Commands to incorporate drivers of instability that impact the security environment in their areas into their planning.”

Mattis has long espoused the position that the armed forces, for a host of reasons, need to cut dependence on fossil fuels and explore renewable energy where it makes sense. He had also, as commander of the US Joint Forces Command in 2010, signed off on the Joint Operating Environment, which lists climate change as one of the security threats the military expected to confront over the next 25 years.

But Mattis’ written statements to the Senate committee are the first direct signal of his determination to recognize climate change as a member of the Trump administration charged with leading the country’s armed forces.

These remarks and others in the replies to senators could be a fresh indication of divisions or uncertainty within President Donald Trump’s administration over how to balance the president’s desire to keep campaign pledges to kill Obama-era climate policies with the need to engage constructively with allies for whom climate has become a vital security issue.

Mattis’ statements on climate change, for instance, recognize the same body of science that Scott Pruitt, the new Environmental Protection Agency administrator, seems dead-set on rejecting. In a CNBC interview last Thursday, Pruitt rejected established science pointing to carbon dioxide as the main driver of recent global warming.

Mattis’ position also would appear to clash with some Trump administration budget plans, which, according to documents leaked recently to The Washington Post, include big cuts for the Commerce Department’s oceanic and atmospheric research 2014 much of it focused on tracking and understanding climate change.

Even setting aside warming driven by accumulating carbon dioxide, it’s clear to a host of experts, including Dr. Will Happer, a Princeton physicist interviewed by Trump in January as a potential science adviser, that better monitoring and analysis of extreme conditions like drought is vital.

Mattis’ statements could hearten world leaders who have urged the Trump administration to remain engaged on addressing global warming. German Chancellor Angela Merkel is scheduled to meet Trump on Friday.

Security questions related to rising seas and changing weather patterns in global trouble spots like the Middle East and sub-Saharan Africa are one reason that global warming has become a focus in international diplomatic forums. On March 10, the United Nations Security Council was warned of imminent risk of famine in Yemen, Somalia and South Sudan.

As well, at a Munich meeting on international security issues last month, attended by Mattis and Vice President Mike Pence, European officials pushed back on demands that they spend more on defense, saying their investments in boosting resilience to climate hazards in poor regions of the world are as valuable to maintaining security as strong military forces.

“You need the European Union, because when you invest in development, when you invest in the fight against climate change, you also invest in our own security,” Federica Mogherini, the European Union’s high representative for foreign affairs and security policy, said in a panel discussion.

Concerns about the implications of global warming for national security have built within the Pentagon and national security circles for decades, including under both Bush administrations.

In September, acting on the basis of a National Intelligence Council report he commissioned, President Obama ordered more than a dozen federal agencies and offices, including the Defense Department, “to ensure that climate change-related impacts are fully considered in the development of national security doctrine, policies, and plans.”

A related “action plan” was issued on Dec. 23, requiring those agencies to create a Climate and National Security Working Group within 60 days, and for relevant agencies to create “implementation plans” in that same period.

There’s no sign that any of this has been done.

Whether the inaction is a function of the widespread gaps in political appointments at relevant agencies, institutional inertia or a policy directive from the Trump White House remains unclear.

Queries to press offices at the White House and half a dozen of the involved agencies 2014 including the Environmental Protection Agency, Department of Defense, Department of Energy and Commerce Department 2014 have not been answered. A State Department spokeswoman directed questions to the National Security Council and the White House, writing:

“We refer you to the NSC for any additional information on the climate working group.”

Mattis’ statements were submitted through a common practice at confirmation hearings in which senators pose “questions for the record” seeking more detail on a nominee’s stance on some issue.

The questions and answers spanned an array of issues, but five Democratic senators on the committee asked about climate change, according to a government official briefed in detail on the resulting 58-page document with the answers. The senators were Jack Reed of Rhode Island, the ranking member, Tim Kaine of Virginia, Mazie Hirono of Hawaii, Jeanne Shaheen of New Hampshire and Elizabeth Warren of Massachusetts.

Excerpts from Mattis’ written comments to the committee were in material provided to ProPublica by someone involved with work climate change preparedness at various government agencies. Senate staff confirmed their authenticity.

Dustin Walker, communications director for the Senate Armed Services Committee, said responses to individual senators’ follow-up questions are theirs to publish or not.

Here are two of the climate questions from Sen. Jeanne Shaheen of New Hampshire, with Mattis’ replies:

Shaheen: “I understand that while you were commander of US Joint Forces Command you signed off on a document called the Joint Operating Environment, which listed climate change as one of the security threats the military will face in the next quarter-century. Do you believe climate change is a security threat?”

Mattis: “Climate change can be a driver of instability and the Department of Defense must pay attention to potential adverse impacts generated by this phenomenon.”

Shaheen: “General Mattis, how should the military prepare to address this threat?”

Mattis: “As I noted above, climate change is a challenge that requires a broader, whole-of government response. If confirmed, I will ensure that the Department of Defense plays its appropriate role within such a response by addressing national security aspects.”

In a reply to another question, Mattis said:

“I agree that the effects of a changing climate 2014 such as increased maritime access to the Arctic, rising sea levels, desertification, among others 2014 impact our security situation. I will ensure that the department continues to be prepared to conduct operations today and in the future, and that we are prepared to address the effects of a changing climate on our threat assessments, resources, and readiness.”

The EPA Used to Tweet About the Environment. Now It Just Tweets About Scott Pruitt

One of the first actions the Trump administration took when it entered office was to crack down on the Environmental Protection Agency, starting with its social media feeds and website.

The agency’s work on climate and energy policy has slowed to a crawl, but it has been replaced with a different focus: The promotion of the new EPA administrator, Scott Pruitt. With one exception, all of the EPA’s tweets and Facebook posts since Pruitt’s confirmation have been about his various appearances or sharing quotes from the EPA chief or President Donald Trump. The only time EPA tweeted about an environmental issue, it was to promote Trump’s executive order attempting to roll back a Clean Water Act rule. (On Monday, outside of the three-week period we used for this analysis, the EPA finally tweeted about a local grant.)

This is unusual. During the Obama administration, the EPA Twitter account certainly publicized and promoted Administrator Gina McCarthy, but it was a far smaller portion of its work. Here’s a comparison of Tweets over a three-week period:

Social media was then used as a tool for educating the public about public health problems and environmental initiatives, but under Pruitt, public education work is at a standstill.

“We tried to provide regular updates on the wide range of actions we were taking to protect people’s health and the environment all across the country,” Liz Purchia, a communications official for Obama’s EPA, said in an email. “People want to know that they are being heard; and social media is an essential tool for doing that. Right now what we’re seeing is a bunch of posts being thrown at us by Trump’s EPA without any effort to engage with the American people. All you have to do is take a look at EPA’s social media channels since Trump’s team took over and you can visually see the stark shift in control.”

Trump’s team froze all social media accounts and public communications when the new administration took office. The agency is posting updates again now that Pruitt is in charge, but its work on clean air, science, and climate change is far from the focus. The flurry of Twitter activity welcoming Pruitt after he was sworn in has since slowed mostly to promoting his speaking engagements. On Monday, which was out of the range for this comparison, the EPA had one additional tweet about policy, but kept up its Pruitt-focused ratio with one quote and retweet from Pruitt.

Under McCarthy, the EPA feeds were mostly run by career officials in coordination with the administrator’s political staff. The EPA then took a different tack. Over a similar time period when Gina McCarthy took over as administrator in 2013, the main house account tweeted 16 times about McCarthy herself and retweeted her nine times—most of which were during a public Q&A she conducted on Twitter. The overwhelming number of tweets was about the agency’s work. Here is a sampling:

All this suggests Pruitt and Trump’s team are carefully monitoring the public-facing side of the agency. An EPA career staffer, who requested anonymity, told Mother Jones that edits to the website must be approved first, and the website is “more tightly controlled” than it was before January.

There are a handful of exceptions: Regional offices in particular, where the Trump administration has not yet installed political appointees, are occasionally promoting local grants and cleanup projects.

Of course, the EPA is far more than its social media feeds. Its 15,000 employees are in charge of distributing grants, conducting scientific research, and enforcing the law. But social media is also a rough approximation of the priorities the agency wants to share with the public. The change of EPA’s emphasis on social media has also been more pronounced than that in other branches of the federal government, even ones focused on similar work. The Interior Department, for instance, is still sharing images of the nation’s national parks, and NOAA is still tweeting climate stats. The EPA hasn’t mentioned climate change once since Trump became president.

These 5 Trump Cabinet Members Have Made False Statements to Congress

As most of the world knows by now, Attorney General Jeff Sessions did not tell the truth when he was asked during his confirmation hearings about contacts with Russian officials.

But Sessions isn’t the only one. At least four other cabinet members made statements during their nomination hearings that are contradicted by actual facts: EPA Chief Scott Pruitt, Education Secretary Betsy DeVos, Treasury Secretary Steve Mnuchin, and Health and Human Services Secretary Tom Price.

The statements were all made under oath, except those of DeVos. It is a crime to “knowingly” lie in testimony to Congress, but it’s rarely prosecuted.

EPA Chief Scott Pruitt

The falsehood: Pruitt stated in testimony that he had never used a private email account to conduct business while he was Oklahoma’s attorney general.

The truth: Fox News 25 asked the state Attorney General’s office whether Pruitt had used a personal email. The answer was yes.

The Associated Press also received emails in response to a public records request showing Pruitt using a private account to conduct state business.

Pruitt’s response: None.

Education Secretary Betsy Devos

The falsehood: DeVos said during her confirmation hearings that she has not been involved in her family’s foundation, which has given millions of dollars to group that oppose LGBT rights.

“You sit on the board,” Sen. Maggie Hassan, D-N.H., noted. DeVos responded, “I do not.”

The truth: As The Intercept has detailed, tax filings have listed DeVos as vice president of the foundation’s board for 17 years.

DeVos’ response: She said the foundation’s nearly two decades of filings were the result of a “clerical error.”

Treasury Secretary Steve Mnuchin

The falsehood: In written testimony, Mnuchin denied that his former bank had used so-called “robo-signing” to improperly foreclose on homeowners. “OneWest Bank did not ‘robo-sign’ documents,” Mnuchin wrote.

The truth: As the Columbus Dispatch detailed, OneWest Bank employees frequently signed documents in bulk without proper review, which is what robo-signing is. One employee testified that she typically signed about 750 foreclosure documents per week. The Dispatch noted that a judge stopped three OneWest Bank foreclosures “specifically based on inaccurate robo-signings.” Reuters also detailed the bank’s robo-signing back in 2011.

Mnuchin’s response: A spokesman offered the following statement after the Dispatch‘s story: “The media is picking on a hard-working bank employee whose reputation has been maligned but whose work has been upheld by numerous courts all around the country in the face of scurrilous and false allegations.”

Health and Human Services Secretary Tom Price

The falsehood: During his confirmation hearings, Price insisted that the discount he got on a biotech stock was “available to every single individual that was an investor at the time.”

The truth: As the Wall Street Journal reported, fewer than 20 investors in the U.S. were offered the discount, including Price.

Price’s response: Price did not respond to the Journal’s story.

Attorney General Jeff Sessions

The falsehood: Sen. Al Franken, D-Minn., asked Sessions whether “anyone affiliated with the Trump campaign communicated with the Russian government in the course of this campaign.”

Session responded: Sen. Franken, I’m not aware of any of those activities. I have been called a surrogate at a time or two in that campaign and I did not have communications with the Russians.”

The truth: Yes, he did.

Sessions’ response: His office’s first statement: “I never met with any Russian officials to discuss issues of the campaign. I have no idea what this allegation is about. It is false.”

An anonymous White House official gave a New York Times reporter a different take, saying Sessions and the ambassador did talk and “had superficial comments about election-related news.”

Sessions’ spokeswoman later said Sessions often spoke with “foreign ambassadors as a senior member of the Armed Services Committee.Washington Post reporters asked all 26 members of the committee if they spoke to the Russian ambassador in 2016. Sessions was the only one.

You can get through Mohsin Hamid’s latest in an afternoon. Not to suggest that Exit West, Hamid’s fourth novel, is frivolous reading. In just over 200 pages, he spans the globe as he tells the story of Nadia and Saeed, a young Muslim couple forced to flee an unnamed homeland—first to Greece and then to California. Falling in love as their city descends into conflict and chaos, the two eventually escape through magical portals, landing in refugee camps and squatters dens where they are confronted by nativist mobs. The crisis and the characters are fictional, but the circumstances feel almost journalistic. “It’s a love story,” Hamid assures me.

Exit West is, in fact, a classic boy-meets-girl tale, but like much of Hamid’s previous work it also tells a larger story of globalization and its discontents. With great compassion, he portrays the profound ruptures in a rapidly changing world. His characters are average people with average ambitions who bear the burdens of mobility—westward, upward, or forced. Given the anti-immigrant sentiment in Europe and the United States, it feels both urgent and much needed.

Hamid knows a thing or two about culture shock. He was born in the Pakistani city of Lahore, where he now lives with his wife and two children, a short drive from the Indian border. But he spent some formative childhood years playing on the manicured lawns of Palo Alto. Since releasing his first novel, Moth Smoke, in 2000, Hamid has won a Man Booker Prize, has had his work adapted for film and translated into 35 languages, and has been named one of Foreign Policy magazine’s “Leading Global Thinkers.” His novels, which also include The Reluctant Fundamentalist and How to Get Filthy Rich in Rising Asia, enjoy international acclaim and bestseller status. But Exit West may be his most prescient to date—an antidote of sorts (one can only hope) in this moment of xenophobic fear and mistrust.

Mother Jones: What was it like growing up between Pakistan and the United States?

Mohsin Hamid: When I was three, my dad went to do his Ph.D. at Stanford, so my mom and I moved with him and we lived in California for six years. I moved back to Lahore when I was nine, in 1980, and went back to the US for college and law school. I worked in New York for a while, then London for the better part of a decade. I have been back in Lahore for about seven years now.

MJ: Was there a sense of culture shock moving back and forth?

MH: There was pretty huge culture shock when I was nine! I had no memories of Pakistan. We hadn’t been back to visit in the six and a half years we’d been in California, and phone calls were expensive so I never really spoke to anyone. There was no internet. I’d never seen Pakistani movies or television, and I’d forgotten how to speak Urdu. So basically I was a Californian kid. I arrived in Pakistan completely unfamiliar with where I was going—and then utterly lost connection with where I’d just been. When I moved back, in 2009, with my wife and our daughter, it was still very strange. Maybe at a certain point, if you’ve moved around enough, everywhere feels a little bit foreign.

MJ: Do you consider Urdu your first language?

MH: This is the weird thing. My second language has become my first, and Urdu has become my second or third language. I started speaking at a very young age, a lot, but in Urdu. So in America, I go play outside in front of the townhouse by the Stanford campus where we live. All those townhouses look identical and I start crying. Outside the townhouse next to ours, the neighbor looks down at this befuddled Pakistani kid, and I’m looking at him like, “This is not my house! These are not my parents!” I’m surrounded by a bunch of kids and they ask my mother, “What’s wrong with him? Why can’t he speak?” She says, “He speaks fine.” And they say, “Is he retarded?”

For a month after that I didn’t speak a word. They were quite worried. I just watched cartoons. A month later, when I next spoke, I spoke in English with an American accent. I guess I spent a month somehow transitioning. It must have been quite traumatic to have made me silent for so long. Perhaps it’s shaped who I am, and my nomadic and multinational, multicultural view of life.

MJ: Were you drawn to books as a kid?

MH: Very early on. I was really into fantasy worlds and I loved stories—comic books in particular. My dad had this outlook: It doesn’t matter what I want to read—reading was a good thing. So whatever I was curious about they’d get for me from the library. Books were a kind of a resistance to reality. I liked to imagine worlds that were different. I still do.

MJ: Were there books or shows you couldn’t get in Pakistan because they were too salacious?

MH: Books, nobody bothered to censor them. You could find everything from full-on porn to soft porn in the guise of fantasy and sci-fi, and books like Lolita that had controversial sexual themes. There was much more censorship of images, though in the ’80s the VCR became quite popular, and you could get all the films you get in the US on pirated videocassettes.

MJ: What are the biggest misunderstandings between American and Pakistani cultures?

MH: The monolithic view that many Americans have of Pakistani culture is as inaccurate as the monolithic view that many Pakistanis have of American culture. In America there are people advocating for trans rights and people like Vice President Pence, who is vehemently opposed. In Pakistan, too, you have all kinds of folks—from flamboyant gay fashion designers and female Air Force pilots to the Taliban. A cross-dressed man used to be the top TV talk show host. It was actually quite radical. So the diversity of these societies is often lost on people. If an American teenager were to come to Lahore, they’d have wildly different experiences depending on whom they met. They could party and get drunk and smoke hashish with some, while others would say, “Let’s get some religious instruction.”

MJ: There’s been a lot of hand-wringing over the migrant crisis, but we seldom really get to know the refugees themselves. Did that factor into your reasons for writing Exit West?

MH: I’m not sufficient to act as their voice. But I thought it was important to imagine a narrative where a migrant was the hero, the protagonist, and enjoyed all of the narrative sympathies that come with that role. Because all over the world, the nativist perspective is being privileged over those who are more recent arrivals.

I also think massive migration is inevitable. As sea levels rise, as climate change happens, as fertile fields become arid, as wars are fought, people are going to move. They always have. I think we should be prepared, given environmental and political change for large-scale migration. If sea levels rise and 200 million people in Bangladesh and 300 million people in Indonesia need to move, and the entire Chinese seaboard, New York City—that’s going to be huge. So I thought it was important to imagine a future of immense migration and compress that into just a couple of years. And to imagine this future not as just a dystopian horror, but as something more complicated—that might even have elements of hope.

Partly, it’s our failure to imagine how change can be hopeful that empowers nostalgic narratives that try to take us back to the past in ways that are very dangerous.

MJ: People will inevitably call this a refugee story, but it almost seems like a love story first and foremost.

MH: In a way, all of my novels have been love stories. This one’s about young love, which two people as they grow and develop potentially leave behind. But also for the possibility of friendship to outlast the love. We’re not condemned to this titanic struggle of possession. This is about a different kind of relationship. I think all human stories are migration stories because everyone is a refugee from their own childhood. Even if you don’t move localities, time moves. The California of your childhood is over. So to say it’s a refugee story is true—and it’s also a love story. The notion of love as a potentially destructive and potentially redemptive human force is something that comes across in all my books.

MJ: So we should call you a romantic novelist?

MH: Laughs. In a weird way, yes! I’m not uncomfortable with the term. We think of the romance novel as a lesser form of literature, but I don’t think that’s true. Love is a very important aspect of human life and worth exploring. In Italian, the word for novel is romanzo, “the romance.” The English is “novel”—something new. Both of those elements, experimentation and love, are fundamental to the form.

MJ: Do you have any favorite love stories?

MH: I don’t have a single archetypal one, but for example, Charlotte’s Web is this beautiful story about love and death. Charlotte becomes kind of like a best friend for Wilbur, but also like a mother for him. That’s a novel about how love endures and how it makes weathering the experience of mortality more possible.

MJ: The discussion about migration right now seems to be dominated by fear. Is love the antidote?

MH: Also the need to empathize with, and insert oneself inside, experiences that are different than one has had. Literature and art and movies all play a very important role. They can help disarm this feeling. When we aren’t collectively imagining hopeful futures, then the way things are going almost invariably seems negative and frightening.

MJ: I understand you take walks to catalyze your writing. Your pace of publication has improved. Is walking to thank?

MH: It might be that I’m getting older. This novel felt quick to me—it took four years. But walking is very good for writers. There’s something fundamentally useful about not talking to anybody, not looking at a screen, and being in nature—even if that nature is an urban environment. It’s definitely helped me, especially when I’m completely stuck.

In that sense, the mobile phone is very dangerous. If you’re walking and looking at your phone, you’re not walking—you’re surfing the internet. If you keep your eyes open, walking is a meditative act. It’s so rare that we allow ourselves just to be. It’s a space in a day that we almost never carve out for ourselves. I think it’s very useful, like sleeping and dreaming, as something that’s important to my ability to write.

MJ: So you leave your phone at home?

MH: I keep it in my pocket. But I believe in digital detox. We’re all so terrified in the world right now partly because of the digital—that’s TV, radio, reading your favorite conspiracy theory blog. That stuff activates a sort of fight-or-flight response, and that’s not a state human beings feel good inhabiting. When I’m really plugged in I find it difficult to write. It’s like digging a well. If you make a void, something moves in to fill it. Writing books is like that. It’s mostly about freeing up time, doing nothing, and in that time some writing starts to happen. We need to figure out how to maintain those voids.

MJ: What’s it like to be in Pakistan living so close to India?

MH: Lahore is a very weird place in that sense. I can drive to the border in 30 minutes, walk across a line painted in the cement, and I’m in India. It’s bizarre. India to someone who lives in Lahore is like Queens to someone who lives in Lower Manhattan—it’s not far away, and yet it doesn’t exist. Lahore really is on a fault line. The animosity between India and Pakistan is deeply unfortunate and dangerous, and it’s something I’ve long campaigned to reduce. But right now, when there’s artillery being exchanged in Kashmir—which is not for from here, either—and there are 100-ish nuclear weapons on each side of the border, there’s never really been a case like this where two nuclear armed countries are happily shelling each other.

MJ: Was your family growing up very religious?

MH: There were differing degrees: Some people never did anything you would describe as outwardly religious, like praying or fasting. Others prayed five times a day. My mother has been to Mecca to perform her hajj; my dad hasn’t. I come from a very liberal family, so even the people who are outwardly religious tend to subscribe to gender equality, the importance of open-mindedness, all that stuff. My family is generally nonprescriptive.

MJ: Are you religious yourself?

MJ: It’s not something I like to talk about publicly. One reason is the politics, but also I think spirituality is deeply personal. My aunt used to say, “It’s between me and my god; it’s got nothing to do with you.” It was a good enough answer for me as a snot-nosed college kid angling for a religious debate, and I still think it’s a good way of putting it.

MJ: How do you feel about mandates on religious clothing?

MH: I’m not a fan. We should be very skeptical of people who want to place limits on how we express ourselves. If my daughter wanted to wear a headscarf and dress in a religiously conservative way, I would be heartbroken. But if she were to decide to do that and she were to live in a place where people said she couldn’t do that, I would be entirely committed to her right to do so. The ban on the burkini, which is basically a wetsuit, seems particularly ridiculous. We know nuns will wear something like that, and we know the bikini was only invented 50 or 60 years ago—people wore more clothing until recently. The ethnocultural connotations of the burkini ban are very strong. It’s as absurd as mandating that women have to go topless on the beach. If I were a woman, I definitely would not want to wear a burkini or a headscarf. But it’s not about what I want.
