Strong Renewable Fuel Standard Means Strong Advanced Biofuels Industry

The Fuels America coalition sponsored Politico’s Morning Energy for the second week in a row this week, underscoring that gutting the Renewable Fuel Standard (RFS) would pose an enormous threat to America’s emerging cellulosic ethanol and advanced biofuel industry.

“Caving to oil industry pressure and reducing the market for renewable fuels would undercut the industry’s ability to make investments in advanced biofuels,” Fuels America’s text pointed out. “Especially if the administration’s rationale for the reduction is the fact that the oil industry is refusing to provide the infrastructure to sell renewable fuels in spite of a law requiring them to do so.”

Fuels America’s Morning Energy sponsorship follows a May 15 letter from DuPont, Abengoa, Novozymes, Poet DSM and 30 other advanced biofuel leaders to President Obama explaining that they had invested “billions of dollars in the development and commercial deployment of ultra-low carbon biofuels … based on the expectation that when [they] succeed, the RFS will be maintained as a mechanism to open the market for our fuels.” They went on to warn that the “current proposal would break that promise by allowing incumbent fuel producers, who want to see the program fail, to limit the distribution of renewable fuels and thereby define future RFS blending obligations.” Fuel’s America’s text concluded with a link to that letter.

The sponsorship by the Fuels America coalition comes as a final 2014 RFS rule draws closer and just on the heels of significant announcements from President Obama regarding the regulation of greenhouse gas emissions. The Administration’s proposal to weaken the bipartisan RFS, however, would represent an increase in carbon emissions worse than cancelling every wind farm now under development in the United States. And as Fuels America explains in this week’s Morning Energy, a weakened RFS will seriously undercut investments in America’s low carbon advanced biofuels, which represent reductions in lifecycle CO2 emissions of 88-108%.

Last week, we got the news that the West Antarctic ice sheet is ditching us. Then, on Sunday, another fresh study told us that Greenland is also melting away rather fast. And now glaciology brings us a new report, on what’s going on at the so-called “third pole” (so called because it has more snow and ice than anywhere outside of the polar regions): the Himalaya mountain range. Seemingly unwilling to get left behind, it’s been shedding its icy stocks, too.

The report, from the International Centre for Integrated Mountain Development (ICMOD), found that Nepal’s glaciers lost 24 percent of their volume between 1977 and 2010. It did also find that the number of glaciers increased by 11 percent over that period, but it turns out even that’s not good news! It attributes the increase to the fact that the big glaciers tend to break into smaller ones once they become weak.

While the big concern surrounding the melting of the true poles is what it means for sea-level rise, the impact of the Himalayan thaw will stay a bit more local — but that doesn’t necessarily make it better. It translates into things like wiping out villages through glacial lake outbursts, and making for a less reliable water supply for drinking, agriculture, and power. “The third pole region is home to some of the people most vulnerable to these changes in the world,” ICMOD says.

And, just to top it all off, “The rate of warming in the Third Pole region is significantly higher than the global average, and the rate is higher at altitude.”

So, which of the poles is going to win this twisted race? All bets are on: It looks like all three are gunning for the finish.

The world’s biggest-ever election just spat out a potentially worrying result. Narendra Modi, a conservative Hindu nationalist who ran on a pro-development platform, will soon be India’s prime minister. What does that mean for the climate?

An American accustomed to conservative attacks on climate science and clean energy could be forgiven for assuming that it is bad news. But not all cultures equate conservatism with profligate fossil fuel burning and utter disregard for the climate. Despite his conservative chops, Modi is talking big when it comes to solar energy.

We’ve previously told you that India is making tremendous strides in building powerful solar arrays, boosting its grid-connected solar capacity from 18 megawatts to more than 2,000 megawatts in just four years. That’s a heartening trend in a nation that depends heavily on coal and frequently runs short of power — and that has shown belligerence in the face of international pressure to curb greenhouse gas emissions.

Fortunately, on solar development, Modi looks set to continue the outgoing government’s admirable quest for more. Bloomberg reports:

“We look upon solar as having the potential to completely transform the way we look at the energy space,” said Narendra Taneja, convener of the energy division at Modi’s Bharatiya Janata Party, which swept to power on May 16 in the biggest electoral win in three decades. …

Expanding clean-power generation will be the administration’s top energy-related priority, especially solar because it has the potential to create jobs and supply millions of scattered households not connected to the grid, he said.

Modi, as chief minister of Gujarat state, pioneered India’s first incentives for large-scale solar power in 2009. The party will take lessons from Gujarat’s program as it designs policies on a national level that will include both larger, grid-connected photovoltaic projects and smaller, decentralized applications for solar, Taneja said.

Modi will inherit the awkward issue of a burgeoning trade dispute in which the U.S. is complaining about India’s protectionist policies that are designed to spur a domestic solar industry. India’s outgoing government has been working up a counter-complaint, arguing that America’s own solar policies violate World Trade Organization rules. It’s hard to imagine Modi’s administration backing away from this fight, particularly given that American environmentalists are on India’s side.

Modi is already not on great terms with the American government. The U.S. denied him a visa following accusations that he fueled ethnic violence that left nearly 1,000 people dead, most of them Muslims, in his home state of Gujarat in 2002, where he has served as the equivalent of a governor since 2001. But after his party won the election last week, Obama called to congratulate him and invite him for a visit to Washington, D.C. If Modi accepts the invitation, maybe he’ll get the opportunity to see the new solar array on the White House roof.

The electric-car maker added 3,000 jobs during the past year or so as it ramped up production of its Model S sedan and prepared for the release of an SUV model, building up its Californian workforce to 6,000 factory workers, engineers, and other employees. And the company is expected to add another 500 jobs in California by the end of this year.

Bloomberg reports that Tesla now employs more Californians than any other automaker. Toyota, which used to hold that honor, now provides just 5,300 jobs in the state. And that number will fall to 2,300 after it shifts many of its white-collar workers from Torrance, Calif., to Texas over the next few years. More from the Bloomberg story:

Led by billionaire Chief Executive Officer Elon Musk, Tesla is the rare company doubling down on making products in California, which has relatively high labor and energy costs and stiff environmental guidelines for laying down new plants. Texas and other states, meanwhile, are luring manufacturers with vows of lower taxes and less red tape.

“Tesla’s scaling up here in California is terrific news,” said Gino DiCaro, spokesman for the California Manufacturers & Technology Association. “It’s also an exception — and we certainly need more of them.”

Tesla is now a bigger employer than many other high-tech California companies. It has a larger workforce than San Francisco-based Twitter, which employs about 3,000 people, and it’s gaining on nearby Menlo Park-based Facebook, which has about 7,000 employees.

The city that kicked off a gay-marriage revolution, cracked down on Happy Meal toys, and battled bottled water is gunning for a new first. San Francisco wants to lead the nation in limiting fossil fuel exports.

At a hearing scheduled for Thursday, the San Francisco Environment Commission will consider a proposal to ban the bulk transportation of “hazardous fossil fuel materials,” such as coal and petroleum coke, within city limits. If the commission agrees, the proposal will be passed up to city and/or port leaders for further consideration. The proposed ban would also apply to crude oil, though crude exports are currently banned nationally — a ban that industry is fighting to overturn.

San Francisco isn’t acting alone in trying to stymie exports of coal and other fossil fuels to Asia. In February, the city’s lower-income neighbor, Oakland, rejected a bid by Bowie Resource Partners to use its port as a coal export terminal. And residents throughout the Pacific Northwest have been successfully campaigning against proposals to build hulking new coal terminals along their waterfronts.

Joshua Arce, president of the San Francisco Environment Commission, which advises city lawmakers, said West Coast cities and ports can work together to help bottle up the nation’s coal supplies and keep them in the ground, where they can do the climate and the environment no harm. He said they can also work to prevent petcoke, which is left behind after tar-sands oil from Canada is refined, from reaching export markets, where it can be burned to produce a filthy form of energy.

“There’s a widespread consensus that this is the right thing to do — to lay down a marker for the environment, and ban these hazardous fossil fuel materials forever in the City and County of San Francisco,” Arce said. “It’s not like we’re saying anything that’s not already the practice informally. Our port staff has said, time and time again, ‘no’ to coal. It’s time to make it an official policy.”

San Francisco’s port is perhaps best known for its cruise ship terminal along the city’s Disney Land-like northern waterfront, but the city’s southeastern waterfront has a long and heavy industrial history. A new bulk marine cargo terminal is included in southeastern neighborhood redevelopment plans. And the city is just a bay away from Richmond, which is home to Chevron’s explosion- and pollution-prone oil refinery. All of which makes city leaders nervous that their waterfront assets could one day be exploited by the nation’s fossil fuel merchants.

“The fossil fuel industry is never sleeping,” Arce said. “We never want there to be a day when a company that’s engaged in this aspect of the carbon economy makes an offer here that someone can’t refuse.”
