Donald Trump may have an “open mind” on climate change now, but he’ll still strip NASA of funding.

Carson, a retired neurosurgeon and right-wing pundit, told Fox News that President-elect Trump has asked him to be Secretary of Housing and Urban Development. (Trump tweeted that he is “seriously considering” Carson for the post.)

Carson has already turned down a chance to be Trump’s Secretary of Health and Human Services on the grounds that he is unprepared to run a federal agency. So how is HUD any different? Good question.

Carson lacks any relevant experience. HUD is charged with developing affordable and inclusive housing. Under the Obama administration, it has promoted smart-growth goals, such as linking low-income housing with mass transit.

During Carson’s unsuccessful campaign for the Republican presidential nomination, he never proposed any policies to promote low-cost or integrated housing. Asked on Fox about his knowledge of HUD’s work, Carson pointed to his experience growing up in a city.

Trump is also reportedly considering Westchester County Executive Rob Astorino to run HUD. Under Astorino, the county has failed to comply with a 2009 settlement in which it agreed to build more affordable housing.

So Trump will nominate either someone wholly unqualified or someone who opposes affordable housing. It’s almost as if the luxury real-estate developer once sued for discriminating against black tenants doesn’t care about affordability or integration.

Supreme Court Stays Out of Planned Parenthood Fight

Since this summer’s release of doctored sting videos targeting Planned Parenthood, Congress has been embroiled in a fiery debate over funding for the women’s health care provider. On Monday, the Supreme Court made clear that it wants nothing to do with this fight. The court declined to hear a case involving federal funds for Planned Parenthood and the organization’s privacy in the face of continued probes by anti-abortion activists.

The case, New Hampshire Right to Life v. Department of Health and Human Services, centered on a 2011 public records request filed by New Hampshire Right to Life, an anti-abortion group, with the US Department of Health and Human Services, asking for documents filed by Planned Parenthood when applying for federal funding. The women’s health provider had historically received federal funds for family planning services through New Hampshire’s state government. But in 2011, the state administration decided to stop accepting and distributing this federal money, concerned that it was being used to “subsidize abortions.”

To fill the gap in Planned Parenthood’s funding, HHS decided to provide funds to the group directly for 16 months. It required the group to file documentation about its internal policies—including its medical standards manual and its fee schedule—in order to receive the funds, which Planned Parenthood did.

New Hampshire Right to Life filed its request to HHS under the Freedom of Information Act, asking for access to these Planned Parenthood filings and to internal HHS memos tied to the department’s decision to provide the reproductive health provider with a federal grant. When HHS refused, New Hampshire Right to Life sued the agency for the documents. HHS ultimately turned over about 2,500 pages of internal agency records. But it withheld most of the Planned Parenthood filings and some internal documents, primarily citing FOIA’s Exemption 4, a portion of the law that exempts certain types of commercial information filed by private groups from disclosure.

A federal district court and circuit court both upheld HHS’ refusal. Now that the Supreme Court has refused to wade into the disclosure debate, it’s cemented that refusal as final.

Attorneys for New Hampshire Right to Life painted the court’s decision not to hear the case as another example of government favoritism in the ongoing battle over public funds for Planned Parenthood. “We had hoped the US Supreme Court would consider this case,” said attorney Michael Tierney in a statement, “which would have addressed whether the government can continue to veil its support for Planned Parenthood.”

Chart of the Day: Obamacare Just Keeps Working, and Working, and Working….

Last year, as Obamacare finally went into full effect, the ranks of the uninsured began to drop sharply. Despite all the website problems and the repeated predictions of doom from conservatives, it turned out that Obamacare was working well. Then things stabilized as open enrollment ended. Today, Gallup released new results for the final quarter of 2014, which marked the start of Obamacare’s second year of enrollment, and guess what? The ranks of the uninsured are dropping yet again. The percentage of adults without health insurance dropped from 13.4 percent to 12.9 percent:

The Affordable Care Act has accomplished one of its goals: increasing the percentage of Americans who have health insurance coverage. The uninsured rate as measured by Gallup has dropped 4.2 points since the requirement to have health insurance or pay a fine went into effect. It will likely drop further as plans purchased during the current open enrollment period take effect. The Department of Health and Human Services reported that 6.5 million Americans either selected new plans or were automatically re-enrolled into a plan via HealthCare.gov as of Dec. 26, 2014.

….Other signs also point to the uninsured rate falling more after this open enrollment period ends. HHS continues to focus on the financial assistance available to enrollees and increasing the fine for not having health insurance….The uninsured rate could also fall further as more states expand Medicaid.

The uninsurance rate has dropped the most among blacks, Hispanics, the young, and the poor. It’s dropped by only a small amount among the middle classes, since they’re mostly insured already by their employers. But even right smack in the middle, uninsurance rates have dropped by three percentage points. Obamacare just keeps on working, and it’s working for everyone.
