Antarctic marine reserve plans scuppered by Russia

Still open for fishing.

You can’t get much farther from Antarctica than Russia. Yet it was Russia that this week sunk American- and New Zealand-led efforts to create sprawling marine reserves around the South Pole.

The multi-nation Commission for the Conservation of Antarctic Marine Living Resources met in Germany this week to discuss proposals to protect more than 1.5 million square miles from the growing threat of fishing. The meeting was called after the countries that make up the committee failed to reach agreement on the proposals last year. From Nature:

There was widespread hope that new reserves in the Ross Sea and in East Antarctica would be approved this week …

But [Tuesday] at the meeting the Russian delegation questioned the very authority of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), which regulates fishing in Antarctica, to create reserves, several participants said. To establish any reserve requires the agreement of all 25 members.

This has enraged NGOs, who pointed out that CCAMLR has already created one such ‘marine protected area’ and that all of the commission’s members had previously agreed in principle that it should create such zones. NGO representatives accused Russia of coming in bad faith to the meeting, which was convened specifically to discuss the marine reserves after they were not agreed to at another meeting last year.

“Everyone here is very disappointed,” says Steve Campbell, campaign director at the Antarctic Ocean Alliance, a coalition of groups pushing for more marine protection in the region. “There is no doubt CCAMLR has authority to establish these areas.”

Reserve supporters aren’t giving up hope, though. The proposals will be considered again in October when the committee gathers in Australia for its next regular meeting.

Ten California cities have a message for paint companies that sold lead-tainted products to their residents in decades past: “Get that shit out of our houses.”

Local governments filed suit again five paint manufacturers in 2000, and on Monday the trial finally began. Atlantic Richfield, NL Industries, Sherwin-Williams, and two other paint companies are defending themselves against claims that they should have pay to strip poisonous lead plaint out of an estimated 5 million homes, at a cost of about $1 billion. From the San Jose Mercury News:

[T]he industry will fight back hard, arguing that it never deliberately sold a hazardous product and that lead paint is no longer a significant public health threat in California.

But decades after the government banned lead paint because of its health threat to children, the substance remains in many homes built before 1978, particularly in older, low-income neighborhoods where families are considered less likely to be aware of the threat. Lead paint has been linked to a host of maladies in children, from learning disabilities and stunted growth to seizures and even death.

“Lead poisoning has been the longest-running epidemic in American pediatric history, and is a silent, ongoing tragedy,” David Rosner, a Columbia University professor who will be an expert witness for the governments, said in an email exchange.

The paint industry has prevailed in similar lawsuits brought against it in Missouri, Ohio, and Rhode Island, but Californian officials are hopeful about their chances in this case.

Solar-powered sedan hits Dutch streets

Plug-in electric car? That’s so 2013.

The electric sedans of the future will also generate their own photovoltaic power.

That’s the philosophy behind a new class of competition in this year’s World Solar Challenge.

Since 1987, the challenge has had solar-powered cars racing across the parched Australian outback every couple years. But the solar-powered vehicles that have competed in the challenge, while exciting and innovative, have been anything but consumer-friendly. They have typically carried only an uncomfortable driver in a craft shaped like a sheet of aluminum foil precariously perched over three wheels.

This year’s challenge, scheduled for October, will push teams to go even further. The new Michelin cruiser class has been created for vehicles that could conceivably be marketed as family sedans. Ten teams have entered, and they will compete against each other for points awarded based on such criteria as practicality, attractiveness, and energy consumption.

On Thursday, one of the those teams unveiled its entry, taking a car it dubbed Stella to cordoned-off Dutch streets to strut its photovoltaic stuff. And it’s pretty as a pug. Watch:

The team of 22 Eindhoven University of Technology students behind Stella has vowed to register the car for on-road use, helping to demonstrate its potential commercial viability. From a press release:

‘Stella’ is the first ‘energy-positive car’ with room for four people, a trunk, intuitive steering and a range of 600 kilometers.

By combining aerodynamic design with lightweight materials like carbon and aluminum, a very fuel-efficient car has been designed, which also has ingenious applications like a LED strip and touchscreen that make all the buttons and knobs we know today superfluous. Intuitive driving is enabled by a steering wheel that expands or contracts when you are driving too fast or too slowly. STE will have the car officially certified for road use to prove that this really is a fully-fledged car.
