Drought-plagued California tries to drink the ocean (hold the salt)

Despite the pugnacious storms that had California on the ropes this past weekend, the state is still in the middle of a record-making drought. The snowpack in the Sierra Nevada Mountains is well under half its usual level for this time of year, and there’s almost certainly no way to catch up this late in the season.

Enter the ongoing construction of 17 desalination plants across the state. A $1 billion plant being built in Carlsbad, Calif., expected to be ready by 2016, will pump 50 million gallons of drinkable water out of the ocean daily — making it the largest such facility in the Western Hemisphere. Another project underway near San Francisco (a discount at only $150 million) could supply 20 million of the 750 million gallons of water guzzled daily in the Bay Area by 2020.

Desalination involves sucking up seawater and pushing it at high pressure through a series of very thin membranes, to strip away the salt and ocean gunk. Water purists (ha) know it as reverse osmosis. It’s not an ideal process, since it uses an enormous amount of energy to turn about two gallons of seawater into one gallon of potable water, plus there are the aforementioned ocean gunk leftovers, but it does keep working rain or shine. A spokesperson for the Carlsbad plant describes it as “droughtproof” — a tantalizing prospect that would probably have Californians salivating, if they could spare the spit.

Instead, we can measure excitement by the uptick in investment. Currently there are only three small desalination plants operating in the state, including one that provides all the water to aptly named Sand City since 2010. By “all the water,” we mean “enough for the 334 people who live there.” From the San Francisco Chronicle:

“It’s a miracle how we managed to get this plant,” said Sand City Mayor David Pendergrass. “If we didn’t have it, the whole area would be in trouble. We’re not under any rationing here, but then we’ve been practicing conservation for years already, so we are responsible about our water use.

“I would absolutely recommend desalination for other areas.”

Of course, the miraculous transmutation of Pacific brine to sweet freshwater comes with a price — the literal one, but also a load of energy, carbon emissions, hapless sea creatures siphoned up intake tubes, and extra salt and miscellaneous water treatment chemicals flushed back into the ocean. Some plants in progress have been stalled by these concerns. Many environmentalists and/or spendthrifts argue that it makes more sense promote water conservation and recycling before turning to expensive alchemy, but water officials still aren’t convinced that will be enough. Jeffrey Kightlinger, the general manager of the Metropolitan Water District of Southern California, says the district has invested in conservation and recycling, and it has helped, but the region still needs more water to meet demand. That’s always been the case in arid California, but it’s even more so now.

“There are two things that are changing the landscape for us,” he says. “One is we’ve grown a lot. We’re doing water for nearly 40 million people statewide. The second thing that really changed is climate change. It’s real. And it’s stressing our system in new ways.”…

“We don’t have time to rehash the same debates over and over and over again. We’re going to have to start investing in things for the future,” Kightlinger says.

Even if cheap, renewable energy sources could theoretically power desalination plants without producing a lot of extra ocean pollution, desalination is not going to solve all the state’s water problems in one fell swoop. Weaning So Cal off water imported from other areas would mean building a Carlsbad-scale plant every four miles along the coast, which adds up to 25 plants just between San Diego and L.A. With so many people and so little water, no solution is going to work without significant cuts in wasted water.

Whether these facilities are a good investment, or at least a bearable compromise, will have a lot to do with what havoc climate change decides to wreak on the coastal state in the coming decades. If this drought is a sign of climates to come, California may not be the only state to run on desal.

How suburban sprawl makes wildfires more deadly

Last year’s wildfire season was one of the worst on record, and whether or not this year’s tops it (a likely outcome), it’s already off to a horrifically tragic start: 19 elite firefighters perished in a blaze outside Prescott, Ariz., on Sunday — the most to die fighting a single wildfire in 80 years. Even before the deadly Yarnell Hill blaze began, the usual suspects were asking: What does climate change have to do with wildfires? James West of Climate Desk addressed this maddening question a couple of weeks ago and The New York Times addresses it today (and David Roberts addressed it last year).

But there’s another human-caused problem making wildfires worse: the exurbs. Or, to use the technical term, the “wildland-urban interface” or WUI, where development meets and mingles with fire-prone wildlands. The New York Times describes such areas, which include Yarnell, Ariz.:

Those expanding communities, with rural views but more urban economies, have been the focus of concern among federal and state officials for a decade or more. While such regions are more plentiful in the East, it is in the areas west of the 100th longitude, reaching from West Texas and the Dakotas to the Pacific Ocean, where the natural aridity, increasingly exacerbated by climate change, makes fires a common threat.

In the West in the 1990s, more than 2.2 million housing units were added in these fire-prone areas, according to testimony by Roger B. Hammer [PDF], a demographer at Oregon State University and a leading authority on the issue. Speaking to a House subcommittee in 2008, he called this a “wicked problem,” and predicted an additional 12.3 million homes would be built in such areas in Western states — more than double the current numbers.

According to a U.S. Forest Service Study [PDF], one-third of all U.S. housing units now sit in the WUI, and the total area classified as WUI increased by 18 percent between 1990 and 2000. These neighborhoods, bucolic in theory with their combination of suburban amenities and easy access to wilderness, have become ubiquitous in the West, the study reports:

In the Rocky Mountains and the Southwest, virtually every urban area has a large ring of WUI, as a result of persistent population growth in the region that has generated medium and low-density housing in low-elevation forested areas.

Think of the subdivisions wiped out by Colorado’s Waldo Canyon fire last year, or of the canyon outside Santa Barbara, Calif., where Grist writer Susie Cagle’s family home once burned to the ground. Wildfires in and of themselves are a natural and essential part of forest ecology, but more people living close to flammable wilderness means more people carelessly tossing smoldering cigarette butts or doing a shoddy job of putting out their campfires. From 2001 to 2011, an estimated 85 percent of wildfires in the U.S. were caused by people. And wooden houses, not to mention the aesthetically pleasing but non-native landscaping that often surrounds them, provide extra fuel for fires once they do start.

Fires that threaten to destroy homes end up costing much more to fight than those far from populated areas; according to the Forest Service study, there’s a “positive correlation between firefighting expenditures and the presence of housing and private lands.” Plus, as Outside Online points out, there’s extra pressure to stop a fire that puts property and human lives at risk, as so many more wildfires do these days:

In wildland firefighting, as with all firefighting, there’s nothing more important than protecting homes from destruction, but in the past decade, more than 20 million people have moved into the lands that will eventually be threatened by wildfire. Was … the field general in charge of making calls on the ground [while battling the Yarnell fire] more willing to expose his crew to risk because houses were at stake?

Ironically, the poor land-use planning that puts spread-out neighborhoods of sprawling homes right up next to fire-prone forests, exacerbating the potential for fire damage, is the same poor land-use planning that traps Americans in the kind of energy-intensive lifestyle that exacerbates climate change. For the most part, these WUI communities tend to represent the opposite of the kind of sustainable design we must strive for to reduce carbon emissions. They’re not dense or walkable or served well by public transit; they’re overwhelmingly residential, meaning you have to get in your car and drive just to get a roll of toilet paper or a quart of milk. And think of the energy cost of air-conditioning a five-bedroom house. Simply put, exurban development patterns worsen climate change, and they also make residents more vulnerable to one of climate change’s myriad indirect effects.

All this is not to demonize those who live in such places, because settling in the WUI has obvious appeal. If I lived in North Bend, Wash., for instance, I’d be steps from some of the region’s best hikes, and I might even be able to afford my own one-bedroom apartment. The Forest Service report outlines steps these communities can take to adapt and prepare for an increased threat of wildfires — educating residents about fire risk, removing flammable vegetation, changing building materials, planning new development to include better evacuation routes, etc.

But the question remains: Should we be building in such areas at all anymore (especially if living there necessitates a carbon-intensive lifestyle)? The same could be asked about building in flood zones or on steep seaside cliffs. Maybe, instead of pushing development ever further into the wilderness, we’d be better off inviting it back into the city.

Mount Everest Climbers’ Waste Could Power Local Villages

There is no plumbing on Mount Everest. When nature calls, climbers must use makeshift holes dug by sherpas, or use buckets as substitute toilets. With the ever-increasing number of climbers attempting to scale the mountain, containing all of that human waste is no small problem.

Currently, National Geographic reports, much of the excrement is carried in sealed containers on the backs of porters to the nearby village of Gorak Shep (which also lacks plumbing or sanitation facilities), where it is emptied into open pits. Up to 12 metric tons of the stuff can be hauled to Gorak Shep in a single year. But the village is running out of space for containing the mess, and last year researchers discovered that the refuse had contaminated one of the village’s two major water sources.  

Seattle climber and engineer Garry Porter witnessed the problem first hand when he attempted to scale Everest ten years ago. Since then, the image of all of that waste has stuck with him. ”I couldn’t shake the feeling that my final tribute to Nepal and the people of Everest was having my waste dumped in these open pits. It just didn’t seem right,” he told National Geographic.

Porter decided to found the Mount Everest Biogas Project as a potential fix, along with Everest guide Dan Mazur.

In biogas production, bacteria feed on organic waste (like feces) and produce several gases as a byproduct. One of these is methane, which is the primary component of natural gas and can be burned for heat and light, or converted to electricity. One cubic meter of biogas provides about two kilowatt-hours of useable energy. This is enough to power a 60-watt light bulb for more than a day, or an efficient 15-watt CFL bulb for nearly six days. A biogas reactor at Gorak Shep could address the fecal contamination problem while providing the perennially low-income community with a sustainable source of methane gas for energy, especially for cooking, Porter says.

The team plans to keep the biogas digester tanks warm (they stop working if temperatures drop below freezing) with solar panels.

In addition to getting rid of all the feces, the team hopes that the biogas project will relieve some of the pressure on Everest’s natural resources. All of those poop-producing climbers also need to eat, and cooking fuel often takes the form of native plants harvested around Everest, including an endangered species, the alpine juniper. If successful, the project will be the world’s highest elevation biogas reactor and could be introduced to other high altitude areas around the world.

California Gov. Jerry Brown blames climate change for early wildfires

California’s governor was quick to blame climate change for the early-season wildfires that are already wreaking havoc in his state.

Gov. Jerry Brown (D) has been an advocate for climate action and a fiery critic of climate deniers. On Monday, he visited the state fire department’s aviation management unit as firefighters battled the remains of what a couple days earlier had been a raging blaze in the Santa Monica Mountains. While he was there, he shared some choice words with reporters about the causes and consequences of a fire season that’s shaping up to be a big one. From the Los Angeles Times:

“Our climate is changing, the weather is becoming more intense,” Brown said in an airplane hangar filled with trucks, airplanes and helicopters used by the state to fight fires. “It’s going to cost a lot of money and a lot of lives.

“The big issue (is) how do we adapt,” Brown said, “because it doesn’t look like the people who are in charge are going to do what it takes to really slow down this climate change, so we are going to have to adapt. And adapting is going to be very, very expensive.”

With the snowpack in the Sierra mountains at just 17% of normal, state officials are bracing for a long, destructive fire season. State Natural Resources Secretary John Laird, who joined Brown at Monday’s press conference, said he was preparing for “a deadly year.”
