Even Trump voters oppose Trump’s climate agenda.

No, it isn’t ExxonMobil CEO Rex Tillerson.

Iowa Gov. Terry Branstad, named to serve as ambassador to China, is in favor of wind energy and policies that promote it. Like, really in favor.

“Our leadership in green energy not only makes us a leader in renewables but also powers job growth,” the Republican said in his 2016 Condition of the State address in Iowa. “Every wind turbine you see while driving across our state means income for farmers, revenue for local governments, and jobs for Iowa families.” As governor of the No. 2 wind state, he’s also in favor of federal incentives for wind energy like the production tax credit.

Branstad may experience some whiplash as he represents an administration that is particularly antagonistic to wind energy to a country that has invested billions of dollars in wind and solar.

On climate change, Branstad is not a denier but he buys into his party’s reasoning for not acting. “We need to recognize this climate change issue is a global issue,” he said in 2011. That’s the excuse many Republicans use to argue that the U.S. shouldn’t clean up its act until developing economies like China and India do.

But if he doesn’t know it already, Branstad will soon learn that China is doing plenty to fight climate change right now.

The administration announced Tuesday that President Obama will use a provision in the 1953 Outer Continental Shelf Lands Act to halt new offshore drilling in parts of federally owned Arctic and Atlantic waters — forever. While previous presidents have used that act to protect parts of the ocean, this is the first time it’s been exercised to enact a permanent ban on drilling. Canada will also indefinitely ban future drilling in its Arctic territory, the country said in the joint announcement.

The announcement came four weeks shy of Obama’s White House departure. President-elect Trump, a climate change denier, has vowed to undo many of Obama’s executive orders as well as dismantle the Clean Power Plan, open more federal lands to drilling, and withdraw from the Paris Climate Accord.

But by using an existing act instead of issuing an executive order, Obama made the reversal of this drilling ban more difficult for his successor.

“We know now, more clearly than ever, that a Trump presidency will mean more fossil fuel corruption and less governmental protection for people and the planet, so decisions like these are crucial,” said Greenpeace spokesperson Travis Nichols. “President Obama should do this and more to stop any new fossil fuel infrastructure that would lock in the worst effects of climate change.”

That’s according to a Reuters investigation that analyzed blood tests from state health departments and the U.S. Centers for Disease Control and Prevention. Over 1,100 of those communities have lead levels four times as high as those observed in Flint.

Nationwide, the exposure could be much higher: Data was only available for 21 states, accounting for 61 percent of the U.S. population.

The CDC estimates that 2.5 percent of children across in the United States have at least slightly elevated levels of lead, which can lead to lowered IQs, developmental delays, and learning difficulties, as well as miscarriage and premature birth. The local water supply is frequently the source of lead, but some communities are additionally plagued by industrial waste, lead paint, and lead pipes.

On the campaign trail, President-elect Trump vowed to address the nation’s crumbling infrastructure — including the lead crisis — but many of his cabinet picks have a history of combating legislation that protect public health.

Scott Pruitt, Trump’s pick to head the Environmental Protection Agency, sued that very agency for using the Clean Water Act to prosecute waterway polluters. According to Pruitt, the Act threatens the “property rights of the average American.” He didn’t mention their brains.

President-elect Donald Trump will tap Fox News’ Monica Crowley to be the senior director of strategic communications for the National Security Council, the transition team announced Thursday. In Crowley, Trump appears to have found a kindred spirit on issues ranging from from terrorism to Barack Obama’s eligibility to be president.

Crowley, who is also an author and a radio show host, will serve under retired US Army Lt. Gen. Michael Flynn, Trump’s pick for National Security Adviser. (Flynn, who has an intense distrust of Muslims and a record of peddling debunked conspiracy theories, has been accused of “inappropriately” sharing classified information with foreign military officials.)

As the Daily Beast notes, the current US Deputy National Security Adviser for Strategic Communications Ben Rhodes is one of Obama’s key staff members and is in position to shape the US policy in profound ways. Crowley will join fellow Fox News alum K.T. McFarland, who was named as a deputy national security advisor in late November.

Crowley has worked at Fox News since 1998 as a “political and international affairs analyst,” according to her bio that previously appeared on the news outlet’s website. She also worked as foreign policy assistant to former president Nixon and later worked with NPR and MSNBC.*

Based on her public statements, Crowley will fit right in with Flynn and Trump. In June 2008, while guest-hosting Laura Ingraham’s radio show, Crowley cited a bizarre online “genealogy” (which she acknowledged she couldn’t “verify”) purporting to demonstrate that Obama is “not black African, he is Arab African.” She added: “And yet, this guy is campaigning as black and painting anybody who dares to criticize him as a racist. I mean that is—it is the biggest con I think I’ve ever seen.”

Crowley has also questioned whether Obama is really a “natural-born citizen,” and has said the “birth certificate issue” had “traction” because Obama’s policies are “un-American,” which “feeds into this idea that somehow, fair or not, Obama is not one of us.”

Neither the Trump transition team nor his spokesperson, Hope Hicks, responded to questions about Crowley’s past comments.

Portland says no way to new fossil fuel infrastructure.

Oregon’s largest city became the first in the nation to ban the building of major fossil fuel terminals and the expansion of existing ones after a unanimous city council vote on Wednesday.

The city council used zoning codes to enact the ban, which will go into effect in January, and will prevent the construction of any new terminals for transporting or storing coal, methanol, natural gas, and oil. Other West Coast cities made similar moves earlier this year: Vancouver, Washington, banned new oil terminals and Oakland, California, banned coal terminals.

In the wake of the Trump election, it’s clear that the federal government won’t be taking climate action, so environmentalists are increasingly looking to cities to adopt climate change–fighting policies — and those cities might want to follow Portland’s lead.

“What we’ve done in Portland is replicable now in other cities,” Portland Mayor Charlie Hales told InsideClimate News. “Everybody has a zoning code.”

Former New York Mayor Michael Bloomberg is also encouraging cities to take action. “Mayors and local leaders around the country are determined to keep pushing ahead on climate change,” he wrote recently, “because it is in their interest to do so.” It’s also in all of ours.

The company recently admitted that it has invested heavily in Canada’s tar-sands oil reserves, InsideClimate News reports — and it was not a good bet.

Tar-sands oil is difficult, expensive, and energy-consuming to extract, making it especially bad for the climate. It’s only profitable when oil prices are high. Exxon acknowledged in a public financial disclosure report this fall that it could be forced to take a loss on billions of barrels of tar-sands oil unless prices rise soon.

The company made this unwise investment despite long knowing, as InsideClimate News previously reported, that burning oil causes climate change and future climate regulations could make tar-sands oil unprofitable or impossible to drill.

In 1991, Exxon’s Canadian affiliate Imperial Oil commissioned an analysis that found carbon regulation could halt tar-sands production. “Yet Exxon, Imperial, and others poured billions of dollars into the tar sands while lobbying against government actions that would curtail development,” according to InsideClimate News.

This news comes just after Donald Trump nominated ExxonMobil CEO Rex Tillerson to be secretary of state. The State Department is responsible for reviewing proposed pipeline projects that cross international borders, like Keystone XL, which would have carried tar-sands oil from Canada down toward U.S. refineries.

Carl Icahn, a billionaire critic of the EPA, is helping Trump shape it.

The well-known investor is reportedly one of the most influential advisers to President-elect Donald Trump as he considers candidates to run the Environmental Protection Agency.

Icahn has interviewed several candidates for the job in the last week, according to the Wall Street Journal. Icahn confirmed that one top contender is Jeff Holmstead, an assistant EPA administrator during the George W. Bush administration and who was, until a few weeks ago, a registered lobbyist for fossil-fuel companies. Other top candidates reportedly include Kathleen Hartnett White, former chair of the Texas Commission on Environmental Quality, and Scott Pruitt, Oklahoma’s attorney general.

Icahn has more than a passing interest in the EPA. He has a controlling interest in CVR Energy, whose CEO has said that EPA regulations could cost the company an estimated $200 million this year, according to the WSJ. CVR is in the business of refining petroleum and manufacturing nitrogen fertilizer.

Trump campaigned on promises to “drain the swamp” of special interests surrounding the White House. So far, he’s shown a knack for surrounding himself with Wall Street insiders, super-wealthy investors like Icahn, and other Masters of the Universe.
