Bloomberg unveils ambitious plan to protect NYC from climate change

New York Mayor Michael Bloomberg laid out an ambitious plan today to fortify the city against the extreme weather and storms we can expect thanks to a changing climate. “This is a defining challenge of our future,” Bloomberg said in a speech at the Brooklyn Navy Yard.

The plan, estimated to cost $20 billion, includes 250 recommendations in all, covering everything from erecting bulkheads and levees to retrofitting old buildings to protecting the city’s power infrastructure. (Fifty-three percent of NYC’s power plants currently sit within the 100-year floodplain, and by the 2050s, 90 percent could be in that danger zone.)

The New York Times reports:

The plan covers so many different parts of the city and calls for such a wide array of proposals that the estimated price tag could change – and given the history of large infrastructure projects, that means the cost is likely to grow.

The price estimate also does not include some of the more ambitious projects envisioned in the report that require further study, like the construction of a so-called Seaport City, just south of the Brooklyn Bridge in Manhattan, modeled after Battery Park City, which would protect Lower Manhattan but cost billions.

The administration said that roughly half of the currently estimated $20 billion cost of the next decade would be covered by federal and city money that had already been allocated in the capital budget and that an additional $5 billion would be covered by expected aid that Congress had already appropriated. Most of that money was allocated, through a variety of programs, in the aftermath of Hurricane Sandy, according to the report.

While a $20 billion price tag sounds staggering, Bloomberg pointed out that Hurricane Sandy alone did $19 billion in damage to the city, and that a future storm could cause as much as $90 billion worth of destruction.

Bloomberg presented the plan a day after the New York City Panel on Climate Change — formed in 2008 to address climate change as part of PlaNYC, the mayor’s long-term sustainability vision — released an updated set of data [PDF] about how the Big Apple can expect to fare in a hotter and more volatile climate. The new findings, the AP reports, “echo 2009 estimates from the scientists’ group … but move up the time frame for some upper-end possibilities from the 2080s to mid-century.” And those upper-end possibilities — even the mid- and low-range predictions, for that matter — are certainly scary enough to justify an ambitious big-picture solution. Administration officials estimated that more than 800,000 city residents will live in the 100-year flood plain by the 2050s. That figure is more than double the 398,000 currently estimated to be at risk, based on new maps the Federal Emergency Management Agency released Monday.

Administration officials said that between 1971 and 2000, New Yorkers had an average of 18 days a year with temperatures at or above 90 degrees. By the 2020s, that figure could be as high as 33 days, and by the 2050s, it could reach 57 …

In 2009, [the panel] projected that sea levels would rise by two to five inches by the 2020s. Now, the panel estimates that the sea levels will rise four to eight inches by that time, with a high-end figure of 11 inches.

New York is already trying to do its part to slow climate change; the city is halfway to its goal of a 30 percent reduction in emissions by 2030. But, given the latest projections of what climate change will look like for the rest of this century, Bloomberg and co. recognize that they need to start preparing for climate change as well as fighting it.

Funding and implementing Bloomberg’s plan will largely fall to his successor; he can’t run again, so a new mayor will take the helm in January. But he hastened the plan’s development after Hurricane Sandy. “We refused to pass the responsibility for creating a plan onto the next administration,” he said in his speech.

Ironically, the Bloomberg administration has spent hundreds of millions of public dollars to revitalize waterfront districts and lure upscale condo developers, while at the same time warning of the risks of such development given rapidly rising sea levels. More people living along the city’s shoreline complicated evacuation efforts before Hurricane Sandy.

Bloomberg’s speech today at the Brooklyn Navy Yard was preceded by introductory speakers and videos that struck a resolutely uplifting theme of resilience, suggesting that a changing climate should not force anyone to leave the greatest city in the world. But some homeowners are already grappling with the cost of staying, forced to choose between paying a small fortune to have their houses raised up on stilts or paying soaring flood insurance costs. AP reports that many of them don’t believe more big storms are coming: “They think” — or perhaps hope against hope — “Sandy was a fluke, a storm to end all storms, the kind they won’t ever see again.”

The climate-change panel’s report makes painfully clear how wrong they are.

Could the Monsanto Protection Act get repealed?

Smuggled into the bill President Obama signed to avert a government shutdown in March was a sneaky little rider called the “farmer assurance provision.” It’s since come to be known as the Monsanto Protection Act, being very assuring to the biotech giant, if no one else. It allows farmers to plant genetically modified crops before they’ve been declared safe by the U.S. Department of Agriculture, in defiance of court orders suspending planting until environmental reviews can be completed.

Once food-advocacy groups and then the general public found out about the quietly passed provision, outcry against it spread, in the form of petitions and even rare displays of bipartisan solidarity. On Monday, Sen. Jeff Merkley (D-Ore.) announced that he’s introducing an amendment to the Senate version of the farm bill that would repeal the Monsanto Protection Act in its entirety.

“The Monsanto Protection Act is an outrageous example of a special interest loophole,” said Merkley in a press release. “This provision nullifies the actions of a court that is enforcing the law to protect farmers, the environment and public health. That is unacceptable.”

Twilight Greenaway explained the background of this special-interest loophole for Grist last year:

As it stands now, the U.S. Department of Agriculture (USDA) can suspend planting while the environmental impact of one of these crops is being assessed. Or that’s how it’s been in theory at least.

And it is what happened in 2007 when a federal judge overturned the USDA’s approval of GMO alfalfa, in response to a lawsuit filed by farmers and the Center for Food Safety. (Planting of alfalfa resumed again in 2011 when the USDA fully deregulated the crop.)

In the case of GMO sugar beets, another hotly contested crop, planting was supposed to be suspended, but by the point that suspension was ordered, the market had been cleared out and there were no longer enough non-GMO seeds. As we reported recently, “America faced the prospect of a 20-percent reduction in that year’s sugar crop. In response — and in defiance of the federal judge’s order — the USDA allowed farmers to plant GM sugar beets anyway.” Now, all this back and forth could be moot to most farmers (unless a crop is officially, finally deemed unsafe — and well, that hasn’t happened yet).

The problem with planting GMO crops before they’ve been proven safe is that doing so doesn’t only affect the fields in which they’re sown; cross-pollination is a common concern for farmers trying to practice sustainable agriculture and maintain their organic status in an industry dominated by GM seeds. Cross-pollination can even bring legal troubles for unsuspecting farmers, Tom Laskawy explains:

[I]f you’re a farmer, GMO seeds can literally blow in to your fields on the breeze or just the pollen from GMO crops can blow in (or buzz in via bees) and contaminate your organic or “conventional” fields. And if that happens, Monsanto or Syngenta or Bayer CropLife maintain the right to sue you as if you had illegally bought their seed and knowingly planted it.

In an appropriately Orwellian twist, the companies even call such accidental contamination by their products “patent infringement.”

Merkley’s amendment attempts to help the USDA cling to what small scraps of control it still has over the biotech industry. He plans to push for a floor vote on it, according to The Huffington Post. Stay tuned …

Mount Everest Climbers’ Waste Could Power Local Villages

There is no plumbing on Mount Everest. When nature calls, climbers must use makeshift holes dug by sherpas, or use buckets as substitute toilets. With the ever-increasing number of climbers attempting to scale the mountain, containing all of that human waste is no small problem.

Currently, National Geographic reports, much of the excrement is carried in sealed containers on the backs of porters to the nearby village of Gorak Shep (which also lacks plumbing or sanitation facilities), where it is emptied into open pits. Up to 12 metric tons of the stuff can be hauled to Gorak Shep in a single year. But the village is running out of space for containing the mess, and last year researchers discovered that the refuse had contaminated one of the village’s two major water sources.  

Seattle climber and engineer Garry Porter witnessed the problem first hand when he attempted to scale Everest ten years ago. Since then, the image of all of that waste has stuck with him. ”I couldn’t shake the feeling that my final tribute to Nepal and the people of Everest was having my waste dumped in these open pits. It just didn’t seem right,” he told National Geographic.

Porter decided to found the Mount Everest Biogas Project as a potential fix, along with Everest guide Dan Mazur.

In biogas production, bacteria feed on organic waste (like feces) and produce several gases as a byproduct. One of these is methane, which is the primary component of natural gas and can be burned for heat and light, or converted to electricity. One cubic meter of biogas provides about two kilowatt-hours of useable energy. This is enough to power a 60-watt light bulb for more than a day, or an efficient 15-watt CFL bulb for nearly six days. A biogas reactor at Gorak Shep could address the fecal contamination problem while providing the perennially low-income community with a sustainable source of methane gas for energy, especially for cooking, Porter says.

The team plans to keep the biogas digester tanks warm (they stop working if temperatures drop below freezing) with solar panels.

In addition to getting rid of all the feces, the team hopes that the biogas project will relieve some of the pressure on Everest’s natural resources. All of those poop-producing climbers also need to eat, and cooking fuel often takes the form of native plants harvested around Everest, including an endangered species, the alpine juniper. If successful, the project will be the world’s highest elevation biogas reactor and could be introduced to other high altitude areas around the world.

On Monday, this tractor plowed over the unauthorized farm.

A guerrilla veggie-growing occupation of university-owned land in Albany, Calif., was busted by cops early Monday and thousands of zucchini, kale, squash, and other newly planted seedlings were plowed over. But the occupiers proved more resilient than a sprawling mint plant, returning Monday to replant the desecrated farm.

More than 100 activists had gathered at Gill Tract, near Berkeley, on Friday and over the weekend, with some staying on site until the Monday morning raid. They pulled weeds, tilled soil, and planted seedlings. Some pitched tents.

The 12-acre site was part of a large tract of land donated to the University of California in the 1920s and was long used for organic farming and research. But much of it is now abandoned land, slated for homebuilding and a new grocery store. Some of the land continues to be used for agricultural research, but much of that research relates to genetic engineering.

Long-simmering tensions between the university and neighborhood and student activists over how the land is used boiled over on Earth Day last year, when Occupy the Farm broke padlocks and began cultivating gardens. After several weeks, the police moved in, trashed the garden, and arrested nine people.

The U.C.-Berkeley police didn’t wait that long to raze the farm this time around. In addition to bulldozing the plantings early Monday morning, the cops arrested four activists and charged them with trespassing and interfering with police.

From Occupy the Farm’s website:

“The UC’s use of police intervention was completely unnecessary and unreasonable,” says Occupy the Farm member, Matthew McHale, “especially after we publicly declared we were leaving later today.”

“This is a pathetic waste of public resources, to arrest people who are engaged in a constructive project to demonstrate how public land can be used for the public good,” added Dan Siegel, the lawyer for the group.

Over the course of the weekend, hundreds of students, farmers, families, and interested community members participated in the revitalization of a neglected part of the historic farmland bordering San Pablo Avenue and Monroe Street. Rows of squash, kale, tomato, corn, lettuce, and even flowers replaced 5-foot high weeds, as farmers created a vibrant community space on the site of a proposed parking lot and chain grocery store.

Since Occupy the Farm first planted on the Gill tract in April 2012, the group has organized at least 10 public forums focused on the Gill Tract as an asset to community-driven participatory research. The UC Berkeley administration has consistently failed to attend, despite being invited. As one of the last large plots of fertile agricultural soil left in the East Bay, the Gill Tract holds great potential as an educational resource for community members and for UC urban agricultural research, and for providing local, sustainable, organic food.

Later Monday, about 50 people returned to replant the farm. The Oakland Tribune reported that they plan to return again this coming weekend to care for the young plants. From the article:

“We’re here to make a statement that an urban farm is a much better use of that prime soil than paving it over,” [Occupy spokesperson and U.C.-Berkeley student Lesley] Haddock said Monday.

The area in question, roughly 12 acres, is partially used by the university for agricultural research. Activists occupied part of this area for three weeks last year. Police made arrests and ended the overnight occupation of the land on May 14 last year.

But not everybody digs the illegal farming occupation. University officials and some city leaders have been quick to criticize it. And some neighbors say they are looking forward to shopping at the grocery store that’s planned for the site. It was originally going to be a Whole Foods, but the company backed out following last year’s occupation, and a Sprouts Farmers Market store is now planned. From the Oakland Tribune article:

[A] group of Albany residents opposed to the Occupy group brought a contingent of their own to the parcel along San Pablo Avenue.

“We want a grocery store here,” said Sylvia Paull, one of the anti-Occupy protesters. “We spent five years working with UC and Albany trying to get one here.”

The Occupy the Farm folks say the San Francisco East Bay’s last remnants of farming land should stay as farming land, and claim that the new grocery store would eat into the profits of existing stores in the community.

Back in August 2011, the agribusiness giant Cargill recalled a stunning 36 million pounds of ground turkey tainted with antibiotic-resistant salmonella that had come from a single processing facility in Arkansas, a failure that eventually sickened 136 people and killed another. The company shut down the plant, tweaked its process (mainly by adding to and “intensifying” its system of spraying meat with antimicrobial fluid), and quickly reopened it. Within a month, the company had to recall another 108,000 pounds of ground turkey from the same plant, because it was infected with the same strain of superbug salmonella.

Have things gotten any cleaner in the world of Big Turkey since those events? Cargill says it has cleaned up its act, but recent research suggests that ground turkey still has an antibiotic-resistant-pathogen problem. The latest evidence comes from Consumer Reports, which has just published the results of testing it did on 257 samples of ground turkey picked up from retailers around the country, produced by a variety of processors, including Cargill. CR contacted Cargill with the results, and got the following response:

“As we’ve publicly stated over the past year and a half, no stone was left unturned in our efforts to determine the originating source of salmonella Heidelberg associated with the ground-turkey recalls, yet to this day we do not know the origin of the bacteria linked to outbreak of illnesses,” said Mike Robach, vice president of corporate food safety and regulatory affairs for Cargill in Minneapolis. He provided a long list of steps that Cargill has taken since the outbreak to make its ground turkey safer.

Even so, the results of Consumer Reports’ tests won’t make you eager to order that next turkey burger: “More than half of the packages of raw ground meat and patties tested positive for fecal bacteria.”

Overall, 90 percent of the samples tested by CR researchers carried at least one of the five bacteria they looked for—and “almost all” of the bacteria strains they found showed resistance to at least one antibiotic. The two fecal-related bacteria strains—enterococcus and E. coli—showed up the most frequently:

What’s more, those bacteria tended to be superbugs—that is, resistant to at least one antibiotic:

You’ll note from the above charts both good and bad news about salmonella, the source of that 2011 Cargill outbreak. Happily, salmonella was rare in the meat CR tested—just 12 samples contained it, or 5 percent of the total. Unhappily, though, the salmonella they did find tended to be of the superbug variety—eight of those samples carried salmonella resistant to three or more classes of antibiotics. And there’s evidence of lingering problems at that Arkansas plant of Cargill’s—one of the multi-resistant salmonella strains came from there, CR reports.

Consumer Reports also tested samples ground turkey labeled organic, “antibiotic-free,” and “no antibiotics.” (Under USDA code, meat labeled organic must come from animals that were never treated with antibiotics.) The bacterial strains that turned up in these products were much less likely to be antibiotic-resistant.

The Consumer Reports study comes on the heels of a troubling analysis of Food & Drug Administration meat-testing data performed by Environmental Working Group. Every year, the FDA randomly selects samples of meat from retailers, tests them for resistant bacteria, and publishes the results in a manner that’s nearly indecipherable (try it yourself—latest report, released in February, here). EWG slogged through the results (report here) and found that 81 percent of ground turkey samples contained traces of antibiotic-resistant bacteria.

All of which shines a harsh spotlight on the Food & Drug Administration’s “voluntary” approach to curbing antibiotic use on farms. Between 2003 and 2011, antibiotic use on US livestock farms soared from 20 million pounds per year to 30 million pounds—a jaw-dropping 50 percent leap. These facilities now suck in 80 percent of the antibiotics consumed in the US. The great bulk of these drugs are used not to treat sick animals, but rather to make them grow faster and keep them alive until slaughter under tight, filthy conditions.

Meanwhile, there’s the US Department of Agriculture’s imminent plan to slash the number of inspectors it places on poultry-industry kill lines (chicken and turkey) while simultaneously allowing those same kill lines to be sped up.

Tom’s Kitchen: Miso-Glazed Pork Chop with Stir-Fried Veggies

At the end of the week, my stock of perishable foods consisted of the following items: a bunch of kale, two knobs of gorgeous, purple-skinned kohlrabi, and a fat pork chop. The veggies were leftovers from the previous weekend’s farmers market run; the chop was an impulse buy after lunch at a new Austin butcher shop/salamuria called Salt and Time, where they buy whole animals from local farmers, break them down, and put the results to various uses: everything from sandwich fillings to cured sausages to a magnificent case of expertly cut steaks, chops, and the like.

Disclaimer: I don’t eat a lot of meat, but I think pastured animals play a critical role in sustainable agriculture. And when I do indulge, I love to buy it from skilled butchers sourcing directly from nearby farms. I have made the economic case for locally owned butcher shops here and here.

Okay, back to the kitchen. My challenge late one recent weekday evening: how to turn these staples into a fast, delicious dinner. My first thought was a stir fry—just cut everything up, sear it off, and then nap it with a quick, soy sauce-based sauce. But cutting up that beautifully rendered pork chop seemed silly—like taking a scissors to a Picasso canvass to make it fit a tight space. So I decided to sear the pork chop whole and stir fry the veggies as a side dish.

I decided on an East Asian flavor palate—ginger, rice vinegar, and soy sauce. Fermented soy products like soy sauce deliver that ineffably deep, savory quality known as umami. To ramp up the umami factor, I turned to the ultimate fermented soy product: miso, a jar of which had been languishing at the back of my fridge.

Kohlrabi tastes a lot like broccoli stem—a high compliment, in my view.

Miso-Glazed Pork Chop with Stir-Fried Kohlrabi and Kale
Serves two

2 cloves garlic, chopped
1 knuckle-sized chunk of fresh ginger, peeled with a spoon and chopped
A few whole peppercorns
A good pinch of dark-brown sugar
A robust pinch of crushed red chile flakes
1 tablespoon of rice vinegar
2 tablespoons of soy sauce (my favorite is the sublime Ohsawa)
1 large thick-cut, bone-in pork chop, which will be a half or two-thirds of a pound
Some freshly ground black pepper
1 bunch kale
2 bulbs of kohlrabi
A little cooking oil, such as peanut or sunflower
1 cup water or stock
1 tablespoon miso

First, make the marinade. Pound the first five ingredients in a mortar and pestle until reduced to a coarse paste. Add the vinegar and pound and stir the mixture. Do the same with the soy sauce. Dump the marinade into a container not much bigger than the pork chop. Add the chop, turn it a few times with a tongs to fully coat it, and then let it sit in the fridge. (The chop can marinade for a few minutes, while you prep the veggies; or up to an hour or so.)

Preheat the oven to 400.

Now prep the veggies. Stack the dry kale leaves on top of each other and roll them lengthwise into a cylinder. Slice them crosswise into half-inch strips, stems and all, down to where the leaves end. (This last bit is controversial; most people remove the stems. I find that if the kale is fresh, a bit of stem adds a nice crunch.) Now rotate your cutting board 90 degrees and slice the kale strips again, again in half-inch increments. Place in a bowl and set aside.

Trim the kohlrabi of stems and tough parts. Slice each bulb in half, and place the halves on the cutting board, cut-side down, and slice them thinly into crescents. Cut those crescents in half. Set aside.

Get two heavy-bottomed skillets going over medium on the stovetop: a small one for the chop, and a large one (or a wok) for the veggies. Add a little cooking oil to each. While they’re heating, remove the chop from the marinade, scraping away the chunks with a butter knife. Reserve the marinade in the container, including any chunky bits from the chop, and add a cup of water to it. This will become the base for the miso glaze.

Dry the chop well with paper towels or a kitchen towel that will be set aside for washing before any other use. (This step, while annoying, is critical for properly brown the chop—wet meat will turn a dull gray instead of caramelizing.)

Let it get good and brown—the caramelization adds to the dish’s umami.

Give the chop a vigorous lashing of fresh-ground pepper on both sides, and place it on the smaller, now quite-hot skillet. Let it sizzle.

Now add the chopped kale to the larger, also-hot skillet or wok. Toss the kale in the hot oil until it starts to wilt, add a few dashes of soy sauce to the pan, and turn the heat down to low and cover. Let the kale steam in the covered pan until tender. This won’t take long.

When the chop is beautifully browned on the bottom, turn it over. Let it go a minute or two on the stovetop, and then place it in the hot oven. For a thick-cut chop, finishing in a hot oven is a great way to ensure the meat is properly cooked without scorching.

Meanwhile, when the kale is done, set it aside, and return the skillet or wok to medium heat. Add a bit more oil, then add the kohlrabi. Tossing often, let it sauté until it’s starting to brown and is tender, but still retains a bit of crunch. Now add the cooked kale and half of the watered-down marinade. Add a half-tablespoon of miso, and stir until the miso has become incorporated and the marinade has reduced to a glaze.

By now, the pork chop should be done. I shoot for medium—no rawness, but a touch of pink inside. At that point, the chop should feel firm but springy to the touch. You can also cut into it to take a peak.

Remove the chop to a plate. Pour off any excess fat from the skillet—careful, it will be smoking-hot, Add the other half of the watered-down marinade to the hot skillet, and stir with a wooden spoon to dissolve any caramelized bits on the bottom. (This is known as “deglazing the pan.”) Add the other half tablespoon of miso and stir to incorporate. Let the meat rest another minute or two, and then dump any juices that have accumulated on the plate into the skillet, stirring to incorporate. This is your miso glaze. Cut the chop in half, placing each on a plate. Divide the veggies onto the two plates. Drizzle the miso glaze over each chunk of pork, and serve. A bit of brown rice would be a welcome addition as well.

This dish goes well with malty, slightly sweet beers—think the German alt style—or simple lagers. For wine, look to dryish, zippy Rieslings or Gruner Veltliners.

Paper vs. E-Books: Science Answers All Your Questions

Ferris Jabr writes in Scientific American this month about the difference between reading a paper book and reading an e-book. The overall gist is that comprehension seems to be a bit lower on e-books, though only by a little. Here’s one piece from the article:

“The implicit feel of where you are in a physical book turns out to be more important than we realized,” says Abigail Sellen of Microsoft Research Cambridge in England and co-author of The Myth of the Paperless Office. “Only when you get an e-book do you start to miss it. I don’t think e-book manufacturers have thought enough about how you might visualize where you are in a book.

….Supporting this research, surveys indicate that screens and e-readers interfere with two other important aspects of navigating texts: serendipity and a sense of control. People report that they enjoy flipping to a previous section of a paper book when a sentence surfaces a memory of something they read earlier, for example, or quickly scanning ahead on a whim. People also like to have as much control over a text as possible—to highlight with chemical ink, easily write notes to themselves in the margins as well as deform the paper however they choose.

Yep. I love reading e-books using the Kindle app on my tablet even though I didn’t like it on the Kindle device I bought a few years ago. Why? The larger screen and faster response time made all the difference. It doesn’t sound like much, but it was like night and day for me.

Likewise, on the tactile front, it makes a big difference to me that my tablet is inside a leather (or leather-like, anyway) cover. Obviously, the basic purpose of the cover is to protect the tablet in case I drop it or something, but it also makes it far more pleasant to read. Without the cover, it feels slick, metallic, and cold. I don’t like it. With the cover, it feels slightly tacky, organic, and warm—traits that I associate with books.

However, I do like to know how far along I am in a book, and I like being able to flip back and forth easily. Both are less automatic on e-books than with paper books. Last night, for example, I was 60 percent done with a book I was reading and figured I had plenty left to go. Then, suddenly, it ended. Partly that’s because my Kindle app inexplicably failed basic arithmetic (if I’d looked at the page count I would have seen that I was 320 pages into a 360-page book), but mostly because the book had a long index and lots of endnotes. Those are things I would have known immediately with a paper book, but which take a conscious effort to find out with an e-book.

But that’s a small thing. By far, the biggest drawback to e-books is the inability to casually flip back and forth and find things. The search function makes that easier in some respects—though I’m mightily perplexed that the last update to the Android Kindle app slowed down searching by about 10x—and bookmarks can take the place of dog-eared pages. Still, it’s not as quick or easy to simply flip back a couple dozen (or a couple hundred) pages while holding your current place. Perhaps this is different for younger readers who grew up using reading apps and keep bookmarks and notes as instinctively as I underline passages or turn down the corners of pages.

But anyway, yes: the next frontier for e-books is some nifty and intuitive way to make them as easy to navigate as paper books. Is anyone working on this?
