It began with an unexpected rapping on the front door.

When Wiley Gill opened up, no one was there. Suddenly, two police officers appeared, their guns drawn, yelling, “Chico Police Department.”

“I had tunnel vision,” Gill said, “The only thing I could see was their guns.”

After telling him to step outside with his hands in the air, the officers lowered their guns and explained. They had received a report—later determined to be unfounded—that a suspect in a domestic disturbance had fled into Gill’s house. The police officers asked the then-26-year-old if one of them could do a sweep of the premises. Afraid and feeling he had no alternative, Gill agreed. One officer remained with him, while the other conducted the search. After that they took down Gill’s identification information. Then they were gone—but not out of his life.

Instead, Gill became the subject of a “suspicious activity report,” or SAR, which police officers fill out when they believe they’re encountering a person or situation that “reasonably” might be connected in some way to terrorism. The one-page report, filed shortly after the May 2012 incident, offered no hint of terrorism. It did, however, suggest that the two officers had focused on Gill’s religion, noting that his “full conversion to Islam as a young white male and pious demeanor is sic rare.”

It was heinous. It was underhanded. It was beyond the bounds of international morality. It was an attack on the American way of life. It was what you might expect from unscrupulous Arabs. It was “the oil weapon”—and back in 1973, it was directed at the United States. Skip ahead four decades and it’s smart, it’s effective, and it’s the American way. The Obama administration has appropriated it as a major tool of foreign policy, a new way to go to war with nations it considers hostile without relying on planes, missiles, and troops. It is, of course, that very same oil weapon.

Until recently, the use of the term “the oil weapon” has largely been identified with the efforts of Arab producers to dissuade the United States from supporting Israel by cutting off the flow of petroleum. The most memorable example of its use was the embargo imposed by Arab members of the Organization of the Petroleum Exporting Countries (OPEC) on oil exports to the United States during the Arab-Israeli war of 1973, causing scarcity in the US, long lines at American filling stations, and a global economic recession.

A specter haunts the fast-aging “New American Century”: the possibility of a future Beijing-Moscow-Berlin strategic trade and commercial alliance. Let’s call it the BMB.

Its likelihood is being seriously discussed at the highest levels in Beijing and Moscow, and viewed with interest in Berlin, New Delhi, and Tehran. But don’t mention it inside Washington’s Beltway or at NATO headquarters in Brussels. There, the star of the show today and tomorrow is the new Osama bin Laden: Caliph Ibrahim, aka Abu Bakr al-Baghdadi, the elusive, self-appointed beheading prophet of a new mini-state and movement that has provided an acronym feast—ISIS/ISIL/IS—for hysterics in Washington and elsewhere.

No matter how often Washington remixes its Global War on Terror, however, the tectonic plates of Eurasian geopolitics continue to shift, and they’re not going to stop just because American elitesrefuse to accept that their historically brief “unipolar moment” is on the wane. For them, the closing of the era of “full spectrum dominance,” as the Pentagon likes to call it, is inconceivable. After all, the necessity for the indispensable nation to control all space—military, economic, cultural, cyber, and outer—is little short of a religious doctrine. Exceptionalist missionaries don’t do equality. At best, they do “coalitions of the willing” like the one crammed with “over 40 countries” assembled to fight ISIS/ISIL/IS and either applauding (and plotting) from the sidelines or sending the odd plane or two toward Iraq or Syria.
