Deadly fire at Chinese poultry plant highlights industrial-ag safety concerns

We don’t know yet how much fire-safety equipment the factory had.

We’re still reeling from April’s garment-factory collapse in Bangladesh that killed over 1,100 people, making the 112 fatalities of a clothing-factory fire in the same country five months earlier seem tragically routine in comparison. Today’s news, then, of at least 119 deaths in a fire at a poultry plant in northeast China, not only adds another unwanted entry to this history of horror, but also shows that mortally unsafe working conditions are not limited to the apparel industry.

According to Chinese news reports cited by The New York Times, when a fire broke out inside the Baoyuanfeng Poultry Plant, “a major domestic poultry supplier,” workers rushed to the factory’s few exits only to find some of them blocked — the same safety hazard that made November’s fire in a Bangladesh factory so lethal, and that killed workers in the U.S.’s notorious Triangle Shirtwaist Factory Fire a century ago (which spurred important safety reforms in this country).

Industrial-scale ag is taking off in China thanks to a growing middle class with an appetite for meat. The Baoyuanfeng plant began operations just four years ago in Jilin Province, whose administrative city, Dehui, “has promoted itself as a base for commercial agriculture,” and claims it can produce 250 million broiler chickens a year. Last week’s announcement that Chinese meat company Shuanghui hopes to buy U.S. pork behemoth Smithfield demonstrated the global implications of a rapidly expanding Chinese meat market. This week’s tragedy shows the human consequences.

The New York Times reports:

China’s food-processing industry has grown rapidly to feed an increasingly prosperous population in the nation’s cities, and the poultry plant appeared to be one beneficiary of that growth. …

Chinese factories and mines have been troubled by work hazards during the country’s rapid economic expansion. The frequent industrial accidents have drawn criticism that officials are putting economic growth before safety.

Ironically, one of the goals — or at least one of the hoped-for side effects — of the Shuanghui-Smithfield deal is better food safety on both sides of the Pacific. Bloomberg News notes that buying Smithfield “would give Shuanghui access to more advanced production technology,” while Tom Philpott at Mother Jones points out that China’s ban on the growth additive ractopamine could be behind Smithfield’s recent decision to phase out its use of the drug.

Could the deal also lead to higher safety standards in meat-processing plants? We sure hope so.

Even as ExxonMobil was mopping up after its disgusting tar-sands oil spill in Arkansas on Wednesday, it spilled an unknown amount of unknown chemicals — possibly hydrogen sulfide and cancer-causing benzene — during an accident at a riverfront refinery in Louisiana.

The Chalmette refinery chemical spill might have gone unnoticed, except that it stank out the city of New Orleans and several nearby parishes, leading to state and federal investigations (we told you about that mysterious odor yesterday). Frankly, ExxonMobil’s track record here sucks: The same refinery spilled 360 barels of crude oil in January.

From The Times-Picayune:

ExxonMobil first reported releasing 100 pounds of hydrogen sulfide and 10 pounds of benzene, a volatile organic carbon compound known to cause cancer, because those amounts are the minimum required for reporting, [Coast Guard Petty Officer Jason] Screws said. But the company has since said it is unsure exactly what chemicals were involved or how much may have been released, he said.

The spill occurred as a result of a break in a pipeline connecting a drum used to store “liquid flare condensate,” with a flare on the refinery site, Screws said. He said the company measured 160 parts per million of hydrogen sulfide and 2 parts per million of benzene in the air at the site of the spill, but has not seen similar readings at the plant’s fence line or in the neighboring community.

Residents from the region inhaled chemicals caused by the spill for more than a day, leading to reports of breathing difficulties and other ailments. But the Coast Guard rushed to soothe folks, assuring them not to worry their chemical-infused heads about it. From Reuters:

“We haven’t told the refinery to shut down because we haven’t any cause for a shutdown,” [Lieutenant Lily] Zeteza said. “We’ve no indication that this is dangerous.”

Where now there are two nuclear reactors, soon there will be four.

Advocates of building a low-carbon economy with nuclear power can rejoice: Construction is underway to build America’s first new nuclear reactors in 30 years.

But any residents of Waynsboro, Ga., who are concerned about the threat of radiation leaks or meltdown at the nearby nuclear plant will soon have twice as much reason to worry.

Plant Vogtle, where two nuclear reactors have operated since the late 1980s, is expanding. Two new reactors are scheduled to be up and running by 2018 — assuming there are no more delays, which would be an unwise assumption. The project is backed by an $8.3 billion loan guarantee from the Obama administration.

During a 41-hour construction spree last week, a six-inch deep concrete foundation measuring 250 feet by 160 feet was laid beneath the future site of Plant Vogtle Unit 3. “We are very proud of this accomplishment,” Georgia Power Nuclear Development Executive Vice President Buzz Miller said in a press release.

The plant was originally envisioned as a four-reactor facility, and opponents of the project are not thrilled to see this old vision become a modern reality. From the website of the Southern Alliance for Clean Energy, which opposes the project:

Plant Vogtle was one of the last and most costly nuclear plants built in the country. Original estimates for four reactors were $660 million. Eventually, only two reactors were built, costing more than $8 billion, resulting at the time in the largest rate hike in Georgia. Unfortunately, Georgia utilities are venturing down this costly and risky path again.

Concerns about costs are reemerging because utility company Southern Co. announced last month that construction had been delayed by a year and that costs were growing, prompting it to seek reimbursement from the state’s electricity customers. From the AP:

The Atlanta-based utility formally asked regulators to raise its budget to build two more nuclear reactors at Plant Vogtle (VOH’-gohl) by about $737 million to roughly $6.85 billion. Additional costs are possible. Companies designing and building the plant have sued the utility seeking $425 million for unexpected project costs, though the utility has filed its own suit and denies responsibility for those expenses. …

Delays have pushed back the timeline for completing the two reactors from April 2016 and April 2017 to late 2017 and 2018. Southern Co. said it was trying to determine whether the pace can be quickened.

Gregory Jaczko, former chair of the Nuclear Regulatory Commission, was the only member of the five-person commission to vote against approving the Vogtle plant last year. “I cannot support issuing this license as if Fukushima never happened,” Jaczko said at the time of the vote. But his colleagues disagreed, and now here we are.
