Chicago Police Brace for "Civil Unrest" After Releasing Video of Black Man Shot in Back

The Chicago Police Department released video footage Friday morning of the death of 18-year-old Paul O’Neal, who was fatally shot in the back by police during a chase on July 28. In a nationwide conference call and bulletin, the police department warned of “civil unrest” following the video’s release.

The recording shows O’Neal running a stop sign in a stolen Jaguar before hitting a police cruiser. Officers chase O’Neal, who is unarmed, through a yard in the city’s South Shore neighborhood while shots are fired. Officers can then be heard swearing at O’Neal, face down with a bloodied shirt, while handcuffing his limp hands.

The officer who fatally shot O’Neal was in the cruiser that was hit. His body camera didn’t record when he opened fire; police investigators are looking into whether it was turned on.

Sharon Fairley, head of Chicago’s police oversight board, called the video “shocking and disturbing.” The board is in the process of investigating the incident, but three officers were stripped of their policing powers after a preliminary investigation found that they had violated department policy. Fairley says the video was released because it didn’t jeopardize the investigation.

The O’Neal family has filed a lawsuit against the officers, alleging that they fired “without lawful justification or excuse.”

The Independent Police Review Authority released nine videos of the incident, including the one below.

In the blazing sun of Cleveland Public Square, under the 125-foot-tall Civil War Soldiers’ and Sailors’ monument, an awesome thing just happened—something that defies some peoples’ expectations of what would take place at the Republican National Convention.

Two Ohio cops accepted an invitation to briefly join a group Black Lives Matter protesters—mainly from New York City—in front of a big black-and-white “Cleveland” sign. They stood and posed for photos. The protesters laughed, then raised their fists. The cops smiled, and the scene ended with mutual camaraderie.

The moment occurred amid escalating tensions between law enforcement and protesters nationwide. Earlier this month, two black men, Alton Sterling and Philando Castile, were killed by police in Baton Rouge, Louisiana, and Falcon Heights, Minnesota—the latest in a series of controversial police shootings.

On Sunday, three police officers were shot and killed and three others were injured during a gun attack in Baton Rouge, Louisiana, an incident that occurred just 10 days after an ambush of Dallas police killed five officers and injured nine people.

“Sometimes these photos can look a bit cheesy,” I told one of the Cleveland protesters, Elhadj Bah, a 29-year-old political consultant from New York. “Why did you do that? What’s the point?”

“The key is to work together with everybody, law enforcement and all of that stuff. It’s not creating division or hatred,” Bah said. “Maybe we can all work together?”

“It changes their perception,” Bah added.

I couldn’t chase down the cops in the photo in time to get their reactions (or their names.) They were quickly lost to the milling crowds of Trumpians, protesters, musicians, and reporters. If you can identify them, let me know.

On July 8, three days after Alton Sterling was shot and killed by Baton Rouge police outside a convenience store, Montrell Jackson reflected on the challenge of being a black man and a police officer in the city he loved.

“These are trying times,” he wrote in a Facebook post, confirmed by the Associated Press and NPR. “Please don’t let hate infect your heart. This city MUST and WILL get better.”

More than a week later, Jackson, 32, became one of at least three police officers killed in an altercation with a gunman in Baton Rouge, Louisiana. At least four other officers were injured. The suspected shooter, identified as 29-year-old ex-Marine Gavin Eugene Long, attacked authorities just 10 days after a shooting near a Black Lives Matter protest in Dallas left five officers dead and nine other people injured. Jackson’s half-brother Kedrick Pitts told NPR on Sunday that the post came in light of the recent Sterling’s death and described Montrell as a well-known officer who “loved the thrill and loved being there for others.”

“He felt hurt. He wants justice for their family also. But he just asked every to respect everyone, to continue to love everyone, and he just wanted everyone to get through this together. He didn’t want any hatred going on, especially killing,” Pitts said. “He was a police officer. He wanted peace.”

At Least 3 Police Officers Shot and Killed in Baton Rouge

Update, July 17, 5:42 p.m. ET: The deceased suspect has been identified as 29-year-old Gavin Eugene Long of Kansas City, and he attacked the police on his birthday, CBS News reports.

Update, July 17, 4:49 p.m. ET: Baton Rouge law enforcement officials announced at a press conference Sunday afternoon that there is no longer an “active shooter” situation, and that the deceased suspect was likely the only shooter, according to NBC News. Police initially suspected that there were at least two other shooters at large.

Update, July 17, 3:49 p.m. ET: Louisiana Gov. John Bel Edwards condemned the shootings. “This is an unspeakable and unjustifiable attack on all of us at a time when we need unity and healing,” he said.

Update, July 17, 12:39 p.m. ET: The city’s mayor and the East Baton Rouge Sheriff’s office have confirmed that three police officers are dead and three others were wounded in the attack. The sheriff’s office reports that at least one suspect is dead, but two others may still be at large.

At least three police officers were shot and killed and at least four other officers were injured during a gun attack in Baton Rouge, Louisiana, on Sunday morning, according to CNN. The incident occurred just 10 days after an ambush of Dallas police killed five officers and injured nine people.

While no official link has been established, Sunday’s attack comes amid ongoing protests in the city and around the country after the death of Alton Sterling, a black man who was shot and killed by police outside a convenience store in Baton Rouge. Thousands attended Sterling’s funeral on Friday.

Baton Rouge Mayor Kip Holden told MSNBC soon after the attack that the police officers had been responding to reports of gunfire when they were ambushed by at least one gunman. A Louisiana State Police spokesman told the network that the gunman was shot during the incident. The gunman’s condition remains unclear.

In the week after shootings that left two black men dead, Alicia Keys, Beyoncé and other notable celebrities have teamed up to create this powerful video on the everyday interactions that can get black people killed in America.

The video, produced for Mic.com in collaboration with activist group We Are Here Movement, shows portraits of people who have been shot and killed by police, including Philando Castile and Alton Sterling, and what they were doing when they were shot. Often, as Mother Jones has documented, these acts are mundane: failing to signal a lane change; wearing a hoodie; selling CDs outside of a supermarket.

“It’s moving to see that celebrities have taken charge of telling this story. What we’re seeing now are black entertainers — singers, actors, athletes and artists who are deeply in tune with what’s happening in the United States — speaking out, taking action,” Mic writer Jamilah King wrote in response to the video, which was based on one of her pieces. “Too often, the ordinary seems impossible for black folks in America. Violence follows everywhere — driving down the street, or selling CDs, or playing in a park, or sleeping on our grandmothers’ sofa. We become suspects in our own deaths, tried and executed by those sworn and paid to protect us.”

“We must tell the world that our lives matter no matter how controversial that point has become.”

Baton Rogue Police Sued Over Rough Protest Response

The ACLU of Louisiana, along with the state chapter of the National Lawyers Guild and several Baton Rouge community groups that have been protesting last week’s police shooting death of Alton Sterling, have sued the Baton Rouge Police Department over its militarized response to the protesters.

The lawsuit alleges that officers used excessive force, verbally abused demonstrators, and wrongfully arrested law-abiding protesters, legal observers, and journalists. The filing also claims the officers’ actions were an unconstitutional impediment to marchers’ First Amendment rights, and violated their constitutional right to protection from unreasonable searches and seizures.

Dozens were arrested in Baton Rogue over the weekend, including prominent Black Lives Matter activist Deray McKesson. Videos posted to social media showed Baton Rogue officers in full riot gear, armed with assault weapons. In one incident, officers stormed the front yard of a homeowner and arrested protesters assembled there, even though the homeowner had given them permission to take refuge on her property. Protests also erupted in St. Paul, Minnesota, and numerous big cities coast to coast, in response to last week’s highly publicized police shooting of Philando Castile in a Minnesota suburb. Attorney General Loretta Lynch on Friday called on Americans to come together and reject violence in the wake of the “unfathomable tragedy” that occurred overnight in Dallas, where five police officers were killed and six wounded in a police ambush.

“Americans across our country are feeling a sense of helplessness and uncertainly and fear,” Lynch said in a press conference. “These feelings are understandable and they are justified, but the answer must not be violence. The answer is never violence.”

She encouraged Americans to take “peaceful and collaborative” steps towards building trust between law enforcement officials and communities. Echoing President Obama’s remarks on the tragedy just hours earlier, Lynch said the attack should spark a serious consideration about the easy access with which individuals seeking to inflict harm are able to obtain weapons.

Throughout her address, she urged Americans not to allow the events of this week, which included the police shooting deaths of Alton Sterling and Philando Castile, to become the “new normal in America.”

“May we turn toward each other, not against another.”

Trump’s Facebook Fans Call for Race War

The morning after five Dallas police officers were killed and six others were wounded in a shooting spree, Donald Trump posted a message to his Facebook wall calling for the restoration of “law and order.” He also cited the “senseless, tragic” deaths in Baton Rouge, Louisiana, and suburban Minneapolis, referring to Alton Sterling and Philando Castile, who were killed by the police earlier in the week, without mentioning their names. (This was his first official statement regarding those shootings.) He added, “racial tensions have gotten worse.”

Trump’s reasonable statement prompted overheated and extreme reactions from his Facebook followers. Some claimed a race war was underway. Others predictably slammed President Barack Obama. And some defended Trump’s supposed defense of white people. Here’s a sampling:

Hillary Clinton Will Never Let Bernie Sanders Live Down This Vote

Three weeks removed from the Iowa caucuses, with Bernie Sanders nipping at Hillary Clinton’s heels in the polls, the Clinton campaign is reminding Democrats of the Vermont senator’s most problematic vote in Congress.

In 2005, Sanders, then in the House of Representatives, voted for an NRA-backed bill to provide legal immunity to gun manufacturers if their guns were used to commit crimes. Then-Sens. Clinton and Barack Obama, by contrast, voted against the bill.

Over the last few months, as mass shootings from Charleston to Roseburg to San Bernardino have rocked the country, and under increasing criticism by Clinton, Sanders has tried to neutralize the gun issue and even walk back his support for that vote. On a Friday conference call, Sanders’ campaign manager, Jeff Weaver, told reporters, “I would say that there’s about zero daylight between the president and Sen. Bernie Sanders.”

So the Clinton campaign set up a conference call of its own.

“Democrats have a real choice, because standing up to the gun lobby is a real difference between Sen. Sanders and Hillary Clinton,” John Podesta, a senior Clinton adviser, told reporters on the Friday afternoon call. Podesta highlighted Sanders’ vote for immunity for gun manufacturers, calling his record very different from both Obama’s and Clinton’s. He issued a challenge Sanders to “commit today to support legislation to overturn the sweeping immunity provision he voted to confer upon the gun industry.”

The Clinton campaign’s latest broadside against Sanders on guns comes one day after President Obama raised the issue of immunity for gun manufacturers in a New York Times op-ed and promised not to support any candidate—including Democrats—”who does not support common-sense gun reform.”

Sanders has come under repeated fire from Clinton for his 2005 vote and others on guns. In response, he has said he would revisit the legislation, but has declined to say that he regrets the vote. “I hope you know that Senator Sanders has said he’d be willing to take another look at that legislation,” Sanders’ spokesman, Michael Briggs, told Politico. This week, Sanders backed Obama’s executive actions on guns, including one to expand background checks to more gun sales.

Still, the senator’s gun record is a clear blemish on his near-sterling progressive record. Don’t expect the Clinton campaign to let voters forget that.

Mitch McConnell Has Met The Enemy, and It Is Him

Politico has a fascinating story today. It’s all about Mitch McConnell’s months of LBJ-worthy maneuvering to get legislation passed that would repeal Obamacare and defund Planned Parenthood, thus paving the way for a clean budget bill later this year. But here’s the kicker: he wasn’t engaged in Herculean negotiations with Democrats. He was engaged in Herculean negotiations with his own party. The goal was to somehow trick them into supporting the Obamacare/PP bill, which was entirely symbolic since President Obama would veto it instantly, paving the way for a budget bill later this month that Obama could sign.

How did he do it?

McConnell marshaled a secret weapon that ultimately would work in his favor: Anti-abortion groups.

Since the summer, the Senate majority leader had spoken with influential organizations opposing abortion such as National Right to Life and the Susan B. Anthony List to ensure they would back his move to link the Obamacare repeal with a measure to defund Planned Parenthood….Anti-abortion groups vowed to score against any senator who rejected the anti-Planned Parenthood provision, exerting additional pressure on conservative lawmakers who would have seen their sterling pro-life ratings tarnished if the defunding language was dropped.

Apparently McConnell persuaded the anti-abortion folks that their cause was better served by electing a Republican president in 2016, and the best way to do that was to avoid a protracted government shutdown over a budget bill that Democrats would fight if it included the PP defunding language. Instead, he proposed a symbolic standalone bill that allows everyone to vote against Obamacare and Planned Parenthood. Obama will veto it; everyone will shrug and say “we tried”; and then a clean budget bill will be negotiated and signed.

This is a strategy that firebrand conservatives opposed, but apparently they aren’t willing to risk their 100 percent scores from anti-abortion groups. So they caved.

And that’s that. In today’s Washington, passing bills isn’t a matter of getting Republicans and Democrats to agree. They can usually manage that. The trick is somehow neutering the wingnut faction of the Republican Party. Once that’s done, negotiations between the two parties are (relatively speaking) a piece of cake. Welcome to 2015.
