It’s Not Just Flint. There’s an Ugly History of Lead Poisoning and the Poor in the US.

“I know if I was a parent up there, I would be beside myself if my kids’ health could be at risk,” said President Obama on a recent trip to Michigan.

“Up there” was Flint, a rusting industrial city in the grip of a “water crisis” brought on by a government austerity scheme. To save a couple of million dollars, that city switched its source of water from Lake Huron to the Flint River, a long-time industrial dumping ground for the toxic industries that had once made their home along its banks. Now, the city is enveloped in a public health emergency, with elevated levels of lead in its water supply and in the blood of its children.

The price tag for replacing the lead pipes that contaminated its drinking water, thanks to the corrosive toxins found in the Flint River, is now estimated at up to $1.5 billion. No one knows where that money will come from or when it will arrive. In the meantime, the cost to the children of Flint has been and will be incalculable. As little as a few specks of lead in the water children drink or in flakes of paint that come off the walls of old houses and are ingested can change the course of a life. The amount of lead dust that covers a thumbnail is enough to send a child into a coma or into convulsions leading to death. It takes less than a tenth of that amount to cause IQ loss, hearing loss, or behavioral problems like attention deficit hyperactivity disorder and dyslexia. The Centers for Disease Control (CDC), the government agency responsible for tracking and protecting the nation’s health, says simply, “No safe blood lead level in children has been identified.”

President Obama would have good reason to worry if his kids lived in Flint. But the city’s children are hardly the only ones threatened by this public health crisis. There’s a lead crisis for children in Baltimore, Maryland, Herculaneum, Missouri, Sebring, Ohio, and even the nation’s capital, Washington, DC, and that’s just to begin a list. State reports suggest, for instance, that “18 cities in Pennsylvania and 11 in New Jersey may have an even higher share of children with dangerously elevated levels of lead than does Flint.” Today, scientists agree that there is no safe level of lead for children and at least half of American children have some of this neurotoxin in their blood. The CDC is especially concerned about the more than 500,000 American children who have substantial amounts of lead in their bodies. Over the past century, an untold number have had their IQs reduced, their school performances limited, their behaviors altered, and their neurological development undermined. From coast to coast, from the Sun Belt to the Rust Belt, children have been and continue to be imperiled by a century of industrial production, commercial gluttony, and abandonment by the local, state, and federal governments that should have protected them. Unlike in Flint, the “crisis” seldom comes to public attention.

Two, Three… Many Flints

In Flint, the origins of the current crisis lay in the history of auto giant General Motors (GM) and its rise in the middle decades of the twentieth century to the status of the world’s largest corporation. GM’s Buick plant alone once occupied “an area almost a mile and a half long and half a mile wide,” according to the Chicago Tribune, and several Chevrolet and other GM plants literally covered the waterfront of “this automotive city.” Into the Flint River went the toxic wastes of factories large and small, which once supplied batteries, paints, solders, glass, fabrics, oils, lubricating fluids, and a multitude of other materials that made up the modern car. In these plants strung out along the banks of the Flint and Saginaw rivers and their detritus lay the origins of the present public health emergency.

The crisis that attracted President Obama’s attention is certainly horrifying, but the children of Flint have been poisoned in one way or another for at least 80 years. Three generations of those children living around Chevrolet Avenue in the old industrial heart of the city experienced an environment filled with heavy metal toxins that cause neurological conditions in them and cardiovascular problems in adults.

As Michael Moore documented in his film Roger and Me, GM abandoned Flint in a vain attempt to stave off financial disaster. Having sucked its people dry, the company ditched the city, leaving it to deal with a polluted hell without the means to do so. Like other industrial cities that have suffered this kind of abandonment, Flint’s population is majority African American and Latino, and has a disproportionate number of families living below the poverty line. Of its 100,000 residents, 65 percent are African American and Latino and 42 percent are mired in poverty.

The president should be worried about Flint’s children and local, state, and federal authorities need to fix the pipes, sewers, and water supply of the city. Technically, this is a feasible, if expensive, proposition. It’s already clear, however, that the political will is just not there even for this one community. Gina McCarthy, the Environmental Protection Agency’s administrator, has refused to provide Flint’s residents with even a prospective timetable for replacing their pipes and making their water safe. There is, however, a far graver problem that is even less easy to fix: the mix of racism and corporate greed that have put lead and other pollutants into millions of homes in the United States. The scores of endangered kids in Flint are just the tip of a vast, toxic iceberg. Even Baltimore, which first identified its lead poisoning epidemic in the 1930s, still faces a crisis, especially in largely African American communities, when it comes to the lead paint in its older housing stock.

Just this month, Maryland’s secretary of housing, community, and development, Kenneth C. Holt, dismissed the never-ending lead crisis in Baltimore by callously suggesting that it might all be a shuck. A mother, he said, might fake such poisoning by putting “a lead fishing weight in her child’s mouth and then take the child in for testing.” Such a tactic, he indicated, without any kind of proof, was aimed at making landlords “liable for providing the child with better housing.” Unfortunately, the attitudes of Holt and Governor Rick Snyder of Michigan have proven all too typical of the ways in which America’s civic and state leaders have tended to ignore, dismiss, or simply deny the real suffering of children, especially those who are black and Latino, when it comes to lead and other toxic chemicals.

There is, in fact, a grim broader history of lead poisoning in America. It was probably the most widely dispersed environmental toxin that affected children in this country. In part, this was because, for decades during the middle of the twentieth century, it was marketed as an essential ingredient in industrial society, something without which none of us could get along comfortably. Those toxic pipes in Flint are hardly the only, or even the primary, source of danger to children left over from that era.

In the 1920s, tetraethyl lead was introduced as an additive for gasoline. It was lauded at the time as a “gift of God” by a representative of the Ethyl Corporation, a creation of GM, Standard Oil, and Dupont, the companies that invented, produced, and marketed the stuff. Despite warnings that this industrial toxin might pollute the planet, which it did, almost three-quarters of a century would pass before it was removed from gasoline in the United States. During that time, spewed out of the tailpipes of hundreds of millions of cars and trucks, it tainted the soil that children played in and was tracked onto floors that toddlers touched. Banned from use in the 1980s, it still lurks in the environment today.

Meanwhile, homes across the country were tainted by lead in quite a different way. Lead carbonate, a white powder, was mixed with linseed oil to create the paint that was used in the nation’s homes, hospitals, schools, and other buildings until 1978. Though its power to harm and even kill children who sucked on lead-painted windowsills, toys, cribs, and woodwork had long been known, it was only in that year that the federal government banned its use in household paints.

Hundreds of tons of the lead in paint that covered the walls of houses, apartment buildings, and workplaces across the United States remains in place almost four decades later, especially in poorer neighborhoods where millions of African American and Latino children currently live. Right now, most middle class white families feel relatively immune from the dangers of lead, although the gentrification of old neighborhoods and the renovation of old homes can still expose their children to dangerous levels of lead dust from the old paint on those walls. However, economically and politically vulnerable black and Hispanic children, many of whom inhabit dilapidated older housing, still suffer disproportionately from the devastating effects of the toxin. This is the meaning of institutional racism in action today. As with the water flowing into homes from the pipes of Flint’s water system, so the walls of its apartment complexes, not to mention those in poor neighborhoods of Detroit, Baltimore, Washington, and virtually every other older urban center in the country, continue to poison children exposed to lead-polluted dust, chips, soil, and air.

Over the course of the past century, tens of millions of children have been poisoned by lead and millions more remain in danger of it today. Add to this the risks these same children face from industrial toxins like mercury, asbestos, and polychlorinated biphenyls (better known as PCBs) and you have an ongoing recipe for a Flint-like disaster but on a national scale.

In truth, the United States has scores of “Flints” awaiting their moments. Think of them as ticking toxic time bombs — just an austerity scheme or some official’s poor decision away from a public health disaster. Given this, it’s remarkable, even in the wake of Flint, how little attention or publicity such threats receive. Not surprisingly, then, there seems to be virtually no political will to ensure that future generations of children will not suffer the same fate as those in Flint.

The Future of America’s Toxic Past

A series of decisions by state and local officials turned Flint’s chronic post-industrial crisis into a total public health disaster. If clueless, corrupt, or heartless government officials get all the blame for this (and blame they do deserve), the larger point will unfortunately be missed — that there are many post-industrial Flints, many other hidden tragedies affecting America’s children that await their moments in the news. Treat Flint as an anomaly and you condemn families nationwide to bear the damage to their children alone, abandoned by a society unwilling to invest in cleaning up a century of industrial pollution, or even to acknowledge the injustice involved.

Flint may be years away from a solution to its current crisis, but in a few cities elsewhere in the country there is at least a modicum of hope when it comes to developing ways to begin to address this country’s poisonous past. In California, for example, 10 cities and counties, including San Francisco, San Diego, Los Angeles, and Oakland, have successfully sued and won an initial judgment against three lead pigment manufacturers for $1.15 billion. That money will be invested in removing lead paint from the walls of homes in these cities. If this judgment is upheld on appeal, it would be an unprecedented and pathbreaking victory, since it would force a polluting industry to clean up the mess it created and from which it profited.
There have been other partial victories, too. In Herculaneum, Missouri, for instance, where half the children within a mile of the nation’s largest lead smelter suffered lead poisoning, jurors returned a $320 million verdict against Fluor Corporation, one of the world’s largest construction and engineering firms. That verdict is also on appeal, while the company has moved its smelter to Peru where whole new populations are undoubtedly being poisoned.

President Obama hit the nail on the head with his recent comments on Flint, but he also missed the larger point. There he was just a few dozen miles from that city’s damaged water system when he spoke in Detroit, another symbol of corporate abandonment with its own grim toxic legacy. Thousands of homes in the Motor City, the former capital of the auto industry, are still lead paint disaster areas. Perhaps it’s time to widen the canvas when it comes to the poisoning of America’s children and face the terrible human toll caused by “the American century.”

Worldwide Water Shortages Might Be Worse Than We Thought

The world’s water crisis might be much worse than we thought. Four billion people, or two-thirds of the global population, face severe water shortages for at least one month out the year, according to a study published on Friday in Science Advances.

Arjen Hoekstra, a professor at the University of Twente in the Netherlands and the study’s lead author, says better living standards and the expansion of agriculture are among the factors that have increased demand for water and caused resources to dry up across the globe. And during the hot months of the year when water is already scarce, people draw from rivers and groundwater, further threatening water sources and the people who rely on them.

“Direct victims of the over consumption of water resources are the users themselves, who increasingly suffer from water shortages during droughts,” according to the study’s authors, who add that even one month without reliable access to water affects quality of life.

Of the 4 billion people who face severe water scarcity for at least part of the year, 130 million reside in the United States, mostly in Western and Southern states like California, Texas, and Florida, where drought is already a common aspect of life. But those dry spells are made worse by the rising demand for water. In the West, the vast majority of water flowing from the all-important Colorado River goes to agriculture, and federal subsidies actually encourage farmers to plant the thirstiest crops, like cotton. On top of that, state laws push farmers to flood their fields with as much water as they can.

The remaining 3.8 billion people affected by severe water shortages are outside the United States, in places like Africa and the Middle East, where access to water has long been a source of concern. This January marked the fifth year in a row that the World Economic Forum ranked water crises among the top three risks to the world economic stability, alongside climate change and weapons of mass destruction.

Increased water depletion could also create fodder for increased political tensions. Volatile places like Pakistan, Yemen, Egypt, Libya, and Somalia are among the countries where large portions of the population experience severe water scarcity all year-round. A Yemeni newspaper estimated that 70 to 80 percent of conflicts in rural areas of that country were about water. Yemen’s Al Qaeda branch has even exploited the shortage, winning over support by digging wells and providing villages with water.

Hoekstra’s findings paint a much bleaker picture of the global water crisis than most previous estimates. Both the World Wildlife Fund and the United Nations have said it would take until 2025 for two-thirds of the world population to be without access to water, meaning today’s findings put us a decade ahead of schedule.

“We have generally underestimated the risks associated with water scarcity,” Hoekstra told Mother Jones in an email. But, he adds in a press release, there’s a bright spot: “All over the world, it is clear that the risks associated with high water consumption are being increasingly recognized.”

Republican Tax Plans Will Be Great for the Ri—zzzzz

Our good friends at the Tax Policy Center have now analyzed—if that’s the right word—the tax plans of Donald Trump, Jeb Bush, and Marco Rubio. You can get all the details at their site, but if you just want the bottom line, you’ve come to the right place.

The chart on the left shows who benefits the most from each tax plan. Unsurprisingly, they’re all about the same: middle income taxpayers would see their take-home pay go up 3 or 4 percent, while the rich would see it go up a whopping 10-17 percent. On the deficit side of things, everyone’s a budget buster. Rubio and Bush would pile up the red ink by $7 trillion or so (over ten years) while Trump would clock in at about $9 trillion. That compares to a current national debt of $14 trillion.

No one will care, of course, and no one will even bother questioning any of them about this. After all, we already know they’ll just declare that their tax cuts will supercharge the economy and pay for themselves. They can say it in their sleep. Then Trump will say something stupid, or Rubio will break his tooth on a Twix bar, and we’ll move on.

Democratic Congressman: "Free Puerto Rico"

On the House floor Thursday, Rep. Luis Gutiérrez (D-Ill.) called on the US Congress to “free Puerto Rico so she can solve the problem of her crushing debt without being handcuffed by Congress, its distant and inattentive colonial master.” The speech came as Congress continues to debate what should be done to assist Puerto Rico in coping with its debt crisis.

Gutiérrez, who is of Puerto Rican descent, said that Congress has offered “very little” tangible help for the island as it grapples with its crushing $72 billion debt. House Speaker Paul Ryan (R-Wisc.) said in December that Congress would propose a debt relief package by the end of March. Previous legislative proposals have stalled out, whether offered by Democrats, Republicans, or Pedro Pierluisi, the island’s non-voting representative to congress.

The island’s government and public institutions owe money on more than a dozen separate loans involving a number of different lenders, all with competing interests. Since Puerto Rico’s cities and public institutions cannot seek bankruptcy protection in the same way as their counterparts on the mainland, debt restructuring has to be handled by each individual creditor separately, which has made the process slow and unwieldy.

The Obama administration and Congressional Democrats support the idea of amending US law to let Puerto Rico seek bankruptcy protection, but Congressional Republicans have been resistant, arguing that the island’s government must get its financial affairs in order—and honor its debts—before congressional action should be taken. Republican proposals have included the idea of an independent financial oversight board, an idea Gutiérrez blasted on Thursday.

“And now, what is the solution that everyone in Washington is lining up behind? A federal control board,” he said. “Imagine that. An island that cannot determine its own destiny, that has to play an economic game with a stacked deck and all the rules rigged against them, what is the solution in Washington? Take away what little autonomy they have left and add a new layer of Washington control over the colony.”

Less than two months after a grand jury decided not to indict the Cleveland police officer who shot and killed 12-year-old Tamir Rice, the city has filed a claim saying the boy owed $500 “for emergency medical services rendered as the decedent’s last dying expense.” In response to the claim, a Rice family attorney told the Cleveland Scene that the move “displays a new pinnacle of callousness and insensitivity.”

The mayor’s office could not be reached immediately for comment.

The Supreme Court Just Did Serious Damage to the Fight Against Climate Change

The Supreme Court dealt a blow to President Barack Obama’s climate agenda Tuesday evening by putting his flagship greenhouse gas emissions rules on hold. In a 5-4 ruling, the justices granted the stay in response to a lawsuits by coal companies and two dozen coal-reliant states. The plaintiffs have argued that by setting new limits on carbon pollution from power plants, Obama’s Environmental Protection Agency is overstepping its authority to control the electricity sector.

The ruling is far from a death knell for the Clean Power Plan, as the policy is known. Rather, it allows power companies and state official to hold off on preparing for the new regulations until the courts decide whether the administration went too far. The cases will most likely end up in front of the Supreme Court sometime next year, so there’s still plenty of time before the plan’s fate is sealed.

According to Vicki Arroyo, executive director of the Georgetown Climate Center, the Court’s track record on EPA regulations is pretty favorable for environmentalists.

“Every regulation from EPA is attacked legally,” she said. “There might be delays, but there is almost always a rule that come out the other end.”

But in the meantime, the ruling could throw a wrench in the delicate diplomacy surrounding the global climate agreement reached in Paris in December. One defining feature of the Paris summit that made it the most successful round of climate talks in two decades was the leadership of Secretary of State John Kerry and other US officials. It was the Clean Power Plan that gave other countries confidence that the US was finally willing to do something about its own massive carbon footprint. In other words, the plan was supposed to be Obama’s proof that the US would follow through on its Paris promises. Now, the trust of other big polluters—China, India, the European Union—could be shaken. That could have a chilling effect on climate action around the globe.

“I think the stay raises doubts in other countries’ minds,” said Jake Schmidt, international program director at the Natural Resources Defense Council. “I’m already getting a lot of questions and confusion from policy analysts abroad. There will be a lot of outreach to explain what this really means.”

Their concerns may well be justified—even if the Supreme Court ultimately does rule in favor of the administration. That’s because, regardless of the case’s final outcome, yesterday’s stay will make the Clean Power Plan more vulnerable if a Republican wins the presidential election in November. All of the leading GOP candidates have vowed to roll back Obama’s climate agenda. (Bernie Sanders and Hillary Clinton have both promised to carry it forward.)

The problem is the timeline, explained Robert Stavins, director of Harvard’s Environmental Economics program. Until yesterday, state regulators and power companies were in the early stages of putting together their plans to comply with the regulation. But with the stay in place, power companies can push off the investments and upgrades required by the plan—switching coal-fired power plants to natural gas, improving efficiency on the electric grid, building more wind and solar energy, etc. That means that by the time the next president takes office, the power companies will have sunk less capital into implementing the plan, and will have less incentive to see it survive than if they had already made those investments, Stavins said. With that potential roadblock out of the way, a Republican president would have an easier time killing the plan.

“That’s a subtle chain of causality, but it’s the one that—if understood—may reasonably cause concern to other countries regarding the ability of the USA to live up to its Paris promises,” Stavins said.

Still, at least in the short term, the US doesn’t need the Clean Power Plan to follow through on its initial Paris commitments, Schmidt said. The US will be required to submit its first progress report under the agreement in 2020, a couple years before the Clean Power Plan was originally scheduled to take effect. Moreover, he said, even if countries such as China and India are spooked by the Supreme Court’s new ruling, they’re unlikely to jump ship on their own climate plans.

“When you look at what’s happened over the past couple years, it’s really hopeful that the US is moving forward,” Schmidt said. “But most countries aren’t moving forward solely on the basis of what the US is doing.”

Liberal pundits have criticized Clinton for defending her husband’s welfare legislation—and for parroting the conservative caricature of welfare beneficiaries as “deadbeats”—but so far, it hasn’t created any serious problems for her campaign. But this, perhaps, is to be expected from a more moderate Democrat. The oversight is arguably a more glaring problem for Sanders, who voted against the welfare bill and harshly condemned it in his 1997 book, but hasn’t made it an issue in the primary. In August, he told Bloomberg, with uncharacteristic restraint, “I think that history will suggest that that legislation has not worked terribly well.”

One reason for this restraint may be simple: perhaps Sanders believes that the best approach to poverty is to enact his broad economic revolution. Once that’s done, poverty will start to decrease.

But there’s another possible reason: maybe welfare reform has turned out not to be an especially big deal. After all, by 1996 the old AFDC program accounted for only about $20 billion in spending, a tiny fraction of total welfare spending—and the difference between AFDC spending and the TANF spending that took its place is even more minuscule. The truth is that it’s barely noticeable compared to increases in social welfare spending during the 90s from changes to CHIP, EITC, the minimum wage, and so forth.

On that score, it’s worth taking a look at social welfare spending more broadly. But what’s the best way? We spend just shy of a trillion dollars a year on social welfare and safety net programs, but that number bounces up and down when the economy goes into recession and more people need help. That tells us more about the economic cycle than it does about anti-poverty programs. Instead, we need to look at spending per person in poverty. This gives us a better idea of how policy has responded to poverty over the past few decades. So here it is:

I chose 150 percent of the poverty level as my metric, but the truth is that it doesn’t matter much. This chart looks pretty much the same whether you show total spending, per capita spending, or spending per family below the poverty level. If you remove Medicaid from the mix, the spending increase isn’t as steep but otherwise looks little different.

There are two obvious takeaways from this. First, overall spending on social welfare programs has increased by 3x since 1980. That’s pretty substantial. Second, if the 1996 welfare reform act had any effect on this steady rise in spending, you’d need a chart the size of my house to make it out. Perhaps Bernie Sanders knows this, and understands that in the great scheme of things, welfare reform just isn’t worth fighting over anymore.

The Russians Are Doing Surprisingly Well in Syria

In the interest of keeping myself honest, I should acknowledge that—so far, at least—the Russian incursion in Syria has apparently gone a lot better than I expected:

Under the banner of fighting international terrorism, President Vladimir Putin has reversed the fortunes of forces loyal to Syrian President Bashar al-Assad….Government forces are now on the offensive, and last week they scored their most significant victory yet….“The operation is considered here to be quite successful,” said Evgeny Buzhinsky, a retired lieutenant general and senior vice president of the Russian Center for Policy Studies in Moscow. It could probably continue for one year or longer, he said, “but it will depend on the success on the ground.”

….“Putin can afford to play geo­political chess in the Middle East because it does not cost much,” said Konstantin von Eggert, an independent political analyst based in Moscow. Entering the conflict in Syria has allowed Putin to combat what he sees as a U.S. policy of regime change, show off his military muscle and reassure allies in the region that Moscow is a loyal partner, von Eggert said.

In the past couple of days, thanks to Russian help, Assad has come ever closer to taking control of Aleppo, Syria’s biggest city:

Gains by Assad and his allies in the past month have squeezed overland supply lines to Turkey that may represent the last bulwark against defeat for the rebels in northern Syria.

Assad, who was on the verge of defeat in mid-2015 before Russian President Vladimir Putin stepped in with military support, has wrested back the initiative. His army last week broke a three-year siege of two villages north of Aleppo. The city is almost encircled, apart from a narrow stretch of contested territory.

The Russian air force has acquitted itself better than I expected, and Assad’s forces have taken advantage of Russian air support better than I expected. It’s still early days, of course, and there’s a lot more to Syria than Aleppo. Russia could still find itself drawn into a long, pointless quagmire down the road. But it hasn’t yet.

Over the past decade, Putin has taken on several small-scale military incursions: in Georgia in 2008; in Crimea in 2014; and now in Syria. But small though they may be, they’ve been executed competently and they’ve provided the Russian army with invaluable real-world experience. Apparently that’s paid off.

Flint Is Still a Disaster, But Obama Just Proposed a Giant Cut to Water Funding

President Obama has called Flint, Michigan’s water crisis “inexplicable and inexcusable.” But his administration’s proposed 2017 budget, released today, cuts the Environmental Protection Agency’s water infrastructure funding by roughly a quarter billion dollars.

The EPA’s State Revolving Fund (SRF) provides loans to improve state and local water quality and is the primary source of federal funding for water infrastructure improvements. The 2017 budget proposes a $158 million increase to the Drinking Water SRF, which would help municipalities replace pipelines, fix water main breaks, and generally improve aging water infrastructure—the type of changes that could help places that, like Flint, have an aging water infrastructure. But the budget also proposes a $370 million cut to the Clean Water SRF, which goes toward projects making water sources cleaner overall, from reducing urban runoff pollution and improving wastewater treatment to researching how unregulated chemicals in our water supply affect human health.

In light of the disaster in Flint, the proposed cuts have provoked criticism from both sides of the aisle: Sen. Ben Cardin (D-Md.) said he was “grossly disappointed” by the proposal, while Sen. Jim Inhofe (R-Okla.) accused Obama of prioritizing climate change over water. Overall, federal water infrastructure spending has been relatively stagnant for years:

Mae Wu, an attorney at the Natural Resources Defense Council, equates the proposed budget with “robbing Peter to pay Paul.” “Cutting funds that help keep pollution out of our water (CW SRF) and moving the money to remove pollution once it’s already in our drinking water (DW SRF) is no solution at all,” she wrote in an NRDC blog post. “At best it is a short-term band-aid approach to addressing the chronic levels of underinvestment in our water infrastructure by local, state, and federal government.”

The bigger problem, says Peter Gleick, president of the Pacific Institute, is that the nation’s water challenges overall continue to be woefully underfunded. “We’re talking about a hundred million here, a hundred million there,” says Gleick, who notes that the single F-35 fighter costs roughly $100 million. “Overall, our budget priorities are still distorted.”
