Only 16 days to go! So what did Hillary Clinton spend the weekend doing?

Hillary Clinton moved to press her advantage in the presidential race on Sunday, urging black voters in North Carolina to vote early as Republicans increasingly conceded that Donald J. Trump is unlikely to recover in the polls….By running up a lead well in advance of the Nov. 8 election in states like North Carolina and Florida, she could make it extraordinarily difficult for Mr. Trump to mount a late comeback.

….Both Mrs. Clinton and key Republican groups have effectively pushed aside Mr. Trump since the final presidential debate on Wednesday, treating him as a defeated candidate and turning their attention to voter turnout and battling for control of Congress. An ABC News tracking poll published on Sunday showed Mr. Trump trailing Mrs. Clinton by 12 percentage points nationally and drawing just 38 percent of the vote.

OK, that sounds like good, sound campaign strategy. How about Donald Trump? Well, he went to Gettysburg, the site of Abraham Lincoln’s famous speech about living up to our highest ideals as a nation. Trump was there, supposedly, to provide a vision of his first hundred days in office:

Instead, the Republican nominee used the first third of what had been promoted as a “closing argument” speech to nurse personal grievances, grumbling about “the rigging of this election” and “the dishonest mainstream media,” and threatening to sue the women who have come forward — an 11th woman did on Saturday — to accuse him of aggressive sexual advances.

“Every woman lied when they came forward to hurt my campaign — total fabrication,” Mr. Trump said. “The events never happened. Never. All of these liars will be sued after the election is over.”

As always with Trump, his timing and his venue are perfect. Next up: Trump goes to Checkpoint Charlie to complain about NATO allies not paying us enough money.

Many in the United States were outraged by the remarks of conservative evangelical preacher Pat Robertson, who blamed Haiti’s catastrophic 2010 earthquake on Haitians for selling their souls to Satan. Bodies were still being pulled from the rubble—as many as 300,000 died—when Robertson went on TV and gave his viewing audience a little history lesson: the Haitians had been “under the heel of the French” but they “got together and swore a pact to the devil. They said, ‘We will serve you if you will get us free from the French.’ True story. And so, the devil said, ‘OK, it’s a deal.'”

A supremely callous example of right-wing idiocy? Absolutely. Yet in his own kooky way, Robertson was also onto something. Haitians did, in fact, swear a pact with the devil for their freedom. Only Beelzebub arrived smelling not of sulfur, but of Parisian cologne.

Haitian slaves began to throw off the “heel of the French” in 1791, when they rose up and, after bitter years of fighting, eventually declared themselves free. Their French masters, however, refused to accept Haitian independence. The island, after all, had been an extremely profitable sugar producer, and so Paris offered Haiti a choice: compensate slave owners for lost property—their slaves (that is, themselves)—or face its imperial wrath. The fledgling nation was forced to finance this payout with usurious loans from French banks. As late as 1940, 80 percent of the government budget was still going to service this debt.

How did the Republican Party become a kamikaze club guided by a small handful of hostage-taking radicals hell-bent on causing chaos to ruin the presidency of Barack Obama? It wasn’t by the design of House Speaker John Boehner and the GOP congressional leadership. This came about because a small number of tea party back-benchers in the House and Senate, assisted by a well-financed network of right-wing organizations (some funded by the billionaire Koch Brothers), pushed an issue that was red meat for the GOP’s base—defunding Obamacare—and managed to hijack the party (even more than the tea party already had).

Let’s look at how the Boehner-led GOPers began this latest round of political battle. After Obama won reelection and the Democrats picked up 11 seats in the House last November, Boehner appeared ready to accept political reality. He observed,

It’s pretty clear that the president was re-elected. Obamacare is the law of the land. If we were to put Obamacare into the CR the bill funding the government, known as a continuing resolution and send it over to the Senate, we were risking shutting down the government. That is not our goal.

That is, Boehner had no desire to re-litigate Obamacare through the budget process.

Ted Cruz Announces That He Will Filibuster House Bill That Defunds Obamacare

On Friday I mentioned that Sen. Ted Cruz has a problem. He wants to block funding of Obamacare, but he can’t just filibuster the budget bill that the House has sent over. After all, that bill does what he wants: it defunds Obamacare. So he has to let the Senate consider the bill. But once he does that, Harry Reid can pass an amendment that strips out the defunding language with a simple majority vote and Cruz loses. It’s a knotty little problem, and today Chris Wallace asked him about it. Here’s what he said:

WALLACE: Well, I’m confused. Are you going to block consideration of the bill? ….

CRUZ: Well, the first order of business is going to be to ask Harry Reid if he will agree to allow amendments to be subject to a 60-vote threshold….Now, in all likelihood, he’s going to say no….If he does that, then Senate Republicans have the tool that we always used when the majority leader is abusing his power, which is we can deny cloture. We can filibuster and say we will not allow you to add the funding back for Obamacare with just 51 votes and it takes —

WALLACE: Sir, if I may, you say this is brute political power. Other times, you said it’s a procedural gimmick. It’s Senate Rule 22, which has been around for years. It’s part of the Senate rules and it says after you allow debate, after you take cloture, that you can pass an amendment by a simple majority. That’s the rule.

CRUZ: Chris, what’s good for the goose is good for the gander. You’re right, that is one rule. But there is another rule that says it takes 60 votes to get cloture. And that’s the reason the Senate, generally, on controversial votes, we work out an agreement for it to be subject to a 60 vote threshold….And so, if Harry Reid says, you know what, I’m going to run the Republicans over. I’m going to ignore the bill passed by the House of Representatives, I’m going to ignore the will of the people and I’m going to do this on a 51-vote threshold — then, from my mind, it should be easy decision for Senate Republicans to stand united and to support House Republicans.

Cruz is a good talker, you have to give him that. But this appears to be his answer: Unless Reid agrees beforehand to Cruz’s demands, he’s going to filibuster the House bill even though it includes language defunding Obamacare.

Can he get most of the Republican caucus in the Senate to go along with this? I doubt it—not in the long run, anyway. Cruz isn’t willing to admit that a Republican filibuster against the House Republicans’ own bill would strike the American public as ridiculous, but it would. And if he starts droning on about procedural minutiae, everyone outside the Fox News faithful will tune out after a few seconds.

As for trying to blame an ensuing government shutdown on President Obama, he demonstrated once again today why that won’t work: He made it crystal clear that he was the one actively working to shut down the government unless his demand to defund Obamacare was met. Again, outside the Fox News faithful, he’s just not going to convince anyone that up is down and black is white on this. Everyone knows whose idea this has been all along.

It’s possible that Senate Republicans might stand with Cruz for a few days, just to prove their conservative bona fides. Maybe. I guess it depends on how many of them break ranks due to their sheer personal loathing of Cruz.1 But either way, they’ll let the bill go through before long. There are just too many of them who understand how this will play out in the real world. They aren’t willing to risk a rerun of 1995 for a cause they know is lost.

Friday Cat Blogging – 6 September 2013

Yesterday featured a trip to the vet, which Domino considered little better than gratuitous torture. She was not a happy cat, especially since this visit included drawing a blood sample, which she’s never had to endure before.

Hopefully her problems aren’t major. She’s lost a couple patches of fur lately and is sporting some small sores. I gave her an extra dose of flea medicine, but that didn’t do anything. The vet, however, confirmed that it was indeed a flea allergy, and recommended that I thoroughly de-flea the house using carpet powder or spray. If anyone has any recommendations in this area, please leave them in comments.

As some of you have noted in comments, she also looks thin these days, and she’s been eating a little less than usual. I don’t have a scale accurate enough to check this for sure, but the vet does and Domino has indeed lost weight. Thus the blood tests. We’ll find out what’s up later today.

So I had an interesting morning. I went out frisbee golfing and I was doing great. I birdied #4 for the first time ever, and then threw a couple of perfect birdies on #5 and #6. What a great start! Then I took a step back to make room for my partner to throw, stepped on a rock, twisted my right ankle, and came crashing down on my left elbow. Seven X-rays later I learned that I had a bone chip in my ankle and a small fracture in my elbow. I can’t use crutches to get around because my left arm is in a splint and a sling, and a wheelchair is no good because my house has steps and stairs all over the place. For now I’m hopping around on one foot with the aid of a cane and typing this blog post one-handed.

I think it’s safe to say that blogging will be a little lighter than usual for a while. On the bright side, at least it’s August, when nothing interesting happens anyway.

Immigration Bill Heads to the Full Senate, 200 Amendments Later

The Senate Judiciary Committee approved a sweeping immigration reform bill on Tuesday, but only after sifting through more than 200 amendments. The bill would give the nation’s estimated 11 million undocumented immigrants a 13-year pathway to citizenship, which would be the biggest change to the immigration system in years.

So, is it the same compromise that its authors, the so-called “Gang of Eight,” originally hammered out? The committee made a total of 141 revisions to the bill; here’s a quick look at a few of the most notable:

No protections for same-sex couples: Democrats reluctantly let this widely discussed measure die in order to keep Republicans on board. It would have allowed a foreign-born member of a same-sex couple petition for legal residency, just as straight couples may do. Because it was withdrawn by its sponsor, committee chairman Patrick Leahy (D-Vt.), it’s not technically a revision. “With a heavy heart, and as a result of my conclusion that Republicans will kill this vital legislation if this anti-discrimination amendment is added, I will withhold calling for a vote on it,” Leahy said. “But I will continue to fight for equality.”

Protections to keep families together: An amendment introduced by Sen. Al Franken (D-Minn.) would require officials to ask immigrants in detention centers whether they are the parents or guardians of children so that the impact of their potential deportation on their families can be assessed.

Additional benefits for DREAMers: An amendment introduced by Sen. Richard Blumenthal (D-Conn.) would allow immigrants who arrived before the age of 16 to join the military and subsequently apply for citizenship as an alternative to deportation. Another amendment, introduced by Sen. Mazie Hirono (D-Hawaii), would give high school grads access to financial aid (with the exception of Pell Grants).

Limiting the use of solitary confinement: Currently, immigrants being processed through detention facilities are sometimes held in solitary confinement for weeks on end: The New York Times recently reported 35 cases of immigrants held there for more than 10 weeks. Another Blumenthal amendment would largely prohibit involuntary confinement exceeding 15 days.

Visa allowances: Sen. Orrin Hatch (R-Utah) won approval for an amendment backed by the tech industry that would allow companies to hire foreign workers with H-1B visas before first offering the jobs to qualified citizens, as it is now required, unless more than 15 percent of the current employees in a specific field within that company are already on H-1B visas.

Safer deportations: Sen. Chris Coons (D-Del.) authored an amendment to cut down on risky deportations. Mexican immigrants might still be dropped off in a border towns rife with kidnappings and gang violence, but Coons’ revision to the immigration bill would stop the practice of nighttime deportations.

Airport tracking system: Another amendment introduced by Hatch would set up fingerprint tracking systems in 10 major airports. Officials currently keep tabs on immigrants flying into the United States; this amendment would require immigrants to be fingerprinted upon both departure to a foreign country and arrival back in the US.

Overall, the immigration reform bill cleared the Judiciary Committee without any fundamental changes. But, in order to not upend the precarious bipartisan balance struck by the Gang of Eight, the committee rejected some more partisan amendments such as the LGBT protection measure and a border security measure from Sen. Chuck Grassley (R-Iowa). Now it’s off to the full Senate, where senators will have the chance to offer even more amendments on the floor in June before voting on the final bill.

The New York Times editorial board is worried that atmospheric carbon dioxide levels recently hit 400 parts per million. And it’s worried that President Barack Obama doesn’t seem to be doing anything about it.

In an editorial published on Saturday, the Gray Lady called on Obama to quickly use his executive powers to tackle climate change:

The prospects for broad-based Congressional action putting a price on carbon emissions are nil. The House is run by people who care little for environmental issues generally, and Senate Republicans who once favored a pricing strategy, like John McCain and Lindsey Graham, have long since slunk away. Meanwhile, Republicans on the Senate Environment and Public Works Committee have spent the last two weeks trying to derail Mr. Obama’s nominee to run the Environmental Protection Agency — a moderate named Gina McCarthy. Ms. McCarthy has served two Republican governors (Mitt Romney was one) but is considered suspect by the right wing because she wants to control carbon pollution, which is driving global temperatures upward.

Hence the need for executive action. Yet we are now four months into Mr. Obama’s second term, and there is no visible sign of a coherent strategy. One plausible reason is that Mr. Obama has been preoccupied with other issues and that his key players on climate have not been in place. But that excuse disappears if Ms. McCarthy can survive a threatened Senate filibuster; even if she does not, Mr. Obama has sufficient talent in the E.P.A. and the Energy Department and among his science advisers to get started.

Mr. Obama has a firm grasp of the climate issue, and no one doubts that he cares about it. But as is often the case with this president, the question is whether he will exhibit a sense of urgency to match his intellectual understanding.
