A high seas fishing ban scorecard: (Almost) everybody wins

When it comes to fishing, most of the ocean is lawless. Fish in the high seas — the half of the world’s oceans that fall under the control of no single nation, because they’re more than 200 miles from a coastline — are being plundered with aplomb by fishing fleets that observe virtually no fish conservation rules.

Some very smart people think that might be a very stupid way of managing the world’s fisheries. They say it’s time for the world to ban fishing on the high seas.

Many of the world’s brawniest fish and shark species migrate through these open waters, where they are being targeted and overfished. Bluefin tuna are becoming so rare that a single fish sold last year for $1.8 million.

Last month, McKinsey & Company director Martin Stuchtey suggested during an ocean summit that banning fishing on the high seas would cause an economic loss of about $2 for every person on the planet. But he said the benefits of more sustainable fisheries, if such a ban was imposed, would be worth about $4 per person, creating a net benefit of $2 apiece. From Business Insider:

Hard numbers reveal that today’s fishing industry is not profitable, and as fleets work harder chasing fewer fish, the losses grow and stocks are further depleted in “a race to the bottom,” the economist explained.

Stuchtey’s numbers were approximations. But the results of a study published in the journal PLOS Biology this week put some flesh on the economist’s back-of-the-envelope calculations. An economist and a biologist, both from California, modeled the effects of such a ban and concluded that the move could double the profitability of the world’s fishing industries — and boost overall fishing yields by 30 percent. It would also boost fish stock conservation and improve the sustainability of seafood supplies.

“The closure will probably result in short-term losses of protein from the sea,” Christopher Costello, a University of California at Santa Barbara environmental and resource economics professor who coauthored the paper, told Grist. “But the key point is that these short-term losses are likely to be followed by significant long-term gains because of the rebuilding of fish stocks.”

The greatest human beneficiaries of such a ban would be residents of developing countries — nations that can’t afford the types of hulking vessels needed for high-seas fishing expeditions. The scientists say these developing nations would benefit from a rise in fish stocks in the waters they control, as would be the case for other countries.

The biggest potential losers, according to the researchers, would include Japan, China, and Spain, which operate large offshore fishing fleets. And that could make a high-seas fishing ban a difficult sell at the United Nations.

“Whether a country like Japan or China would stand to gain or lose is an empirical question that will require careful country-by-country analysis,” Costello said. “It may disadvantage a few politically powerful countries, while it advantages many smaller countries.”

It’s time to have a little talk about the flowers and the bees.

Major crops including soybeans and tobacco can suffer from a crippling malady called tobacco ringspot virus. The disease is spread through sex, which in the plant kingdom involves the freaky use of vibrating creatures: bees. Honeybees and other pollinators carry infected pollen from one plant to the other and, in doing so, can spread the virus, which is also called TRSV.

What’s really freaky is that scientists have discovered that bees can become infected with the ringspot virus of the plants upon which they feed. The researchers report in the journal mBio that the unusual inter-kingdom host-species jump could be linked to colony collapse disorder. Here’s more from Science Codex:

Toxic viral cocktails appear to have a strong link with honey bee Colony Collapse Disorder (CCD), a mysterious malady that abruptly wiped out entire hives across the United States and was first reported in 2006. …

When these researchers investigated bee colonies classified as “strong” or “weak,” TRSV and other viruses were more common in the weak colonies than they were in the strong ones. Bee populations with high levels of multiple viral infections began failing in late fall and perished before February, these researchers report. In contrast, those in colonies with fewer viral assaults survived the entire cold winter months. …

“The increasing prevalence of TRSV in conjunction with other bee viruses is associated with a gradual decline of host populations and supports the view that viral infections have a significant negative impact on colony survival,” these researchers conclude.

Listen up, bees! When you touch a plant’s pollen, you’re also touching the pollen of every other plant that plant has had sex with. So be careful out there.

Obama Executing "Full Court Press" on Syria

Reuters reports:

President Barack Obama will give interviews on Monday to the three network news anchors, as well as to anchors from PBS, CNN, and Fox, more evidence of a “full court press” strategy ahead of pivotal congressional votes on military strikes in Syria.

Has Obama ever engaged in such an intense public effort to win support for an embattled proposal before? He did for healthcare reform, but I think that’s about it. I sure wish he could have dredged up the same level of enthusiasm for immigration reform or tougher financial rules or cap-and-trade that he’s finally discovered for tossing bombs at Syria. This time it really seems personal for him. Why wasn’t it for all those other things?

This Time Around, Obama Really Won’t Negotiate Over the Debt Ceiling

Treasury Secretary Jack Lew said again this morning that President Obama’s resolve on the debt ceiling is firm:

“What we need in our economy is some certainty. We don’t need another self-inflicted wound,” Lew said in a “Squawk Box” interview. “Congress should come back and they should act.”

….The president is “not going to be negotiating over the debt limit,” Lew told CNBC. “Congress has already authorized funding, committed us to make expenditures. We’re now in a place where the only question is, will we pay the bills that the United States has incurred?” Answering his own question, Lew stressed there can be no question about that.

As part their budget-reduction strategy, Republicans have been trying to repeal and defund the president’s health-care law. But Lew said the White House won’t accept any delay or defunding of Obamacare.

It’s pretty obvious that Obama regrets negotiating over the debt ceiling back in 2011, thus giving Republicans an expectation that he might do it again. At the time, I think Obama was genuinely eager to pass a Grand Bargain on long-term deficit reduction and viewed the debt ceiling as a good pretext, one that would make both Democrats and Republicans more likely to come to an agreement. In the end, that failed, and this time around there’s really nothing Obama wants from Republicans. They had their chance at a serious debt-reduction deal and turned it down, and Obama obviously has no desire to waste his time with that again. Besides, with the deficit already plummeting, he doesn’t need a deal anymore and couldn’t get congressional Democrats to support one even if he did.

So he can stand firm pretty easily because there’s nothing much Republicans can offer him. The only leverage they have is a government shutdown, and that isn’t much of a threat. Both Obama and John Boehner know perfectly well that a shutdown would hurt Republicans more than it would hurt Democrats.

But that’s logic, and logic is selling at a deep discount these days. The fever swamp wants a debt ceiling default, and there’s a pretty good chance they’re going to force one through. Boehner just doesn’t have the clout or the influence to stop his lemmings from racing over the cliff. At this point, the most germane question probably isn’t whether Republicans are going to force a default, but how long they’ll hold out after they’ve done it. Just how badly do global markets have to panic before they finally come to their senses?

I don’t know. But as long as we’re on the subject, I’d like to add one pre-emptive note. The debt ceiling crisis is likely to renew calls for Obama to settle the whole thing unilaterally by issuing a trillion-dollar platinum coin. As you all know, my own view is that this is plainly illegal, but my view doesn’t matter. What matters is that the platinum coin option only works if the Fed is willing to accept it on deposit, and this is something they’ve already said they wouldn’t do. Like it or not, this means there is no platinum coin option. So let’s not spill too much ink on it this time around, OK?
