A Week of Slaughter in Aleppo Also Destroyed One Of Its Hospitals

On Wednesday night, two missiles from the Assad regime’s Syrian Arab Air Force struck the Al Quds hospital in Aleppo, killing at least 14 medical staff and patients, including one of the last pediatricians who still worked in Syria’s largest city. Within 24 hours of the attack, widespread airstrikes and shelling in the area killed at least another 60 people, bringing Syria’s death toll for the week to around 200. Rescue workers from Syria Civil Defense, which lost five of its own members when targeted strikes hit one of its centers earlier in the week, report that they are “still dragging people from the rubble.”

“This devastating attack has destroyed a vital hospital in Aleppo, and the main referral center for pediatric care in the area,” wrote Muskilda Zancada, Doctors Without Borders’ head of mission for Syria, in an online statement. “Where is the outrage among those with the power and obligation to stop this carnage?”

In Syria’s five-year-old war that has claimed hundreds of thousands of lives, the attack on the Doctors Without Borders-supported Al Quds hospital is part of a broader pattern of Bashar Al-Assad’s systematic targeting of civilian infrastructure. Airstrikes on civilian neighborhoods and medical facilities are the norm, despite being illegal under international law. The United Nations estimates that at least half of Syria’s medical facilities have been destroyed. A report from the Syrian American Medical Society (SAMS) from February 2015 estimated that some 600 medical professionals had been killed in the fighting, a figure that doesn’t account for the past year of the conflict.

“Compounding this tragedy is that the dedication and commitment of the staff of Al Quds, working under unimaginable conditions, has been unwavering throughout this bloody conflict,” said Zancada. A press release from SAMS this morning said that Mohammed Wasim Moaz, the last remaining pediatrician in the eastern part of Aleppo, was considered “one of the best pediatricians left in Syria.”

This week’s increased attacks on Aleppo come amid what was supposed to be a partial ceasefire in Syria, but which has all but collapsed. Staffan de Mistura, the UN envoy for Syria, characterized the talks as “barely alive,” the Guardian reports. “How can you have substantial talks when you have only news about bombing and shelling?” he asked.

Meanwhile, many believe the situation in Aleppo will only get worse in coming weeks, with reports of a military buildup around Aleppo that some fear will result in the government’s attempt to embark on a complete siege of the city’s civilian neighborhoods.

“Wherever you are, you hear explosions of mortars, shelling and planes flying over,” said Valter Gros of the International Committee of the Red Cross in a statement yesterday. “There is no neighborhood of the city that hasn’t been hit. People are living on the edge. Everyone here fears for their lives and nobody knows what is coming next.”

In videos of the ongoing violence posted online, rescue workers drag bodies—including those of children—from collapsed buildings, old men sob, residents race injured victims away in cars, and a terrified young girl in pigtails cries quietly in the arms of a man.

A week before the most recent onslaught, Syria Civil Defense—a volunteer organization established in 2013 that attempts to provide help to victims of the massive bombing campaigns—posted a heartbreaking tweet, as new rounds of airstrikes began hitting Aleppo following a brief respite from the fighting under the ceasefire. The tweet foreshadows what appears to be yet another bloody chapter in Syria’s war:

“We return to work with sadness and heavy hearts,” Syria Civil Defense reported a few days later. As the UN warns of a “catastrophic breakdown“—noting that in the past 48 hours, one Syrian has been killed every 25 minutes—the worst may still lie ahead.

The new poster child for climate change had his coming-out party in June 2012, when Petey the puffin chick first went live into thousands of homes and schools all over the world. The “Puffin Cam” capturing baby Petey’s every chirp had been set up on Maine’s Seal Island by Stephen Kress, “The Puffin Man,” who founded the Audubon Society’s Project Puffin in 1973. Puffins, whose orange bills and furrowed eyes make them look like penguins dressed as sad clowns, used to nest on many islands off the Maine coast, but 300 years of hunting for their meat, eggs, and feathers nearly wiped them out. Project Puffin transplanted young puffins from Newfoundland to several islands in Maine, and after years of effort the colonies were reestablished and the project became one of Audubon’s great success stories. By 2013, about 1,000 puffin pairs were nesting in Maine.

Now, thanks to a grant from the Annenberg Foundation, the Puffin Cam offered new opportunities for research and outreach. Puffin parents dote on their single chick, sheltering it in a two-foot burrow beneath rocky ledges and bringing it piles of small fish each day. Researchers would get to watch live puffin feeding behavior for the first time, and schoolkids around the world would be falling for Petey.

But Kress soon noticed that something was wrong. Puffins dine primarily on hake and herring, two teardrop-shaped fish that have always been abundant in the Gulf of Maine. But Petey’s parents brought him mostly butterfish, which are shaped more like saucers. Kress watched Petey repeatedly pick up butterfish and try to swallow them. The video is absurd and tragic, because the butterfish is wider than the little gray fluff ball, who keeps tossing his head back, trying to choke down the fish, only to drop it, shaking with the effort. Petey tries again and again, but he never manages it. For weeks, his parents kept bringing him butterfish, and he kept struggling. Eventually, he began moving less and less. On July 20, Petey expired in front of a live audience. Puffin snuff.

“When he died, there was a huge outcry from viewers,” Kress tells me. “But we thought, ‘Well, that’s nature.’ They don’t all live. It’s normal to have some chicks die.” Puffins successfully raise chicks 77 percent of the time, and Petey’s parents had a good track record; Kress assumed they were just unlucky. Then he checked the other 64 burrows he was tracking: Only 31 percent had successfully fledged. He saw dead chicks and piles of rotting butterfish everywhere. “That,” he says, “was the epiphany.”

Why would the veteran puffin parents of Maine start bringing their chicks food they couldn’t swallow? Only because they had no choice. Herring and hake had dramatically declined in the waters surrounding Seal Island, and by August, Kress had a pretty good idea why: The water was much too hot.

On a map, the Gulf of Maine looks like an unremarkable bulge of the North Atlantic, but it is unique. A submerged ridge between Cape Cod and the tip of Nova Scotia turns it into a nearly self-contained bowl. Warm water surging up the East Coast glances off those banks and heads for Europe, bypassing the Gulf of Maine and leaving it shockingly cold. (I’m looking at you, Old Orchard Beach!) Meanwhile, frigid, nutrient-rich water from off the coasts of Labrador and Nova Scotia feeds into the Gulf through a deep channel and gets sucked into the powerful counterclockwise currents. Whipped by that vortex, and churned by the largest tides in the world (52 feet in one bay), the Gulf of Maine acts like a giant blender, constantly whisking nutrients up off the bottom, where they generally settle. At the surface, microscopic plants called phytoplankton combine those nutrients with the sunlight of the lengthening spring days to reproduce like mad. That’s how the thick, green soup that feeds the Gulf’s food web gets made. The soup is so cold that its diversity is low, but the cold-water specialists that are adapted to it do incredibly well.

At least, they used to.

Like much of the country, the Northeast experienced the warmest March on record in 2012, and the year just stayed hot after that. Records weren’t merely shattered; they were ground into dust. Temperatures in the Gulf of Maine, which has been warming faster than almost any other marine environment on Earth, shot far higher than anyone had ever recorded, and the place’s personality changed. The spring bloom of phytoplankton occurred exceptionally early, before most animals were ready to take advantage of it. Lobsters shifted toward shore a month ahead of schedule, leading to record landings and the lowest prices in 18 years.

Hake and herring, meanwhile, got the hell out of Dodge, heading for cooler waters. In all, at least 14 Gulf of Maine fish species have been shifting northward or deeper in search of relief. That left the puffins little to feed their chicks except butterfish, a more southerly species that has recently proliferated in the Gulf. Butterfish have also been growing larger during the past few years of intense warmth, and that, thinks Stephen Kress, might be a key. “Fish start growing in response to changes in water temperature and food,” he says. “The earlier that cycle starts, the bigger they’re gonna be. What seems to have happened in 2012 is that the butterfish got a head start on the puffins. If it was a little smaller, the butterfish might actually be a fine meal for a puffin chick. But if it’s too big, then it’s just the opposite. That’s one of the interesting things about climate change. It’s the slight nuances that can have huge effects on species.”

Life would go on without puffins. Unfortunately, these clowns of the sea seem to be the canaries in the western Atlantic coal mine. Their decline is an ominous sign in a system that supports everything from the last 400 North Atlantic right whales to the $2 billion lobster industry.

The next sign of deep weirdness arrived in December 2012, when Florida beachcombers began spotting hundreds of what appeared to be penguins soaring above the Miami surf. They turned out to be razorbills, close relatives of puffins that also call the Gulf of Maine home.

Razorbills should be high on your reincarnation wish list. Superb fliers, they can also plunge into the sea and pursue fish underwater by flapping their wings—while dressed in black tie. James Bond, eat your heart out.

But normally, they do all this in the North Atlantic. Suddenly thousands of them had decided to move to Florida. The consensus was that they had simply kept going in a desperate attempt to find food—and that it couldn’t end well for them. It didn’t. By early 2013, hundreds of dead razorbills had washed up along East Coast beaches, most emaciated. So did 40 puffins. “That’s very rare,” Kress says. In fact, finding even a single dead puffin on the beach is unusual. “They’re tough little guys! They’ll live 30 years or more.”

The weirdness continued. In the spring of 2013, the National Oceanic and Atmospheric Administration made its semiannual trawl survey of the Gulf of Maine, dragging a net at dozens of points throughout the Gulf and counting, weighing, and measuring everything caught. There were plenty of butterfish and mountains of spiny dogfish, a small shark that used to be relatively rare in the Gulf of Maine but now owns the place. There were very few cod, the fish that made New England, that lured thousands of fishing boats from Europe, that fed millions of people over the centuries. NOAA slashed the 2013 quota for cod to a pittance, putting hundreds of enraged fishermen out of work.

In recent history, the average ocean surface temperature of the Gulf of Maine has hovered around 44 degrees Fahrenheit. 2013 was the second-warmest year in the Gulf in three decades, with an average surface temperature of 46.6 degrees. But it was nowhere near the freakish spike to 47.5 degrees in 2012, and the phytoplankton did not repeat its crazy early bloom. Instead, it didn’t bloom at all. “So poorly developed, its extent was below detection limits” was how NOAA put it in its Ecosystem Advisory, sounding surprisingly calm, considering it was saying the marine equivalent of “No grass sprouted in New England this year.” Phytoplankton feeds some tiny fish and shrimp directly, but more often it feeds zooplankton, the bugs of the sea, and these in turn feed everything from herring to whales. The undetectable phytoplankton bloom did not bode well for zooplankton, and sure enough, that spring NOAA broke the grim news: “The biomass of zooplankton was the lowest on record.” Even this dirge doesn’t do justice to the dramatic deviation from the organisms’ historical norm: Their numbers bounced along in a comfortable range for 35 years before taking a gut-wrenching nosedive in 2013.

By the time of that announcement, Project Puffin was starting its 2013 season. With spring temperatures closer to normal, Kress had hoped that his Seal Island puffins would return to their fruitful ways, but only two-thirds of the colony showed up. Still, a new chick was chosen for the Puffin Cam feed, and viewers named her Hope. For a while, all went well. Kress saw fewer butterfish being delivered, and Hope flourished. But soon Kress noticed that fewer birds than usual were hanging out at the Loafing Ledge, a rocky ridge where the parents socialize between feedings. Then he realized that the time between chick feedings was considerably longer than normal. The puffins were having to range much farther to find fish.

Too far, as it turned out. Although Hope successfully fledged on August 21, she was one of the few lucky ones. Only 10 percent of the puffin chicks survived in 2013—the worst year on record. “We’ve never seen two down years like this,” Kress told me. “The puffins really tanked.”

And how could they not? The Gulf of Maine, the great food processor of the western Atlantic, was almost out of food.

Usually, a system as large and complex as the Gulf of Maine, sloshing with natural noise and randomness, will disappoint any human desire to fit it into a tidy narrative. It can take years to tease a clear trend out of the data. But by late 2013, things were so skewed that you could see the canaries dropping everywhere you looked.

November 30: Researchers announced that instead of the dozens of endangered right whales they normally spot in the Gulf of Maine during their fall aerial survey, they had spotted…one. They were quick to note that the whales couldn’t all be dead, just missing—probably off in search of food. Sure enough, in January 2014, 12 of the same species of whale were spotted in Cape Cod Bay, where food is more plentiful.

By now, you’ll have no trouble filling in this sentence from the December 4 Portland Press Herald: “This summer, a survey indicated that the northern shrimp stock was at its ____ ____ since the annual trawl survey began in 1984.” That’s right: lowest level. In fact, the sweet Gulf of Maine shrimp—a closely guarded secret in New England—had collapsed so completely that regulators closed the 2014 season and warned of “little prospect of recovery in the near future.” It takes shrimp four to five years to reach harvest size, and few of the shrimp born in the Gulf of Maine since 2009 have survived. If shrimp miraculously produce a bumper crop this year, there might be a few to eat in 2018. In the meantime, throw some butterfish on the barbie.

Or maybe sailfish or cobia, two Florida species hooked by bewildered New England anglers in 2013. The Gulf of Maine Research Institute scrambled to find a bright side, publishing a paper (PDF) on the commercial potential of former Virginia standbys like black sea bass, longfin squid, and scup, which are new regulars in the Gulf. Admirable adaptability, and undoubtedly a few quick-moving fishermen will profit from the regime change. But I don’t relish life in a world where only the hyperadapters survive.

Tea industry claims it will undertake heroic efforts to become more sustainable

Mr. T knows a thing or two about being a hero, and he pities the fool who slurps from the sweat of exploited workers.

The tea business can be pretty ugly. Abuse of workers and abuse of the environment are both rampant.

So a number of tea giants now say they have a plan to get more sustainable and turn tea into a “hero crop” by 2030. What’s a hero crop? According to a report released Friday by Forum for the Future, a nonprofit that’s coordinating the Tea 2030 initiative, a “hero crop is more than just a commodity; it also delivers social, environmental and economic benefits for all participants within its value chain.”

Aiming for the far-off year of 2030 doesn’t seem all that heroic. Still, here’s more on the initiative from a press release:

Unilever, Yorkshire Tea, Tata Global Beverages and James Finlay are among members of the Tea 2030 partnership calling for the sector to find legal ways to collaborate — whilst continuing to compete vigorously — to turn tea from a standard commodity into a “hero crop”, which benefits the millions who work in all parts of the industry as well as the wider environment and economy.

The Tea 2030 partners will now focus their collaboration on three key areas:

– Sustainable production — benefitting the environment and communities where tea is grown;
– Market mechanisms — which deliver greater value to all players in the supply chain;
– Engage consumers — so they both demand more sustainable tea and reduce impacts associated with tea consumption.

Triple Pundit compares the Tea 2030 initiative with ongoing efforts by coffee manufacturers to boost their own performance:

When it comes to consumer engagement, the new initiative will take some cues from the coffee industry, which has been focusing its consumers on brewed coffee over instant, in Fairtrade and organic products, and in engaging in lifecycle responsibilities such as recycling coffee grounds.

As for direct environmental concerns, Forum for the Future notes that in addition to being hosted by some of the world’s poorest communities, tea production is also located in some of the regions most exposed to the impacts of climate change, and consequently, increased competition for land with food crops.

If all goes according to plan, the new initiative could make a difference in the hardworking communities that tend to the leaves that wind up in our corporate tea bags. We just hope it doesn’t actually take 16 years.

Exhaustive efforts to calculate temperatures around the world based on satellite and weather station data may have missed a spot: the Arctic.

The area around the North Pole is warming faster than anywhere else in the world, but there’s been a shortage of temperature data from the region. New research suggests that efforts to fill in those data gaps over the last 16 years using calculations and assumptions have underestimated the rate at which temperatures are rising.

That could help to explain why the apparent increases in global temperatures have been slightly lower than forecast by climate models — and slightly lower than had been the case before 1997.

One problem is that satellites orbiting the Earth can’t get a good view on the poles, so temperatures at the surface of the ice and snow must be estimated based on air temperatures. Another is that it’s not so easy to maintain or monitor weather gauges in the remote and frigid part of the world. (Data gaps also exist in Antarctica and Africa.)

A pair of scientists set about testing the methods that have been widely used to fill in the Arctic data gaps. In doing so, they say they have identified an inadvertent bias that made temperatures around the North Pole seem cooler than they actually are.

“We have developed a method for using satellite data to fill in the gaps in the Met Office data,” the scientists wrote in a summary of their research, which was published in the Quarterly Journal of the Royal Meteorological Society. “Our global record suggests that surface temperatures have been warming two and a half times faster than Met Office estimates over the past 16 years. Temperature trends starting in 1997 or 1998 are particularly affected.”

Some press coverage is touting the research as solving the “mystery” of the “missing heat.” But it’s important to remember that any notions of a “global warming pause” during the last 15 years have never been anything more than climate-denier spin. The Intergovernmental Panel on Climate Change recently described global temperature rise as unequivocal. These new findings raise the possibility that our globe is warming even faster than anybody realized.

“The existence of bias in recent global mean temperature estimates has been confirmed by multiple means,” the scientists conclude in their paper. “This bias leads to an underestimation of recent temperature trends. … The pace of this change means that Arctic coverage has dominated bias in the global temperature estimates.”

In September, just two days after a Census Bureau report showed that food stamps helped keep 4 million Americans out of poverty last year, the US House of Representatives approved a $39 billion cut to the program (known as the Supplemental Nutrition Assistance Program, or SNAP) over the next decade.

The House proposal, now being negotiated along with smaller, yet still significant, Senate cuts of $4 billion, would result in 3.8 million people being removed from food stamps in 2014, according to the Congressional Budget Office. The haggling comes at a time when more than 15 percent of Americans remain mired in poverty, and more than half are at or near the poverty line when stagnant middle-class wages are matched against rising costs of living, US Census data show.

Although the Republican-controlled House cuts are unlikely, given a promised veto from President Obama, food stamps will still be slashed by $5 billion on Nov. 1, when the 2009 Recovery Act that increased the aid along with other stimulus spending expires. The 13.6 percent temporary boost in food stamp dollars helped more than half a million Americans escape food insecurity, and millions more to climb out of poverty—4.7 million in 2011 alone, according the Center on Budget and Policy Priorities (CBPP).

Eighty-three percent of food stamps go to households with children, seniors, and nonelderly people with disabilities. The Nov. 1 reduction means $46 less per month for a family of four and $11 less for a single person. In 2012, the average recipient got $133.41 in food stamps per month—that works out to $1.48 per meal. “Without the Recovery Act’s boost, SNAP benefits will average less than $1.40 per person per meal in 2014,” reports the CBPP.

“The Republican attack on food stamps is “totally counter-factual,” says Peter Edelman, a professor of law at Georgetown University and a former Clinton administration official who resigned in protest of the 1996 welfare overhaul. “Millions of people are unemployed and millions more don’t earn enough to pay all their bills. The idea that food stamps, which provide support at one-third of the poverty line, is incentivizing people not to seek jobs that don’t exist anyway is beyond bizarre.”

Extensive research shows food stamps are a highly effective investment delivering big returns for all Americans, not just the poor. SNAP not only provides an economic and nutritional lifeline for low-income Americans, it also creates a significant boon to the wider economy.

The Economic Benefits of Food Stamps

When food stamps get spent, we all benefit. Despite critics’ focus on the costs of SNAP, research has shown that these dollars are among the best forms of government stimulus. Food stamp spending generates local economic activity, jobs in the farm and retail sectors and beyond.

Food Stamps Lift Millions Out of Poverty

In addition to boosting the economy and job creation, food stamps have helped millions of Americans climb out of poverty and away from hunger. The dollars put food on the table, and by covering much of poor people’s food expenses, free up vitally needed cash to cover rent and other necessities. That can help people stabilize their lives and get back on their feet. Since SNAP expanded in 2009, according to the USDA, “food insecurity among likely SNAP-eligible households declined by 2.2 percent, and very low food security declined by 2 percent; food spending rose by 4.8 percent.”

Food Stamps Improve Kids’ Health

Children are especially vulnerable to the lifelong ripple effects of poverty—exposed to hunger, under-nourishment, and a greater likelihood of chronic illnesses and disease. But studies show that when poor families get food stamps, kids’ nutrition and health improve. This can be particularly critical during infancy and early childhood, when brain development and metabolic health get their start. The added food and nutrition from food stamps has been shown to create marked health improvements both in childhood and later years.

Who Gets Food Stamps?

An extraordinary number of Americans have benefited or will benefit directly from food stamps. Half of all adults (pdf) will receive SNAP benefits at some point between the ages of 20 and 65, while half of all children will receive them at some point during their childhood. In 2012, nearly 1 in 7 adults received food stamps.

Train explosion in Quebec stokes debate about oil transport

The latest disaster caused by the transport of oil across North America has wrecked the town of Lac-Mégantic in Quebec. A driverless train loaded with crude from the Bakken oil fields of North Dakota derailed and exploded early Saturday in the town’s center.

Dozens of buildings were leveled and at least five people were killed, while 40 more were still missing as of Monday morning. The fracked oil was en route to New Brunswick, which is home to the largest oil refinery in Canada. From Reuters:

The train, which did not have an engineer aboard when it derailed, was hauling 72 tanker cars of crude from North Dakota to eastern Canada. It rolled downhill from an overnight parking spot, gathered speed and derailed on a curve in the small town of Lac-Megantic at 1 a.m. on Saturday.

Each car carried 30,000 gallons of crude oil. Four caught fire and exploded in an orange and black fireball that mushroomed hundreds of feet into the air and flattened dozens of buildings, including a popular bar.

“It looks like a war zone here,” said Canadian Prime Minister Stephen Harper.

The disaster plunged the media into debate: Is it safer to move oil through underground pipelines (à la MayflowerKalamazoo, and Keystone XL), or to move it by rail?

Frackers and tar-sands miners are extracting record amounts of oil in America and Canada. Existing pipelines can’t carry the whopping bounty to refineries, so energy companies are seeking to lay lattices of new pipes. Meanwhile, the glut of liquid hydrocarbons is being loaded onto trains, which are being sent vast distances — and are triggering high-profile spills and accidents.

The Toronto Globe and Mail argues in the wake of the Lac-Mégantic disaster that “[p]ipelines are the safest way of transporting oil and natural gas, and we need more of them, without delay.” The New York Times considers the pipeline-vs.-train question more impartially, quoting environmental experts:

Edward Whittingham, the executive director of the Pembina Institute, an environmental group based in Calgary, Alberta, said there was not conclusive research weighing the safety of the two shipment methods.

“The best data I’ve seen indicates,” he said, “depending on your perspective, both are pretty much as safe as each other, or both are equally unsafe. There’s safety and environmental risks inherent in either approach.”

Accidents involving pipelines, Mr. Whittingham said, can be more difficult to detect and can release greater amounts of oil. Rail accidents are more frequent but generally release less oil.

But the comparison obfuscates an obvious reality: The oil can’t be moved safely at all. (Same goes for natural gas.)

After a string of pipeline and rail accidents in recent years, it’s clear that letting the energy industry move incendiary bulk fluids around the continent is like tossing a book of matches into the crib to keep little Johnny happy while his folks stare at the television. And that’s without even considering the climate impacts of the fossil-fuel mining binge, or the many hazards of fracking.

The weekend tragedy is a reminder that the energy industry can’t be trusted to do anything safely, let alone transport oil.
