“Global heating” is a more accurate term than “global warming” to describe the changes taking place to the world’s climate, according to a key scientist at the U.K. Met Office.

Richard Betts, who leads the climate research arm of Britain’s meteorological monitoring organization, made the comments amid growing evidence that rising temperatures have passed the comfort zone and are now bringing increased threats to humanity.

“Global heating is technically more correct because we are talking about changes in the energy balance of the planet,” the scientist said at the U.N. climate summit in Katowice, Poland. “We should be talking about risk rather than uncertainty.”

Earlier this month, the Met Office produced a new report that showed the searing heatwave that hit the U.K. this summer — along with other parts of the northern hemisphere — was made 30 times more likely by human-caused climate change.

Betts said the shifting climate was pushing some natural processes — such as the blossoming of trees and laying of eggs — out of sync: “That’s already happening. We are also seeing higher temperatures of heatwaves. The kind of thing we saw this year will happen more often.”

“The risks are compounding all the time,” he said. “It stands to reason that the sooner we can take action, the quicker we can rein them in.”

His views were echoed by Hans Joachim Schellnhuber, a professor of theoretical physics and founder of the Potsdam Institute for Climate Impact Research in Germany. He said his recent Hothouse Earth report, which was one of the most widely quoted and downloaded studies of this year, had helped to change the language used to describe the climate crisis.

“Global warming doesn’t capture the scale of destruction. Speaking of hothouse Earth is legitimate,” he said.

The scientists expressed frustration at the slow pace of action by political leaders. In signing the 2015 Paris agreement, governments around the world aimed to keep global warming to within 1.5 to 2 degrees C above pre-industrial levels. But current commitments are far off track.

The Met Office upgraded its forecasts this week to show the planet is on track to warm by between 2.5 degrees C and 4.5 degrees C. “We have broadened out the range of possibilities,” said Betts, who is conducting a risk assessment based on the new projections. In the U.K., he said the trend was toward wetter winters with more floods, hotter summers with more droughts interspersed with increasingly intense rain.

At 3 degrees C of change, Schellnhuber said southern Spain would become part of the Sahara. Even 2 degrees C, he said, could not be guaranteed as safe.

The Paris pact was a firewall, he said: “It’s not helping us to keep the world as it is now. We’ve lost this opportunity already. It’s a firewall against climate chaos.”

Johan Rockström, executive director of the Stockholm Resilience Centre, said “cracks” were starting to appear in the climate system that were pushing nature from being a friend that absorbs carbon dioxide to an enemy that releases carbon dioxide. These concerns are fueled by the growing intensity of forest fires, the effect of melting ice-sheets on the jet stream, and the rising risk of permafrost thaw, which would release trapped methane.

Although he stressed it might not yet have passed a tipping point, he said the warnings were getting louder. “This shift from friend to foe is no doubt a scientific nightmare. That is the biggest worry that we have,” he said. “It does terrify me. The only reason we sit here without being completely depressed is that we see we have policy measures and technology to move in the right direction.

“We need to have a diagnosis just like a patient who comes to a doctor and gets a really bad diagnosis. But if the science is right, the technology is right, and the policy is right, you can cure that very dire situation. There is no scientific suggestion that the door is shut.”

This week’s climate talks have crept forward with only small progress toward a new global rulebook, but emissions continue to rise and the planet continues to heat.

“Things are obviously proceeding very slowly,” said Betts. “As a scientist, it’s frustrating to see we’re still at the point when temperatures are going up and emissions are going up. I’ve been in this for 25 years. I hoped we’d be beyond here by now.”

Schellnhuber concurred: “I’ve worked on this for 30 years and I’ve never been as worried as I am today.”

Surge in marine refuges brings world close to protected areas goal

A record surge in the creation of marine protected areas has taken the international community close to its goal of creating nature refuges on 17 percent of the world’s land and 10 percent of seas by 2020, according to a new U.N. report.

Protected regions now cover more than five times the territory of the U.S., but the authors said this good news was often undermined by poor enforcement. Some reserves are little more than “paper parks” with little value to nature conservation. At least one has been turned into an industrial zone.

More than 27 million square kilometers of seas (10.4 million square miles, and 7 percent of the total) and 20 million square km of land (7.7 million square miles, or 15 percent of the total) now have protected status, according to the Protected Planet report, which was released on Sunday at the U.N. biodiversity conference in Sharm el-Sheikh, Egypt.

Almost all of the growth has been in marine regions, most notably with the creation last year of the world’s biggest protected area: the 2 million square kilometer (almost 800,000 square miles) Ross Sea reserve, one-fifth of which is in the Antarctic. The no-fishing zone will be managed by New Zealand and the U.S.

“We have seen an enormous expansion in the past two years. There is now more marine protected area than terrestrial, which nobody would have predicted,” said Kathy McKinnon of the International Union for the Conservation of Nature. “I think we’ll continue to see a substantial increase, I’d guess, to at least 10 percent in the near future.”

The U.N. convention on biological diversity says it has received national commitments for an additional 4.5 million square kilometers of land and 16 million square km of oceans to be given protected status in the next two years. This would put it on course to achieve one of the key aims of the 2010 Aichi biodiversity targets.

“This is the target with the most progress. In an ocean of bad news about biodiversity loss and eco-destruction, it is important to highlight that progress, though we still have a lot more to do to ensure not just the quantitive target but the effectiveness of the management,” said Cristiana Pașca Palmer, the head of U.N. Biodiversity.

The creation of protected areas has not been enough to halt a collapse of species and ecosystems that threatens civilization. Since 1970 humanity has wiped out 60 percent of mammal, bird, fish, and reptile populations, with a dangerous knock-on impact on food production, fisheries, and climate stability.

Protected areas are important refuges from this wave of extinctions but many are underfunded and poorly policed. Only one in five have provided management assessments to the U.N., which has raised questions about the viability of the rest.

Naomi Kingston, of U.N. environment world conservation monitoring center, said: “There is a race to deliver on Aichi target 11. It is fantastic that countries are coming with more ambition, but not if it is just a number without substance.

“Some areas that have been reported to us as protected areas have been completely built over. We need datasets to define which areas are paper parks and which are real.”

Developing nations have better reporting standards because many are obliged to provide regular assessments in order to qualify for funds from the Global Environment Fund. By contrast, many wealthier nations devote few resources to monitoring.

Discussions will focus on a new, more flexible category for community land that is used by locals for both agricultural production and wildlife conservation. In Africa, Asia, and Latin America, this is a model that has often helped improve biodiversity because residents – often from indigenous communities – live closely with nature and have an interest in protecting it.

For example in Namibia, the area designated as protected was doubled through the recognition of community conservancies as part of the national protected areas estate. Kingston said the biodiversity of the region also improved.

“It’s a real success story that shows how a government working with the community can deliver on conservation, governance and equity,” she said. “We need to move the narrative away from designating areas and then putting a fence around them, and to instead work more with communities who have been protecting wildlife for generations.”

There are still considerable problems, including communication weaknesses, dubious classification and national competition for ever scarcer resources. China does not share maps of its protected areas and will not allow the other data it submits to be used publicly. The U.K. has publicly committed to a goal of classifying 30 percent of oceans as protected, but some of the marine conservation zones in its own waters provide very limited protection for biodiversity. Britain has also approved fracking in a national park, contrary to IUCN guidelines that extractive activities are incompatible.

China, Russia, and Norway also caused disappointment and anger this year by blocking plans to create a huge new reserve in the Antarctic that would have been a sanctuary for whales and other species.

To keep up with shifts in designations, the U.N. and its partners have launched a live report that tracks changes in protected areas and land use. In future, they hope to overlap this map with satellite images and data on land use to measure how well conserved the areas are.

Regardless of their effectiveness, conservation experts say halting the decline of the natural world needs not just protection but a rethink of what it means to coexist with other species.

There are lots of ways to make a homemade activated charcoal filter, of which this is the simplest. Simply place an entire activated charcoal stick in a glass carafe full of tap water and let it sit for 4-6 hours. Don’t use a plastic jug. If you don’t have a glass container, stainless steel will work just as well.

Charcoal sticks like these will last around 4 months or so. To maintain them, simply boil the stick in water for 10-15 minutes once a month and continue your filtering process as before. After its 4 months is up, simply compost it with your kitchen scraps or use it in the bottom of your closet as a deodorizer.

The U.K. is tropically hot right now. 6 maps show why.

A dangerous heatwave is sweeping across Britain.

The temperature reached 95 degrees at London’s Heathrow Airport on Thursday, making it the hottest day so far this year. Friday is forecasted to be even hotter, and could be the hottest day in the island’s history.

This year’s heatwave began weeks ago, back in June, exacerbated by an absence of rainfall that has turned the countryside so brown it’s visible from space. It’s part of a worldwide rash of fires, floods, and other extreme weather in recent weeks that is putting climate change front and center.

On its current pace, this will be the hottest summer in British history. Across the U.K., where air conditioning is rare, hospital emergency rooms have seen record numbers of patients this week, and public health officials warned people to stay inside. Authorities in London banned the use of barbecue grills after an explosion in the number of large grass fires. Network Rail has slowed and canceled some trains to keep tracks from buckling under the heat.

Earlier this summer, the roof of a science museum in Glasgow actually melted during one particularly hot day.

This isn’t normal weather, although it’s happening with increasing frequency. This week marks one of only a handful of times in more than 350 years of recordkeeping that temperatures in England have climbed above 95 degrees Fahrenheit (35 degrees Celsius).

This is a problem that’s only going to get worse. Within 20 or 30 years, if the world continues to ignore the problem of climate change, heatwaves like this week’s could happen nearly every year in the U.K., tripling heat-related deaths.

Summertime temperatures have sharply risen on every corner of the planet in recent decades, so what were once one-off excursions of dangerous temperatures a century ago are now nearly indistinguishable from the background influence of soaring levels of greenhouse gases.

That’s easy to see in the maps below. Decades ago, the bright red splotches of European heatwaves were starkly noticeable against the blue background of the rest of the planet. Lately, it’s hard to see where one heatwave ends and another one begins.

What’s the ‘Green New Deal’? The surprising origins behind a progressive rallying cry.

The man who popularized the phrase that left-leaning Democrats now use to describe a vision for a radical government spending plan to combat climate change is a self-described centrist “free-market guy” with a New York Times column.

It was Thomas Friedman who in 2007 started calling for a “Green New Deal” to end fossil fuel subsidies, tax carbon dioxide emissions, and create lasting incentives for wind and solar energy. At the dawn of the global financial crisis, the “New Deal” concept that Franklin D. Roosevelt coined 76 years earlier to describe the labor reforms and historic spending on infrastructure and armaments that pulled the United States out of the Great Depression proved attractive.

Friedman’s ideas made it into the mainstream the following year when presidential candidate Barack Obama added a Green New Deal to his platform. In 2009, the United Nations drafted a report calling for a Global Green New Deal to focus government stimulus on renewable energy projects. A month later, Democrats’ landmark cap-and-trade bill — meant to set up a market where companies could buy and sell pollution permits and take a conservative first step toward limiting carbon dioxide emissions — passed in the House with the promise of spurring $150 billion in clean energy investments and creating 1.7 million good-paying jobs.

But, by 2010, austerity politics hit. The cap-and-trade bill, known as the American Clean Energy and Security Act, died in the Senate. In Britain, the Labor Party, acting on a proposal that a team of economists calling themselves the Green New Deal Group drafted, established a government-run green investment bank to bolster renewable energy — only for the conservative Tories to sweep into office months later and begin the process of privatizing the nascent institution. Balanced budgets and deficit hysteria became the dogma of governments across the developed world. Talk of a Green New Deal withered on the vine.

Today the phrase is making a comeback among the ranks of Democratic insurgents running on left-leaning platforms in 2018 primaries across the country. Far from serving as shorthand for middle-of-the-road climate policies, the decade-old slogan is being reborn as the kind of progressive platform that increasingly looks like the only policy approach capable of slowing the nation’s output of planet-warming gases and adapting to a hotter world.

Progressive activists have long complained that there is no climate change version of a “Medicare for all” bill — legislation that serves both as a vehicle for sweeping reform and a litmus test for how far a Democratic candidate is willing to go on an issue. Yet the Green New Deal seems to be filling that three-word void.

Defining a ‘Green New Deal’

From the beginning, there were competing definitions of what “Green New Deal” meant.

Friedman’s version focused on policies that compelled the “big players to do the right thing for the wrong reasons.” He liked a lot of what Obama enacted — including $51 billion in “green stimulus” and a $2.3 billion tax credit to clean energy manufacturing — even after the administration shelved the Green New Deal rhetoric after the midterm election.

Sure, big-ticket policies like a carbon tax or a cap-and-trade system and sunsetting the $20 billion in subsidies to oil, gas, and coal each year never came to fruition. Even the regulations the administration did achieve — like tightening fuel economy standards and incentivizing utilities to produce more renewable energy — disintegrated as soon as the Trump administration took over.

Subsidies for wind, solar, and battery technology managed to survive proposed cuts in the tax bill Congress passed last year because Republicans in states that have come to rely on those burgeoning industries saved them. For Friedman, that is proof that lasting climate policies are ones that make private renewable energy companies powerful enough to sway politics.

“The more the market does on its own, the more sustainable it is,” he said. Even as the Trump administration dismantles Obama’s climate legacy, Friedman feels the battle shouldn’t be for more aggressive government intervention to wean the economy off fossil fuels, but on messaging that focuses on the patriotic, nation-building aspects of greening the economy.

“We are the true patriots on this,” said Friedman. “We’re talking about American economic power, American moral power, American geopolitical power. Green is geostrategic, geoeconomic, patriotic, capitalistic.”

But then there’s Richard Murphy, a British tax scholar who also claims to have coined the phrase “Green New Deal” around the same time as Friedman. “I don’t even know who Tom Friedman is. If he used the term, it’s complete coincidence,” he says.

In 2007, Murphy, a political economy professor and founder of the London-based Tax Justice Network, started meeting with a cadre of newspaper editors, economists, and environmentalists to discuss the coming financial crisis and how any fiscal stimulus issued in response could be used to tackle the ecological crisis already underway.

This “two-birds-one-stone” approach proposed an aggressive spending plan that called for investing public funds in renewable energy, building a zero-emission transportation infrastructure, insulating homes to conserve energy, and establishing training programs to educate a national corps of workers to carry out the jobs.

Murphy’s cadre, which named itself the Green New Deal Group, was more ambiguous on how to fund all this green development. He said they supported “straightforward deficit spending” — meaning government money that’s borrowed rather than already raised through taxes — as well as quantitative easing, a strategy in which the government buys bonds to inject money straight into the economy. Rather than buying bank bonds to prop up private financial institutions, Murphy suggested instead establishing a green infrastructure bank that would issue bonds the government could then buy back — a policy with enough leftist bona fides to be nicknamed the “people’s quantitative easing.” He also proposed closing tax loopholes.

The ideas caught on, and in 2010 the ruling Labour Party established a green infrastructure bank. But later that year the conservative Tories swept into office, sold the bank and scaled back renewable and energy-efficiency subsidies.

“The austerity narrative took over,” Murphy said by phone. “This is the polar opposite of the austerity narrative.”

Revival of an idea

Talk of a Green New Deal went quiet for years in the U.S. and Britain. But a new wave of progressive candidates, spurred by the organizing that went into Senator Bernie Sanders’ 2016 Democratic presidential bid, began reviving the term in the past year.

It could be a winning strategy. Polls show that Americans overwhelmingly support efforts to reduce climate pollution and increase renewable energy capacity, even if it comes with a cost. Sixty-one percent of Americans who voted for Obama in 2012 and then for Trump in 2016 supported requiring a minimum amount of renewable fuels even if it increased electricity prices, according to Cooperative Congressional Election Study’s 2016 survey results analyzed for HuffPost by Data for Progress, a left-leaning think tank. That increased to 76 percent among voters who picked Obama in 2012 but sat out the 2016 race, and it surged to 85 percent among those who voted for both Obama and, in 2016, Democratic nominee Hillary Clinton.

The data showed similar support for strengthening enforcement of the Clean Air Act and Clean Water Act, even if it cost U.S. jobs. Fifty percent of Obama-Trump voters said they would support such regulations, increasing to 77 percent among voters who picked Obama then sat out the 2016 election, and 83 percent for Obama-and-Clinton voters.

Some have called for federal spending plans similar to the World War II economic mobilization to bolster renewable energy and rebuild roads and bridges to make them more resilient in extreme weather.

Alexandria Ocasio-Cortez, the Democratic Socialists of America-backed challenger who trounced Democratic Representative Joe Crowley Tuesday night in a working-class Bronx and Queens district in New York City, outlined a similar vision. She called the Green New Deal proposed in Obama’s 2008 platform a “half measure” that “will not work.”

“The Green New Deal we are proposing will be similar in scale to the mobilization efforts seen in World War II or the Marshall Plan,” she said by email. “It will require the investment of trillions of dollars and the creation of millions of high-wage jobs. We must again invest in the development, manufacturing, deployment, and distribution of energy but this time green energy.”

Others suggested tying such a plan to a federal jobs guarantee, a policy that has recently gained traction among a similar cadre of candidates.

“Our infrastructure is crumbling,” said Democratic candidate Randy Bryce, a union ironworker and Army veteran running to succeed House Speaker Paul Ryan in Wisconsin’s 1st Congressional District. “We need to reinvest in our country. I can’t think of a better way than to have that be a future that’s reliant on renewable sources.”

At the heart of this policy is a call for 100 percent renewable energy. Among this group, Kaniela Ing, a state representative running in Hawaii’s 1st Congressional District, stands out as a candidate from the only state so far to adopt a 100 percent renewable energy mandate. To him, a Green New Deal provides a mechanism for meeting that goal.

“The backbone of this proposal will be a jobs guarantee, something like what FDR proposed in the Second Bill of Rights,” he said by phone. “There’s so many jobs out there that the private sector won’t create that would literally help protect our planet and save us from impending climate doom.”

Other candidates were more vague. Kevin de Leon, the California state senator and union-backed progressive who is facing off against U.S. Senator Dianne Feinstein, a fellow Democrat, did not identify specific proposals for federal spending policies on climate. But he hinted that he would support large-scale federal spending to bolster a renewable infrastructure push, agreeing that Republican concerns over the deficit — the wellspring of austerity politics — proved bogus as the GOP-controlled Congress passed a massive tax cut law last year.

Left-leaning visions for a Green New Deal have even gained traction in state-level races. Abdul El-Sayed, the underdog progressive running in Michigan’s gubernatorial race, proposed a green infrastructure bank to start building renewable energy projects across the state, and he said he’d use his bully pulpit to push for federal action.

“We’re thinking about it at the state level, which both gives us a level of concreteness that is helpful and also allows us to be very specific about solving these challenges encapsulated under the umbrella of Green New Deal,” he said.

“We’ve watched as our infrastructure has crumbled,” he added. “We understand the responsibility to stand up against climate change, create jobs, and rebuild that infrastructure — it’s a clear, crystalline opportunity.”

Still, some climate activists see the term as trite and ineffective. Some climate organizers say it’s time to abandon the phrase “new deal” and embrace something newer and more forward-facing.

But for others, the phrase offers a helpful entry point to a policy program that would, in essence, buck with the last 40 years of neoliberal market-based solutionism and government spendthrift.

“The Green New Deal is a great framing, and I’m glad it’s catching on, but this whole thing needs to be at least as comprehensive as the New Deal,” said Ashik Siddique, who serves on the Democratic Socialists of America’s climate working group. “We are talking about the need to transform the physical infrastructure of every sector of the economy.”

“It’s very clear that something possibly even bigger scale than that is necessary now. Getting people used to thinking of it in those terms is welcome,” he said, then he laughed. “Even Tom Friedman is talking about it.”

From clean energy to racial justice, the Carolinas are tackling environmental challenges.

The prevailing wisdom is that U.S. air pollution has been on a steady decline since the 1970s. That’s not exactly the case, a new study in the Proceedings of the National Academy of Sciences reveals.

Starting in 2011, progress on cleaning up air pollution stalled — and in some places, smog levels actually increased. The U.S. saw a 7 percent drop in nitrogen oxides between 2005 to 2009, followed by just a 1.7 percent fall from 2011 to 2015.

The EPA had projected a 30 percent decrease in nitrogen oxides between 2010 and 2016. That’s a big difference. Researchers from the U.S., China, Japan, Canada, and the Netherlands compared surface and satellite measurements of air pollutants to the EPA’s emissions estimates, and they were surprised by the discrepancies, which indicate that the EPA data paints an unrealistically rosy picture of our air quality.

The research is less clear about why smog hasn’t improved much in recent years. It could be that we’re past the point of seeing dramatic change after landmark policy changes like the Clean Air Act took effect. Diesel trucks and industry pollution are likely culprits, too.

What’s cause for more alarm are two factors making it even harder to tackle air pollution: the Trump administration and climate change.

Hawaii’s coral reefs may be safe from sunscreen — but not climate change.

First: Toxic coal ash, which was a problem on the territory well before Maria’s landfall. A coal-fired power plant in the southeastern city of Guayama produces 220 thousand tons of the stuff each year, which studies have linked to an increased risk of cancer, heart, and respiratory ailments.

Puerto Rico’s Environmental Quality Board directed the plant, operated by multinational corporation Applied Energy Systems (AES), to cover its giant pile of coal ash prior to the storm. This weekend, PBS News reported that never happened.

Researchers and community members had worried that the heavy rainfall heightened the risk of coal ash toxins leaching into the soil and contaminating drinking water. Now, AES’ own groundwater monitoring report showed a sharp increase in the levels of arsenic, chromium, and two radioactive isotopes in groundwater near the plant after Hurricane Maria. Federal and local government have historically ignored this region of the island, experts told Grist shortly after the storm.

Second: Statehood! A disaster response nearly as chaotic as the storm itself has highlighted the real risks of the United States’ colonial relationship with the island.

Puerto Rico’s Resident Commissioner Jenniffer González plans to introduce a bill to the House this spring petitioning for Puerto Rico to become a state, the Washington Post reports.

“Ask yourself, if New Jersey or Connecticut had been without power for six months, what would have happened?” she asked, “This is about spotlighting inequities and helping Congress understand why we are treated differently.”
