Nearly all tornadoes are survivable, so why are people still dying?

On Sunday, Alabama suffered one of the deadliest tornado outbreaks in its history. At last count, 23 people are dead, with at least seven more missing. The worst tornado began just a few miles from Tuskegee and tore through the entire length of Lee County, smashing mostly rural homes and businesses, before crossing into Georgia. In total, 39 tornadoes were reported across a four-state region.

This isn’t just a weather disaster; it’s a failure of society. Lee County’s per capita income is $22,794, 19 percent live below the poverty line, and 17 percent of houses are mobile homes, nearly three times the national average. Unsafe shelter makes residents much more vulnerable to tornadoes.

Meteorological science has reached a place where nearly all tornadoes are survivable — for those with the means to take shelter underground. Average warning time has skyrocketed from 3 minutes to 14 minutes over the past 40 years — plenty of time to get the warning on your mobile phone (if you have one) and head to your basement (if you have one).

New radar and satellite technology that’s already in place and being developed promises forecasters an even longer heads-up for the strongest and deadliest ones in years to come — potentially doubling lead time to 30 minutes in the near future. Some meteorologists are even working to develop tornado warning systems specifically for mobile home residents. But that extra notice is wasted if you’re unable to do anything about it.

The National Weather Service issued a tornado warning 23 minutes in advance of the storm that hit Lee County on Sunday, and upgraded it to a tornado emergency 10 minutes before it struck. Yet Sunday’s tornadoes killed more people than every tornado in 2017 and 2018 combined.

The South, the poorest region in the country, is increasingly at risk of tornadoes. Climate change is shifting where tornadoes happen, away from the Plains states toward places like Alabama that are much more densely populated. Evidence also shows that although the overall number of tornadoes isn’t changing much, they’re more likely to come all at once — like on Sunday, precipitating chaotic days in which multiple tornadoes targeted the same towns in the span of just a few hours.

But it’s poverty, not changes in the tornadoes themselves, that often decides whether people survive them.

A recent study showed that Alabama has a 350 percent higher chance of having a mobile home hit by a tornado than Kansas. Yes, there are more houses in Alabama, but the state is also one of the poorest places in the entire developed world.

Lee County is at the outer edge of Alabama’s portion of the “Black Belt” region, the heart of Southern poverty. After more than a century of government neglect and exploitation, its poverty levels and poor infrastructure are more similar to impoverished places in Latin America and the Caribbean than the rest of the United States.

In 2017, a United Nations official conducting a two-week investigation on human rights abuses in the United States was shocked at what he saw in rural Alabama’s Black Belt, including yards filled with open sewage and tropical diseases more common in developing countries.

“The idea of human rights is that people have basic dignity and that it’s the role of the government—yes, the government!—to ensure that no one falls below the decent level,” the U.N.’s Philip Alston said in an interview with Newsweek. “Civilized society doesn’t say for people to go and make it on your own and if you can’t, bad luck.”

Alabama’s section of the Black Belt is where you can clearly see the worst transgressions of slavery and institutionalized racism right now. Lee County’s outsized vulnerability to tornadoes is tied to that history. Adapting to climate change will require tackling poverty and racial injustice — including better health care, housing, schools, and child care — especially for those places like Lee County. And it’s still killing folks during extreme weather — no matter how well we’re able to predict it.

Mardi Gras floods New Orleans in plastic beads. One scientist has a gooey fix.

A herd of dragons, followed by a brass band, and a float full of Star Wars characters rolled down St. Charles Avenue in New Orleans earlier this week, pelting onlookers with shiny beads. When it was over, misthrown necklaces dangled from tree branches and pooled in streetcar tracks.

It’s a scene that played out dozens of times across greater New Orleans over recent weeks. And boy does it make a mess. The Mardi Gras season came to a close on Tuesday, but beads remain scattered everywhere, clogging the city’s sewers. Last year, New Orleans vacuumed 93,000 pounds of plastic beads out of its storm drains.

Someday, historians may look back on our current fossil-fueled plastic era — the geological layer peppered with K-cups, water bottles, and straws — as one particularly bad Fat Tuesday binge.

But at Louisiana State University in Baton Rouge, molecular biologist Naohiro Kato is working to fix the local version of the plastic problem: Kato has figured out how to fashion biodegradable beads and doubloons out of algae.

Kato isn’t exactly into plastics — his research is all about finding medicines in algae. But back in 2013, a student forgot to put a test tube of algae back in a freezer. The next morning, they found a layer of oil had separated from the warm scum and floated to the top of the tube. You need oil, usually pumped out of the ground, to make plastic beads. But the algae in the test tube had pumped this oil out of the air — weaving together carbon-dioxide and water to make the hydrocarbons.

Starting with algae grown in a kiddie pool, Kato then managed to make a few doubloons and beads.

This is just one example of an ongoing revolution to replace petroleum-based chemistry with biology. In the 1950s, scientists broke open the secrets of polymers and, in a frenzy of discovery, figured out how to turn oil into hundreds of different kinds of plastics. Plastics to insulate wires, package food, grease engines, form medical devices, and of course, to shape into a trillion colorful party novelties that drunk tourists would drop in the French Quarter. Now scientists have begun unlocking a new treasure of secrets — working with living cells this time, rather than organic chemistry.

“How big of a deal could bioplastics be? Yeah, I think it could be huge,” said John Cumbers, the founder of SynBioBeta, a network of researchers and inventors involved in this new frenzy of discovery.

Cumbers noted that one startup, Mango Materials, has been capturing methane (a powerful greenhouse gas) and feeding it to bacteria. The bacteria then transform it into bio-polymer molecules, which can be made into plastics.

This isn’t just an exciting frontier for startups. Big companies have already demonstrated that biomaterials make sense. In the 1990s, DuPont began a moonshot effort to get yeast to build 1-3 propanediol, a molecule that’s incredibly difficult to make from petroleum. They succeeded, and soon it was replacing petro-chemicals in cosmetics, soaps, and fabrics. It won a presidential green chemistry award in 2003. Most of this propanediol goes to make a fabric called Sorona, which is woven into denim, carpets, wrinkle-free suits, and underwear. Compared to similar textiles, Sonora produces 60 percent less greenhouse gases over its life cycle, according to DuPont.

This biomaterial performs better and is cheaper than the alternatives, and so “we’ve been growing like gangbusters,” said Mike Saltzberg, who directs DuPont’s biomaterials efforts.

But that’s not always the case. The more environmentally responsible option is often more expensive. “When people say, ‘I’m not just looking at performance and cost, I’m also looking at the environment,’ that really gives bioproducts the advantage,” Saltzberg said.

Take Kato’s bio-beads. Right now they’d cost about a dollar per necklace to mass produce, which is a lot more that the competition (a dollar can buy you a dozen). But if you captured the byproducts of the algal supplements he’s working on, you might be able to make it much more cheaply. For example, you can sell algal fucoxanthin, a compound with potential medical properties for $50,000 a pound. And after you take out the fucoxanthin, you still have 98 percent of the algae you started with.

“That means, we can produce biodegradable Mardi Gras beds from almost all of the microalgae we cultivate,” Kato said. “A football-field size of pond can produce 130,000 pounds of biodegradable Mardi Gras beads, which is more amount than that clogged in catch basins in New Orleans last year.”

‘Step the f#$@ off’: Dianne Feinstein gets the SNL treatment

The recent showdown between California Senator Dianne Feinstein and a bunch of young climate activists asking her to back the Green New Deal has taken social media by storm.

Want to relive the heated exchange? Saturday Night Live has you covered. In an unaired sketch, comedian Cecily Strong plays a feisty, condescending version of the Democratic senator. She did not hold back.

“Oh, I see what’s happening,” Strong tells the kids in the video. “You’re gonna tell me how to do my job. OK, well, I don’t come into your first-grade classroom and knock the Elmer’s glue out of your mouth, do I? So why don’t you stay in your lane and step the f#$@ off?”

As each attempt to talk to the kids goes awry, Strong keeps asking for a do-over. One kid states the obvious: “You’re mean.”

The skit is laugh-out-loud funny, but the producers cut the segment from Saturday’s live show. That decision may have been due to time constraints — the sketches ran longer than normal, according to Rolling Stone. But it may also be a sign that SNL’s producers, like Feinstein, might be a little out of touch on climate change.

There’s another indication that SNL doesn’t know what’s up: In the sketch, one of the children holds up a cute sign that says “Save the Whales.” Seems innocuous, right? Well, the purpose of the protesters’ visit to the senator’s office wasn’t to save ocean creatures — it was to get Feinstein on board with the Green New Deal.

“SNL writers/editors thought that made sense, that climate change — the real subject of the visit — is another version of esoteric critter-saving,” tweeted Vox’s David Roberts, a former Grist writer.

While climate change affects every ecosystem on Earth, “saving the whales” overlooks the point of the Green New Deal. Rather, its intent is to propose an economy-wide transformation that links renewable energy with policies such as universal healthcare and a federal jobs guarantee, addressing that climate change and inequality coexist.

How the U.S. got addicted to plastics

In the closing months of World War II, Americans talked nonstop about how and when the war would end, and about how life was about to change. Germany would fall soon, people agreed on that. Opinions varied on how much longer the war in the Pacific would go on.

Amid the geopolitical turmoil, a small number of people and newspapers chattered about the dawn of another new age. A subtle shift was about to change the fabric of people’s lives: Cork was about to lose its dominance as a cornerstone of consumer manufacturing to a little-known synthetic substance called plastic.

In 1939, the future arrived at the World’s Fair in New York with the slogan: “The World of Tomorrow.” The fairground in Queens attracted 44 million people over two seasons, and two contenders laid claim to being the most modern industrial material: cork and plastic.

For decades, cork had been rising as the most flexible of materials; plastic was just an intriguing possibility. The manifold forms of cork products were featured everywhere, from an international Paris Exhibition to the fair in Queens, where the material was embedded in the Ford Motors roadway of the future.

Meanwhile, plastic made a promising debut, with visitors getting their first glimpse of nylon, Plexiglas, and Lucite. Souvenirs included colorful plastic (phenolic resin) pencil sharpeners, molded in the form of the fair’s emblematic, obelisk-shaped Trylon building. Visitors also picked up celluloid badges and pen knives, and a Remington electric razor made of Bakelite, along with plastic ashtrays, pens, and coasters.

In the months after the fair, as U.S. entry into the war became inevitable, the government grew concerned by American dependence on cork, which was obtained entirely from forests in Europe. The United States imported nearly half of the world’s production.

People in their 50s today remember when a bottle cap included a cork sliver insert to seal it. But in 1940, cork was in far more than bottle caps. It was the go-to industrial sealant used in car windshield glazing, insulation, refrigerated containers, engine gaskets, and airplanes. In defense, cork was crucial to tanks, trucks, bomber planes, and weapon systems. As the vulnerability for the supply of this all-purpose item became clear with the Nazi blockade of the Atlantic, the government put cork under “allotment,” or restricted use prioritized for defense. Information about cork supplies became subject to censorship.

In October 1941, the Commerce Department released a hefty report detailing the situation, titled: “Cork Goes to War.” Besides outlining the growing industrial use of cork, the report highlighted Hitler’s efforts to scoop up Europe’s cork harvests and the need for a systemic American response.

Part of that response was an intense research and development machine that ramped up the nascent synthetic industry to fill gaps in defense pipelines. Some were synthetics first developed by America’s enemies:Chemists at Armstrong Cork, an industry leader, crafted new products using materials research from Germany. Many synthetics were developed during the mad scramble to replace organic items that the blockade made expensive. To pay for the research and offset rising materials costs, Armstrong trimmed employees’ use of items like carbon paper and paper clips; the company’s accountants noted 95,000 clips used per month in 1944, a 40 percent decline since the war’s start.

In 1944, a book titled Plastic Horizons, by B.H. Weil and Victor Anhorn, documented the promise of plastic. A chapter titled “Plastics in a World at War” opens with a paean to the blood toll of war. But then the authors trace how war bends science to its needs for new both deadly and life-saving items: Physicists turn to aircraft detection, chemists to explosives. “Nylon for stockings has become nylon for parachutes. Rubber for tires has almost vanished, and desperate measures are required to replace it with man-made elastics.” That section concludes, “Plastics have indeed gone to war.”

In one dramatic example, the authors describe how plastics came to neutralize Germany’s secret weapon: a magnetic mine designed to be laid on the ocean floor and detonated by the magnetic field surrounding any vessel that passed over it. To counteract that, Allied scientists created plastic-coated electric cables that wrapped around the ships’ hulls and “degaussed” them, rendering the mines ineffective. Thanks, polyvinyl chloride!

The book got a glowing review in the New York Times, which noted that America was experiencing a chemical revolution.

Early plastics, as the book explained, covered a wide range of natural or semi-synthetics like celluloid and synthetic resins that could be molded with heat and pressure.

After the war, chronic shortages of common materials like rubber, cork, linseed oil, and paints forced chemists to scramble for substitutes, further speeding the embrace of plastics. Profitable bottling innovations included the LDPE squeeze bottle introduced by Monsanto in 1945, which paved the way for plastic bottles for soaps and shampoos, and the “Crowntainer,” a seamless metal cone-topped beer can.

There was also a shortage of tinplate for metal caps. Industry was quickly adapting to finding substitutes. Giles Cooke, the in-house chemist at one manufacturing leader, Crown Cork & Seal, was dabbling in research on synthetic resins for container sealants through the 1940s. In beverage bottling, cork’s quality remained unmatched. You could taste the difference between a cork-sealed bottle and one sealed with plastic. Recognizing that it would takes decades to replace cork as a sealant, Cooke and his colleagues hedged their bets with patents on both silicone film container liners and rubber hydrochloride.

In the end, Plastic Horizons undersold its subject. Its closing chapter hardly seems to anticipate the ubiquity of plastics we see today, along with its formidable waste problem. “In the future, plastics will supplement rather than supplant such traditional structural materials as metals, wood, and glass,” the authors wrote.

“There may be no Plastics Age, but that should discourage no one; applications will multiply with the years,” they continued. “Plastics are indeed versatile materials, and industry, with the help of science, will continue to add to their number and to improve their properties. Justifiable optimism is the order of the day, and the return of peace will enable the plastics industry to fulfill its promise of things to come.”

By 1946, the transition to plastics had reached a new threshold. That year, New York hosted a National Plastics Exposition, where for the first time, a range of strong, new materials and consumer products headed for American homes were on display. One observer noted, “the public are certainly steamed up on plastics.”

The World of Tomorrow indeed.

Why Toledo just gave legal rights to Lake Erie

Lake Erie provides drinking water for 11 million people, and an unusual tactic to protect it was just adopted in Toledo, Ohio: On Tuesday, Toledoans passed the “Lake Erie Bill of Rights” in a special election, with 61 percent voting yes on a ballot measure that could allow citizens to sue polluters on behalf of the lake.

“This is the first in the nation in terms of rights-of-nature law being adopted by a municipality over a certain ecosystem, and I think it’s the beginning of more things to come in that area,” said Thomas Linzey, executive director and chief legal counsel for the Community Environmental Legal Defense Fund, which helped local activists draft the bill.

The ballot measure will amend the city’s charter to establish that Lake Erie has the right to “exist, flourish, and naturally evolve.” The goal of giving the lake legal rights, Linzey said, is for activists to be able to do “a survey of who’s the biggest polluters into the lake” and then bring lawsuits “to stop that pollution,” he said.

Runoff pollution is a major cause of Lake Erie’s algae blooms, which can make water toxic to fish, wildlife, and people. This kind of pollution occurs “when rainfall washes fertilizer and manure spread on large farm fields into streams that flow into Lake Erie,” according to the Alliance for the Great Lakes.

Past problems with Lake Erie’s water quality prompted organizers to think about new ways to safeguard it. Back in 2014, the City of Toledo issued an advisory for residents not to drink municipal water after chemical tests found unsafe levels of an algal toxin. The toxic algae bloom left 110 people sick and nearly half a million without tap water. Ohio even declared a state of emergency.

“For three days in 2014, we lost access to our drinking water, and we didn’t see any action come out of that,” Markie Miller, an organizer for Toledoans for Safe Water, told CityLab. “We wanted to do something for ourselves.”

The concept of giving rights to nature originates, at least within the U.S., from an article by Christopher Stone published in 1972 in the Southern California Law Review: “Should Trees Have Standing? — Toward Legal Rights for Natural Objects.” Since then, the idea has gained traction internationally. In 2008, Ecuador became the first country to recognize rights of nature in its national constitution. And in 2010, Bolivia’s legislative assembly passed the “Law of the Rights of Mother Earth.”

The basic principle is that of legal standing: Under the U.S. Constitution, to have standing, one needs to show direct injury to oneself caused by some entity, and there must be some redress, or remedy, that can be found in court. Activists hope that with these new rights, Lake Erie will have standing in court without needing to demonstrate injury to a human.

The U.S. Clean Water Act addresses point-source pollution, from a confined and discrete source. But a significant percentage of what plagues Lake Erie is diffuse, non-point-source pollution, such as excess fertilizers from agriculture and urban stormwater runoff.

The fact that Toledoans endorsed such an unusual means to combat pollution reflects an understanding that current regulations aren’t sufficient, said Madeline Fleisher, senior attorney in the Environmental Law & Policy Center’s Columbus office. “The citizens of Toledo are clearly and rightfully frustrated. I understand why they’re trying novel approaches to try to get those issues addressed.” (As is common in local special elections, turnout in Toledo’s was low; just shy of 9 percent of registered voters cast ballots.)

The proposal has been contentious. The board of elections in Lucas County (whose seat is Toledo) voted to block it from the ballot in the November 2018 election. After several months of debate, the board ultimately voted in December to add it to the February special election because of an Ohio Supreme Court decision, as the Toledo Blade reported. One board member said he still believed the measure was “on its face unconstitutional and unenforceable.”

Opponents of the Lake Erie Bill of Rights are concerned about the costs of litigation for farms and businesses. The Ohio Farm Bureau Federation already pledged its support for a lawsuit farmer Mark Drewes filed in the Federal District Court for Northern Ohio Wednesday, challenging the constitutionality of the bill.

“Farmers want and are working toward improving water quality, but this new Toledo law hurts those efforts. Mark Drewes understands this, and it’s Farm Bureau’s job to back his important actions on behalf of Ohio farmers,” the executive vice president of the Ohio Farm Bureau, Adam Sharp, said in a statement.

The suit contends that the measure violates federal constitutional rights, including equal protection and freedom of speech. Additionally, it argues that the bill of rights violates Ohio state law in several ways. For example, it contends that Toledo as a local government cannot override the Ohio state governing structure of Lake Erie, since the Ohio Department of Natural Resources governs the lake under state law.

“One of the biggest challenges that the [Lake Erie] Bill of Rights will have is moving from vision to enactment,” said Cinnamon Carlarne, an Ohio State University law professor. “That is part of a larger conversation trying to advance the role that law plays in protecting ecosystems for a variety of reasons — not the least of which is that we are, as humans, fundamentally dependent on them.”

Youth climate strikers: ‘We are going to change the fate of humanity’

The students striking from schools around the world to demand action on climate change have issued an uncompromising open letter stating: “We are going to change the fate of humanity, whether you like it or not.”

The letter, published by the Guardian, says: “United we will rise on 15 March and many times after until we see climate justice. We demand the world’s decision makers take responsibility and solve this crisis. You have failed us in the past. [But] the youth of this world has started to move and we will not rest again.”

The Youth Strikes for Climate movement is not centrally organized, so keeping track of the fast-growing number of strikes is difficult, but many are registering on FridaysForFuture.org. So far, there are almost 500 events listed to take place on March 15 across 51 countries, making it the biggest strike day so far. Students plan to skip school across Western Europe, from the U.S. to Brazil and Chile, and from Australia to Iran, India, and Japan.

“For people under 18 in most countries, the only democratic right we have is to demonstrate. We don’t have representation,” said Jonas Kampus, a 17-year-old student activist, from near Zurich, Switzerland. “To study for a future that will not exist, that does not make sense.”

The letter says: “We are the voiceless future of humanity … We will not accept a life in fear and devastation. We have the right to live our dreams and hopes.” Kampus helped initiate the letter, which was created collectively via a global coordination group numbering about 150 students, including the first youth climate striker, Sweden’s Greta Thunberg.

The strikes have attracted some criticism, and Kampus said: “We wanted to define for ourselves why we are striking.” Another member of the coordination group, Anna Taylor, 17, from north London, U.K., said: “The importance of the letter is it shows this is now an international movement.”

Taylor said: “The rapid growth of the movement is showing how important it is and how much young people care. It is vital for our future.” Janine O’Keefe, from FridaysForFuture.org, said: “I’ll be very happy with over 100,000 students striking on March 15. But I think we might reach even beyond 500,000 students.”

Thunberg, now 16 years old and who began the strikes with a solo protest beginning last August, is currently on holiday from school. She was one of about 3,000 student demonstrators in Antwerp, Belgium, on Thursday, and joined protesters in Hamburg on Friday morning.

In recent days, she has sharply rejected criticism of the strikes from educational authorities, telling the Hong Kong Education Bureau: “We fight for our future. It doesn’t help if we have to fight the adults too.” She also told a critical Australian state education minister his words “belong in a museum.”

The strikes have been supported by Christiana Figueres, the U.N.’s climate chief when the Paris deal to fight global warming was signed in 2015. She said: “It’s time to heed the deeply moving voice of youth. The Paris Agreement was a step in the right direction, but its timely implementation is key.” Michael Liebreich, a clean energy expert, said: “Anyone who thinks [the strikes] will fizzle out any time soon has forgotten what it is to be young.”

In the U.K., Taylor said more than 10,000 students went on strike on February 15: “I’m anticipating at least double that on March 15.”

The strikes would not end, Taylor said, until “environmental protection is put as politicians’ top priority, over everything else. Young people are cooperating now, but governments are not cooperating anywhere near as much as they should.” She said students were contacting her from new countries every day, including Estonia, Iceland, and Uganda in recent days.

Kampus, who was invited to meet the Swiss environment minister, Simonetta Sommaruga, on Wednesday, said: “The strikes will stop when there is a clear outline from politicians on how to solve this crisis and a pathway to get there. I could be doing so many other things. But I don’t have time as we have to solve this crisis. My dream is to have a life in peace.”

Washington Governor Jay Inslee announced he was running for president on Friday from the warehouse of a solar company in South Seattle — a historically diverse area of the Pacific Northwestern hub.

The event was more press conference, less political rally, and almost strikingly devoid of bells and whistles — especially compared to the splashy announcements held by other presidential hopefuls, like Kamala Harris and Elizabeth Warren. Attendees followed the sound of chatter behind A&R Solar’s street-front office to a work yard out back, where the sun beat down on stacks of solar panel building materials. Journalists, Seattle-area politicians, A&R employees, and a few politically inclined citizens crowded onto the warehouse floor, where Inslee, positioned in front of a solar array, spoke for around 30 minutes about the issue he’s building his campaign around.

“We have one chance to defeat climate change, and it is right now,” he said. “It is my belief that when you have one chance, you take it.”

Inslee is hoping to set himself apart from the increasingly crowded 2020 Democratic field by running as the climate change candidate. “There is no other issue that touches so much of what we care about,” Inslee told the raucous crowd of roughly 100 people. “It’s just as much a matter of equity as it is a matter of ecology.”

By using climate as a lens for approaching issues that might hot closer to home for many voters — like health care, jobs, education — Inslee is positioning his platform to appeal beyond just the environmentally-inclined. “Climate change is not more important than the economy,” he said, noting that his focus on climate doesn’t make him a single-issue candidate. “It is the economy.”

His track record as Washington’s progressive, climate-oriented governor could help him galvanize support for his presidential bid. “If America wants to see a Washington that actually works,” Inslee said, “look West to Washington state.”

Case in point, as he made his announcement, the Washington state senate voted to approve clean energy legislation proposed by the governor. The bill will eliminate natural gas and coal from the state’s energy mix by 2045. A few hours after he left the stage, a second of his climate bills, a proposal to reduce hydrofluorocarbons — a group of especially powerful industrial greenhouse gases — passed the House 55 to 39. Still, Inslee has supported multiple failed efforts to pass a carbon tax in Washington, including a ballot measure that voters rejected this past November.

In his remarks, Inslee made reference to the Green New Deal — a plan to deal with warming and jumpstart the economy that is popular among progressives and a clutch of high-profile 2020 candidates — as evidence that climate is becoming a household issue. “Americans are calling for this,” he said. “Americans are mobilizing across the country.”

But the governor did not explicitly endorse the proposal. Instead, he unveiled a four-pronged plan to tackle rising temperatures that has a great deal in common with the Green New Deal resolution introduced into Congress earlier this month by Representative Alexandria Ocasio-Cortez and Senator Ed Markey last month.

  1. Power the economy with “100 percent clean, renewable, and carbon-free energy.” The governor did not say when such a goal would be accomplished or whether more controversial clean energy sources, like nuclear or hydro, are included in his vision of a green America.
  2. Create millions of jobs in green industries. Inslee laid out the outline of a green jobs plan that takes advantage of what each state has to offer. “We are going to build electric cars in Michigan, build and install wind turbines in Iowa,” he said, “and solar right here in Washington state.”
  3. Justice and inclusion. Communities of color are often on the frontlines of climate change and are frequently left out of the picture by politicians, Inslee said, adding, “Everyone benefits from new jobs and investment.”
  4. No more subsidies for fossil fuels. “I have a message for the oil and gas interests,” Inslee said, setting up one of the morning’s biggest applause lines. “That gravy train is over.”

Inslee pledged not to take any money from the fossil fuel industry throughout his campaign, and he upped the ante for his prospective presidency: “Not one nickel of taxpayer dollars will go toward subsidizing oil and gas.”

The Democrat, who until recently was chair of the Democratic Governors Association, took a break from climate change to discuss paid family leave, health care, taking on the NRA, and legalizing marijuana nationwide. But he quickly came back to his climate platform.

While the governor’s unyielding emphasis on climate change might be a turn-off for some, those who came to hear him speak seemed enthusiastic about his laser-focused platform. “I think it’s a great idea,” said Kim Mead, head of the Washington Education Association, an 82,000-member teachers union. “It’s something we haven’t been paying enough attention to, and it’s something that’s the future for our kids, too.”

Inslee’s bear-hugging of climate has won him the support of Charlie Lapham, the 28-year-old director of communications at the Martin Luther King County Labor Council. “There are a lot of candidates in the Democratic field supporting climate,” he said. “They say it’s this issue that’s going to threaten our existence, but then it’s their number-four or five priority.”

Jesse Anderson, a 34-year-old project engineer at A&R Solar, hasn’t quite made up his mind if he’s supporting Inslee for president, but he likes a lot of what he hears. “I feel like he supports the cause for the industry that I work for,” he said.

Still, Anderson isn’t quite on the same page as Inslee about climate change being the number one priority for the nation. That sentiment is among the biggest challenges to the Washington governor’s candidacy, in addition to low name recognition and the fact that he’s executive of one of the deepest of blue states.

“There’s a lot of priorities,” Anderson said. “I think it’s definitely up there.”

For Inslee, obviously, nothing else comes close to stopping climate change. To wit, as those assembled made their way out of the warehouse and onto the street, a man quipped about the governor’s speech: “It sure was easy to figure out what his priorities were.”

Andrew Wheeler confirmed as the nation’s 15th EPA administrator

Andrew Wheeler has been confirmed as the nation’s 15th administrator of the Environmental Protection Agency.

The Senate voted 52-47 to confirm the former coal lobbyist, who has served as acting EPA chief since former Administrator Scott Pruitt resigned amid ethics scandals last July.

In a statement posted to Twitter, Wheeler said he was “deeply honored” and looking forward to carrying out President Donald Trump’s agenda.

Senator Joe Manchin, a Democrat from West Virginia, voted against Wheeler after having supported his nomination as deputy administrator last year. Senator Susan Collins of Maine was the lone Republican to vote against the nomination. She opposed Pruitt’s nomination but, like Manchin, previously voted to confirm Wheeler as the agency’s No. 2 official.

In a statement Wednesday announcing her decision, Collins said Wheeler is “certainly qualified” but that she has “too many concerns with the actions during his tenure as acting administrator to be able to support his promotion.”

“The policies he has supported as acting administrator are not in the best interest of our environment and public health, particularly given the threat of climate change to our nation,” she said.

His confirmation adds yet another member to President Donald Trump’s Cabinet who as recently as 2017 was on the payroll of the industries he now regulates.

In 2017, the Senate confirmed Alex Azar, a former executive at the pharmaceutical giant Eli Lilly & Co., to lead the Department of Health and Human Services. In January, former Boeing executive Patrick Shanahan took over as acting secretary of defense after James Mattis’ abrupt departure. The next day, David Bernhardt, a former oil lobbyist and No. 2 at the Department of the Interior, became acting secretary when Ryan Zinke resigned amid mounting ethics investigations.

A week later, Trump nominated Wheeler, who in December became the longest-serving acting administrator in the EPA’s history, to take on the role permanently.

Thursday’s confirmation comes a day after the Senate voted 52-46 to end debate on the nomination. In a speech on the Senate floor following that vote, Senator Tom Carper, a Democrat from Delaware, said that in some cases Wheeler has “accelerated the environmental damage and regulatory zeal” that Pruitt began.

“Time and time again Mr. Wheeler has proven that his environmental policies are almost as destructive and extreme has his predecessors’,” he said.

Senator John Barrasso, a Republican from Wyoming, chair of the Senate Committee on Environment and Public Works, said Wednesday that Trump picked the right man for the job. Regulatory proposals to replace the Clean Power Plan, an Obama-era rule to cut carbon pollution from power plants, and to revise the 2015 Waters of the U.S. rule, which sought to safeguard drinking water for millions of Americans, shows that Wheeler “is serious about clear air and clear water while also understanding there’s an important role for states and local communities to play,” Barrasso said.

Wheeler’s record-breaking reign as acting administrator was marked by an unprecedented assault on greenhouse gas regulations amid historic wildfires and hurricanes that scientists say offer a preview of the rapidly warming world to come.

In August, Wheeler unveiled a proposal weakening fuel economy standards for new vehicles in a move seen as a “giant giveaway” to oil companies even as electric automobile technology made huge leaps forward. Weeks later, he proposed gutting a landmark Obama-era power plant regulation, allowing, by the EPA’s own calculus, enough pollution to cause an additional 1,400 premature deaths per year.

The planet has already warmed more than 1 degree C (1.8 degrees F) above pre-industrial levels. As a result, many Americans born after the mid-1970s have never experienced average temperatures unaffected by human-caused emissions. But in October, the United Nations released a landmark report predicting catastrophic effects of warming beyond 1.5 degrees Celsius (2.7 degrees F) — a fate that’s all but certain unless world governments halve emissions by 2030. A month later, federal scientists from 13 agencies, including the EPA, confirmed the findings in a National Climate Assessment that forecast U.S. average temperatures surging “9 degrees F (5 degrees C) or more by the end of this century.”

In response, Wheeler, despite admitting he hadn’t read the multiagency report, dismissed its findings and threatened to intervene in the drafting of the next National Climate Assessment.

In December, Wheeler delivered another two victories to the coal industry that, until mid-2017, had paid him to lobby the government. He proposed loosening requirements that coal-fired power plants reduce carbon dioxide emissions. He capped off the month by announcing plans to relax a rule restricting how much mercury and other dangerous pollutants coal-fired plants can release into the air.

In February, Wheeler announced that the EPA would consider regulating toxic, cancer-causing “forever chemicals” contaminating drinking water across the country — a move critics said amounted to a delay that could sicken millions. Last week, he broke off negotiations with California over a national vehicle fuel economy standard, setting the administration up for a lengthy legal fight with the Golden State, which is allowed under the Clean Air Act to set its own pollution limits.

Environmental groups reacted to Thursday’s confirmation much as they did when Wheeler took the reins as deputy administrator.

“Wheeler wants to turn the EPA into a wish-granting service for polluters, no matter the cost to public health or wildlife,” Emily Knobbe, EPA policy specialist at the Center for Biological Diversity, said in a statement. “But it’s only a matter of time before his dirty dealings land him in the same trash heap as his predecessor.”

Republican Representative Paul Gosar suggests that photosynthesis discredits climate change

Representative Paul Gosar had a packed schedule on Wednesday. First, the Republican from Arizona called Michael Cohen a “liar, liar pants on fire,” at Cohen’s Congressional hearing, then chaired a forum full of climate deniers talking about the Green New Deal, and later suggested that photosynthesis discredits global warming at a press conference.

Gosar isn’t the only one going nuts. The progressive fervor over the Green New Deal has flipped some kind of switch for some climate-denying members of the House. Not in a “wow, maybe we should do something about climate change” kind of way, more like “let’s double down on ignoring evidence!”

That’s right, folks, the looming threat of actual climate action has caused a meltdown the likes of which we haven’t seen since former Senator Jim Inhofe brandished a snowball on the Senate floor as proof that global warming isn’t real.

The Western Caucus, a conservative group, hosted a press conference on the Capitol steps to take a stand against the Green New Deal. Gosar took a question from a young man in the crowd.

“My generation is the one that’s going to deal with this catastrophe that’s impending. What is it that you are doing to prevent carbon dioxide emissions?” he asked the Arizona Republican.

“Unfortunately you haven’t been taught about photosynthesis,” Gosar replied. “Photosynthesis is where plants take carbon dioxide to produce oxygen. That’s a problem in today’s world. We haven’t taught kids exactly what’s going on in America and in science.”

The problem, of course, is that we’re putting more CO2 into the atmosphere than plants can handle.

At that same event, Representative Rob Bishop from Utah unwrapped and consumed a hamburger in protest of the progressive plan to slash CO2 and methane emissions. Apparently, he thinks the sponsors of the Green New Deal are plotting to ban cows.

“Before they take it away from me,” Bishop said, before biting into his burger. Relax, Rob, your hamburgers are safe … for now.

You can’t take on climate change without tackling sprawl

Get rid of all the country’s coal plants, run the country purely on renewables, and we’ll still be left with the top source of greenhouse gas emissions: transportation.

Carbon-belching cars, trucks, and planes are now the greatest source of U.S. carbon emissions, a title held by power generation until 2017. It’s a sprawling problem that accounts for more than a quarter of yearly greenhouse gases.

Our transportation system is designed for long, interstate road trips; climate change isn’t a consideration. At least one critic has said the Green New Deal’s biggest failing is that it doesn’t address the country’s sprawl.

So where do we start? Members of the U.S. House of Representative took up the subject on Tuesday, looking at how the federal government can use infrastructure projects to cut down on emissions, while also helping cities and states protect themselves from rising seas, stronger storms, and other consequences of climate change. The House Committee on Transportation and Infrastructure’s hearing didn’t arrive at anything approaching a consensus, even on climate change itself. But the four-hour-plus hearing did bring up some potential avenues to improve our seemingly intractable system of roads, highways, and sprawl. Here are some of the takeaways:

1. We can no longer think about climate change and infrastructure as separate issues

“Going forward, infrastructure policy should be synonymous with sound climate policy,” said Kevin DeGood, the director of infrastructure policy at the Center for American Progress.

Low-carbon and storm resilient transportation systems would come with many additional benefits, like “protecting public health by reducing conventional air pollution, providing more mobility options,” said Vicki Arroyo, the executive director of Georgetown Climate Center.

2. We need more low-carbon trains, buses, and subways

Putting more dollars into light rail systems, buses, and the like would obviously help get cars off the road. Arroyo noted that cities and states are leading the way on this, designing “complete streets” that are safer for pedestrians and bikers, and putting caps on greenhouse gas emissions. She highlighted California’s cap-and-trade program, which includes transportation, and the nine mid-Atlantic states that have developed collective transportation caps on emissions.

Arroyo said that the federal government should also help local governments by increasing federal matching funds for public transit systems. At the moment, the federal government matches 80 percent of local money spent on highways, but just 50 percent for public transit projects.

3. We need to incorporate more nature into our infrastructure design

As climate change helps supercharge storms, it’s become clear that sea walls and levees aren’t enough to protect us. Lynn Scarlett, an environmental policy expert at The Nature Conservancy, pointed out that restored wetlands and forms of natural infrastructure can play a big role in shielding communities from natural disasters. “By using nature, damages and impacts can be minimized, and communities can recover more quickly from disasters and impacts,” Lynn said.

Much like our transportation system, the conversations hit many dead-ends. Representative Sam Graves of Missouri, a Republican, disparaged ambitious measures like The Green New Deal. “We don’t need sweeping mandates that ignore economic reality,” Graves said. It’s an easily disproven comment that ignores the glaring, ever-mounting reality of climate change.
