Alaska is way, way hotter than normal right now

Alaska just can’t seem to shake the fever it has been running. This spring was easily the hottest the state has ever recorded and it contributed to a year-to-date temperature that is more than 10 degrees F (5.5 degrees C) above average, according to data released Wednesday by the National Oceanic and Atmospheric Administration.

The Lower 48, meanwhile, had its warmest spring since the record-breaking scorcher of 2012.

While May as a whole was only slightly above average — thanks in part to whiplashing weather from the beginning of the month to the end — every state in the contiguous United States had warmer-than-normal temperatures for the spring as a whole.

The main area of relative cool in May was in the Central and Southern plains, where considerable rains fell during the month. Storm systems generally tend to drag in cooler air and cloudy days help to keep a lid on temperatures.

“In addition, when soils are waterlogged it prevents afternoon temperatures from rising as high as they would if soils were dry,” Deke Arndt, chief of the monitoring branch of NOAA’s National Centers for Environmental Information, said in an email.

The contiguous United States is having its fourth warmest year-to-date; May’s milder weather brought that trend down a bit from April when 2016 was in the No. 2 slot.

The clear standout of above-average temperatures for the Lower 48 — both in May and spring as a whole — was the coastal Pacific Northwest. Seattle had its fourth-hottest May and several spots in Washington, including Seattle-Tacoma Airport, were having their hottest year-to-date.

Alaska, for first time in modern records, had a spring average temperature of 32 degrees F (0 degrees C) — that may sound cold, but warmth is a relative term. That temperature handily beat the previous record hot spring of 1998 by 2 degrees F (1 degrees C), according to NOAA.

Several spots in Alaska, including Anchorage, Fairbanks, and Juneau, recorded their hottest springs. Several others, including Barrow, the northernmost city in the United States, had their second-warmest spring.

Year-to-date, the state is running 10.3 degrees F above the 1925-2000 average of 26.1 degrees F (-3.3 degrees C) and 2.4 degrees F (1.3 degrees C) higher than the previous mark of 23.7 degrees F (-4.6 degrees C) set in 1981. In fact, the past three January-May periods are among the four warmest in Alaska’s records.

Rick Thoman, climate science and services manager for the NWS’s Alaska region, said that several factors had converged to keep Alaska so relatively toasty, including persistent high pressure systems over the region and warm waters off the coast. Early snowmelt has also exacerbated the spring heat.

The effects of the elevated temperatures are readily apparent, Thoman said, with berries ripening weeks earlier than usual, very early “last frosts”, and an early start to construction projects.

Temperatures in Alaska have also steadily risen — like the planet as a whole, and the Arctic in particular — thanks to the excess heat trapped by human emissions of greenhouse gases. There is a 99 percent chance that 2016 will be the hottest year on record globally, mainly due to that excess heat.

NOAA forecasters expect the odds this summer to continue to favor above-average temperatures across Alaska, and there’s a good chance that 2016 as a whole could be record-hot for the state as well. But that depends on how the rest of the year plays out.

“Certainly, the combination of five months already in the books and the outlook for continued warmth raises the chances for the warmest year on record,” Arndt said. “But it would just take one or two really cold months to change the scenario from ‘warmest year’ to ‘one of the warmest years.’ ”

Arctic sea ice shrank to its lowest level in 38 years last month, setting a record low for the month of May and setting up conditions for what could become the smallest Arctic ice extent in history, according to National Snow and Ice Data Center data released Tuesday.

“We didn’t just break the old May record, we’re way below the previous one,” NSIDC Director Mark Serreze said.

Compared to normal conditions, the Arctic ice cap was missing a Texas-sized slab of ice in May. It spread across 4.63 million square miles of the Arctic Ocean, Hudson Bay, and adjacent areas of the North Atlantic — an area 224,000 square miles smaller than the previous low record for the month set in 2004. May’s record low follows four previous monthly record lows set in January, February, and April.

Temperatures averaged about 3 degrees C (5 degrees F) above normal across the Arctic Ocean this spring. The warmth made daily sea-ice extents average about 232,000 square miles smaller than during any May in the 38 years scientists have been gathering data using satellites.

The Arctic, which saw unusually warm temperatures near-freezing during a severe storm in December, is warming twice as fast as the rest of the globe as the climate changes. This year’s extreme El Niño may also have helped crank up the heat.

Sea ice this year is melting at a pace two to four weeks faster than normal as pulses of warm air have been streaming into the Arctic from eastern Siberia and northern Europe, and sea ice has retreated early from the Beaufort Sea.

Barrow, Alaska, on the Beaufort Sea, recorded its earliest snowmelt in 78 years last month. Normally, snow begins to retreat in late June or July, but the snow began to melt May 13 — 10 days sooner than the previous record set in 2002.

“The El Niño certainly had something to do with this,” Serreze said. “It can have impacts on weather conditions very far away from the tropical Pacific.”

These warm conditions at the beginning of the summer melting season have set up the Arctic sea ice to shrink below its all-time record lowest extent set in 2012, he said.

The extent to which the ice cap will melt this summer is entirely dependent on summer weather patterns that scientists have no way to predict more than 10 days in advance, he said.

“If we had a summer that is kind of cool and stormy, that will lead to less melt through the summer,” Serreze said. “That could keep you from reaching a new record.”

“Will we end up with very low sea-ice extent this September? I think pretty much absolutely,” he said.

How Bernie Sanders made Hillary Clinton into a greener candidate

Hillary Clinton is her party’s presumptive nominee. Whether Sanders drops out tomorrow or the day he loses the roll-call vote at the Democratic convention in Philadelphia, his campaign is over.

But if ever there were a losing campaign that achieved some major wins, it’s Sanders’. Not only did he force Clinton to talk more about economic inequality, he pushed her to promise stronger action to fight climate change and rein in fossil fuel companies. If Hillary Clinton becomes president and keeps some of her more recent promises to restrict oil drilling and fracking, Sanders will deserve a share of the credit.

When Sanders first got into the race, it didn’t look like he would adopt climate change as a major issue. He was one of the strongest climate hawks in the U.S. Senate, having sponsored bills to promote clean energy, reduce carbon emissions, and end fossil fuel subsidies. But for the first few months of his presidential campaign, he did little more than make passing mention of climate change and its importance to young voters. In September of last year, I even wrote a post entitled, “Why is Bernie Sanders neglecting climate change?

Then, gradually, Sanders started to focus on the issue and develop a strong climate agenda. In October, he said at a debate that climate change is the biggest threat to national security. In November, he cosponsored new Senate legislation, the Keep It in the Ground Act, that would have the federal government stop issuing leases for oil, gas, and coal extraction on public lands and in offshore areas. In December, Sanders rolled out a climate action plan that included the “keep it in the ground” proposal as well as a carbon tax, elimination of fossil fuel subsidies, and investments in renewables. He went on to talk more on the campaign trail about climate change and related issues such as reinvesting in mass transit and cities.

By January, the Sanders campaign was using the climate issue to attack Clinton, going after her for the vague and incomplete nature of her climate plan. The two campaigns battled on Twitter over whose climate and clean energy platform was stronger. Clinton clearly felt the need to start competing with Sanders for the votes of climate hawks.

Simultaneously, climate activists from groups such as Greenpeace and 350.org were stalking Clinton on the campaign trail and asking her questions about whether she would restrict fossil fuel extraction. The one-two punch of pressure from the green grassroots and pressure from Sanders pushed Clinton leftward on a number of energy issues.

First, last fall, Clinton finally came out against the Keystone XL pipeline, shortly before Obama rejected it. She also declared that she was opposed to offshore drilling in the Arctic Ocean. And she shifted her position on fossil fuel extraction on public land, from saying it was necessary to saying she wanted to move toward an eventual ban.

As Sanders picked up steam, she gave still more ground to climate activists. In February, she voiced her opposition to offshore drilling in the Atlantic. She also moved to assuage concerns that she is pro-fracking, saying in a March debate that she wants more regulation of fracking, and that she opposes the practice in instances when the local community is against it, it causes air or water contamination, or it involves the use of secret chemicals. “By the time we get through all of my conditions, I do not think there will be many places in America where fracking will continue to take place,” she said. Clinton had, in fact, started to say some of these things more than a year earlier, but her language has grown stronger and clearer during the primaries. In fact, she’s gotten so forthright about her plans to crack down on fossil fuels that she damaged her standing in coal country when she admitted in March that her administration would “put a lot of coal miners and coal companies out of business.”

Clinton even tried to get to Sanders’ left on climate and energy issues. During another debate in March, she accused Sanders of wanting to delay implementation of President Obama’s Clean Power Plan, which will curb pollution from coal-fired power plants. (Asked afterward to give a source for that odd claim, the Clinton camp pointed to an article I wrote about executive actions the Sanders campaign said he might take to crack down on fracking, which included potentially revising the Clean Power Plan. Some experts argue that such revisions would delay it. The Sanders team responded by saying their candidate would not do anything that would significantly delay the plan.) The Clinton campaign was also critical of Sanders’ proposal to swiftly phase out all nuclear power, noting that it would likely cause an increase in emissions from coal- and gas-fired power plants.

Finally, in April, the media recognized the salience of climate change to Democratic voters and let the candidates go at it over climate change in a debate. Thanks to Sanders, there was someone to push Clinton toward stronger stances as the two sparred over who would do a better job of saving the planet.

Last month, in recognition of Sanders’ strong showing in the primaries, the Democratic National Committee allowed him to appoint five members to the party’s Platform Drafting Committee, while Clinton got to appoint six. Among Sanders’ choices was Bill McKibben, the climate activist who founded 350.org, led the charge to block Keystone XL, and calls for dramatically reduced fossil fuel extraction. (McKibben is on Grist’s board of directors.)

It may be hard now to remember how unstoppable Clinton seemed only a year ago, when she was expected to dominate in the Democratic primary race. She had nearly tied Obama in the 2008 primary and then gone on to serve as his secretary of state, enhancing her stature and approval ratings while reaching out to die-hard Obama supporters. Her name recognition and fundraising connections alone put her at an advantage so steep that other nationally known Democrats, even those being drafted to run by supporters such as Joe Biden and Elizabeth Warren, declined to challenge her. Sanders, though, jumped into the race and showed that there is a real appetite for an agenda that more aggressively tackles inequality and climate change, and stands up to corporate power, especially fossil fuel companies. Clinton has moved in his direction to woo his supporters, and the next Democratic presidential nominee will probably start from an even more progressive place on climate and energy.

As Sanders said at a Monday night rally in San Francisco, “When we began our campaign, our ideas were considered a fringe campaign and fringe ideas. That is not the case today.” Sanders lost the primary race, but he has changed the Democratic Party and the politics of climate change.

Norway has just announced that it will begin issuing drilling licenses to oil companies looking to cash in in the Arctic — after two decades of declining their advances.

“Today, we are opening a new chapter in the history of the Norwegian petroleum industry,” said petroleum and energy minister Tord Lien in a statement. “For the first time in 20 years, we offer new acreage for exploration. This will contribute to employment, growth and value creation in Norway. Northern Norway is now in the forefront of further developing the Norwegian petroleum industry.”

Environmental groups fighting to keep oil well underwater are, naturally, displeased. Aside from the carbon impact of burning fossil fuels, the drilling will take place in the ecologically delicate Barents Sea.

“The Barents Sea is one of the richest, most unique marine ecosystems in the world, with remarkable concentrations of seabirds, marine mammals, fish, and other marine life,” wrote Greenpeace’s Rick Steiner in 2014. “The potential short-term energy potential here is truly not worth the long-term environmental risk from offshore drilling.”

Norway’s announcement comes after state revenues around the country have been slashed by the global drop in crude oil prices. That drop has hit many economies dependent on oil, like Alaska’s. Still, Norway is in a better position than most oil-rich countries due to having diversified its economy with industries such as tourism and fisheries, as well as raising taxes, reports KTOO. In a visit to Anchorage this week, Ambassador Kare Aas said that the Norwegian government currently receives about 20 percent of its revenue from fossil fuel interests — while Alaska’s oil and gas industry produced roughly 90 percent of the state’s funds until fairly recently.

With luck, drillers won’t find enough easily accessible oil in the Barents Sea to make it worth their while. That’s what happened in Alaska last year: After a heated battle over offshore drilling in the Arctic, Royal Dutch Shell ultimately it wasn’t worth the bother and pulled out.

Either way, we’ll find out soon enough: Statoil plans to begin drilling in the Barents in 2017.

5 Nature Poets to Enjoy During National Poetry Month

If you’ve ever been tempted to write a poem about your favorite landscape, the seashore or the rites of Spring, now’s the time to do it. April is National Poetry Month, so grab a pen and paper, find your favorite outdoor perch and start scribbling.

If you need inspiration, review the works of these five American poets who wrote about nature and used the natural world to help clarify daily life while exploring some of the more complicated aspects of society.

Emily DickinsonEmily Dickinson lived in Amherst, Massachusetts in the late 19th century. Famously introverted and considered an eccentric by her neighbors, she spent much of her time in her bedroom, where she wrote nearly 1,800 poems during her lifetime. Though she often touched onthemes of death and immortality, she also had a keen understanding of nature, which she may have observed from her bedroom window.

One of her most charming poems is called “A Bird Came Down the Walk”:

“A bird came down the walk:
He did not know I saw;
He bit an angle-worm in halves
And ate the fellow, raw”

Here’s the complete poem.

She also wrote “A Light Exists in Spring.” Here’s the opening stanza:

“A Light exists in Spring

Robert Frost – This famous American poet won four Pulitzer Prizes for poetry. He took his inspiration from early 1900s rural life in New England. Though set in nature, his poems often focused on importantsocial and philosophical issues. You’ll probably know him best for “The Road Not Taken,” but don’t overlook “Mending Wall,” from whence comes the famous line, “Good fences make good neighbors.” It starts…

“Something there is that doesn’t love a wall,
That sends the frozen-ground-swell under it,
And spills the upper boulders in the sun,
And makes gaps even two can pass abreast…

Spring is the mischief in me, and I wonder
If I could put a notion in his head:

Gary SnyderGary Snyder is an essayist, lecturer, environmental activist and yes, poet. A winner of the Pulitzer Prize for Poetry, he’s been described as the “poet laureate of Deep Ecology” as well as a writer associated with San Francisco’s Beat Generation. He’s a master at using natural imagery to convey universal truths. You’ll find references to mountains, volcanoes, the Arctic, flora and fauna in his stanzas, and in the books for which he became well known, such as “Turtle Island.

Mary Oliver – A winner of the Pulitzer Prize and the National Book Award, Mary Oliver was born in the Midwest in 1945. Shebegan writing poetry and later moved to Massachusetts, which servesas her home base while she writes, teaches and leads workshops. Her poetry celebrates the natural world, beauty, silence, love and the spirit. She’s published many books, including “Wild Geese,” which contains a poem by the same name. Here’s an excerpt:

“You do not have to be good.
You do not have to walk on your knees
For a hundred miles through the desert, repenting.
You only have to let the soft animal of your body
love what it loves…”

Ralph Waldo Emerson – Philosopher, Transcendentalist, essayist and poet:Ralph Waldo Emerson was another poet born in Massachusetts, though in 1803. His most famous essay was on “Self-Reliance.” He titled his first book Nature, which expressed his belief that everything in the world is a microcosm of the universe.

Here’s an excerpt from a beautiful, moving poem simply titled, “Nature.”

“Winters know
Easily to shed the snow,
And the untaught Spring is wise
In cowslips and anemones.
Nature, hating art and pains,
Baulks and baffles plotting brains;
Casualty and Surprise
Are the apples of her eyes;
But she dearly loves the poor,

On April 13, coast guard officials from the U.S. and Canada will train for a cruise ship catastrophe: a mass rescue from a luxury liner on its maiden voyage through the remote and deathly cold waters between the Northwest Passage and the Bering Strait.

The prospect of just such a disaster occurring amid the uncharted waters and capricious weather of the Arctic is becoming all too real.

The loss of Arctic sea ice cover, due to climate change, has spurred a sharp rise in shipping traffic — as well as coast guard rescue missions — and increased the risks of oil spills, shipping accidents, and pollution, much to the apprehension of native communities who make their living on the ice.

It’s into these turbulent waters that the luxury cruise ship Crystal Serenity will set sail next August, departing from Seward, Alaska, and transiting the Bering Strait and Northwest Passage, before docking in New York City 32 days later.

The scale of the Crystal — 1,700 passengers and crew — and the potential for higher-volume traffic in the Arctic has commanded the attention of the coast guard, government officials, and local communities, all trying to navigate an Arctic without year-round ice.

“If something were to go wrong it would be very, very bad,” said Richard Beneville, the mayor of the coastal town of Nome, which the Crystal is due to visit. “Most cruise ships that get here have passenger manifests of 100, maybe 150. This is a very different ship.”

A century after explorer Roald Amundsen transited the sea route connecting the Pacific and Atlantic oceans, officials and local communities are struggling to keep pace with the changes in the Arctic set in motion by the disappearing sea ice.

Scientists expect the Arctic will be almost entirely ice-free in the summer within 25 years — exposing profitable new year-round shipping routes.

“The United States should be getting prepared by building infrastructure in the north,” Robert Papp, a former Coast Guard admiral and the State Department’s special envoy to the Arctic, said.

“Yes, we are concerned about this cruise ship going through but we have been concerned for a number of years because during the summer time Shell has been going up there to drill, other companies have been exploring, there has been an increase even in recreational sailors or adventure sailors going up there.”

The Crystal is by far the biggest and most luxuriously appointed vessel to sail through the Northwest Passage since the crossing became accessible to ships without an icebreaker in 2007. Just 17 ships crossed through the passage last year, according to the U.S. Coast Guard.

Prices for the journey aboard the 14-deck luxury liner start at nearly $22,000 rising to $120,000 for a deluxe stateroom — and this year’s cruise is sold out, according to the company.

The April 13 table-top planning exercise, involving U.S. and Canadian coast guard and government officials, will walk Crystal operators and rescue officials through the nightmarish scenario of rescuing hundreds of passengers up to 1,000 miles from the nearest coast guard base, officials said.

Communications in the Arctic are extremely challenging — cellphone reception is patchy, and there are no roads. Most of the towns along the Crystal’s route are tiny. Even Nome, which has a sizable population, has just 18 hospital beds.

“We all have to be very proactive in trying to game out what we do in an emergency situation,” Lieutenant Commander Jason Boyle, the Coast Guard’s prevention officer for the Alaska region, said in a telephone interview.

The Crystal will sail with an ice-breaking escort vessel carrying two helicopters along its entire route, Paul Garcia, a company spokesperson, wrote in an email. Ice pilots, polar bear researchers, and veterans of other Arctic expeditions will be aboard to ensure passengers’ safety and to protect the local wildlife, environment, and customs, the company said.

For the coastal town of Nome, and the other ports of call on the Crystal’s route, the cruise symbolizes the economic possibilities of an ice-free Arctic in the summer.

Nome, which saw just 35 dockings in the 1990s, had more than 730 last year.

“I think tourism is good for Nome,” Beneville, the town’s indefatigable mayor, said. “In tourism there is a saying: ‘If people can get there, they will go,’ and that is becoming possible.” He went on: “There is a lot at stake here. We want Nome to be a strategic point in the north.”

But even before the Crystal Serenity began planning its voyage, the Coast Guard and local communities were raising concerns that the Arctic was not ready for the sharp rise in traffic through the Bering Strait.

The Coast Guard recorded 540 crossings through the narrow passage between the U.S. and Russia last year — more than double the number in 2008.

The vessels included Korean cargo ships, Russian tankers, supply barges, oil industry vessels, and smaller cruise ships — and adventurers.

Commander Mark Wilcox, the Arctic planner for the U.S. Coast Guard, falls back on the phrase “tyranny of distance” to describe the epic challenges of assuring safe passage through the northern waterways for an increasing number of independent tourists.

On March 4, two British adventurers who set out to ski across the Bering Strait had to be flown to safety from thin ice — an operation that required two Coast Guard helicopters, a C-130 military transport plane, and 24 highly trained personnel deployed from a base 700 miles away, according to the coast guard.

Two years ago, a scientific research ship in the Chukchi Sea was diverted to rescue adventurers. In 2010, a smaller cruise ship went aground in the Canadian Arctic, forcing the evacuation of some 300 passengers.

“We are starting to see more of the adventure tourists that have a lot more interest in the Arctic,” Wilcox said. “As we see more human activity it increases our risk for potential incidents.”

In addition to emergencies, local people said they were afraid of oil spills, pollution, and waste, because of the rise in shipping traffic. In 2012, hunters from St. Lawrence Island reported finding heavily oiled seals and seabirds in the Bering Strait. A year earlier, government wildlife biologists began recording a mysterious illness killing off seals, as well as avian cholera.

Local communities grew concerned about the use of heavy bunker fuels, and dumping of gray water from passing vessels.

The loss of ice opening up the Arctic to year-round traffic was also upending the way of life for native Alaskan communities who have used the ice as a platform for hunting and fishing, or as transport routes. The winter ice could no longer be trusted, according to local people.

“There are five to seven people in the last five years that I know of off the top of my head who have gone through the ice on snow machines or four-wheelers while traveling,” said Anahma Shannon, who works with Kawerak, a service organization for native Alaskans in the Bering coastal region.

In typical winters, there is about a mile of solid ice from shore, enabling walrus hunters to approach their prey on land. Hunting from small boats is much riskier. But in this year’s record high temperatures, the ice is thin and drifting away from the shore. “This year may be the first year in recent history that we haven’t had the outside ice,” Shannon said.

The season’s thin and slushy ice was also hurting fisheries. In past winters, it would be common to see people fishing for king crab on the ice off Nome, setting out traps through holes drilled into the ice. Commercial fishermen might strike out farther, riding their snowmobiles six or seven miles across the ice to Sled Island. But the thinner ice was squeezing fishermen into smaller areas and shallower waters, said Adem Boeckmann, a commercial fisher.

“The lack of ice is making it tougher to find the crab and harvest them,” he said. He estimated the catch was only a third or a half of last year’s. “We are not making money, we are just making ends meet.”

The native Alaskan communities recognize that cruise ships and tourist dollars could bring big money to places like Nome. But they were already experiencing loss of income and a way of life because of the retreat of the sea ice.

The prospect of a flood of visitors to the region was only adding to those fears of losing their livelihoods and their culture, said Austin Ahmasuk, who runs Kawerak’s marine program.

“We can draw these very clear parallels from the past for the possibility of the destruction of our culture,” he said. “Let’s just say we suspect that maybe not the most holistic way of approaching development will occur.”

Obama’s offshore drilling plan mostly a win for environmentalists, with a caveat

President Obama has shown little interest in gambling his environmental legacy in his final year of office. Rather than slow down after the Paris climate change conference in December, he has pushed forward on policies climate activists say are necessary to keep fossil fuels in the ground — first, his administration announced a moratorium on new coal leases, and now, it has taken the Atlantic Coast off the table for drillers.

The administration released a new version of its five-year plan for offshore drilling on Tuesday, and the most significant change is its reversal on its plan from a year ago to open the mid-Atlantic to offshore development. The Arctic, meanwhile, is still open for business: The new proposal solicits comments on whether to drop Arctic leases entirely or whether to limit them in some areas. But it also still has an option that includes leases in the Chuckhi Sea, Beaufort Sea, and Cook Inlet — much criticized by environmentalists who say a spill anywhere in the Arctic will have devastating effects for the rest of the region. The Gulf will be open for 10 leases.

The Interior Department’s plan for offshore drilling essentially sets the course for oil and gas development long after Obama leaves office. Technically it covers a period from 2017 to 2022, but oil and gas exploration offshore can take years to get off the ground, even decades before paying off the cost. Any delay is promising: While presidential candidates could promise to reverse course, in practice, they are unlikely to do so, explained Natural Resources Defense Council’s Beyond Oil Director Franz Matzner. “This administration sets the five-year plan for the next administration,” Matzner said in an email. “The next administration could, in theory, try to undo that, but we have not seen that precedent in the past. Far and away the most secure route for the Obama administration would be to permanently withdraw the Arctic and Atlantic from all future leasing, using his executive authority under [the Outer Continental Shelf Lands Act].”

If the proposed version is finalized after the 90 days of public comment, it will be a significant achievement for environmentalists and local communities that organized against offshore drilling. With one caveat, of course: the Arctic.

“They won’t get it right every time, but it gives us a new hook to hold them and the next president to account,” 350.org spokesperson Jamie Henn said in an email. “The new test of climate leadership is if you’re keeping fossil fuels in the ground.”

“Less than a week after committing to protect the Arctic with Prime Minister Trudeau, President Obama has left the door open for Shell and the rest of the oil industry to drill in the region,” Greenpeace USA Executive Director Annie Leonard said in an email. “This decision doesn’t balance conservation and energy — it fuels climate chaos. President Obama must place the whole Arctic off limits. This program isn’t yet final, the president must use the time he has to take all new offshore drilling out of circulation.”

The Interior didn’t highlight climate change as part of its calculus on Tuesday, only citing “significant potential conflicts with other ocean uses such as the Department of Defense and commercial interests; current market dynamics; limited infrastructure; and opposition from many coastal communities.” But there was intense pressure from cities and businesses that rely on $4 billion in tourism and fishing on the coasts to remove the Atlantic from the plan. In recent weeks, both Hillary Clinton and Bernie Sanders have highlighted their opposition against drilling off the East Coast and the Arctic.

This is the second time the administration has tried to open the East Coast for drilling, only to reverse course. Just before the 2010 Deepwater Horizon disaster by BP, the administration proposed auctioning up to 104 million acres of the mid- and south-Atlantic and 10 leases in the Arctic. Then last January, Interior again put the Atlantic on the table, which set off protests from environmental groups and local businesses and residents.

The oil and gas industry, which eyed the Atlantic for its 3.3 billion barrels of recoverable oil and 31.3 trillion cubic feet of natural gas, will be furious. But public opinion on oil drilling is more complicated than political divides. Public support for offshore drilling plummets when there are spills, as it did after the BP disaster in 2010, but tends to rise again with passing time.

In his final year of office, Obama faces limits in what more he can do for the environment and climate. He’s already pushed his executive power on climate change more than any other president; the offshore drilling plan is one of the few opportunities he has left. Protecting the coasts by limiting oil and gas development offshore would be a fitting ending for a president who once called the BP spill the “worst environmental disaster America has ever faced.”

Canada and U.S., longtime frenemies on climate change, join forces at last

At long last, two countries that share a border will also share a comprehensive plan for climate action.

Serious climate conversations between the U.S. and Canada have been few and far between over the years. This week, the two countries are expected to present a unified front with a climate change agreement, a rare event, given that they have long been on opposite ends of the climate action spectrum.

The two nations’ leaders, U.S. President Barack Obama and Canadian Prime Minister Justin Trudeau, will announce a series of joint measures this week during a meeting at the White House. According to The Guardian, the agreement is expected to include pledge to cut up to 45 percent of methane emissions — a greenhouse gas that is roughly 80 times more potent than carbon dioxide — from oil and gas industries. During a White House press call on Tuesday, Todd Stern, U.S. special envoy for climate change, said that the meeting would focus on short-lived pollutants like methane, hydrofluorocarbons (potent greenhouse gases used in refrigerators, aerosols, and air conditioners), and black carbon (a particulate component of soot). Officials also expect the agreement to call for a decrease in diesel fuel and more funding for Arctic climate research.

One major focus for the two Arctic neighbors is addressing warming at the pole, a region which is warming twice as fast as the rest of the world.

“There’s a kind of canary-in-the-coalmine quality to the Arctic, and it’s important to let people around the world know what’s going on there and the impacts there, which will, in turn, have impacts around the world,” Stern told reporters.

It’s a rare breakthrough for the two leaders — one at the end of his tenure and the other just four months in. For much of the past decade, the two countries have been at odds on climate policy. Before Trudeau’s election last October, Canada was led by conservative Stephen Harper, who steered Canada into a pit of dirty oil. Harper kept the oil sands industry afloat throughout his tenure, beginning in 2006. Harper turned Canada into a booming petrostate, muzzling climate scientists who spoke out and  pushing hard for companies to be able to suck up the dirty substance lying under massive tracts of forest in Alberta. At the very same time, Canada’s neighbor to the south elected a Democrat in 2008, Obama, who promised to cut greenhouse gas emissions, amp up investments in clean energy, and was rumored to veto the Keystone pipeline (an action that he did in fact take in February 2015).

Before Harper’s administration, Canada had more of an appetite to fight global warming. Former Prime Minister Paul Martin, a liberal who served in office from 2003 to 2006, ratified the Kyoto Protocol, a global treaty to cut emissions. But the U.S. was under the eight-year reign of President George W. Bush, who opposed Kyoto, allegedly tried to block public scientific data on climate change, and broke campaign promises to limit carbon dioxide emissions from coal plants. “To the reticent nations, including the United States, I say this: There is such a thing as a global conscience,” Martin said about his southern neighbors in a 2005 conference in Montreal.

It’s not yet know exactly how far-reaching the terms will be in the expected climate agreement announced this week. But in a town hall hosted by The Huffington Post this week, Trudeau said that the moment was a “nice alignment between a Canadian prime minister who wants to get all sorts of things done right off the bat and an American president who is thinking about the legacy he is going to leave in his last year in office.” If all goes well, that legacy will finally include climate policy that crosses both country borders and longstanding ideological divides.

The Planet Just Shattered Another Heat Record

Hot enough for ya? It should be: January 2016 was the hottest January globally since records began in 1880. And it didn’t just edge out the previous record holder for January, it destroyed it.

The temperatures used here are land and ocean measurements analyzed by the NASA Goddard Institute for Space Studies, using NOAA temperature measuring stations across the world. These are extremely high quality and reliable datasets of global temperature measurements—despite the fallacious cries of a few.

If you want to see how temperatures have changed over time, it’s useful to compare them to an average over some time period. GISS uses the dates 1951–1980; it takes all the temperatures over that range for a given month, averages them, then subtracts that number from the average temperature measured for a given month. This forces the monthly range of 1951–1980 to give an average equal to 0, which is used as the baseline. You can then easily read off how much monthly temperatures deviate from that average, which is called the temperature anomaly; if a month is colder than usual for that month in the data, that shows up as a negative anomaly. If it’s warmer, the anomaly is positive.

The global temperature anomaly for January 2016 was 1.13° Celsius. That makes it the hottest January on record (the previous record was 0.95° C in 2007). But there’s more: 1.13° is the largest anomaly for any month since records began in 1880. There have only been monthly anomalies greater than 1°C three times before in recorded history, and those three were all from last year. The farther back in the past you go, the lower the anomalies are on average.

Yes, the world is getting hotter.

On the blog Hot Whopper (and on ThinkProgress) it’s shown that a lot of January’s anomaly is due to the Arctic heating up far, far more than usual, as it has been doing for some time. The temperature map above makes that clear.

Look at how much warmer the Arctic is! Not surprisingly, Arctic sea ice was at a record low extent in January 2016 as well, more than 1 million square kilometers lower than the 1981–2010 average. But almost the whole planet was far hotter in January 2016 than the 1951–1980 average.

A lot of deniers will say this is a statistical fluctuation; sometimes things are just hotter. That is utter baloney. If that were true, you’d expect just as many record cold days/months/years as warm ones. Two Australian scientists looked into this and found record hot and cold days were about even…until the 1960s, then hot days started outpacing cold ones, and from 2000 to 2014 record heat outnumbered record cold by a factor of 12 to 1.

As it happens, we’re in the middle of an El Niño, an event in the Pacific Ocean that tends to warm surface temperatures. This is also one of if not the most intense on record. Some of that record-breaking heat in January is due to El Niño for sure, but not all or even a majority of it. As I pointed out recently, climate scientist Gavin Schmidt showed that El Niño only accounts for a fraction of a degree of this heating. Even accounting for El Niño years, things are getting hotter.

The root cause is not El Niño. It’s us. We’ve been pumping tens of billions of tons of CO2 into the air every year for decades. That gas has trapped the Earth’s heat, and the planet is warming up.

Several of the months in 2015 were the hottest on record, leading to 2015 overall being the hottest year ever recorded (again, despite the ridiculously transparent claims of deniers). Will 2016 beat it? We can’t say for sure yet, but judging from January, I wouldn’t bet against it.
