Report: Repeal or “Reform” of the Renewable Fuel Standard Would Doom Advanced Biofuels

After years of innovation and investment, the cellulosic biofuels industry is now deploying the lowest carbon, most innovative fuel in the world at commercial scale. A new report from Third Way details the promise and progress of this growing sector, and warns that attempts to repeal or “reform” the Renewable Fuel Standard (RFS) could stifle innovation and threaten a potentially transformative industry.

Since its passage, the Renewable Fuel Standard has encouraged billions of dollars in R&D as well as additional investments into cellulosic biofuels, the next generation of clean, renewable fuel.

The widespread production of cellulosic biofuels, made from fibrous, non-edible plant material, would allow the U.S. to lower its greenhouse gas emissions, reduce its reliance on oil, and create new opportunities for growth in the agriculture and technology sectors.

While the federal government has aggressively encouraged the development of cellulosic biofuels for the past decade, this emerging sector has recently reached the cusp of success.

Key to this progress has been the existing corn ethanol industry. As the report notes, the corn ethanol industry has helped overcome the technological and economic challenges that have stifled many cellulosic projects. Efforts to alter the eligibility of corn-based biofuels for meeting the requirements of the RFS would be damaging to the emerging advanced biofuels sector. The report notes that:

“While proposals to gut only the corn section of the RFS may not be intended to endanger the development of cellulosic ethanol, this is exactly what would occur. Given the nuances of current fuel markets and how they interact with the RFS, these proposals will discourage cellulosic ethanol investment by companies with a large stake in corn ethanol — the very companies that are helping to commercialize this long-sought fuel.”

The Third Way report offers yet another example of how the RFS is a key part of building an energy policy that encourages innovation, creates jobs, and enhances our national security.

This weekend, Americans across the country will celebrate the achievements of American workers — including the workers that support the US biofuels industry.

Since the passage of the Renewable Fuel Standard (RFS) in 2005, the renewable fuel industry has grown by leaps and bounds. Today the renewable fuel sector supports more than 850,000 jobs and generates $46.2 billion in wages annually in the United States. Altogether, the biofuels sector creates $184.5 billion each year in total economic activity for the United States — amazing progress in just a few short years.

But these numbers don’t represent the full picture. With more than 840 facilities supporting renewable fuel production, distribution, and research throughout the country, this growing industry supports workers in cities and states from coast-to-coast. Did you know that:

In Iowa, the biofuels industry supports more than 73,371 jobs and $5.0 billion in wages each year.
In Nebraska, the biofuels industry supports 39,629 jobs, and $2.9 billion in wages annually.
In Colorado, the biofuels industry supports 10,619 jobs and $642.2 million in wages each year.
In Michigan, the biofuels industry supports 22,794 jobs and $1.1 billion in wages annually.
In California, the biofuels industry supports 59,665 jobs and $3.7 billion in wages each year.
In New Hampshire, the biofuels industry supports 2,156 jobs and $138.7 million in wages annually.
In North Carolina, the biofuels industry supports 13,687 jobs and $692.9 million in wages each year.

As the Obama Administration prepares to issue the 2014 Renewable Fuel Standard, it’s important to know that the renewable fuels sector supports billions in economic activity across our country — thanks in no small part to investments in the biofuels industry made possible by the Renewable Fuel Standard.

United Airlines Buys Big Into Biofuels

Could the move help clean up a notoriously dirty industry? UnfinishedPortraitmaker/Flickr United Airlines is taking a significant step forward in its use of biofuel with a plan to buy 15 million gallons of the stuff during the next three years. The airline signed an agreement with AltAir Fuels to buy fuel it will use on flights departing Los Angeles beginning next year. United says the renewable jet fuel is “price competitive” with the fuel now used by airlines and should, on a lifecycle basis, reduce greenhouse gas emissions by at least 50 percent. “This is a great day for United and the aviation biofuels industry,” Jimmy Samartzis, the airline’s director of environmental issues, said in a statement. The news comes after a period of relative quiet about the use of aviation biofuel. There was a flurry of activity in the time between 2009 and 2011 as airlines around the world announced demonstration flights and passenger flights using a variety of biofuels. Even the military was burning biofuel in fighter jets. But the high cost of alternative fuels at the time made it unlikely cost-conscious airlines would embrace them for the long term. Week in the News: 30 Governors Pledge Support for Renewable Fuel Standard

This week saw a number of exciting developments in the world of renewable fuel. Here are some the top stories:

Governors from thirty states – the Governors’ Biofuels Coalition – have issued a letter calling on Congress to protect the Renewable Fuel Standard.
A new analysis by Bloomberg New Energy Finance projects that by 2016, the price of cellulosic ethanol made from trash or crop waste will match that of corn ethanol as companies continue to commercialize its production.
In Oregon, ZeaChem began production of cellulosic ethanol at its demonstration plant, which has the capacity to produce 250,000 gallons of renewable fuel every year.
RFA President Bob Dineen and Growth Energy CEO Tom Buis set the record straight with Businessweek, explaining that ethanol RINs aren’t to blame for high gas prices.
Speaking at the World Biofuels Markets conference in Rotterdam, former NATO commander General Wesley Clark accused the oil industry of actively working to block the progress of renewable fuels.
Tom Hicks, the Deputy Assistant Director of the Navy for Energy, tells Mother Jones that despite automatic federal budget cuts (aka sequestration), the Navy will continue full steam ahead with its biofuels program.
