Bloomberg proposes banning plastic foam containers, probably because they can hold soda

When I was a kid, you could come to New York City and buy a big soda in a large styrofoam cup. (You could also get murdered a lot more easily or score some drugs or afford a place in Soho, but that’s not my point here.) Big soda kept cool in a nice big cup — paradise, in its way.

Last year, Mayor Michael Bloomberg decided that the big soda had to go. And this year, according to reports, he’s got his eyes on that cup. From Bloomberg (the media company, not the mayor for whom the company is named) (New York is a complicated place) (the city, not the state from which the city is named):

In his final State of the City address today, the third-term mayor will attempt to cement his legacy as a leader who made the most-populous U.S. city healthier and more environmentally friendly. His office previewed portions of the speech that focused on three initiatives intended to boost air quality, recycling rates and sustainability.

A requirement that 20 percent of all newly constructed public parking spaces be outfitted to charge electric vehicles would create 10,000 such spots within seven years. The plan would need City Council approval. A pilot program to collect curbside food waste from Staten Island homes to use as compost for parks would expand citywide if successful, cutting down on the 1.2 million tons of scraps sent to landfills each year.

(Apparently the city could use more charging stations.)

These are significant initiatives but, as suggested above, it’s the mayor’s proposed ban on Styrofoam cups and containers that’s gotten much of the attention. It fits nicely with the image of Bloomberg as anti-fast-food, but he will note that it’s actually anti-trash. As the Bloomberg article notes, New Yorkers throw away 20,000 tons of plastic foam a year. While the city’s garbage production is in decline, that’s still a lot of waste.

Bloomberg gave his State of the City address on a stage at Brooklyn’s new, leaky Barclays Center under sports-arena-appropriate banners celebrating his accomplishments. “419: Record Low in Homicides in 2012.” “52 Million: Record Visitors in 2012.” And one he’s put specific focus on: “80.9: Record High Life Expectancy.”

Not listed: “7 million: Fewer pounds of garbage a day.” Perhaps because he’s waiting for that number to improve a little more.

Manhattan micro apartments will come at a high price

Are you sick of micro apartments yet? Well, too bad. Yesterday New York City Mayor Michael Bloomberg announced the winner of a competition to design teensy live-in closets for an East Side apartment complex of 55 units. Here are drawings of the winning design, showing how an apartment might be adapted throughout the day:

To make up for the shoe-box dimensions, the building will offer residents common spaces like a rooftop garden and lounge area on nearly every floor. The aim is to offer more such tiny apartments throughout the city as affordable options for the young singles, cash-poor and empty nesters who are increasingly edged out of the nation’s most expensive real-estate market…

If the pilot program is successful, New York could ultimately overturn a requirement established in 1987 that all new apartments be at least 400 square feet.

A third of Manhattan residents live alone, and apparently hate the idea of communal housing, so Bloomberg says the city needs these units to “keep us strong in the 21st Century” with “new ideas” and the young gentry that hatch them. Young gentry like Manhattan resident Sam Neuman, who loves his tiny apartment, but not in a super-healthy way:

“I’ve developed this weird Stockholm Syndrome, which you identify with your captors,” said the 31-year-old publicist. “When I go to other people’s apartments, I think, ‘Why do they need more than one bedroom?’ I’m really very happy here. There’s not really time to let things accumulate because … where would I put them?”

Neuman’s point is legit: Doing more with less is great. More people want to live alone than ever before, and tiny house porn is the cutest of all the house porns. But these micro units are not an affordable housing strategy, though they’re often pitched as exactly that. In many cities, they’re exempt from rent-control measures.

The Wall Street Journal reports that 40 percent of the apartments in the city’s first micro-unit building will rent out at under market rate, but most will cost as much as a standard and much larger studio, further driving up the per-square-foot price of housing in one of the country’s most expensive cities.

Micro apartments address density, but not diversity or affordability. If we want our cities to grow, we need to make room for families and others who are not content or able to squeeze into homes the size of a parking space.

Oil companies turn to trains instead of Enbridge’s leaky pipes

Enbridge — the Canadian company responsible for the worst onshore oil spill in American history when a pipe near Kalamazoo, Mich., ruptured in 2010 —  is suffering from oil companies’ newfound fondness for rail.

From Bloomberg:

Enbridge Inc.’s North Dakota pipeline system has been underused for the past three months as railroads move more oil out of the Bakken shale play, a refining company told U.S. regulators. …

Railways have emerged as a competitor to pipelines as production from shale fields has grown faster than pipeline space. While rail is typically more expensive than pipelines, railcars can reach markets that pipelines don’t, yielding higher prices for producers.

How big is the capacity difference?

The largest oil rail-car shipper in the Bakken is Burlington Northern Santa Fe LLC, owned by Warren Buffett’s Berkshire Hathaway Inc. The company plans to boost its crude-oil shipments by 40 percent to 700,000 barrels a day by the end of this year, Chief Executive Matt Rose told Bloomberg in a phone interview this month.

Enbridge’s North Dakota system can transport 210,000 barrels a day from Minot to Clearbrook, Minnesota, according to the company’s website.

That’s a difference of half a million barrels. Even if Enbridge’s plans to expand its pipeline system go through, it won’t be enough to meet demand.

A possible other factor: I read somewhere that Enbridge was responsible for the largest onshore oil spill in American history. One of the primary considerations of oil companies when deciding how to ship their oil is almost certainly confidence that the oil will get where it’s supposed to go, and not end up in a river somewhere. It is hard to sell river oil, Enbridge! You should write that down.

Hey, hey! Happy times at Chevron headquarters, located at 10 Satan Street in a secret city that hovers out of sight behind storm clouds. The company’s fourth quarter profits will be “notably higher” than third quarter profits! (Third quarter revenues for the company were only $56 billion. Sad face.)

From Bloomberg:

The outline given by the second-largest U.S. oil producer by market value hints at a bright succession of earnings reports when the world’s biggest publicly traded energy producers begin releasing results in coming weeks, said Brian Youngberg, an analyst at Edward Jones & Co. in St. Louis.

“Chevron’s results certainly provide an optimistic preview of what its peers in the integrated energy sector have in store,” Youngberg said in a telephone interview yesterday.

Hooray! Optimism in these dark times. Refreshing.

As for ExxonMobil:

Exxon, based in Irving, Texas, is expected to report net income of $43.8 billion for 2012, according to the average of six analysts’ estimates compiled by Bloomberg.

Clap clap clap clap! It will either spend that $43 billion by giving $6 to every living human being or by buying more things that enable it to suck more oil out of the ground more quickly to hasten the planet’s wrenching slide into a changed climate. (Sad face.)

Somewhere, behind the darkest cloud in the night sky, a toast is made. “To as much as we can get, as soon as we can get it.” Glasses clink. A single lightning bolt flashes to the ground leaving a scorched “X” that marks yet another place to drill.

NYC Mayor Bloomberg calls for climate preparedness, reviews Sandy recovery

Mike Bloomberg’s tenure as mayor of New York has been bookended by disaster. The primary election that vaulted him to his position was originally scheduled for Sept. 11. And with just over a year left in his term: Sandy. This morning, in a high-profile speech, Bloomberg made his case for how New York will prepare for the next climate disaster.

The mayor’s first two terms, from 2002 to 2010, were largely defined by 9/11 and how he and the city responded. The massive increase in the reach and power of the NYPD happened under Bloomberg — as did a variety of foiled terror plots of various likelihoods and origins. Bloomberg’s mantra has been safety, how even allowing NYPD to infiltrate out-of-state mosques and run a blatantly discriminatory stop-and-frisk system is worth it because crime dropped and no bombs exploded.

In 2007, just shy of halfway through his second term, Bloomberg announced PlaNYC, a push to prepare the city for a changing climate. “We’re going to seize this opportunity,” Bloomberg said at the time, “to lead the way forward and create the first environmentally sustainable 21st-century city.” The plan moved forward without much fanfare, particularly once a signature element, congestion pricing, was killed. Nonetheless, as Bloomberg noted today (and as we’ve discussed before), the city launched a $2.4 billion green water infrastructure plan, revamped zoning, and restored wetlands.

What Sandy showed was how spotty the city’s preparation actually was, five years down the road. While large portions of New York City woke up the day after the storm, yawned, and went about their business, hundreds of thousands woke up in the dark. Thousands woke up above flooded first floors. Dozens never woke up. Today, five weeks afterward, parts of the largest, richest city in America are still dark; just blocks from the arhythmically beating heart of the world of finance, massive buildings are still not ready to be reentered.

At this morning’s event in lower Manhattan, Bloomberg joined Al Gore and Michael Brune, executive director of the Sierra Club, to outline how the city would recover from Sandy and work to prevent similar damage from happening again in the future. Held at a hotel that had been flooded during the storm by the Hudson River, which lies just across the street, the event felt like a scene from the end of a disaster movie — the celebrity mayor describing how the city would rebuild, but smarter; would again plan for the future, but wiser. “Remember: There are no panaceas or magic bullets,” Bloomberg noted, in perhaps the most elegant summary of the speech. In a city as diverse and distributed as New York, the problems and points of failure are innumerable.

Bloomberg first detailed the recovery efforts. “In our city’s long history, we’ve never had a storm like Sandy,” he said. The surge at the Battery exceeded 14 feet — something that FEMA gave a less than 1 percent chance of happening. After 2011′s Hurricane Irene, the city remapped Zone A, the area most likely to flood in a big storm. Flooded areas again far exceeded Zone A — and extended far past the areas designated as a 500-year flood zone in FEMA’s most recent map of possible flooding. It is from 1983.

In the weeks since Sandy, the Department of Sanitation removed some 350,000 tons of debris and wreckage from flooded areas. The city has provided loans to nonprofits and small businesses. A sewage treatment plant in the Rockaways was brought back online in two days, Bloomberg noted, comparing it obliquely to the facility in New Jersey that’s still not working properly. The city is assisting homeowners in finding contractors to assess and repair gas and electrical systems — all on FEMA’s tab.

But the heart of Bloomberg’s presentation was on moving forward. “We live next to the ocean, and the ocean comes with risks that we just cannot eliminate,” the mayor said. He disparaged the much-discussed idea of a seawall, but suggested that other systems — dunes and levees, for example — could be effective in lessening damage. People will be allowed to rebuild by the shore, but with flood mitigation measures in place and with revamped height restrictions to prevent buildings from being flooded. Throughout the city, cell towers will need to have backup systems that last for more than eight hours. ConEdison, the largest regional power provider, will invest $250 million in upgrades to prevent the sort of widespread blackout that is still ongoing in parts of the city.

As the push begins in earnest for funding from Washington — earlier today, the president suggested he’d seek $50 billion in relief, far less than regional leaders have sought — the mayor was deliberate in thanking the federal government for its efforts. He did, however, note that it was at times slow: The city will move ahead with its own assessment of better preparing for flooding while the Army Corps of Engineers undertakes a three-to-five-year study process.

One of the more striking aspects of this morning’s event was the tonal difference between Bloomberg and the man who introduced him, Al Gore. Gore railed against government inaction. “What will it take for the national government to wake up?” he asked.

Our democracy has been hacked. It no longer functions as it is intended to, to serve the public interests. And when the large carbon polluters and their ideological allies tell the members of Congress, they do say: how high? …

This country is the only nation that can provide global leadership. And the dysfunctional governance globally is directly related to the dysfunction of the government here, in our own country.

Perhaps because of the need for votes from those members of Congress, Bloomberg demurred from similar exhortations, even saying that “you can argue about what caused the weather to change,” but it is changing.

At one point, Bloomberg almost wistfully noted the resilience of New Yorkers and the city’s long tradition of recovery from disaster — including 9/11. Quoting former Mayor Ed Koch, “New York City is where the future comes to audition.” The mayor regularly and proudly notes how the city passed the audition posed by 9/11. But that was unforeseen, unexpected, an improv. Climate change has been a shadow approaching on the horizon that many people, including Bloomberg, have seen coming.

“We may or may not see another storm like Sandy in our lifetimes, but I don’t think it’s fair to say that we should leave it to our children to prepare for the possibility,” Bloomberg said this morning. The mayor’s legacy may very well be not how the NYPD and the FBI set up and knocked down a few Muslim men, but how he laid the groundwork for a New York that is truly prepared for climate disaster. No doubt to Bloomberg’s consternation, he only has one year left to do so.

Modern-day Robin Hoods: Stealing construction supplies from the rich to give to the Sandy-hit poor

Superstorm Sandy not only revealed the massive class divisions in New York City, but also made them worse. As wealthier areas in Manhattan recover, poor and working-class communities in Brooklyn, Queens, and Staten Island are still struggling.

Some New Yorkers have taken a decidedly illegal tack to solving this problem. From their press release:

Over the past two weeks, a group of concerned New Yorkers has been expropriating thousands of dollars worth of tools and materials from luxury residential developments across Manhattan and delivering them to neighborhoods devastated by Superstorm Sandy.

The confiscated materials, some of them never even used, include: shovels, wheelbarrows, hand trucks, pry bars, tarps, buckets, hard bristle brooms, industrial rope, contractor trash bags, particulate masks, work lights, work gloves, flashlights, heat lamps, and gasoline.

Liberated from their role in building multimillion-dollar pieds-à-terre for wealthy CEOs and Hollywood celebrities, these tools are now in the collective hands of some of the hardest-hit communities in the city where they are now being allocated and shared among the people who need them most. These expropriations will continue as long as the demand for them exists.

The project — can I call it a project? — has far bigger ambitions than just wheelbarrows.

Here is New York: a city in which people write rent checks by candlelight, huddle around gas ovens for warmth, and are housed in shelters that are literally prisons — this is a city in which the darkness and misery are indeed all too literal. Luxury up front, desolation behind: this New York is but a cruel Dickensian reboot of a city.

A cold winter is nearly upon us. In the coming days, Bloomberg will doubtless be seen doling out turkeys and vague promises at any variety of overflowing city shelters while the shutters snap away. As the rich and powerful ladle out their meager scraps and twist their faces into caring regard, those of us who envision a better world will be out in the streets, maneuvering in the dark, trying.

Another world is possible, but capital’s scraps won’t get us through this holiday season, let alone the long, hot future ahead.
