After 3 hot years, reefs can finally chill a little.

This week, New York Mayor Bill de Blasio’s office announced a new initiative to combat climate change–augmented extreme heat in the city. It comes down to: Plant a tree! Make a palThose are actually not bad ideas. 

The $106 million package — dubbed Cool Neighborhoods NYC, which, yikes — will largely go to tree-planting across more heatwave-endangered communities in the South Bronx, Northern Manhattan, and Central Brooklyn. Funding will also further develop the unpronounceable NYC °CoolRoofs program, which aims to cover 2.7 million square feet of city roofs with foliage.

But, to me, the more noteworthy component of the plan is Be A Buddy NYC — again, yikes — which “promotes community cohesion” as a means of climate resilience.

“A heat emergency is not the time to identify vulnerable residents,” explains the Mayor’s Office’s report. “Rather, it is important to build social networks that can help share life-saving information prior to such an emergency, and can reach out to at-risk neighbors during an extreme heat event.”

The new policy supports the argument that this whole community engagement thing is a crucial tactic in the fight against climate change.

Sex, Drugs, and Oysters: This Book Explains What It’s Really Like to Work at a Fancy Restaurant

It takes Tess, a 22-year-old waitress new to Manhattan, about three months to master the art of balancing three plates on one arm. It’s not long before a fine-dining restaurant kitchen becomes her whole world, and its crew of employees, her family. Tess quickly adapts to a life of cocaine-addled adventures in Sweetbitter, novelist Stephanie Danler’s coming-of-age story.

Danler drew detail from her own experience working as a back-waiter, bartender, and restaurant manager in New York City. In our latest episode of Bite, we talked to Danler about her career waiting tables while moonlighting as a writer, how restaurant staffs mirror families, and the fast life that often comes with a job in the service industry. We also talked about our favorite food-filled fiction.

Inspired by Danler, we polled Mother Jones staffers and readers for some of their favorite descriptions of food in novels. Here, in no particular order, are their responses. Enjoy, and leave your ideas in the comments.

1. High Bonnet: A Novel of Epicurean Adventures, by Idwal Jones, originally published 1945, a new edition available with a great intro by Anthony Bourdain. Balzac in cook’s whites—earnest young guy from the provinces goes to Paris with the intention of making it big as a chef, experiences mishaps, triumphs, etc. Great stuff on the inner workings of the kitchen model that still dominates the restaurant scene, even here in the United States: the “brigade” system, modeled after the military, characterized by strict hierarchy and division of labor—the intrigues, betrayals, hazings, unexpected acts of solidarity and kindness. And great food descriptions! Bourdain wrote that with a few tweaks, it could have been set in modern NYC. -Tom Philpott

2. Dorothy Canfield Fisher’s Understood Betsy, with its wonderful descriptions of the meager meals Betsy had before she went to live in Vermont, and the hearty meals she had once she moved there, and of course the great descriptions of butter churning and the like. -Linda B.

3. The Corrections, by Jonathan Franzen. This novel follows an elderly couple from the Midwest and their three adult children. One is a hipster chef in Philly, who experiences culinary triumphs and misadventures, and another is Chip, a disgraced academic who’s down on his luck. Franzen creates a hilarious scene when Chip attempts to buy food at a market on Grand Street in New York City (cleverly dubbed the “Nightmare of Consumption”) and realizes he can’t afford much of the fancy food items. -Tom Philpott
A sample: “Finally he abandoned the Italian idea altogether and fixed on the only other lunch he could think of–a salad of wild rice, avocado, and smoked turkey breast. The problem then was to find ripe avocados. He found ripe avocados that were the size of limes and cost $3.89 apiece. He stood holding five of them and considered what to do. He put them down and picked them up and put them down and couldn’t pull the trigger. He weathered a spasm of hatred of Denise for having guilted him into inviting his parents to lunch. He had the feeling that he’d never eaten anything in his life but wild-rice salad and tortellini, so blank was his culinary imagination.”

4. My first book, Island of a Thousand Mirrors. Lots of Sri Lankan food. I’ve had readers say it makes them want to cook it. -Nayomi Munaweera

5. The Hundred-Foot Journey, by Richard Morais. Only 100 feet separate a traditional French restaurant and a new Indian eatery across the street, but there is a world of cultural distance between the two. The novel, set in the foothills of the Alps, follows the son of the Indian restaurant’s owners, from his introduction to cooking as a boy in Mumbai to his education at the French restaurant and beyond. Steven Spielberg’s 2013 movie version starred Helen Mirren and Manish Dayal. -Jenny Luna
A sample: “This was a weekly ritual at the restaurant, a constant pushing of Bappu to improve the old recipes. It was like that. Do better. You can always do better. The offending item stood between them, a copper bowl of chicken. I reached over and dipped my fingers into the bowl, sucking in a piece of the crimson meat. The masala trickled down my throat, an oily paste of fine red chili, but softened by pinches of cardamom and cinnamon.”

6. If you read Laura Ingalls Wilder’s Little House books as an adult, as I just did (to my daughter), you realize it’s all about food. Probably because the Ingalls family was frequently hungry. Lots of cream. Salt pork. Beans. Corn porridge and corn bread. Butter. Wild game. Bear meat. Quail. Sugar on everything. The beginning of comfort food. -Moises V-M

7. In the memorable first scene of Toni Morrison’s Beloved, an ex-slave welcomes an old friend into her house with Southern biscuits. Meals play many different roles throughout this heart wrenching novel. -Kiera Butler

8. The description of making molasses snow candy in Little House on the Prairie blew my mind as a snowless southern Californian kid. It just seemed so fun. -Sarah Z.

9. All of the Yashim mysteries, by Jason Goodwin. (The Janissary Tree is the first one.) Cooking in Istanbul, with fresh ingredients. -Jan H.

10. The Joy Luck Club is Amy Tan’s classic, heartfelt story of Chinese-American women coming together to tell stories over food and games of mahjong. -Jenny Luna

11. Patrick O’Brian’s Aubrey-Maturin novels. Lots of mouthwatering early 19th century shipboard meals: spotted dick pudding, toasted cheese, burgoo, hard tack with weevils. -Heine C.

12. Like Water for Chocolate: A Novel in Monthly Installments with Recipes, Romances, and Home Remedies, by Laura Esquivel. This sensuous novel focuses on a young woman who is in love with her sister’s suitor. Because she can’t express her emotions, she instead unleashes them in her food—with powerful results. -Jenny Luna

13. Cormac McCarthy’s All the Pretty Horses. So much camp coffee, so many tortillas. -Casey M.

14. The Epicure’s Lament, by Kate Christensen. A dying man plans on relishing his final days alone in his family’s mansion with copious amounts of food and whiskey—but his family members have other plans. -Jenny Luna

15. Sylvia Plath was interested in the shame most women associated with the sensual pleasure of eating. In The Bell Jar, she delves almost comically into how much Esther loves to eat compared to the other girls on her college internship. -Katie F.
A sample: “In New York we had so many free luncheons with people on the magazine and various visiting celebrities I developed the habit of running my eye down those huge handwritten menus, where a tiny sir dish of peas cost fifty or sixty cents, until I’d picked the richest, most expense dishes and ordered a string of them. We were always taken out on expense accounts, so I never felt guilty. I made a point of eating so fast I never kept the other people waiting who generally ordered only chef’s salad and grapefruit juice because they were trying to reduce. Almost everybody I met in New York was trying to reduce…Under cover of the clinking of water goblets and silverware and bone china, I paved my plate with chicken slices. Then I covered the chicken slices with caviar thickly as if I were spreading peanut butter on a piece of bread. Then I picked up the chicken slices in my fingers one by one, rolled them so the caviar wouldn’t ooze off and ate them.”

16. Dickens has amazing writing about food and not necessarily “good” food. I read Great Expectations years ago and I still describe it as “bolting” my food. -Tej S.

17. Desperate Characters, by Paula Fox. Not only does this novel dramatize the first stirrings of the gentrification wave that would decades later transform Brooklyn—it’s set mainly in Cobble Hill—it also beautifully depicts the late mid-century stirrings of foodie-ism that would later engulf US culture. -Tom Philpott

Burning coal for electricity continues its steep slide into history.

U.S. cities are packed with about 5 million medium-sized buildings — schools, churches, community centers, apartment buildings. Most use way more energy than they should. Many also have poor airflow and dirty, out-of-date heating and electrical systems. Those conditions contribute to high inner-city asthma rates and other health concerns.

“These buildings are actually making children sick,” says Donnel Baird, who grew up in such a place. His parents, immigrants from Guyana, raised their kids in a one-bedroom Brooklyn apartment, relying on a cooking stove for heat. Baird eventually moved to the South and then attended Duke University, before returning to New York as a community organizer in 2008.

In 2013, Baird launched BlocPower, which provides engineering and financial know-how to retrofit city buildings. The technical part is cool: Engineers survey structures with sensors and smartphone apps, figuring out the best ways to reduce energy use, like replacing oil boilers with solar hot water. But the financing is critical; BlocPower builds the case for each project and connects owners with lenders. It has already retrofitted more than 500 buildings in New York and is expanding into Chicago, Philadelphia, and Atlanta.

“The biggest way for us to reduce carbon emissions right now,” Baird says, “is efficiency.”

US Authorities Just Indicted a Bunch of FIFA Officials on Corruption Charges

Swiss authorities just arrested officials from FIFA on American corruption charges.

As leaders of FIFA, soccer’s global governing body, gathered for their annual meeting, Swiss law enforcement officials arrived unannounced at the Baur au Lac hotel, an elegant five-star property with views of the Alps and Lake Zurich. The arrests were made at the request of the United States Justice Department, which brought charges in the Eastern District of New York, based in Brooklyn, according to law enforcement officials.

Prosecutors planned to unseal an indictment soon against more than 10 officials, not all of whom are in Zurich, three law enforcement officials said. The charges include wire fraud, racketeering and money laundering.

USA! USA! Switzerland, also! USA!

NYC Doctors Allegedly Used Free Shoes to Lure Homeless Into Medicaid Fraud

Nine New York City physicians and 14 other medical workers have been charged with fraudulently billing Medicaid $7 million dollars in expenses for homeless and poor patients whom they convinced to undergo unnecessary medical testing in exchange for free shoes, Reuters reports.

Brooklyn District Attorney Ken Thompson said in a statement: “These defendants allegedly exploited the most vulnerable members of our society and raked in millions of dollars by doing so.”

The doctors allegedly offered the “guinea pigs”—as the medical workers referred to the homeless and poor patients they recruited from shelters and welfare centers—a free pair of kicks if they produced a Medicaid card and agreed to have their feet examined. Prosecutors said that in some cases the patients underwent unneeded physical therapy, extensive testing that sometimes lasted days, and were given leg braces and other pieces of equipment they had no use for.

Daniel Coyne, deputy Medicaid inspector general for investigations, told Reuters that by getting the arbitrary testing, the patients’ actual medical problems could have gone untreated.

If convicted, the doctors face up to 25 years in prison.

Depending where you start counting, Liam Bailey‘s debut full-length album, Definitely Now, has been at least five years in the making. In 2011, the Nottingham-raised Brit was set to release a full-length on Polydor, produced by Salaam Remi (Nas, Amy Winehouse, Nelly Furtado). But his dissatisfaction with being molded into a pop product precipitated the album’s cancelation and a release from his contract. Bailey had previously put out two EPs on Amy Winehouse’s Lioness Records and a single on the Brooklyn label Truth & Soul, in addition to performing with folk-rock project The Accidental and the electronic music duo Chase & Status.

Definitely Now was finally released last week on Remi’s Sony imprint, Flying Buddha. Reviewed here by Mother Jones‘ Jon Young, it brings new energy to Bailey’s sound, adding crunchy rock-and-roll to his soul, folk, and reggae influences. I met with Liam at his current home, an apartment in Williamsburg, Brooklyn, to talk about the evolution of his music. The following is in his words.

When you’re playing around and you don’t know anything, you’re fearless because you don’t know the rules that are there to be broken. It’s frustrating when I learn—the joy goes out of it. Once I’ve learned it, I get a bit scared about bending the rules, whereas when I didn’t know a thing, I’d go, “Fucking hell, I did that? It sounded really good!”

When I came to London, I knew how to play guitar, but I’d never played it live or anything like that. I’d been playing acoustic stuff and making it up as I went along. And because of that, things were very soulful and reggae-ish. When I started making records—I’d always been told in Nottingham: “You sound better over softer music, soul music”—I thought, maybe I’m just getting it wrong.

Anyway, I was proven right: I do sound good on rock and roll. It happened all very naturally. Before, when I was recording, I wouldn’t allow myself to do certain things because I felt there was an expectancy to do certain things. Instead of forcing myself to do what I truly wanted to do, I found it easier just to cut off and go with the flow.

This time, I’ve been very focused. When you’ve been released from a contract that you’ve worked since 16 to get, there’s three things you can do: Shit it, and go on back to Nottingham. Crack on and get on with it. Or just become a drug addict or an alcoholic. So I cracked on, albeit with a heavy lifestyle.

Once I went into recording, Salaam was like, “I like this heavy vibe, I like this; you’re angry aren’t you?” But even then, no one seemed to complain when I put the electric down and picked the acoustic back up to play the earlier styles of music.

To get on the radio in the UK, you have to follow a formula. It’s not rocket science: Make sure the chorus is in by the 50th second. You bring in your G, your A, then bring in a minor chord for the emotive feeling. You’ve got your bridge coming in by 55th second; going around the cycle. Preferably be in your middle eight bars by 1:50. Don’t worry if the melody isn’t as strong as the lyric and vice-versa; actually don’t worry if the song’s not too strong, we can just chuck strings on it and do the dynamic Teen Spirit thing. And bang! Radio One will like it, you’re on the radio. And try to have a gimmick if you’ve got one. It’s that easy.

I was glad I got a pack full of lionesses at Turn First Management. We just walked into Polydor and said, “What are you doing?” And they decided I was better relieved of the contract. I only saw it as a blessing over this last year. I was like, “Fuck, I’ve had five years of doing what I love, getting myself into trouble, getting out of trouble, having laughs, and now I’ve got a record I truly am proud of. That was such a brilliant feeling.

Before, I couldn’t look some of my mates in the eye and play them some of the music. There were about four good songs on the canceled record. My mom liked a couple of them. I couldn’t have turned to her and said, “Mom, I’ve walked into Polydor and I’ve quit.” Because where we come from, you don’t do that. You just don’t do it.

There was always something, just in the knick of time, to kind of bring me back in to my music. Because there was one point where I could’ve gone on a warpath and really severed ties in the business in blind rage. And if I’d have done that, it’s very, very likely you wouldn’t be talking to me now.

I can be the very emotive, emotional town crier. I remember as soon as it was kosher to do so, ringing people and telling them exactly what I thought of them and not giving a fuck. Some people respected that about me, some people were offended, because they take what they do very seriously. I was always dogged by this thought of “poor me, I’ve had to make a compromise on the song. Poor me, I better ring my dad and tell him how down or upset I am because I’m struggling to to get a song out. I’ll just ring him up during his 14-hour shift on a Saturday night.” Come on, it’s music! Somebody said to me, “If your life’s in danger, it’s not worth it.”

Throughout the disappointment, I remember being kept busy with touring with Chase & Status, I remember good friends, writing with them, writing on my own as well—and I’d just do some of that really shamanic stuff late at night with my guitar. And you wake up in the morning and just cross your fingers for dear life it sounds good. I remember times it was particularly upsetting for me and the people around me, but it was all part of the process of exorcizing demons. My dad has always said that I learn the hard way. And I do tend to learn the hard way.

If I ever get to the point I where I’m locked off creatively like I was before, I’ll fuck it off and get a job. I don’t want one, but it’s fine. I’d rather do that then go through what I put myself through unnecessarily.

Certain times I was thinking, you know, this could be my only shot, my last shot. In a positive way, mind. I might not get another album. I’ve got to smash it. I can’t be going, “Oh, I wish I’d done that. I wanted to do that.” I wanted to get the acoustic in, the folksier side of what I love, and I wanted to get in fucking rock and roll!

Wondering What #NMOS14 Is?

Starting tonight at 7pm Eastern time, a National Moment of Silence event will be playing out in gatherings big and small across the country. It’s headed up by a New York-based activist and social worker who writes online as Feminista Jones and talked to USA Today about the event:

After an activist posted on Twitter that there would be a vigil in downtown Manhattan for Brown, Feminista Jones reached out.

“I wonder why they always have vigils so far removed from the people who are most likely to be affected by police brutality,” she wrote back to the poster. “I just know that people in the Bronx and Brooklyn will struggle getting there on Sunday trains.” (The correspondence is documented in a Storify.)

Plans for the peaceful assemblies began through that platform, then moved to Facebook. It’s an update to activism Jones compares to “phone banking and letter writing — just reaching 90,000 people.”

“We’re having a national moment of silence — one chord, one silent voice — to honor not only Mike Brown, not only Eric Garner, but all victims of police brutality, especially those who have lost their lives,” she said.

The Root, the online black culture and politics mag, is using the #NMOS14 tag to post heartbreaking photos of unarmed black men shot by police over the years, from Amadou Diallo to Kimani Gray to Oscar Grant to far too many others.

Openly Gay NBA Player Jason Collins Signed by Brooklyn Nets

The NBA will have its first openly gay active player. Jason Collins, who came out in Sports Illustrated last April, signed a 10-day contract Sunday with the Brooklyn Nets. When Collins steps on to the court, it will be the first time an athlete who is widely known to be gay will have played in an NBA, NFL, NHL, or MLB game.

Collins announced he was gay when, after a slew of injuries, he wasn’t on any team’s roster and he remained unsigned until the Nets recently reached out to him. Collins will likely make his first appearance in the Nets’ Sunday night game against the Los Angeles Lakers.

Collins’ NBA return comes as former University of Missouri football player Michael Sam is working out at the NFL Combine and preparing for the league’s May draft. Sam, who came out in February, is looking to be the first openly gay player in the NFL. John Amaechi became the first former NBA player to come out in 2007, though he did so after his five-season career was over. Glenn Burke, who played baseball for the Los Angeles Dodgers and Oakland Athletics from 1976 to 1979, may have been the first openly gay player in any major American professional sport—though reporters at the time kept Burke’s sexuality under wraps and the Dodgers even tried paying him to take part in a sham marriage. (Burke refused.)

Collins received the public backing of many NBA stars when he came out last year. That support continued during the signing process, with new teammate Kevin Garnett telling reporters, “I think it’s important that anybody who has the capabilities and skill level gets a chance to do something he’s great at. I think it would be bias, and in a sense, racist, if you were to keep that opportunity from a person.” Collins will wear jersey number 98 with the Nets in honor of Matthew Shepard, the University of Wyoming student whose brutal 1998 beating and death made him a gay rights martyr.

NYC’s Unsolved Murder Victims Are Disproportionately Minorities

Justice comes slower for homicide victims killed in New York’s poorer outer boroughs than it does for the denizens of rich, relatively homicide-free Manhattan.

That’s according to a New York Daily News investigation analyzing the number of homicide detectives the city assigns to assist local precincts during the critical first hours following a murder. The investigation also looked at how the city allocates the scarce resources of its cold case squad. Reporters found that there are 10 homicides detectives serving Manhattan South, an area where only 10 murders were reported in all of 2013—one homicide detective per case. By contrast, Brooklyn North, where 86 New Yorkers were murdered in 2013, has 17 homicide detectives—each handling an average of five cases.

The result is a staggering number of unsolved murders in Brooklyn, Queens, and Bronx precincts, the majority of which involve Latino or black victims. The News tallied 77 open murder investigations in Brooklyn, 39 in the Bronx, 26 in Queens, 15 in Manhattan, and two in Staten Island. The precincts with the most open murder cases are in Brookyln’s East Flatbush (10 out of 12 unsolved), Crown Heights, (nine out of 13 unsolved), and East New York (eight out of 17 unsolved) neighborhoods. The News found that 86 percent of last year’s homicides involving a white victim have been solved, compared with 45 percent of murders with a black victim and 56 percent of murders involving a Hispanic victim.

It’s not hard to figure out why such a disparity exists. “Manhattan is treated differently than the outer boroughs because that’s where the money is,” Joseph Giacalone, who retired last year as commanding officer of the Bronx Cold Case squad, told The News.

The scarcity of resources for murder investigations is partly explained by cuts and retirements that greatly reduced the number of detectives serving New York’s homicide and cold case squads. For example, there are roughly 1,500 unsolved homicides on the books in New York City. But the number of detectives working to make arrests in cold cases has plummeted, from 50 when the squad formed in 1996 to just eight today.

Still, the city’s clearance rate—the number of homicide arrests detectives make each year compared with the number of new homicides reported in the same time period—has averaged about 70 percent since the 1990s. Yet it’s the precincts in the poorer areas of outer boroughs have lagged behind badly. Manhattan homicides, Giacalone said, “get probably double the amount of cops that you see in Brooklyn…It’s just part of the deal.”

That is cold comfort to a person like Donna Rayside, whose son, Dustin Yeates, was killed in May in Brooklyn’s Flatland neighborhood. Police in that precinct, the 63rd, have not made an arrest in his case. “With eight killings in 2013, the 63rd precinct has among the fewest detectives per homicide in the entire city at 1.5, compared to most Manhattan precincts that have anywhere from five to 26 detectives per murder,” The News explains.

“It just seems like his case got swept under the rug,” Rayside told the Daily News. She is offering $8,000 of her own money for information that leads to the arrest of her son’s killer—as she fears police have dismissed her son’s slaying as merely “one black guy against another.”
