Why this U.N. climate summit is especially important

Thousands of diplomats from around the world are gathering today in Lima, Peru, in the latest round of wrangling to hammer out a deal to address climate change. This two-week conference is the COP20 — meaning, it is the 20th conference of parties to 1992’s U.N. Framework Convention on Climate Change.

Yes, we’ve been having a lot of these climate-related U.N. summits — one every year, in fact, plus the summit in New York City earlier this year, which wasn’t an official conference of parties. You, dear Grist reader, are more likely than most to reside in that small minority that finds every U.N. summit on climate change worth paying attention to — but this COP is really important, and even more worth paying attention to than the rest of them. That’s because negotiations are both more urgent and seem more likely to accomplish something than in years past.

First, the urgency: This conference is the last before the big one in Paris in 2015. That conference, the COP21, has taken on great significance among climate hawks because it could very well be the last chance for nations to cut a deal to avoid 2 degrees Celsius (3.6 degrees Fahrenheit) of warming, a target scientists have said will likely allow us to dodge some of the truly awful effects of global warming.

The hope is that the Lima conference will produce a draft document for nations to commit to in Paris in December 2015. In theory, between now and next spring, each nation will come up with a goal for how much they can cut their emissions, and announce their intention to meet that goal. Then, next December, world leaders will sign an agreement acknowledging those commitments, with plans to reconvene and assess how each nation is doing.

For a while, nations haven’t been willing to make these kinds of commitments — but things feel a bit more optimistic this time. Though it has its naysayers, the recent joint U.S.-China announcement that both nations have timelines in place for limiting their emissions made a difference. The announcement demonstrated that the two largest polluters are taking climate change seriously. The deal, in turn, puts the heat on the other big polluters — both those that bare a historical responsibility for global warming, like the U.S. does, and those that only recently industrialized, like China — to come up with a climate plan. The European Union recently announced a timeline to reduce emissions by 40 percent over 1990 levels, which only makes the pressure greater on countries like India, Russia, Brazil, Japan, Australia, and Canada to commit to their own timelines.

Still, in many of those countries, even with the building momentum, commitments face considerable hurdles. India has been wishy-washy, mostly indicating we shouldn’t expect an emission-reduction plan anytime soon. Canada and Australia have the significant impediment of being run by leaders who don’t really give a hoot about global warming. And even if commitments are made, they may swing into effect too late. Writes The New York Times’ Coral Davenport:

The problem is that climate experts say [emissions reduction] almost certainly will not happen fast enough. A November report by the United Nations Environment Program concluded that in order to avoid the 3.6 degree increase, global emissions must peak within the next 10 years, going down to half of current levels by midcentury.

But the deal being drafted in Lima will not even be enacted until 2020. And the structure of the emerging deal — allowing each country to commit to what it can realistically achieve, given each nation’s domestic politics — means that the initial cuts by countries will not be as stringent as what scientists say is required.

That’s bad news for the inhabitants of low-lying islands, farmers in the developing world, and even vulnerable communities in the United States, who are already at high risk.

But even though we’re going to have to deal with some climate changes no matter what, taking action sooner is far better than taking it later. Whether or not the world manages to stay below 2 degrees of warming, emissions will eventually have to be reduced significantly. We’re not on that path yet, but we may be getting closer. That’s why we’ll be watching the news from Lima.

Could Immigration Sink Obamacare at the Supreme Court?

David Savage writes today that President Obama’s executive order on immigration could have an unintended consequence: convincing Chief Justice John Roberts that Obama really is riding roughshod over the rule of law and needs to be reined in. And perhaps the latest challenge to Obamacare is just the place to start:

Two years ago, the chief justice surprised many by joining liberals on the court to uphold the constitutionality of Obama’s Affordable Care Act. And he probably holds the deciding vote in a second legal challenge to the healthcare law — one that seeks to eliminate government insurance subsidies to low- and middle-income enrollees in two-thirds of the nation.

But Roberts, an appointee of President George W. Bush, has shown an increasing skepticism toward what conservatives call Obama’s tendency to overreach….The question now is whether the president’s immigration action will influence the thinking of the justices, and particularly of Roberts, as they consider in the upcoming healthcare case whether the president exceeded his authority.

….Critics are appealing to Roberts and the court’s conservatives, arguing the president and his advisors have no power to unilaterally change a law passed by Congress. Their argument echoes the criticism voiced over Obama’s immigration directive, accusing the president of trying to fix a broken system by acting on his own rather than waiting for Congress.

Experts say that legally the healthcare case is a close call. If so, the outcome may turn on whether the justices are inclined to give the president the benefit of the doubt, or whether they believe it’s time to rein him in.

Granted, Savage is just speculating here. He really has no evidence for this at all and quotes nobody aside from a single legal expert from the Cato Institute. Still, you have to assume that perhaps Savage has been hearing rumors that prompted him to write this. And it certainly fits into speculation that Roberts may be hunting around for an excuse to atone for his apostasy two years ago when he upheld Obamacare in the first place.

It’s kind of unnerving to even suspect that Supreme Court justices might really think this way. But it’s hardly inconceivable. The law itself, along with the real-world consequences of the court’s actions, don’t seem to occupy a large share of the justices’ minds these days. These are becoming bleak times in Supreme Court land.

A Nuclear Deal With Iran Probably Won’t Happen

Over at Foreign Affairs, Aaron David Miller and Jason Brodsky run through four reasons that we failed to reach a nuclear deal with Iran by this weekend’s deadline. This is the key one:

An internal IAEA document that was prepared in 2009 detailed an April 1984 high-level meeting at the presidential palace in Tehran in which Khamenei — then president of Iran — championed a decision by then-Supreme Leader Ayatollah Ruhollah Khomeini to launch a nuclear weapons program. According to the account, Khamenei said that “this was the only way to secure the very essence of the Islamic Revolution from the schemes of its enemies, especially the United States and Israel.”

….The fact is that Iran knows what it wants: to preserve as much of its nuclear weapons capacity as possible and free itself from as much of the sanctions regime as it can. The mullahs see Iran’s status as a nuclear weapons state as a hedge against regime change and as consistent with its regional status as a great power. That is what it still wants. And that’s why it isn’t prepared — yet — to settle just for what it needs to do a deal. Ditto for America. And it’s hard to believe that another six months is going to somehow fix that problem.

This is why I’m skeptical that a deal can be reached. Iran wants to have nuclear weapons capability. The United States wants Iran to verifiably abandon its nuclear ambitions. Everything else is just fluff, and it’s hard to see a middle ground here.

This doesn’t mean an agreement is impossible. Maybe there really is some halfway point that both sides can live with. It sure isn’t easy to see it, though. The disagreement here is just too fundamental and too definitive. One side wants to be able to build a bomb, and the other side wants exactly the opposite. How do you split that baby?

Is Obama Trolling Republicans Over Immigration?

Jonah Goldberg is unhappy with President Obama’s immigration order, but he’s not steaming mad about it. And I think this allows him to see some things a little more clearly than his fellow conservatives:

Maybe President Obama is just trolling?

….As Robert Litan of the Brookings Institution notes, Obama “could’ve done all this quietly, without making any announcement whatsoever.” After all, Obama has unilaterally reinterpreted and rewritten the law without nationally televised addresses before. But doing that wouldn’t let him pander to Latinos and, more important, that wouldn’t achieve his real goal: enraging Republicans.

As policy, King Obama’s edict is a mess, which may explain why Latinos are underwhelmed by it, according to the polls. But that’s not the yardstick Obama cares about most. The real goal is twofold: Cement Latinos into the Democratic coalition and force Republicans to overreact. He can’t achieve the first if he doesn’t succeed with the second. It remains to be seen if the Republicans will let themselves be trolled into helping him.

Don’t get me wrong. I’m pretty certain that Obama did what he did because he really believes it’s the right thing to do. Goldberg just isn’t able to acknowledge that and retain his conservative cred. Still, somewhere in the Oval Office there was someone writing down pros and cons on a napkin, and I’ll bet that enraging the GOP caucus and wrecking their legislative agenda made it onto the list of pros. So far, it looks like it’s probably working. But if Republicans are smart, they’ll figure out some way to follow Goldberg’s advice and rein in their worst impulses. If they go nuts, they’re just playing into Obama’s hands.

Benghazi Is Over, But the Mainstream Media Just Yawns

After two years of seemingly endless Benghazi coverage, how did the nation’s major media cover the report of a Republican-led House committee that debunked every single Benghazi conspiracy theory and absolved the White House of wrongdoing? Long story short, don’t bother looking on the front page anywhere. Here’s a rundown:

The Washington Post briefly moved its story into the top spot on its homepage this afternoon. In the print edition, it ran somewhere inside, though I don’t know where.
The New York Times ran only a brief AP dispatch yesterday. Late today they finally put up a staff-written story, scheduled to run in the print edition tomorrow on page A23.
The Wall Street Journal ran a decent piece, but it got no play on the website and ran in the print edition on page A5.
USA Today ran an AP dispatch, but only if you can manage to find it. I don’t know if it also ran anywhere in the print edition.
As near as I can tell, the LA Times ignored the story completely.
Ditto for the US edition of the Guardian.
Fox News ran a hilarious story that ignored nearly every finding of the report and managed to all but say that it was actually a stinging rebuke to the Obama administration. You really have to read it to believe it.

I get that the report of a House committee isn’t the most exciting news in the world. It’s dry, it has no visuals, it rehashes old ground, and it doesn’t feature Kim Kardashian’s butt.

Still, this is a report endorsed by top Republicans that basically rebuts practically every Republican bit of hysteria over Benghazi spanning the past two years. Is it really good news judgment to treat this the same way they would a dull study on the aging of America from the Brookings Institution?

UPDATE: Late tonight, the LA Times finally roused itself to run a non-bylined piece somewhere in the Africa section.

I should add that the stories which did run were mostly fairly decent (Fox News excepted, of course). In particular, Ken Dilanian’s AP report was detailed and accurate, and ran early in the morning. The problem is less with the details of the coverage, than with the fact that the coverage was either buried or nonexistent practically everywhere.

Republicans Finally Sue Over Obamacare — And There’s Even a Surprise Included

House Republicans finally filed their long-awaited lawsuit against President Obama today, and it actually contained a surprise:

The suit also challenges what it says is President Obama’s unlawful giveaway of roughly $175 billion to insurance companies under the law. According to the Congressional Budget Office, the administration will pay that amount to the companies over the next 10 years, though the funds have not been appropriated by Congress. The lawsuit argues that it is an unlawful transfer of funds.

….If the lawsuit is successful, poor people would not lose their health care, because the insurance companies would still be required to provide coverage — but without the help of the government subsidy, the companies might be forced to raise costs elsewhere. The subsidies reduce the co-payments, deductibles and other out-of-pocket costs that consumers incur when they go to doctors and hospitals.

Long story short, it turns out there are two parts to the suit. The first part challenges Obama’s delay of the employer mandate, and it’s entirely symbolic. After all, it’s only a delay. Even if Republicans win, by the time the case makes it all the way through the court system it will be moot. The delay will be over by then and the employer mandate will be in place.

But this second part is unexpected. Republicans are arguing that a provision of the law called Cost Sharing Reduction wasn’t automatically funded, as were most parts of the law. The law authorizes CSR, but no appropriation was ever made, so it’s illegal to actually pay out these funds.

Do they have a case? This is a brand new allegation, so I don’t think anyone has yet had a chance to look into it. But if I had to guess, I’d say it’s probably about as specious as every other allegation against Obamacare. Unfortunately, though, that doesn’t mean the Supreme Court won’t uphold it. You never know these days. In the meantime, conservatives are likely to be dizzy with excitement over the whole thing since (a) it involves a clear constitutional question about appropriating funds, and (b) it would hurt poor people. That’s quite a twofer.

Of course, the suit still has to survive challenges to Congress’ standing to sue in the first place, and that might kill it before any court even begins to judge the merits of the case. Wait and see.

These Simple Charts Show Why the US-China Climate Pact Is Such a Big Deal

The big climate news of last week, indeed maybe of the past several years, was the surprise announcement of a bilateral US-China agreement setting targets for CO2 emissions out to the year 2030. Is this really such a big deal, or are climate protection advocates just grasping for any good news to offset the grim implications of a Republican takeover of the US Senate? The answer is: Yes, it is a very big deal, at least if both parties fulfill their commitments. Today, I will be an optimist and assume that somehow they pull it off.

There are no obvious technical barriers but considerable political ones. Some parties are already rumbling that the United States is giving away the store for nothing much in return. We’ll see, however, that if anything it is China that is getting the short end of the stick—and a good thing, too, because the climate cares about CO2, not fairness, and if we are to have any hope of keeping warming from much exceeding 2 degrees Celsius, China will need to do more than its fair share.

Is it really such a big deal?
The United States, European Union, and China together produce more than half of the world’s annual CO2 emissions, and with the new agreement, all three have made a public undertaking limiting future emissions. (Europe has been doing its part for decades, having made its first binding commitments at the time of the Kyoto Protocol.) That by itself makes the deal a big deal, but we need to look at the nature of the commitment to see whether it is big enough to significantly improve our chances of keeping global warming below 2 C, which has been adopted as a general guideline for avoiding extremely dangerous climate change. This guideline does not mean that climate change is harmless below 2 C, or that it suddenly becomes so catastrophic above 2 C that further efforts at limiting warming are pointless, but like a highway speed limit, it serves as a useful benchmark for where you start to worry about things being really bad. By what yardstick should the “bigness” of the deal be measured? This brings us to the concept of carbon budgets.

The excess CO2 we put into the atmosphere by burning fossil fuels such as coal, oil, or natural gas is removed very slowly by ocean uptake and other geological processes. As a result, a significant portion of the CO2 we emit each year will still be in the atmosphere 10,000 years from now. As long as human activities are transferring long-buried carbon into the atmosphere in the form of CO2, the atmospheric CO2 levels will continue to rise, and they will drive ever-greater warming. CO2 accumulates in the atmosphere like mercury accumulates in the fat of a fish swimming in polluted waters. The impact of fossil-fuel burning (and deforestation) on climate depends not just on the current year’s emission but on the cumulative emissions of CO2 over all past times. The cumulative CO2 emissions are typically quoted in terms of the amount of carbon in the CO2 (which contains 27 percent carbon by weight), measured in gigatons, or billions of metric tons. (A metric ton is 1,000 kilograms, or just a bit more than an English ton.) In thinking about the human imprint on future climate, the cumulative carbon is the only number you really need to pay attention to.

It turns out that 1,000 gigatons of carbon—1 trillion tons—is roughly what it takes to warm the globe by 2 C. If we release that much carbon into the atmosphere in the form of CO2, the warming will stick around for at least 1,000 years before the globe begins to recover, even if we go cold-turkey on fossil fuels when we release our first trillion. Since the beginning of the industrial revolution, we have gotten about halfway there. It took several hundred years to emit our first half-trillion tons, but worldwide CO2 emissions are growing exponentially at a compound rate of about 2.8 percent per year (since 1950) and so it will only take another 25 years at the current rate of growth to hit a trillion tons, at which point it’s game over for the 2-degree target (though of course not too late to try to keep warming under 3 degrees). We need to eventually get CO2 emissions down to zero, but in the meantime it’s the exponential growth that’s our main enemy, since that boxes us in and leaves little time for decarbonizing the economy. The first order of business is to get off the exponential curve, otherwise we are doomed to be on the Impossible Hamster track.

It is against this goal that the US-China agreement should be measured. US emissions have not grown since 2005, and indeed have declined moderately despite aggregate gross domestic product growth of more than 14 percent since that time. Part of that decline has been due to substitution of natural gas for coal, and we can continue to play that game for a while longer, but to sustain the decline over a longer time will ultimately require additional measures. Obama’s agreement with China commits the United States to reducing its CO2 emissions to between 26 percent and 28 percent below the 2005 levels by 2025. The EU has committed to a 40 percent reduction below 1990 levels by 2030 and has already gotten halfway there. Accelerating the reduction of both EU and US emissions helps to offset exponential growth elsewhere in the world, and we’ll soon see how that adds up. But what about China?

China is currently the black swan on the horizon when it comes to fighting exponential growth. Based on data since 1940, China’s emissions have been growing at a compounded annual rate of more than 7 percent, and at that rate it will not be many more decades before Chinese exponential growth would dominate world emissions, at a time when we need to be reducing the world exponential growth rate below its currently alarming 2.8 percent value. Under the US-China bilateral agreement, the Chinese emission target is phrased very differently from the US target, but with regard to slaying the exponential dragon, it is probably the most important part of the deal. The Chinese commitment is not a commitment to any specific value of emissions but rather a commitment that the country’s emissions will peak by 2030, and thereafter will not increase. The deal does not specify whether and by how much emissions will decrease after 2030, but the significance is that China is committed to get off its exponential emissions track by 2030.

Translating this commitment into quantitative implications for cumulative carbon involves a lot of guesswork as to how China will go about fulfilling its commitment, because the agreement does not spell out the value at which emissions will peak. A cynic would say that China could just increase its growth rate to, say, 10 percent and peak at an enormous value in 2030, giving itself plenty of wiggle room to hold emissions constant or decrease them thereafter. If this is really China’s intent, then the new agreement is largely meaningless. But let us suppose instead that China’s commitment was taken in good faith. A minimum good-faith fulfillment would be to continue growing at 7 percent up to 2030 and then hold emissions constant thereafter. This scenario is shown in the middle (black) curve of Figure 1. In terms of cumulative carbon, that would mean that China emits another roughly 70 gigatons out to 2030, and holding emissions constant thereafter, emits a further 86 gigatons between 2030 and 2060. Without the agreement, China’s emissions scenario would look like the upper (red) curve, and China would emit a further 790 gigatons in the latter period, which would be more than enough to bring the world over the trillion-ton limit regardless of what anybody else did. So yes, getting China off the exponential curve is a very, very big deal indeed.

But the scenario where Chinese emissions growth continues unabated until 2030 may be pessimistic. If China is serious about peaking in 2030, it is unlikely that it would do nothing to reduce its growth rate and then put in a crash program in 2030 to bring growth to a halt all at once. More likely, the measures would be phased in gradually over the next 15 years, bringing the growth smoothly to zero by 2030. If the growth rate is brought to zero linearly over the next 15 years, the Chinese emission rate curve looks like the lower (blue) curve and would have lower cumulative emissions than the abrupt scenario even if there are no reductions in emission rate beyond 2030.

Now let’s add in the contribution of the United States and European Union to cumulative emissions under the stated commitments. The aggregate cumulative emissions for the US, EU, and China are shown in Figure 2, subject to the further (pessimistic) assumption that there are no further reductions in US and EU emissions past 2030. The projection from China is taken from Scenario 2 (a linear decrease in growth rate with emissions leveling off in 2030). From this graph we can see that if the commitments are all fulfilled, then cumulative carbon for the countries involved would be just about held to 250 gigatons even without further reductions in emission rates past 2030, leaving 250 gigatons of cumulative carbon that the rest of the world can emit. In this sense, the new US-China agreement brings the 2 C target within reach, though it will not by itself prevent the trillion-ton threshold from being breached.

The figure also makes clear, however, that barring an unforeseen reversion of the US or EU to exponential emissions growth, the future fate of the climate is largely determined by what China does.

But is it fair?
Although Chinese cumulative emissions will dominate US and EU emissions going forward, this is not because China has used an unfair share of the Earth’s ability to act as a waste dump for CO2. Unless one thinks that a person in China has intrinsically less right to the net allowable carbon emissions than a person in the United States or European Union , the appropriate measure of fairness would have to be based on some kind of cumulative carbon emission per person. I have argued a number of fairness principles based on this idea in this article in the Chicago Journal of International Law. If one takes historical emissions into account, one could argue that an EU or US individual exceeded a fair allocation of carbon emissions long ago, whereas Chinese individuals have not yet come close to using up their fair share (because their high emissions rates began relatively recently and because China is supporting a larger population). However, even if one were to write off the carbon debt from the past and only allocate carbon from 2015 onward, under Obama’s bilateral agreement, China is committing to do something pretty close to its fair share. The future cumulative Chinese emissions of 200 gigatons work out to 146 metric tons per person (based on current population). The US allocation in Figure 2 works out to 125 tons per person, which is only slightly below the Chinese allocation. Making any significant allowance for past emissions would result in a judgment that China is doing far more than its fair share of the job of keeping cumulative emissions below a trillion tons.

Who’s Next?
While the European Union, United States, and China account for just over half of the world’s CO2emissions, there is still the other half of the world to worry about. The next three big emitters are India, Russia, and Japan, with a total of 14 percent of world emissions among them. Of these three, the only one exhibiting clear exponential growth is India, which is growing at about 5 percent per year and is also the highest current emitter of the three. In the next round of negotiations, it would be highly desirable for India to sign on to an agreement similar to China’s commitment under the US-China bilateral agreement, perhaps with Russia and Japan committing to emission reduction targets somewhere between the EU and US targets. One can hope that something like that might happen at the Conference of the Parties negotiations to be held in Paris in 2015. If the US-China deal is perceived to be real, it could well be just what is needed to break the logjam that stymied negotiations in Copenhagen last time around.

The Race to Save the World’s Chocolate

Blame climate change. Or pestilence. Or China’s Westernizing taste in candy. Blame, perhaps, Ebola.

Regardless, the world is running out of chocolate. In 2013, the world consumed about 70,000 metric tons more cocoa than it produced. And now, Mars, Inc. and Barry Callebaut—two of the world’s biggest manufacturers of chocolate goods—are warning that by 2020, that consumption-over-production number could increase to 1 million metric tons (a fourteen-fold bump). “Chocolate deficits, whereby farmers produce less cocoa than the world eats, are becoming the norm,” The Washington Post reported. We are in the midst of what may be “the longest streak of consecutive chocolate deficits in more than 50 years” and analysts say it’s only going to get worse.

These Stunning Photos Show China’s Daily Onslaught of Toxic Smog

During the recent Asia-Pacific Economic Cooperation summit in Beijing, something remarkable happened, as it does every time the world’s news cameras train their sites on the Chinese capital: The toxic gray air turned blue. The state-run press even gave it a name: “APEC blue”.

Magic! Not exactly. In a push to impress (pretend?), the magic wand that Beijing authorities waved to banish the smog was in fact a massive bureaucratic effort that could only be pulled off in one-party-rule China. Ten thousand industrial plants were temporarily shuttered, and nearly 40,000 others limited operating hours. An army of 434,000 staff and officials from provinces surrounding Beijing were called up to inspect the plants and enforce the order, according to the South China Morning Post.

In China, extreme tactics like this are not uncommon. The skies for 2008’s Beijing Olympics were cleared in part using cloud-seeding, a process that involves lacing clouds with chemicals to increase precipitation. The country boasts “the world’s largest rainmaking force, with 6,902 cloud-seeding artillery guns, 7,034 launchers for chemical-bearing rockets, more than 50 planes and 47,700 employees,” according to the Washington Post.

But now that APEC is over, so is APEC blue. The smog is returning with a vengeance as cars clog the streets and production gets back online:

To get a real sense of just how bad the air is in Beijing most of the time, check out this extraordinary series of photos taken by one Beijing man, who has been waging something of a social media war against the city’s toxic air since the beginning of 2013. Zou Yi has been taking photos of the Beijing sky every day and uploading them to his personal Weibo account (the rough equivalent of Twitter). The result—which we first saw in Petapixel and which was also reported in That’s, a Beijing expat magazine—is frightening:

The daily photos of the Beijing Television Station building are taken from Zou’s apartment. They include the date and Beijing’s Air Quality Index readings. Independent US readings of the smog taken from atop its Beijing embassy were reportedly censored during APEC.

The photo series has even been picked up by Chinese state-run press, in a further sign that the constraints around reporting the pollution problem in the media have been gradually loosening over the last few years. China Radio International’s website quoted Zou Yi as saying, “I hope the activity will cause more people to realize the significance of protecting the environment.”

According to environmental policy experts, China’s air crisis was a major driver behind the landmark US-China climate deal announced last week. Under the agreement, China’s greenhouse gas emissions would peak around 2030. China’s pollution—which is now a political headache for its leaders, not simply an environmental concern—has been central to its pursuit of alternative energy sources, including natural gas, that could wean China’s economy from dirty coal.

Will China Help Barack Obama Save the World?

Without active leadership from China and the United States—the world’s biggest economies and carbon emitters—there’s little hope of reaching a global deal to reduce greenhouse gas emissions at next year’s big climate summit in Paris. That’s why President Barack Obama’s visit to Beijing this week for the Asia Pacific Economic Cooperation summit is shaping up to be a big deal for the fight against global warming.

Climate change is, of course, just one part of Obama’s complex agenda in China. But policy experts say his one-on-one meetings with Chinese president Xi Jinping on Wednesday could provide much-needed momentum, potentially signaling to the world the extent to which both countries are willing to slash their carbon pollution.

“It is key we get the Chinese on board before Paris,” said Tim Boersma, an energy security analyst with the Brookings Institution. “And whomever comes up with the formula will have produced a brilliant policy move.”

Obama is hoping it’s his team that comes up with the goods. This week’s talks will build on a series of efforts by the two countries to cooperate on climate policy, says Elliot Diringer, the executive vice president of the Center for Climate and Energy Solutions and a former White House senior environmental policy adviser.

“The success of Paris rests very heavily on US and Chinese participation, there’s no question,” he said, adding that Obama’s team “has worked hard to be a consistent partner” to the Chinese. According to Diringer, the hard work has “helped pay off in some renewed trust.”

That trust—basically telling each other “we’re serious, if you are”—seems to be growing. In 2013, US and Chinese leaders leaders signed a bilateral agreement to reduce HFCs, a family of powerful greenhouse gases used in heavy industry. There has also been cooperation on energy security at the highest levels of both governments. The US-China Oil and Gas Industry Forum, sponsored the two countries’ governments, has been meeting for the last 13 years. In 2009, Obama and then-President Hu Jintao announced an agreement to develop China’s immense shale gas resources, conceived in part as a way to help break China’s coal addiction and reduce emissions.

Now, world leaders are hoping to replace the expired Kyoto agreement to curb greenhouse gases with a new treaty that will be negotiated in Paris. Much is unknown about what form the final agreement will take, but a key first step is for individual countries to make declarations about how much they are willing to cut their emissions. The European Union has already come forward with its proposal: Last moth, EU members agreed to slash emissions by 40 percent by 2030, a figure that environmental groups criticized as not being ambitious enough.

Analysts don’t expect any similarly big announcements to come out of Obama’s meetings in Beijing this week. But Diringer anticipates the countries will privately exchange important information on their intended targets and wait until the end of March to publicly announce how much they intend to cut. “I’d expect a bit of show and tell, but no direct negotiation or deal or target levels,” he added.

Even small maneuvers at such a high-profile meeting can send big signals to the international community, especially if Washington and Beijing publicly commit to getting their emissions targets on the table well in advance of the Paris meeting. Simply putting out a statement outlining a timetable would be be a big deal. “A joint declaration by the world’s two largest carbon emitters that they will put ambitious numbers on the table would inject additional momentum heading into Paris,” Diringer said.

As part of its argument for closer climate ties and stronger action, Obama’s team is highlighting an issue the Chinese are already extremely sensitive to: air pollution. Smog routinely blankets Chinese cities, and the environmental crisis has become a political emergency as Chinese officials worry about the potential for escalating social unrest. The issue has already spurred action: China has begun pushing coal-fired power plants out of major cities and is working on plans for a massive, nationwide cap-and-trade program that is slated to start in 2016.

Pushing China to use cleaner energy is a no-brainer for the US administration. Secretary of State John Kerry told a group of business leaders in Beijing ahead of the summit: “This is a win-win-win-win-win, because in every aspect, you gain in health of your population, you gain in environmental protection, long-term responsibility. You gain in security; you gain in energy independence, energy capacity. You gain in health, where you have air that’s cleaner.”

Still, some experts worry that this week’s meetings could actually end up undermining the Paris negotiations. Kyle Ash, a climate policy analyst with Greenpeace, warns that any bilateral arrangements reached between China and the United States over the next year might reinforce the idea that the Paris agreement should be voluntary, since the two biggest emitters would have already signed a their own deal. “We hope that the leaders are not going to be using the bilateral relationships to slow progress on multilateral talks,” he said. “It’s a worry because we’re on a tight timeline.”

Regardless of the risks, Diringer says successful climate talks this week will benefit both countries. China wants to be seen as a powerful leader on the world stage, and an engaged global citizen. Meanwhile, “stronger US action has always run up against the claim that China and India aren’t doing anything. An ambitious number from China will make it easier to sell the Obama climate agenda at home.”

And Obama will need all the help he can get. The GOP takeover of the Senate threatens to undermine international confidence in America’s ability to tackle the climate issue at home, a development that could make progress in Paris even harder.

For both the United States and China, says Ash, “success in Paris will be convincing the world that they’re acting at home.”
