When Hurricane Sandy hit New York City in 2012, water rushed into the underground tunnels that are the backbone of the city’s transit system, swamping sensitive electronics and decades-old infrastructure in corrosive saltwater. Nothing like that had ever happened in the 100+ years the subways had been operating. The Metropolitan Transportation Authority had no timetable for when the system would reopen.

Fixing the L train tunnel, which connects Brooklyn to 14th Street in Manhattan, has caused a major headache for the city. More than 300,000 New Yorkers rely on the L every day. On Thursday, after years of planning a complete overhaul that would shut down the line for more than a year, New York Governor Andrew Cuomo did an about-face, throwing fresh uncertainty on the problem.

The 15-month total shutdown, which went through an extensive public vetting process and wound up depressing home values in Brooklyn, is no longer. The new plan is a 20-month nights-and-weekends shutdown, which will disadvantage New Yorkers who work at odd hours for even longer. Instead of a wholesale overhaul of the tunnel, the new plan is to encase sensitive wires in plastic. It’s a method that’s never been used before in the United States, and never anywhere in the world during a tunnel repair.

The vast majority of NYC’s subway tunnels were built between 1900 and 1936, and since the system runs 24-hours a day, they’ve been patched together for decades. The city pumps millions of gallons of water out of the system each day that pours in from percolating rainwater and countless leaks.

In the past 70 years, there have been a dozen coastal storms where rising waters came within less than two feet of flooding the subways. It actually happened during Sandy, but it almost happened the year before, too, during Hurricane Irene.

Rising sea levels and stronger storms are making coastal flooding much more common. By 2050, at our current near-worst case scenario of rising carbon emissions, floods like Sandy’s could hit an average of once every five years. It’s a question of when, not if the subways will flood again.

If you think the L train fiasco is bad, what will happen when JFK Airport floods? Or when the next catastrophic Midwest flood permanently forces the Mississippi River away from New Orleans? What should we do about the Hoover Dam, once the drought in the Southwest finishes draining its reservoir and renders it obsolete?

Climate change means uncertainty, and uncertainty means more drawn-out decisions to rebuild or replace infrastructure not just in New York City, but in every part of the world. And in that kind of context, we will inevitably get more decisions like Cuomo’s which pit difficult long-term consensus planning against quick-fix changes.

Washington, D.C., is positioning itself on the climate policy fast track. The District of Columbia city council voted unanimously last week to approve an expansive climate bill requiring utility providers to generate 100 percent of their energy supply from renewable sources by 2032. If D.C. Mayor Muriel Bowser signs the legislation as expected, the provisions will put the nation’s capital on a faster, formally pledged timeline toward cutting utility emissions than any U.S. state. (Hawaii and California have both pledged state-wide goals of 100 percent renewable energy for electricity by 2045.)

While several smaller cities have already reached similar 100-percent renewable energy targets, Washington, D.C., is by far the largest city to make such a commitment. And that’s not all that’s in the bill. Together, the provisions were dubbed the “strongest clean energy requirement in the nation,” by Mark Rodeffer, D.C. Sierra Club chapter chair.

So what’s in D.C.’s bill? And what can the rest of us learn from it, at a time when cities and states are racing to fill the gap left by federal regulators to slow climate change?

What the bill regulates: Electricity and some transportation

D.C.’s new bill is intended to dramatically decrease emissions from one of the most common sources, electricity, by ratcheting up the requirements on utility providers. D.C.’s current law already mandates that utility providers derive 50 percent of their energy supply from renewable sources by 2032, with 5 percent carved out for solar. The new bill doubles these figures to 100 percent renewables by 2032 with 10 percent solar by 2041.

Buildings account for 74 percent of D.C.’s carbon emissions. And the bill also establishes a separate program to set benchmarks for energy efficiency for the largest buildings in the city, those with more than 10,000 square feet of gross floor area. The specific standards, however, have not yet been set. According to Cliff Majersik, the Institute for Market Transformation executive director who worked on the bill, D.C. will become the first U.S. jurisdiction “to require a broad swath of existing buildings to improve their whole-building energy performance.”

The bill also tackles another major contributor of emissions: transportation. While the bill won’t do anything to regulate residents’ private transportation choices, it will regulate the city’s own contributions: By 2045, all public transportation and privately owned vehicle fleets in D.C. will have to produce zero emissions.

How would the bill be implemented?

The burden falls on utility companies to meet benchmarks for renewable electricity — or pay a price. Every year, the city sets renewable energy standards for companies to hit that increase incrementally until they reach 100 percent in 2032. What happens if companies don’t meet those standards? The city requires electricity suppliers to to make compliance payments into D.C.’s Renewable Energy Development Fund.

There are other guaranteed revenue sources to fund other parts of the bill. Utility companies serving D.C. are already required to collect fees from customers who use natural gas and electricity. These fees are put toward a fund for D.C.’s energy efficiency efforts. But this bill temporarily raises those per-unit rates and creates a new fee on home heating and fuel oil to raise even more money for energy efficiency. (D.C. residents who make under a certain income, with the amount dependent on household size, will still be eligible for utilities discounts.)

Helping low-income residents transition to clean energy

Some of the revenue from increased fees will be used to help low-income communities adapt.

“Communities that have done the least to cause climate change [are] disproportionately bearing the burden of climate change,” Judith Howell, a member of the labor union 32BJ SEIU, said in a statement. “Working people in the U.S. and around the world will be extremely vulnerable to those changes.”

Thirty percent of the additional revenue will be put aside for programs like weatherization and bill assistance for low-income households, as well as job training in energy efficiency fields. At least $3 million annually will also be allocated toward energy efficiency upgrades in affordable housing buildings.

The criticism that watered down one requirement for utilities

In November, local energy company Pepco ran some misleading ads on Facebook urging D.C. residents to “act now” and “act boldly” to achieve a “sustainable vision.” When users clicked through to a petition, what it was asking was that its customers oppose a provision of the bill requiring Pepco to use long-term contracts for renewable energy.

WAMU’s Jacob Fenston wrote in November:

“Pepco wants residents to sound off on one small piece of the legislation: a requirement that Pepco purchase renewable energy under long-term contracts. According to the DOEE analysis, this provision would reduce greenhouse gas emissions by 8 percent by 2032.”

Majersik told CityLab that the long-term contract provision Pepco opposed was stripped from the bill, but may be proposed as part of a new bill in 2019. Ultimately, Pepco supported the revised bill and released a statement calling the legislation an “important step toward advancing the cause of clean energy.”

Among the primary supporters of the bill was the D.C. Climate Coalition, which included over 110 advocacy organizations, faith groups, unions, consumer advocate organizations, and D.C. businesses.

Camila Thorndike, D.C. campaign director at the CCAN Action Fund said in a press release: “With the passage of this bill, we’re taking the power back from President Trump and taking control of our energy future.”

Can a sick teddy bear make politicians fix London’s air quality?

A giant robotic teddy bear is taking to London’s streets to raise awareness about air pollution. Meet Toxic Toby, the Paddington Bear of this hellacious timeline we’re in.

London sees some vehicle-related deaths every year, but far more Londoners die from sickness tied to the city’s horrific air quality — nearly 9,500 every year. That’s why advertising agency McCann London is taking Toxic Toby on a tour of the metropolis’ most toxic streets.

The 3D-printed bear is fed real-time air quality data from a company called BreezoMeter. When pollution hits dangerous levels, Toby lifts his little paw and coughs. The bear’s movements alert passersby to the fact that there is an animatronic bear in their midst, and, if a moving teddy bear isn’t arresting enough, Toby is also surrounded by bouquets of flowers that are meant to mimic a memorial.

But raising awareness isn’t Toby’s only talent. Every time he coughs, he sends tweets to local politicians with a message about air pollution.

What’s next for Toxic Toby? The bear and his trainers are taking their pollution awareness efforts national. The team is planning a tour through the U.K. — and they might even expand to other countries. Looks like Toby is trying to fix air pollution with his bear hands.

Craft breweries in Colorado brace for less water

There’s an old saying in the West: Whiskey is for drinking and water is for fighting over.

In Colorado, home to more breweries than almost any other state, it’s probably more accurate to say that beer is for drinking. And although brewers haven’t yet come to blows over access to their product’s main ingredient, the state’s water is on its way to becoming a fought-over commodity.

Colorado is in the midst of its worst drought since the Dust Bowl in the 1930s. The U.S. Bureau of Reclamation, which manages water in the West, predicts that reservoirs along the Colorado River will reach critical low points by 2020, leading to water shortages throughout much of the western U.S.

“We need to get ahead of this,” said Kelissa Hieber, owner and head brewer at Denver’s Goldspot Brewing. “We are getting to a point where we could have a crisis that could be catastrophic for small breweries.”

Hieber was speaking from behind a keg at her brewery’s stand at the Save the Ales Festival in downtown Denver in August. Hers was one of more than 40 local breweries that donated beer to the festival to raise money for water conservation initiatives throughout the state. Like most of the 200-some other craft breweries in Colorado, Goldspot uses city water to produce its beer. If a water crisis were to strike, these breweries would be subject to the same restrictions as any of the city’s other commercial water users.

Most of Colorado’s cities have yet to face serious water restrictions, but the bleak forecasts have grabbed the attention of leaders in the state’s booming beer industry. “Even though it takes 10 times the amount of water to make a hamburger than to make a beer, people look at the beer and they see the water, so they have a relationship with it,” said Katie Wallace, the director of corporate social responsibility at New Belgium Brewing in Fort Collins. “I think that gives us a greater responsibility and a greater opportunity to talk about water.”

Wallace refers to Colorado’s rivers as the brewery’s “lifeblood,” a sentiment shared by many other brewers in the state — and a driving force behind a groundswell of water advocacy from the industry. Craft breweries all over Colorado are now championing initiatives to restore rivers and preserve the state’s valuable water resources. New Belgium, for instance, donates to organizations that help protect its watershed and keep water in the river.

Concern over water shortages has pushed many brewers to find ways to save water in their own brewing process. Though municipal water restrictions are likely a long way off, drought and climate change present other risks to the state’s beer. Recent droughts have decreased barley and hops harvests — driving up costs for breweries — while wildfires have spread across the region, contaminating some surface water sources.

In 2012, Fort Collins lost half of its yearly water supply when the largest wildfire in Colorado history contaminated the Poudre River, forcing the City of Fort Collins to drain its reservoirs to meet water demand. The fire was just seven miles from New Belgium’s brewery, and for years, the brewery employed a sensory panel to taste-test the water for smokiness before putting it into their beer.

“People are a little bit surprised at the degree to which climate change is already a problem for something like brewing,” said Dan Carreno, one of the founders of Colorado’s Save the Beer Tour, which educates beer drinkers on the effect climate change has on the brewing process. “This problem is happening now. It’s not happening 20 or 30 years from now.”

The issue of water quality is particularly sensitive in Colorado, where the supply of mineral-rich Rocky Mountain water was the catalyst for what has become a strong brewing tradition in the state. The tasty water first attracted Adolph Coors to Golden, Colorado, in 1873, when he set up the original Coors Brewery right on the river. The brewery has since grown to become one of the largest in the world, producing up to 10 million barrels a day.

Unlike small craft breweries, Coors has insulated itself to the risk of city water shortages by purchasing legal water rights to draw directly from a river, and the company is able to replicate the taste and mineral content of the water at its Colorado brewery in its outposts throughout the country.

Most craft breweries tweak a water’s flavor profile before using it in their beer, but only a little, since the process is energy-intensive and expensive. So they place a high value on the quality of the original water coming through their pipes.

“It’s a lot to do with the brewers respecting the water and wanting to have high-quality water in their product,” said Greg Schlichting, the head brewer at Denver’s Declaration Brewing Company. “It’s the same thing when they source malt and source hops and they source everything.”

High-quality ingredients are the staples of any craft brewery, but so is innovation, and brewers can improvise when resources aren’t available. In April, Declaration brewed a beer for a special event using only water they recycled in-house. Although the beer was costlier to produce, the water quality after treatment was nearly identical to their other beers. However, not all breweries have the resources to resort to these measures when strapped for water, especially very small ones.

Recycled water could be an option in an extreme situation, but Declaration’s brewers don’t think it will get to that point. Besides, even in a beer mecca like Fort Collins, craft brewing uses only about 2 percent of the city’s water, while lawn care accounts for nearly 50 percent.

“Bottom line: People are going to give up their lawns before they give up their beer,” Schlichting said.

Baltimore voters will decide on the future of their water

Water bills in Baltimore are out of control. Between 2010 and 2017, the typical household’s annual water and sewer bill jumped from $347 to $720. Residents have even turned to buying bottled water and purchasing gym memberships just to use the showers, because its more affordable than using their tap.

Like many cities on the East Coast, Baltimore’s aging water infrastructure is in need of major investments. To repair and update its systems, the city has raised water prices. Companies have been pushing privatization while many residents, particularly in neighborhoods that are working class communities of color, have had their water shut off.

But just this week, two water-related bills were approved to make it to the ballot this fall. One bill would make it illegal for the city to turn over its public water utility to a private company. The other would create a racial equity fund to ensure that city services treat all residents fairly.

Several companies have approached Baltimore asking to lease or manage the city’s water service. Privatization is often an appealing move to cash-strapped cities, but Baltimore has turned down efforts so far. A Food & Water Watch study of the 500 largest community water systems in the U.S. found that private utilities typically charge close to 60 percent more for water than their public counterparts.

If voters pass the bill this fall, Baltimore will become the first major U.S. city to ban the privatization of its water. “Hopefully other cities across the country will follow our lead,” says City Councilman Brandon Scott, who introduced another measure that he hopes will help improve water service in the city’s most vulnerable neighborhoods.

Scott’s bill would help fund an equity assessment program that would mandate city agencies and services to evaluate and address any disparities based on race, gender, or income.

Under the program, the city would take a look at how water cutoffs and high water bills impact different communities. If they see that those water bill issues are impacting poor people, people of color, or women more frequently, then they’ll have to make changes, Scott says.

The Best Composting Options for City Dwellers

Growing up, my family had an incredible compost mound in the backyard. Month by month, the pile ? with the help of a mass of worms and other critters ? turned?eggshells, vegetable peelings and even chicken droppings from our flock?into a rich black compost which my dad would later use to?give his plants a boost.

Idyllic as it sounds, there’s no way this method would ever work in an apartment (What landlord would be cool with a rotting compost pile in the corner of the living room?), which is why many city dwellers assume composting is totally out of reach. That’s just not true! With the green movement growing stronger every day, companies and individuals alike are stepping up to find composting solutions that work well in small spaces.

But before we get into what I consider the best small-space?options for city dwellers, let’s first take a look at three great?reasons to compost in the first place:

  1. Apply nutrient-rich compost?to houseplants and patio?containers to help the plants grow tall and strong. Anything you don’t use can be shared with friends or donated to a community garden in your area.
  2. Limit the amount of waste you send to landfill by making productive use of kitchen scraps (35 percent of the average garbage can is filled with wasted food). Save scraps in your freezer in the intermediate.
  3. Reduce your greenhouse gas emissions. The?same food waste that is filling up your trash can will later emit methane in the landfill, a greenhouse gas that’s increasing the rate of global climate change. Eek!

Now onto the good stuff. Here are four?of the most effective?composting options you have available to you if you live in an apartment, tiny house or similar urban situation, ordered from least to most complex.

Option #1:?Compost Collection

Many large cities have started adding compost pickup to their waste collection services. Composting not expressly listed? See if you can opt in individually on the waste management company’s page, or look into privately-owned services.

Pros:?Compost collection is convenient and trouble free. Plus, you’re supporting local business!

Cons:?Paying for compost pickup year round can be expensive.

Option #2: Countertop?Composting

Countertop?composting is beyond simple. All you have to do is get a container with a tightly-sealed lid?and start saving?your scraps bit by bit. I highly recommend that you crush or shred them before adding to the bin.?Layer scraps with a scoop of new soil and dry natural papers (newspaper works perfectly) once a week and mix frequently.

Pros:?Countertop composting is hassle free and inexpensive.

Cons:?Fruit flies can be trouble. Saving scraps in the freezer can help with this!

Option #3:?Compost Tumblers

If you’re fortunate to have a good-sized balcony or patio, a compost tumbler might just do the trick! Tumblers are fully sealed to preserve the heat energy produced by decomposition and protect against vermin, and are equipped with a turning mechanism to help aerate and mix the scraps. They’re also bigger than vermicomposting bins (see below) so you can compost in larger amounts.

Pros:?Tumblers are tidy and efficient ? perfect if you have the space!

Cons:?These can be hard to rotate/mix when full and require careful ratio management.

Option #4:?Vermicomposting (a.k.a. Worm Composting)

Ready to get serious about indoor composting? Vermicomposting with redworms is the way to go. Adding worms to your compost setup helps replicate the?outdoor environment, allowing nature to take its course a little more easily, and they don’t require any turning like tumblers do.

Pros:?Vermicomposters quickly and easily process household?waste, inside?or outside.

Cons:?Worms need to be protected from the elements?and compost on a small scale.

In a statement about the decision, Michigan Governor Rick Snyder said that the city’s water has tested below the federal action level for lead and copper for the last two years. But Mayor Karen Weaver doesn’t agree that the free bottled water should stop, and many Flint residents aren’t so sure their tap water is OK to use.

“My water stinks. It still burns to take a shower,” Melissa Mays, a Flint activist and plaintiff in a lawsuit that forced the replacement of water lines, told the Associated Press. “There’s no way they can say it’s safe.”

Resident Ariana Hawk doesn’t trust the water, either. “Everything that me and my kids do from cooking to boiling their water for a bath, we’re using bottled water,” she told the local ABC-affiliate news station.

The New York Times reports that about 6,000 of Flint’s lead or galvanized steel pipes have been replaced, but there could be 12,000 more lines to go. According to the World Health Organization, there is no known safe level of lead exposure.

“This is wrong,” tweeted Mona Hanna-Attisha, a Flint doctor whose research exposed lead poisoning in the city. “Until all lead pipes are replaced, [the] state should make available bottled water and filters to Flint residents.”

But after the remaining free bottles are collected, only water filters and replacement cartridges will be provided.

Harvey’s record rains triggered Houston dams to overflow

In 1935, a storm swept through Houston, turning parts of the city into a lake. It was a wake-up call to city officials; they needed to get serious about flood control. About a decade later, the U.S. Army Corps of Engineers finished building two massive reservoirs west and upstream of the city. For the better part of a century, the Addicks and Barker dams have held back water that would have otherwise surged through Buffalo Bayou, the flood-prone waterway that snakes through downtown Houston before dumping into the Ship Channel.

This week, for the second time in as many years, a storm has pushed the Addicks and Barker dams to their limit. Early Monday morning, as Tropical Storm Harvey lingered over Houston and drowned whole swaths of the city, the Army Corps of Engineers began controlled releases from the dams, the first time they’ve done so during a major storm. By Monday afternoon, several neighborhoods near the reservoirs were under voluntary or mandatory evacuation as officials announced that releases from Addicks and Barker would continue for the foreseeable future. By early Tuesday morning, Addicks had topped the dam’s 108-foot spillway, leading to what officials call “uncontrolled releases” from the reservoir. Some homes could be inundated for a month.

Harris County Flood Control District meteorologist Jeff Linder called the releases the least-worst decision officials could make in light of floodwaters that continue to fill the reservoirs faster than they can safely drain. “If you are upstream of the reservoir, the worst is not over,” Linder said at a Monday afternoon press conference, warning that “water is going to be inundating areas that have currently not been inundated.” When someone asked him, via Twitter, whether the dams could break and trigger a Katrina-like disaster, Linder offered a one-word response: “No.”

That assurance comes despite the Corps of Engineers labeling the dams an “extremely high risk of catastrophic failure” after a 2009 storm that saw only a fraction of the rain Harvey poured on Houston this week. Officials insist that the hair-raising label has more to do with the breathtaking consequences of any major dam failure upstream of the country’s fourth-largest city than the actual likelihood of such a breach. In 2012, they detailed how a dam failure during a major storm would cause a multi-billion dollar disaster that turns the city into Waterworld.

Still, the Corps in recent years has implemented only piecemeal fixes to the earthen dams, including a $75 million upgrade that was underway before Harvey hit this weekend. Officials are barely even discussing how to fund a third reservoir that some experts say the region desperately needs.

This is the second year in a row that severe floodwaters have tested Addicks and Barker. Just last year, during 2016’s so-called Tax Day Flood, for the first time, the reservoirs hit and surpassed the level of a 100-year flood. That happened again this weekend, meaning the dams have seen two extremely rare flood events (at least one-in-a-100-year events) in just as many years. Last year was also the first time the National Weather Service ever issued a flood warning for the Addicks and Barker watersheds.

The dams are in some ways emblematic of how flood planning in the Bayou City hasn’t kept up with the region’s booming population and development, even as experts predict that climate change will dump increasingly severe storms on Houston’s doorstep with greater frequency. They were built in a region of water-absorbing prairie grasses that have in recent years been paved over by water-impermeable parking lots, driveways and suburban streets. The Sierra Club even sued the Corps in a failed attempt to stop construction on a nearby stretch of the Grand Parkway, a major toll road project that some opposed fearing it would coax development in an area that’s critical to the region’s flood control efforts.

Still, as the Texas Tribune and ProPublica pointed out in this 2016 investigation, Houston-area flood officials refuse to connect the region’s flooding problems to poorly planned development. As a result, every year people will keep building hundreds, if not thousands, of additional structures in Harris County’s 100-year floodplains, even as those “rare” storms start to hit year after year.

In a Monday press conference, Edmond Russo, an engineer with the Corps’ Galveston district, said officials wanted to keep high water from building up and going over the Addicks and Barker spillways, “because in that case, we do not have control over the water.” He’d hoped releases would stay low enough so that the already overtaxed Buffalo Bayou stays at the same level in the short term. In the long term, officials say it could take one to three months to totally drain the reservoirs.

Of course, that all depends on what happens in the coming days. Updating reporters on the reservoirs’ status Monday evening, Linder said more heavy rainfall or levee breaches upstream could change how fast the dams must release water downstream.

“Our infrastructure is certainly being tested to its limits,” Linder said.

Rome, once known for flowing water, is now running dry.

The Eternal City’s water utility, Acea, had proposed cutting off water to 1.5 million residents for eight hours a day starting on Monday. The city avoided that fate on Friday when the central government allowed the city to keep drawing from a drought-ravaged lake.

The summer heat is partly to blame for the water shortage. Much of Western Europe has been sweltering, with heatwaves stoking fires in Portugal and setting record temperatures in France. Italy is suffering through one of its hottest, driest, wildfiriest times in history. Several regions have declared a state of emergency or asked for relief from the climate change–fueled drought, which has already taken a $2.3 billion toll on the country’s farming industry.

Rome’s other problems are making things worse. The city’s aqueducts are chronically leaking. Diminished snowpack on nearby mountains means less meltwater to replenish its aquifers. Rome had planned to stop drawing from one of its big sources of fresh water, Lake Bracciano, which has sunk nearly six feet in the last two years.

City officials have switched off iconic fountains and lowered water pressure, causing residents to lug buckets up the stairs to their apartments. Nearby small towns have already resorted to rationing, the New York Times reports.

Minus a drought in the Dark Ages, clean drinking water has been constantly flowing through Rome for millennia. Now, it looks like things are changing (the climate certainly is).
