Looking for a CNN Climate Crisis Town Hall drinking game? Bingo!

So you’ve decided to watch CNN’s Climate Crisis Town Hall on Wednesday evening. That means you’re either a climate wonk who’s willing to spend seven hours of your precious free time listening to politicians prattle about global warming, or you can’t figure out how to change the channel. Either way, hello and welcome!

The town hall’s rules of engagement are simple. Ten presidential candidates will have 40 minutes each to share their ideas for fixing humanity’s biggest and scariest problem ever. And what better way to prepare you to digest that marathon strategy-fest than a little climate action aperitif?

That’s right, we’ve come up with the ultimate drinking game to complement the delicate aroma of the world bursting into flames. (Though abstainers should feel free to stick with us and sub a couple of Marianne Williamson’s pre-debate yoga moves).

If you follow our nifty drinking guide, our goal is to leave you sober enough to decipher Bernie’s thick Brooklyn accent but drunk enough to keep the TV on when Biden promises to unlock the power of “American innovation.” (Drink!)

How to play

The game itself is simple: climate candidate bingo! Keep tabs on each presidential wannabe’s quotable quotes and take a sip for each phrase that gets mentioned. We’re sure the multiple hours of dense, environmental policy proposals will just fly by. (You can download a PDF version of the bingo board here.)

Pregame idea: Raise a glass to the dearly (Democratically) departed.

Your brain (and liver) should probably be grateful that not all of the original 20-some Democratic candidates have made it this far in the election cycle. But a few drop-outs had some interesting climate ideas along the way. If you’re up for pregaming, consider pouring one out for the following candidates:

Jay Inslee — Ah, the original “climate candidate.” The Washington governor’s impressive environmental record and, um, crowd appeal will be sorely missed during this town hall. I would tell you to take a shot for every climate plan Inslee released during his run for president but there are six of them and I’m not trying to kill you. So slowly sip a sustainable beverage for dear old Jay as you scan the remaining candidates for your new “climate daddy.” (Google if you dare.)

John Hickenlooper — The former Colorado governor is gone from the presidential foray but not forgotten (because he’s running for Senate). His climate plan, however, which didn’t do much to offset his history of boosting fracking in his state, might merit a little forgetting. If you do drink to his memory, just make sure it’s not fracking fluid — that’s John’s job.

Kirsten Gillibrand — The #metoo candidate was the most recent campaign casualty in the rapidly thinning Democratic primary. She is survived by her impressive $10 trillion climate plan, which includes a tax on carbon pollution. Raise a glass of whiskey, Gillibrand’s “favorite comfort food,” to that.

Bonus doomsday dares

Need some additional entertainment? Spice up the evening with a few of the following challenges:

Phone your grandma when Joe Biden calls one of the other full-grown adults on stage “kid.”
Shotgun a Michelob Ultra every time Elizabeth Warren gets raucous applause for one of her six climate plans.
Have a friend go into another room and read last year’s entire 2,000-page Intergovernmental Panel on Climate Change report. Whoever cries themselves to sleep first wins!

Seven hours of climate policy might feel like a poor substitution for, say, an official climate debate, but it’s a major step up for broadcast media. Last year, national broadcast networks spent only 142 combined minutes discussing the issue.

Ideally, an uptick in coverage would be spread out over the course of several months, not concentrated in one brutally long political masterclass. But the occasion seems to have prompted a number of 2020 procrastinators to release climate plans ahead of the event. On Tuesday, Warren, Klobuchar, and Booker unveiled proposals, and Buttigieg slid in just under the wire, releasing his climate plan Wednesday morning. Harris said she also intended to release a plan pre-town hall.

But you know what? We’ll take what we can get, even if it’s too little too — Ding dong! Who’s there? The delivery guy with the baked potato you drunkenly ordered in honor of Amy Klobuchar.

Your future home could be in a flood zone — and no one’s required to tell you

Olga McKissic lives in an airy, white-brick home with a pillared porch, the kind where you might sit and watch fireflies late in the night. The only issue is that every few years, the rising waters from a nearby river pour into her Kentucky home, ascending the porch like an uninvited guest. Her home flooded in 1997, 2006, 2013, and 2015.

“That property that we purchased back in 1986, that we thought was such a wonderful, tranquil, lovely place — it’s a nightmare to live here with the thought that it is going to flood again,” says McKissic in a video produced by the Natural Resources Defense Council. She explains that the first time it flooded, she replaced the carpet with tiles. When the water tore up the tiles, she installed linoleum. And when the linoleum failed to survive the next flood, she settled for just painting the concrete.

McKissic is just one of 30,000 homeowners or renters in the United States who live on a severe repetitive loss property, by National Flood Insurance Program standards. In North Carolina, where flooding from Hurricane Florence continues to threaten homes and lives, there are 1,132 such properties. From 1978 to 2018, the National Flood Insurance Program shelled out over $1.2 billion to North Carolina alone to repair and rebuild properties damaged by flooding, which often need to be rebuilt all over again after the next flood.

So why do homeowners all over the country invest in flood-prone property in the first place? One issue is that they don’t have enough information to know better. Due to an insubstantial patchwork of flood risk disclosure laws, “many Americans who are about to make one of the biggest financial investments of their lives have zero knowledge of whether a house has flooded and is likely to flood again,” according to research published last month in a joint project between the NRDC and the Sabin Center for Climate Law.

In 21 states, there are no statutory or regulatory requirements for a seller to disclose a property’s flood risks or past flood damages to a potential buyer, according to the research. The other 29 states have varying degrees of disclosure requirements. Kentucky and North Carolina, for instance, have some requirements, but not enough to protect many homeowners. “What Hurricane Florence and other major flooding events have really illustrated over the past few years is that the nation’s flood risk is getting worse,” explains Joel Scata, a climate and water attorney at the NRDC. “That really sets potential home buyers to be in a bad situation where they are buying property where they are not fully informed of the risk.”

The Carolinas’ vague, insubstantial disclosure laws likely helped contribute to the situation they now find themselves in: While millions of homes at risk of flooding, only 335,000 have flood insurance.

“Both North Carolina and South Carolina’s disclosure requirements were rated inadequate in our assessment,” explains Dena Adler, a researcher for the flood risk disclosure project and fellow at the Sabin Center for Climate Law. The research found that there are no requirements in North Carolina for home sellers to disclose previous flood damage to structures on the property or any requirement to carry flood insurance for the property.

In North Carolina, the Real Estate Commission must disclose that a property is located within a federally designated flood zone, which is based on hundred-year floodplains. That’s the land predicted to flood during a 100-year storm — one so severe it has a 1 percent chance of occurring during any given year. But storms have been getting stronger lately. In the last two years, North Carolina has seen two 1,000-year flood events: Hurricane Matthew and now, Hurricane Florence.

For more accurate flood risk maps, FEMA needs to take climate change into account. “Climate change is a loaded dice, because it makes the risk different,” Scata says. “By not looking at the future effects of climate change on flooding, like sea-level rise and bigger rain events contributing to bigger floodplains, you’re not getting the full picture.”

Scata and the NRDC recommend that states participating in the National Flood Insurance Program should explicitly disclose flood risks. Additionally, FEMA should provide homeowners a “right to know” about their property’s past history and create a public, open-data system to share information related to flood damage.

If better laws were in place, they could help mitigate what has become an unsustainable cycle: real estate developers buying up coastal properties, selling them to unknowing buyers, and then forcing them into a cycle of flooding and buyout.

Another solution is a significantly improved and expanded voluntary property buyout program, where FEMA provides funding for the local government to purchase the flood-prone property and convert it to open space. Currently, the National Flood Insurance Program focuses most of its funding on rebuilding homes, many of which are destined to flood again, and there is only a limited pool of money for property buyouts. As a 2017 report from NRDC puts it: “For every $100 FEMA has spent to rebuild properties through the NFIP, a paltry $1.72 has been spent to help move people to higher ground.”

Oh, and one more thing: The future of flood risk is closely related to what we do about climate change. As Scata explains, “Our future greenhouse gas and carbon emissions will dictate the various levels of sea-level rise. So if it’s going to be business as usual, it’s going to be a lot higher risk than if we take action.”

Trump wants to ignore the effects of climate change when permitting infrastructure projects.

The state’s attorney general, Xavier Becerra, filed a lawsuit on Friday to get the agency to say how it plans to handle Administrator Scott Pruitt’s potential conflicts of interest. Pruitt is now in charge of enforcing rules that he tried to unravel with numerous lawsuits as Oklahoma’s attorney general.

“Administrator Pruitt’s ability to serve as an impartial decision maker merits close examination,” Becerra said in a statement.

In April, Becerra filed a broad Freedom of Information Act request for documents tied to Pruitt’s potential conflicts of interest and efforts to follow federal ethics laws. Generally, agencies must respond to a FOIA request within 20 business days, though they have some wiggle room. But four months later, the EPA has yet to turn over anything.

Liz Bowman, an EPA spokesperson, told the Los Angeles Times that the agency had twice told Becerra’s office they were working on assembling the documents. She said the lawsuit was “draining resources that could be better spent protecting human health and the environment.”

The suit from the Golden State is just part of the legal backlash Pruitt’s staring down: He’s already been sued over ozone regulations and the suspension of methane restrictions for new oil and gas wells.

How can Pruitt sue himself? California wants to know.

During a Thursday interview on a Texas radio show the EPA administrator said his agency wants objective science to buttress its mission. Sounds like something Pruitt and scientists can agree on, right?

Not exactly. Right after endorsing peer-reviewed science Pruitt dropped this: “Science should not be something that’s just thrown about to try to dictate policy in Washington, D.C.”

Experts at NOAA, the Department of the Interior, and Pruitt’s own agency have said they think science is exactly what policy should be based on.

On air, Pruitt touched on his usual topics: Superfund, how the Paris Agreement is a bad deal for the U.S., and, of course, CO2. The radio station’s meteorologist asked Pruitt why the country has such a preoccupation with the greenhouse gas. “It serves political ends,” Pruitt said. “The past administration used it as a wedge issue.”

Besides the conflicting statements on science, it was a pretty classic Pruitt interview. But we can finally put one burning question to rest about our newish EPA administrator: Does he separate his trash into the proper bins? “I have,” Pruitt said coyly. “I have recycled.”

According to a new study from the nonprofit Environmental Integrity Project, the current presidential administration has collected fewer civil penalties and filed fewer environmental enforcement suits against polluting companies than the Obama, Clinton, and George W. Bush administrations did at the same point in office.

The analysis assesses agreements made in the Environmental Protection Agency’s civil enforcement cases. For abuses under laws like the Clean Air Act, the Trump administration has collected just $12 million in civil penalties, a drop of 60 percent from the average of the other administrations. Trump’s EPA has lodged 26 environmental lawsuits compared to 31, 34, and 45 by Bush, Obama, and Clinton, respectively.

The marked decrease in enforcement likely has to do with the EPA’s deregulatory agenda. Since confirmed, administrator Scott Pruitt has systematically tried to knock out key environmental regulations, especially those created during Obama’s tenure.

The Project notes that its assessment is only of a six-month period, so future enforcement could catch Trump up to his predecessors. Or he’ll continue to look the other way.

“I’ve seen the pendulum swing,” said Bruce Buckheit, who worked in EPA enforcement under Clinton and then Bush, “but never as far as what appears to be going on today.”

Trump actually wants to enforce an environmental rule. A court says he can’t.

The city of freeways is building light rail, and passengers are hopping on board.

We’ve seen a general decline in transit riders around the country as the economy has improved, gas prices have fallen, and public transport systems have aged. But Los Angeles is bucking that trend.

Take the Expo line, which opened in May 2016 and runs from downtown L.A. to the beach. It carried an average of 64,000 riders each weekday in June 2017 — an increase of almost 20,000 riders from a year earlier. Officials had predicted the line wouldn’t get that popular until 2030.

Nearly 70 percent of Expo line riders reported that they hadn’t used mass transit regularly before the line opened, and more than half of those new riders had switched from cars, according to the Washington Post.

That’s just one light-rail route. Here’s a peek at the L.A.’s plans to expand its lines by 2040:

Nearly every country in the world has agreed to cut back on a potent greenhouse gas.

Ravaging crops, drowning goats, and wrecking fishing boats, the Category 4 storm devastated the financial mainstays of an already impoverished people, the Miami Herald reports.

While experts struggle to calculate Matthew’s long-term economic toll, Haitian farmers can see their losses in front of them, in fields littered with rotting fruit and fallen palms. Half the livestock and almost all crops in the nation’s fertile Grand-Anse region were destroyed. Although vegetables can be replanted, it will take years for new trees to bear fruit again. “This was our livelihood,” Marie-Lucienne Duvert told the Herald, of her coconut and breadfuit plantation. “Now it’s all gone, destroyed.”

The farmers, who have yet to receive any relief, are facing threats from famine and contaminated water. Matthew has already caused at least 200 cases of cholera, which could mark the beginning of an outbreak like the one following 2010’s crippling earthquake that claimed 316,000 lives and left 1.5 million homeless.

The death toll from the storm is over 1,000 in the Caribbean, a number that will likely continue to rise as Haitians struggle to find food.
