Will Forcing High School Kids to Make a Post-Graduation Plan Actually Help Them?

Chicago Mayor Rahm Emanuel got a lot of attention two weeks ago when he announced a new graduation requirement for high school seniors: They would have to have a plan. Starting with the class of 2020, Chicago Public School students will be required to show proof of their next step after graduation—such as a college acceptance letter or a job offer. It may seem like a good motivational tool, but in a city where access to resources depends on your neighborhood, and where budget cuts have strained existing programs, some observers consider the mayor’s proposal “deeply insulting.”

So says Stacy Davis Gates, the political and legislative director for the Chicago Teacher’s Union, who adds, “It spits in the face of everything we know about CPS right now.”

Emanuel announced the proposal (“Learn. Plan. Succeed: A Degree For Life”) in early April. Students will have to show a school counselor that they have a post-secondary plan. It needn’t be college or a job: A kid also can enlist in the military or find an apprenticeship or a “gap-year” program, among other options. There are exceptions for students facing special circumstances, including incarceration. Emanuel wants to “make 14th grade universal,” as he told CBS. Graduates of the school system, meanwhile, are automatically eligible to attend the City Colleges of Chicago.

The mayor first explored the idea in conversations with Arne Duncan, who served as Secretary of Education under President Barack Obama, and who once ran the Chicago schools. The Chicago Board of Education is expected to greenlight “Learn. Plan. Succeed” at its next meeting.

On its face, the program reflects the goals of teachers and principals: to prepare kids for a bright future. Janice Jackson, the chief education officer for the Chicago schools, compares Emanuel’s proposal to others that faced opposition at first, such as mandatory ACT testing and the requirement that kids complete a program of community service in order to graduate.

According to internal reports from local high schools, about 60 percent of students already graduate with a plan. Emanuel is intent on ensuring that half of all public school students end up with a college or career credential (from internships, work experience, etc.) by 2019—up from around 40 percent today. Under his new proposal, the school district will spend $1 million to make sure each school has at least one counselor well trained in college advising. Additional specialists will be hired to work externally with colleges and employers, Jackson says.

Emanuel’s critics, however, doubt that $1 million is enough. They also express frustration that the city isn’t doing more to tackle systemic problems, including: slashed budgets, school closures, and overcrowded classrooms—city schools may even end classes three weeks early this year due to a lack of funding. The Rev. Jesse Jackson joined the dissenters this week, writing in the Chicago Sun-Times that “a majority of young black high school graduates are looking for work and can’t find it. The mayor’s plan does nothing to address this grim reality.”

The same morning Emanuel introduced “Learn. Plan. Succeed,” he also announced that the city may close multiple schools on the South Side and build one new high school there at a cost of $75 million. (A school district spokeswoman said on Thursday that no final decisions have been made.) Gates, the teachers’ union rep, claims this is in line with Emanuel’s “lead by press release” style: using a flashy proposal to steer the media away from the district’s persistent troubles.

According to research from the Urban League, more than half of Chicago public school students are in majority-black, majority-poor schools. The district has a 37 percent achievement gap in grade-level proficiency between its white and black students.

The district’s Janice Jackson says the funds generated for the new program should allow all schools to meet the new requirement by 2020. She acknowledges the resource disparities between richer and poorer schools, but “now that it’s a requirement, I think that that 40 percent of kids who don’t have a post-secondary plan will have one, and they’ll benefit as a result.”

Gates begs to differ. She says the counselor-to-student ratio varies widely across the city, and that 63 percent of high schools have counselors handling more kids than recommended. “As a district, we would fail miserably in meeting this harebrained idea,” she told me. “There are not enough resources to support something like this. Remember, getting a diploma is not a senior year activity. Getting a diploma and getting ‘college ready’ is something that starts in early childhood.”

Chicago’s budget woes largely come from the top. The district had to cut $46 million from its budget earlier this year, meaning less money for textbooks, afterschool programs, and field trips. Emanuel’s handling of the schools has been repeatedly criticized. Teachers called a 2012 strike to seek better benefits, proper job evaluations, and additional training. In 2013, the mayor decided to close 50 schools, mostly in black and Latino communities.

Sheryl Bond, who works as a counselor at George Washington High School, says she supports the goals of the the new policy, but considering that counselors are already trying to help kids plan their futures, and since it’s easy enough to put a “plan” on paper, she’s skeptical whether the “plan” requirement will change anything. “Is this going to be a compliance issue,” she asks, “or are we going to make sure that kids have a real plan?”

Kristy Brooks, a Chicago elementary school counselor, also doesn’t see how giving kids another hoop to jump through will help. “The only thing standing in the way of our kids having a bright future is that nobody’s forcing them to have some sort of plan? I don’t think so,” Brooks says. “If a kid makes it far enough to graduate high school, they’re doing it for a reason.”

Here’s How Obama Is Trump-Proofing His Legacy

So what has President Obama done over the past month to get a few last-minute liberal priorities in place before Donald Trump takes over? Obama has moved forward on eight substantial executive actions so far:

Enacted a permanent ban on offshore oil and gas drilling in areas of the Arctic and the Atlantic Seaboard.
Refused to veto a UN resolution condemning Israel’s settlements in the West Bank.
Designated two new national monuments totalling more than 1.6 million acres: Bears Ears Buttes in southeastern Utah and Gold Butte in Nevada.
Instructed the Department of Homeland Security to formally end the long-disused NSEERs database, which Trump could have revived as the backbone of a new Muslim registry.
Instructed the Army Corps of Engineers to deny final permits for the Dakota Access Pipeline where it crosses the Missouri River near the Standing Rock Sioux reservation.
Issued a final rule that bans the practice among some red states of withholding federal family-planning funds from Planned Parenthood and other health clinics that provide abortions.
Finalized rules to determine whether schools were succeeding or failing under the Every Student Succeeds Act.
Began an investigation into charges of Russian hacking during the presidential campaign.

This last-minute flurry of activity is actually fairly normal, but Trump is annoyed anyway, saying he’s doing his best to “disregard the many inflammatory President O statements and roadblocks.” Too bad, Donald: there’s more to come. According to Politico, “As many as 98 final regulations under review at the White House as of Nov. 15 could be implemented before Trump takes office. Seventeen regulations awaiting final approval are considered “economically significant,” with an estimated economic impact of at least $100 million a year.” Here are fifteen of the most important ones:

A new policy making it easier to hire and retain highly skilled immigrants.
A new rule forcing state regulators to tighten oversight of for-profit colleges that operate online courses in their state.
New energy efficiency standards.
Regulations designed to discourage speculation on commodities trading.
A new rule that would regulate air pollution from the oil industry.
A change in the way Medicare drug payments are administered.
Reform of Medicare payments to doctors, moving toward a system that better evaluates the quality of care they provide.
Finishing up an investment treaty with China (though it would require Senate approval in 2017).
Speeding through a backlog of debt relief claims from students at ITT Tech and Corinthian Colleges, two for-profit colleges that went out of business under pressure from the Obama administration.
A ban on cellphone calls on commercial flights.
A rule requiring that most freight trains have at least two crew members on duty.
Rules for the 2018 version of the Obamacare state insurance marketplaces.
Regulation of methane releases from oil and natural gas wells.
A major rule on leases for wind and solar projects on federal land.
A rule that aims to ensure poor and minority students get their fair share of state and local education funding.

Some of these actions could be overturned either by Trump or by Congress, but not all of them. Congress is restrained by the fact that it has limited floor time to review new rules. Trump is restrained because agency rules go through a lengthy rulemaking process before they’re finalized, and he would have to start up this entire process all over again to repeal them.

Of course, all of these actions are also susceptible to court fights, just as they always are. There’s no telling how that might turn out.

Sexual Violence on Campus Is Even Worse Than We Thought

The Association of American Universities released findings Monday from one of the largest-ever surveys on college sexual violence—comprising more than 150,000 students across 27 colleges—and they paint a bleak picture of sexual assault on college campuses.

The survey asked students whether they had experienced events ranging from sexual touching to forcible penetration. If they answered affirmatively, they were asked follow-up questions about the circumstances and the event’s aftermath, including whether they reported the incident to law enforcement or a campus authority. Some scenarios that appeared in the survey fit the legal definitions for rape and sexual battery, while others involved incidents that universities typically consider to be sexual misconduct. Other questions measured attitudes toward campus sexual assault and how often students intervened when they observed potentially risky situations.

Here are a few takeaways:

More than 1 in 5 undergraduate women are victims of sexual assault. The AAU’s findings suggest sexual-assault rates are slightly higher than the widely cited yet disputed statistic that 1 in 5 college women are victims of sexual assault. According to the survey, 23 percent of female respondents said they experienced nonconsensual sexual contact due to physical force, under the threat of physical force, or while they were incapacitated by drugs or alcohol. Among seniors nearing graduation, that number rises to 1 in 3.
In the last academic year alone, 11 percent of respondents said they experienced nonconsensual sexual contact. That’s around 16,500 students across the 27 institutions.
First-year students are are the most vulnerable to sexual assault. Sixteen percent of freshman women said they experienced sexual contact under physical force or incapacitation.
The vast majority of students don’t report sexual assault or misconduct. While most victims said they confided in a friend, family member or someone else, only 26 percent of students who experienced forcible penetration filed an official report. More than half of those victims said they didn’t consider the event serious enough to go to the authorities, while one-third of said they were “embarrassed, ashamed, or that it would be too emotionally difficult.” Others said they “did not think anything would be done about it.” Students were much more likely to report certain kinds of events than others, with reports filed by 28 percent of stalking victims but only 5 percent of those who experienced unwanted sexual touching while they were incapacitated by drugs or alcohol.â&#128;&#139;
Transgender and gender-nonconforming students experience sexual assault and misconduct at higher rates than their peers. These students comprised 1.5 percent of survey respondents, but nearly 40 percent of seniors identifying with this group said they had experienced nonconsensual sexual contact in college, compared to a third of senior women. They’re also less likely to believe the university will conduct a fair investigation or take their reports seriously.
Response rates were low. About 19 percent of students across the 27 universities chose to respond to the online survey, which was conducted during a three-week period in April. The survey notes that nonvictims may be less likely to participate, skewing incidence rates slightly upward. Still, final participation rates were well below the the rates of similar studies.

At least 12 of the colleges that released results on Monday are currently facing federal scrutiny from the Department of Education’s Office of Civil Rights for their handling of sexual-assault cases under federal Title IX standards. Several universities on the list have been found in violation of Title IX, including the University of Virginia, Harvard University, Yale University, and Michigan State University.

Given a range of responses across institutions, the study’s authors caution against generalizing the results on a national scale. As Slate points out, the researchers declined to explain the variation in sexual-assault rates or students’ attitudes at different institutions. “The analyses did not find a clear explanation for why there is such wide variation,” the authors write. “Some university characteristics, such as size, were correlated with certain outcomes. But the correlation is not particularly strong.”

Elizabeth Warren to Obama Administration: Help Me Tackle Student Debt

Sen. Elizabeth Warren (D-Mass.) isn’t just a thorn in the side of Wall Street banks. She’s also happy to go head-to-head with the Obama administration when she feels the president’s team is part of the problem.

Right now, the issue fueling a dispute between Warren and the White House is student loan debt. Last week, Warren sent a letter to Education Secretary Arne Duncan alleging that his department is not using many of the tools at its disposal to help Americans who are struggling to pay back student loans. In particular, the department has authority to help students duped by predatory for-profit colleges, and Warren says they’re not using it.

What’s the End Game for the Trigger Warning Movement?

“Trigger warnings” are having their 15 minutes of fame this year, and a New York Times piece about them this weekend made the rounds of the blogosphere. Apparently some activists want trigger warnings for books like The Great Gatsby and Huckleberry Finn:

Colleges across the country this spring have been wrestling with student requests for what are known as “trigger warnings,” explicit alerts that the material they are about to read or see in a classroom might upset them or, as some students assert, cause symptoms of post-traumatic stress disorder in victims of rape or in war veterans.

The warnings, which have their ideological roots in feminist thought, have gained the most traction at the University of California, Santa Barbara, where the student government formally called for them….Bailey Loverin, a sophomore at Santa Barbara, said the idea for campuswide trigger warnings came to her in February after a professor showed a graphic film depicting rape. She said that she herself had been a victim of sexual abuse, and that although she had not felt threatened by the film, she had approached the professor to suggest that students should have been warned.

Ms. Loverin draws a distinction between alerting students to material that might truly tap into memories of trauma — such as war and torture, since many students at Santa Barbara are veterans — and slapping warning labels on famous literary works, as other advocates of trigger warnings have proposed.

Maybe somebody can help me out here. Not snarky “help,” mind you, but real help. As you might expect, I’m not especially sympathetic to the trigger warning movement, which seems more appropriate for explicitly safe spaces (counseling groups, internet forums, etc.) than for public venues like university campuses. But put that aside. What I don’t get is what anyone thinks the point of this is. You’re never going to have trigger warnings in ordinary life, right? So even if universities started adopting broad trigger policies, it would accomplish nothing except to semi-protect sensitive students for a few more years of their lives, instead of teaching them how to deal with upsetting material.

Now, you could make this same argument about a lot of things. But in other cases—for example, a university policy aimed at racism or disabilities or whatnot—it would presumably be done in the hope that it might influence public policy and eventually lead to changes in the wider world. But does anyone have this hope for trigger warnings? It doesn’t even seem feasible to me.

But maybe I’m just demonstrating a lack of imagination here. In any case, I’m curious about what the ultimate point is. Are supporters of trigger warnings just hoping to give kids a few more years of refuge from the outside world? Or do they somehow think that these policies might spark the outside world to change? I’ve never really heard anyone explain what the end game is here, and I’d like to hear it.
