Innovative Maryland Program Provides Green Job Training

More than two dozen young adults will spend the next year improving Maryland’s environment while getting valuable on-the-job training.

The latest class of the Chesapeake Conservation Corps program, which is administered by the Chesapeake Bay Trust and pairs young adults with conservation-minded organizations throughout the state, rolled up their sleeves and went to work last week. The job training program, created in 2010 by the Maryland Legislature, puts participants to work in areas that will advance conservation efforts and help protect local rivers, streams and the Chesapeake Bay.

“The Maryland Legislature wanted to develop a corps program that engaged young people in the conservation of natural resources,” explains Jana Davis, executive director of the Chesapeake Bay Trust, which manages the Corps. “There were other programs out there, but we added the environmental piece and made it more of a mentorship-based experience.”

While other conservation corps programs typically have a crew-based approach, the Chesapeake Conservation Corps created an individual-focused program, where each participant works with an organization to accomplish conservation goals.

“Each one of the young people has a capstone project they’re responsible for,” Davis says. “It’s a way for them to build new skills, gain professional work experience, and it’s something they can use to market themselves when it’s done.”

As a result, many of the participants end up getting hired by the organization at the end of their one-year assignment. This year, 11 of the 25 participants landed full-time employment when their assignments ended in August. Among those were Ann DeSanctis, who worked as an environmental educator with the Anacostia Watershed Society, then was hired as its volunteer and project coordinator when her one-year term ended.

“This was an invaluable hands-on experience,” she says. “Being able to see how a nonprofit works, and to be able to get involved in a network like this, is so important. For me, it really helped me learn what it was that I wanted to do. It cemented in me that I am in the right field.”

Bad news for climate hawks, coal haters, and Northwesterners who don’t like breathing coal dust: The Army Corps of Engineers says it won’t consider climate change or other big-picture issues when it reviews the environmental impacts of proposed coal export terminals.

Plans are afoot to build or expand coal export facilities at three ports in the Pacific Northwest. The governors of Oregon and Washington, other elected leaders in the states, and enviros have all been calling for the Army Corps to do a comprehensive study considering the wide-ranging, cumulative impacts of a big coal export push through the region — including coal dust, diesel exhaust, railroad and port congestion, road traffic, water pollution, and, yes, climate change.

But this week, the Army Corps said no. From the Associated Press:

[A] top agency official said Tuesday that a more sweeping study to include all three terminals and impacts further afield was not appropriate.

“Many of the activities of concern to the public, such as rail traffic, coal mining, shipping coal outside of U.S. territory, and the ultimate burning of coal overseas, are outside the Corps’ control and responsibility,” the agency’s acting chief of regulatory affairs, Jennifer Moyer, said in testimony submitted to the House Energy and Commerce Committee.

It’s not like “the public” is asking for much — just for the corps to take its responsibilities under the National Environmental Policy Act seriously and review all of the impacts of the planned export rush. Instead, it’s taking a very limited view. From the McClatchy news service:

“The corps will limit its focus on emissions to those associated with construction of the facilities,” Jennifer Moyer … told lawmakers. “The effects of burning of coal in Asia or wherever it may be is too far to affect our action.”

Coal exports have become a big target for climate activists; if they can keep export terminals from being built, that will help keep coal in the ground, because domestic demand for coal has declined markedly in recent years. Activist opposition may have helped kill three of six proposed export terminal proposals in the Northwest since last year.

Why is the Army Corps refusing to do a comprehensive study? In part, it seems to be throwing its hands in the air and saying it would be just too darn hard. Again from McClatchy:

Moyer noted in her testimony that … it was beyond the realm of the agency’s expertise to judge what increased coal shipments would mean for the region.

The Corps will have to work on expanding its expertise if the White House ever actually finalizes its plan to require federal agencies to consider climate change when analyzing the environmental impacts of major projects. It couldn’t hurt the Corps to start practicing now.

Northwest political leaders and enviros plan to keep pushing for broader review. U.S. Rep. Henry Waxman (D-Calif.) is pushing too: “I think the Corps is making a big mistake,” he told Moyer, later adding, “I think you should reconsider your position.”

Another urgent need for infrastructure spending: Levees

One source of contention during the House’s aggrieved, extensive debate over providing aid to Hurricane Sandy victims was how much money should be spent on preventative measures. To what extent, that is, should the government spend money now in order to save money in the future — spend money bolstering coastlines in New York and New Jersey so that the next time a big storm comes through, damage is less severe. The preferred answer of the House Republican majority was: zero dollars.

The GOP’s refusal to spend on prevention is looking all the more shortsighted in light of a new assessment by the Army Corps of Engineers of the strength of the nation’s levees. What the Corps is finding is not encouraging, raising the specter of another massive infrastructural need. From the Associated Press:

The U.S. Army Corps of Engineers has yet to issue ratings for a little more than 40 percent of the 2,487 structures, which protect about 10 million people. Of those it has rated, however, 326 levees covering more than 2,000 miles were found in urgent need of repair.

The problems are myriad: earthen walls weakened by trees, shrubs and burrowing animal holes; houses built dangerously close to or even on top of levees; decayed pipes and pumping stations.

How big is the risk? Hard to say.

The Associated Press requested, under the Freedom of Information Act, details on why certain levees were judged unacceptable and how many people would be affected in a flood. The Corps declined on grounds that such information could heighten risks of terrorism and sabotage.

It’s up to local governments to maintain levees, just as it’s up to each of us to go to the dentist. It’s costly, it takes time, and if there’s no immediate problem, it’s easy to postpone. The longer you go without maintenance, though, the bigger the problems that result.

One would think that — following 2005 when all of New Orleans’ teeth fell out and its wisdom teeth were all impacted and so on — communities would be eager to figure out how to prevent the same thing from happening to them. Not so.

Some local officials say that the Corps is exaggerating the dangers, that some deficiencies were approved or not objected to by the federal government and that any repairs could cost them hundreds of thousands, if not millions, of dollars.

“It’s just not right to tell a little town like this to spend millions of dollars that we can’t raise,” said Judy Askew, mayor of Brookport, a hardscrabble town of about 1,000 on the banks of the Ohio River.

If the Ohio floods and the levee fails, someone will pay to restore Brookport — at a price tag almost certainly greater than those millions Askew doesn’t have. And these areas are very likely to flood, if the federal government’s draft climate change report is any indicator.

As we’ve noted before, government has a bias toward funding relief and an antipathy to funding prevention. A lot of this is politics; there’s much more political will to help those left homeless than there is to raise money to protect the home in the first place. It’s why each of the people who spoke out against Sandy aid were very deliberate in articulating how far their hearts went out to victims, even as they pushed measures that would ensure there’d be more victims in the future.

In the meantime:

As of Jan. 10, the agency had rated 1,451, or 58 percent, of [the nation’s levees]. Of those, 326 were unacceptable, 1,004 were minimally acceptable with deficiencies that need correcting, and 121 were acceptable. …

A number of local managers blame their “unacceptable” ratings on the Corps taking a harder line on compliance with levee construction, operation and maintenance standards.

“Since Katrina, they’re almost hyper-vigilant,” said John Sachi, city engineer for South St. Paul. “It’s almost like they’re remedying their mistakes from the past by putting the onus on us to make sure things get better.”

That’s almost exactly what it’s like.
