Henry Red Cloud is planting hope with 100,000 saplings

On a crisp and rainy May morning on the Pine Ridge Indian Reservation in South Dakota, Henry Red Cloud recounted his team’s strategy for planting more than 1,000 ponderosa pine saplings in six short hours. Over coffee, he detailed the day’s agenda, location, and logistics with six staff members and three volunteers — a small crew compared to most planting days.

“There’s no getting to the burn-site,” he said. “There has been too much rain, so we will go over to one of the residential sites.”

Six years ago, Henry watched a wildfire rip across 25,000 acres of Pine Ridge Indian Reservation land only 20 miles from his home. Since that time, he says he’s noticed an increase in erosion and landslide events thanks to more sustained moisture over the spring and summer months.

“Due to climate change, we now have the potential to see rain all summer long,” he said.

A member of the Oglala Lakota Sioux and a fifth-generation direct descendant of the Lakota warrior Chief Red Cloud, Henry Red Cloud is focused on resiliency — both through reforestation of the land and teaching tribal communities about sustainable energy. In partnership with the organization Trees, Water, and People, a non-profit based out of Fort Collins, Colorado, Red Cloud and his team have planted more than 100,000 ponderosa pines on Pine Ridge over the past six years. Once they reach maturity, the trees will help prevent landslides, support biodiversity, and provide windbreak and shade for community members.

Indigenous-led efforts like Red Cloud’s may play an important role in developing an effective global response to the threat of climate change. According to a new Intergovernmental Panel on Climate Change report, released Monday, which outlines the impacts of global warming and offers strategies to stave off the worst of them: “Many scholars argue that recognition of indigenous rights, governance systems, and laws is central to adaptation, mitigation, and sustainable development.”

While tribal innovators like Red Cloud may be on the front lines of combatting climate change, tribal communities are among those most at risk. Today, Native American reservations face unique and disproportionate impacts associated with warming, such as the loss of culturally significant food, medicines, and knowledge, as well as reduced access and rights to water.

“Reservations were put on land nobody else wanted because it was too hot, cold, or windy,” Red Cloud says.

On Pine Ridge, the increasingly harsh conditions exacerbate high poverty rates and inadequate housing. In general, the average tribal household spends a higher percentage of its financial resources on electricity and heat than any other in the country. Winters can be long and cold here, and about 30 percent of people live without electricity.

By learning how to build and install small-scale solar furnaces, lighting systems, and water pumps, Red Cloud hopes individuals are able to bring these tools back to their own communities. Only five hours north at Standing Rock Reservation, Red Cloud and his team provided workshops on small-scale solar and off-grid renewable systems to hundreds of activists at the Dakota Access Pipeline Water Protector camps during the brutal 2016-17 winter.

According to a recent report from the National Renewable Energy Laboratory, tribal lands across the U.S. (including Pine Ridge) have vast potential for renewable energy and much of those resources have not yet been harnessed. Investing in renewable technologies, Red Cloud says, provides jobs, energy savings, and economic opportunity.”

At his training facility, the Red Cloud Renewable Energy Center, Red Cloud’s workshops range from do-it-yourself solar air furnace builds and straw bale home construction to wind turbine use and reforestation techniques. Inside a large Quonset hut warmed by a wood-burning barrel fireplace, the center provides staff, volunteers, and guests with cozy dormitory-style accommodations, hot showers, and a family-style dining area. The walls and ceiling are brightly decorated with art and photos. The white dry-erase board showcases diagrams and scribbles highlighting effective reforestation techniques leftover from the prior week’s training.

Recently, Red Cloud was nominated for the prestigious Oceti Sakowin Fellowship with the Massachusetts Institute of Technology. And at 59, there are no signs of him slowing down. Whether it’s in preparing a new team of volunteers to plant saplings or leading a workshop on residential-scale solar furnaces, Red Cloud says he plans to continue to work towards building a more resilient and sustainable future for his people and for indigenous communities across the United States.

“That is my role,” he says, “to share my knowledge and to help bring awareness.”

As the rain began to let up outside the center, Red Cloud climbed into his truck for the short drive to the greenhouse. The thousands of vibrant, green saplings covered every available space on the floor and counter, their pungent aroma slowly covering the staleness of the damp, moldy greenhouse air with the sharpness of fresh pine.

To Red Cloud, this work is about supporting economic opportunity and resiliency to climate change. He hopes that it empowers people to carry forward a vision shared by his ancestors to build a better life for the next generations — “a new way to honor the old ways,” he says.

Citizens put renewable energy on this year’s ballots

The fossil fuel-friendly Trump administration has been busy rolling back environmental regulations and opening millions of acres of public land to oil and gas drilling. Just last week, the Interior Department announced plans to gut an Obama-era methane pollution rule, giving natural gas producers more leeway to emit the powerful greenhouse gas.

With the GOP controlling the executive branch and Congress, that means state-level ballot initiatives are one of the few tools progressives have left to advance their own energy agendas. Twenty-four states, including most Western ones, permit this type of “direct democracy,” which allows citizens who gather enough petition signatures to put new laws and regulations to a vote in general elections.

“In general, the process is used — and advocated for — by those not in power,” explains Josh Altic, the ballot measure project director for the website Ballotpedia. Nationwide, 64 citizen-driven initiatives will appear on state ballots this November, and in the West, many aim to encourage renewable energy development — and reduce reliance on fossil fuels.

Arizona

Proposition 127, known as the Renewable Energy Standards Initiative, would require electric utilities to get half of their power from renewable sources like wind and solar — though not nuclear — by 2030. California billionaire Tom Steyer has contributed over $8 million to the campaign through his political action organization, NextGen Climate Action, which is funding a similar initiative in Nevada.

The parent company of Arizona Public Service, the state’s largest utility, tried to sabotage the initiative with a lawsuit arguing that over 300,000 petition signatures were invalid and that the petition language may have confused signers into thinking the mandate includes nuclear energy. APS gets most of its energy from the Palo Verde nuclear plant, and the initiative could hurt its revenue.

Colorado

The progressive group Colorado Rising gathered enough signatures to put Proposition 112 — the Safer Setbacks for Fracking Initiative — to a vote this year. It would prohibit new oil and gas wells and production facilities within 2,500 feet of schools, houses, playgrounds, parks, drinking water sources, and more. State law currently requires setbacks of at least 500 feet from homes and 1,000 feet from schools. It’s opposed by the industry-backed group Protect Colorado, whose largest funder, Anadarko Petroleum Corporation, attracted scrutiny last year after two people died in a home explosion linked to a leaking gas flow line from a nearby Anadarko well.

Amendment 74, sponsored by the Colorado Farm Bureau, would allow citizens to file claims for lost property value due to government action. It is largely seen as a response to Proposition 112, which the Colorado Oil and Gas Conservation Commission says would block development on 85 percent of state and private lands. The Farm Bureau’s Chad Vorthmann says Amendment 74 would amend the state Constitution to protect farmers and ranchers who wish to lease their land for oil and gas from “random” setbacks.

Critics argue that the amendment could lead to unintended consequences. In Oregon, for example, a similar amendment passed in 2004, resulting in over 7,000 claims — totaling billions of dollars — filed against local governments, according to the Colorado Independent. Voters then amended the constitution in 2007 to overturn most aspects of the amendment and invalidate many of these claims.

Nevada

Two energy-related questions will appear on Nevada’s ballot: Question 6, known as the Renewable Energy Promotion Initiative, and Question 3, the Energy Choice Initiative. Funded by Steyer’s NextGen Climate Action, Question 6, which would require utilities to get 50 percent of their electricity from renewable sources by 2030, faces little formal opposition.

Question 3, however, has attracted more attention — and controversy. The initiative was approved in 2016, but because it would amend the state constitution, voters must approve it a second time. It would allow consumers to choose who they buy power from. It’s spearheaded by big energy consumers, including Switch, a large data company, and luxury resort developer Las Vegas Sands Corporation, which want the freedom to buy cheaper power on the open market without penalty. But environmental organizations, including the Sierra Club and Western Resource Advocates, say the initiative threatens clean energy development. NV Energy, the regulated monopoly that provides 90 percent of Nevada’s electricity, has several solar projects planned but has said it would abandon some of these projects if the initiative passes due to costs.

Washington

Washington could become the first state to pass a so-called “carbon fee.” Initiative 1631 would create funding for investments in clean energy and pollution programs through a fee paid for by high carbon emitters like utilities and oil companies. In 2016, a similar initiative lost by almost 10 points. However, many former opponents are now supporters.

What changed? The 2016 initiative would have imposed a revenue-neutral tax instead of a fee, meaning the money generated by the tax would have been offset by a sales tax cut. Environmental groups felt that the initiative didn’t do enough to promote clean energy or to address the impacts of climate change on vulnerable communities. But the new fee would bankroll clean energy projects, as well as help polluted communities. The oil and gas industry is funding the opposition campaign, with Phillips 66 contributing $7.2 million so far.

How Self-Driving Cars Could Reduce Carbon Emissions

The age of autonomy is upon us. While we?re still several years away from robots fully taking the wheel, it?s safe to say that driverless vehicles are imminent. Our lives will soon be in the hands of technology, and with 94 percent of today?s accidents caused by human error, that?s probably for the best.

Self-driving cars promise more than convenience and fewer crashes ? and they might just be the key to a greener future. Currently, transportation is responsible for roughly 27 percent of the total carbon emissions in the US. The Intelligent Transportation Society of America claims that intelligent transportation systems (ITS) could reduce oil consumption and greenhouse gases by two to four percent each year (over 10 years) as technology continues to advance. A world of autonomous rides could greatly benefit our environment.

Say Goodbye to Idling Engines

We?ve all been gridlocked in a traffic jam during rush hour. But soon, autonomous vehicles will be able to outsmart traffic jams by exchanging information with other vehicles using a feature known as vehicle-to-vehicle communication (V2V).

Imagine never having to stop at a red light or tap your brakes ? fuel savings and emission reductions will be instant. With V2V, this could be a reality.

The Future Is Electric

While adoption of battery-powered vehicles has been slow, it?s also where some automakers are placing their bets. In early 2018, Jaguar Land Rover announced a partnership with self-driving car company Waymo to roll out 20,000 completely electric driverless Jaguar I-PACE models to Waymo?s fleet in the coming years.

Jaguar Land Rover?s Chief Executive, Ralf Speth, said, ?The future is electric in modern mobility.? And with electric vehicles emitting zero pollutants, we certainly hope so.

Multiple Forms of Transportation Will Be Critical

Without the stress of driving, autonomous vehicles could entice people to live farther away and endure lengthier commutes. But if self-driving cars still run on fossil fuels, we?re in trouble. One solution: encourage more ride sharing. Vanpooling and micro-transit are popular alternatives to the single-
passenger vehicle. While they?re perhaps not as efficient as a bus, they?re still better than a lone commuter in a car.

But the ultimate clean dream machine? Self-driving electric mass transit. In May 2018, Gainesville, Florida introduced an autonomous shuttle from EasyMile transporting up to 12 people at a speed of 25mph. These shuttles were designed to solve commuting challenges while running on zero emissions.
Most certainly a step in the eco-friendly direction.

More Technology, More Output ? More Efficient?

It?s important to note that, while self-driving cars may be less harmful to the environment, a study by the University of Michigan found they?re actually less efficient than standard vehicles. Wait, what?

Before you boycott, let?s talk about what it takes to build a driverless vehicle. A variety of sensors, cameras, and other cutting-edge technology adds up to more drag. And that extra weight produces 20 percent more emissions than our less-smart, human-driven rides. But considering the bigger picture, the
study found autonomous vehicles could lead to an overall 9 percent reduction of greenhouse gases and net energy emissions.

How is this possible? Think about wind turbines, for example. To get these machines up and running, you need to manufacture parts, ship them and assemble them, which burns fossil fuels. However, once up and running, wind turbines are considered one of the most sustainable ways to produce electricity.

What?s Next?

As automakers and tech giants continue the race toward autonomy, it?s crucial that lawmakers and city officials consider the impact transportation has on the environment, and act accordingly. In an ideal world, all self-driving cars would be electric with zero emissions. But some experts say that could take
up to 40 years. In the meantime, you?ll likely see a mix of self-driving and human-driven cars that run on traditional fuel, or hybrids and or electric technology.

There is also much speculation about how people will use their automated cars. The Department of Energy reported that self-driving vehicles could cut down fuel consumption by 90 percent or increase it by over 200 percent. In other words, only time will tell what happens next.

When coal goes low, Colorado goes Rocky Mountain High

Colorado’s high, clean mountain air has only been getting higher, thanks to wafting cannabis smoke, and will soon be getting cleaner, thanks to a plan approved on Monday by the state’s public utility commission.

Xcel, the state’s largest utility, will now retire two coal plants 10 years ahead of schedule, replacing them with wind turbines, solar panels, and batteries. The plan is supposed to slash the utility’s carbon emissions 60 percent below 2005 levels by 2026. That’s like taking 800,000 cars off the roads every year. All told, disease-causing pollutants, like NOx and SOx, should plunge 90 percent below current levels by 2026.

There are other utilities in Colorado, but because Xcel is so big, this deal will slash the amount of its electricity generated by coal from 44 percent to 26 percent.

“Colorado’s bold decision to invest in clean energy and a healthier future for the next generation shows what the public — and the marketplace — already know, that conservation and clean energy go hand in hand with a growing, healthy economy,” said Jon Goldin-Dubois, president of the environmental group Western Resource Advocates in a statement.

Environmentalists didn’t have to force this plan on Xcel, because Xcel proposed it. Colorado has powerful incentives for closing down old plants and building new ones, which has allowed big corporations to make a business case for switching to cleaner forms of energy.

Xcel will shutter 660 megawatts of coal generation from the two plants, replacing it with 1,100 megawatts of wind, 700 megawatts of solar, and 225 megawatts of energy storage. All this will cost $250 billion, but Xcel says that ratepayers will end up saving $200 million in the long run. (Independent observers have cast doubt on that figure.)

The two plants Xcel will lose are in the Comanche Power Station in the blue-collar city of Pueblo; a third plant in Comanche is slated to remain open. As part of the new plan, Xcel will build a 240-megawatt solar installation, which will help Pueblo in its bid to get all of its electricity from renewable sources (a quest we wrote about back in January).

“With approval of this plan, Pueblo is poised to become Colorado’s clean energy hub,” said David Cockrell, an activist working with Pueblo’s Energy Future and the Sierra Club.

The EPA’s coal plan is a ripoff for Americans, according to the EPA

The Trump administration’s newest proposal to weaken regulations on coal-fired power plants is called the Affordable Clean Energy rule, or ACE. But a close reading of the administration’s own analysis suggests that the acronym more accurately stands for Asthma, Climate Change, and Emphysema.

The Environmental Protection Agency’s new rule would amend the Obama-era Clean Power Plan, making it easier for old coal power plants to stay open. The EPA considered the impact and found that if the plan leads coal-fired plants to start cleaning up their act, it would still cause more hospital visits, more sick days away from work and school, and the early deaths of up to 1,400 people each year, by 2030.

What’s remarkable is that the agency’s analysis doesn’t attempt to make the case that the new policy’s benefits to society outweigh the steep costs. Instead, the EPA’s figures show that the savings for coal plants are relatively trivial compared to the costs of rising pollution from coal-fired plants. Under every scenario the EPA ran, it found the proposed ACE rule would cost Americans at least $1.4 billion a year more than it saved, when compared with simply leaving the Clean Power Plan alone.

“When an agency wants to do something that’s harmful to the American people, it typically tries to hide it,” said Richard Revesz, director of the Institute for Policy Integrity at the New York University School of Law. “What’s unusual here is that the EPA just comes out and says it.”

You have to do some digging to find these numbers. EPA’s press officers aren’t exactly highlighting the findings that the proposal would leave Americans worse off. In a fact sheet, for example, the EPA trumpets its finding that ACE could save power-plants up to $6.4 billion in compliance costs. But wade into the details to look up that scenario (check out table 18 on page 165), and you see that the EPA weighs that $6.4 billion against health costs that run between $16.6 billion and $75 billion.

That the EPA’s own analysis suggests the proposal will do more harm than good creates a legal vulnerability, according to Revesz, because federal agencies have an obligation to make policies that are not arbitrary or capricious under the Administrative Procedure Act, the 1946 law governing the regulatory and rule-making powers of federal agencies. “The administration is skating on very thin ice with this proposal,” Revesz said.

A coalition of 19 states and cities, including New York, California, and Massachusetts, has formed to defend the Clean Power Plan in court. And shortly after the EPA unveiled ACE on Tuesday, New York Attorney General Barbara Underwood announced she’d sue to challenge the plan if it’s adopted.

“The fingerprints of the coal industry are all over this plan,” Massachusetts Attorney General Maura Healey said in a statement. “It’s written to enrich the fossil fuel industry by poisoning our air and our climate.”

Shopping Local: A Berry Beneficial Choice

You wake up on a lazy Saturday morning. The sun is shining, the grass is green and fresh produce is in season. It’s time to make your way over to your nearest farmers’ market to stock up on locally made and grown goods.

Farmers? markets are lively events during the warmer months. Shopping at farmers? markets is not only fun, it can also have a positive impact on the environment, your health and your community.

Shopping for local produce can be a more environmentally friendly choice than heading to the supermarket.

The further food has to travel, the longer and more energy intensive the process becomes. From picking and sorting, to shipping and storing, these steps all require large amounts of energy in the form of electricity and oil. Products sold at farmers? markets are generally created or grown within a 160-kilometre radius of the places they?re sold, which can greatly help reduce the product?s total carbon footprint.

The use of fertilizers such as phosphorus are also commonplace on larger industrial farms. They are added to the soil to try and increase the quality and growing time of plants. Run-off from these products can accumulate in bodies of water, causing toxic algae blooms, a process called eutrophication. This unsustainable practice depletes the soil of its nutrients, rendering it unusable. Most small-scale farmers use these fertilizers more sparingly or don?t use them at all, which helps preserve the soil?s integrity for the next growing season.

Local products often tend to come with much less packaging. Products sold locally aren?t typically wrapped. This gives consumers a chance to bring their own reusable bags and reduce the amount of plastic and other garbage that ends up in landfills and waterways.

Healthy choices

Another bonus that comes from shopping locally is that the products purchased are generally better for your health. Products found on the shelves of grocery stores are usually picked days or weeks before, and they have sat ripening in fridges or on shelves before they hit the store. More traditional practices allow produce to ripen in the field, and they are picked right before being sold. When picked at its prime, produce tastes fresh and is packed with maximum nutrients.

Buying local also means buying what?s in season. In the summer months, you?ll see strawberries and raspberries starting to appear, while products like squash and pumpkins only appear in the fall. This is the way we traditionally ate before technology made it possible to store our food in fridges and ship food from warmer climates in the dead of winter.

The best part about farmers? markets is that if you have any questions about how products have been produced or made, you can just ask the farmer! It?s a rarity these days to be able to meet the people who grow our food and to have the answers to our questions right in front of us.

Community involvement

Finally, shopping for locally sourced products helps you become an active member in your community. Much of the food we eat is produced on large-scale single-crop farms. According to Statistics Canada, between 1931 and 2006, the total land being farmed increased, but the number of farms in operation decreased almost 70 per cent from over 700,000 farms to 229,373, as smaller farms were taken over or bought out by larger industrial farms. By purchasing local products, you are supporting farm families and keeping your money within your local economy.

Unique events such as farmers’ markets create vibrant communities where people come to meet up and connect with their friends, family and neighbors.

Why Alaska might seriously consider a carbon tax

Alaska isn’t exactly the first state you’d expect to embrace a price on carbon. Yet the state legislature will likely be weighing one after the November elections. When carbon taxes keep getting scrapped by blue states like Washington and Oregon, why would such a plan succeed in Alaska: a red state where oil companies are a major economic lifeline?

Necessity is one explanation. Alaskans have been at the forefront of climate change for decades now, facing melting permafrost, coastal erosion, and rising seas. And dealing with these problems — building new infrastructure and relocating communities, for instance — is expensive. By 2030, climate change could add another $3 to $6 billion in costs to public infrastructure alone. A carbon tax could help pay for the state’s ballooning climate costs.

Last year, Governor Bill Walker, an Independent, established a group to figure out how to address the state’s climate issues. The Climate Change Strategy and Climate Action for Alaska Leadership Team — a group of 20 scientists, policy wonks, indigenous representatives, and oil executives — recently released a draft proposal. Lo and behold, it includes a carbon tax.

The plan is expected to reach Walker’s desk in mid-September, marking the first time the state has seriously considered a price on carbon. The details of the proposal are vague at this point, and it’ll be some time before discussion about the tax really ramps up. The governor isn’t expected to throw his support behind a controversial tax during election season.

The leadership group wants a price on pollution for practical reasons: Alaska doesn’t have a lot of revenue. With just 700,000 people, it’s one of the least populous states in America. And its residents don’t pay income or sales taxes.

If Alaska manages to implement a carbon tax — and that won’t be easy — it could tackle two huge problems at once, says Chris Rose, a member of the leadership team and the founder of the Renewable Energy Alaska Project.

“Maybe a carbon tax can be the tax that we employ to deal with our revenue shortfall and climate change at the same time,” he says.

A solid majority of Alaskans, 63 percent, said they support taxing fossil fuel companies while equally reducing other taxes, according to data released this week from the Yale Program on Climate Change Communication. That’s not precisely the kind of proposal Rose’s team is cooking up, but it indicates that Alaskans have something of an appetite for a carbon tax.

Rose is also buoyed by the fact that the state’s residents are used to the idea of paying for pollution. Alaskans have to take either their own garbage to the landfill or pay out of pocket for a company pick it up.

“Likewise,” he says, “I don’t think people would have as much objection to paying a fee for emitting carbon dioxide if they really understood that CO2 is the primary cause of climate change.”

Next up for the Climate Change Strategy and Climate Action for Alaska Leadership team? Educating the public about the benefits of a carbon tax. That way, when the Alaska legislature starts considering one, its constituents know what’s at stake.
