Wisconsin’s catastrophic flooding is a glimpse of the Midwest’s drenched future

An entire summer’s worth of rain has fallen across a broad swath of the Midwest in recent days. The resulting record floods have wrecked homes and altered the paths of rivers, in one case destroying a waterfall in Minnesota. The worst-affected region, southwest Wisconsin, has received more than 20 inches of rain in 15 days– more than it usually gets in six months.

Governor Scott Walker of Wisconsin declared a statewide emergency last week, mobilizing the Wisconsin National Guard to assist flood victims if necessary. The Kickapoo River in southwest Wisconsin rose to record levels — as high as six feet above the previous high water mark — producing damage that local emergency management officials described as “breathtaking.”

In the tiny Wisconsin town of Gays Mills, this is the third catastrophic flood in 10 years. After floods a decade ago, about a quarter of the residents left, and the town was partially rebuilt on higher ground. But this time around is even worse — with almost every home in the town damaged.

Is there a connection to climate change? Well, a warmer atmosphere can hold more water vapor, and the region’s main moisture source — the Gulf of Mexico — has reached record-warm levels in recent years, helping to spur an increase in precipitation intensity. Since the 1950s, the amount of rain falling in the heaviest storms has increased by 37 percent in the Midwest.

But there’s more to it than that. Decades of development have also paved over land that used to soak up rainwater. Earlier this year, Wisconsin took controversial steps to loosen restrictions on lakeside development.

Madison, home to the state’s flagship university, has seen the brunt of the flooding so far. The University of Wisconsin-Madison’s center that specializes in studying lakes is itself flooded. “This is what climate change looks like,” Adam Hinterthuer, the center’s spokesperson, wrote in a blog post. On Twitter, the center posted maps of recent floods alongside projections for the worst expected floods later this century. They matched remarkably well.

For Eric Booth, a climate scientist at the university, the whole thing is almost too much to comprehend. His research project on small stream water temperatures was washed away by the flooding. “The scale of what is happening is absolutely unbelievable to witness,” Booth wrote in an email. Booth’s own calculations showed that rainfall over the past 30 days is an approximately 1-in-1,000 year occurrence, assuming a stable climate. (That, obviously, isn’t a good assumption anymore.)

Flooding in the Madison area has boosted lake levels to all-time highs, reigniting a more than 150-year dispute between boaters (who like lake levels high to avoid damage to their boats), conservationists (who want to avoid damage to sensitive shoreline ecosystems and wetlands), and property owners downstream (whose land gets flooded when water is released too quickly). That conflict has creeped into Madison’s mayoral election, where candidates have called for a new lake management plan in the face of more frequent extreme storms.

By late this century, on a business-as-usual path, those storms could nearly double in frequency, according to University of Wisconsin research. As an editorial earlier this summer in the Des Moines Register said, “Climate change never feels more real than when you’re dragging wet carpet from a flooded basement.”

Six months after Maria, the hardest hit city in Puerto Rico is still being ignored

Jose Morales Menendez had some great times fishing along the beautiful southeast coast of Puerto Rico. He recalls fishing from 1 a.m. to 10 a.m., watching the lights of giant freight ships pass by his little boat. Now, mostly blind since 2005, the 75-year-old depends on others for many day-to-day things. But still, life was okay before Hurricane Maria made landfall six months ago. Now?

“Life after Maria has been really sad,” he says, sitting in the front room of his small house yards from the beach in the Playa el Negro section of Yabucoa, Puerto Rico. The house, which he shares with his wife Irma, was flooded during the storm after it made landfall very near their neighborhood with sustained winds of 155 mph. “The little bit that we had was taken back.”

Yabucoa, a town of about 35,000 on the southeastern corner of Puerto Rico, was devastated by Hurricane Maria. The winds destroyed concrete homes that had withstood prior hurricanes, according to USA Today, leaving it the hardest hit city on an island wracked with devastation. Officials estimate that roughly 1,500 homes were destroyed, along with 95 percent of all municipal infrastructure. With the six-month anniversary of the storm on Tuesday, just 35 percent of the town is energized. The town is providing water to its citizens by using 25 generators to power pumps, and significant damage can be seen throughout town, including piles of debris near city hall.

The mayor is working out of a small temporary office in the center of town. Mariel Rivera, his spokesperson, explained that the sheer volume of devastation has made recovery painfully slow. She shared a spreadsheet tracking what the dozens of electrical crews from places like New Jersey, Vermont, and Florida are doing in the city, including the neighborhoods where they’re working. She credited the mayor for pushing to get as much work done in the town as has been done, slow as it is, and says the state government has largely ignored the city. Comparing it to New Orleans after Katrina, or places in Texas and Florida after Harvey and Irma, respectively, Rivera slammed Puerto Rico Governor Ricardo Rosselló for neglecting her community.

“The governors of those states went first to the worst areas,” she says. “Yabucoa was a town that received a direct hit from Maria and to this day the governor has not stepped foot in Yabucoa.”

(A spokesperson for the governor did not respond to a request for comment.)

Darlene Rivera, the administrator for the municipal cemetery, says Yabucoa is “still in crisis,” and not getting the help it needs. Rivera says her mother, a cardiac patient and diabetic, died of a heart attack after Maria because she didn’t have regular access to medical care and couldn’t properly store her diabetes medication without refrigeration.

Rivera says that there have been 150 deaths registered with the cemetery in the six months since Maria passed through. In the first 10 weeks of 2018, Rivera says she recorded 40 more deaths than she did over the same period of time in 2017. Rivera can’t definitively say if the increased rate of death is linked to Maria, but “there seems to be a correlation.”

Official accountings of Maria-related deaths have been widely questioned. The island’s government recently partnered with George Washington University to conduct a new count.

The two city workers tell me about one of their coworkers who went missing after the storm. Mayra Cortéz Merced, 59, worked in the city’s property records office. After Maria, they say, Cortéz couldn’t get consistent treatment from a doctor or access to her psychiatric medications. Her neighbors say they saw her leave her house on January 31st. “She just disappeared,” Rivera, the mayor’s spokesperson, says. “When you are a mental health patient these things can get the best of you.”

A few miles from the center of town, out toward Lucia Beach along Highway 901, Luis Saul Sustache mans the bar at a roadside chinchorro called La Rumba. With a round face that makes him look much younger than his 34 years, Saul points to the new-ish looking wood that makes up roughly half the patio and explains that the bar was nearly destroyed during Maria, but was repaired quickly and reopened 10 days after the winds died down. Most of the business the bar sees is from the scores of contractors from the mainland working in the area, but even so times are tough.

“Sometimes it feels like it’s easier to just close down the business,” he says, before walking away to pack five bottles of cold water into a plastic bag for another customer.

Further down the road, at a long-term stay hotel called Lucia Beach Villas, Ana Celia Lazú reports that the property suffered some damage in the storm but that the owners have been able to finance repairs with revenue from stateside contractors who are staying as guests. Some smaller out buildings around the property, though, have been been abandoned. One, a two story house just south of the hotel, suffered heavy damage and was vacated by its owner days after the storm. Right in front of the hotel stood a beachfront chinchorro that was completely destroyed.

Jose Morales Menendez’s house sits about a mile or two down from Lucia Beach. After the storm, FEMA gave him and his wife Irma $8,000 to help with repairs, but they say it’s not nearly enough. Irma says she has a hard time sleeping, worried that the waves will again rise up and pull her out to sea, or that an earthquake will shake the home and end it all.

Still, though, she’s thankful.

“We have many blessings,” she says. Her husband shared a similar sentiment, saying that despite everything, his family and neighbors have provided help, support, and love.

“I thank my lord for the beings who have come to help,” he says.

While hurricanes struck, Scott Pruitt was up to some interesting activities

The devastation from hurricanes Irma and Harvey, the two weeks of catastrophic flooding, and the toxic aftermath should have been opportunities for the head of the EPA to snap into action. Had Scott Pruitt done so, it would have been in stark contrast with his tenure so far, which has mostly consisted of making the case that the regulatory power of the EPA should be undermined and advocating that his agency be made smaller in size and scope, be deprived of a robust budget and enforcement power, and shift focus to what he likes to call “regulatory certainty” for polluting industries.

In the past, the EPA’s job in the aftermath of storms has been to help ensure that victims do not return to homes and neighborhoods that are toxic cesspools. The environmental aftermath of Harvey and Irma has been particularly devastating, with Superfund sites that have flooded, pipelines that have have leaked, forced evacuations because of explosions at the Arkema chemical plant, and a hazardous mix of floodwaters and sewage.

A week ago, George W. Bush’s EPA administrator, Christine Todd Whitman, wrote a scathing assessment in the New York Times of how Pruitt has been performing on the job. “The agency created by a Republican president 47 years ago to protect the environment and public health may end up doing neither under Mr. Pruitt’s direction,” she noted. When reflecting on Pruitt’s performance during Hurricane Harvey, she added that the EPA’s recent actions, including the EPA’s attack on an AP reporter, “are only the latest manifestations of my fears.”

Whitman may have missed some of Pruitt’s other activities. During the two hurricanes, the EPA administrator has appeared in far-right media, blasted the Obama administration and the mainstream media, disparaged discussions about climate change, and rolled back more regulations. Here are some noteworthy Pruitt sightings that took place during the recent weeks when severe weather battered the United States:

Aug. 28: Harvey’s deluge was in its fourth day, the death toll had risen to nine, and parts of Texas had already seen nearly 40 inches of rain when Pruitt had an interview with the right-wing media site Breitbart. At the end, host Alex Marlow pressed Pruitt on his response to coverage that connected the hurricane to climate change. What he didn’t mention was the growing consensus among scientists that climate change will worsen the severity of these storms. A discussion about “a cause and effect isn’t helping the people of Texas right now,” Pruitt replied. “I think for opportunistic media to use events like this to, without basis or support, just to simply engage in a cause-and-effect type of discussion, and not focus upon the needs of people, I think is misplaced.”

Over the course of the two storms, Pruitt would have several opportunities to repeat this observation.

On the same day, Pruitt was also interviewed by another sympathetic conservative radio host, Newsmax’s Joe Pagliarulo.

Pruitt explained what the EPA was doing to respond to Harvey: First, he praised his fast response to Texas’ request to waive gasoline mix requirements to avert shortages. He then mentioned a refinery monitoring center that is working “with industry, private-sector folks to ensure that things are secure.” Finally he added that the EPA is observing drinking-water quality and any potential contamination from landfills.

He even came up with an unusual new definition for what environmentalism means: “Is true environmentalism ‘Do not touch’? Or is it, ‘Hey, we’ve been blessed with natural resources across our country and we should use and cultivate those natural resources with what: environmental sensitivity? Environmental stewardship?””

Aug. 31: The Arkema chemical plant exploded near Houston. The same day, six Senate Democrats sent a letter to Pruitt asking him to respond to a series of accusations about how he’s limited transparency and public information access at the EPA. “At your direction, the political leadership of the U.S. Environmental Protection Agency is taking deliberate steps to thwart transparency,” the senators wrote. “It is essential to the functioning of our democracy that our government does its business in the open. Yet according to recent press reports, you are taking measures to conceal your official actions.”

Sept. 3: The Associated Press reported that the EPA was not on the scene to survey the Houston area’s Superfund sites that were underwater and found seven sites flooded. (The EPA later estimated from aerial imagery that there were actually 13.) In response, the EPA put out a statement accusing one of the bylined reporters of inaccurate reporting because he was in Washington, D.C., and not in Houston, despite the fact that the AP had a reporting team on the scene. The EPA went on to link to conservative press to prove its point, and Pruitt’s Twitter account shared the press release.

Sept. 8: Harvey had quieted, but now, eyes were turned to Irma’s growing strength and its unclear path toward Florida. The Arkema explosion occurred just one week before Pruitt appeared on an ABC News podcast to discuss Harvey’s aftermath. In it, he defended delaying a regulation that lays out the specific information chemical companies like Arkema are required to provide first responders in the event of chemical explosions similar to the one in Houston. When asked about the “hype about climate change,” Pruitt answered, “Will there be a time and place to perhaps discuss that and debate that? Sure,” he said. “But not in the midst of the storm, not in the midst of the responses, because there’s enough to say grace over right now.”

Sept. 6: On the day that Hurricane Irma — which was at certain points a Category 5 storm — reached Puerto Rico after leveling some islands in the Caribbean, Pruitt, along with Rick Perry and other Cabinet members, were scheduled to accompany Donald Trump on a visit to an oil refinery in North Dakota, where the president delivered a speech on taxes. Pruitt didn’t attend, an EPA spokesperson confirmed, but Trump still gave the agency a shoutout in the aftermath of Harvey: “We’ve ended the EPA intrusion into your jobs and into your lives. And we’re refocusing the EPA on its core mission: clean air and clean water.”

Sept. 7: Pruitt gave a phone interview to CNN in which he repeated the same line he used with Breitbart when asked about climate change. “To use time and effort to address it at this point is very, very insensitive to this people in Florida,” he said.

The most vulnerable areas of Florida, Georgia, and South Carolina were busy engaging in the evacuation of nearly 7 million people, but that didn’t stop Miami’s Republican mayor from discussing climate change in relation to the storm.

“If this isn’t climate change, I don’t know what is,” Mayor Tomás Regalado said two days later, after he declared a Sept. 8 State of Local Emergency in his city.

Sept. 11: On Monday, Pruitt gave a wide-ranging interview to the Washington Examiner from his EPA office in Washington. The stories reported that Pruitt went after Barack Obama’s environmental record and his other adversaries:

“I’ve got to say this to you: what is it about the past administration?” Pruitt said. “Everyone looks at the Obama administration as being the environmental savior. Really? He was the environmental savior? He’s the gold standard, right? Well, he left us with more Superfund sites than when he came in. He had Gold King [the 2015 mine wastewater spill] and Flint, Michigan [drinking water crisis]. He tried to regulate CO2 twice and flunked twice. Struck out. So what’s so great about that record? I don’t know.”

He also took the opportunity to criticize Christine Todd Whitman, Bush’s EPA administrator. Pruitt said he hadn’t read her New York Times op-ed but added:

“Maybe Christine Todd Whitman likes the Obama administration,” Pruitt said. “Go ask her, I don’t know. [Obama] is the gold standard, right?”

Finally, he attacked German Chancellor Angela Merkel in anticipation of a United Nations General Assembly meeting in New York next week:

“If Chancellor Merkel … really cares about reducing CO2 in this world, why is she going away from nuclear?” Pruitt asked. “It’s so hypocritical for countries to look at the United States and say, ‘You need to do more.’ Really? So, we’ve reduced our pollutants under the Clean Air Act [criteria pollutants and CO2].”

Sept. 12: Irma had already flattened Barbuda, leaving 95 percent of the buildings destroyed and 1 million people in Puerto Rico without power for what could be months. Seventy-five percent of Florida was without power in the aftermath of the weekend’s storm, and the U.S. death toll had risen to 22. That’s when the EPA announced a two-year delay for a 2015 rule that set the first limit on toxic metals that can be discharged into wastewater from power plants. “Today’s final rule resets the clock for certain portions of the agency’s effluent guidelines for power plants, providing relief from the existing regulatory deadlines while the agency revisits some of the rule’s requirements,” Pruitt said in a statement.

This delay only adds to Irma victims’ challenges: Not only do they have to rebuild, but the Trump administration’s EPA isn’t doing much these days to make their water and air safer.

Irma dredges up snakes, alligators, and, of course, the ‘Florida Man.’

There’s been a long decline in the nutrition of our crops, often attributed to people breeding plants for higher yields rather than health benefits. But, as is often the case, climate change is making it worse.

An altered atmosphere means altered food, because plants suck up CO2 from the air and turn it into sugars, Helena Bottemiller Evich points out in a new piece for Politico. That means we’re getting more sugar per bite, and less protein, iron, and zinc. The global phenomenon puts hundreds of millions of people at risk for nutrient deficiencies.

It’s not just a problem for humans. Analysis of pollen samples going back to 1842 shows that protein concentration declined dramatically as atmospheric CO2 rose. That makes yet another suspect in the great bee-murder mystery.

“To say that it’s little known that key crops are getting less nutritious due to rising CO2 is an understatement,” Evich writes for Politico. “It is simply not discussed in the agriculture, public health, or nutrition communities. At all.”

The world is changing in so many ways that it’s nearly impossible to track them all — even when those changes happen right at the ends of our forks.

The U.S. should go Dutch to avoid building another Houston

Want to design a city to maximize flood damage? Start on very flat land — any kind of slope will help water flow out of town. Next you’d want to create incentives for people to build the city wide and low; by covering a large area with concrete and asphalt, you collect more water whenever it rains. Then, be sure not to build much in the way of a drainage system. Ideally you’d be close to a humid body of water. And if you really wanted to put a cherry on top, you’d devote the city to industry that contributes to the warming of the seas, thereby increasing the likelihood of extreme downpours.

Voilà! You’ve just built Houston.

While America’s fourth-largest city is a poster child for flood vulnerability, much of the United States is built on similar principles. When the Dutch, the experts in flood prevention, look at us, they try to be polite, but really there’s no way around the truth.

“The United States is a little bit lagging behind in flood protection, to be honest,” says Jeroen Aerts, professor of water and climate risk at Vrije University in Amsterdam.

Aerts says that good flood control rests on three pillars: first, fortification to keep water out; second, buildings that can withstand flooding; and third, resources for evacuation and reconstruction.

The United States does fine on the third pillar, but fails on the first two. We build low-slung, widespread exurbs — partly because many American cities grew after the advent of the automobile. Thus, U.S. cities lack density, violating a key tenet advanced by the Dutch for making flood control possible and affordable. To avoid future Harvey-scale events, the U.S. could do well to take a page from Holland and get ahead of flooding, rather than scrambling to recover from it.


It’s hard to keep a city dry if it’s huge. The reverse is also true, says Jeff Carney, director of the Coastal Sustainability Studio at Louisiana State University. When cities stack their housing up, rather than sprawling out, they are easier to defend and are more resilient.

One example of a well-stacked American city is New York, New York — aka the island of Manhattan. It’s compact, with more than 1.5 million people in fewer than 34 square miles of land, so flood-prevention efforts are feasible.

A couple of years ago, the New York City government allocated $100 million to build a flood barrier around the lower part of the borough, and the U.S. Department of Housing and Urban Development kicked in nearly twice that last year to ensure it becomes a reality.

“Lower Manhattan has the ability — because of the amount of people and the amount of economic value on the island — to build a wall around itself,” Carney says. “They can do infrastructure that Houston isn’t going be able to do. You’re not going to be able to pump water out of Houston. It’s just too big.”

Houston took a laissez-faire approach to development, essentially allowing people to build whatever — and wherever — they wanted. Aerts thinks the United States would benefit from a baseline urban-planning rule requiring some level of fortification against floods.

If government required a measure of flood protection, a lot of the low-lying development just wouldn’t pencil out economically. If you have to build a levee around a sprawling subdivision, it drives up construction costs, as well as home prices — and not because the neighborhood is suddenly hip. (Strangely, the Trump administration is moving in the opposite direction: Earlier this month it revoked an Obama-era rule mandating that potential future flooding be taken into account when constructing federally funded buildings.)

From a European perspective, American flood protection is astonishingly fragmented and ad hoc. Some U.S. cities use levees, drains, or pumps; others do nothing. Usually, Aerts says, cities build their protections only after a disaster. That’s the case in lower Manhattan, where the proposed flood-protection system is a direct response to Superstorm Sandy in 2012.

Still, prevention isn’t enough. Even if Houston had state-of-the-art infrastructure, according to Aerts, it would have flooded. “If we had 30 inches of rain in 12 hours, the Netherlands would flood as well,” he says. “And we have the biggest flood-safety system in the world.”

Nature can always overwhelm humanity’s efforts, and so we need backup plans.


When authorities issue a flood warning, people tend to focus on escaping by moving out of the area — getting in cars and driving away. But it’s much easier, and often safer, to go up, rather than out.

“If you can flee to a higher floor and stay there for days, you will be safe,” says Frans van de Ven, an engineer at the Dutch institute Deltares who helped New Orleans design new flood-control plans after Hurricane Katrina.

This works a lot better if the lights stay on, plumbing continues to work, and food in refrigerators stays fresh. So cities need to invest more to keep critical services above the water line, says van de Ven. If power plants and hospitals stay dry, electricity could continue to flow, and patients could be moved upstairs instead of out of town.

Apartment-dwellers like Louise Walker are exceptions to Houston’s single-family-home norm. When the water rose into her first floor apartment, Walker was able to bunk upstairs with her neighbor. This kind of “vertical evacuation” is often a better option than jamming freeways or evacuating people to convention centers, arenas, and megachurches.

“If we really are moving into a time of greater dynamics in the weather — and I think the science is suggesting that we are — we’re going to have to build our cities differently,” says Louisiana State’s Carney. “We really need to rethink our obsession with the single-family house. We need to rethink our obsession with auto-dependent development.”

Deltare’s van de Ven is less prescriptive about designing cities. He says governments have every right to build in floodplains, but they should require those houses to be constructed to withstand and mitigate floods, rather than making them worse by converting landscape that could absorb water into a bigger bathtub.

American cities have started requiring builders to pay for the problems they cause. Even Houston’s in on it. In 2010, it voted to start taxing landowners $3 for every 1,000 square feet of shingles and pavement that sheds water from their properties into the sewers. The tax is providing some money for the city to start beefing up its drainage system.

That’s good, but not good enough, van de Ven says. Because Houston is so flat, there’s nowhere for draining stormwater to go, and even the best system will be overwhelmed unless people can also capture water on their own lots.

Here’s where even the Dutch look elsewhere for inspiration. Singapore requires builders to create water-retention basins when constructing new homes.

“You dig a hole for a retention basin,” van de Ven says. “And you can use the soil from that hole to build a hill so your house is on higher ground.”


Jeroen Aerts says America focuses mostly on flood insurance — futher proof we prioritize recovery over thinking about preventing floods or how best to cope with seeing more of them.

“In general, America depends more on insurance and the self-reliance of individual citizens, which basically reflects the whole American way of thinking,” Aerts says.

That doesn’t mean that the only way to prepare for a future of floods is to go Dutch. If we want to eschew European-style centralized control in favor of free-market systems for flood management, that’s entirely possible, says van de Ven. But we have to lay the groundwork for those systems to work.

Right now, Carney says, the markets are failing because people don’t have enough information to make smart choices. For example, people are buying houses all over America without fully understanding how likely they are to lose them to floods.

“When you build a community on the wrong side of a levee and no one knows it — then people are making decisions with bad information,” he says.

For much of U.S. history, we’ve opted to clean up after floods rather than protect against them. But experts say that as the climate warms, more cities are taking the first steps to enacting the three pillars of Dutch flood protection.

“Of course we from the Netherlands are happy to help,” van de Ven says, when it comes to fortifying American cities for the future. “But it is up to you.”

Hurricane Harvey will bring some of the heaviest downpours anyone has ever seen

Hurricane Harvey made landfall late Friday night on the Texas coast as one of the most intense hurricanes in U.S. history, spawning as many as 50 tornado warnings in the Houston area alone.

But its worst feature is still to come: several days of what could be some of the most intense rainfall this nation has ever recorded, a clear signal of climate change.

After a destructive storm surge washed away homes, and winds as strong as 132 mph blew away roofs and left hundreds of thousands without power, Harvey is expected to stall, drastically worsening the risk of catastrophic inland flooding from relentless rains.

As of Saturday morning, nearly 15 inches had already been recorded as bands of heavy thunderstorms streamed onshore from the warm Gulf of Mexico, with at least five more days of heavy rain on the way.

Through mid-week, Harvey is expected to move at an exceedingly slow 1 mph, pushing its rainfall forecast off the charts. For the first time in its history, the National Weather Service is forecasting seven-day rainfall totals as high as 40 inches in isolated pockets — equal to what’s normally a year’s worth or rain for coastal Texas.

Some high-resolution models predict even more. (For reference, the estimated 1-in-100-year seven-day rainfall total for the region is just 18 inches.) Meteorologist Ryan Maue estimated that 20 trillion gallons of water will fall on Texas over the next seven days, which is equal to about one-sixth of Lake Erie.

Virtually every river and stream between San Antonio and Houston is expected to experience record or near-record flooding over the next few days. Forecasters racked their brains to recall a scenario so dire anywhere in the world; a 2015 typhoon hitting the Philippines produced a similar amount of rain, but over a much smaller area.

Although the exact impact of global warming on the strength and frequency of hurricanes remains undetermined, there’s a clear climate connection when it comes to higher rainfall. All thunderstorms, including hurricanes, can produce more rain in a warmer atmosphere, which boosts the rate of evaporation and the water-holding capacity of clouds.

Heavy downpours have increased by 167 percent in Houston since the 1950s, and flooding there has been heightened by unfettered development and urban expansion. Some of the worst flooding in the region’s history has come from slow-moving storms like Harvey.

We don’t yet know if climate change will bring more slow-moving, rapidly intensifying tropical storms like Harvey. But flooding is what kills most people in hurricanes, and that will only get worse.

Rising seas are lapping at the doors of Trump’s real estate empire

On a hot and lazy afternoon in Palm Beach, the only sign of movement is the water gently lapping at the grounds of Mar-a-Lago, the private club that is the prize of Donald Trump’s real estate acquisitions in Florida.

Trump currently dismisses climate change as a hoax invented by China, though he has quietly sought to shield real estate investments in Ireland from its effects.

But at the Republican presidential contender’s Palm Beach estate and the other properties that bear his name in South Florida, the water is already creeping up bridges and advancing on access roads, lawns, and beaches because of sea-level rise, according to a risk analysis prepared for the Guardian.

In 30 years, the grounds of Mar-a-Lago could be under at least a foot of water for 210 days a year because of tidal flooding along the intracoastal water way, with the water rising past some of the cottages and bungalows, the analysis by Coastal Risk Consulting found.

Trump’s insouciance in the face of overwhelming scientific evidence of climate change — even lapping up on his own doorstep — makes him something of an outlier in South Florida, where mayors are actively preparing for a future under climate change.

Trump, who backed climate action in 2009 but now describes climate change as “bullshit,” is also out of step with the U.S. and other governments’ efforts to turn emissions-cutting pledges into concrete actions in the wake of the Paris climate agreement. Trump has threatened to pull the United States out of the agreement.

And the presidential contender’s posturing about climate denial may further alienate the Republican candidate from younger voters and minority voters in this election who see climate change as a gathering danger.

When Guardian U.S. asked its readers about their most urgent concern in these elections as part of our Voices of America series, the single issue looming on their minds was climate change.

Real estate professionals, with perhaps an extra dash of self-interest, hold similar views. In a survey published in the Miami Herald last month, two-thirds of high-end Miami realtors were concerned sea-level rise and climate change could hurt local property values, up from 56 percent of them last year.

So too for mayors in South Florida. About a third of the civic leaders in South Florida’s compact of mayors are working on strategies to protect their towns from rising seas — and lobbying Florida’s governor and fellow Republicans in Congress to acknowledge the gathering threat.

Elected officials in those same Florida towns say they are already spending heavily to rebuild disappearing beaches and pump out water-logged streets.

Republicans in coastal districts can’t afford to play politics with climate change, said Steve Abrams, a Republican and mayor of Palm Beach County.

“We don’t have the luxury at the local level to engage in these lofty policy debates,” said Abrams. “I have been in knee-deep water in many parts of my district during King Tide.”

King Tides, the extreme high tides of the autumn, are a growing nuisance in Miami and other areas of South Florida — and are creeping up the manicured lawns of Trump’s Mar-a-Lago from the intracoastal waterway, according to the CRC analysis.

Parts of the estate are already at high risk of flooding under heavy rains and storms, the analysis found. By 2045, the storm surge from even a category two storm would bring waters crashing over the main swimming pool and up to the main building, the analysis found.

The historic mansion at the heart of Mar-a-Lago is not going to be underwater, “but they are going to have more and more issues with health and safety, access, and infrastructure,” said Keren Bolter, chief scientist for the firm.

Despite Trump’s pronouncements, there is strong evidence that he — personally — could pay the price for climate change in his property interests along the South Florida oceanfront and intracoastal waterway.

In South Florida, sea level is projected to rise up to 34 inches by the middle of the century and as high as 81 inches by 2100, according to the National Oceanic and Atmospheric Administration.

South of Mar-a-Lago, where the elevation is lower, water already pools in the road in front of the Trump Hollywood condos after the briefest of cloud bursts. The luxury development, where three-bedroom units are on sale for up to $3 million apiece, offers “pristine beaches.”

“Right outside your door you’ll find the Hollywood Beach broadwalk, ranked as one of the five best boardwalks in the country,” the company website says.

But Peter Bober, a Hollywood native who is now the city’s mayor, said flooding was becoming a regular occurrence, when storms coincided with high tide.

“We have had neighborhoods where the water has been up to people’s front doors. That is not something that I remember as a kid growing up in the city of Hollywood,” he said.

Meanwhile, the city is spending heavily on pumping systems and to truck in sand to replenish beaches disappearing due to erosion.

Bober said he had seen storms with water pouring over the sea walls of the intracoastal. “Water just floods the entire neighborhood, and there is nothing we can do about it,” Bober said. “We have occasional storms where we are totally overwhelmed.”

Such instances are only growing more frequent. Bolter’s modeling suggests Trump’s Hollywood condos could be turned into islands for up to 140 days a year by 2045, cut off from the low-lying A1A coastal road because of tidal flooding and storm surges. Under a category two storm, a storm surge could wash right up to the front gate.

Further south, the Trump Grande in Sunny Isles also faces a soggy future, according to the projections. In 30 years, the boundaries of the property could face tidal flooding and storm surges for 97 days a year, cutting off access to the A1A road. The beaches could also be scoured away by erosion.

“The big issue here is that if a big storm hits, you have five-foot, six-foot waves, and that is going to eat away even at the grass here. It could push the waves even to where we are standing. And if that is going to eat away this whole area, that could do some serious damage,” Bolter said.

Other Trump-branded properties, such as the golf clubs in Doral and Jupiter, are at higher elevations, above the water line amid projected sea-level rise this century. But Bolter said the courses faced different risks from heavy rainfall and poor drainage because of Florida’s high water table.

Scientists have long expected sea-level rise on the southeast Florida coast to occur faster than the global average, advancing rapidly on barrier islands and beaches.

The low-lying coastal areas are exposed to an additional threat of inland flooding from the intercoastal waterways, and contamination of fresh water supply by high tides and storm surges.

But the pace of sea-level rise has accelerated over the last decade because of the collapse of ice cover in Greenland and Antarctica, and because of the weakening of ocean currents such as the Gulf Stream. Nowhere is this as evident as in South Florida.

Since 2006, the average rate of sea-level rise in South Florida has increased to nine millimeters a year from three millimeters a year, for a total rise over the decade of about 90 millimeters, or about 3.5 inches, according to Shimon Wdowinski, a research scientist at the University of Miami.

As a result, flooding in Miami Beach and other low-lying areas has doubled over the last decade, Wdowinski found, using tide gauges, rain records, insurance claims, and other data to construct the flood record. “People should be aware of where they want to invest for their properties,” he said. “I think for the next 20 years it will be OK, but I don’t know if it will be in 50 or 80 years. That’s a different story.”

Other sections of the low-lying South Florida coast are just as vulnerable. In 2012, Hurricane Sandy barely grazed Florida, reserving its fury for New York and New Jersey.

But a subsequent storm unleashed huge waves that uprooted traffic lights and street signs, and caused the collapse of a 1.5-mile stretch of the A1A coastal artery in the center of Fort Lauderdale.

“When the road collapsed, that was basically a huge wake-up call,” said Jason Liechty, environmental projects coordinator for Broward County. “Sometimes when you talk about climate change and sea-level rise it seems very abstract, but if you see big chunks of concrete just sticking up out of the road, it becomes very real.

“It took $20 million and 40,000 truckloads of imported sand so far to raise the mile-long section of road by two feet, sink in metal sheets 40 feet down, and rebuild sand dunes to provide buffers from future storms — and the repairs are still under way four years later.

“So let’s do the math here: You are talking about several hundred million dollars if the whole coast line is affected, and that’s a lot of money,” Liechty said.

A number of towns in South Florida are already beginning to make the investment, calculating that it would be cheaper to put in defenses against rising seas now than wait for a catastrophe.

Miami Beach is spending $400 million to raise roads and install pumps to drain streets that experience regularly flooding at high tide — and to prevent salt water from contaminating fresh water storage inland.

In other sea-level hotspots, such as Hollywood, newer construction — including Trump-branded buildings — are being built on top of steeply graded driveways, above the flood zone.

But for some of South Florida’s cities, there may be no alternative to retreat — even if it means abandoning some of the wealthiest real estate in the country.

In his offices in the historic city hall of Coral Gables, James Cason keeps a poster-size map showing a wide swath of land, sliced up by canals, yacht moorings, and multimillion dollar homes in gated communities with elevations below four feet.

About 34 miles of Coral Gables are exposed to the ocean. The entire area — representing about $3 billion in property and about 10 percent of homes — will be underwater in the second half of the century, according to NOAA’s projections.

Two schools, 20 bridges, 21 pumping stations will all be swamped, according to the projections. Some 302 yachts will almost certainly be trapped behind low-lying bridges. Water treatment plants and pumping stations will no longer work.

Cason has no patience for those, like Trump, who deny climate change is occurring. “It’s an existential threat to a city like us,” he said. So much so that Cason has hired consultants to contemplate a future when it may no longer be able to engineer a way out of sea-level rise.

“What do you do if and when the water is up so high you can’t provide services — when do you stop charging taxes?” he asked. “If your house is underwater, can you stop paying taxes on it?”

He would like to believe that by the end of the century, scientists will have figured out a solution to the rising seas that threaten his city. But there is one thing of which he is certain: Coral Gables will not survive by retreating behind a sea wall.

“There is no Dutch solution,” he said. “You can’t really build a wall around it. It will just come up from below.”
