Trump’s new budget would eliminate nearly all EPA climate change programs.

Here’s how humanity could all but ensure its own demise: Dig up all the coal we have left and burn it, warming the planet 4 to 6 degrees C.

But that worst-case scenario doesn’t match up with what’s really happening in the world, Justin Ritchie, lead author of a new study published in Environmental Research Letters, told Grist.

That’s because money spent on climate change measures goes further than it did 30 years ago. Plus, baseline trends show greenhouse gas emissions are on the decline. Most studies underestimate the effect these factors have on global decarbonization.

The study indicates that the goals outlined in the Paris Agreement are more achievable than previously projected — but that’s not to say humanity isn’t in deep trouble.

It’s not “4 to 6 degrees bad,” Ritchie says. “It’s 3 degrees bad. You can’t say we don’t have to worry about implementing policies, we do. But it’s not going to reach the truly catastrophic scenarios.”

Another recent study published in the same journal shows that if all the coal plants currently planned actually get built, humanity could blow past the Paris goal of limiting warming to 2 degree C above pre-industrial levels.

Ritchie said his research doesn’t counteract that finding. “There’s a whole range of scenarios that can occur,” he says. “What our paper is trying to do is look at that whole range and how can we design policies that are more robust.”

Scott Pruitt testified before Congress and it got messy

On Tuesday, Environmental Protection Agency Administrator Scott Pruitt testified for more than two hours before the Senate Environment and Public Works committee about his first year on the job. While Senate Republicans such as Chair John Barrasso, from Wyoming, and Senator Joni Ernst, from Iowa, gave him credit for helping create jobs by loosening regulations, Senate Democrats were far more concerned with the actions he’s taken that have damaged the functioning of the agency and harmed America’s land, water, and air.

The EPA has touted the massive repeal of regulations as a major achievement of the last year, but Senator Tom Carper, a Delaware Democrat and the ranking member of the committee, saw it differently. “Those are not achievements,” he said. “Those are the complete opposite.”

The night before the hearing, Democrats on the Environment and Public Works committee released a memo entitled “Basically Backward: How the Trump Administration is Erasing Decades of Air, Water and Land Protections and Jeopardizing Public Health.” In it, they outlined some of the steps Pruitt’s EPA has taken to roll back environmental protections. “From nominating extremists to some of the highest posts in our government, to willfully ignoring sound science and stripping the protections that keep millions of Americans safe, this administration has spent its first year reversing the progress our country,” Senator Carper said in a press release about the memo.

During his testimony, Pruitt said that the EPA is going to focus on cleaning up Superfund sites at a faster pace. New Jersey Democratic Senator Cory Booker asked Pruitt if he believed that the 327 Superfund sites that are threatened by climate-fueled flooding deserved immediate attention. “Absolutely,” Pruitt replied, but he did not acknowledge the dangers from climate change. As Carper pointed out, the White House budget has proposed cutting the Superfund budget by 30 percent. Earlier this month, a list circulated by the EPA showed Superfund cleanup successes, seven of which had occurred during the Obama administration.

At his Senate confirmation hearing — which was the last time he had appeared before the committee — Pruitt famously said that he hadn’t looked into the scientific research on lead poisoning, but on Tuesday he announced the launch of a bipartisan war on lead. Senator Tammy Duckworth, a Illinois Democrat, noticed the discrepancy. “Unfortunately, your rhetoric doesn’t match your actions,” she said. “Over the last several months the administration has taken several steps that will make it harder, not easier, to limit lead exposure.” She noted that the White House has proposed slashing programs that reduce lead exposure.

Senator Duckworth went on to cite the EPA’s decision to delay the update to the Lead and Copper Rule, which limits the amount of those substances allowed in drinking water. When the Senator asked Pruitt to answer yes or no to committing to updating the rule before 2020, Pruitt attempted to provide a long explanation. Duckworth insisted on a simple “yes” or “no,” until Pruitt turned to committee chair Barrasso and asked, “Mr. Chairman, may I answer the question?” Duckworth moved on after Barrasso told him he could give a more complete answer later.

She also asked Pruitt about his unexpected trip to Morocco last December, to promote natural gas. “I don’t understand what the sale of natural gas has to do with the EPA’s mission,” Duckworth said. Without giving him time to respond, she then asked for documents containing details of his trips, which Pruitt agreed to provide. Duckworth also asked if he believed the country was a “shithole,” as Trump reportedly said about African countries earlier this month. Senator Barrasso announced her time was up before Pruitt could answer.

But perhaps the most dramatic moment of the hearing came when Senator Sheldon Whitehouse, a Rhode Island Democrat, grilled Pruitt on comments he had made in 2016, when as Oklahoma attorney general he appeared on the Pat Campbell Show. In a story first reported by Documented, a corporate interest watchdog group, Pruitt told Campbell in February 2016, “I believe that Donald Trump in the White House will be more abusive to the constitution than Barack Obama and that’s saying a lot.” Pruitt did not respond while Senator Whitehouse held up posters of his quotes on the show. “Do you recall saying that?” Whitehouse asked him. Finally, Pruitt replied that he didn’t remember making those comments.

After the hearing ended, the EPA put out a formal statement calling Trump the “most consequential leader of our time.”

In the journal Nature, he describes leading a team through the devastated landscape to collect data on how drinking water contamination affects pregnant women. The scientists have to hurry to finish their work everyday, before night falls across the largely powerless island. Limited telephone access makes it difficult to get in touch with subjects.

Cordero’s project started six years ago to focus on water pollution and pre-term births, but this year’s hurricane has changed both the focus and the level of difficulty of the work. Other researchers have been hampered by hospitals that can’t administer routine tests and hurricane-damaged equipment, making it difficult to collect data on how air and water pollution are affecting health.

Still, Cordero’s team has managed to contact several hundred woman and collect samples of groundwater and tap water from homes near flooded Superfund sites. As he told Nature: “The kind of work we’re doing … has to be done now, because a few years from now, it’s too late.”

Puerto Ricans might be drinking Superfund-polluted water, the EPA says.

In a memo leaked last week, Department of Homeland Security adviser Tom Bossert recommended White House staff pivot to a “theme of stabilizing” with regard to messaging around the humanitarian crisis in Puerto Rico.

President Trump, however, appears to have missed that particular update. On Thursday morning, he threatened to pull federal relief workers from the devastated island just three weeks after Maria made landfall.

Meanwhile, most of Puerto Rico is still without power, hospitals are running out of medical supplies, and clean water remains scarce.

Trump isn’t the only prominent Republican refusing to recognize the severity of the crisis. In an interview with CNN on Thursday morning, Representative Scott Perry, a Pennsylvania Republican, accused host Chris Cuomo of fabricating reports of the severity of the disaster.

“Mr. Cuomo, you’re simply just making this stuff up,” Perry said. “If half the country didn’t have food or water, those people would be dying, and they’re not.”

45 Puerto Rican deaths have been officially confirmed so far, and reports from the ground indicate the unofficial number of deaths due to the storm is higher.

Wildfires are raging across California, too.

An AP reporter visited seven sites on Thursday, and found that all were underwater.

One site, the Highlands Acid Pit, Jason Dearen writes, was barely visible above the churning San Jacinto River, and “the air smelled bitter.” Nearby, “a pair of tall white tanks had tipped over into a heap of twisted steel.” At the San Jacinto River Waste Pits — which are full of dioxins and other hazardous substances — “the flow from the raging river washing over the toxic site was so intense it damaged an adjacent section of the Interstate 10 bridge.”

The EPA later confirmed that, using satellite imagery to check a total of 41 Superfund sites, 13 had flooded. Employees had begun inspections on Monday for damage and possible contamination, but have yet to release any findings. The agency also, bizarrely, put out a statement calling the AP’s story “incredibly misleading” and “inaccurate” — without contradicting any of its facts.

An Obama-era EPA report found Superfund sites are threatened by stronger storms, flooding, and sea-level rise. New EPA director Scott Pruitt has said he wants to double down on Superfund cleanup efforts — and that’s despite Trump’s “skinny budget” proposing significant cuts to the remediation program.

Europe is going all in for batteries.

Though the official release is planned for Tuesday, leaked versions of the 2018 budget proposal show dramatic funding cuts for environmental programs — even those supported by the president’s own party.

The budget, which still needs congressional approval, would cut the Environmental Protection Agency’s budget by 35 percent. It also slashes funding for cleanup programs like Superfund, but adds cash for water infrastructure.

After submitting an original budget blueprint, the Trump administration faced backlash from Democrats and environmental groups about the drastic cuts. But Republicans are wary of what President Trump might propose, too.

Lisa Murkowski, a Republican senator from Alaska, has said she opposes the elimination of programs like Energy Star and ARPA-E, which funds energy technology research. Both were cut in the draft budget. Republicans have also defended regional water programs that Trump proposed cutting.

Murkowski, along with five other Republican senators, urged Trump to set aside money for the Department of Energy’s research in a May 18 letter. “Governing is about setting priorities, and the federal debt is not the result of Congress overspending on science and energy research each year,” they wrote.

Trump’s budget is a declaration of war on the environment

The Trump team wants to dramatically shrink much of the federal government, but you know what it wants to shrink most of all? Environmental programs. Under the budget plan released by the White House on Thursday, the Environmental Protection Agency would take a bigger percentage hit than any other cabinet-level department: Its funding would be slashed by almost a third. That means many of the agency’s programs would experience crippling budget cuts, while others would get wiped out entirely. Environmental programs in other departments would come under the ax as well.

President Trump claims he wants to focus on clean air and water instead of climate change, but this new “skinny budget” proposal suggests otherwise. It not only eliminates climate initiatives, but cuts air and water programs, too.

Here are 13 of the most critical proposed budget cuts:

 Slashed: EPA’s budget would be cut by 31 percent, from $8.2 billion to $5.7 billion — its lowest level in four decades, accounting for inflation.
 Slashed: EPA’s staff would be cut by about 21 percent, taking the workforce from around 15,000 people down to some 11,800.
Eliminated: International climate change programs run by the State Department and the EPA would end, including payments the U.S. had pledged to make to United Nations climate efforts.
Eliminated: President Obama’s signature Clean Power Plan, designed to reduce CO2 emissions from power plants, would have all of its funding zeroed out. (Trump is soon expected to issue an executive order calling for the Clean Power Plan to be rewritten.)
Eliminated: Restoration programs for the Great Lakes and the Chesapeake Bay would be completely wiped out.
Eliminated: Energy Star, a popular voluntary labeling program for efficient appliances and devices, would lose all federal funding.
Slashed: The Superfund program for cleanup of contaminated sites would have its funding cut from about $1.1 billion to $762 million. (EPA Administrator Scott Pruitt reportedly pushed to maintain funding for toxic site cleanups, but lost that battle.)
Eliminated: There would be no more funding for long-distance Amtrak trains; federal funds would be focused on Amtrak’s regional service, like in the Northeast Corridor.
Eliminated: The Department of Agriculture’s water and waste disposal loan and grant program, which gives money to rural governments and tribal nations to improve drinking water systems, would end.
Eliminated: All funding would be erased for National Historic Sites, which are managed by the National Park Service.
Eliminated: No funds would go to the Department of Energy’s Weatherization Assistance Program, which improves the energy efficiency of low-income families’ homes, helping them save money on utility bills and prevent carbon pollution.
Eliminated: The Department of Energy would lose all funding for its Advanced Research Projects Agency-Energy (ARPA-E), which helps to get innovative energy technologies off the ground, and for the Advanced Technology Vehicle Manufacturing Program, which works to develop more advanced, efficient cars.
Slashed: NASA’s climate research programs would get hit hard, with several missions that study climate change getting the ax.

Keep in mind, though: Congress gets to write federal budgets, not the president. Trump has now put forward his proposal, but the House and Senate will do their own thing. Even many Republicans are unnerved by Trump’s proposed cuts, environmental and otherwise. Alaska Republican Sen. Lisa Murkowski, chair of the subcommittee that writes EPA’s budget, said she “cannot support” many of the cuts. And Rep. Leonard Lance, a New Jersey Republican, argued that some of the cuts “are penny wise but pound foolish.” That’s putting it mildly.

This Lead-Poisoned City Could Be Trump’s Flint

In East Chicago, Indiana, where 90 percent of this population of 29,000 are people of color and one-third live below the poverty line, a lead crisis is unfolding and residents are concerned that the Environmental Protection Agency under Scott Pruitt is unlikely to respond.

For decades, industrial plants polluted the air and soil with lead and arsenic in East Chicago neighborhoods that included a public housing complex and an elementary school. In 2014, the EPA declared the lead plant in the area a Superfund site and began the cleanup, but a Reuters investigation in 2016 found that children living near the Superfund site still had elevated levels of lead in their blood. The EPA subsequently tested the water and found that not only did the homes in the vicinity have elevated levels of lead in their drinking water, but so did the entire city—much as Flint did during its 2014 water crisis. The EPA estimated that up to 90 percent of East Chicago homes received water through lead service lines.

In December 2016, before the EPA’s findings were made public, Mayor Anthony Copeland sent a letter to then-Gov. Mike Pence, the vice president-elect, asking him to declare a state of emergency in the city so communities could acquire financial assistance for residents being forced to relocate because of the lead contamination at the Superfund site. Pence denied the request, but it was subsequently approved by his successor, Eric Holcomb.

This month, a coalition of East Chicago residents sent a petition to the EPA renewing their request for help and asking for water filters, expanded blood level testing for children, and assurance that those affected had access to Medicaid. The petition charges that neither the city nor the state provided an adequate response to the discovery of lead in the drinking water and that the EPA has the authority to act, just as it did in Flint.

But the EPA that the community petitioned has radically changed. The appointment of Administrator Scott Pruitt, who often “disagrees” with scientific fact and was determined to gut the agency, set the stage for cutting programs that deter pollution and rolling back regulations that keep air and drinking water safe. Leaked versions of the EPA budget showed plans to slash funds for lead pollution cleanup efforts and environmental justice programs, both of which could assist the residents of East Chicago. The head of the EPA’s justice office resigned after more than two decades of service, saying the proposed cuts are a signal “that communities with environmental justice concerns may not get the attention they deserve.”

“East Chicago is precisely the kind of community to be affected by cuts,” says Anjali Waikar, an attorney from the Natural Resources Defense Council. “This is the heart of what environmental justice is. This is an opportunity for the federal government to exercise muscle and avoid another Flint disaster.”

But will it?

The EPA’s Office of Environmental Justice manages several programs aimed at protecting the human health and environment in communities overburdened by environmental pollution. The Environmental Justice Small Grants Program awards funding to community-based organizations that work with communities facing such issues. With the support of such a grant, a 2013 project funded an education campaign on childhood lead poisoning in Baltimore that helped nearly 16,000 residents.

The EPA’s slow response was widely criticized in the aftermath of the Flint disaster. When he made a campaign stop in Flint, Donald Trump pledged to fix the city’s water problems if he won. “It used to be that cars were made in Flint and you couldn’t drink the water in Mexico,” he said. “And now the cars are made in Mexico and you can’t drink the water in Flint. It’s terrible.” During his confirmation hearings, Pruitt attributed the crisis to EPA’s failure to act quickly. “There should have been a more rapid response,” he said.

Shortly after the EPA received the petition from East Chicago, a spokesperson for the agency told Indiana Public Broadcasting that the agency “will review the petition and will continue to work with the city and state to protect the health of East Chicago residents.”

But East Chicago and Flint are likely not anomalies. A 2016 NRDC report found that 18 million Americans got their water from sources that had lead violations the previous year. The violations ranged from failure to treat water to reduce lead levels to failure to report lead results to the government or public.

“The states have shown that if there’s not a strong federal minimum of water standards, it will fall below that,” says Jennifer Chavez of Earthjustice. She notes that the Trump administration’s aggressive approach to cutting regulations “is just ignoring history and evidence of what happens when regulations aren’t in place.”

Early in his campaign, Trump was clear about his dislike of environmental regulations. “Environmental Protection, what they do is a disgrace,” he told Fox News Sunday‘s Chris Wallace. “Every week they come out with new regulations.” Historically, poor communities and communities of color have been especially vulnerable to pollution and environmental waste. With abundant cheap land, poor neighborhoods are regular dumping grounds for industrial pollutants. And long-term neglect means cities with lead pipes often are ignored.

“The legacy of racial discrimination and marginalization that leaves them with fewer resources also leaves them underinvested,” says Khalil Shahyd, an environmental justice expert at the Natural Resources Defense Council. Communities with few resources are usually unable to fight back as effectively as wealthier ones. For example, the controversial Dakota Access Pipeline was originally slated to go through Bismarck, North Dakota. Residents there fought back and the route was reworked and is now slated to pass through tribal land belonging to the Standing Rock Sioux tribe. In the past, environmental justice activists have sued the EPA and various entities over environmental violations and in some cases have won.

For instance, the city of Tyler, Texas, is predominantly black and poor and was accused of violating the Clean Water Act for pumping raw sewage into the city’s water supply. A few days before Trump’s inauguration, the city settled with the EPA and the Department of Justice and agreed to pay a fine and upgrade the sanitary sewer system.

But for residents of East Chicago, the restructuring of the EPA could hinder their efforts to provide safe drinking water, and time is running out. “The disastrous effects of lead in our soil have already taken a toll on our community,” said East Chicago resident Sherry Hunter in an NRDC press release. “But lead coming through our taps takes this mess to a whole new, unacceptably horrible level.”
