The Puerto Rican diaspora gets ready to flex its political power

It has been one year since Hurricane Maria laid waste to Puerto Rico and one week since President Trump denied official reports that the storm took nearly 3,000 lives. To honor those lives and demand accountability for failures in the federal response to the storm, thousands are expected to march on the White House, Trump Tower, and Mar-a-Lago today.

“From the day Hurricane Maria struck Puerto Rico, President Trump has shown a level of of indifference and callousness towards the people of Puerto Rico that is nothing short of reprehensible,” José Calderón, president of the Hispanic Federation, said in a statement announcing nationwide actions. “It is time for our elected officials to feel the brunt of our outrage and let it be known that we will remember in November whether they stood with us or not.”

A coalition of civil rights, faith-based, labor, and advocacy groups have called for a national week of action that they’re calling “Boricuas Remember.” They are leading mass vigils and marches in D.C., Florida, and New York today, as well as other events across the country through the 22.

In a separate but coinciding effort at New York’s Union Square this evening, Alexandria Ocasio-Cortez, Elizabeth Yampierre, and Naomi Klein will join other big names, grassroots leaders, and artists who are calling for community-led solutions and a just transition away from fossil fuels.

Protest organizers say that policymakers can expect the thousands hitting the streets today to also march to ballot boxes during this year’s elections. Since Hurricane Maria, at least 135,000 people have moved from Puerto Rico to the mainland U.S. and could make a major impact now that they’re eligible to vote in congressional and presidential elections.

At the end of August, the “Respeta Mi Gente” coalition launched in Central Florida to activate Puerto Rican voters and center their priorities during 2018 midterm elections in the swing state. Frederick Velez, the campaign director for Respeta Mi Gente, says disaster resiliency is a top priority. “No. 1 is, how can we use the power of the million Puerto Ricans in Florida to affect congressional legislation so that we can get a good recovery and rebuild in Puerto Rico?” says Velez, adding that it’s important to not only repair the infrastructure but to ensure that the territory is prepared for another disaster.

Former New York City council speaker and campaign director of Power 4 Puerto Rico Melissa Mark-Viverito says the Puerto Rican community is geared up to shape policy across the country. “If we are decisive in these elections,” says Viverito, who is speaking at a vigil in New York today, then, “what comes with political muscle is political leverage.”

People of color and low-income residents still haven’t gotten the help they need after Hurricane Harvey.

A new report by Kaiser Family Foundation and the Episcopal Health Foundation found economic and health disparities among those affected by Harvey.

Sixty-six percent of black residents surveyed said they are not getting the help they need to recover, compared to half of all hurricane survivors. While 34 percent of white residents said their FEMA applications had been approved, just 13 percent of black residents said the same.

And even though they are receiving less assistance, black and Hispanic respondents and those with lower incomes were more likely to have experienced property damage or loss of income as a result of the storm.

Additionally, 1 in 6 people reported that someone in their household has a health condition that is new or made worse because of Harvey. Lower-income adults and people of color who survived the storm were more likely to lack health insurance and to say they don’t know where to go for medical care.

“This survey gives an important voice to hard-hit communities that may have been forgotten, especially those with the greatest needs and fewest resources following the storm,” Elena Marks, president and CEO of the Episcopal Health Foundation, said in a statement.

More Than One in Three Black Students in the South Attend an Intensely Segregated School

More than 60 years after Brown v. Board of Education, the progress made toward dismantling segregated schools in the South, once the most integrated region in the country, seems to be steadily falling apart.

A report released this week by UCLA’s Civil Rights Project and Penn State University’s Center for Education and Civil Rights finds that in 2014, more than one in three black students attended a school in the South that was intensely racially segregated, meaning a school where 90 percent of students were racial minorities—a 56 percent rise from 1980. The report also finds that the number of Latino students enrolled in public schools in the South surpassed black enrollment for the first time ever, making up 27 percent of the student body. That’s significant, as the percentage of Latino students in the South attending an intensely racially segregated school is also on the rise—42 percent in 2014, up from 37 percent in 1980.

The result, the report notes, is that the typical student faces decreasing exposure to a race other than his or her own. The average black public-school student in the South in the 2014-2015 school year went to a school that was 27 percent white, while the average white public-school student attended a school where black students made up 15 percent of those enrolled. And, perhaps unsurprisingly, segregation doesn’t get any better when poverty is taken into account: Black, Latino, and low-income students saw a rapid increase in exposure to poverty in the last decade as compared to their white and Asian peers.

While the problem is getting much worse in the South, it’s far from confined to the region. Last year, a US Government Accountability Office report concluded that nationally the number of high-poverty public schools—or those where at least 75 percent of students were black or Hispanic and at least 75 percent of students were eligible for free or reduced-lunch—more than doubled between 2001 and 2014. The GAO report also found that the country saw a nationwide rise in the percentage of schools separated by race and class, from 9 percent to 16 percent, in the past decade and a half. These stats are further supported by a new report released on Thursday by the Department of Education’s National Center for Education Statistics, which finds that black and Latino students in the 2014-2015 school year disproportionately attended high-poverty schools; while 8 percent of white students attended high-poverty schools across the country, nearly half of black and Hispanic students did so.

This is a massive problem as research has shown that students who attend integrated schools score higher on tests and are more likely to enroll in college. Moreover, as the GAO report notes, high-poverty schools have tended to provide fewer resources and opportunities to minority students.

Erica Frankenberg, co-director of Penn State’s Center for Education and Civil Rights and the co-author of the report, says that as court oversight of school districts has diminished, some have returned to relying on neighborhood schools, an act that could perpetuate segregation if housing around the neighborhood is also divided. Consider a place like Charlotte, North Carolina, where a 1971 Supreme Court decision resulted in the implementation of a mandatory busing program for kids in Mecklenburg County in an attempt to make schools there more racially balanced. Over three decades, the district became a model for integration across the country. That lasted until 2001, when a legal challenge resulted in the program’s end. The district turned to a student-assignment plan that let students attend schools in their neighborhoods, confining them to institutions in areas long shaped by housing segregation.

Making matters worse are recent efforts from communities to break away from larger metropolitan school districts. The break-away communities tend to be whiter and wealthier than the larger district, and when they leave, they take funding gained from property taxes, in turn negatively impacting the students left behind. Most recently, for instance, a federal judge in Alabama allowed members of the city of Gardendale to establish its own school district, beginning with two elementary schools, despite concluding that race motivated the community’s actions. A forthcoming report by the non-profit EdBuild finds that of the 45 successful attempts to split from larger school districts since 2000, 17 occurred in the South.

What sticks out most to Frankenberg, however, is the rapid growth of charter schools in the South. She noted that growth of enrollment in charters in the region outpaced that of the rest of the country. The number of charter schools in the region has actually quadrupled to more than 700,000 in the past decade, enrolling 4.4 percent of all students in the South in 2014. While black and Latino students make up most of the students enrolled in charters in the region, the percentage of charters’ white students has fallen over the past decade. Mirroring what’s happening in traditional public schools, black and Latino students in charters are, on average, less exposed to white peers. The average black student in a charter school, for instance, attends a school with 16 percent white student enrollment.

That lack of exposure, coupled with the pace of charter-enrollment growth, Frankenberg says, has helped drive the overall pattern of segregation in the region. In the 2007-2008 school year, just Florida and Louisiana had more than 3 percent of students enrolled in charters in the region. Now, they are joined by North Carolina, Texas, Georgia, Arkansas, and South Carolina. And though private school enrollment in the South and nationally has been declining since 2001, 1.2 million kids in 2011, the most recent year of available data, were still enrolled in private schools in the South—70 percent of whom were white.

So, as the Trump administration doubles down on an investment in promoting school choice nationally—at the expense of after-school programs, subsidized loans, and other deep proposed cuts—the report recommends state officials not let communities break away from school districts and suggests policymakers ensure school-choice programs are implemented in such ways that encourage integration. Unfettered choice without careful design could lead to further segregation, just like it did in the South decades ago and, more recently, in Education Secretary Betsy DeVos’ home state of Michigan.

“Our lost progress on segregation for southern black students, and our failure to ever confront segregation for Southern Latino students, has to be a wakeup call for the region’s leaders,” Genevieve Siegel-Hawley, an associate professor at Virginia Commonwealth University and a co-author of the report, said in a statement.

Major TV networks spent just 50 minutes on climate change — combined — last year.

Nanette Barragán is used to facing off against polluters. Elected in 2013 to the city council of Hermosa Beach, California, she took on E&B Natural Resources, an oil and gas company looking to drill wells on the beach. Barragán, an attorney before going into politics, learned of the potential project and began campaigning for residents to vote against it. The project was eventually squashed. In November, she won a congressional seat in California’s 44th district.

To Barragán, making sure President Trump’s environmental rollbacks don’t affect communities is a matter of life or death. The district she represents, the same in which she grew up, encompasses heavily polluted parts of Los Angeles County — areas crisscrossed with freeways and dotted with oil and gas wells. Barragan says she grew up close to a major highway and suffered from allergies. “I now go back and wonder if it was related to living that close,” she says.

Exide Technologies, a battery manufacturer that has polluted parts of southeast Los Angeles County with arsenic, lead, and other chemicals for years, sits just outside her district’s borders. Barragán’s district is also 69 percent Latino and 15 percent black. She has become acutely aware of the environmental injustices of the pollution plaguing the region. “People who are suffering are in communities of color,” she says.

Now in the nation’s capital, Barragán is chair of the Congressional Hispanic Caucus’s newly formed environmental task force and a member of the House Committee on Natural Resources, which considers legislation on topics like energy and public lands and is chaired by climate denier Rob Bishop, a Utah Republican. She knows the next four years will be tough but says she’s up for the challenge. “I think it’s going to be, I hate to say it, a lot of defense.”

Facebook Makes It Easy for Advertisers to Be Racist

Imagine if, during the Jim Crow era, a newspaper offered advertisers the option of placing ads only in copies that went to white readers.

That’s basically what Facebook is doing nowadays.

The ubiquitous social network not only allows advertisers to target users by their interests or background, it also gives advertisers the ability to exclude specific groups it calls “Ethnic Affinities.” Ads that exclude people based on race, gender and other sensitive factors are prohibited by federal law in housing and employment.

The ad we purchased was targeted to Facebook members who were house hunting and excluded anyone with an “affinity” for African-American, Asian-American or Hispanic people. (Here’s the ad itself.)

When we showed Facebook’s racial exclusion options to a prominent civil rights lawyer John Relman, he gasped and said, “This is horrifying. This is massively illegal. This is about as blatant a violation of the federal Fair Housing Act as one can find.”

The Fair Housing Act of 1968 makes it illegal “to make, print, or publish, or cause to be made, printed, or published any notice, statement, or advertisement, with respect to the sale or rental of a dwelling that indicates any preference, limitation, or discrimination based on race, color, religion, sex, handicap, familial status, or national origin.” Violators can face tens of thousands of dollars in fines.

The Civil Rights Act of 1964 also prohibits the “printing or publication of notices or advertisements indicating prohibited preference, limitation, specification or discrimination” in employment recruitment.

Facebook’s business model is based on allowing advertisers to target specific groups 2014 or, apparently to exclude specific groups 2014 using huge reams of personal data the company has collected about its users. Facebook’s microtargeting is particularly helpful for advertisers looking to reach niche audiences, such as swing-state voters concerned about climate change. ProPublica recently offered a tool allowing users to see how Facebook is categorizing them. We found nearly 50,000 unique categories in which Facebook places its users.

Facebook says its policies prohibit advertisers from using the targeting options for discrimination, harassment, disparagement or predatory advertising practices.

“We take a strong stand against advertisers misusing our platform: Our policies prohibit using our targeting options to discriminate, and they require compliance with the law,” said Steve Satterfield, privacy and public policy manager at Facebook. “We take prompt enforcement action when we determine that ads violate our policies.”

Satterfield said it’s important for advertisers to have the ability to both include and exclude groups as they test how their marketing performs. For instance, he said, an advertiser “might run one campaign in English that excludes the Hispanic affinity group to see how well the campaign performs against running that ad campaign in Spanish. This is a common practice in the industry.”

He said Facebook began offering the “Ethnic Affinity” categories within the past two years as part of a “multicultural advertising” effort.

Satterfield added that the “Ethnic Affinity” is not the same as race 2014 which Facebook does not ask its members about. Facebook assigns members an “Ethnic Affinity” based on pages and posts they have liked or engaged with on Facebook.

When we asked why “Ethnic Affinity” was included in the “Demographics” category of its ad-targeting tool if it’s not a representation of demographics, Facebook responded that it plans to move “Ethnic Affinity” to another section.

Facebook declined to answer questions about why our housing ad excluding minority groups was approved 15 minutes after we placed the order.

By comparison, consider the advertising controls that the New York Times has put in place to prevent discriminatory housing ads. After the newspaper was successfully sued under the Fair Housing Act in 1989, it agreed to review ads for potentially discriminatory content before accepting them for publication.

Steph Jespersen, the Times’ director of advertising acceptability, said that the company’s staff runs automated programs to make sure that ads that contain discriminatory phrases such as “whites only” and “no kids” are rejected.

The Times’ automated program also highlights ads that contain potentially discriminatory code words such as “near churches” or “close to a country club.” Humans then review those ads before they can be approved.

Jespersen said the Times also rejects housing ads that contain photographs of too many white people. The people in the ads must represent the diversity of the population of New York, and if they don’t, he says he will call up the advertiser and ask them to submit an ad with a more diverse lineup of models.

But, Jespersen said, these days most advertisers know not to submit discriminatory ads: “I haven’t seen an ad with 2018whites only’ for a long time.”

Here’s Why Some Black Leaders Are Fighting the NAACP Over Charter Schools

In late July, the NAACP called for a national moratorium on charter schools, claiming they target low-income and minority communities with practices mirroring the predatory subprime mortgage lending industry. Now a group of more than 160 black civic leaders is asking the civil rights group to reconsider, arguing that charters create opportunities for black families that could allow minority students to excel.

In a September 21 letter, a coalition of educators, current and former politicians, public officials, and black leaders claimed that a charter school moratorium would deny parents the opportunity to choose “what’s best for their children”—and restrict access to high-quality alternatives to traditional public schools.

“The proposed resolution cites a variety of cherry-picked and debunked claims about charter schools,” the letter reads. “The notion of dedicated charter school founders and educators acting like predatory subprime mortgage lenders—a comparison the resolution explicitly makes—is a far cry from the truth.”

The NAACP’s proposed resolution, which will be voted on at the national board meeting next month, said that charter schools contribute to racial and socioeconomic segregation and raised concerns over disproportionately “punitive and exclusionary” disciplinary practices, fiscal mismanagement, and lackluster oversight. A few weeks earlier, the Movement for Black Lives, a network of 50 organizations brought together by Black Lives Matter, released a policy agenda that included a similar call to curb the growth of charters.

While the charter school industry is littered with the occasional bad actor, and some charters have even been found to practice “skimming”—illegally screening out potentially challenging students, according to a 2013 Reuters investigation and a recent report by the ACLU and Public Advocates, a public interest law firm—the pro-charter letter highlighted research showing the positive academic benefits and opportunities for black students at charters. Here are three of its main arguments:

1. Black students stand to make short-term academic gains: The letter, citing a study from Stanford’s Center for Research on Educational Outcomes (CREDO), argues that black students benefit from added exposure to charter schools. The 2015 study of 41 cities in 22 states found that students attending charter schools in those areas made slightly higher academic gains in both math and reading compared to students in traditional public schools. The gains were particularly pronounced for low-income, black, and Hispanic students, as well as English-language learners. Poor black students, for instance, received the equivalent of 59 additional days of math learning and 44 days of reading learning. For poor Hispanic students, the gains were 48 days of math instruction and 25 days of reading.

Andrew Maul, an assistant professor at the University of California-Santa Barbara’s Graduate School of Education, questioned the CREDO report’s research methods, including that the sizes of the effects “are very small.” (In response, CREDO noted that the study looked at the change in student test scores from year-to-year as a sign of academic growth, rather than the test scores themselves.)

An earlier study commissioned by the US Department of Education in 2010 showed modest improvements for low-income and underachieving students who attended urban charter middle schools. They scored higher on math tests but fared the same on reading scores as their peers at traditional public schools. Students from higher-income backgrounds saw adverse outcomes in math and reading scores. Overall, on average, attending charter middle schools with lotteries had no “significant impacts” on student achievement.

2. There are long-term gains, too: As Kristina Rizga wrote in her latest magazine story, 35 percent of Philadelphia students attend charter schools. While the growth of charters has put a financial strain on the local school district—and contributed to school closures and the push out of black educators—many students have seen improvements in academic performance. Between 2006 and 2012, 61 percent of Philadelphia charters posted higher scores in math and reading than peers at traditional public schools, according to CREDO. In the long run, according to a study of outcomes for students in Chicago and Florida, students attending charter high schools were more likely to graduate, stay in college, and earn more money than students in traditional public schools, according to a 2014 report by Mathematica.

Still, the 2015 CREDO report notes that the effects vary by region. Students in urban areas such as Boston, Memphis, and Newark, for instance, saw positive gains in math and reading. But in the Southwest, Florida, and Texas, students saw adverse outcomes.

3. Black families view charter schools as “immensely popular”: The letter also notes that charters are a popular alternative to traditional public education—in fact, tens of thousands of students across the country are currently on charter school waitlists. A recent survey conducted by the National Alliance for Public Charter Schools showed that at least 80 percent of black, Hispanic, and low-income parents supported the opening of charter schools in their area. And since 2000, the number of charters nearly quadrupled, from about 1.7 percent to 6.6 percent of public schools. The letter notes that the moratorium would affect 700,000 black families, as black students make up 27 percent of those enrolled in charter schools.

In Massachusetts, voters will decide this year on a ballot measure seeking to expand the state’s annual quota on charter schools to add 12 more to the current limit. A Brookings study in mid-September found that charter schools benefited students in the state’s urban areas, particularly for traditionally disadvantaged students. For students in rural and suburban areas, those benefits disappear.

“For many urban Black families, charter schools are making it possible to do what affluent families have long been able to do: rescue their children from failing schools,” the letter notes, adding: “Making charter schools the enemy in a fight for adequate education funding doesn’t serve the interest of all students. We cannot sacrifice another generation of students to the status quo.”

Over at The Corner, Roger Clegg highly recommends a piece in Forbes about a new SEC proposal that would require public companies “to include in their proxy statements more meaningful board diversity disclosures on their board members and nominees.” This rule would not mandate any diversity goals. It would merely require a disclosure of current board diversity and any future diversity plans, if any. Here’s the Forbes piece:

In May, 1996, Sister Doris Gormley wrote a letter to T.J. Rodgers, the founder and then-CEO of Cypress Semiconductor. She argued that Cypress ought to diversify its board by adding some women.

Replying to her, Rodgers wrote, “Choosing a Board of Directors based on race and gender is a lousy way to run a company. Cypress will never do it. Furthermore, we will never be pressured into it, because bowing to well-meaning, special-interest groups is an immoral way to run a company, given all the people it would hurt. We simply cannot allow arbitrary rules to be forced on us by organizations that lack business expertise.”

To people who actually run business enterprises, getting sound advice from the board is important. It can help them avoid costly mistakes. But that requires deep knowledge of the specific business field. Companies have every incentive to find such people, which has nothing at all to do with the happenstance of their ancestry or sex.

If Republicans are wondering why blacks, women, Hispanics, Asians, and pretty much every non-white-male group in America seems to hate them, this is why. If you want to oppose diversity mandates, that’s one thing. There are ways to do it. But to blithely claim that the whole idea is nonsense because no board of directors in America would ever choose a board member for any reason other than pure merit? This is just willful blindness. Every black, female, Hispanic, and Asian person in the country has been a victim of this faux meritocracy argument and knows perfectly well that it’s rubbish.

All that is bad enough. But then to get high-fived for it by National Review and the Wall Street Journal and Fox News? It rubs non-white faces in the fact that conservatives not only don’t want to make any real efforts to break up the white men’s club, but that they’ll go out of their way to deny that it even exists. So they vote for Democrats. At least the Dems don’t flatly insult them with obvious baloney.

For reference, compare this to Lauren Rivera’s conclusions after sitting in on post-interview discussions of candidates for a professional services firm (via Leniece Brissett at Vox). Here’s a summary in the Harvard Business Review:

Black and Hispanic men were often seen as lacking polish and moved to the reject pile, even when they were strong in other areas, whereas white men who lacked polish were deemed coachable and kept in the running. A similar pattern emerged among men who appeared shy, nervous, or understated: Nonwhites were rejected for being unassertive, but in whites, modesty was seen as a virtue. Among candidates who made minor mistakes in math, women were rejected for not having the right skills, and men were given a pass—interviewers assumed they were having an “off” day.

Different kinds of people, it turns out, were evaluated very differently:

I don’t doubt that most corporate board members think they consider nothing but pure merit. But they plainly don’t. The CEO wants board members who will support him. Another board member wants to repay a favor. Another recommends someone who sits on another board with him. The others want people who will “fit in.” And in between all that, yes, there will be a few chosen for their particular expertise.

If Republicans care even a tiny bit about ever appealing to non-whites, the very least they need to do is acknowledge that non-whites face particular problems and biases that are often subtle, often unconscious, and haven’t disappeared yet. Even if they never support doing anything about it, they have to at least acknowledge this. If today’s anti-diversity harangues are any indication, they’re nowhere near that yet.

This List Shows You How Divided America’s Schools Are

In the wealthy West Jefferson Hills School District in western Pennsylvania, a new high school with an eight-lane swimming pool and terrazzo flooring was recently approved for construction. Meanwhile, in neighboring Clairton, where the district’s poverty rate is 48 percent, officials wrestled with whether to close schools earlier this year.

That striking disparity is just one of many in a new report that maps the country’s 33,500 school district borders and highlights places where high-poverty districts bump up against wealthy neighbors. The report, put out by the nonprofit EdBuild, sheds light on how these well-established boundaries create “barriers to progress that segregate children” and even worse inequities in the public education system. It also notes that existing school finance system, in which districts rely heavily on property taxes as a source of local funding for schools, creates an incentive for wealthier families to move across district lines to more well-resourced areas.

Between 1990 and 2010, income-based segregation among American school districts grew, according to Stanford’s Center for Education Policy Analysis. Such disparities among districts result in unequal access to resources, such as underqualified teachers and subpar facilities, and could lead to gaps in academic achievement. Another recent Stanford study found that children in the wealthiest school districts performed, on average, four grade levels above children in the poorest school districts. In May, on the anniversary of the landmark Brown v. Board of Education decision, the Government Accountability Office found that the share of schools with a high concentration of poor, black, and Hispanic students increased from 9 to 16 percent between 2000 and 2014.

“We’ve created and maintained a system of schools segregated by class and bolstered by arbitrary borders that, in effect, serve as the new status quo for separate but unequal…” conclude the authors of the EdBuild report. “Increasingly, the story of American school districts is a tale of two cities, one well-off and one poor—one with the funds necessary to provide its children ample educational opportunities and one without adequate resources to help its children catch up.”

Economic Anxiety Really Is (Part of) the Reason White Men Are So Pissed Off

I don’t have any special news hook for this chart, but it’s been in the back of my mind for a while. Roughly speaking, it’s an answer to why white men are so angry about the economy even though they generally earn more than any other gender or ethnic group.

It’s all about progress. Women may earn 79 percent of what men earn, but over the past 40 years their incomes have increased rapidly. Black and Hispanic men haven’t done quite as well, but they’ve still made progress—and most people are relatively happy as long as things are getting better over time. The only group that has stagnated for four straight decades is white men. That’s plenty all by itself to make them angry, but it’s even worse when they watch literally everyone else doing better at the same time.

Don’t get me wrong: the “angry white guy” syndrome has plenty of sexist and racist overtones too. After all, white men used to be at the top of the gender/race heap, and now they aren’t. They don’t get to feel superior to women or blacks or Hispanics anymore, and their incomes have gone nowhere for four decades. Rightly or wrongly, you’d be mad too if this described you.

POSTSCRIPT: One reason I haven’t posted this before is because the data is hard to get. It’s easy for most groups—the Census data works fine—but for Hispanics the Census data is heavily skewed by the very low incomes of illegal immigrants, who have increased over time. As a proxy for income gains among Hispanic men who were born in America (to match the demographics of the other groups) I’ve used Pew’s estimate of the income difference between 1st and 2nd generation Hispanics. Obviously this is far from ideal, but I’m not aware of a clean source of comparable data for all this.

ALSO: Asian men and women have also seen substantial income gains over the past 40 years, but the Census figures for Asians don’t go back that far. That’s why they aren’t included in the chart.
